different small communities. Our type of speciality is something that still needs to be centralized. There’s a lot of infrastructure that’s needed to run our service.” The driving force behind bringing the urology services back to 100 Mile House was the SCHF’s purchase of instruments and sterilization equipment the doctors needed to get started, Dr. Ottem explains. “The primary focus of the trip is to perform a procedure called cystoscopy, where we look inside the bladder with a scope. Then we also see patients with prostate problems, recurrent bladder infections, prostate cancer, incontinence, people with blood in their urine, things like that.”

Students and teachers in 100 Mile House were paid a visit by Education Minister Mike Bernier on Dec. 8, one of the many stops the minister and Peace River-South MLA is making across the province. Bernier visited the new gym and automotive shop at Peter Skene Ogden Secondary School (PSO) and three classrooms at 100 Mile House Elementary School, whose replacement has been a top priority of School District No. 27 (SD27) for more than 10 years. SD27 superintendent Mark Thiessen says the minster’s visit was not only an opportunity to shine a good light on schools in the area, but also an opportunity to talk to him about the challenges local educators are facing. “I think we did a good job of balancing that out,” says Thiessen. “I wouldn’t say we’re optimistic a new school is coming any time soon. But we certainly, as a school district, made it clear we have a need here. We hope it comes sooner rather than later.” Bernier acknowledged a new elementary school in 100 Mile House as a big

Patients now receiving urology care SCHF driving force behind return of outreach service

Urology services are back in 100 Mile House, which is good news for local patients who no longer have to travel two or more hours to receive medical treatment for bladder or prostate problems. Interior Health (IH) announced the return of the service back in October, following persistent advocacy and fundraising from the South Cariboo Health Foundation (SCHF). Dr. Derek Ottem, Dr. Lee Jonat and Dr. Stephen Faddegon are the three urologists from Royal Inland Hospital (RIH) in Kamloops now travelling periodically to 100 Mile District General Hospital to provide urology services.

It’s a win-win situation for people in the area and for the doctors.” – Mary Shennum

The doctors will make close to 30 visits a year, seeing 20 to 30 patients per visit, and will be starting again in the spring. The most common patients the urologists will be seeing are those who have had bladder cancer, says Dr. Ottem, who started treating patients in 100 Mile House two weeks ago. This is kind of a unique situation, he says of the outreach program. “It’s not the sort of thing where we’re going to be able to start coming to all the

108 Mile Ranch resident Rainer Meyer is frustrated his physiotherapist and massage therapist registration from Germany is not recognized in British Columbia when there is an a dire shortage and an outcry for more physiotherapists in this province.

octors aren’t the only medical professionals the province is in need of – physiotherapists are also in high demand, and it’s a situation which frustrates 108 Mile Ranch resident Rainer Meyer. In his native Germany, Meyer was a registered physiotherapist and massage therapist. In the late 1990s, he and his wife, Ingrid, were intrigued by a Canadian government promotional campaign throughout Europe, which invited qualified, educated citizens to immigrate to Canada, where they could use their skills. “I owned my own clinic in Germany and had 15 employees,” says Meyer. However, he and Ingrid had vacationed in the British Columbia Interior and decided they wanted to settle in the area. “At that point, there was only one physiotherapist in 100 Mile House.” At the time, there was a point system, which was used to assess the skills of would-be emigrants. “I got 80 points because of my education, which was one of the

highest possible scores, right behind computer technicians.” He was also encouraged by a representative at the Canadian Embassy in Berlin, who told Meyer he would be able to work in Canada “any time” and also start his own practice. Meyer arrived in 100 Mile House in June 2002, and began to advertise his services as a registered physiotherapist. Shortly thereafter, however, he received a letter from the College of Physical Therapists of B.C. (CPTBC), advising he could not advertise as a registered physiotherapist because his equivalent education in Germany – some 8,000 hours in total – was not adequate. “I was told I would have to go back to school for four years,” says Meyer. He then began advertising as a registered massage therapist, only to be told he could not do that either. Meyer explains that being registered means many people who use therapists with that qualification are able to reclaim some, or all, of the fee through their medical or insurance plans. Not being able to advertise as being registered is, therefore, a blow to many practitioners who may find

it more difficult to attract patients. Meyer wrote to his KamloopsThompson-Cariboo M.P. Cathy McLeod, who noted she couldn’t help because her party had not been in government when Meyer arrived in Canada in 2002. Meyer says he found CaribooChilcotin MLA Donna Barnett more empathetic, but she says that although she tried, there was little she could do. “I looked into every avenue I could and went to the agencies overseeing this to help him.” However, she adds there were many steps and hoops he had to go through, each with a fee associated with it. “People already spend a lot of money, time and energy to become immigrants. “I agree with him that he should be allowed to practice here. He’s a great physiotherapist and very community-minded.” Meyer’s frustration is not so much for him because he will be retiring soon, but he is concerned for younger people in Europe who might be tempted to Canada with promises that aren’t kept. “I’m worried about young people

not being able to find work.” He also finds it frustrating in light of the fact there is a critical shortage of registered physiotherapists in the province. In August 2014, the Physiotherapy Association of B.C. (PABC) issued a letter about the matter, stating that there were 267 vacancies across the province. “While the demand has exceeded the supply for decades, the balance is now beyond the tipping point,” stated the letter. “Chronic vacancies, a lack of incoming physiotherapists, and an increased patient need due to the aging and the growing population in B.C. have created a health human resources crisis in physiotherapy.... The need is felt throughout the province, yet remote and rural areas experience the most long-standing shortage.” Meyer, who is still working as a (non-registered) physical and massage therapist, says the problem could be alleviated by making it easier for foreign-trained therapists to work here. “It’s frustrating to see in the news about this shortage. Politicians promise, promise, promise, but nothing happens.”

Health foundation recognized for hard work From A1

SCHF chair Mary Shennum says she’s grateful the program is working and she’s happy patients can

receive treatment closer to home. “It’s a win-win situation for people in the area and for the doctors.” The outreach service costs

approximately $342,400, which includes contributions shared between the SCHF ($175,000), the Cariboo Chilcotin Regional Hospital District ($125,000),

and an annual commitment of $42,400 for two years by IH. “I really think it’s important to know the foundation was really one of the driv-

ing forces behind this,” says Dr. Ottem who encourages people to support the SCHF. “They’ve obviously done a lot of good work for people in the community.”

WEAR A MASK As of Dec. 1, people who have not had a flu shot this season are asked to wear a mask when visiting provincial health-care facilities to help protect those at-risk of influenza. Provincial health-care facilities include hospitals, long-term care homes, public health units and outpatient clinics. Each year, there are approximately 3,500 deaths from the flu and its complications in Canada. Hospitalized patients and seniors in residential care and assisted living are more vulnerable to influenza than healthy adults.

NSTC releases a statement on representation

Kanahus Manuel not a representative of SNTC, Northern Secwepemc communities Ken Alexander Free Press

On Dec. 3, the Northern Shuswap Tribal Council (NSTC), which includes the four

Northern Shuswap communities of Canim Lake Indian Band (Tsq’escen’), Williams Lake Indian Band (T’exelc), Soda Creek Indian Band (Xats’ūll) and Stswecem’c/ Xgat’tem (Canoe Creek / Dog Creek Indian Bands) released a statement of representation. The release followed on the heels of a Dec. 1 press release, titled “Secwepemc Peoples are Outraged over BC’s Approval of Mount Polley Mine Discharge Permit,” by Kanahus Manuel – listing herself

as a Secwepemc spokesperson. However, this is not the case. The NSTC board of directors says Manuel is “not associated with the NSTC in any way, and is not a member of an NSTC community, nor is she privy to NSTC interests. She in no way represents, or is a spokesperson, of the NSTC or Northern Secwepemc communities.” In her release, Manuel stated: “Indigenous Peoples across this province of have been vocally opposed to this

oppressive process of alienating more of us from our lands, by permitting lands out to major industrial projects like Mount Polley.” Her press release also included statements from hydrogeologist Ricardo Segovia. However, the NSTC notes that “As the Mt. Polley Mine falls within Williams Lake Indian Band and Soda Creek Indian Band territories, these two First Nations have taken on a shared stewardship role on behalf of the Northern Secwepemc.”

Fossum back in chambers

Ken Alexander Free Press

There was a feeling of Christmas joy in the council chambers for the last District of 100 Mile House council meeting before the new year. That’s because Councillor Ralph Fossum was back in his chair at the council table on Dec. 8, and there were smiles on every face there that night. Ralph had just returned from a sixmonth leave of absence from council, following a battle with Guillaume Barre Syndrome – a rare, non-contagious disease that attacks the central nervous system. It’s onset is very quick and the cause is unknown. Ralph says that on June 1, he didn’t feel well. “Very rapidly, I was suddenly paralyzed. I was totally normal and two days later I was totally paralyzed from

Group started to help refugees

Gaven Crites Free Press

A community project has started in response to the Syrian refugee crisis with more than three dozen local residents in attendance at a pair of meetings at St. Timothy’s Anglican Church in 100 Mile House on Dec. 3. A second meeting to establish a working group was held Dec. 9 after press time. “The main expressed

interest was exploring private sponsorship as a community,” explains organizer Kimberly Vance-Lundsbye, the immigrant settlement services co-ordinator with Cariboo-Chilcotin Partners for Literacy. “Whether this would be one [Syrian] family, or multiple families, or if this family would reside in the South Cariboo area or in another area (Williams Lake, Kamloops) is still to be determined.”

While the local group is still in the process of planning its next steps, Vance-Lundsbye says it’s very encouraging to see so many people expressing their interest to help in a global crisis, as millions of Syrians have had to flee their country, plagued by an unrelenting civil war since 2011. Large cities and small towns across Canada are moving forward with initiatives to welcome the expected influx of 25,000 refu-

gees by February 2016. The next step for the local working group – called the South Cariboo Refugee Response Project – is to clarify the vision of the project, explains VanceLundsbye. “I think a lot of people have good ideas; they have passion; they’re motivated to do what they can to help with the Syrian refugee crisis, but it’s really important the group comes together with a

British Columbia. With everything that’s going on in northern, rural B.C., we want to make sure our students are ready for those jobs.” The minister stopped in 100 Mile House after visiting Williams Lake and was on his way to Kamloops. Bernier picked up a hockey stick during gym class at PSO; toured and talk-

ed with students about their projects in the new automotive shop; and had some fun during arts and crafts with kindergarten students at the elementary school. “A big part of my job really is, when we’re making decisions, we have to get out in the classrooms and talk to the teachers and see the kids in action. What’s

really exciting is seeing all the great work that’s happening in the area.” Thiessen says staff and students reflected SD27 really well. “Some of our teachers had students prepared with questions, other teachers had their students just interact with the minister. All around, our students represented us so well today.”

priority of SD27 and fellow B.C. Liberal MLA Donna Barnett, who represents the CaribooChilcotin. “From a ministry perspective, we’ll continue to work with the school district,” says Bernier on the issue. “Every time they bring forward things, we’ll help where we can.” The minister’s visit also comes on the heels of a Dec. 7 announcement from the provincial government and the Northern Development Initiative Trust (NDIT) regarding the expansion of the Shoulder Tappers program. Shoulder Tappers work with school districts, the Industry Training Authority, the Career Education Society, industry and other organizations to help students benefit from exposure to trades and technical training. The province is providing $1.3 million and NDIT is providing $3.6 million over five years to expand the program to 15 school districts, including SD27, across British Columbia. SD27 recently hired a Shoulder Tapper to work with schools in the region – Bree Odd of 100 Mile House. “The big part of the Shoulder Tappers programs is making sure we have the opportunity for our students,” says Bernier. “Shoulder Tappers is really going to help people in northern, rural

The Good Samaritan and the Law

From a legal perspective, the good Samaritan rendering assistance takes a risk. One risk is that the well-meaning good Samaritan inadvertently causes injury. Another is that the good Samaritan themself is injured – and needs to be compensated. The first of these problems is addressed in the Good Samaritan Act. This legislation provides that “a person who renders emergency medical services … is not liable for damages for injury or death … caused by the person’s act or omission … unless that person is grossly negligent.” What about the injured good Samaritan? Some might say that they had no obligation to help and should not be compensated. The oftquoted American judge Cardozo had this to say: “Danger invites rescue. The cry of distress is the summons to relief. The law does not ignore these reactions of the mind.” [Wagner v International Railway Co. (1921), 232 NY Rep. 176, 133 NE 437] A more recent case is Maguire v Padt, [2014 ONSC 6099] In the Maguire case, Suzanne Padt drove off the road in whiteout conditions. Her vehicle turned over. Ms. Maguire stopped to assist. Three other drivers did likewise as did a passing police officer. Ms. Padt and her daughter were removed from their vehicle and placed in the police cruiser. Three of the rescuers, including Ms. Maguire, were standing behind the police vehicle when another driver lost control and struck the three people behind the police cruiser. Two died. Ms. Maguire suffered severe and permanent injury. When Ms. Maguire started her lawsuit, she named Ms. Padt as one of the defendants. In defending this claim, Ms. Padt argued that the rescue was over and that she should not be responsible for this particular harm to the rescuers. The Court held that it was foreseeable that the rescuers would still be on the scene at the time at which they were struck. On that basis, Ms. Maguire, as a good Samaritan, was held to be entitled to continue her claim against Ms. Padt. In our society, we generally admire good Samaritans. This attitude also carries forward into the law. Article written by Centennial Law Corp. (Douglas E. Dent)

Looking at Trudeau after Paris attack

T

New Prime Minister’s election campaign persona paled a bit

he honeymoon is not over, but if you look closely, you can already see a tiny bit of egg on the face of our photogenic new Prime Minister. Until Black Friday (Nov. 13), it looked as though the Liberals’ first Throne Speech and Parliamentary session, and series of state visits and international conferences, would be just one triumphal procession after another. To be sure, there have been enthusiastic receptions by some journalists and photographers, who have pronounced Justin Trudeau to be the newest “hottie” on the world stage, but all of that is being overshadowed by darker realities. I am, of course, referring primarily to the fall-out from the Paris terror attacks, along with related events playing out in Belgium, Mali, and the Middle East.

These attacks put the and more exuberant in its politics of the recent federal promises than the other election campaign in a guys. new light, in particular the But he had no way of trifecta of security-related knowing how popular this issues: Syrian refugees, Bill plan would become six C-51 (the Antiweeks before the Terrorism Act), election when and the question the photo of the of Canada’s lifeless body of military role in Alan Kurdi started Syria and Iraq. making headlines. GUEST SHOT

rime Minister Justin Trudeau and his Liberal caucus had a month-and-a-half to bask in the glory of their victory in the Oct. 19 federal election. So, it was a special day on Dec. 4 when they walked into the House of Commons for the throne speech and sat on the seats on the government side of the House instead of the seats they were relegated to as the third party. Now, the heat is on and Mr. Trudeau and all of his election promises will be under the microscope for a few more days before they go home for the Christmas Break. When the House doors open again in the new year and the government has to get down to the work of plowing its way through treacherous political waters, the good ship Red Wave will be tested. Even before the House was in session, Mr. Trudeau was having his feet put to the coals by the national media, as he had to defend why taxpayers were paying for two nannies to look after his children. The Prime Minister’s communication director explained that the nannies were secondary caregivers who also perform “other duties around the house.” So, that’s not so unusual for parents who are busy with the important business of running the country to have help with their children. However, it’s a bit different when our new Prime Minister made a flippant remark during the federal election campaign regarding wealthy families such as his not needing the help of the taxpayers to finance child care. While it likely isn’t a big deal to most Canadians, it is definitely foreshadowing of the kind of scrutiny Mr. Trudeau is going to come under during his mandate. He made a lot of promises during the election campaign and they have been well documented, so the Opposition and the media will definitely be measuring his progress. So, it wasn’t too surprising that Mr. Trudeau’s throne speech on Dec. 4 was short and contained few details of the road map of his first year as leader of the government. In fact, there were five large platforms during the election campaign that weren’t mentioned or if they were it was without detail: doctor assisted dying; commitment to recalling fighter jets from the bombing campaign in Syria and Iraq; repealing or amending the anti-terrorism legislation; return of Canada Post home delivery; and reinstating the age of 65 for eligibility for old age security and guaranteed income supplement. Furthermore, interim Conservative leader Rona Ambrose turned up the heat in the Mr. Trudeau’s question period in the House about the cost of the Liberal’s election promises and backing out of the battle against ISIS, when other countries are increasing their efforts. Mr. Trudeau is in for a tough fight and he better start moving forward on some of those promises early in the new year.

would have granted the United Nation’s request to give 10,000 Syrians refugee status by the end of the year, with a total of at least 46,000 by 2019 – alongside a vow to remove the cap on privately-sponsored refugees – and a complete end to Canadian military operations in Syria and Iraq. So who looks better now? After Paris, Tom Mulcair’s decision to meet the U.N.’s request and settle 10,000 refugees by Dec. 31 seems perfectly responsible from a logistical and security standpoint, while still being twice as generous as the Conservatives. Trudeau looks rather less impressive on that front. But Bill C-51, and the Liberals’ qualified support for it, looks better. Balance, it seems, is in the eyes of the beholder. Canada should engage ISIS with military deployment To the editor: Prime Minister Justin Trudeau has cited four Liberal “core principles” on military deployment as justification for withdrawing CF-18s from the war with ISIS. It’s difficult to see any violation of any of these principles in deploying our CF-18 jets with our allies to help destroy ISIS. It’s clear that part of our role in the first principle of confronting humanitarian crisis would be to join the other 60 nations in helping to

destroy ISIS for humanity’s sake. After the Paris terrorist attacks, American President Barack Obama said these barbaric acts were an “attack on all of humanity.” Deploying our military in joining this international fight should be supplemented with the humanitarian responsibility of bringing in to Canada a reasonable number of the most vulnerable refugees fleeing ISIS. In accordance with the principle

of the need for a clear mission and role before we deploy our military, it should be evident the destruction of ISIS is obviously a clear mission well understood by the international community. As for the principle of the necessity of clear and reliable facts before we deploy our military, how many more attacks, like those on Paris, should Canada require before we are willing to join our allies in the military aspect of the battle against ISIS?

With respect to the principle of the need of reflecting the broad scope of Canadian capabilities, surely the utilizing of the excellent skills of our highly trained military should complement the other capabilities Canada is well known for in humanitarian aid. When Trudeau was asked by CBC’s Terry Milewski: “If you don’t want to bomb a group as ghastly as ISIS, when would you ever support real military action as opposed to just training?”

Trudeau dismissed the question as “nonsensical.” According to Trudeau’s logic, countries like the U.S. and France should stop bombing ISIS and focus on humanitarian work. Withdrawing our CF-18s makes Trudeau’s words to reporters of engaging robustly with the coalition to fight ISIS empty rhetoric and a mockery. Gerald Hall Nanoose Bay

International Persons with Disabilities Day recognized

To the editor: This year marks the 23rd anniversary of International Persons with Disabilities Day, proclaimed in December 1992 by the United Nations General Assembly. International Persons with Disabilities Day is an important time to raise awareness of disability issues and to renew our support for dignity, respect, well-being and the right to inclusion for all persons with disabilities, in all aspects of life. The theme of this year’s International Persons with Disabilities Day is Inclusion Matters: access and empowerment of people of all abilities. While gains for persons with disabilities have been

made, there is still much to be done. Too many political and cultural leaders are still unaware of the challenges experienced by persons with disabilities, and do not acknowledge or include persons with disabilities in their economic, social and political platforms.

Barriers to participation in cultural, economic and political life remain all too prevalent. People with disabilities continue to be institutionalized with little autonomy and often experience humiliation, abuse and a lack of opportunity and access to external resources.

Further, the historical and current experiences of persons with disabilities who have been institutionalized and abused are rarely acknowledged, despite recent class action lawsuits. such as the Woodlands School in British Columbia and the Huronia Regional Centre in Orilla, Ontario, in which

persons with disabilities were found to have been the victims of pervasive physical, sexual and emotional abuse. In acknowledging International Persons with Disabilities Day, the BC Federation of Labour is encouraging all of us to do our part to eliminate the ste-

reotypes and barriers facing persons with disabilities. We must all work together to achieve greater inclusion, access, autonomy and understanding in our unions, the labour movement and in society. Irene Lanzinger, president BC Federation of Labour

Trudeau junior kicking up a little dust To the editor: Hopefully, Prime Minister Justin Trudeau had his tongue firmly pressed against his cheek when he told a BBC interviewer in London that his political opponents were slightly bewildered when he “left

them in the dust.” Before Justin Trudeau emulates his father’s bravado by pirouetting behind the Queen’s back, he should reflect on a few facts: • Stephen Harper was the Liberals’ most effective weapon because he

had become a much despised leader. • The Conservative Party couldn’t get their guns out of their holsters during the campaign and kept shooting themselves in the feet. • Canada was ready for change and Justin’s charisma came along at

the right time. • Trudeau’s Liberals only garnered 39.5 per cent of the votes in spite of all “the dust.” Lloyd Atkins Vernon

griculture Minister Norm Letnick has released the latest update to the B.C. Liberal government’s “strategic growth plan” for farm and food products. After reporting a record $12.3 billion in total agriculture and agri-food sales in British Columbia for 2014, the latest plan sets a new goal of increasing it to $15 billion by 2020. It’s a mostly a status quo plan, continuing current marketing efforts and encouraging higher-value production of a wider range of products. The ministry intends to hire its first expert in food and beverage production. It’s a reflection of the fact that fully 70 per cent of that $12.3 billion comes from food and beverage processing. This continues the government’s push to improve economic viability of farms by allowing more food product manufacturing and sales on Agricultural Land Reserve property. Letnick says another key strategy is to improve access to irrigation. B.C. has 20,000 farm operations, a number that’s holding steady even as the average age of farmers increases.

Township of Langley quietly signed a deal with the ALC in July to allow development of farmland near the Aldergrove border crossing and Langley airport. The agreement says there is a need for a “defensible and durable urban/ALR edge.” If you think everyone loves farming, you’ve likely never lived on this “urban/ ALR edge.” The latest example is on Vancouver Island, where urban neighbours are protesting an established farmer’s decision to clear a forested property for hay growing. The farmer has been forced to erect a chain-link fence to keep out trespassers who have decided the property is a park that they can use when they like. The mayors of Saanich and View Royal seem more concerned with appeasing urban complainers than protecting the right to farm. They are being pressed to buy up idle ALR land to soothe urban voters repelled by logging and farming. Tom Fletcher is legislature reporter and columnist for Black Press. Renovation digs up piece of history VERNON - During work to replace the church’s foundation at O’Keefe Ranch Nov. 26, a 126-year-old letter was discovered. “It just appeared on the ground under a joist. It’s pretty amazing,” said Glen Taylor, general manager. “The paper is in great shape. It doesn’t look more than a year old.” The letter is dated April 30, 1889 and it’s addressed to Cornelius O’Keefe by Alphonse Carion, an Oblate priest at Okanagan Mission (Kelowna). In it, Carion states, “Dear sir, with your kind permission I intend to say holy mass at your residence on Palm Sunday, the 14th inst (in or of the present month). Have the kindness to notify it to all Catholics living in your vicinity.” Carion also passes his regards on to O’Keefe’s wife and a visitor. St. Anne’s Church was dedicated Dec. 24, 1889. “The church is being built at the time of the letter so services were being done in the home,” said Ken Mather, the ranch’s curator emeritus. Driver allegedly forces police car off the road SMITHERS - A 33-year-old Smithers man is facing dangerous driving charges for allegedly forcing a police vehicle off the road before fleeing at high speed. At about 6 p.m. on Nov. 12, Smithers RCMP received a call about a man who was slumped over the steering wheel of a white Toyota Camry parked in a driveway on Railway Ave. A police officer was driving towards the scene when he saw a white Toyota vehicle swerve across the centre line onto the wrong side of the road. The officer was allegedly forced to turn right into a ditch to avoid a collision. They attempted to stop the vehicle but the driver allegedly fled at high speed. Police said the officer did not pursue the vehicle because a high-speed chase in the downtown area was a risk to public safety. Jesse Thomas White was arrested on Nov. 18 and charged with dangerous operation of a motor vehicle, flight from a police officer and breach of recognizance.

Rollover MVI On Dec. 7, 100 Mile House RCMP was called to a motor vehicle incident (MVI) rollover on Highway 24 near Watch Lake Road. A lone female occupant was reported trapped inside the vehicle. Emergency Health Services removed the driver from the vehicle and transported her to 100 Mile District General Hospital with what were believed to be minor injuries. Icy road conditions were a factor in the MVI. A number of MVIs were reported this week that were as a result of icy conditions. With the frequent changes

in temperatures, drivers are reminded to pay attention to the ever changing road conditions and adjust their driving accordingly.

Vehicle break-ins On Dec. 7, RCMP received a report of a break-and-enter to a business in the Exeter Road Industrial Park. A number of vehicles on the site were entered and various items taken. The incident is believed to have occurred sometime overnight. RV break-in On Dec. 5, police received a report of attempted theft from an RV trailer on the 7000 block of Simon Lake Road. The truck had gone off the road to the right and into the ditch, which resulted in the loss of the load. There were no injuries and the incident is still under investigation.

The public is also invited to join the Women’s Centre staff, board and clients for an open house at the office – 102-475 Birch Ave. – on Dec. 21 from 11 a.m. to 2 p.m. “We look forward to seeing every, show you what we do and we will be handing out Christmas hampers to all those in need.”

The 100 Mile House & District Women’s Centre has a lot events going on this month, including some that are being held with the proceeds going to the centre. Generous volunteers and community members are independently putting on a fun family Christmas Movie Night at Bicycle Tree Café in the Cariboo Mall in 100 Mile House on Dec. 11, Women’s Centre executive director Sonja Ramsay. Donations of nonperishable food items or suggested $10 entry fee will all go to the Women’s Centre this holiday season, she add. Ramsay notes Borgo’s Sport Shop is having a big sale on Dec. 15, and all of the proceeds will be going to the Women’s Centre. Meanwhile, at the centre, area residents are invited to sponsor a woman and her family with a Christmas hamper this season, by donating before Dec. 17, she explains.

Anderson was in the marshalling area behind Save-On-Foods for much of the event, but says she’s heard that the crowd watching the parade was the best turnout in a long time and she has heard nothing but praise. The award for best float went to the 100

Moonlight Madness good for businesses

Barbara Roden Free Press

This year’s Moonlight Madness event was a resounding success, according to local merchants, who agree that having the Santa Claus parade, Starry Nights, and the Arts and Crafts Sale on the same night drew larger numbers than usual into town. It went well, says Charlotte Astell, manager of the Pharmasave at Cariboo Mall. “We did better than we usually do on a Friday night. And having so many events on the same night drew more people to town.” Janet Lilly, owner of Our Kitchen Corner, says it was great to see so many people supporting local businesses. “We were way busier than we were last year; it was a really successful evening. Lots of people came out to support local businesses.” Lilly and her staff were able to watch the parade. “But when that was

The Third Annual South Cariboo Lioness Club Shopping Spree was a great success, says club secretary Lydia Kendall. “It was so much fun to watch Athena Martens [first-place raffle winner for the $500 shopping spree at Save-On-Foods in 100 Mile House] because she was just so enthusiastic before, during and after the shopping spree. “I want to thank everyone who bought tickets, Save-On-Foods for the $100 gift certificate and allowing us to have the shopping spree in the store, Joe St. Germain for the plant container and the Free Press for the advertising and story support.” The Lioness Club sold 300 tickets at $5 apiece and they were sold out 10 days before the draw. Kendall notes that after paying $500 for the shopping spree, $1,000 was deposited it its Children’s Wellness Fund. The fund helps any

a week to “plan her attack,” and that’s exactly what she did. Martens says she was a little nervous when she was told she had won the raffle because “I never win anything. “The more I thought about it the more excited I got. I sort knew exactly what I was going to grab going in and I just went for it ... I had lots of fun.” Martens has a 10-month-old daughter, Eliza, so baby goods definitely ruled the selection process. “Stuff for babies is just so expensive, but I

got everything I had on my list.” Martens actually went $250 over the limit, but ended up paying $70 for what she really needed and the staff put the remainder away. She bought her lucky ticket from a couple of Lioness members at Save-On-Foods and says she’s definitely buying another ticket next year. Ingrid Meyer won the second-place prize – a $100 gift certificate – and Jamie Simms won the third-place prize of a handmade wooden flower container.

The South Cariboo Health Foundation’s (SCHF) Third Annual Starry Nights campaign kicked off on Nov. 20, with more than 140 people there to watch the Grinch light up the stars on the 100 Mile District General Hospital. Tree sales benefit Olympians Barbara Roden Free Press

Area residents can enjoy a fresh-cut Christmas tree and help the Special Olympics 100 Mile branch, simply by stopping at the 100 Mile House TIMBER MART on Exeter Road between now and Dec. 24 to pick up a tree. Gina Myhill-Jones, whose

husband, Ralph, is the operation manager at TIMBER MART, says they’ve been doing the fundraiser for the Special Olympians for a couple of years. “The athletes come out to our property and cut down the trees from around the fence line. We had chili and hotdogs, hot chocolate and a bonfire – it was a fun Christmas event.” The trees are available

by donation, with $10 as the suggested price. The money raised goes to help the local Special Olympian program, says chapter president Denise Thiessen. “We have 17 athletes, aged 16 to 50-plus, involved in bowling and golf. Our main goal is to raise enough funds to take the financial burden off the athletes.”

but there are a few things I will have to work on and I have to be able to play by memory.” It will be a busy year for the Grade 12 Peter Skene Ogden Secondary School student who wants to be a music teacher and possibly have a studio of her own one day. Anna will be playing at three house concerts in the area to prepare her for playing in front of an audience when she takes her Grade 10 level piano practical test in Coquitlam on Feb. 4, followed by the Associate Diploma level, which would allow her to teach music. Ginny-Lou Alexander, Anna’s piano teacher for the past three year, notes that her student will also practise stringing her pieces together and doing a commentary on the composer and the time period between pieces at the house recitals. Anna, who practises piano 90 minutes every day, will play her seven Grade 10

108 Mile Ranch resident Anna Betuzzi played Studies in Line during the 100 Mile House Festival of the Arts Fall Recital on Nov. 29. The Grade 12 PSO student is preparing to take her Grade 10 level and Associate Diploma level tests in 2016.

nna Betuzzi, who has been playing piano since she was four years old, is a shining star for the 100 Mile Festival of the Arts. During the Nov. 29 Fall Recital, which is the first opportunity for local music and speech arts students to play in front of an audience in the new season, Anna started the recital by accompanying the singing of O Canada at the piano. At the end of the performance, she delighted the audience at the 100 Mile House Evangelical Free Church by playing a very difficult piece, titled Studies in Line, by Canadian composer Barbara Pentland. It is a piece she will play for her Associate Diploma level test in June 2016, Anna explains. “I was pretty happy with it,

pieces by memory but will be using music sheets for her three Associate Diploma level pieces, which are much more difficult. She is looking forward to the opportunity to playing all of her pieces at the house concerts. “So when I walk into the exam, it’s not the first time I’ve played them all at once.” The Associate Diploma also has co-requisites in theory and history that have to be achieved. She notes a lot of people who get their Associate Diploma level start teaching right away because it is recognized by a lot of music associations. “This will be like a stepping stone for me; I’m going to go off to the University of Victoria in September. “I’m actually going to be studying oboe there. That will be my main instrument, which I have been playing for five years.”

I think it's going to be a really good series in the [division] finals, us against them.” The Wranglers are a big and strong team and they like to work hard, Povelofskie adds. That's what's going to win them their first division title this year. “At the end of the day, come playoff time, it's not necessarily the pretty team that's going to win. It's going to be the team that shows up and works the hardest and wants it the most. I think that's something our team definitely has – the will to the win.” The Wranglers host the Chase Heat on Dec. 11. Local talent Cole Zimmerman notched the double-overtime winner in Kamloops on Dec. 6. Tavis Roch and Povelofskie assisted on the play. Judy Simkins Franchise President,

As a general rule, if you live 100 Mile House beyond the age of 72, you’ll be better off waiting until 65 to begin collecting your CPP rather than taking it early. If you live beyond the age of 81, you’ll be better waiting until you’re 70 years of age to start collecting (I’ve assumed inflation at 2.5 per cent here). ‘Many hands made it possible’

Shoppers in 100 Mile House showed tremendous support for a worthy cause again this year, raising $40,000 in five days of shopping at the Ten Thousand Villages Fair Trade Sale. The sale ran for a fourth year in 100 Mile House from Nov. 18-22. Ten Thousand Villages, a non-profit fair-trade organization, partners with artisans in some of the poorest countries around the world and offers them a sustainable income for their fair-trade products. Last year, the shopping event raised $49,000 over 10 days. The funds provide for basic needs in develop-

ing countries, such as food, water, health care, education and housing. “What an incredibly generous and caring community this is,” says local organizer Laura Baerg. “I am so thankful for all the volunteers, and all those involved.” Many hands made it possible, and a huge difference has been made, Baerg adds. “Thank you for supporting artisans in some of the poorest countries around the world and [thank you] for offering them hope and dignity. Thank you for standing up for freedom and being a voice for fair trade by supporting the Ten Thousand Villages Fair Trade Sale.”

Watch/N. Green Lakes

Gisele Poliseno gisele.poliseno@gmail.com

The Watch LakeNorth Green Lake Volunteer Fire Department (WLNG LVFD) members want to show their extra support to our community by starting Christmas Hamper donation boxes.

The boxes are at the 70 Mile General Store, 99 Mile Supermarket and the Little Horse Lodge. Any non-perishable food items, unwrapped gifts, toys, etc. are appreciated. The boxes will be collected prior to Christmas and a hamper will be distributed to a family in our area. If you have anyone who may be deserving of a hamper, please place your suggestion in the donation box. A huge thank you goes to the businesses that made room

and allowed the fire department to have the donation boxes in their store.

Christmas bake sale Folks are reminded the Watch Lake & District Women’s Institute (WLDWI) annual Christmas Bake Sale will be on Dec. 18 at the Cariboo Mall from 9:30 a.m. to 2:30 p.m. The proceeds from the bake sale will be designated to the BC Children’s Hospital. Baking and/or cash donations would be most welcome.

The Lake Of The Trees Bible Camp invites everyone to its first Christmas Tidings event, starting at 6:30 p.m. on Dec. 20. The event includes carols, bonfires, hot cider, and cocoa, with skating and sledding (weather permitting). “We live in a winter wonderland, and we love the message of

Christmas,” says camp director Tom McIntosh. “It’s a great gift we’ve received from God, and we want to give that gift to others. People love our beautiful setting.” The free family event will feature sing-along carols that focus on the message of the Bible, with lyrics projected on screen, and there will be a Christmas story reading for children, McIntosh explains. “It was the desire of

our team to bless anyone interested in coming.” The roads will be plowed and sanded;

directions can be found at www.lakeofthetrees. com. For more information, call 250-791-5502.

It’s time again for the 100 Mile Realty

Christmas Helper Event It is that time again when the Realtors of Royal LePage, along with generous help from Centennial Law, Heartland Law, Larry McCrea and Stephen Pellizzari’s law offices, donate thousands of dollars to put on this wonderful event that helps those less fortunate over the holiday season. Each year our local residents help out as well. Every year we are suprised and gladdened by your generous response. This year in addition to the usual drop-off spot at our office (next to The Red Rock Grill in 100 Mile House) we have a new office at the Interlakes Service Centre, where we will be accepting donations as well. The good people at The Bargain! Shop in the Cariboo Mall also have donation boxes set up for your convenience. So drop off your donations of toys, clothing or non-perishable grocery items at any of the above locations and we will make sure it helps a deserving family have a better Christmas season.

Thank you from Royal LePage 100 Mile Realty

Ice Halo a saviour for winter sports enthusiast

Barbara Roden Free Press

When 100 Mile House resident Lori Fry decided to switch from skating to curling, she wanted to find protective headgear that was less cumbersome than the helmet she usually wore. Fry, who is the national first vice-president of the Canadian Council of the Blind (CCB), has been very visually impaired for many years, but didn’t let that stop her love of skating, even though she would be the only adult wearing a helmet.

don’t want to wear protective headgear while curling or skating. “But accidents can happen so easily. Ice Halos won’t completely prevent injury, but they

definitely lessen the impact of a fall. Think about the split-second when something can happen to anyone, not just the visually impaired.”

“You try to get past the vanity and self-consciousness,” she says. When she started curling in 2010, however, she began looking for an alternative that was lighter, more stylish, and wouldn’t make her head too hot. With the help of Jim Vinson, she came across a product called Ice Halo. Ice Halo creator and president Barbara Armstrong founded the company after suffering a concussion when she struck her head on the ice while curling. Determined to develop some sort of protection that wasn’t a helmet, Armstrong came up with the Ice Halo, which is now used by practitioners of many winter sports. When Fry’s blind curling team in 100 Mile House ordered Ice Halos for the team members, Armstrong was interested, and asked Fry to be the company’s representative for all blind curlers in Canada. Fry says she understands why many adults

I heard your voice in the wind today and I turned to see your face; The warmth of the wind caressed me as I stood silently in place. I felt your touch in the sun today as its warmth filled the sky; I closed my eyes for your embrace and my spirit soared high. I saw your eyes in the window pane as I watched the falling rain; It seemed as each raindrop fell it quietly said your name. I held you close in my heart today it made me feel complete; You may have died ...but you are not gone you will always be a part of me. As long as the sun shines... the wind blows... the rain falls... You will live on inside of me forever for that is all my heart knows.

Come with Me AUTHOR UNKNOWN

The Lord saw you getting tired And a cure was not to be, So He put his arms around you And whispered ‘Come with me.’ With tearful eyes we watched you suffer And saw you fade away. Although we loved you dearly, We could not make you stay. A golden heart stopped beating, Your beautiful smile at rest. God broke our hearts to prove He always takes the best.

BOUCHARD Donat Joesph

Feb. 1, 1937 – Dec. 2, 2015

Everyone called him Don, born on his parents homestead in Laurier, Manitoba. He was a proud but quiet man with very few words. He was a loving husband, dad, grandfather, great grandfather, uncle, son and brother. Don passed away peacefully in 100 Mile House Hospital at the age of 78. Don grew up on his family farm and went to school in Laurier, Manitoba where he completed his grade nine then quit school to help his dad on the family farm. Don left Laurier in 1958 and headed for BC, where he worked for his Uncle Gene in the carpentry business. He moved back to Manitoba in early 1960 and worked on road construction where he met his wife Elaine on Oct. 10,1960. They were married on April 22,1961 in Maillardville, BC at Our Lady of Lourdes Church. They lived in Coquitlam for 30 years before finding a home in 100 Mile House, BC. Don and Elaine raised four girls, Patsy, Janet, Dawn and Cheryl. Before retirement Don’s passion was camping, (finding a face carved in a stump), fishing (especially when he caught the 6ft sturgeon), and watching NASCAR racing (favorite driver Jimmie Johnson). After retirement Don and Elaine lived on their acreage in 100 Mile House for the last 18 years, where he enjoyed his life relaxing at the pond and watching wildlife, playing with his electric train set, listening to country music, puttering around the shop, visiting with neighbors, friends and family. Dad (Grandpa/DaDa) enjoyed visits with his grandchildren David, Michael, Victor, Nicole and Spencer which always brought a smile on his face. Grandpa missed out giving smiles to the newest great grandchild Samuel. Don had several pets throughout the years but enjoyed the last few with his 3 cats Mango, Mercedes and Lulu. Dad celebrated his 50th wedding anniversary with his wife Elaine, family and friends in July 2011 and was short on celebrating his 79th birthday in February 2016. Don is predeceased by his brother Eugene, father Alphonse, mother Florida, sisters Aveline and Melaine. Survived by his wife Elaine Vera (Mooney) Bouchard, his children Patsy Lane (Doug), Janet Edwards (George), Dawn Mahovlich (Jeremy), Cheryl Bouchard, grandchildren David (Lindsay), Michael, Victor, and Nicole, great grandchildren Spencer and Samuel and his mother-in-law Vera McLachlan. He is the second oldest out of 13 children, leaving behind his siblings Gerard (Yvonne B. Gingras), Priscille (Leonard Grywacheski), Maurice (Simone Tardif), Joseph (Shirley-Ann Prawdzik), Albina (late Kerry Hampton), Alphonse (Carol-Rose Huhn), (Pat Adams), Louis (Dawn-Ann Squire), Denis (Linda Doucet) and Therese (Stephen Grier). Also leaving behind lots of cousins, nieces, nephews, aunts and uncles and family friends. His last few days were surrounded with lots of love by his wife and daughters and family members while in the care of nurses and doctors at 100 Mile Hospital. He passed peacefully in his sleep. He was cremated at 100 Mile Funeral Service, with no service at this time. Elaine and family would like to thank everyone for the care and support at Fisher Place Care Home where Don called home for the last year, and a big thank you to the nurses and doctors at 100 Mile House Hospital for the care of Don (Dad) during his last few days. Don (DAD) will be missed but not forgotten. In lieu of flowers, those wishing to honour Don’s memory may make a donation to the Parkinson’s Foundation. 100 Mile Funeral Service Ltd. entrusted with the arrangements 1-877-595-3243. Group provides support for grandparents, caregivers

Challenges of raising children who aren’t your own Barbara Roden Free Press

The Grandparent and Caregiver Support Group, which meets on the third Monday of each month, provides help for community members caring for children who aren’t their biological offspring. It began as a group for grandparents, but Cariboo Family Enrichment Centre (CFEC) family support worker Kira Mitchell, who facilitates the group with colleague Shawna Price, says the focus of the group has opened up. “It’s not just grandparents becoming caregivers for young children. The group is for any member of the community helping to support a child who isn’t theirs.” Attendees provide each other moral sup-

How do I prevent snow on my roof? Winter brings with it a multitude of challenges, from heating your house to removing snow from your property. Explore options for preventing snow on the roof and choose techniques that will minimize the amount of snow that accumulates on your roof.

the rake up to the roof, you can push it into the snow layer at the edge of the roof. This motion will loosen the snow from the roof and cause it to cascade down from the roof. Keep working along the whole perimeter of the roof to remove snow from your roof.

Heating Cables

Calcium Chloride Tablets

Ice dams can create extensive damage to both the roof and your gutter system with contracting and expanding ice as snow melts and then refreezes. When your main concern is ice dams forming along the edges of your roof, heating cables may solve your dilemma. Install the cable system along the perimeter of the roof and connect it to an extension power cord, plugging it into an outside electrical outlet. The constant supply of low heat will prevent ice dams from forming along roof edges.

Instead of cables that use electricity or a roof rake that requires effort to maneuver, you could also just toss a few calcium chloride tablets up onto your roof wherever you want to melt the snow. The chemical reaction of the calcium chloride will create

Cautions Rooftops are dangerous places in the best of conditions. During the winter with snow and ice covering a sloping roof, you should avoid climbing up to your roof and trying to walk on it. Whatever method you choose to use for preventing snow build-up on your roof, make sure you can apply or install it from the ground.

Area First Nations launch mining policy The Northern S ec wep emc te Qelmucw Leadership Council consisting of four area First Nations representatives has adopted a comprehensive and detailed mining policy. It will be applied to all existing, proposed and future projects that involve or impact its lands, waters and rights. The Council is comprised of the Tsq’escen’ (Canim Lake band) Xat’sull (Soda Creek Indian Band), T’exelc (Williams Lake Band), and Stswecem’c Xgat’tem (Canoe/Dog Creek Indian Band) First Nations. “This is not a draft document; it is a carefully researched and clearly written policy which states what will be required for any mine work at any level to proceed,” says Tsq’escen’ (Canim Lake Band) Chief Mike Archie. He adds the four bands involved have developed the tools to ensure their people have knowledge of First Nations title and rights, and mining laws and

regulations, to enforce the policy and ensure compliance with any agreements. A council release states the mining policy is “a clear statement of leadership and authority” by the Northern Secwepemc people within their stewardship and title lands in British Columbia. The policy was developed by the Fair Mining Collaborative, along with a tool kit to manage its implementation and enforcement. Archie explains these cover every stage of the mining process, as well as agreement compliance and benefits from operating mines. “B.C.’s mining laws need reforming – from free-entry claims staking to the environmental review process to the monitoring and enforcement of mine regulations and clean-up commitments – but while British Columbians are being forced to wait for government and industry to ‘wake up’ to this reality, we intend to ensure that we reform what happens on our lands.”

United Way encourages and promotes volunteerism and volunteer leadership.

The British Columbia Conservation Foundation (BCCF), under contract to the Ministry of Forests, Lands and Natural Resource Operations, advises that commencing in December lake aerators will be in operation on: • Irish Lake

• Skulow Lake

• Simon Lake

• Dewar Lake

The purpose of the lake aeration program is to minimize fish mortality associated with reduced oxygen levels during the winter months on lakes at high risk. During periods of operation, the aerator units will create areas of open water and weak ice. The BCCF would like to remind residents to stay away from safety fencing placed around the aerators.

Everyone has something to contribute.

Please direct questions or comments regarding aerator operation to: Ministry of Forests, Lands and Natural Resource Operations Williams Lake (Cariboo) 400 - 640 Borland St. Williams Lake, BC V2G 4T1 Telephone: 250-398-4530 Facsimile: 250-398-4214
