Kelowna Regional Transit’s Santa Sleigh Bus (see left photo) will visit the Coopers Foods in Lake Country on Tuesday, Dec. 8 (6 to 7 p.m.) to pick up a variety of Salvation Army Christmas Fund donations. Santa, his elf and bus driver will also be visiting the elementary schools in Lake Country during the day as well as the Boys & Girls Club, Blue Heron Villa and The Manor. Kokanee numbers Still looking for economic diversity recovered in 2015 KEVIN PARNELL
RICHARD ROLKE An Okanagan fishery is making a dramatic turnaround. The 2015 fall survey shows kokanee numbers were up in Okanagan, Kalamalka and Wood lakes. “It’s really positive,” said Hillary Ward, fisheries stock assessment biologist with B.C.’s Ministry of Forests, Lands and Natural Resource Operations. After poor conditions resulted in numbers plummeting in Wood Lake in 2001, more than 20,000 kokanee returned to spawn in Middle Vernon Creek, the lake’s
main tributary. This is a two-fold increase from previous years. “They are getting better and we’re seeing (the population) get back to historic levels,” said Ward. As a result, the ministry will permit a fishery on Wood Lake from April 1 to Aug. 31, 2016. Among the factors that led to poor Wood Lake returns in 2001 were warm lake water with challenges along Middle Vernon Creek. It could be the most involved Lake Country budget process since the community incorporated as a municipality 20 years ago. Lake Country council got its first look at the 2016 budget on Tuesday in a special council meeting that not only presented the first draft of the 2016 budget but also dealt with Lake Country’s 20 year Transportation For Tomorrow Plan (see story page A2) as a separate document. “Indeed, it is (involved) every year but this year particularly, because of the things we would like to do,” said Baker of the budget process which, as of Tuesday, was proposing a 2.85 per

cent tax increase. “Whether we have the resources to do it or not is the question.” Councillors went through the preliminary budget on Tuesday and a final budget won’t be set until the new year. While the results of that meeting were not known before Lake Country Calendar’s press deadline, Baker spoke with the Calendar on Monday as he prepared to go into this week’s budget deliberations. “We’ve accomplished a lot in the 20 years we’ve been incorporated, but we still haven’t got the big assets in terms of enough diversity in our tax base,” he said. “We have to be very wary of individual residential properties and we don’t

While it serves as a major plan to deal with 200 kilometres of aging roads, there are also many other projects that are needed. “The Transportation For Tomorrow Plan is going to be one of the biggest tax hits because we are behind with the roads we inherited at incorporation,” said Baker.

$30 million over the next 20 years, Lake Country taxpayers will be asked to cover $23 million of the $30 million plan with a
proposed funding strategy that will include a parcel tax in the first year followed by tax hikes in the subsequent years.

All four proposals featured a one-time parcel tax in year one that would collect at least $500,000 for the first year of the plan, which will layout how the district will deal with its 200 kilometres of roads, many of which are aging and in need of repair. “This would give us an opportunity to begin the program with some confidence that targeted projects be executed and completed in accordance with the programs identified in the Transportation for Tomorrow Plan,” wrote Lake Country chief administrative officer Alberto De Feo in a report to council. Along with the onetime parcel tax, the recommendation calls for subsequent tax hikes in 2017, 2018 and 2019 at a rate of approximately 2.27 to 2.32 per cent. According to the report, the Transportation for Tomorrow Plan requires $1.5 million for roads and active transportation infrastructure each year for 20 years. Council has already approved the allocation of $350,000 from the annual Gas Tax allowance for the program. The remaining $1.15 million will be directly collected from the district taxpayers. Based on the study from Urban Systems, the amount required to cover the cost of the program equates to $214 (plus $1 to administer the program for a total of $215) per household. De Feo said the Transportation For Tomorrow plan is critical and called on council to come to a unanimous decision “Any decision on the financial implementation of this program will have a long lasting impact on the taxpayers. However, this is also a great benefit to the community and shows the sense of proactive leadership that has guided council in the last five years,” he wrote. “We fully appreciate the challenges council faces to make such an important decision and we wish to say that this should not be a rushed decision. “It needs to be understood, though, that there

Firefighters coming to your door to pick up food bank donations KEVIN PARNELL Lake Country volunteer firefighters are ready to pick up your donations to the food bank in a long-running tradition in the community, one of many efforts in Lake Country to keep the food bank stocked with enough goods to not only get through Christmas but well into next year. The Lake Country Volunteer Fire Department will be heading out into the community on Dec. 6 and 7, hitting most major subdivisions and areas and every ward in the district, picking donations up and delivering them to the food bank. It’s a tradition that has been going on for years in Lake Country, said fire chief Steve Windsor, noting it began before he started in the district 11 years ago. “I think it’s a good way for the fire department to help the community,” said Windsor. “In our day-to-day operations, we see lots of people that are struggling, especially this time of the year. “The guys witness it first-hand so we feel it’s a good way of helping
the food bank. We know they rely on it to get them through the winter season.” Volunteer firefighters will be in Carr’s Landing Sunday, Dec. 6, from noon until dusk, before hitting Winfield, Oyama and Okanagan Centre on Monday, Dec. 7, from 6:30 to 9:30 p.m. The fire department gets almost 100 per cent of its 55 paid-on call firefighters out to pick up donations. This week, the department will be putting signs in neighbourhoods reminding residents of the pick-up. To make it easier, if donations are placed in a bag on door-steps, the fire department can more efficiently pick up the bags, said Windsor, who added they try to cover as much territory as possible. “We generally hit the bigger neighbourhoods but it’s a numbers game,” he said. “We try to get to the most houses in the window that we have. People who we don’t get to can still drop off donations at the firehall administration office.” At the Lake Country Food Bank, where close to 400 Christmas hampers will be handed out, manager Phyllis Mac-

Kokanee recovery KOKANEE FROM A1 year. This is the highest return since 1992. “There may be favourable climatic conditions for the kokanee,” said Ward, adding that habitat enhancement has also helped. Stream-spawning kokanee in Okanagan Lake totalled 31,500 and there were 305,000 shore-spawning fish. In Kalamalka Lake,
kokanee numbers totalled 36,500, well above the 10-year average return of 20,000. While pleased with the 2015 returns, Ward admits there still needs to be work to ensure the valley’s kokanee population is sustainable. “We are continuing to work on several habitat projects, They include a Middle Vernon Creek action plan,” she said.

Inconvenient truths of climate change Premier Christy Clark and Environment Minister Mary Polak have joined the thousands of jet-setters in Paris to once again stage negotiations for a global climate treaty. The embarrassing failures of these United Nations events, such as the one in Lima, Peru last year, have been forgotten. Canadian TV only showed file images of an effigy of Stephen Harper receiving a “fossil of the day” award for his alleged failure to rein in Canada’s two per cent of human-induced greenhouse gas emissions. Now Justin Trudeau leads our biggest-ever delegation to COP21, as the Paris meeting is called. Trudeau hasn’t even begun to develop a plan for Canada, asking provinces to come up with their own first, but he’s already hailed as a visionary. This is similar to the newly elected Barack Obama, who mod-

Tom Fletcher estly predicted in 2008 that history would record his win as “the moment when the rise of the oceans began to slow and our planet began to heal.” Perhaps Obama wasn’t completely full of CO2, since in this century, global temperatures have increased by only about a fourth of what UN climate models predicted. This 20year slowdown of the long run of post-Ice Age warming, which has dominated most of the last 10,000 years, is referred to as the “pause” or “hiatus.”
It is usually explained away with reference to the Pacific Decadal Oscillation or other longterm warming and cooling trends in oceans. Other countries have put new emission reduction proposals on the table for COP21. Danish environmental economist Bjorn Lomborg did the math, and concluded that if every major emitting country keeps its word this time, the total of all their efforts would reduce global warming by about 0.2 degrees by 2100. What? A statistically meaningless decrease after 85 years of energy austerity? That Lomborg, he’s just a “denier,” trying to get more publicity. Oh wait, here’s a study from the Massachusetts Institute of Technology that finds the same thing – two tenths of a degree by 2100. Wobbly climate models aren’t the only problem for global warming alarmists. NASA recent-
ly confirmed that contrary to UN projections, total ice mass in Antarctica is increasing. This is much more likely to slow sea level rise than an Obama or Trudeau speech. Arctic ice, meanwhile, is rebounding rapidly after receding in recent years. And while UN climate conferences always cause a spike in sightings of people wearing polar bear suits, here’s another inconvenient truth. B.C. polar bear researcher Susan Crockford reports that the world bear population is up to 26,500, a 50-year high. That Crockford, she’s just a denier…. Oh wait, the International Union for Conservation of Nature “Red List” says that’s about right, and the population trend is no longer “decreasing” but is now “unknown.” None of this is to deny that our climate is warming, or that the Industrial Revolution and carbon
fuel use are part of the picture. It’s the religious zeal, misuse of data and attacks on skeptics that are troubling. B.C. already leads the country with its small but broad-based carbon tax, about which Clark will boast at every opportunity in Paris. We won’t see the B.C. Liberal government’s final “Climate 2.0” plan until next spring, but their advisory committee wants to start jacking up the carbon tax in 2018. Northern and Interior B.C. folks are assured they will receive bigger rebates to reflect the fact that they pay more carbon tax to drive long distances in the cold. And B.C.’s aggressive 2020 greenhouse gas target? The government admits we’re not going to make that, because the economy is growing. Do some winter ‘pre-hab’ to help prevent the need for spring rehab

Snow sports such as snowshoeing, cross-country or alpine skiing, snowboarding and sledding can be great strengthening and cardio workouts, to keep you active during the cold months. These activities, however, produce different stresses on our bodies than our spring and summer sports. An important factor in having a safe and fun winter is your physical fitness. Just like the

Did any of them succeed in finding God for you?” “Not one,” admits Diogenes. “But you miss the point. God is not in the finding. ditioning: snowshoeing and cross-country skiing are good cardio, strength, and sometimes balance, activities, while not typically being as aggressive as downhill sports. Warm-up at a slow pace, gradually build, then cool down at a slow pace again, and finish with stretching. Cardiovascular exercises should be done three to five times per week. All of your strength workouts should also have this kind of pattern of warm-up, a circuit of exercises, active cool-down, and stretch. The exercises may start general and then progress to activity specific. A lot of focus will be put on balancing the muscle groups of the legs, as the lower extremity is more
commonly injured. Having a strong core will also help prevent injury, as this will improve your stability of your body. If your sport of choice is sledding, you will also want to strengthen your back and shoulders, to assist with the pulling and body tension produced while controlling your machine. Aim to strength train at least three times per week, but give rest days to allow for recovery. It is best to design a program that is the right fit for you, you body’s needs, and your goals for the season. A physiotherapist can help assess strength, flexibility, function and any imbalances to build an individualized exercise program. This is especially import-

And that now has Fuhr looking for answers. “Does the Okanagan Valley need two offices? Probably not,” said Fuhr, referring to the fact there is currently a Veterans’ Affairs office located in Penticton. So he said if he is unsuccessful in getting the Kelowna office reopened, he will lobby to have the Penticton office moved to Kelowna. Fuhr, who is scheduled to meet with Hehr in Ottawa this week to discuss the situation, said he feels having an office in Kelowna makes sense

with a single agent manning a desk in the federal office building in downtown Kelowna. They said the move was a cost-cutting measure. Fuhr, a 20-year Air Force veteran before retiring from the military, said there are a number of issues related to the re-opening of an office here that need to be discussed and he hopes to get more information from the minister at their meeting. After taking over as veterans’ affairs minister earlier this month, Hehr was asked specifically about re-opening the nine closed offices—a promise reiterated by now Prime Minister Justin Trudeau as Liberal leader on the campaign trail in September.
Hehr said his party made a commitment to go back and look at the situation and re-open “many” of the offices by looking at the areas that need them the most. He would not say how many would reopen, where they would be or when they would reopen. The closure of the offices was met with frustration by veterans, who already had a strained relationship with the Conservative government at the time because of what they felt was a lack of support from Ottawa. Rallies were held in Kelowna to protest the closure here, a move that was supported by then-Conservative MP Ron Cannan.

MP still finalizing local office space ALISTAIR WATERS Kelowna-Lake Country is close to having a fully-functioning MP’s office once again. MP Stephen Fuhr said last week he is close to finalizing a deal to secure office space in downtown Kelowna and should have it open within the next few weeks.
While he has already hired staff for both his Kelowna and Ottawa offices, the Kelowna staff, like him, are currently only accessible electronically via Fuhr’s parliamentary’s email address: stephen.fuhr@parl.gc.ca. He said while he is trying to push non-urgent meetings back to early January, if something urgent does come

up, he will find a way to meet face-to-face with the constituent. Two of the people Fuhr has hired to run his Kelowna and Ottawa offices will be familiar to locals. He said while he did use Cannan’s old Capri
Centre office in Kelowna for one meeting with a constituent shortly after he was sworn in, that office is now closed and can’t be used as it is not located within the revised riding boundaries anymore. in order to be prepared for the population growth expected.” While the Central Okanagan’s population is currently approximately 187,000, in 20 years from now, it is expected to grow to nearly 255,000 people, an increase of more than 36 per cent, the ministry said. Since 2001, the B.C. government has invested more than $400 million in upgrades to improve safety and mobility on Highway 97 through the Central Okanagan,

Country on the weekend, removing the rails from the Okanagan Corridor, formerly the CN rail line between Kelowna and Coldstream. With the corridor now owned by Lake Country, Kelowna and the North Okanagan Regional District, CN Rail is in the process of taking up the rails first to be followed by the ties at a later date as well as doing environmental remediation work in a process that will take until early 2017. Rail removal crews moved across Beaver Lake Road on Saturday before reaching Lodge Road on Sunday. Expect to see crews working in the area in the weeks ahead. The public is asked to keep clear of the entire rail line as it has not yet been made safe for public use.

It is the perfect holiday scene. The family gathered around the tree, piles of gifts wrapped in colourful paper with perfect bows, children playing and sharing the newly unwrapped toys, and a playful, floppy eared puppy cavorting happily around everyone while the adults look on sipping eggnog, smiling that all in the world is right and just. Reality holiday scene: Family gathered around the tree, which is leaning slightly to one side due to the earlier high speed chase between the cat and the new puppy in which the cat climbed the tree and jumped to the fireplace mantle. The children, who have been up since five a.m., have torn through hours of wrapping time at race car speed, fought about who had to take
Juli Wilson the puppy out this time, and now were trying to fit the puppy into the glass cookie jar that once held shortbread cookies, which the puppy had eaten earlier. The bows have disappeared, and the emergency number for the veterinarian has been put on speed dial. The adults, with blurred holiday morning vision, due to a late night spent trying to housetrain the puppy, missed observing the terrified puppy escaping the children to hide and de-cookie under the tree.
Something not noticed until the tree came down a few days later. That was the day the puppy realized the lights on a string make a really great tug toy. Within minutes an even more fun game of “keep away” began when the screaming
adults chased the puppy, still holding the lights, through the house and out the dog door into the backyard. Still thinking of getting a dog to brighten your holiday? Good for you. CHRISTMAS DOG A12

A YOUTH PERSPECTIVE: RULES OF ROUNDABOUTS Each month we will be featuring an article written by one of the youth members participating on Municipal Council. The first article was provided by Jack Spalding-Jamieson: Quite recently, I came across of a new video of a minor accident in one of the roundabouts in town that occurred due to failure to properly yield. Despite the roundabouts being in town for several years now, it seems to me that people still don’t know how to use them properly. Knowing the possibility of this being a one-off incident, I decided to gather some statistics on how frequently people were following the rules of the road when it comes to traffic circles. After the school day ends at GESS, there are normally more cars going through the intersections than at any other point, making it likely the most efficient time to gather these statistics, so I did exactly that. I spent around 20 minutes sitting by the roundabout at Berry Rd. taking note. To my surprise, every single time a yield was necessary, the cars involved seemed to be aware well before – a full 100% of the time – leading me to believe the aforementioned accident was only a fluke. However, a mere 27% of people followed another rule of roundabouts: using the right hand turn signal to exit the roundabout. Signaling out of the traffic circle is important for pedestrians trying to cross the street, as well as letting other drivers waiting to enter the circle know if they have to yield to you. Although I didn't expect every single person to signal, the number that actually did signal is far lower than I would have ever expected, and it is rather disappointing.
