Boat washes up in Cadboro Bay Travis Paterson News Staff

The owner of the 55-foot boat that washed ashore in the middle of Cadboro Bay beach early on Dec. 5 is offended the District of Saanich and media have referred to it as derelict. Cyril Manuel was living on the vessel, the Pacific Sun King, for six years until last Friday’s violent storm forced the 40-tonne boat to drag anchor from a spot midpoint in the bay. Prior to last week, Manuel lived in Esquimalt waters near the navy base. “I just paid $600 to get towed here, it took me two attempts,” said Manuel, who was at the boat salvaging tools and personal belongings Monday night. “I take offence to the term ‘derelict,’ I’ve been a boater for 15 years.” Manuel was there with his girlfriend long past nightfall Monday as they took advantage of low tide. He interacted with sympathetic beachgoers and also posted a sign on shore asking for patience and understanding from local residents and beach visitors while he tried to recover from the situation. “Esquimalt was squeezing me out,” Manuel said. “I was threatened by the harbourmaster, the RCMP was going to visit me. So I wasted all my money getting here and now I’m broke.” Manuel said he is willing to do anything he can to recover the boat, and is considering giving it away.

Manuel is upset the boat is being referred to as derelict. “It’s my home, I was trying to save it.” “Take it, use it, or if anyone can help me recover it, please.” His arrival on shore is an intense story that includes a daring escape from the Pacific Sun King. Manuel said the waves were so big, it took five minutes to get into the skiff. He then “literally surfed” the skiff to shore, with his girlfriend aboard, guiding it with a paddle through a series of huge waves. “People try to make it look like I’m the bad one, like live-aboards are the bad ones, but I’m the one who lost a home here,” Manuel said. Manuel said he was lucky to survive as he and his girlfriend endured the hours-long storm with waves higher than the boat. Manuel described rollers that reminded him of the Perfect Storm, but had faith his ship, built of concrete and rebar, would endure. “As a live-aboard anchor boater, it’s not that I was planning to leave my boat and run off. Now I’m left with no home, I’m left feeling like I’m some outcast,” he said. “I’m

CounterAttack takes aim at impaired drivers Travis Paterson News Staff

ICBC and Saanich Police are reminding holiday party-goers there’s no excuse for driving impaired. The provincial insurance corporation has once again partnered with police departments province-wide, including Saanich Police, to deliver the CounterAttack road checks in December. “This time of year CounterAttacks can be anywhere, anytime. People can expect to see officers out and about,” said Saanich Police Sgt. Steve Eassie. He said the road checks are well received by the driving public, with many eager to share their commitment to safety. “People are proud that they’ve got a designated driver. We actually get people who are excited because there isn’t always a road check to show us that they’ve planned a safe ride. They’re to be commended for that.” Despite the success of CounterAttack over the past two decades approximately 27 per cent of car crash fatalities are still related to impaired driving, according to ICBC. Because of CounterAttack,

Sgt. Steve Eassie and the Saanich Police are once again partnering with ICBC for the annual CounterAttack program to crack down on driving under the influence throughout the holiday season. Saanich Police has seen a reduction in the instances of impaired driving. Saanich Police has also

combined with VicPD and the CRD Integrated Road Safety Unit for the ninth annual “Light Up the Highway,” a program that

stretches the length of Vancouver Island and aims to remove impaired drivers from the road during the holiday season.

“It’s also important that would-be drivers remember all roadside impaired driving chargers begin as criminal charges. Even non-criminal tickets can lead to a three, seven or 30-day vehicle impoundment,” Eassie said. During the month of December Saanich Police will hold road checks at dedicated time periods as well as additional road blocks, with added staffing levels. “Road checks will turn up virtually anywhere, at anytime, though the majority are late afternoon into early evening, and late evening into the early morning,” Eassie said. Earlier this year ICBC released some of the top excuses police officers hear at road checks. Some of the top excuses in B.C. are: n “My girlfriend/boyfriend was too drunk to make it home from the bar, so I’m going to pick her up.” n “I’m an idiot.” n “But I have a driver’s licence, no one else had a driver’s licence.” n “I don’t feel drunk.” n “I’m only two blocks from home.” n “Mom told me to bring the truck home.” reporter@saanichnews.com

Police warn teenage girls could be a target for bus stop flasher Saanich Police believe three separate incidents – two of them cases of indecent exposure – were likely committed by the same culprit. The first incident – which Saanich Police released last week – took place at about 8 a.m. on Dec. 3 in the 400 block of Boleskine Road. In that case a male suspect entered the bus stop and began asking questions of a vulgar and sexual nature to a teenage girl then exposed his penis and began to masturbate. The next morning, a similar incident began to unfold at about 8:35 a.m., at a bus stop on Shelbourne Street near McRae Avenue, said Saanich Police Sgt. Steve Eassie. A female in her teens was sitting

alone at the bus stop awaiting arrival of the bus when an unidentified male approached her and began speaking to her in a sexual manner, making lewd and sexually explicit comments. The female was uncomfortable and disturbed by the comments and was able to board a bus upon its arrival moments later. “The bus may have come before he could commit the act,” Eassie said. On Monday at approximately 8:30 p.m. a male followed a teenaged girl up Cedar Hill Road near the intersection to Cedar Hill X Road. The girl was walking alone and believed she was being watched and followed by the male. At some point, he was able to get in front of her, pull down his pants,

and begin to masturbate. “This time there’s no conversation, but the next thing you know he’s in front of her exposing himself,” Eassie said. The suspect in all three instances is a Caucasian male around 40 years old, fivefoot-seven to five-foot-nine in height with a medium build. One witness said he was clean shaven while another described a beard or some kind of facial hair. He was wearing a beige-coloured baseball cap and light-coloured jeans in one incident and a dark blue zip-up hooded sweatshirt, black undershirt and black jogging pants in another. “There are similarities in physical description, actions and clothing descriptions in all three cases,” Eassie

said. “We cannot definitively connect the three instances at this time.” Females in their mid-teens, or who appear so, are being advised to remain vigilant and alert. Anyone who may have been approached by the suspect is asked to come forward to police. “If this happens, people need to let us know about it right away. Any delay and we’re not as likely to find anyone in the area,” Eassie said. Shootings highlight need for stricter gun control Two weeks after a deranged gunmen walked into a Planned Parenthood clinic in Colorado, killing three people and wounding nine others, his crime has almost been forgotten. The sensational crimes of Robert Lewis Dear Jr. were drowned out by the hail of gunfire that left 14 dead in San Bernardino, Calif. The husband and wife killers responsible for that crime, who also happened to be Muslims, have been fixtures on the nightly news for the past week. But before long, they too will fade into memory. Reports that the U.S. has logged more than 350 mass shootings this year are shocking. And, according to details shared by those who have tracked the violence, multiple mass shootings have taken place on a single day five times. It should come as no surprise that the gun-control debate is heating up south of the border. When the issue of gun control is raised in the U.S. or here in Canada, opponents to such regulations argue the laws make no difference to those with a criminal mind and a determination to do lethal damage. While it is true that no legislation can prevent someone from acting out on their violent intentions, we can certainly reduce the damage they can inflict by limiting the types of weapons at their disposal. Those who hunt for food have a legitimate need to possess arms. But hunters have no need for the assault-style weapons that were used in the California shootings or the high-capacity magazines that allow shooters to fire off up to 30 rounds without reloading. Those type of weapons and ammunition were designed for a single purpose: killing human beings. And there is no legitimate reason for them to be on the streets. Stricter gun control certainly won’t prevent every mass shooting. But if it can stop even one more of these tragedies from occurring it is worth the inconvenience to law-abiding firearm owners. Because doing nothing can no longer be an option, without running the risk that mass shootings become so common they are no longer considered news at all. What do you think? Saanich bears responsibility for property owner’s actions It appears that Mr Vanderkerkove is smarter than some of the Saanich councillors. Twenty years ago, the CRD told him they wanted a portion of his land for a sewage treatment site. The enjoyment of his land was put on hold while the CRD did their research. They spent thousands of taxpayer’s dollars examing his farm as a suitable location. Like most Saanich residents would be, he wasn’t pleased with the CRD intrusion but he did not want to be a NIMBY. Over time, he believed his property would suit the needs of the capital region. But the CRD kept their decision on his property in “nevernever land” as the CRD has deep pockets with little public accountability. After a couple of years of stress, frustration and little consultation, he learned that his property was no longer under consideration. Since then, he has proposed several ideas for his property. Saanich has rejected his applications, hasn’t returned his calls and basically ignored him. Recently, Mr. Vanderkerkhove spent $100,000 on consultants fees proposing his property as a sewage treatment facility with resource recovery. It was offered for rent, lease or sale. As part of the negotiable agreement,

the forest would have hidden the sewage treatment facility. With flexibility, some of the property might have been donated as a park, housed some homeless or possibly been used for extended care accommodations, being so close to the Victoria General Hospital. Once again, some incumbents on council rejected his proposal and refused to send it forward for public scrutiny. Like a band of pampered cats, they turned up their noses at the thought of Saanich farmland being considered as a litter box for Victoria. They ignored his invitation to see the potential of onsite resource recovery to supply the hospital with heat, light and electrical energy. The facility would have removed the hospital’s pharmaceuticals, antibacterial resistant viruses and toxic chemicals that continue to flow freely through the Clover Point outfall. Now, we are learning that the B.C. government may consider purchasing B.C. farmland for the future. It won’t come cheap. Perhaps the intention is to prevent land speculation by offshore investors. Or maybe, Mr. Vanderkerkhove’s 30 acres of agricultural land might be considered to grow medicinal marijuana, as it grows like a weed. B.C. Liquor stores

will boost their profits, government will increase tax revenues and the distribution could be through farm stands, perhaps known as the road-side buddies. I would have preferred to see the trees stand, but one can sense the anger of his clear-cut decision. It would have been so easy for Saanich to have listened and been a willing, co-operative partner. The joke is only funny because Ryan Cochrane, who is nine years removed from swimming in the 2006 Pan Pacific Championships at Saanich Commonwealth Place, has reason to believe he’s as fast now as he ever was. “In the sets we do to measure yourself I’m doing better than ever and I didn’t think that would happen at 27 years old,” Cochrane said on Tuesday. The two-time Olympic medalist was named the Canadian male swimmer of the year on Tuesday for the eighth straight year. Winning the award caps an emotionally and physically draining year in which Cochrane’s coach of 13 years, Randy Bennett, died from cancer in April at the age of 51. Bennett was the coach of Canada’s top senior national teams at every major international competition since 2009, including the 2012 Olympic Games. “I think we underestimated the toll the entire year took on us emotionally,” Cochrane said. “We threw ourselves back into work, at the end of the year we noticed just

The third was deemed a hazard for polluting the beach with hypodermic needles, which expedited the removal process through the federal government’s receiver of wrecks, Laidlaw said. However, as far as the Pacific Sun King is concerned, Manuel is to be held responsible for its removal, at least for now. “Saanich is not in a position legally to deal with the removal of the boat,” said Laidlaw. If Manuel can’t afford to remove the boat, seaworthy or

not, it will have to go through a minimum 30-day process application to the receiver of wrecks, pending his approval. Saanich Coun. Fred Haynes says a better system is needed for dealing with grounded vessels. “One of the problems here is it’s multi-jurisdictional – federal, provincial and municipal – and we need a way someone can adequately monitor the situation so that when a boat gets in trouble, it’s dealt with in an appropriate way,” Haynes said. “That said, there’s a romance to living on a boat, and a lifestyle, maybe it offers opportunities for people who feel it’s tough to settle in more conventional housing. Driving at one of the four corners of the earth Fogo Island, Newfoundland: Travelling to one of the so-called four corners of the earth for the launch of the 2016 Mercedes-Benz GLE Coupe was a first. It was also an irresistible opportunity for somebody with wanderlust to make the two-day, 7,192-kilometre journey from Vancouver to the tiny island in the North Atlantic. While a chance to drive the sleek new Mercedes GLE Coupe crossover was appealing, it’s fair to say Fogo Island was as big a draw. An ironic thought given the fact that until recently most people were trying to get away! – But now a fascinating story is being written here by one of its recently returned natives and the almost 2,500 souls that currently call this northeast corner of Newfoundland home. The death of the cod fishery cast many of its people far and wide in search of a future. They by Keith Morgan were later joined in their quest by many more of those left behind as they grew to an age when they could make their own choices. Zita Cobb was raised with her six siblings in a house without electricity of running water. She left to pursue a business degree at Carleton University, in Ottawa. She went on to make her fortune in high tech, cashed out and then returned home with bright, new ideas on how to revive Fogo Island. She established the Shorefast Foundation, which backs business initiatives, such as guest house, with a micro-lending program, and supports the Fogo Island Arts Corporation. To the visitor, the most noticeable examples of the foundation’s work are found in buildings. Scattered around the island, tiny ocean-side studios offer visiting artists from around the world an opportunity to capture breathtaking views on canvas or in other chosen media. The luxury GLE Coupe is offered in three executions: the base model is a diesel-powered GLE 350d with a sticker price of $72,300. The 450 AMG is powered by a turbocharged 3.0-litre V6 gas engine. The biggest jump in performance and price comes with the AMG GLE 63, which is powered by a massive 5.5-litre, turbocharged V8, churning out 577 horsepower and 561 lb-ft of torque, for a cost of $116,500. Unfortunately, that version was not available for the island hop. The first two iterations get the new nine-speed automatic transmission, while the top-of-the-line version uses a seven-speed dual-clutch auto. All

three come with 4MATIC all-wheel drive. We ventured out along two-lane roads to take in the sights at the seaside and the inland lakes where the silence begs you to speak in a whisper so as not to disturb the tranquillity. It’s also something the quiet-running GLE respects. Steep inclines were ascended with gazelle-like ease and smoothly thanks to the efficient nine-speed tranny. Curvy stretches were taken in the Coupe’s easy stride straightened out by a crackerjack suspension that fought the natural physical tendency for a projectile to roll very well. Standard is the ‘dynamic select’ drive mode system which alters the throttle, steering and transmission. It switches, via the turn of a knob, easily between the settings ‘comfort,’ sport,’ ‘slippery (yes, you read that right,’ and ‘individual’. The diesel version, kitted with the optional sport package, adds suspension control to the system. The 450 and 63 S trims get the air suspension as standard, and add a ‘sport+’ setting. An ‘intelligent drive’ package adds such safety features as adaptive cruise control with steering assist, blind spot assist and active lane keeping as-

sist. In a cruise control setting, steering assist is activated and that allows the car to drive autonomously for short distances. It gets nervous if you take your hands off the wheel for too long and prompts you to get a grip! As might be expected, the various modes and style of driving will have a varying effect on fuel consumption. As a guide, constant comfort mode us will likely produce a fuel economy of around 10.4/8.2 L/100 km (city/ highway) with the diesel and 13.6/10.2 L/100 km (city/highway) in the 450. Cabin styling is classy as you would expect. Up front, the seating is comfy and gripping in the turn and operationally it is definitely user friendly. The Coupe’s rakish design does affect the rear passenger room but I suspect it’s more perception that reality in that your head is closer to the roof that traditional boxy sport utes but it’s not bouncing off the roof when jumping the bumps! There’s 650 litres of cargo space, which expands to 1,720 with the rear seats folded. And there’s more enough room in my life to take in Fogo Island again, given half a chance.

Architect Brad Shuya, who chairs the Saanich Heritage Foundation, designed the concrete wall supporting a new sign at Saanich municipal hall. The sign is in the parking lot and commemorates the first 50 years of the hall and uses the very same design technique of concrete pressed with board form. The resulting effect of the boards gives the concrete a panelling effect which matches the municipal hall’s littleused front entrance on Vernon Avenue.

Elaine Tanner’s imagination is just as vivid as when she was a child. The 64-year-old Saanich resident and Olympic Hall of Famer has never lost her sense of wonder and curiosity as some people do when they get older. “I’ve always had a child-like imagination. Everybody really should never lose their sense of wonder,” Tanner said. “I’ve always been a curious cat. Children always look at things that adults just pass by, but I’ve never been like that. I think it keeps you really young and youthful.” Even stuffed animals have meaning for Tanner. A year-and-a-half ago, her husband John brought home a stuffed monkey he found in a clearance bin just after the holidays. She named

him Monkey Guy and he is the inspiration behind her first children’s book, Monkey Guy and the Cosmic Fairy. The story is about a shy young boy named Lewis (named after Tanner’s son, Scott Lewis), who receives Monkey Guy as a gift on Christmas. They form a strong bond and quickly Elaine Tanner become “true” friends, something Lewis has always wanted. However, Lewis becomes ill and the story revolves around Monkey Guy’s wish with the Cosmic Fairy to heal him. The book teaches children about unconditional love and friendship, and the magic that occurs with friendship — a message Tanner believes will resonate with anyone at any age. Tanner has written poetry in the past, but this is her first self-published title. The Olympic medalist, nicknamed “Mighty Mouse,” picked up four gold medals and three silver medals at the Commonwealth Games in 1966 and became the youngest athlete ever to win the Lou Marsh Trophy, recognizing her as Canada’s best athlete, in 1966. Now, she’s hung up her swim cap and picked up a pen. “Writing is the best way for me to express myself. Vocally I’m not as good at expressing myself, but with writing, it’s always been therapeutic for me,” Tanner said. Tanner is holding a book signing on Saturday at Serious Coffee at Mayfair (3075 Douglas St.) from 2 to 4 p.m. and on Sunday at Serious Coffee (2417 Beacon Ave. W) in Sidney from 2 to 4 p.m. To purchase the book, email mightymouse@ elainetanner.ca. Physical literacy helping kids get into the game PISE program provides recreational activities for children with cancer Jacob Zinn News Staff

A new program at PISE is working to help children with cancer get the physical exercise they need. Last week, the Pacific Institute for Sport Excellence celebrated the launch of its physical literacy program, which gives children with cancer a fun and supportive atmosphere to participate in developmentally appropriate recreational activities. The children play games with numerous volunteers and members of the Camosun Chargers to ensure they receive a healthy amount of physical activity. Physical literacy is described as “the motivation, confidence, physical competence, knowledge and understanding to value and take responsibility for engagement in physical activities for life.” “When most people think of kids with cancer, they picture very sick children incapable of running and participating in physical activities,” said Susan Kerr, patient family liaison with the Pediatric Oncology Families in Victoria, at the event. “While that can be true at certain stages of treatment, the reality is most of them can run, jump and play throughout their treatment, and beyond. The magical thing about PISE and their physical literacy program is they encourage kids to look beyond and to adapt to their physical limitations.” To coincide with the launch, Peninsula Co-Op announced a donation of $6,500 to the B.C. Childhood Cancer Parent Association, a non-profit society formed by parents of children with cancer. The donations will go to 15 families with children facing pediatric cancer. rattle in it so he can hear it as well. “It also provides an opportunity for the parents to interact with other oncology parents who get it. A lot of the time, you can feel isolated when you’re in this world, so when you’re with other families and your children are playing with other children who understand, it just provides a comfort.”

Buying and selling a home can be challenging at the best of times. However, Victoria Real Estate Board past-president Tim Ayres said despite the time being a common period for vacations, shopping, family gatherings and a traditionally quieter real estate market, the holidays aren’t necessarily a bad time to buy, or to sell. “If you look at our pricing curve, prices peak in the spring in any year. But at the same time, this year has been unusual. With dwindling supply there’s more buyers than sellers,” he said. “Supply is shrinking month over month (with) less houses in September to November this year than last year … There is definitely seasonality to pricing, but this year with it being busier than (usual), we will see what will happen.” From approximately the middle of December on the market is traditionally quieter, but that isn’t necessarily a bad thing for many real estate agents. It can offer an opportunity for family time after an extremely busy year. “You can take a look at your business and plan for next year … hit the ground running with a new plan and new energy (after)

Christmas decorations over the holidays can be a festive and fun way to celebrate. However, the Victoria Real Estate Board’s past-president Tim Ayres said if you are thinking of selling, consider being selective with the decorations you put inside and outside your home. Try to minimize clutter, maximize spaciousness, and be prepared for a few inconveniences. If you need to buy or sell, it might not be quite as challenging a time as some might make it out to be. having some (time off),” he said. “With it being so busy, a lot of realtors are looking for a bit of down time.” From a homeowner’s perspective, he said, the time to sell is the time to sell. If a buyer needs a home during off-peak months, there are a number of factors to consider to help maximize potential opportunities on either side of the housing market. “If you look at a new job starting Jan. 1, you will have to act pretty quickly on any house you are going to see,” he said. “You just

have to be ready to buy and make sure the finances are taken care of, because you’re not going to have a second chance, in most cases.” On the selling front, Ayres said preparation and flexibility are key. Opening up to the possibility of allowing potential buyers to come through on short notice, perhaps even when you have company over or are planning an event, can maximize selling potential. “Just be prepared... (And) if you are going away on Christmas, maybe it’s

not a bad time so it can be shown anytime for buyers,” he said. “And don’t overdo it with the Christmas decorations. Make it uncluttered and clean (and) be prepared for a few inconveniences over the holidays.” Despite the differences, there are opportunities during the traditionally slower season leading up to the busier February and March months. Ayres’ advice for those who are ready to list? Get out early and beat the rush, especially in a strong

market where there isn’t a bad time to list in the next six to eight months. “The right time to sell or buy is when it is right for you. If you have time to look in December, you should. Why wait till spring when every other buyer is out there?” he asked. “If it’s time to sell and you want to get a head start, why not put it on (the market in) December and see what happens? You never know how the market is going to take your house until you are on the market.”

Vikes hold Christmas tree sale Those shopping for their Christmas tree can spread a little holiday cheer at the University of Victoria Vikes men’s and women’s cross country teams’ annual Christmas tree sale. The popular annual campaign supports one of UVic’s most successful varsity programs. Athletes will be at Centennial Stadium from 10 a.m. to 6 p.m. through Dec. 22. After the holidays, the Vikes will also host tree chipping at Centennial Stadium, scheduled for Jan. 2 to 3. The Saanich Braves Junior B host the Kerry Park Islanders at Pearkes Rec Centre tonight, with the first face-off at 6:30 p.m. In high school sports, the 2015-16 basketball season is underway.
