THORNHILL – Members of the Thornhill Firefighters’ Association, in conjunction with Thornhill businesses, held their annual boot drive Nov. 20-21 to raise money for Muscular Dystrophy Canada. Northern Motor Inn manager Kevin Choi makes a donation to firefighter Graydon Prosser. Nearly $1,500 was raised. The Northern Motor Inn, Thornhill Pub, Copperside Foods and the Thornhill Meat Market were among those businesses combining their efforts with the firefighters.
MORE ABORIGINAL students are graduating from the Coast Mountains School District, revering a downward trend dating back to 2009. The graduation rate for aboriginal students in was 62.2 per cent for the school year ending last June, up from 43.7 in 2013-014. School district superintendent Katherine McIntosh attributed the change to three strategic changes, starting with an increased focus on assessing students’ progress and intervening when needed. It is because of “the fact that we’ve taken an in-depth, renewed focus on figuring out where kids are at with their learning and then designing those interventions,” she said. “We are starting to take a really deep look at it and talk about it, right down at the classroom and school level, not just at the district level, I think that has contributed significantly.” The second involves creating new literacy and numeracy strategies, which are being prepared by teachers from within the school district. The third phase relates to engaging aboriginal students and ensuring their curriculum is relevant. To do that, the school district is working with University of Victoria indigenous education professor Lorna Williams. “[Williams] is working with us to understand who our aboriginal learners are
and what we need to do to ensure that they are successful,” said McIntosh. She said other measures to improve aboriginal graduation rates included helping teachers incorporate indigenous learning principles and developing shared goals in agreements with First Nations communities. School district principal of aboriginal education Agnes Casgrain said the school was also improving the teaching of aboriginal issues to all students. She is working with teachers to implement the new indian residential schools curriculum, which was a recommendation of the Truth and Reconciliation Committee report released in June. The curriculum developed by the First Nations Education Steering Committee is currently being tested in Grade 5 classes. Next year it will be mandatory in Grade 5 classes and introduced in Grades 10, 11 and 12. Casgrain said the content is aligned with the ministry’s new curriculum for students in kindergarten to Grade 9, which includes First Nations education in every grade. “That’s been a real shift for us,” she said. “It has been taught before but it’s nice to have it in a very structured, strategic way.” B.C. auditor general Carol Bellringer has recommended the ministry collaborate with school boards, superintendents and aboriginal leaders to develop a strategy for improveemt.

Court ruling could affect Kitimat smelter

KITIMAT - The Fraser Institute has declared a bold prediction that a ruling in an appeals court earlier this year will put economic development at risk in B.C., and specifically cited the Kitimat smelter as a project that’s put on rocky ground. The ruling by the BC Court of Appeals grants permission to the Saik’uz and Stellat’en First Nations to level a lawsuit against Rio Tinto relating to allegations of environmental damage from their Kenney Dam near Vanderhoof. The author of the Fraser In-
stitute’s report, Ravina Bains, says this ruling opens the gates for First Nations to sue private companies, where in the past First Nations could only take the government to court. It’s a ruling, they say, that risks current and future projects in the province. Bains says in particular it can cause issues if cases drag out as others have for decades. “If you end up having these litigation cases on Aboriginal title between private companies and First Nations that go on for decades, that could put an impact on the project in question.” A survey by the Fraser Institute, she said, found that un-
certainty over land claim was a big impediment in the mining sector. She adds that under the ruling First Nations have to prove Aboriginal title through the individual cases but it also creates questions as to whether the government will acknowledge the title established in the individual case or if First Nations would have to re-litigate against the government. Bains’ report suggests that judges should also consider the economic impacts of their rulings as well, which she wrote would provide more clarity on title issues. Rio Tinto declined com-

ment on the Fraser Institute’s publication due to it being a third-party independent report. We also sought comment from Haisla Chief Councillor Ellis Ross, however Ross was unavailable for a statement last week. As reported in the October 21 Sentinel, the suit in issue here relates to the flow of water in the Nechako River, which is affected by the company’s Kenney dam. The Canadian Press had reported the nations said the dam breaches their rights to the waterway and were seeking damages for property-rights violations.

PRINCE RUPERT - North Coast MLA Jennifer Rice took B.C.’s Agriculture Minister Norm Letnick to task over the Canfisco salmon cannery operation closure announced last week saying 600 jobs will be lost. “As far as I understand right now, the company is in current review of how many jobs will actually be lost ... I understand that the issue of canned salmon is ... In this particular case, it’s because the market for canned salmon has come down. Hopefully the company can find other purposes, other uses for their employees,” said Min. Letnick. The minister then added that without his government saying yes to things like Site C, LNG and the expansion of agriculture and aquaculture, “where would we be in this province?” “The jobs at Canfisco are jobs that already exist, jobs that are already supporting real families. Tomorrow’s theoretical jobs will do nothing to pay today’s bills,” responded Rice. Earlier in November, Rice outlined the provincial jurisdiction and powers that Victoria holds in the Canfisco matter. “Interestingly enough, ocean fish and fishing is a federal jurisdiction when you’re talking about the ocean, but the processing of fish is under provincial jurisdiction, so there is [sic] things that the province could do. The province could implement adjacency policies, so if you take a resource
from an area, it needs to be processed or secondary manufacturing industry needs to occur in that area,” said Rice. “It’s really sad to see this unfold because it’s the same story that we have with the forestry industry. You look up and down Highway 16 and you see all these shuttered mills. Meanwhile we have logs going off to China to be processed ... So this is the same story, different resource.” On the federal side, Skeena-Bulkley Valley MP Nathan Cullen is looking over regulatory options to see if some of the cannery’s positions can be salvaged. “It was with extreme disappointment that I learned about the Canadian Fish Company’s (Canfisco) intention to shutter its canning operations in Prince Rupert ... I have already begun reviewing legislative and regulatory options for addressing systematic issues with the way fisheries are governed in British Columbia and on the North Coast. And over the coming days, I will be reaching out to Canfisco, the UFAWU, as well as the federal fisheries minister,” Cullen said. “In the long term I am committed to examining ways through which fishermen and fishing communities can exert greater control over this critical public resource.” In addition, UFAWU-Unifor is urging the federal government to revoke the Jim Pattison Group’s Canfisco fishing licence, since the company is unable to create good jobs with a majority control in the salmon industry.

PRINCE RUPERT - A Prince Rupert tug and the Canadian Coast Guard Ship (CCGS) Gordon Reid were dispatched Tuesday to assist U.S. cargo ship MV North Star after it lost power and was adrift some 50 nautical miles off the shore of Haida Gwaii. Initial reports indicated that the CCGS Gordon Reid was to reach the stricken cargo ship at 4 a.m. Wednesday about 20 nautical miles offshore. Just 36 minutes later at 4:36 a.m. Wednesday, Transport Canada tweeted: “Cargo vessel #NorthStar no longer adrift, has restarted engine.” The 256-metre cargo ship was sailing from Anchorage, Alaska to Tacoma, Wash., but lost propulsion due to
what was called an electrical fault. The MV North Star was profiled on the Smithsonian Channel’s Mighty Ships in Season 2 where they battled a failing engine. “In a battle against time, money, sub-zero temperatures, and unforgiving waters, cargo ship North Star makes a 1,600-mile journey from Tacoma to Anchorage. Join captain Richard Cadigan and his committed crew as they put their perfect on-time record, not to mention their lives, on the line to deliver everything from food to pick-up trucks to the people of Alaska. To complete their mission, they must overcome perilous obstacles, one delivered by Mother Nature, the other by a failing diesel engine,” the Smithsonian Channels promotional material stated.
LAX KW’ALAAMS - John Barry Helin has been elected Mayor of Lax Kw’alaams. With 353 votes, Helin was elected by the community after the results were tabulated on Friday. Helin defeated incumbent candidate Garry Reece (274 votes), as well as challengers Carl Sampson (300 votes) and Robert Moraes (99 votes). “I would like to thank everyone that supported me in the election ... I am one who will be open and transparent ... I am honoured you put your trust in me,” Helin said through a Facebook post. In order of most votes cast, the elected 12 councillors for the band include Chris Sankey, Geraldine Alexcee, Kelly Sampson, Theodore White, Braden Dudoward, Russell Reno Mather Jr., Stanley Dennis, Helen Johnson, Barbara Henry, Angela Green, Sharon Haldane and Harvey Russell Jr. Trustee candidate Elaine Miller was elected by acclamation.

In 2014 the citizens of Kitimat, Kitamaat Village and some Terrace businesses generously donated the amazing amount of $52,186.93 enabling us to fill over 225 Christmas hampers and to continue assisting the less fortunate in Kitimat and Kitamaat Village throughout the year. We also received numerous boxes of food, gifts and toys thanks to you all. We have also received donations of food from the various churches and local organizations throughout the year. A very successful food drive was held by the Latter Day Saints in September bringing in numerous boxes of nonperishable food. TERRACE - Last week’s activation of traffic control lights at the southern end of the Sande Overpass may have caught some motorists by surprise, but for pedestrians it was a welcome introduction. Instead of flashing amber and red lights, normal signal lights now control traffic turning east from the southern end of the overpass to Keith Ave./Highway 16 and the traffic approaching the intersection on Keith Ave. from the west. Cam Maximchuk, who frequently walks to his job at Fountain Tire, said that before, as a pedestrian, “you were dodging.” “You were dodging, watching out because everybody’s backed up trying to get their shot,” he said of motorists wanting to clear the overpass. “This is way better. It’s wider, better flow I’d say.” Towards the end of last week, when the new lights became entirely operational, Facebook lit up with stories of drivers passing right through the lights. One person claimed to have been clipped by someone who shot through a red light and another Facebooker, Tara Lynn, said that “this intersection will be the source of many accidents in the days/ years to come. It’s just a fact. It’s a huge traffic change and most people cannot comprehend this. It’s sad but true. I only hope none will be fatal.” Another person said that the new double east turn lanes would confuse those who are accustomed to a single lane as they arc through the intersection at the southern end. The overpass redesign, its chief feature being the construction of a second lane for traffic turning left at the southern end, came in response to years of lobbying from local politicians and others to the provincial government to deal with what was regarded as a choke point for both highway and local traffic. The company WestCana did the electric component of the work under a subcontract from Adventure Paving of Prince Rupert which did the construction. The total bid price for the whole project came in at $2,297,266.42 which was paid for by the province.

Bill Murray highrise passes first two readings By Kevin Campbell THE NORTHERN CONNECTOR
PRINCE RUPERT - Prince Rupert city council has passed first and second readings of a bylaw amendment paving the way for the construction of a highrise condo on Bill Murray Drive. Proposed Zoning Amendment Bylaw No. 3377, 2015 is the first step in SwissReal Group’s efforts to build the highrise, as well as a commercial building at the corner of Bill Murray Drive and Stiles Place. The zoning amendment can be described as ‘spot zoning’, to enable the height restrictions to move from its existing 16 metres (or four storeys) to 29 metres (or eight storeys). “The primary difference between [the old zoning bylaw and the new one] is whereas in the original bylaw, the height increase was for all of the areas in [the B zone of the agenda’s Attachment C, which includes the majority of Third Avenue, First Avenue and Stiles Place], the new bylaw essentially creates a new zone for only the area that is proposed to be developed,” said city planner Zeno Krekic. “So this would be essentially what you’d refer to as spot zoning.” A new Downtown Highrise
Zone (labelled C6) would form the new zone that SwissReal Group’s development would comprise. C6 is a new classification for that area and includes permitted uses such as retail use, personal service establishment, office, entertainment centre, theatre, multiple family dwelling and assembly hall. The maximum floor area ratio for multiple family dwellings is 3.0 metres and the maximum building height in this new C6 zone is 35 metres, with a 4.5 metre building setback from any residential use. A Sept. 15 public hearing was scheduled earlier this year and SwissReal Group’s Jeremy Towning provided Krekic with the results from that evening. As Towning describes it, the group was “taken aback with the amount of positive input from the locals in Prince Rupert”. Councillor Blair Mirau asked Krekic to clarify the traffic analysis that was completed by the Ministry of Transportation and Infrastructure and asked if the higher density would result in any disruptions in the area. Julie Cooke, a district development technician for the Ministry of Transportation and Infrastructure – Skeena District, wrote in her report: “Our traffic engineers have reviewed the SwissReal traffic

Lung Association pushing people to be aware of radon KITIMAT - To encourage more BC residents to test their homes for radon, the BC Lung Association is giving away radon test kits to three contest winners every month. “We hope our monthly contest will inspire more people to take the health risk of radon more seriously. Radon gas is accountable for up to 16 per cent of lung can-
cers and we suggest all BC residents test their homes,” says Rossella Norman, Volunteer BC Lung Association Director for Kitimat. Exposure to colourless, odourless radon gas is the leading cause of lung cancer after smoking. BC residents, particularly those living in Area 1 where levels of radon gas are known to be elevated, are urged to test their
homes this winter. “Should British Columbians be concerned about radon exposure? Yes. Should they panic? No,” says Britt Swoveland, RadonAware Manager for the BC Lung Association. “The risks from radon are cumulative, which means serious effects result from exposure to high levels over a long period of time.
But it is important residents test for radon and depending on the result, effective mitigation solutions exist.” Measured in becquerels per cubic metre (Bq/m3), Health Canada recommends home radon levels not exceed a safety guideline of 200 (Bq/m3). “As there is no known safe level of exposure, the BC Lung Association rec-
ommends making every effort to minimize home radon levels to lowest levels possible. “One house can have radon levels next to zero while the house next door can be off the charts,” continued Swoveland. “A certified radon mitigation professional can reduce radon levels in most homes by more than 80 per cent for about the same

PRINCE RUPERT - Re-zoning was a popular topic at the Nov. 23 Prince Rupert city council meeting, as a semi-circular parcel of land located between Prince Rupert Boulevard and Drake Crescent was proposed to be re-zoned from RM1 (multiple family residential) to RM3 (multiple family dwellings up to four stories). The land is 1.94 acres in size, a vacant in-fill residential lot surrounded by existing multi-family units, light industrial lands and a church. The applicant proposes to build under a zoned property designation that includes a condominium block and townhomes. “The current zoning would not support the development of smaller units, nor a mixture of unit sizes at an affordable price,” reads the re-zoning application. “Based on current market demand it is intended that the development will be a mixed form of one-bedroom, two-bedroom and townhome units which would be supported by the requested zoning,” the application continues, noting that the applicant has previous project experience in Smithers and resort development experience in Whistler. BC HYDRO / THE NORTHERN CONNECTOR
PRINCE RUPERT - The city of Prince Rupert is still running on emergency backup power coming from natural gas-fueled generators at the Prince Rupert Generation Station. The 69-kilovolt line that connects Falls River Hydro and Browns Lake power stations was returned to full service on Saturday at 2 p.m. As of Wednesday, BC Hydro was optimistic that the main 287 kilovolt transmission line to Prince Rupert would be back in service sometime on Thursday afternoon, “keeping in mind we are working in a slide area,” Dave Mosure, BC Hydro spokesperson, said. The main transmission line suffered five structure damages during a Nov. 16 storm.

B.C. pays Rupert By Todd Hamilton THE NORTHERN CONNECTOR
PRINCE RUPERT - The B.C. government will be forking over $51,065.68 to the City of Prince Rupert this month as compensation from municipal taxes for provincial properties. The province is distributing approximately $17.3 million this month in compensation for municipal property taxes to 56 communities around the province. Grants-in-lieu-of property taxes are distributed every November and reimburse municipalities for services that benefited government properties, such as municipally run sewers, roads and fire protection. Grants are issued in accordance with the Municipal Aid Act and are payable on land owned by the provincial government such as courthouses, provincial government office buildings and warehouses. Schools and hospitals are exempt from paying municipal property taxes and are not part of the grants-in-lieu calculation. Other provincial assets such as highways, forests, parks or land under the control, management or administration of a Crown corporation are also excluded from compensation under the act. This year’s payment from the Ministry of Technology, Innovation and Citizens’ Services is $167,000 more than last year’s total of $17.1 million. The increase is attributed to a number of factors, including fluctuations based on property assessments as well as the sale and purchase of government properties around the province.

Terrace ready for winter snow By Josh Massey THE NORTHERN CONNECTOR
TERRACE - THE AREA’S first snow fall of the season last week had city crews plowing roads and sidewalks, and thanks to a recent purchase, they had a new sidewalk plow to replace the old. The city’s job is fairly roundthe-clock and is done by the roads and drainage crew of 12 who are on duty 24-hours a day from Sunday night through Friday evening, with a day shift operating on weekends, says city public works director Rob Schibli. Private companies are contracted out to remove snow and otherwise assist during major storms, he added. Crews use both sand and salt to fight the ice and snow, with the latter losing its effectiveness as the weather gets colder. Using sand helps with traction on the hills and the salt helps keep the drains clear, according to the city.
Workers will also use shovels to clear drains plugged up by snow. Street parking impeding snow removal is not permitted and vehicles may be towed. Residents also have to clear the bottom of their own driveways after plows have gone through. But since 2009, the city has been helping out the elderly and those with physical and other challenges to deal with the windrows plugging driveways after a street has been cleared. Qualifying residents can sign up for free snow removal. According to Schibli, 28 residents signed up for the program in 2014 which used $2,940 of the program’s $5,000 annual budget. The program has never gone over budget, even though it is a first come first serve program, said city corporate administrator Alisa Thompson. “We’ve never exceeded the budget since the program was ini-
tiated so it seems very unlikely. It is first come, first served but if we had a huge participation increase council could look at increasing the amount in the budget the next year,” she said. Residents must own and occupy the property to be cleared, be 65 years of age or more at the date of application or be permanently confined to a wheelchair, restricted to the permanent use of crutches or braces, or otherwise be permanently disabled in such a way as to restrict physical mobility. No able-bodied persons under the age of 65 can reside at the property. Condo complexes where snow removal is the responsibility of the condo corporation do not qualify. Residents clearing snow should also not push it into the middle of the street so as to impede traffic or impede city snow removal efforts.

KITIMAT - The Kitimat Winterhawks PeeWee rep team won the Cliff Sharples Memorial tournament in Terrace October 23-25. Kitimat played Terrace in the first game and lost 8-4. In their second game Kitimat played Smithers and won 6-3. In their third game Kitimat beat Prince Rupert 6-2, which set them up to play Terrace again in the finals. Terrace took an early lead, but Kitimat came back and won the game 8-5. It was a total team effort with the kids taking care of their defensive zone first. The coaches were very proud of the kids for their dedication and work ethic throughout the tournament.

TERRACE - Terrace River Kings shot into first in the CIHL west division last weekend after a 5-3 win against Smithers Steelheads. This was the fourth win in a row for the Kings and significant because Steelheads are their toughest opponents, and particularly strong team on their home ice. “It was extra special to beat them
in their home rink,” said coach Rob Findlay, adding that the rink is smaller changing the style of play, and all the strongest Steelhead players are there. Chapen Leblond from the River Kings scored the first goal five minutes into the first period, but Steelheads tied it up 1-1 five minutes later. The teams battled hard back and forth, but Steelheads managed a second goal two minutes from the end, wrapping up the first period at
2-1. At ten minutes in the second, Chapen Leblond tied up the game 2-2 with a power play goal, but five minutes later, Steelheads scored, taking the lead again 3-2. Findlay says the game changer was when a Steelhead went after LeBlond for a fight, head butting him and earning the Steelheads a seven minute penalty. Ryan Reinbolt scored on that power play, ending the second period 3-3.
Dawson Leblond earned the River Kings the lead five minutes into the third period, and the teams fought a hard game until the end. The Steelheads pulled their goalie for the last few minutes, and Tristan Murray finished the game with a final River King goal, ending the game 5-3. “The boys played really well defensively, and Patti had a stellar game,” said coach Findlay. “We had a short team… we were
missing a couple of our key guys, but the guys are playing a good team game, putting in that extra effort, back checking hard and looking after our own end.” This puts River Kings at the top of the west division in the CIHL, with Prince Rupert in second, Smithers third, and Kitimat forth. This weekend the Kings will play two away games, first against Lac La Hache Saturday and then Williams Lake Sunday.
Senior boys win volleyball zones, heading to provincials By William Gye

PRINCE RUPERT - The Charles Hays senior boys’ volleyball team competed at the zone championships this past weekend in Smithers and didn’t disappoint. The squad earned a spot at provincials after winning the Northwest regional title - a feat they came oh, so close to doing in 2014, but fell just short in a marathon finals match against the Smithers Secondary Gryphons. This year, the opponent was the same, but the end result was much different. The Rainmakers started the tournament against the hosts, Smithers Secondary School with a straight sets win 25-14, 25-16. With a quick turnaround in this one day event, the next match up would see Prince Rupert play Caledonia Secondary School. The ’Makers made quick work in another straight sets win over the Terrace team 25-18, 25-11. The athletes had to deal with a compressed schedule during this one day event. “It wasn’t easy for the boys to play so quickly, but the boys carried a
very high level of emotional intensity throughout the tournament, and were well-organized,” said head coach Stefan Delloch. The final was a rematch of the first game of the day for the Rainmakers as well as last year’s finals, pitting them against Smithers once again. It was a tightly played contest, but
the Rupert athletes were able to continue their high intensity and strong play, winning the final 2513, 25-19, and 25-15. The Rainmakers didn’t lose a set. It was an amazing result for the team and losing in the fifth set of the zone finals (15-13) last year, that experience definitely helped the team
succeed this year, and no doubt was a big moment for the group. The Rainmakers will lose all nine players to graduation at the end of this year. All-stars for the tournament from the team were Tyler Duffy, Justin McChesney and John Nelson. The tournament MVP went to Justin
McChesney. “From the start of the season until now they are a completely different team, they did a phenomenal job,” Delloch added. The solid attacking balance of the team and their overall structure was a big contributor to the team’s success. Coach Delloch elaborated: “The biggest reason we won was having balance throughout the lineup. We were able to have five legitimate attacking options on the court at all times, with two very dominant hitters in Justin and Tyler. We also had great height blocking with Aiden Bull and Cole Marogna. It’s not very often in Prince Rupert you get that kind of balance. It is a special team and group of athletes,” Delloch said. “The Rainmakers were able to overwhelm the other teams. Rupert player Jon Nelson did a great job of mixing things up and keeping the attack unpredictable,” the coach added. The athletes and the staff will now represent the Northwest at the AA volleyball provincials. The top 16 teams compete at this event in Langley from Dec. 3 - 5.
