City applauded for smokefree bylaw Northern Health and the Canadian Cancer Society, B.C. and Yukon, applaud the City of Quesnel for adopting a smoke-free outdoor places bylaw earlier this month that will ensure clean air in popular parks, playgrounds, playing fields and Spirit Square. The move makes Quesnel the third municipality in Northern B.C., and the sixty second in B.C. to show community leadership in tobacco control. While B.C.’s smoking rates are the lowest in Canada at 14.3 per cent, in northern B.C., rates consistently trend about 10 per cent higher than is found in the rest of the province. “The City of Quesnel has demonstrated their commitment to creating a supportive environment for everyone to escape the harmful effects of tobacco smoke with the passage of this bylaw,” Nancy Viney, tobacco reduction lead with Northern Health said. “Research conducted by Statistics Canada shows that when smoking bans have been implemented, many smokers have chosen to quit or cut back.” In B.C., 9.5 per cent of B.C. youth aged 15-19 are current smokers, and 21 per cent in Grades 7-12 have tried smoking, with youth in the north and interior being most likely to experiment. “We know that youth who do not see adults smoking are less likely to view it as normal social behaviour and thereby, are less likely to start themselves,” Megan Klitch, health promotion coordinator with the Canadian Cancer Society said. “It’s great to see that Quesnel’s bylaw includes many places that children play and youth spend their time.” In Canada, tobacco use is the leading cause of preventable death, killing one out of every two people who use it as intended. Every year tobacco use kills more than 6,000 British Columbians, including up to 110 non-smokers who die from diseases brought on by secondhand smoke.

Seniors advocate coming to Gold Pan City
B.C.’s Seniors Advocate, Isobel Mackenzie, is inviting seniors and their family members in the Quesnel area to meet with her this Friday (Nov. 27). The Advocate will discuss her role and the activities her office currently has underway, including a recent report and recommendations for system improvements relating to seniors’ housing in B.C., as well as a recent report on caregiver distress highlighting the fact that one-third of B.C. caregivers are in distress and more respite services are needed in the province. The Advocate will also discuss upcoming surveys of home support and residential care her office will be conducting, the first time in B.C. that all individuals receiving these publicly funded services will be surveyed. She will also talk about her office’s ongoing monitoring activities of key seniors’ services.
The audience is invited to participate in questions and discussion. “This is part of my ongoing commitment to engage with seniors, in the communities where they live, to participate in a conversation about improving the lives of seniors in B.C.,” Mackenzie said. “Please come and share what is working, and what is not working, for seniors in Quesnel.” It all takes place Nov. 27 at the Seniors Centre, 10 a.m. – noon. The Office of the Seniors Advocate is an independent office of the provincial government with a mandate of monitoring and analyzing systemic issues that affect B. C. seniors. The Office of the Seniors Advocate was established by the provincial government as part of the Seniors’ Action Plan, a strategy to address the needs and issues of B.C.’s growing seniors’ population. The Seniors Advocate Act was passed in 2013. In March 2014, Isobel Mackenzie was appointed the first seniors advocate for the Province of British Columbia. Key functions of the Office of the Seniors Advocate 1. Monitoring and analysis: The advocate is responsible for monitoring the provision of seniors’ services in the areas of health, personal services, housing, transportation, and income supports. The office will monitor through data analysis, surveys, consultation and input from seniors and their families. Information and referrals: The office will provide information to seniors
and members of the public about seniors’ services. The office will refer individual complaints to the appropriate person or body for resolution and will track the issues raised by individuals and stakeholders, which may become topics for review.
Examining issues of importance The office will work in the best interest of seniors by identifying, analyzing and promoting awareness of systemic challenges, and finding solutions to these challenges.
Recommendations The office will make recommendations through direct advisories to service providers and stakeholders; public statements and reports on specific topics; and mandated formal reports to the minister. Mackenzie has more than 20 years experience working with seniors in home care, licensed care,

NOTICE OF SNOW REMOVAL The City’s Streets and Traffic Bylaws require all downtown businesses and property owners to remove the ice and snow from the sidewalks in front of or adjacent to their premises PRIOR to 10:00 a.m. on each business day (Monday to Saturday inclusive). More good than bad people
T
he world’s sympathy goes out to those who were slaughtered in the Paris massacre. It makes me wonder what drove those who killed and wounded so many to do this disastrous deed. Why did they do it? What strategy was behind this murder? Do terrorists have rational strategies? There are a lot of things I don’t understand about this kind of terrorism — some of those committing this act were from France. Why would you want to end your life by doing this ugly deed upon your fellow countrymen? Why does the world breed so many of those who believe the wrongs they are doing are right and those who don’t go along with their brainwashed suggestions are wrong? It does not matter what country we live in, there are always going to be those who do wrong. I know this is not as shocking as a ‘Paris’ debacle but it is something that rankles me big time. During the recent Royal Canadian Legion Poppy campaign throughout the country there were some jerks who stole poppy donation boxes from retail outlets helping to sell them. How low do you have to go before you grab one of these small donation boxes and then take off? If these jerks are caught I would like to see them put before a large legion assembly and have to explain why they did this stupid act. Then, make them work in keeping some of our cenotaph’s clean, plus a donation to the legion. Why can’t we spread good as fast as bad these days? And, perhaps, we would not wake up daily to read headlines about a lot of goofy stuff going on. Fortunately there are more good dudes around the world than bad characters. –BP

Play-Doh, an accidental icon
uring a cleaning spree a few days ago I found some unopened Play-Doh in the back of a cupboard that had been in there for years. I immediately opened the lid and took a whiff. It still had that divine nostalgic smell I’ve loved for as long as I can remember. I took the familiar modelling compound out of it’s container and smooshed it around with my hands, creating shapes and figures before putting the lid back on and placing it on our kitchen counter. When my 12-year-old daughter came home from school she saw it and reacted almost exactly the way I had. She opened it up, took a sniff and instinctively played with it as she told me about her day. When my 15-year-old son got home he did the same thing. Neither one of them asked me where it came from or why it was in the kitchen, they automatically goofed around with it, moulding it into different creations and letting their imaginations take over. I asked them if they remembered playing with it when they were younger and of course they did. I also remembered it from when I was a kid. “They had Play-Doh way back then?” Daisy asked. “Yes,” I said. “We didn’t have the electronics you kids have nowadays, but we definitely

On A Brighter Note had this.” Sam went on the laptop to Google it. “It’s been around since 1956,” he said amazed. “Before you were even born, Mom.” That actually surprised me as well and we proceeded to read more. It turned out it was originally a wallpaper cleaner in the 1930s when homes were heated with coal and the messiness of soot was created. It wasn’t until the mid 50s that it became something kids played with – and it was quite by accident that happened at all. The product, which was originally composed of flour, water, salt, boric acid and mineral oil, was first manufactured in Cincinnati by Kutol Soap Products and after many years of doing decent business their sales decreased drastically after World War II when oil and gas furnaces became popular, as well as the introduction of washable vinyl wallpaper. On the verge of bankruptcy the sisterin-law of one of the
can was suddenly selling for $1.50 and they couldn’t keep up with the tremendous demand. It started getting exported to other countries and the sales kept increasing. General Mills eventually bought the company and then Hasbro. Their surprise hit product continued to evolve and sales continued to soar. It’s been 60 years since Play-Doh was first introduced to children and the recipe has been tinkered with and improved upon several times. It’s now selling in more than 75 countries, has been inducted into the National Toy Hall of Fame and the Toy Industry Association has it listed as one of the 100 most memorable and most creative toys of the twentieth century. Many consider it one of the most beloved toy products ever created – quite an extraordinary success for a nearly defunct substance once intended to wash walls. And quite a coincidence we discovered this interesting bit of toy history after a rare cleaning spree. owners randomly read a magazine article in 1955 recommending wallpaper cleaner to make Christmas ornaments. She took a big can of it to the community nursery school she ran and the children rolled out the doughish compound and cut it into shapes with cookie cutters to make festive decorations. She then suggested a reworking of the substance to her brother-in-law so it could be marketed as a toy. What a brilliant idea. Adding the colours red, blue and yellow, the revamped product was originally named Kutol’s Rainbow Modeling Compound. That didn’t sound fun enough so they renamed it PlayDoh and introduced it to the Cincinatti Board of Education in 1956 where it was used in elementary schools for arts and crafts. In 1957 it was shown on the popular children’s television show Captain Kangaroo. Bob Keeshan who played the Captain presented it for free, agreeing to take 2 per cent of the profits in lieu of advertising dollars since they couldn’t afford to pay for ads at the time. After that it was seen on Ding Dong School and Romper Room and by 1958, the sales of Play-Doh had reached nearly $3 million. The product the struggling owners had been barely selling for .34 cents per

e live in a period where time is measured in nano seconds and millions of light years. For me these are the kind of measurements I don’t even try to grasp, but it makes me wonder what is time and when did we start measuring in hours and seconds. I don’t want to go back to Stone Henge or the Egyptian time measurements, but more to when and why did hours and seconds become a part of our society. The Industrial Revolution was the main

FROM WITHIN reason and beginning of a period where time was used in factories to get a lot of people to arrive and leave at pre- set times. When the factory whistle blows you are at your station and when it blows again it is for the beginning and end of lunch and the end of the
shift. It is a system that is used in schools even today. Set hours brings people and children to a location at the same time, but are they ready to work or learn at a certain time and in a certain time slot? As far as I know individuals mature and age at different times, so it seems logical that some children are ready for school at five years old and others at seven years old and the time schedule forced on five years old children will affect them for the rest of their life. As adults we carry on with regulated time for
arrival, lunch and the end of a working period. What this regulated time scheduled existence does to our mental health or physical health I cannot answer. All I know is that I am not always hungry or ready for breakfast, lunch and dinner at specific times. Time has become the regulator in our lives. Even the seasons have a regulated time because Spring is on March 20, even if there is still three feet of snow on the ground and a temperature of minus 10 degrees, the calendar says it is spring and so be it. Predictions in the future
are often based on a time line in which certain stages of production or finished products are expected. Unfortunately many government expectations do not work out very well nor do large projects such as dams, pipe lines etc. The reason is that many obstacles have not been or could not have been foreseen, so why not live with the concept of doing the best you can instead of the nerve wrecking expectations that it has to be done by tomorrow or next week. These expectations are unrealistic because nobody can look in the
future and tension is the only predictable result. There is another aspect of time that is related to circumstances. We have days or moments we are happy and time seems to fly, but on days of hardship or sorrow, time feels like it is standing still. So there seems to be a different perception of time in different circumstances that is not measurable. It may be that the way we treat time has enslaved us in a pattern that is hard to escape. WRC delivers Respectful Relationships program to Grades 7 – 10 ANNIE GALLANT Observer Reporter

s part of the Women’s Resource Centre’s (WRC) mandate of violence prevention in the community, the staff were looking for a youth program with a good reputation with the best practices and found Respectful Relationships. This program has United Nations approval and is SD28 approved. “It’s designed to be delivered by an outside of government agency,” Debbie Scallion, registered therapeutic counsellor said. “These agencies have the skill set and experience to deliver the program in the schools. Besides, teachers already have a lot on their plate and this program doesn’t come with funding.” Which meant the
WRC had to drum up funding for Respectful Relationships if they were going to implement it in the local junior secondary school and Correlieu secondary school. “We were willing to find the funding to deliver this high-calibre program,” Scallion said. “We found funding through the Canadian Women’s Foundation, Quesnel Community Foundation and the provincial government.” With funding in place, Scallion established 12, one-hour programs in Grades 7 – 10 classes. “We also have a youth team that meet once a week at WRC and they focus on leadership, self-awareness, social activism and facilitation skills. They will join us in the classroom as co-facilitators alongside the adult facilitators,” Scallion said.
The anti-violence program’s mandate is to teach youth the skills to develop healthy relationships, such as boundary setting, how to build a healthy relationship – what that looks like as opposed to an unhealthy relationship and the difference between the two. It also looked at media bias and how marketing works. “We focus on dating relationships primarily,” Scallion added. In the Grade 7 program, they deal with bullying and friendships; beginning of dating; communication; I statements and boundaries. The Grade 8 program goes further into dating relationships; gender identify; stereotypes such as the reinforcing of the strong male and the ultra feminine female and dissecting that
concept. For Grade 9 students, there’s more about dating, racism and homophobia and how that damages their ability to form lasting, respectful relationships. In the final Grade 10 student population, the program delves into more details regarding abuse, relationships and the balance of power as opposed to equality. “The over-arching focus in Respectful Relationships programming is to create tolerance and acceptance in all relations at all ages,” Scallion said. “All these skills are fundamental to healthy relationships and our ability to form those lasting relationships. “Most of us don’t learn these skills until well into adulthood, some never, making mistakes all along the way.
“These mistakes can and will cause damage and some people struggle all their lives to right the wrongs. Their self-esteem and identity can also be damaged and it takes a lifetime to deal with it.” Respectful Relationships was created by the Salt Spring Women Opposing Violence and Abuse (SWOVA) to teach youth healthy relationships skills. It has been delivered to thousands of youth in Canada since 1999 with annual updating of the content to remain cutting edge in this field and a facilitator training program (mandatory for delivery of the program.) Scallion, who is both co-ordinator and one of the program facilitators, emphasized how the program content builds grade on grade and by the
time students are in Grade 10 they are starting to independently develop respectful relationships. “We will see all the SD28 Grade 7 – 10 students in the course of the school year and each student fills out a pre- and post-program evaluation,” Scallion said. “We also hired an outside evaluator to continuously evaluate the program. “As well, we meet with school administration, principals, teachers and counsellors to ensure a respectful relationship.” Respectful Relationships has the support of SD28, QJS and CSS principals and the local MLA. “Without their support we wouldn’t be able to offer this program to the students and in turn benefit our community,” Scallion said.

Peter and Jarka Meeds have made the decision to retire from the poinsettia business. They will concentrate more on bedding plants for the spring. There are three main reasons Peter says for discontinuing the Christmas flowers. First, the workload became too much for
the couple. Secondly, most of the plants were delivered out of town and it was difficult to find a reliable driver, leaving Peter to not only look after the boilers for the greenhouses, but also do the deliveries. And finally, there are dogs to walk and seedlings to plant. Jarka loves to take her German
shepherd and yellow lab into the back country and just walk and enjoy nature. Peter is content to stay in the greenhouse and plant the seedlings for next spring’s
flowers. “Poinsettias take a lot of nourishing in such a short time,” Peter said. “It’s time to sit back and enjoy the things we love to do.”

Over the last few weeks I have taken you on a tour of Quesnel and shared with you what I see each day and where I see God in it. We are a city built upon the rivers. The Fraser River, the Quesnel River, the Cottonwood River…these and many other streams and tributaries seek to divide Quesnel: North Quesnel, South Quesnel, West Quesnel. They are natural boundaries that separate its residents, and cause this tiny community to become even smaller communities forming a whole. However, these rivers also unite us. No one is far from a river, no one is left untouched by them. Many will remember the Mount Polley tailings pond disaster which threatened Quesnel’s water supply in the summer of 2014. While the city’s water supply

Salvation Army was never actually compromised, outlying communities were affected, and the realization that the rivers could be tainted caused everyone to realize just what a precious resource our rivers truly are. Jesus called Himself the living water. He said that “whoever drinks the water I give them will never thirst. Indeed, the water I give them will become in them a spring of water welling up to eternal life.” (John 4:14) At the time of the tailings pond disaster, residents of Quesnel were suddenly given pause to reflect upon the importance of the many rivers that
shape our landscape. In a similar way may we all take a moment today to reflect upon the life-giving water that comes only through Jesus Christ. May we all drink deeply of that living water today, and may it nourish us for the tasks that lie before us this day. Let’s Pray: God, we acknowledge that we often do not thirst for you enough. Today, give us a thirst for you that is overwhelming and may we turn to you for that thirst to be quenched. It is you, and you alone, who can fill us with the living water that we need to be your witnesses in this world. Help us to also lead others to the living water, that they may also drink deeply of you and experience the promise of eternal life. Amen. Goldpanners honour Brenda Campbell’s memory The Quesnel Goldpanners Hockey Club presented Bob Lebeck with a cheque for $2,500 for the Brenda Campbell Bursary as their way of recognizing Brenda for the wonderful woman she was. Brenda touched the lives and warmed the hearts of a wide array of individuals and families from the very young to the elderly. She was an inspiration and support to many during her life and this bursary will allow her impact upon others and her contribution to the community of Quesnel to be remembered in perpetuity. Quesnel’s winning streak ends at four RYAN GRAHAM Observer Reporter The Quesnel Kangaroos had their four game winning streak snapped this weekend when they were defeated 9-5 by the Williams Lake Stampeders. Williams Lake struck first, scoring the first goal of the game and added three more before the end of the period, with Quesnel only managing one. The second period had more pace to the game with the Kangaroos coming out of the gate firing, as they scored three goals, which was highlighted by captain Waylon L’Hereux coming down the left wing, beating goaltender Justin Foote of Williams Lake. The Stampeders would bounce
back with three goals of their own, retaking the lead to finish the second period. The third was more tightly contested with both teams staying close. In a last effort to get back in the game Quesnel pulled their goalie looking for the advantage, but Williams Lake created a turnover sealing the game with an empty net goal. The Kangaroos goals were scored by Alessio Tomassetti, Mike Kalusny, Justin Fulton and L’ Heureux who scored two. Quesnel sits second in the east division with Williams Lake first. Their next game will be Sunday in Quesnel at 1 p.m. against the Prince Rupert Rampage, who are first in the western division.

The 2015 Grey Cup matchup is set. The eastern and western finals wrapped up this past weekend with the Edmonton Eskimos and the Ottawa Redblacks advancing. The western conference final was the battle of Alberta with Edmonton defeating the defending Grey Cup champions the Calgary Stampeders 4531. Quarterback, Mike Reilly of the Eskimos threw for three touchdowns and ran for two more, as he led his team to victory against their rivals the Stampeders.
The eastern final saw Ottawa defeat the Hamilton Tiger Cats 35-28 in dramatic fashion. With more than a minute left in the game, quarterback Henry Burris sealed it for Ottawa with a 93yard touchdown to wide receiver Greg Ellingson to send the Redblacks to their first championship game since rejoining the league. There last Grey Cup appearance was in 1981 when they were known as the Ottawa Rough Riders. The 103rd Grey Cup will be played Sunday at 3 p.m. in Winnipeg to decide who the champions of the Canadian Football League will be.

RBC Sports Day in Canada comes to Quesnel RYAN GRAHAM Observer Reporter The Quesnel Technics Gymnastics Club hosted the RBC Try-it Day event from 6 – 8 p.m. last Friday, allowing the community to try gymnastics as part of RBC Sports Day in Canada. RBC Try-it Day is a collaboration with RBC Sports Day in Canada, which is a week of activities with nearly 2,000 sports organizations, communities and schools across Canada.
The club applied for a grant in order to fund the Try-it Day event through RBC and were successful in securing $300 for the event. It was a good turn out as people of all ages came to the event to give gymnastics a try. Head recreational coach, Elizabeth Floyd said 20 people showed up and five were members. She said most of the participants enjoyed their time. “Most if not all the kids stayed the entire two hours,” Floyd
said. Due to the fact it was only a two hour event, they couldn’t run through a structured class they normally do with club members, but they still wanted to give participants a basic experience in what gymnastics is all about. Canada wins series RYAN GRAHAM Observer Reporter The 2015 Canada Russia series has come to an end, with the Canadians winning the series 5-1. The competition involved all three Canadian Hockey Leagues, the Western Hockey League, Quebec Major Junior Hockey League and the Ontario
Hockey League, with each league hosting two games. The WHL swept their two games winning the first 7-3 and second 4-2. The OHL continued the trend as they took both games, winning 4-2 and 3-0. The last series saw QMJHL split their series losing 3-2 in the first game and winning 6-4 in the second.
With the win the CHL recorded their 10th win in the 13 – year history of the event. The series is used as an evaluation for Canada’s National Junior Team that will compete in the 2016 World Junior Championships, held in Helsinki, Finland. The tournament runs Dec. 26 – Jan. 5, 2016.

W. FREDERICK (FRED) WALDIE With sad hearts, we announce the passing of W. Frederick (Fred) Waldie at Royal Inland Hospital in Kamloops, BC on November 14 at the age of 84, following post surgical complications. Fred is survived and lovingly remembered by Ann, his loving wife of 59 years, whom he married in Robson BC on December 29, 1955; also by his four daughters, Karen Waldie (Pat), Gail Sheasby (Bob), Gwen Brown (Trevor), Janet Newbery (John); his eight grandchildren (Corey, Sherrill, Tyler, Jesse, Tanis, Stephanie, Eric and Valerie); his three great-grandchildren (Nina, Hunter and Sage); his two sisters Dawn Waldie of Castlegar and Norma Jean Loveland (Cecil) of Spokane Washington, plus his numerous nieces and nephews. Fred is predeceased by parents Bill and Marjorie Waldie, sister Lillian Flynn and brother Keith Waldie. Fred was born in Robson BC in 1931 and received his schooling in Robson and Trail, B.C. At the age of 16, he was granted admission to UBC to study, earning a degree in Forest Engineering in 1952. Fred began his career as a Professional Forester in Nakusp BC, with career moves taking him to positions in Terrace, North Vancouver, and Quesnel, BC. As a workingman, Fred also enjoyed an active life with family and friends. His many pastimes included badminton, skiing, gardening, curling, golfing, camping and card playing with friends. In 1994 Fred and Ann retired to the community of Blind Bay, where they quickly made many new and lasting friendships. Swimming, golfing, curling, and travel, as well as entertaining their visiting family, kept their retirement life busy. In 2012, they chose to downsize and relocated to Salmon Arm where Fred continued to enjoy curling, golfing and caring for his wife Ann. Fred is remembered as a devoted and loving husband and father. Those who knew him well will remember his motto - Keep It Simple. A memorial service was held at 2:00 pm on November 19 at the Bowers Funeral Chapel. A reception followed the service allowing friends and family to continue sharing memories. As Fred discouraged winter travel during his later years, the family plans to gather for a Celebration of Life in the spring of 2016. **The family requests no flowers, and suggests those wishing make a donation to the charity of their choice.
