As one travels Highway 33 from Rock Creek to Westbridge these days, the physical devastation caused by the wildfire of Aug. 13 remains for some the primary visual and visceral reminder of that day. Nearly four months later, the sense of helplessness that many felt on that unbearably hot and windy afternoon remains almost as real as it was then, with complete emotional recovery for many affected by the fire likely slow to arrive. Amidst the wreckage of burnt trees, however, there occasionally appears a vibrant spot of colour, in the form of small flags strung along a length of rope suspended between two trunks. They offer a welcome respite to travellers as they

The Weather Network released its winter forecast for 2015/16 last week, and, if it holds true, the Southern Interior can expect milder temperatures and below-normal precipitation during the next few months. Above seasonal temperatures are expected for most of British Columbia, though they are not expected to be as mild as they will be for

B.C.’s west coast will likely see more moisture than normal, though there does appear uncertainty when it comes to the south coast, especially around Vancouver and southern Vancouver Island. The storm tracks bringing heavy precipitation are predicted to be north and well south of the region, though while this should result in fewer rainy days than the south coast traditionally receives, at times the so called “Pineapple Express”

will deliver periods of heavy rainfall, resulting in precipitation totals that are near average for the season. As the weather pattern moves inland, precipitation is expected to taper to near normal amounts while this region’s moisture will dip below normal totals. While this winter forecast as a whole is not favourable for skiers, it does indicate an improvement over last year’s conditions. This alpine season is already off to a much better start for many operations, and

the pattern for early December is expected to result in further building up of bases at most resorts, including several in the southern interior. Locally, Phoenix Mountain is scheduled to open on Dec. 18, although the Boundary is expecting only light snowfall in the foreseeable future, which may push back that proposed date. Mt. Baldy remains closed indefinitely while the possible sale of the resort is finalized.

Logging truck, jeep involved in accident On Dec. 2, Midway RCMP attended a motor vehicle collision between a fully loaded logging truck and a jeep that had crossed the centre line. The female driver of the jeep had to be extricated from her vehicle and was taken to Boundary Hospital for precautionary reasons. Witnesses stated that the jeep’s windows were snow covered, inhibiting visibility. The driver was issued a violation ticket under the Motor Vehicle Act for undue care

and control of the vehicle. The truck driver was uninjured. On Dec. 3, Midway RCMP attended a single vehicle collision on Highway 3 in Greenwood. The driver walked away with minor scratches. The vehicle had been in cruise control and had come in contact with

some slushy snow and left the road. An earlier police report suggested that the Greenwood Inn had been the site of an altercation between two men. This was incorrect (the fight broke out in a nearby apartment), and police would like the Inn’s proprietor to know that Midway RCMP did not target his establishment in any way. A personal apology was offered to the proprietor of the bar, and was gladly accepted.

Nurse Practitioner Celia Evanson has been a welcome addition to the Rock Creek Health Centre Clinic since she took the position in January of this year. Since then, Evanson has been offering various services to area residents each Tuesday, Wednesday and Thursday, including prescribing medications, referring patients to specialists and ordering lab tests. Evanson calls her inaugural year a great success, and the Westbridge resident is looking forward to a lengthy stint as Rock Creek’s primary health practitioner. “I don’t know exactly how many regular patients we have,” said Evanson, “but I do know that more than 600 people have been registered in our system. Residents have responded very positively indeed.” Evanson also serves Greenwood one day per week, working alongside clinic head Dr. Michael Slatnik performing similar tasks as the resident doctor. While nurse practitioners are not qualified to diagnose diseases, perform surgery requiring anaesthetic or deliver babies, Evanson finds

her role very similar to a general practitioner. She also has an excellent support system within Interior Health, including internal medicine specialist Dr. Christine Simpson who offers specialized care weekly at the Rock Creek clinic. This means that if one of Evanson’s patients requires services that fall outside the parameters of a nurse practitio-

ner’s mandate, she can easily refer them to Dr. Simpson, who is able to meet with the patient in Rock Creek and consequently save them a potentially arduous trip to larger centers such as Kelowna and Trail.

Evanson is no stranger to the Boundary, having spent considerable time here upon her parents relocation to Grand Forks years ago. She also did her nursing masters’ practicum in the region during her UBC program, so knows the area and its lifestyle well. Her family bought property in Westbridge recently with their sights set on building a home in which Evanson will not only eventually enjoy a well-earned retirement, but also an opportunity to remain in a region she has long found dear to her heart. During the Rock Creek fire, Evanson, along with many others, found herself in a position to help, managing to convince authorities to allow the center to remain open, despite being within the evacuation zone. This allowed the clinic to provide support to those evacuees in need of basic medical services such as prescription drug refills and remain open beyond normal operating hours. All in all, 2015 saw a big step forward for care delivery in the West Boundary, and most agree that Dr. Celia Evanson has been at the forefront of an ongoing drive to deliver excellent health care to this small, yet vibrant community.

in the district were invited to take the project to their class, so Perley and Hutton elementary schools also contributed, as well as some teenagers from Grand Forks Secondary. Then some of the teachers and even practitioners in our yoga studio jumped on board and the project grew from there, ultimately becoming more of a community collaboration rather than simply a school project. Around 350 flags were placed in the area, some on the properties of people that lost their homes, while others have been moved from their original location because of ongoing tree removal.” Explaining the philosophy behind the “Rope of Hope” as the spreading of goodwill, love and compassion all around the affected area to lift the heart of the community, Garcia Manzano is extremely grateful to all of the contributors during the project. “The goal was to place our thoughts and intention into a physical form,” she said, “and bring awareness and hope and the thoughts of a better future to the area that we all love so much.”

The Election Results are In – Now What? The Liberal government campaigned on significant tax changes which were integral to their election platform. Accordingly, taxpayers should take the time to consider the implications of these changes and respective tax positions for 2015 and 2016. It is likely that 2016 will be the year that taxpayers see the effect of these changes. The following list contemplates some of the tax issues that should be considered prior to 2016.

contemplating increasing income or deferring expenses as there are other considerations such as payroll and withholding taxes, alternative minimum tax and cash flow implications. Increasing eligible dividend payments in 2015 will achieve an effective tax savings of 2.62% (ineligible dividends effective tax saving of 2.63%) in BC.

Family Tax Consequences

The Conservative government increased the TFSA limit to $10,000 for 2015 (from $5,500.) However, the Liberals election platform promised to cancel this increase and roll back the contribution limit to $5,500. It is anticipated that the contribution limit change will likely be in effect for 2016 and on. Taxpayers may wish to consider making the full $10,000 TFSA contribution for 2015.

The family tax credit that was introduced for 2014 tax filings could be gone in the new future if the Liberals stick to their promise to eliminate it. This means that 2015 may be the last year that you and your spouse can take advantage of the credit (up to $2,000 per family) if each of you have different tax brackets and a child under the age of 18.

Highest Marginal Personal Rate Change for 2016

You may want to consider increases tor your salary or the payment of a bonus to take effect in 2015 rather than deferring the amounts to 2016. The top marginal tax bracket increases from 29% to 33% for incomes in excess of $200,000. Conversely, taxpayers in the top bracket may wish to defer claiming expenses or deductions until 2016. The combined effective tax saving would be 1.9% for BC residents in the top tax bracket by accelerating income reporting to 2015 or by deferring the claiming of expenses or deductions until 2016. The combined effective tax rates will vary depending on the province of residence. Of course, proper tax planning and cost/benefit analysis must be performed before

their 2015 RRSP contribution. A taxpayer in the top marginal tax bracket of 46% would realize a tax savings of approximately $11,500 on an RRSP contribution of $24,930 for 2015. The top marginal effective tax rate increase of 1.9% for 2016, may warrant a consideration of deferring the deduction of the RRSP contribution to 2016. However, all factors should be considered including the payment of higher taxes for 2015 by not deducting the contribution in that year and the effect on cash flow as a result.

Relocation to another province in Canada

Taxpayers that are planning to move to another province at the end of the year, may wish to defer their move until early 2016. A taxpayer’s province of residence on December 31st, is generally the province for which taxes will be computed for all of 2015. Therefore, it may be prudent to consider the tax rates in effect for the new province of residence and how these compare to the existing province. Taxpayers may wish to defer their move date until the new year if moving to a higher-tax rate province or move before December 31st, if a lower-tax rate province results. Position: Project Lead, BC Child and Youth Mental Health and Substance Use (CYMH SU) Collaborative: Boundary Local Action Team (LAT) JOB SUMMARY: The Project Lead for the Boundary Local Action Team will report to the co-chairs of the LAT, Kootenay/Boundary Division of Family Practice and the funding body (Shared Care Committee) through the staff (i.e. Practice Lead and Collaborative Coach). The Project Lead will work closely with the Boundary Local Action Team; various specialists, physician groups, health authority and community stakeholders to develop and coordinate local processes related to the Local Action Team goals as outlined by the BC CYMH SU Charter. This position is based on approximately 12 hours per week. QUALIFICATIONS, PREFERRED EDUCATION, TRAINING AND EXPERIENCE: • Diploma or Degree in health care, counselling, project management, business administration, or related discipline such as organizational development or leadership or a combination of education and experience. • Recent, related experience in project coordination, change management, and organizational development and or primary care. • Knowledge or experience with Child and Youth Mental Health and/or Substance Use is preferred. PREFERRED SKILLS AND ABILITIES: • A collaborative style of engaging children, youth, families and service providers • Strong First Nations experience and ability to build effective relationships with First Nations communities • Ability to develop and follow structured project plans • Ability to communicate effectively, both verbally and in writing • Proven ability to use Microsoft Of¿ce Suite e.g. Word, PowerPoint, (xcel • Ability to work independently and in cooperation with others • Proven ability to plan, lead, coordinate and inspire positive change • Group facilitation skills • Ability to lead and motivate people and encourage teamwork • Ability to communicate effectively with all levels of the Collaborative • A clear vision of what determines a successful product/service or event for families, youth and children Contractors are expected to supply their own of¿ce, laptop, phone and transportation. What is the state of your health?

What is the state of your health? Do you ever consider doing something like an annual inventory? This would be a good time of year to do that. You might decide that you would like to initiate some new habits for the new year so that a year from now you can look back and see that your health has actually improved. Aside from all the big things we can do (that most of us know about) such as more fresh air and exercise, more sleep, better eating, etc, there are often many little things that we do or don’t do (and should) that can add up to make a significant difference to our overall health. Also, there are new and coming health challenges in our world and new developments on the cutting edge of health and wellness. You could benefit from an annual, personal health evaluation—kind of like a state-of-the-union summary of your present state of health. As we get older, our bodies change but they generally do it slowly. Sometimes, it is so gradual that we don’t perceive the changes; we continually adapt to “the new me” and don’t recognize the slow but steady decline.

Our bodies, in most ways, change slowly and that may be frustrating if we are trying to lose weight or get fit or recover from an accident or health challenge. However, that can also be a blessing as the decline is also slow enough that we can do something about it. We just need to recognize that there are changes so that we can take the appropriate action. It is very important that we become informed on health matters. To just depend on your doctor to maintain your health with a brief visit every few months or years may be a neglect of responsibility on your part. It is your body; you know best how it reacts to your inputs and environment. You are the one who makes the daily choices that can make a difference. To encourage you to really look at the state of your health, I am recommending a free, on-line “State of Your Health Global Summit” featuring 20 worldrenowned experts. Not sure how it got to be December already, has anyone else noticed the time is zipping by? The cold weather is good for the library though, people need good books to curl up with and we have a huge selection of new fiction and non-fiction titles to help pass the winter days! If you recently attended the author visit at the Midway Library, you were in for a treat! A truly delightful presentation by Invermere author Elinor Florence was well attended last week and the reviews are in! Her book, Bird’s Eye View, is fantastic, and we have a copy at the Midway library for you to borrow. If you en-

joy historical fiction, this book will be sure to keep you enthralled. Midway Library is actively seeking new members to join our board of directors for the coming year. Our annual general meeting will be 6 p.m., Jan. 27, 2016 at the Midway Fire Hall, so if you’re looking for a way to give back to your community, please consider donating your time. Meetings are once a month, and always include free coffee! Without the dedication of our community, the library would certainly struggle so thank you to anyone that can help out. So I would encourage you to check into the health summit which is starting today, listen carefully, take notes, find some tips that you could do to help you improve the state of your health. Then implement those and let’s see if, a year from now, you are perhaps in better health than today.

Our Christmas books and DVDs are now out for the Christmas season, so if you need a good story to get you in the mood, some holiday recipes or decorating ideas, or craft and gift suggestions, be sure to drop in and see what we have.

Speaking of Christmas, the Greenwood Library will be open this month until Wednesday, Dec. 23. We will close at our regular time of 7:30 p.m. that day, and remain closed for the next 11 days, reopening at 12:00 noon on Monday, Jan. 4. So you will want to consider stocking up with items to last you over the closure time. May you all have a wonderful holiday season and we will see you in the New Year!
