Digital signs installation is underway for winter conditions by Jeff Nagel New electronic speed signs that activate in bad weather to reduce the speed limit are now being installed on stretches of the Sea-To-Sky Highway,

the Coquihalla and Highway 1 near Revelstoke. The province committed to the variable speed zones at the same time it decided to raise the posted maximums to

120 km/h on portions of the Coquihalla, and to 100 km/h on much of the Sea-to-Sky Highway. The 47 digital signs see Variable page 5

are to go live in early 2016 and when they’re activated the dialeddown limit will be enforceable by police. The province had promised the digital signs would be in place for this winter, but with two to three months of testing still required, winter may be mostly over on the Highway 99 section by the time they’re working. An extensive system of traffic, pavement and visibility sensors will be calibrated to detect challenging conditions – whether it’s extreme cold, freezing rain or heavy snowfall – and provide a recommended speed to operations staff, who will update the maximum speed shown on digital signs. Overhead message signs at the entrance to

each corridor will tell drivers they’re entering a variable speed zone and to be aware of changing weather conditions. The transportation ministry is spending $12.5 million to install and run the three pilot systems. Officials hope the pilot project will spur more drivers to reduce speed in severe winter conditions and save lives. Police say they’re developing procedures to fairly enforce the variable limits and ensure drivers have seen the signs before being tickets are issued. “There’s huge challenges from the enforcement side,” Delta Police Chief Neil Dubord, who chairs the traffic safety committee of the B.C. Association of Chiefs of Police.

www.kootenayadvertiser.com 5

“We have to be absolutely coordinated with the province when they’re turning them down.” Dubord said variable speed zones will help mitigate the risk from the increased speed limits, which he said police chiefs still have qualms about. “We would still like to have seen the speeds stay where they were, on the Coquijalla especially,” Dubord said, adding speed remains a major contributor to fatal crashes. Crews are installing 16 variable signs on the Sea to Sky from Squamish to Whistler, 13 on the Coquihalla from Portia interchange to the old toll plaza, and 18 on Highway 1 from Perry River to Revelstoke. Dubord said he had hoped to see the signs

activated sooner. “We’re already getting some good snows on

the Coquihalla so it would be nice to have it up there already.”

Dangerous ice at Idlewild Fluctuating Water Levels at Idlewild Lake Create Extremely Dangerous Ice Conditions Cranbrook, BC (December 2, 2015) – The ongoing fluctuations in the water levels at Idlewild Lake is creating extreme ice hazards and it is very important for the public to recognize

those dangers and to stay off the ice. Residents and users of Idlewild Park must respect all of the signage in place and stay outside of the fence until further notice. With the ongoing changes in the water levels and the continuing cold temperatures, ice is forming in

unstable, tiered layers making conditions very treacherous and dangerous. “The conditions are absolutely perfect for dangerous ice developing. It’s sad, but with fairly regular occurrences of people ignoring the warnings, we have see Dangerous page 7

Slow Down, Move Over: Help Keep Our Roadside and Emergency Workers Safe Roadside maintenance workers and emergency staff are out all year round and it is important for drivers to be aware of their presence, slow down and move over to give them the space they need to be safe. The City of Cranbrook has many staff members, especially from Public Works, working on our streets year round and not just in the warmer months. This isn’t limited to just Public Works staff but also Fire Services, RCMP and Ambulance staff, other emergency workers and tow truck operators. When driving through the City and you see vehicles with flashing red, blue or yellow lights, please be aware that workers are present. Reduce your speed and allow extra space when passing the vehicles or accident scene, where it is safe to do so.

3 Facts You Need To Know About... Why BC is the energy leader in Canada 1.

After many years together, we’re still going strong. We’re well because we take care of each other’s health.” –Dr. Evan Adams, Chief Medical Officer, First Nations Health Authority

Brought to you by Bill Bennett, MLA.

BC’s carbon tax is paid by everyone in BC, companies and individuals & is frozen at $30/ ton GHG emissions. It is the only broadly-applied, revenue-neutral carbon tax in Canada. Tax relief equal to the cost of the tax is given back to British Columbians. See Province’s financial statements for verification. Last year, more tax relief was given back than carbon collected.

2. BC’s Renewable Fuels regulation requires all fuel suppliers to have a minimum of 5% renewable content in gasoline and 4% in diesel & to reduce carbon intensity by 10% in 2020. Last year, refiners exceeded renewable content minimums. This program reduces GHG emissions more than any other Canadian program & is the only such program in Canada. By 2020, the low-carbon fuel requirements are expected to result in the avoidance of 2.7 million tonnes of greenhouse gases annually. 3. BC’s Innovative Clean Energy Fund (collected from natural gas taxes) funds new, exciting technologies. BC Hydro’s Power Smart program provides incentives for energy conservation, including retrofitting buildings and replacing lighting. Health & education sectors benefit, as do individuals & businesses.

Food for Fines: Library T h ro u g h o u t December you can support the Cranbrook Food Bank and clear those pesky fines off your library account during the Cranbrook Public Library’s 6th annual Food for Fines campaign. All you have to do is bring along food instead of money on your next visit to the Library. Every item of nonperishable food in is worth up to $1 of fines. For example, a $4.60 fine costs 5 items. There are a few things to keep in mind: • only overdue fines can be paid with food, all other charges still need money • the actual value of an item is not used • bring only unopened, prepackaged food

• no glass containers or damaged packaging, including dented cans • no perishable or expired food • no condiments such as ketchup or mustard Here are some ideas for what you can bring in: • Canned items such fruit or vegetables, meat or fish, soups or stews, pork and beans, pasta sauce • Packaged items like macaroni and cheese, cereal, pasta, crackers, rice, dry beans, dried fruit, nuts • Jars of jam, peanut butter and other spreads Of course, you can also donate food even if you don’t have any fines. The Library will make sure it all gets to the Cranbrook Food Bank.

Christmas Bird Count is here again The annual Christmas Bird Count (CBC) – the longest-running Citizen Science survey in the world – will take place from December 14, 2015 to January 5, 2016. Cranbrook, Kimberley and Fernie naturalists will join tens of thousands of volunteers throughout the Americas to take part in an adventure that has become a family tradition among generations. Families and students, birders and scientists, armed with binoculars, bird guides and checklists go out on an annual mission - often before dawn to count the birds. For over one hundred years, the desire to both make a difference and to experience the beauty of nature has driven dedicated people to leave the comfort of a warm house during the Holiday season. Each of the citizen scientists who annually brave snow, wind, or rain, to take part in the Christmas Bird Count makes an enormous contribution to conservation. Audubon and other

A division of

organizations use data collected in this longest-running wildlife census to assess the health of bird populations and to help guide conservation action. From feeder-watchers and field observers to count compilers and regional editors, everyone who takes part in the Christmas Bird Count does it for love of birds and the excitement of friendly competition -- and with the knowledge that their efforts are making a difference for science and bird conservation. You are invited to join these local counts. For more information about CBC participation or helping by watching your feeders in the East Kootenays please contact: Fernie: Friday, December 18 – Kevin Knight at 250 430-7960 Cranbrook: Sunday, December 27 – Greg Ross at 250 489-2566 Kimberley: Saturday, January 2 – Dianne Cooper at 250-4271921

2016 GMC Canyon

Overall: A mid-size companion to the Sierra in the GMC fleet; similar to the Chevrolet Colorado but with a bit more base content.

Drivetrain: Base four-cylinder and optional V6 engines now joined by four-cylinder turbo-diesel, which will only inhabit top-end crew-cab models; four-wheel-drive available on all. When it comes to trucks and sport utility vehicles, General Motors tends to do things in pairs. Both the Chevrolet and GMC divisions share many similar, but moderately restyled vehicles wearing different nameplates, includ-

ing the new-for-2015 Canyon and its Chevy iteration, the Colorado. Of course they’re still smaller and less capable than the full-size GMC Sierra and Chevy Silverado, but for many pickup buyers they have plenty to offer, whether it’s the four-door extended-cab with a 62-inch box, or the four- (full) door crew cab that comes with a 50-inch, or available 62-inch bed (there are no regular-cab versions). Each style can be ordered with a 200-horsepower 2.5-litre four-cylinder or a 305-horsepower V6. For 2016, they are joined by third option: a 2.8-litre turbo-diesel fourcylinder. The Duramax-badged engine produces 181 horsepower

and 369 pound-feet of torque, which is only 11 shy of the 6.0-litre V8 in the Sierra HD. A six-speed manual transmission is standard with the 2.5, while a six-speed automatic is optional, but standard with the V6 and turbo-diesel. The Duramax becomes the go-to model when hauling payloads up to 820 kilograms (up from 725 with the V6) or trailering up to 3,500 kilograms (up 315 from the V6). That’s also more than double the 2.5’s capacity. Canyons can be had in base SL, SLE and SLT trim levels, although the diesel is only available with the higher two. SLEs equipped with the Autotrac (drivers can select four-wheel-drive

themselves or allow the system to engage it automatically) are available with an off-road suspension package, locking rear differential, all-terrain rubber, automatic transmission and hill-descent control. All Canyons come with a power driver’s seat, corner steps built into the rear bumper, locking tailgates and two-tier loading that, by sliding braces and a platform that you supply, creates two separate cargo areas. There are, of course, a plethora of options and packages, including leather seats (heated in front), 20-centimetre touch-screen/ navigation, and a factory-installed spray-on bed liner. The benefits to buying local this holiday season

Holiday shopping dominates many people’s free time between the day after Thanksgiving and the final days before Christmas. While many people may shop ‘til they drop on Black Friday and Cyber Monday, those days still account for a relatively small amount of the hundreds of billions of dollars that are spent each holiday season. Shoppers now have a bevy of options at their disposal as they embark on holiday shopping season. Traditional in-store retailers are still around, and online shopping continues to grow in popularity with each holiday season. But many holiday shoppers are looking to buy local this holiday season, and such a decision can pay a host of dividends for both shoppers and the communities they call home. • Buying local benefits your local economy. Studies from Civic Economics, an economics and strategics planning firm, found that independent, locally-owned retailers return a far greater percentage of their revenue into their local economies than national chain stores. One such study examined the disparity between revenue recirculation among

independent, locally-owned businesses versus four major national chains. The former recirculated 51.1 percent of revenue into the local economy, while the latter recirculated less than 14 percent. Similar results were discovered in many cities, indicating that buying local not only benefits local business owners, but also the communities those owners and their customers call home. • Buying local creates jobs in your community. One of the biggest ways local business owners recirculated their revenue in the local economy was job creation. While national chains also create jobs, such jobs only benefit your community if the chains are located within your community. If your local mall is a considerable drive away, chances are the chains within that mall are not employing many of your fellow community members. Local businesses in your community are more likely to employ residents of your town. • Shopping local may provide access to more unique gifts. In addition to the economic benefits of buying local, shoppers may find merchandise made by local

craftsmen is more unique than mass-produced items found on the shelves of national retailers. Recipients may cherish more unique items that they cannot find on their own, and that appreciation may even spur them to visit more local retailers after the holiday season has come and gone, benefiting their own communities in so doing. • Local business may provide a more personal touch. Buying from national chains has its advantages, but customer service is not always one of them. Should your loved ones encounter problems with their gift that requires assistance, they might be forced to wait on the phone for extended periods of time as they and thousands of others wait for customer service representatives to answer their calls. Local businesses do not deal with nearly the volume of customers as national retailers and, therefore, are capable of addressing concerns more quickly and personally than large chains. Buying local not only benefits small business owners, but it also pays dividends for their customers and the communities they call home.

Shopping local this holiday season can benefit your community in various ways.

CHRISTMAS IN THE ROCKIES

Great gifts for on-the-go loved ones

Many people love to travel, but some take their wanderlust to another level. Men and women who seem perpetually on-thego may not stop to discuss items on their holiday wish lists, but holiday shoppers can find the right gifts for those loved ones who never seem to stop for long before moving on to the next place.

Gear Whether the wanderer on your holiday shopping list prefers to travel domestically or overseas, he or she can’t hit the road without certain gear. Camping afficionados might appreciate a new mini-stove or grill so they can eat like kings no matter how far they retreat into their favorite forests. For the international jetsetter on your list, perhaps a new set of luggage might make the perfect holiday gift. If your budget is a more tight, consider a traveler’s kit with luxury shampoo, conditioner and body wash and lotion. Camera Part of the joy of traveling is documenting a trip with a great camera.

Cameras come in a wide range of styles, and good cameras can range from a couple hundred dollars to more expensive models that cost upwards of a thousand dollars. If your budget does not allow for a more expensive camera, give your loved one some cash toward buying a new camera for his or her next adventure. If money is no object, do your homework, researching cameras based on your loved one’s interests. More adventurous travelers might want cameras that can withstand the wear and tear of outdoor sports, while travelers who focus more on sightseeing might not benefit from cameras designed for more daring photographers. Research cameras online, and ask employees at local electronics retailers which type of camera is best suited to the traveler on your list.

Reading is one interest or hobby that has never gone out of style. People who enjoy reading tend to devour book after book and are always eager for the next installment from their favorite authors. Books and other reading materials can make perfect gifts for anyone with a love for

literature.

Experiences If you know a loved one will be traveling to a particular locale in the near future, look into his or her destination and book a unique experience for him or her. For example, travelers headed to London may appreciate a

tour of the State Rooms at Buckingham Palace. Men and women visiting New York City for the first time might appreciate a boat tour to the Statue of Liberty or a nighttime boat ride along the Hudson and East Rivers that allows them to take in Manhattan’s famed skyline under the stars. Such expe-

riences can make trips that much more memorable. Travel enthusiasts range from weekend warriors who can’t wait to arrive at their favorite campsite to international jetsetters. Holiday shoppers can find a host of gifts suited to all types of travelers this holiday season.

Avid Readers Gift giving is made easier when shoppers are in tune with their loved ones’ interests. Knowing a friend’s or relative’s likes and dislikes can provide a starting point as you begin your holiday shopping.

CHRISTMAS IN THE ROCKIES

Cost-saving gift giving for large families Exchanging gifts with loved ones is one of the joys of the holiday season. But it can be challenging to reign in holiday spending when your shopping list is especially lengthy. Fortunately, there are many ways for holiday shoppers to cut costs this season. • Create a limited gift exchange. Speak with other family members who also may be feeling the pinch of holiday spending to establish a gift exchange system. Rather than purchasing a gift for everyone in the family, split the list accordingly. Maybe everyone will only be expected to purchase gifts for the children, instead of buying for kids and adults. Propose that you only exchange gifts with immediate family members and not your extended family, such as your cousins, aunts and uncles. Develop a system that works for everyone so no one feels like they need to break the bank this holiday season. • Host a holiday grab bag.

Grab bags are great ways to exchange gifts without going broke. In a traditional grab bag, everyone brings a gift that does not exceed a predetermined value and puts it in the bag. Each family member then pulls a gift out of the bag. Allow everyone the option to swap with one another if one gift is more fitting for a particular person.

ets to a sporting event or a night at the theater, can make a thoughtful and impressive gift. Again,

other family members can contribute, and collectively you can enjoy a night on the town or an-

other adventure. Having a large family can be expensive come the holiday season. However,

there are ways to curtail your spending without taking any joy out of the holidays.

• Set a price limit. Decide in advance that gifts should not exceed a certain price. This way if you are budgeting for the holidays you will have a better understanding of what you can expect to spend if every gift should be around $30. • Pool your resources. Rather than giving many little gifts, pool your resources with some relatives and give a single bigticket gift. Each person can contribute the same amount, or family members can contribute as much as they can afford. • Give an experience. Sometimes the gift of an experience, such as tick-

Great gifts for sports fans Finding the perfect holiday gift for the family sports fan can be fun for shoppers who also can’t get enough of their favorite sports. But shoppers who don’t know the Grey Cup from the World Series might not have the first idea about what to get the person on their list who seemingly spends all of his or her free time following the home team. Fortunately, shoppers don’t need to know a lot about sports to find holiday gifts that will elicit cheers from their favorite sports fans. The following are just a handful of gifts that would make any sports fan happy this holiday season. Championship tickets Many sports fans dream of attending a championship game, whether that game is the Grey Cup, the World Series in Major League Baseball, hockey game or whatever sport most stokes a particular sports fan’s passion. Tickets have long been a go-to gift for sports fans, but holiday shoppers who want to

go above and beyond may want to purchase tickets to the championship of a friend or loved one’s favorite sport. Television Many sports fans now prefer to watch their favorite sports on television rather than in person. Remarkable advancements in technology have made watching the game at home not much different than being there in person, and watching from home won’t require fans to pay for travel, parking or tickets. A new smart television that makes it possible for sports fans to stream outof-town games or watch online highlights on big screens may be just the thing your favorite fanatic is hoping for this season. Gym or league membership Some sports fans are not merely content to watch their favorite sports; they also want to compete. Devoted fans of mixed martial arts might appreciate a membership to a local MMA gym, where they

can mimic their favorite competitors’ moves all while getting in shape and meeting like-minded men and women who share their passion for MMA. Offer to pay for the first several months of a loved one’s membership, or if your budget allows, buy a 12-month membership. If MMA is not your loved one’s thing, then pay his or her entry fees into a local sports league, such as a summer softball league or a competitive basketball league for adults. Attire The sports attire business is booming, and no sports fan’s wardrobe is complete without a handful of items that profess his or her love for a favorite team. Visit a local sporting goods store to stock up on clothes that help your favorite fan fit in when he or she attends a game or visits a nearby bar or restaurant to take in the game with fellow fans. Holiday shopping for sports fans can be fun, especially for shoppers willing to get a little creative.

CHRISTMAS IN THE ROCKIES

Gifts no food fanatic should go without

Food plays a big role come the holiday season, when friends and family tend to gather around the dinner table to share good meals and catch up on the year’s happenings. But while food plays an integral role at holiday gatherings, food also makes a great gift for that friend or family member on your holiday list who loves to savor a good meal no matter the time of year. Thanks in part to celebrity chefs and television shows that teach viewers how to make gourmet meals at home, it’s now easier than ever before for food lovers to expand their culinary horizons. Gifting such food fanatics can be fun and may even inspire a love of unique cuisine in holiday shoppers, especially those who consider the following gift ideas. • Cooking kit: Ingredients and other essential elements of good meals were

once taken for granted. But more and more foodies are now creating their own foods from scratch. Bacon fans may fall in love with a kit that helps them cure and smoke their own bacon, while those who love fresh, homemade bread may appreciate a breadmaking kit that includes flour, a pan, some recipes, and other items necessary to make the perfect homemade loaf of bread. Cooking kit options are vast, so find a food your loved one can’t go without and purchase the appropriate kit. • Gardening tools: While the holiday season might not seem like the ideal time to buy your favorite foodie some gardening tools, such items make the perfect gift for your loved one who wants to grow his or her own fruits and vegetables. Locally grown produce has become increasingly popular among foodies focused on eco-

conscious cooking practices, and it does not get much more local than home cooks’ own backyards. • Cutlery set: Though it’s easy to overlook, cutlery goes a long way toward making home cooks’ jobs easier. The right cutlery set, which may include one or two chef’s knives, a vegetable knife, a santoku knife, a bread knife, and other knives home cooks will appreciate, can make preparing a meal easier and more efficient than cooking without a set. High-end cutlery sets can cost several hundred dollars, but shoppers on more limited budgets can still find quality cutlery sets for less money. Food-themed gifts make the perfect holiday present for food fanatics, and shoppers have an endless array of options to satisfy their favorite foodies’ appetites.

Local restaurant donates to help Royal Canadian Legion Cuisine of India restaurant recently donated $1,000 to the Royal Canadian Legion in Cranbrook. “On a slow day in June, we had the idea for a donation buffet,” said A.J. Uppal, owner, Cuisine of India restaurant. “We thought that people could come in, taste the food and we could donate to the Legion. Uppal added that the idea to give the funds to the Legion came from the customers themselves. “It just feels good to do something for

the community,” said Uppal. “We did something like this at our other location in Castlegar and gave to the Red Cross. We are planning to do the same thing again here, next year.” The donation is to be split into two components — half going to the Poppy Fund and the other to the local Legion. Clive Brown, Royal Canadian Legion Branch #24 president, said that Uppal’s request to split the funds benefits the legion in different

ways. “When you donate directly to the Legion, it helps our general account and we in turn donate back to the community. It has a wider effect because we, as a Legion, stay open. It really is the support of local businesses that keeps us going,” said Brown. “And by giving to the Poppy Fund too, that goes to support the veterans, whether it is hearing aids, walkers, scooters or whatever they need.”
