The Regional District of East Kootenay (RDEK) Board of Directors is considering an amendment to the Elk Valley Zoning Bylaw. If approved, the amendment will change the designation of the subject property to permit highway commercial land uses including RV and boat storage. The subject land is located at 6208 Cunliffe Road, 0.3 km north of Fernie, as shown on the attached map.

Views Opinion: Residents pass on red tape reduction by Brian Coombs The provincial government has just wrapped up its sixweek consultation on reducing red tape for British Columbians. The people of this province, in response to a chance to let their view be known on red tape responded with a resounding ‘meh.’ Here’s some numbers for the data crunchers out there: Population of the province in 2015: 4,683,000. Population of the province with an Internet connection (estimated): 4,027,380. People who visited the ‘Reducing the Red Tape for British Columbians’ website: 5,973. People who contributed ideas or complaints: 284. For those who like percentages, that last number works out to 0.007 per cent of the people in the province with an Internet connection. Now the province has had this consultation up and running since October and has wasted no opportunity in letting people know it was doing it. And the few people who sent in ideas or complaints (mainly complaints) had a range of things to say. One letter suggested that for hunters, the CORE certificate and Hunter card number should be integrated and put on a chip. Another was about having to go to their family doctor to re-

new prescriptions every three months, even though they had been on that medication for 40 years. Another complained about government workers being arrogant and disrespectful. Many, many writers complained about the ‘telephone trees’ that redirects callers to different ministries, having to explain their problem anew each time, before being transfered back to the first number they called. Now the province has done some serious work at cutting red tape. On the Red Tape website, it claims that since 2001, the ministry has completed a total reduction of ‘over 43 per cent since 2001’. And let’s face it, since B.C. became a province in 1871, there have been generations of bureaucrats and politicians who have added layer upon layer of red tape. Some of this red tape was instituted with a purpose — because some government interactions should proceed with a lot of care and forethought — while some was created to make work for bureaucrats or in some cases, no reason at all. For a province that reacted well to the announcement of all this tape cutting way back in the early days of this government, the lack of response to the consultation brings up three possible explanations. 1) Perhaps putting

the consultation online wasn’t the way to go. Historically, mailouts perform better. 2) Perhaps not enough people knew this was going on. The government spoke about the consultations, but maybe not enough, or maybe it wasn’t clear about how to give input. 3) Perhaps red tape reduction is just not a priority for British Columbians. That last point is a tough one to swallow. Even if all the private citizens decided not to take part in the survey, (they did - most of the responses and ideas came from private citizens) you would think that business would have taken part. After all, the BC Chamber of Commerce has been championing red tape reduction since, oh, just about forever. Jon Garson, newly minted president and CEO of the BC Chamber, recently congratulated government on its red tape reduction and pointed out that it ‘would not have happened’ without the Chamber’s pressure. One thing is clear however. If we, as the citizens of the province, are given an opportunity to talk directly to the government and we pass, the government can’t be faulted for keeping things the way they are. For a province that is continually complaining about a government that is not listening, perhaps we all should be doing more talking instead.

Chamber of Commerce Turkey drive exceeds expectations The citizens of Cranbrook have risen to new heights of generosity and support this year setting a record with $47,600 being donated to the Cranbrook Chamber of Commerce Turkey Drive from over 600 individual donors. The Turkey Drive culminated with a one day finale Thursday, December 03 that saw

the Chamber office flooded with celebrity pledgers working the phones to bring in support for the Salvation Army and Cranbrook Food Bank hamper programs. “Last year we sent an unprecedented record at $42,000,” said Head Turkey Jason Wheeldon. “We set what we thought was a realistic goal this year

of $28,000 given the economy in the area. I am blown away with the final number and the level of support.” “This year’s record setting number will go a long way to taking the pressure off the Cranbrook Food Bank and the Salvation Army for December. The need is year round and if for one month the business

community can come together and help then it is worthwhile,” said Wheeldon. The Head Turkey said the success of the Chamber Turkey Drive would not be possible without the tireless efforts of his Little Pluckers. “These are a group of well-known locals from different sectors that work their con-

tact lists with vigour. The collective efforts of the Little Pluckers is what creates our success.” The top fundraiser is recognized as Chief Turkey Winner. This year former Chamber manager Karin Penner was presented with the coveted turkey mirror trophy for her efforts in soliciting $9890 in donations.

“While many Pluckers were bringing in hundreds of dollars at a go Karin brought in a multitude of twenty dollar donations at a time. She was absolutely remarkable,” said Wheeldon. In a close second was Plucker Chris Thom at $9575. The Cranbrook Chamber of Commerce organizes and

facilitates the Turkey Drive ensuring that 100% of the monies donated goes to the two charities. The Chamber absorbs the processing fees for credit card, debit and on line purchases in addition to staffing as their contribution to the Turkey Drive.

Sparwood mayor cautiously optimistic about mine closure by Brian Coombs The recent news that Teck Resources Limited will withdraw its Coal Mountain Phase 2 project from environmental assessment, means that Coal Mountain operations will end in 2017. “In light of persistent challenging market conditions for steelmaking coal, we have withdrawn our Coal Mountain Phase 2 (CMO Phase 2) project from the Environmental Assessment process and are suspending work on the project,” said Nic Milligan, Manager, Community & Aboriginal Affairs, Teck Coal Limited. “Mining will conclude at the existing Coal Mountain Operations in the fourth quarter of 2017 – a full two years from now. In the meantime, we will be working to identify potential opportunities for existing Coal Mountain employees to transition to our other steel-making coal operations where possible.” Currently, Coal Mountain provides employment for about 300 workers. It produces 2.7 million tonnes of metallurgical coal yearly and the Phase 2 project was slated to generate 2.25 million tonnes annually. The five Elk Valley mines taken together paid around $140 million in taxes to the province in 2014. In a news release, the company stated that this is all part of Teck Resources cutting 1,000 jobs around the world and reducing spending by $650 million. There are a number of factors that may have led to this announcement.

To begin with, there has been a glut of metallurgical coal produced. In 2014, Teck, (the second largest metallurgical coal producer in the world) mined a record 26.7 million tonnes. At the same time, BHP Billiton, an Australian based company and the largest metallurgical coal producer on the planet, also produced a re-

cord 45 million tonnes, which is only exceeded by what the company has already produced this year. Metallurgical coal, (also called coking coal), saw a high price of over $300 per tonne in 2011, which has steadily declined to around $80 per tonne today. For some context, it costs Teck around $83 to extract

each tonne of coal and only approximately $71 for BHP to mine the same amount. An overabundance in metallurgical coal being produced, even at a lower rate, has resulted in smaller producers shutting their operations. Walter Energy’s mine near Tumbler Ridge is an example. While the reduced competition is good

for Teck, the company now has to find a way to continue to make a profit with lower coking coal prices, provided demand stays the same as it is today. Sparwood Mayor Cal McDougall pointed out that Teck is a company that sells its coal around the planet and the demand for steelmaking coal could change for the better.

“I keep thinking that two years is a long time out and the resource industry goes up and down,” said McDougall. “Things could change. They could go right back into wanting to open CMO2 (Coal Mountain Phase 2). He also noted that there are four other mines in the area and that he feels that Teck will want to keep over-

all production up. “In the next couple of years, if they do close Coal Mountain, a lot of those guys could go to the other mines and indirect work here. It always hurts when your friends and neighbours are potentially losing jobs, but hopefully Teck will find places for them in the other mines.”

2016 Kia Sorento Overall: It looks similar to the 2015 model, but beneath a conservative-yet-attractive shell is a sophisticated wagon that’s as capable and comfortable as some more expensive rigs. Drivetrain: A trio of choices includes two four-cylinder engines (one turbocharged) and a potent V6; AWD is optional, while a sixspeed transmission handles the shifting chores. The Sorento isn’t afraid to play with the more established segment leaders including the Ford Explorer, Nissan Pathfinder and Toyota Highlander. The latest edition shows a strong similarity to the previous version, but most

noticeable is a larger honeycomb grille and lower air intake, revised headlights and fog lights and an enlarged roof spoiler and new taillamps. Less obvious is the distance between the front and rear wheels that has grown by about eight centimetres. The increase amounts to a bit more cargo space, whether the second- and optional thirdrow seats are folded (almost) flat or are left in their upright positions. Second-row legroom has also increased, as has access to the optional third row. The dashboard now appears less cluttered, with easier-to-use/find (larger) knobs and dials and bigger freshair vents. The Sorento uses a modi-

fied platform that’s more rigid by 14 per cent and is built using more laser welds in key spots. There’s also greater use of industrialstrength adhesives, which provides added stiffness. More sound insulation means a cabin that is almost devoid of outside road and wind noise. For 2016, the Sorento’s base powertrain is a 2.4-litre four-cylinder that makes 185 horsepower and 178 pound-feet of torque. That’s a bit less than the previous 2.4’s 191/181 numbers, but the new engine gets better fuel economy. A newly available turbocharged 2.0-litre four-cylinder increases performance to 240 horsepower and 260 pound-feet of torque,

while returning unchanged is a 3.3-litre V6 that delivers 290 horsepower and 252 pound-feet. Note that the V6 is mandatory if you want to outfit your Sorento with the third-row seat. Regardless of engine choice, the gears are shifted via a six-speed automatic transmission. The front-wheel-drive Sorento LX is the price leader, but as with the EX and SX, it can be had with all-wheel-drive that splits the torque 95:5 (front:rear) when roads are flat and dry. COTR puts changes in place for adult upgrading College of the Rockies is implementing changes to their Adult Upgrading program for the winter semester. To offset tuition costs, the College will be offering completion awards for students who successfully complete an adult upgrading course but who did not receive an Adult Upgrading Grant. These awards are applied as a credit toward a student’s next course registration

and range from $75 to $450. Student Aid BC Adult Upgrading Grants are intended to assist lower income learners with the costs of tuition, fees, books, unsubsidized childcare and transportation. As of January 1, 2016, tuition for semesterized Adult Upgrading courses will be $305.76 each while tuition for directed studies courses will be $450 per course. Students

WorkBC’s British Columbia Labour Market Outlook forecasts 935,000 job openings by 2024. More than three quarters of these jobs will require some postsecondary education and training. Adult Upgrading aims to improve the transition to post-secondary and vocational programs for those who may be underprepared academically. Adult upgrading in post-secondary education focusses on literacy, basic education, academic upgrading and e m p l o y m e n t preparation. Courses can include computer studies, education and career planning, English, science, mathematics and social sciences. At the College, Adult Upgrading courses are offered at four different levels: fundamental, intermediate, advanced and provincial. Many courses at the advanced and provincial levels are available by regular semester delivery (September to December, January to April). Courses at all levels are also available by directed study. “Our primary goal for

our adult upgrading programming is to provide a supportive learning environment that prepares students for successful transition into postsecondary programs and their career objectives,” says Jack Moes, Dean of Instruction. “Directed study courses provide great flexibility through a tailored personal training plan that can lead students successfully to their own, individual learning goals. These courses are personalized and structured for the readiness and objectives of each student. This delivery method is aimed at increasing student success, while at the same time continuing to provide some of the access and flexibility our adult upgrading learners require.” Students will be able to begin directed study courses in January, February or March in the winter semester. Miracle on Baker Street raises funds for homeless shelter

The Miracle on Baker Street, an event that saw more than 20 local community leaders strip down on a cold December Day to raise money for a homeless shelter, was a huge success. The event raised nearly $56,000 for the Salvation Army’s 24/7 shelter—an amount nearly $40,000 more than what was originally hoped for. Time to nominate the Woman of the Year Woman of the Year for the East Kootenay was created by CFUW Cranbrook Club (Cranbrook and District Club of the Canadian Federation of University Women) in 1984 to honour an outstanding woman who gives of herself either in paid work and/or as a volunteer in her East Kootenay community that betters the lives for those around her in her community. This East Kootenay woman can also be one who not only gives of herself in her own community, but also at the provincial, national and international level. Part of the criteria set out 31 years ago asks for nominations of a woman whose efforts create better opportunities for education, opportunities and/or safety for women and girls in her community at all the levels this woman serves in, yet by doing all this extra “work”, the nominated woman did not ignore her family’s needs. Those wishing to nominate a member of a woman for Woman of the Year 2016 would be wise to get your candidate selected immediately. It is preferred that the woman being nominated is unaware of her name being put forward. The club asks that the nomination committee form your nomination statement as to why
