Chicken rentals bring the farm to your door Jacob Zinn News Staff
“Why buy when you can rent” is a more common phrase in the real estate market, but in Saanich, it now applies to farm animals – specifically chickens. Rent the Chicken, a service that offers chickens on a temporary basis, is taking off across North America and has spread to Saanich. Kate Fraser, of Bees Please Farms, is the local affiliate – the first in the Greater Victoria area – and said the service was created for people who want their own farm fresh eggs without the commitment of full-time chicken ownership. “You’ve heard of the 100-mile diet. I’ve heard in James Bay, they’re trying for a 100-yard diet – here it is, in your yard,” she said. Fraser joined the Rent the Chicken program after doing a similar program with bees, which rents beehives to people who want to increase pollination, boost the bee population and make their own honey. “My mom called me and said, ‘Have you seen this Rent the Chicken?’” said Fraser. “I looked it up and I thought, this goes perfectly, this is a great idea. “The two really go hand in hand. We’ve had a couple orders where people are getting bees and chickens. It’s usually the people that care about the same things, like local
delivery date,” she said. “I take them the chickens, the coop, the feed, the feeder and a little instruction book, and answer any questions that they have.” Fraser said concepts like eating local and organic are taking off because people want to know where their food comes from. “When you can see where it comes from, there’s no guesswork,” she said. “You know what the chickens ate – it’s just really simple. Cancer survivor hits the road to peddle hope Dan Ebenal News Staff
Kevin Kendall has been on a long journey since he was first diagnosed with cancer. And now a chance to reach out to support other cancer survivors has him excited about the road ahead. The 34-year-old Saanich man was living in Vancouver when the sting of cancer first touched his life. “I actually remember the exact day, it was April 5, 2012. I was an ESL teacher. I just collapsed at the front of my classroom with a grand mal seizure,” recalls Kendall. He regained consciousness surrounded by a team of paramedics as he laid on the floor of his classroom. He was rushed to hospital, where after a CT scan and biopsy doctors discovered a brain tumour. Kendall underwent a year of chemotherapy to treat the grade 2 brain tumour in his left frontal lobe. “The tumour is still there and it’s inoperable,” said Kendall. But while the treatment wasn’t able to reduce the size of the tumour, it also hasn’t grown – an encouraging sign for his doctors. “For the past three years since I was diagnosed, it’s been kind of a personal hell. I have seizures on a regular basis.” The seizures resulted in Kendall losing his driver’s licence. “Losing that mobility, it’s

In my family, I was the driver.” When he got back onto his bike about a year ago, Kendall rediscovered some of that mobility he lost. “I found this new-found freedom that I had forgot about. It really gave me a new sense of hope,” said Kendall. “Now I’m not relying on the bus or my wife
to drive me all the time. It’s a certain amount of independence that I thought I had lost.” And with his renewed independence came a boost in confidence, something that led him to put his regained cycling skills to the test. “I had heard about the Ride to Conquer Cancer. In the back of my mind, I’ve thought that’s something I’d like to do.”
Although Kendall got back on his bike to get in shape, he decided he had thought about the Ride for long enough and made a point to register. “Now I’m committed and am really looking forward to it,” said Kendall, who has pledged to raise at least $2,500 through the ride. The next Ride to Conquer Cancer is scheduled for Aug. 27 and 28, with hundreds of cyclists
making the 200-kilometre trek from Vancouver to Seattle to raise funds for the B.C. Cancer Foundation. Kendall has already begun training for the ride and is getting some tips from his dad, who is an avid cyclist. He rides everyday from his home on the UVic campus, where he lives with his wife and two young daughters, to Camosun College’s Interurban campus, where he is studying for a degree in business. “That’s about a 12 k ride, to and from, so it’s a good place to start. I’m hoping to get out for longer rides but it’s hard to get out for long rides in the winter.” While Kendall enjoys the improved fitness from the cycling and looks forward to meeting with other cancer survivors and their friends and families at next summer’s Ride, his main objective comes through the message he’s hoping to spread. “It’s important for survivors to not lose hope. Saanich council revises municipalities used to determine salaries Travis Paterson News Staff
Saanich officially removed Coquitlam from the group of municipalities Saanich bases its mayor and council wages on. On a night that only four councillors and the mayor were in attendance on Monday, the group officially removed high-paying Coquitlam from the nine comparably sized B.C. municipalities that Saanich bases its council and mayor wages on.
“[Saanich] council felt Coquitlam was a bit of an aberration, it’s such a higher rate they wanted to remove it as it was pushing the numbers up,” said Saanich interim CAO Andy Laidlaw. In fact, 2016 will be the third straight year Saanich has voted not to include Coquitlam’s numbers when calculating mayor and council remuneration. The 2016 year’s pay rate for mayor and council will be decided during budget time, early in the new year, which is often
little change, or a 1.5 to two per cent increase. Had Saanich kept Coquitlam in the mix, the Saanich mayor would have earned $5,855 more than his wage of $95,702 in 2015, and councillors $3,104 more than their individual salary of $37,625. Based on 2015 wages, Coquitlam councillors are drawing a wage of $57,562, by far the highest amongst the group of nine cities that Saanich had compared itself to starting in 2000.
Wages for councillors in the remaining eight municipalities Saanich will use are Abbotsford $38,293, Delta $49,682, Kamloops $29,204, Kelowna $32,055, Langley $45,979, Nanaimo $35,447, North Vancouver $40,523, and Victoria $37,815. The Coquitlam mayor is paid $132,257, roughly $20,000 more than the next closest mayors, Delta and Langley, at $113,832 and $112,602, respectively. The Saanich council remuneration policy has now been revised five times.

Hospital’s 20-year plan provides room for growth Travis Paterson News Staff
In anticipation of greater density in the Greater Victoria region, Island Health has published a 20-year master campus plan for the Royal Jubilee Hospital. Jubilee’s campus straddles Saanich’s southern border with Victoria and as such, several Saanich stakeholders were brought into the hospital plan’s extensive consultation process, said Jani Urquhart of Island Health planning. “The master campus plan is complete but it’s important for people to know it is only indicative of what we anticipate and we’ll still work with the community on anything that happens,” Urquhart said. “The size and shape of the buildings could change and we may not require this density or development in the future.” Urquhart delivered a synopsis of the plan to Saanich council last week in order to keep the relationship strong with the District of Saanich. Little will change on the Saanich zone of the hospital which is taken up by two Saanich-registered heritage buildings, the Memorial Pavilion (originally the Department of Veterans Affairs Hospital) and Adanac Services building (designed for the Canadian Red Cross), both completed in 1947, the hospital’s main car parkade, and B.C. Cancer Agency’s Vancouver Island Centre. “We do anticipate improvements in [the Saanich] area by creating more of a north gateway where community members wanted better accessibility, creating more of a campus entry,” Urquhart said. Bowker Creek is also prominent in the master campus plan as the hospital recently worked with the Victoria Green Team and Saanich to plant native trees and replace invasive species along the waterway. “We did a lot of work with friends of Bowker Creek society, they
have a blueprint in place,” Urquhart said. During the development of the master campus
plan, surrounding neighbourhood associations were consulted often. The master campus
plan does propose five new buildings in the Victoria zone of campus, but those are not necessarily going
to happen, Urquhart said. “When we say we anticipate 650 beds by 2035, this is a
conceptual plan, it’s a worst case scenario to ensure [we’re prepared] for that outcome.”

Saanich celebrates a piece of its history Significant parts of Saanich’s past and future are being brought into the spotlight in the days ahead. The District of Saanich is finalizing plans for a celebration to mark the 50th anniversary of its municipal hall. Designed by Peter Blewett in the “brutalist” architectural style, the municipal hall’s bold and visionary design was chosen for its impression of permanence, durability and timelessness. “Taking the time to recognize the architectural significance of the building and its unique design components presents an opportunity for the community to gather and celebrate its past, while looking to the future,” said Saanich Coun. Vicki Sanders, who chairs the Arts, Culture and Heritage advisory committee. Sanders will be among those taking time next week to celebrate the hall’s first half century and recognize its important role in the community. The official celebration has been set for Tuesday at 7 p.m. when members of the Arts, Culture and Heritage committee and Saanich’s heritage foundation will offer tours and serve cake. It should be a fitting tribute for the hall that has played a prominent role in the community’s past 50 years. While the district is set to honour the past, another Saanich fixture is busily preparing for the future. Island Health recently unveiled its 20-year master campus plan for Royal Jubilee Hospital that sits along Saanich’s southern border. The campus plan anticipates an increase of 200 beds over the next 20 years, bringing the total at Royal Jubilee Hospital to 650 beds by 2035. The plan calls for several new buildings, the largest of which would be a 15,000 square-metre Centre Block. The plan also suggests improving access on the Saanich end of the hospital, creating more of a campus entry. The campus plan and anniversary celebration are a good reminder of the value the community receives through honouring its past while preparing for the future. What do you think? Canada must not repeat mistakes on immigration Re: We can’t let terrorists destroy our humanity, Saanich News (Nov. 20). The editorially expressed aspirational goals, regretfully, appear to support a soft misguided national response to international Muslim terrorism. The performance in Paris Nov. 13 by the presciently-named “The Eagles of Death Metal” American rock group saw 89 people killed in a terrorist assault by members of the Islamic State in Iraq and Syria (ISIS). The total killed by ISIS in their multiple concurrent assaults in an aptly named “mass terrorist attack” was 130. It is past time to vigorously deal with the cause of what was, to a degree, a self-inflicted European disaster. A correct and emotionally charged summation of the vast majority of the terrorist problems Europeans face is that they are “caused by Muslims.” Such a simplistic assessment is dangerously attractive, but it must be remembered that the vast majority of refugees flooding into Europe are Muslims who are economic refugees, of which many are also considered apostates by Muslim extremists (aka terrorists). Such double jeopardy may, to a degree, justify the flexible immigration policy of some European countries. Our federal government’s stated goal is to authorize and settle in multiple cross-country locations some 25,000

refugees from the Middle East. What cannot be overstressed is the need for Canada to not repeat the mistakes of multiple European Union countries whose relaxed immigration policy, combined with their current opendoor refugee intake, has resulted in an ongoing terrorist crisis. There’s a high risk associated with fast-tracking immigrants from the Middle-East. Prime Minister Justin Trudeau’s recent claim that “we’ll continue to engage with our allies around the world in ensuring the safety of Canadians and others both here at home and around the world” may be about to become meaningless. Regretfully, Trudeau’s government has announced its intent to withdraw our only actual combat force of six CF-18 fighter jets (and two support aircraft) contribution to counter the ISIS threat. Any withdrawal of this modest force will be seen by both our NATO partners and G20 colleagues for what it is: a cut-and-run withdrawal. The Canadian Liberal Party “Sunny Ways” election mantra is now passé. It’s time for reassessment of both Canada’s planned fighting-force reduction in, and rapid refugee immigration from, the Middle East. Ron Johnson Saanich

Canada’s poor need help Re: the editorial in the Nov. 18 Saanich News ‘Focusing attention on the crisis in our midst.’ How is it that so many of we Canadians (veterans, seniors, First Nations, working poor, homeless) are struggling to eat (using food banks), pay rent, get meds, find jobs, if Canada is “such a wealthy country”? Here in B.C. it was noted just a few days ago that 67 per cent of renters need to use the food banks. Most of us never see any of that “wealth”. Tricia Mancuso Saanich

Groups promote access to sports for disabled OPTOMETRIST Jacob Zinn News Staff
The University of Victoria joined in on the first-ever ParaSport Development Week, an initiative to promote inclusive sports and fitness programs for people with disabilities. The week-long event featured demonstrations of wheelchair tennis, basketball, rugby and sledge hockey, as well as athletic exercise and therapy clinics and an injury prevention presentation. The event was hosted by the Victoria Wheelchair Sports Club and OneAbility, with support from Vikes Athletics, Camosun College and the Pacific Institute for Sport Excellence. Clint Hamilton, director of Vikes athletics and recreation, emceed a presentation at CARSA, highlighting the university’s efforts to make sports accessible for people with disabilities. “When we opened CARSA, we did so as an opportunity to obviously build and create facilities that will meet the needs of the 20,000 student population here at UVic and 5,000 employees and faculty members,” he said, “but we did so with the very definitive purpose of wanting to reach out to our community and

Obviously, it’s our goal to create as positive an experience as possible for all the people that come here.” The presentation featured Fernwood’s Jeff Scott as the keynote speaker. Five years ago, Scott broke his C1, C5 and C6 vertebrae in
a snowboarding accident, leaving him a quadriplegic, but through help from others and sports, he has regained a significant amount of strength and is able to do many tasks on his own. “The community, right after my accident, was incredible. I had family, friends there everyday constantly – it was just a revolving door at the hospital,” he said.
“It was amazing to see the cards come in from around the world, as far as Australia. That didn’t stop – it continued for a year that I was in hospital.” Scott was admitted to Vancouver General Hospital, followed by the GF Strong Rehabilitation Centre, where he worked to heal and rebuild himself. He saw many other people with similar challenges who didn’t have the same support, urging him to start the Live It! Love It! Foundation, an organization focused on helping individuals with physical disabilities get back into sports. “It helps create a community for them to connect with others, or at least give them the opportunity to try to do a sport that they might add to their daily life,” he said, noting wheelchair rugby sessions at Pearkes helped him regain his strength. “Independence was huge for me before I got hurt, and it became a goal of mine to retain as much as I could after I got hurt. The stronger I became, the more independent I became. And what better way to get strong than to play a sport. I’m really excited to see things develop here at CARSA.”

Pacers pick up Island volleyball title A pool-round loss to Woodlands on Friday forced the Pacific Christian Pacers into a stressful Saturday in which they won the AA boys Island volleyball championship at Royal Bay secondary in Colwood. The Pacers edged Saanich rivals the Lambrick Park Lions in a wild final, as both teams are headed to the AA provincials in Langley starting Wednesday. “It’s our 15th trip to provincials in the last 20 years
so we’re quite proud of that,” said manager Neil Ryan, who passed the torch as head coach to former Pacers Mike Welle and Jordan Campbell. The Pacers clipped Mark Isfeld of Courtenay in Saturday’s quarterfinal before stopping Royal Bay in the semifinal. Lambrick Park stormed ahead in the five-set final, winning the first two sets 25-22 and 25-19, before the Pacers rebounded to win 26-24, 25-20 and 15-10 for the Island title. “Lambirck played really

In recognition of family-owned businesses on Vancouver Island, the local chapter of the Canadian Association of Family Enterprise is accepting nominations for its 2016 Family Enterprise of the Year Award. The annual award by CAFE was started in an effort to honour, celebrate and promote the achievements and contributions of Canadian family businesses. CAFE is Canada’s only national not-for-profit that celebrates and supports family business. “Vancouver Island has a very high percentage of family businesses, and many of them have been around for many generations,” she said. “We appreciate the fact that not only do they contribute to the economy, but they provide employment and they’re local. It’s always a great feeling to support local businesses.” Additionally, the recipients of the local FEYA from CAFE’s 11 chapters will be entered to win the national Family Enterprise of the Year Award. In 2014, Victoria’s Capital Iron won the national award, making them the first Vancouver Island recipient of the accolade. “It was amazing – it was the first time it’s happened for us,” said Rudichuk. “It was just great.” Nominations are being accepted until Dec. 15, with the Vancouver Island celebration gala taking place on Feb. 11 at the Victoria Golf Club. La-La Land auto show debuts workaday vehicles Los Angeles, California - The Los Angeles Auto Show is a media favourite for its wild and wacky exhibits and sunny climate. It heralds the start of a long North American Auto season that rolls through frigid conditions in such frequently ice-bound places as Detroit, Montreal, Toronto and Chicago. This year’s edition of the show is not dazzling in terms of exciting new cars but it’s still La-La Land in presentation and the crazy customized cars in the sideshows are never disappointing. That said there are some important everyday cars making a debut. Information and pricing is sometimes scant but here are the top hits. The all-new 2017 Hyundai Elantra made one of the biggest splashes because yet again this South Korean manufacturer is set to renew and by Keith Morgan expand its entire fleet during the next few years. Its recent announcement that it plans to launch a luxury brand – Genesis – also drew hundreds to the stand to pore over the compact Elantra. The sixth generation model is value packed in terms of standard feature and its February release is sure to boost its market share. Prices have yet to be fixed but it will be competitive in the popular market segment. It has striking looks and Hyundai says it’s inspired by the dynamic precision found in fighter jets. Appropriately, therefore, the cockpit is driver-oriented in layout. There is no jet engine under the hood but it should whisk people around speedily and economically. The 2.0-litre Nu four-cylinder engine is paired with either a six-speed manual transmission or a new six-speed automatic transmission. Chevrolet launched the all-new 2016 Cruze, set for sale next spring. It’s larger, lighter and roomier than the 2015 model, with more rear legroom. An all-new, direct-injected 1.4-litre turbo engine generating an estimated 153 horsepower will be under the hood, matched to a six-speed manual transmission (auto available). Nissan’s popular Sentra compact sedan has been upgraded

The Nissan premium brand – Infiniti bravely launched its allwheel drive QX30 crossover into a crowded market. Not much information available yet. The 2017 Fiat 124 Spider returns nearly 50 years after original introduction, though they won’t be on the road until next summer. It will be powered by a turbocharged MultiAir 1.4-litre, 160 hp engine, available with manual or automatic transmission. Looks a bit like an earlier generation Mazda Miata – now the MX-5. Interestingly, Fiat’s sibling Alfa Romeo brand exhibited its 4C Spider – the roadster will set you back a whopping $76,495.
For that you get to hit 100 km/h in 4.1 seconds and wind it up to 258 km/h. The roomier fourth-Generation Kia Sportage crossover should revive the Korean company in the market place but ironically its biggest competitor will be its stablemate Hyundai’s Tucson! Scion provided some eye candy with its C-HR Concept, named for its compact size and high ride height. Surely it will make it to production. Students tackle international issues On Saturday, the world’s problems will be passed into the hands of about 150 teenagers from the Vancouver Island area. Five Reynolds secondary students – Micah Wosilius, Angelina Ross, Gavin Kierulf, Antonia Kowalewski and myself – will congregate at Brentwood College School, where we will meet up with other delegates from various high schools to participate in the Island Model United Nations (IMUN). Model UNs such as these take place around the world. Unique to this conference is its student leadership role. Students participate as delegates, and some also form the Student Secretariat that oversees the entire conference. Model United Nations is described on the IMUN website as “an opportunity for students to understand the idea of empathy and its importance in solving issues in our increasingly globalized world.” Students will meet together to discuss and solve a given world issue in an academic debate setting. Will the world withstand our resolutions? This student-led conference will create awareness and expose youth to global issues by simulating a real United Nations General Assembly. Delegates are
assigned a country or a specialized role to represent one of six predetermined committees. The result of this conference is for each committee to come up with hypothetical resolutions to their global concern. Each committee focuses on an issue that affects our international community. Issues that committees will be focused on include: Korea reunification, the crisis in Iraq and Syria, the rise of cyber warfare, violation of human rights within refugees’ home countries, a hypothetical Wizarding War, and a Hunger Games-based committee.

It’s a really great thing to get people talking.” Chavich already had a half dozen books under her belt in a bid to “get people to cook, shop locally, support local farmers, to get healthier food in their mouths. “It’s a huge waste, not only ethically – this is food people could be eating – (but also) it’s an environmental issue and it’s an economical issue. We’re wasting $31 billion worth of food in Canada every year. It’s a huge waste of money and a huge waste of resources,” she says. “What better way to get people engaged in cooking? A lot of people are concerned about the environment and global warming and you can effect change by cooking one or two meals at home.” In rapid motion, utilizing her well-honed skills and connections, she launched the Waste Not, Want Not

Cookbook in record time. The idea came in March, the book launched in August. “It’s an ‘A’ to ‘Z’ of everything you might have in your fridge,” she says. It features everything from apples to zucchini and outlines for example how to buy, store and use apples – even past their prime. She routinely goes through her crisper, filling a clear bin in her fridge with items that are getting “dodgy.” “It’s quite freeing and creative, instead of getting a recipe, going and getting all the ingredients. If you have a few ‘mother’ recipes you can upcycle anything,” she says. The Waste Not, Want Not Cookbook features more than 140 recipes organized by ingredient and shares countless ideas for using everything up and is available at local book stores and online. Chavich will sign copies of her book at the Root Cellar, 1286 McKenzie Ave. in Saanich, on Saturday from noon to 3 p.m.

Construction activity picks up in Capital region Value of building permits across the Island up seven per cent from 2014 Residential building permits and steady in-migration contributed to an active autumn that promises a strong 2015 finish for Vancouver Island contractors. The dollar value of building permits issued across Vancouver Island reached $376.2 million in the third quarter of 2015, pushing year-to-date totals well over the billion-dollar mark – seven per cent higher than in the same period of 2014, reports the Vancouver Island Construction Association (VICA). “Vancouver Island’s appealing climate and low interest rates are attracting new residents and keeping residential builders busy,” said Greg Baynton, CEO of VICA. “With few exceptions, residential permit numbers across the Island indicate steady activity in the construction sector through the remainder of this year and into 2016.” In the third quarter, total building
permits issued across Vancouver Island, a key sign of future construction activity, rose one per cent compared to the second quarter. Residential permits rose 15 per cent and non-residential permit volumes fell by 34 per cent compared to the previous quarter. The Capital Regional District posted the largest gain in dollar volume, increasing nearly $30 million thanks to gains in both industrial and residential permit volumes. The Capital, Mount Waddington and Comox Valley Regional Districts exceeded their total 2015 permit values in the third quarter of 2015. All but institutional-government permit numbers increased over the same quarter of 2014. The Island’s construction sector employed 33,900 Island-wide in the quarter, up 4.3 per cent from one year earlier. “Strong in-migration promises to support ongoing residential permits into the fourth quarter,” Baynton said. “And an improving economic outlook for B.C. is good news for the Island’s construction industry as we look towards 2016.”

Scott Brison, P.C., M.P., Treasury Board President Dear Ministers, We are heartened that Prime Minister Trudeau is committed to evidence-based decision-making, and that his government’s infrastructure program will be directed to results-oriented projects of lasting value to Canadians, and will be based on rigorous cost-benefit analysis. We strongly agree with this new approach, and ask that it be top-of-mind when considering the Capital Regional District’s (CRD’s) request for a federal financial contribution of 253 million dollars to help pay for its land-based sewage treatment project. Though this request was sent to the previous government, we understand it will now be redirected to the new government’s infrastructure program. We believe your government’s new approach is important because the present treatment system: • Is deemed by British Columbia and Washington State marine scientists to have negligible impact on the marine environment; • Already meets the objectives of the federal Regulations; and compared to any of the proposed replacement systems, • It has substantially lower greenhouse gas emissions, thereby supporting your government’s commitment to address climate change; • According to six current and past Regional Health Officers, it provides equal or better health benefits. We further note that, because the Regulations poorly differentiate between fresh water and marine receiving environments, Victoria’s marine treatment system has been erroneously designated as ‘high risk’. In fact, it perfectly fits the regulators’ own definition of low risk and is likely the lowest risk system in Canada for a city of comparable size. The purpose of risk designation is to prioritize funding to high risk systems first. The CRD’s erroneous ‘high risk’ designation enables it to receive funding 20 years prematurely, thus jeopardizing federal infrastructure funding for truly high risk systems. Finally, we note that neither a cost/benefit analysis nor an environmental impact study has been carried out to compare the existing versus the proposed treatment systems. We therefore respectfully request that these comparative studies be required before your government will consider the CRD’s funding request.
