CPR: when all else fails
First four minutes after heart stops most critical KATYA SLEPIAN ALBERNI VALLEY NEWS
T
he difference between life and death is a heartbeat. Without one, a person is already dead—and there’s not much you can do to make it worse, said B.C. ambulance service paramedic Deb Roberts. It’s not difficult to learn, but it should be essential for everyone to learn. It’s the No. 1 tool in the toolkit for emergency responders. “A basic CPR class is about four hours and you learn about choking, CPR on an adult, a child and a baby,” Roberts said. Paramedics go even further in their training with a three-week emergency medical responder (EMR) course and then a nine-month primary care paramedic course. “They did a month of online, they do four months in the classroom, 14 shifts on an ambulance, three shifts at the hospital and one shift in a nursing home to meet all the national occupancy standards,” she said. It’s a lot of training and according to Roberts, the focus on CPR is strong. “CPR is a big component of that, we spend quite a bit of time on it.” But while paramedics are well trained in it, sometimes the professionals can’t get there soon enough. That’s where general knowledge of CPR by members of the public comes into play. In the time gap between when someone stops breathing and help arrives, plenty can go wrong. “It can be the difference between life and death,” said Roberts. “The brain starts to die within four minutes and the brain is dead at about seven minutes.” Even if someone can’t help the victim’s heart start beating on its own, CPR will still help. “If you’re doing CPR, you’re continuously pumping oxygenated blood around the body and feeding the brain,” said Roberts. “You don’t even have to do mouth-to-mouth because there is oxygen still in the blood.” In fact, for someone without CPR training it’s better not to worry about mouth-tomouth. “Continuous chest compressions is still better than nothing.”
KATYA SLEPIAN ALBERNI VALLEY NEWS
According to Roberts, worries about further hurting the victim are pointless. “You’re not going to hurt them. They’re already gone, so anything you do is better than nothing,” said Roberts. “They’re already dead. Bones heal but brains don’t. It’s paramount to start (CPR) immediately.” Even if you miss the fact the patient has a slight pulse, it’s still better to try CPR. “If you don’t really know what you’re feeling for, if you see no signs of life and just start doing chest compressions you’re not going to
hurt them.” The ideal scenario is everyone having some basic CPR training, said Roberts. “Everybody should know how to do CPR All of the grade 10’s get it in P.E. and our high school is now doing the EMR, the next level of training,” she said. First responders—some firefighters and search and rescue—will get it as well. Otherwise, it’s offered via Echo Centre, North Island College and other places within the community; check www.redcross.ca.

in April,” Evans said, adding that he is also applying for a development permit application. The size of the units in the proposed industrial mall will vary with the community’s needs, Evans added. “The style of the building allows for two units to get amalgamated together to increase the size depending on what the tenant wants,” Evans said. “Initially, we see sizes between 1,400 sq. ft. and units could range up to 4,0005,000 sq. ft.” However, Evans sees small units as a priority. “We right now see a need for smaller types of businesses in Port
Alberni. The spaces that are available seem to be too large right now.” Evans said that currently, his business will take up two units and that applications for others will be taken later as the project progresses. The property in question also contains sanitary and storm sewer mains under a 20-metre right of way, as well as a smaller access to the Alberni Mall, something that Smith said limits development on the property. However, the rightof-way area can still be used for access, parking and nonpermanent storage, the advisory planning commission’s report stated.

A Port Alberni contractor has plans to build a light industrial mall off of Cherry Creek Road, in behind the Alberni Mall. Colin Evans of Complete Contracting was in front of city council at a public hearing on Nov. 23 to update the city on his plans to build a multiunit light industrial mall by the existing Alberni Mall in 2016. “The proposal is to construct a building for the applicant’s contracting business and then in addition the applicant would build multiple other units to lease to other types of light industrial or service commercial

The city of Port Alberni is getting a new municipal phone system at a cost of $150,000. During the 2015 budget process, $150,000 was earmarked from ERRF to replace a phone system that IT manager Jeff Pellech said hasn’t been updated in more than a decade. “It’s a very old phone system. Could it die? Yep. When will it die? I don’t know. Could be tomorrow, could be in five years,” Pellech had told city council back in February. The city put out a bid to replace its aging municipal phone system at the end of August and received seven bids. The low bidder, Myra Systems Corporation, won the bid with its $119,184 offer. Mill could attract tourists: McLeman City switches to VOIP phones $575,625 in 2005, according to city budgets. However, that only takes into account operating costs and the city budgeted $25,000 for capital projects at the mill in 2015, down from $39,900 in 2014. Council liaison to the committee Coun. Jack McLeman was optimistic about the mill’s future. “The mill and the train can be made into a real tourist attraction, even in a town like ours that’s at the end of the spur line,” McLeman said after the meeting. He believes that the committee’s recommendation of putting in a campground is one that the city should

He did admit that the mill was unlikely to ever run huge profits. “You’ll never get an industrial heritage place on a big profit show,” he said. “We’re trying something entirely different—we’re trying to make it where it can at least break even.” According to Duncan, in order for the mill to get a “net-zero” operation, the committee recommended that McLean Mill be managed by a new board of directors.

Aside from cost, Pellech said that the most important deciding factor was the dependability of the new phone system. “The ability for the company to provide us with a redundant phone system was huge,” he said. “We’re not just a normal business—we have to provide some kind of emergency response.”

The city’s phone system includes the fire hall. Switching phone systems means that the city switches to a VOIP (voice over internet protocol) system. Implementation of the new phone system is likely to be a more complicated process than the contractor stated, Pellech said, due to issues the city is currently having with the cabling system. An additional $10,000 is budgeted for the work.

“[McLean Mill] is a large operation with great potential that we feel would be best served by a board of directors,” said Duncan. “We recommend that the board create a not-for-profit society—Friends of McLean Mill—that would apply for external funding,” Duncan told city council, noting that other historic sites receive revenue from municipal, provincial and federal grants as well as society support.
It’s begun! The Alberni Valley Chamber of Commerce Try Home First shopping initiative is underway. Each day until Christmas, lucky local shoppers will receive $25 off their purchase courtesy of the chamber. And they will have their name entered for a draw in January to win up to $2,500 in gift cards to local merchants, courtesy of those merchants. Those January prizes total $6,000, with one $2,500 grand prize winner, $1,500 second, $1,000 third and an additional ten $1,000 prizes.
The gift cards have been contributed to the program by local merchants who, along with the chamber, want to encourage local shoppers to Try Home First for their holiday shopping this season. So don’t be surprised if you are paying for a purchase at a local store between now and Dec. 24 and someone walks up and offers to pay for $25 of it. It’s just the chamber’s way of saying, “Thanks for Trying Home First!”

A campground, increased food sales and better marketing were among the list of recommendations from the McLean Mill advisory committee to city council. Committee chair Rob Duncan was in front of city council on Nov. 30 to report on the progress that the committee has made so far. “This report represents the initial findings of the advisory committee,” said Duncan. The committee was formed shortly after the 2014 municipal election to review the mill’s operations and structure, provide oversight and make recommendations for the mill’s future. The committee focused on five areas; governance, facility, revenue, funding and marketing. Duncan acknowledged that although McLean Mill National Historic Site was currently funded by taxes on Alberni Valley residents, that wasn’t an ideal situation. “Currently, the McLean Mill National Historic
Site is extensively subsidized by the city of Port Alberni, primarily through taxation of area residents,” said Duncan. “This subsidy has

The boat was offered to Skipsey for his Scout group but with a couple of boats already, the troop didn’t need anymore, so it went to Al Greenleigh. “It needed a new deck on it and his son got tired of bailing it so they gave it an honourable burial in about 1955.” The Swan’s last journey before its initial demise was one to transport hikers in 1954. “The last time the boat was used it was used to take hikers up the lake who were going through to Kennedy Lake and that was May 24, 1954.” Continued /A28

City’s off-leash dog areas need to expand
T
he Police Beat column that ran in the Alberni Valley News last week about walking dogs off leash on city trails has caused some concern and a flurry of opinions from dog owners. Many people who own dogs have complained that the fines seem unfair, as they have been walking trails inside the city’s boundaries with their dogs off leashes for years and have never been told they can’t. RCMP Inspector Mac Richards said in the column that the bylaws affect city-owned trails only, not those within the boundary of the Alberni-Clayoquot Regional District. We understand both sides of the story: dog bites and dog fights from animals that are not leashed are frightening and painful for all concerned. Even dogs that are friendly can be startled by someone coming around a corner on a path and react instinctively. Some inconvenient truths of climate change as a visionary. This is similar to the
TOM newly elected Barack Obama, who FLETCHER modestly predicted in 2008 that BC Views
P
remier Christy Clark and Environment Minister Mary Polak have joined the thousands of jetsetters in Paris to once again stage negotiations for a global climate treaty. The embarrassing failures of these United Nations events, such as the one in Lima, Peru last year, have been forgotten. Canadian TV only showed file images of an effigy of Stephen Harper receiving a “fossil of the day” award for his alleged failure to rein in Canada’s two per cent of human-induced greenhouse gas emissions. Now Justin Trudeau leads our biggest-ever delegation to COP21, as the Paris meeting is called. Trudeau hasn’t even begun to develop a plan for Canada, asking provinces to come up with their own first, but he’s already hailed
history would record his win as “the moment when the rise of the oceans began to slow and our planet began to heal.” Perhaps Obama wasn’t completely full of CO2, since in this century, global temperatures have increased by only about a fourth of what UN climate models predicted. This 20-year slowdown of the long run of post-Ice Age warming, which has dominated most of the last 10,000 years, is referred to as the “pause” or “hiatus.” It is usually explained away with reference to the Pacific Decadal Oscillation or other long-

term warming and cooling trends in oceans. Other countries have put new emission reduction proposals on the table for COP21. Danish environmental economist Bjorn Lomborg did the math, and concluded that if every major emitting country keeps its word this time, the total of all their efforts would reduce global warming by about 0.2 degrees by 2100. What? A statistically meaningless decrease after 85 years of energy austerity? That Lomborg, he’s just a “denier,” trying to get more publicity. Oh wait, here’s a study from the Massachusetts Institute of Technology that finds the same thing – two tenths of a degree by 2100. Wobbly climate models aren’t the only problem for global warming alarmists. NASA recently confirmed that contrary to UN projections, total ice mass in Antarctica is increasing. This is much more likely to slow sea level rise than an Obama or Trudeau speech. Cont’d on page A11

Ice is back; so are polar bears Cont’d from page A10 Arctic ice, meanwhile, is rebounding rapidly after receding in recent years. And while UN climate conferences always cause a spike in sightings of people wearing polar bear suits, here’s another inconvenient truth. Bulldogs are class acts off ice too
Logging on private lands needs work
To the Editor,
To the Editor,
A heartfelt thank you to the Alberni Valley Bulldogs, who came to Ty Watson House last month to visit one of their fans. Thank you to coaches Kevin Willison and Adam Hayduk, who accompanied the young men. On the ice, we have seen these hockey players display tenacious and tough as nails physical play, as they do their best to win for their fans and team. In the Ty Watson House living room, they were caring, sensitive, attentive and considerate in their interaction with our dear resident, his wife and family members. The Bulldogs players put a smile on all of our faces that day, and tears in our eyes. We want the public to know they inspire us all.
Water, water everywhere and not a clean drop to drink...that used to be a regular refrain, especially if you live in the Beaver Creek Water District. That’s where TimberWest logging company logged the beautiful Beaufort Mountains from Wolf Creek on the west side to Kitsuksis Creek on the east side, and all the stream beds and water courses in between including Beaver Creek itself. Some of their actions caused numerous boil water orders and forced residents to use city water from the China Creek watershed. TimberWest is the same company that has been logging the China Creek watershed for years, now under the Private Lands Council, where they have their own rules and selfsupervision. By the look of the mess on the mountain behind,

the company logged with no professional logging plans and no properly engineered road building plans, which in my mind means no plan at all. I may be just a dumb old logger who has spent a lifetime living and working in the forest industry, but I have been involved with many different ways of operating and doing business with respect for people and the environment. It is long past the time that I think TimberWest should be held accountable for what they have already done in the watershed. We may have to wait for another B.C. provincial election so we can have some professional foresters who are not under the thumb of forestry company officials and bureaucrats to investigate what is really going on with this Private Lands way of logging. From my own experiences with Timber West, on my Beaufort property, the sooner this Private Lands fiasco is

Keeping up the pressure at Site C valid To the Editor,
Re: Lights out for opponents of Site C, BC Views, Nov. 26. Just a couple of weeks ago I stood at the overlook above the proposed Site C dam site near Fort St. John, and saw a swath of clearcuts. Local residents described how Hydro cut oldgrowth eagle trees, crushed beaver dams with machinery, and chipped tall trees despite promises to salvage merchantable timber. However dramatic this may look as Hydro’s spin fodder, when viewed against the nine-year engineering plan these are baby steps. Logging riverbanks and harassing eagles is not dam construction. There is plenty of time to stop this costly boondoggle that has been purposely kept sheltered from full
regulatory scrutiny. And yes, Virginia, agricultural soils— not just the boreal forest—do store globally significant amounts of carbon. According to the UN Food and Agriculture Organization, agricultural soils are among the planet’s largest reservoirs of carbon and hold potential for expanded carbon sequestration. Even more to the point, agricultural soils produce food, which we can no longer afford to take for granted in an era of droughts and extreme weather. The Peace Valley has the capacity to provide fruits and vegetables for one million British Columbians every year. There’s a beautiful song written by Mosie Lister and recorded by the Gaithers and others called “Till the Storm Passes By”. The second verse says, ”Many times Satan whispered, ‘There is no need to try, for there’s no end of sorrow, there’s no hope by and by’”. Depression and discouragement are great weapons that the enemy uses against us. When hope shattering events take place in our lives, like deaths of a loved one, accidents, or a feared diagnosis, it is easy to lose trust in God and to ask where are you? The song answers with “But I know thou are with me, and tomorrow I’ll rise where the storms never darken the skies. When the long night has ended and the storms come no more.” His word says that all of us will suffer in this life-time, but that it is better to suffer for God and with Him than without Him.

Myths & realities:
Girls and gangs
You might notice something different when you walk into the Save-On-Foods store on 10th Avenue in Port Alberni this Friday. “We’ve got a fresh, full-service meat counter, three soup bowls at the front, self-service wings and 12 feet of fresh sushi,” says Port Alberni Save-On-Foods’ manager Zack Jones. It’s been a plan in the making since SaveOn-Foods took over the former Safeway store a little over a year ago. “We want to offer customers more options—and they’re telling us that they want more choices,” said Jones. “It’s easy meal solutions, you can come in and you can have chicken. It’s all sorts of different varieties from sundried tomato to butter chicken to stuffed portobello mushroom caps.” The goal is to get people on their way

home after work. “You can come in at 5 p.m., grab four chicken breasts and have them done in a flavour you like.” Jones is hoping to increase the store’s focus on local foods with the new meat options. “We’re supporting Hertel’s [Meats] so it’ll be all local.” To Jones, it’s the customization of options available and the expertise of the employees behind
the counter that will differentiate SaveOn’s new fresh food options from similar set-ups in other grocery stores. For example, in other stores “you’re not going to have a guy behind the meats counter who can actually cut things up for you and do different marinades.” “[Save-On] is more of a full service approach.” Save-On-Foods’ new look will launch on
Friday, Dec. 4, said Jones. Save-On-Foods’ ladies night takes place from 4–8 p.m. But it won’t be the last of the changes. “In January, we’re going to have a Starbucks to-go kiosk,” said Jones. Unlike the Starbucks kiosk in Safeway, Jones said that the one at Save-On-Foods will only include brewed coffee. reporter@albernivalleynews.com twitter.com/AlberniNews

One small gesture reveals one big heart KRISTI DOBSON
SPECIAL TO THE NEWS
A Port Alberni man who was once homeless has recently been fed, clothed and given shelter after one small random act of kindness quickly spread. Now Steve Rickard hopes the generosity of the community continues to be passed on to others who need a helping hand, especially with the cold and wet weather. Michelle Gard noticed Rickard sitting outside Buy-Low Foods last month trying to take shelter from a rain storm. She said something about his smile struck her and she felt compelled to do something, so she bought him something to eat. Although it was lunchtime, he said he would save it for later because it would

be his only dinner in three or four days. “The weather was horrendous,” Gard said. “The rain was pounding and the wind blowing and he was out in it. He smiled at me and that was all it took.” “I thought she was such a kind-hearted person,” Rickard said. “I don’t pan-handle. Being poor, I hit the streets and pick up empties. That’s what I do for a living.” “That’s the thing, he didn’t ask for a thing that day,” Gard said. Soon after, Gard posted the experience on her Facebook page and shared it to a popular Port Alberni-

based page, AV Chatter Box. Before long, others wanted to help out and an outpouring of support came in, including gifts of food and clothing. Rickard has been stopped on the street by people offering cash and gift cards for local restaurants. Rickard’s story is a familiar one among those on the streets.

Full shelter a common story, says Rickard From / A15
Homeless for four years, he used to work in one of the largest warehouses in Western Canada. He temporarily moved to Chilliwack to avoid an abusive relationship and lived under a bridge for three years with his friend, Coreena. “We had no tent, it was warm and we were happy,” he said. “We hardly went to the shelter.” Rickard and Coreena, who was born with Fetal Alcohol Syndrome in Nitinaht and lost her mother when she was two years old, came to Port Alberni in May to try to find her mother’s gravesite. The two were unable to secure a room

She is in rehab and wants to come back here when she gets out on Dec. 11.” He was able to stay in the shelter for the next 30 days but has been on the streets since June 14. A full team of wrestlers from Port Alberni kicked off the 2015-16 wrestling season at the Island Novice Wrestling Championships in Courtenay on Saturday. The tourney marks the official start of the school wrestling season. The novice tournament is intended for athletes who are relatively new to the sport and there are restrictions as to who can compete. As a result a number of the Alberni wrestlers either did not travel to Courtenay or travelled down to referee rather than wrestle in the tournament. Despite having only a portion of their wrestlers compete, a number of Port Alberni athletes did very well. As a team the Alberni Armada placed second in the Senior Girls Division and fourth in the Senior Boys Division. Individually, 12 Alberni wrestlers finished in the top five in their respective weight classes. Four Armada wrestlers finished with the silver medal in their weight classes. ALBERNI VALLEY NEWS
The Port Alberni Black Sheep are headed to the TC Cup championship after beating UVic 39–26 on the road last Saturday. The Sheep overcame an early 19–0 deficit in the first half and scored 25 unanswered points to win the semifinal game and a spot in this weekend’s final. “The guys really believed it was just a

matter of time before we started scoring,” Black Sheep coach Jas Purewal said. “To hold the kids off the scoresheet in the second half was great.” Port Alberni got a
yellow card in the first minute of the game after a player was called offside, and UVic was off to a quick 19–0 start in the first 22 minutes. Once the Sheep calmed down, Peceli Leweni banged in a couple of tries to bring the Sheep to within five points, but UVic scored at the whistle to take a 26–14 lead into halftime. “The second half we changed our tack a little bit,” Purewal

said. “We took the mindset that we were going to control the game.” Tries came from Dane Dentoom, Anthony Selva and Ty Shannon with two. Todd Daradics kicked three conversions and a penalty goal for the Sheep. The last time the Black Sheep won the TC Cup was in 1995. Kickoff will be 1 p.m. at Piggie Park in Cowichan.
Roster changes for ’Dogs The Alberni Valley Bulldogs have announced some roster changes heading toward the Jan. 10 B.C. Hockey League trading deadline. The Bulldogs on Tuesday acquired forward Ryan Finnegan from the Merritt Centennials in exchange for future considerations. “We are thrilled to add a player with the credibility that Ryan has,” head coach
and general manager Kevin Willison said. “It is always nice to add someone that can make things happen on the ice and we are looking forward to working with Ryan as he continues his development toward the NCAA Div. 1 level.” Willison predicts Finnegan, at fivefoot-eight, will bring speed and skill to an already quick group of forwards. This season with the Centennials Finnegan had already

scored seven points in 22 games. The Tecumseh, Kansas native is committed to play NCAA Div. 1 hockey at Quinnipiac University in 2017. Earlier in the week the Bulldogs assigned Port Alberni-born forward Logan Savard to the Oceanside Generals of the Vancouver Island Junior Hockey League. In 20 games with the Bulldogs this season Savard failed to register a point. This leaves the Bulldogs with an active roster of 21 players and one open spot. That means the Bulldogs will be able to add one player before the trading deadline without having to move a rostered player first. The Bulldogs’ road trip continues this weekend with a game in Trail on Friday, Dec. 4, Penticton on Saturday, Dec. 5 and Coquitlam on Sunday, Dec. 6. The Bulldogs will have one day off at home before heading down to Victoria for a rare Tuesday game Dec. 8 against the Grizzlies. The Bulldogs are finally back home Friday, Dec. 11 to host West Kelowna.

Nora was honoured to be the first female principal of ADSS and loved her staff and students dearly. Kind hearted and patient, Nora was a determined educator. Nora was an avid reader who would spend countless hours in her beautiful backyard with a good book and her Yorkshire terrier dog Thor. She loved country music, travel, and gardening. Nora was considered a culinary adventuress, always up for trying the most exotic in cuisines. She will be dearly missed by all. A Service of Remembrance will be held at 11 am, Saturday, Dec. 5, 2015 at the ADSS theatre, 4000 Roger Street, Port Alberni, B.C. In lieu of flowers, donations in Nora’s memory may be made to Ty Watson House, 3088-3rd Avenue, Port Alberni B.C. V9Y 2A5. Nora’s radiant smile and light will be with us always.

Wondering Reviewer Shereen Platthoff
Do you ever feel the need to dress in Victorian era clothing and spy on the neighbours? Preferably armed with a mechanical dog? Unfortunately, such endeavors require extensive training, which is hard to come by these days. That is, unless you’ve read Etiquette & Espionage by Gail Carriger. In a world where a young lady’s education is of the utmost importance, the first book in the Finishing School series follows 14-year-old Sophronia Temminnick’s quest to gain just that. When her mother reaches her wits end, she sends Sophronia away to a finishing school to learn better manners. But what neither of them could know is that this school teaches young ladies of quality to finish . . . everything. From proper dinner conversation to the poisoning of your guests, no part of a young lady’s education is overlooked. Students are taught how to do all of this and more, in the politest possible ways of course. And in a steampunk universe where vampires and werewolves are a large part of society, these skills can come in quite handy. As a fan of the steampunk movement, I’m always on the lookout for new tales of the peculiar in the Victorian era. However, many stories can be over the top or too wordy. Etiquette & Espionage strikes the perfect balance, with just the right amount of supernatural elements, humor, and amazing clockwork inventions! I was quickly drawn into their world of floating dirigible schools, and it was with great reluctance that I finished reading it. But, luckily for me, there are four books in the series! Sophronia and her friends are in for quite a year, what with villainous Picklemen, cunning boy geniuses, and flying cheese pies. They’ll have to put all of their training – and their manners – to use in order to outsmart their opponents. After all, a lady always knows how to finish . . . everything. Titles in the Series:
Etiquette and Espionage • Curtsies and Conspiracies • Waistcoats and Weaponry • Manners and Mutiny
