Clark praises Chief Rea as the spearhead behind agreement SCHOOL from Page 1 “We knew if we got involved it would make it a lot easier for Ken [Chief Rea of the Old Massett Village Council] to make a case to the federal government to move this project up the list for funding, which of course it has,” she said. According to Mr. Rea, the school was 28th on a national list for school expansion projects, but with the provincial partnership it has moved to the top of that list. Ms. Clark said the government will keep a close eye on the project to consider whether it might provide a model for other partnerships with First Nations in the province. During the feasibility study the province will look at options for a new gymnasium or auditorium, draft preliminary schedules, assess budget requirements and identify potential funding sources. Once the project moves forward, the province will kick in $2 million for the gym, while Ottawa will cover the other $2 million for classroom expansions. Federal government sues former head of Haida Dental Project Attorney General alleges Dr. Zed and UBC fraudulently misused millions for personal use By Quinn Bender Haida Gwaii Observer The federal government is suing former Haida Gwaii dentist Dr. Christopher Zed for allegedly mishandling millions of dollars intended for the Haida Dental Project in Skidegate and Old Massett. In a statement of claim filed last week with the BC Supreme Court, of the $10.6 million billed for the program between 2001 and 2013, $2 million was deposited into bank accounts belonging to Dr. Zed, and $3.3 million was over-billed to Health Canada by UBC, for whom Dr. Zed once served as the dentistry associate dean. UBC, also named in the claim, entered several contracts with the government to provide the program, including the construction and equipping of the two dental clinics in Skidegate and Old Massett. But in November of 2013, after Health Canada had provided UBC with the funds for the program, the univer-

sity came forward with concerns over the financial operations of the project, and based on its own investigation believed Canada had been over-billed on numerous occasions. UBC completed its investigation in May 2014, but waited almost one year before filing its report with Health Canada. Even then, according to the statement of claim, the report was “heavily redacted.” “Dr. Zed had abused his position of trust at UBC and through complex and deceptive activities transferred public

funds from Canada for his personal benefit and hid $5.1 Million of spendi n g f r o m U B C ’s conclusive analysis,” the statement reads. “Dr. Zed’s spending behaviour contravened the Dr. Christopher Zed most basic expectations of an official entrusted to manage the Haida Dental Project.” The federal government says mishandling of the program not only cost taxpayers’ money, but failed patients by not offering services in a timely manner, including creating long waiting lists for dental care, if at all. According to the government’s claims of fraudulent activity, only $7.3 million of the $10.6 million billed was actually used for expenses and costs related to the two dental clinics. However, a large

portion of that $7.3 million is also under scrutiny, which have yet to be proven in court, including: • $1.6 million transferred to other UBC accounts, including programs under Dr. Zed’s oversight. • $1.1 million in payments under the direction of Dr. Zed to two bank accounts in Skidegate and Old Massett • $2 million in deposits related to the two clinics as patient billings and insurance recoveries • $1.2 million in unexplained deposits by Dr. Zed into his personal bank account • $2 million in credit card payments to non-UBC credit cards and banks, some of which were under Dr. Zed’s name • $221,000 of credit card payments to Dr. Zed’s UBC Amex card • $1 million in other unsupported cheques and withdrawals.

Members of the community asked Council on where they stand with the new proposed Tennis courts in Masset. It had been found that the current courts are too small and are not adequate for the diehard tennis players in the community. Previously the council had asked the group to price out the cost of equipment and tools needed to upgrade the court. The group presented the findings to council and village staff who found the quote too expensive. The group has now asked council to look into fixing up the old curling rink which is used by many community groups including the tennis players. The Village will be looking into the idea for the next budget year.

A student with the Haida Gwaii Higher Education Society (HGHES) was seeking permission of council to install a community art piece on village property. Students are currently working on a community service learning project. The students want to put up a chalkboard that would encourage members of the community to write what they would like to see in their community before they die. The students hope this project will create a community dialogue and connections among the individual community members around common hopes for their lifetimes. The board is currently being made by students at George M Dawson Secondary and would be installed for a couple weeks while the HGHES students are still on island. The GMD Students will be keeping watch over the board for the HGHES students during this time. Once the project is over the HGHES students will donate the board to the village so they can continue the project, if they wish. Village council had no problems with the idea and asked village staff to find a suitable location for the board.

Cameron Bell the economic development officer for Misty Island Economic Development Society presented his findings from the Business walks that was held by MIEDS. More than half of the business visited in Masset felt that their businesses were growing. Many businesses reported on the walk that they identified their customers and colleagues as their favourite aspect of doing business Haida Gwaii. Many businesses also identified the main challenge for businesses on Haida Gwaii is BC Ferries. The frequency, cost and capacity of the ferry routes were the greatest challenges faced by business owners. Finding and retaining competent staff was also pointed out to be a difficulty for Haida Gwaii businesses.

Skidegate Health Centre gets serious about playtime By Stacey Marple Haida Gwaii Observer In an effort to get children to turn off their screens, the Skidegate Health Center is encouraging children to play in a rough and tumble manner with its new Jump and Run program. With a grant from the Canada Post Foundation and other funds from the health centre has the program has brought in two large bouncy houses. The program is offered every other Friday from 10 a.m. to 1 p.m. The Jump and Run program is open to all families on Haida Gwaii. Children must be supervised by their parent or caregiver for insurance purposes. Jump and Run is aimed at challenging children’s sensory and motor systems to develop core strength and muscle coordination, which is important for children for reading and writing as they enter school. The program also promotes self-regulating and socialization by requiring that children wait their turn, play cooperatively with other children and

Dec. 4, 2010 A Tlell resident reported dangerous hunting taking place right outside his home. When a gunshot rang out in the night, Jason Shafto knew it was someone who had shot a deer. “I am a hunter. As soon as I heard it I knew that was a rifle and someone was shooting a deer. To shoot right in front of someones house like that, it’s pretty brazen.” he said. It is an offence to discharge a firearm within 100 metres of a residence.

Nov. 23, 1995 A Haida Woman was charged under the Wildlife Act by conservation officers with three counts of unlawful possession of an eagle. The woman was gifted ten eagles from a local Conservation Officer and had used the feathers for teaching traditional Haida Ceremonies. The CO requested the woman to produce the eagles and saw that parts were missing. The officer then asked the courts to fine the woman $1000 if found guilty.

The Canada Post Corporation had re-routed the mail through Prince Rupert because of the strike at Pacific Western Airlines. First-class mail, which came from Va n c o u v e r w a s then being carried to Prince Rupert by Canadian Pacific Air, then transferred to Trans Provincial Airlines. TPA said that they were carrying about 10 times as much mail to and from the Islands, and were trying to do the best they can. Normally it came directly from the south via PWA.

Editorial Finding the right educational solution without compromising the needs of the students If there’s a hat trick in politics, Old Massett’s Chief Ken Rea just pulled one off. Since 2006 his council has struggled with the federal government’s failed intent to expand Chief Matthews Elementary with more classrooms and a dedicated gymnasium. But through a partnership with three branches of government, the Old Massett Village Council, the Province of B.C. and Ottawa, that expansion may finally—finally—see a start date. Usually the more levels of government you add to a problem, or a project, the more likely the moving parts will jam. But somehow this project seems to be showing all the right signs for success. Ottawa was backlogged with First Nations’ school projects, but if someone else—the province—could kick in a little money, it might inspire the bookkeepers to expedite the process. Think what we

will about the federal government’s obligations to First Nations, but at greater issue was the needs of children, and Mr. Rea really must be acknowledged for taking the lead and getting something done. At the funding announcement for a feasibility study last week, Premier Christy Clark made several references to Mr. Rea’s dedication. Later asked by the Observer why she herself travelled to Haida Gwaii, rather than send a deputy minister, or minister as one would expect, she replied: “Ken Rea is one of the most tenacious First Nations leaders in the province. He told me I had to come, and that’s why I came. I wanted to honour the community and honour him by being a part of this today.” Yes, she quite generous with her compliments, but the takeaway is there: Mr. Rae was the spearhead in this partnership, and it earned him significant respect in the process.

As we’re all too aware, life on Haida Gwaii often requires compromise one day and unique solutions to common needs the next. It’s easy to look at the Premier’s attendance as an important political appearance in an NDP stronghold, but we’re withholding skepticism as the words accompanying this visit hit the right notes: “The lawyers and the bureaucrats are always worried about who’s responsible for these things,” she said. “What I think about is, how do we improve outcomes for the kids? This is a great school and we want to invest in that.” Chief Matthews Elementary went from 28th on a long list of schools awaiting funding, to the number one position overnight. Mr. Rea certainly found his solution, but without compromising any of the school’s needs. Well done.

Letters to the Editor We might be green but are we green enough? Dear Editor, The latest National Geographic — Cool It: The Climate Issue — includes a world map of the binding pledges made by countries to reduce greenhouse gases over two decades. Canada’s efforts have been judged as “highly insufficient,” even lower than the U.S. We could blame it all on Alberta’s tar sands, or B.C.’s methane-producing cattle ranchers, or on all of the people who insist on taking vacations that require air flights, or even on most of us who refuse to give up our cars and pick-ups. But we can make changes, like Germany has, by giving up all nuclear energy production (by 2022), and shifting to solar and wind energy sources. Germany is now getting one-third of its electricity from those two sources alone. Although they still get 44 per cent of their power from dirty coal, their production from wind and sun is growing so quickly coal production will likely soon become unprofitable. In 1990 a bill was introduced and passed in Hamellburg, Bavaria, giving that town the right to produce their own electricity and feed it into the national grid and give the producers a “feed-in tariff.” By 1993 small producers even began to receive money that covered their costs of production. And by 2000, new laws gave feed-in producers a 20-year guarantee of costs plus a good cash return on their investment. No wonder, then, that turbines on the land

and photo-voltaic cells on homes have covered Germany. Associations within communities are now investing in both forms of renewables, and are they are getting a healthy return for their money. Why cannot our towns and cities’ home/ condo/store owners form associations which would see the installation of PV cells on their member ’s homes, garages, barns, stores which, when tied into our electrical grid, allow them, at the very minimum to receive a rebate for the power they produce? The next step would be wind turbines built and maintained by an association (co-op) of owners. Land owners in Ontario who have had these installed are making a good dollar simply by leasing their land to producers. There is no end to how “green” we could become. Canada’s poor need help Dear Editor,

How is it that so many of we Canadians (veterans, seniors, First Nations, working poor, homeless) are struggling to eat (using food banks), pay rent, get meds, find jobs, if Canada is “such a wealthy country”? Here in B.C. it was noted just a few days ago that 67 per cent of renters need to use the food banks. Most of us never see any of that “wealth.” Sincerely, Tricia Mancuso

When asked “where are you from?”, an islander’s answer is usually met with either “I’ve been there!” or “I would love to go!” Haida Gwaii is becoming a well-known name across Canada, and the isolation of our islands contributes to the allure and mystery associated with these misty isles. However, perceptions of distance are relative and highly variable; for some islanders, a quick weekend trip to Rupert or Vancouver is not uncommon. For others, the planning and cost associated with leaving the islands makes it a rare occurrence in our annual calendar. Our travel habits influence our beliefs around how far we are from the mainland. While the actual distance remains the same, our opinions on how close and connected we are to the rest of the province (and the world) vary widely. These opinions affect everything from business decisions to family planning, and also have political implications for those of us living in remote communities. Our isolation is an appealing and advantageous aspect of island life in many ways; we have a unique marketing position for attracting tourists, and most local residents enjoy the peace and quiet of a lifestyle free of freeways, trains, and traffic (other than the tourists). On the other hand, being in a remote location creates the all-too-familiar challenges of medical travel, depleted grocery store shelves, and a limited ability to visit friends and family off-island. For local businesses, our isolation does increase the odds of attracting potential customers, but the cost of doing business here can create challenges for our chequebooks. While delivery shopping through the likes of Sears and Lee Valley has existed for decades, increased online competition is a newer issue for Gwaii-based businesses, and was mentioned in the recent Business Walks. However, this challenge is also an opportunity; businesses on Haida Gwaii can offer their products and services to off-island customers too. We are famous for exporting wood and importing tourists; maybe it’s time to start exporting more services, art, wood products, foods, and other products through the online marketplace. As we continue to interact and trade with our mainland neighbours, the sense of separation diminishes. While our identity will always be based on the idea that we are islanders, the ways we engage with the rest of the world integrate us into the “global village” of the 21st century. New connections through the internet and airports will continue to affect our understanding of how far we are from the rest of the world. And in the meantime, the rituals of waiting for the ferry and sharing the ride keep us connected to each other while we connect to the mainland.

The Queen Charlotte Secondary School’s senior girls volleyball have won the Northwest Zone Championship for the first time in over 20 years. Without even being ranked in the start, the girls went on to beat Ebenezer Christian Reform School, which was ranked 10th in the province. The Northwest Zones were hosted in Smithers by the Bulkley Valley Christian School, who the QCSS girls also beat during the tournament. The girls are now on their way to Castlegar B.C. for the Provincial Championship Dec. 3, where they will be trying to win it all. “I am very proud of the girls,” Coach Lee-Al Nelson said.

The last time the single A senior girl’s volleyball team from Queen Charlotte won the zones was in 1994. The school board has put up the funds to get the girls to the games in Castlegar, but the team will have to fundraise the money when they

return. The Sr. Girls volleyball team will be selling Christmas baskets and conducting other fundraising efforts to make up for the borrowed money. Coach Nelson has been coaching most of the girls on the team since they were in Grade 8.

Mr. Nelson himself has a strong volleyball history, even playing against the some of same schools his team had beaten this year, when he was young. The sport of volleyball has grown in popularity in the past couple years and Mr.

Sr. Men’s Raiders topple Hazelton in Qualifying Tournament

After a lackluster first quarter, the Masset Raiders were able to top the Hazelton Spartans 85-59 in the Senior Men’s All Native Qualifying Tournament final, sending them to the main event in February. Chris Campbell from Masset started off the game hitting open jump shots, and building the Raiders a lead. Hazelton played hard defence in the beginning of the game, as tempers nearly boiled over. This was a rematch of a heated earlier contest between the two teams. The first quarter ended in a close 22-21 edge for Masset. Jesse Olson from Hazelton moved the ball well, with good passes into the post. However Chris Campbell’s energetic play promoted ball

movement and added hard defence at the other end of the floor. Campbell took the ball hard to the hoop and was fouled for an attempt. He hit the free throw. Masset took the lead, 30-25 in the second quarter. Darren Fargey played well inside, scoring a couple six-foot buckets for the Spartans. Gary Brown of Masset came back with a jumper, making the score 32-27. Perimeter play from the Raiders gave easy rebounds to Hazelton. Against the run of play though, Brown was able to steal the ball and take it hard to the hoop, drawing the foul and hitting both free throws. The score was 34-30 at this point. Masset started to pull away with better ball movement and off the ball screens. Hazelton’s

We weren’t focused on doubling coming off screens. The second, third and fourth quarter performance was fantastic. Our defensive intensity rose, and that led to some success in the offensive end. This success showed our hard work paying off. Chris Campbell and Cooper Wilson who run the point, really set a good tempo defensively and those are the guys that are ripping the ball out of guys’ hands, it was great,” said Masset head coach Cal Westbrook. The second half started out the same way the first ended, with tenacious

defence by Masset, and discombobulated play by Hazelton. Quality entry passes to Gwaliga Hart, opened up the floor for Masset and created easy shot opportunities, building a 22-point lead halfway through the third quarter. Hart was not guard-able due to his length and used that to his advantage, nailing turnaround jumpers on consecutive possessions to extend their lead to 70-38 with 3:40 to go in the third. With the game now essentially out of reach for Hazelton, most of the reserves for both teams came into the game. Smith continued to settle for deep threes and off-balance shots, and that contributed to the unsettled offence. Hart’s inside/outside game was not reconcilable for Hazelton.

Gwaii Trust names new COO, Carla Lutner The Gwaii Trust Society has hired Carla Lutner of Haida Gwaii as its new chief operating officer. Ms. Lutner brings a wealth of experience to the Gwaii Trust, including 15 years at the Northern Savings Credit Union, most recently as manager of the Queen Charlotte branch. A resident of Miller Creek, she has lived on Haida Gwaii since 1999. “Finding a suitable candidate for this position on-island was ideal,” Gwaii Trust chair Brad Setso said. “Carla brings great local knowledge with just the right blend of professionalism.” The chief operating officer position is a new one for the Gwaii Trust. This new role will manage the day-to-day
