Douglas is charged with the Aug. 7, 2014 murders of Richard Blackmon and Tyler Belcourt in a downtown Chilliwack apartment. He is also charged in the attempted murder of a woman Aaron Douglas who survived the alleged attack. Douglas appeared in BC Supreme Court in Chilliwack Monday via video for what was supposed to be a pre-trial conference. At the hearing, his lawyer, Ken Beatch, said the jury trial should not be held in Chilliwack because the “high profile, notorious” case has been on the front page of the local paper. He even pointed out the attendance of the Times in the courtroom. “It makes much more sense if we agree to go to another venue,” Beatch said.

She may seem like an unlikely candidate to be spearheading the charge, as someone who never served in the military, but she’s a passionate advocate for those who did. “I love history,” says Law. “And I love the Legion. I see the passion in the men and women for the wars they fought.” And now she’s willing to fight the

good fight to build a permanent military museum complex on the former Canadian Forces Base Chilliwack lands. The assault on Chilliwack’s military history is being waged on many fronts. The Canadian Military Education Centre (CMEC) was closed due to redevelopment in the Canada Education Park this October. The

Canadian Forces Base Chilliwack Historical Society (CFBCHS) works out of two buildings with separate leases that could change at any time. And, future road widening along Vedder Road has put Vedder Golden Legion No. 280 on notice that it may have to seek another location. The ripple effect of the Legion moving means groups that meet

there monthly, such as Bornewest Branch No. 8 and the Princess Patricia Canadian Light Infantry (PPCLI), would be displaced. Even No. 1725 Royal Canadian Army Cadet Corp, which is sponsored by the Vedder Golden Legion and currently housed in a building on base, has been asked to start looking for new premises. For Law, this perfect storm of unfavourable circumstances has her working double time in an effort to secure a new, one-stop building that could be a home for all things military. Thank You Chilliwack! Gangster facing drug charges

Chilliwack gangster with a long criminal history faces serious charges in connection with a drug trafficking syndicate working in B.C.’s north. Clayton Archie Eheler was arrested in Richmond two weeks ago by B.C.’s anti-gang agency, the Combined Forces Special Enforcement Unit (CFSEU-BC), after a long investigation into a Fraser Valley crime cell dealing drugs in Fort St. John. Also charged is 59-year-old Raymond Morrissey of Chilliwack and 29-year-old Mathew Thiessen of Chilliwack. As of Wednesday, both men were at large and wanted by police. The investigation that led to the December arrest began in August 2014 when the CFSEU-BC began investigating a drug distribution network out of Chilliwack. In March of this year, the unit announced the seizure of cash, weapons and more than $5 million worth of illegal drugs, including fentanyl. Then on May 8, CFSEU-BC’s North District investigators intercepted Morrissey, an alleged drug runner, as he drove into Fort St. John. After observing him meet up with two other people in an isolated area just outside town, the CFSEU investigators, with the help of the Fort St. John RCMP, took the

A subsequent search of the vehicle resulted in the seizure of approximately 1.8 kilograms of powdered cocaine, 1.6 kilograms of crack cocaine, and just under $138,000 in cash. The recent arrest of Eheler in Richmond and these new charges against the three men were part of a complex, multi-jurisdictional investigation, according to CFSEU-BC spokesperson Const. Jordan McLellan. “The removal of potentially deadly street drugs like fentanyl makes our communities safer,” McLellan said in a press release.

“Our investigations span the province and the arrests and seizures we have had in Northern B.C. are further examples that the CFSEUBC will turn its attention anywhere criminal activity is taking place.” Eheler is charged with one count of possessing a controlled substance for the purpose of trafficking. He was released from custody on conditions and is due in court in Chilliwack on Jan. 5. Eheler is well-known to the criminal justice system in Chilliwack and is a former associate of the Bacon brothers with connections to the Independent Soldiers gang. He has, however, tried his hand at a number of presumably legitimate businesses as well. He was involved with a Chilliwack used car dealership, a promotional ad for which features Eheler and his partner posing as if in jail with the tagline: “Prices so low, we should be Behind Bars!” And earlier this month he was listed as general manager of a business in Abbotsford called “yup, it’s free!” that was promoted on Facebook. “Whole new concept that’s never been done before,” said the invite to the Dec. 12 grand opening, which was later cancelled after his arrest. “You buy a membership with a monthly fee. Then come once a week and get a load of free stuff that u want.”

Chilliwack Mountie has denied six allegations of misconduct, including alleged sexual incidents, which were outlined in a conduct hearing Monday. Before Monday’s hearing, Const. Daniel Marshall of the Chilliwack RCMP submitted a written denial of six allegations of misconduct, including allegations of inappropriate sexual encounters both on- and off-duty. National inquiry is a vital step

The statistics are staggering. While native women make up four per cent of Canada’s female population, 16 per cent of all women murdered in the country between 1980 and 2012 were indigenous. Indigenous women are three times more likely to report experiencing violence. Another report indicates that 55 per cent of the cases involve women and children under the age of 31. But statistics aside, these women are sisters, mothers, daughters, friends, co-workers and neighbours. That’s why the federal government’s decision to move ahead with an inquiry into murdered and missing indigenous women is so important. There is a need to know why indigenous women fall victim more to violence than other women, whether it’s at the hands of a loved one or a stranger. It also must be determined if there are systemic influences that lead to indigenous women being potentially treated differently by the police and courts. We must also know if age-old stereotypes within the broader society have helped create these situations. Nobody should have illusions that an inquiry will immediately stop abductions and murders overnight. But what the process says is that all lives matter, that it’s not acceptable for these tragic circumstances to be so prevalent. There’s long been a division among First Nations and the rest of the country, and now is the time to close that gap.

Connecting with you over coffee

ne thing you have to learn quickly as an elected official is that it is nearly impossible to make everyone happy at the same time; in fact, some of the things that you do to please one group can just as easily turn off another. This is certainly true of the many different methods I use to communicate with my constituents. Some prefer social media and stay connected with me via my Facebook and Twitter accounts. They love online debates and relish the cut and thrust of the comment sections under their posts. Others cannot understand why anyone would want to engage on social media with people they do not know, and either aren’t online or refuse to use the platform to engage in political discourse at all. So, a social media presence doesn’t reach everyone, no matter how much effort is put into it. Some faithfully read our local newspapers cover to cover (you’re doing it now!), read the political coverage and may even write a letter to the editor from time to time. On the other hand,

MP MARK STRAHL Be Our Guest there are some who never find time to read the local paper unless they know that they or one of their family members will be starring in an upcoming edition (shocking, but true!). So, a column or letter to the editor in the local paper reaches many people, but is lost on others. My regular “Have Your Say” surveys are valued by some and recycled by others. Hundreds of people respond to each one and I’ve had many constituents, especially seniors, tell me that they appreciate the information contained in them and the opportunity to provide feedback on the issues of the day. Others take the time to respond to the surveys, but only to colourfully relay the view that they are a waste of paper. Same brochure, very different response. I’ve learned as well that what may

demonstrate “accessibility and availability” to some constituents does not do so for others. Over the last four and a half years, I’ve met thousands of people at events in all corners of my riding and have held hundreds of meaningful, one-on-one conversations with people in my office. I’ve had overwhelmingly positive responses from those who have taken advantage of these 30-minute meetings, which can be arranged by contacting my office, however, it is clear that some people don’t feel comfortable coming in to my office and would prefer to share their questions or concerns in a less formal, more public setting. While I’ll always be available to meet with people for in depth discussions in my office (I have a dozen such meetings scheduled this week), some want to meet me face to face in a different place. So, in order to serve those folks who might not want a sit down meeting but still want to stay in touch, I’m going to try something new. As I promised during the recent election campaign, I’m going to start hosting

regular “Coffee Connection” meetings. The first such event will be combined with my Christmas Open House this Saturday, Dec. 19 from 9:30 a.m. to 11:30 a.m. at my MP office at 102-7388 Vedder Rd. in Chilliwack. I hope that many of you will join me and my staff for a cup of coffee and some Christmas baking. This is another opportunity for me to communicate with my constituents, gather feedback and offer answers and assistance regarding federal questions or concerns. Future meetings will be held in different locations around the riding and will be advertised on social media and in our local newspapers. Now, I know from experience that they won’t be for everyone, but I certainly hope that for some constituents these Coffee Connections will turn out to be their cup of tea. WorkSafeBC rates high, still can learn

n 1917, a historic compromise was reached between workers and employers when the Workmen’s Compensation Board of British Columbia was created (the name was changed to Workers’ Compensation in 1974 and is currently referred to as WorkSafeBC). Workers gave up the right to sue their employers or fellow workers for injuries on the job in return for a no-fault insurance program fully paid for by employers. Fast forward to today and the core ideas behind Workers’ Compensation have not changed, although coverage has expanded to more of the workforce (76 per cent of B.C.’s private-sector payroll is now subject to WorkSafeBC rules, the highest percentage of all provinces). How well the system serves employers and employees is an important question, particularly since government-mandated monopolies do not have the strong discipline of competitors pushing them to better serve clients while keeping costs as low as possible. Small businesses, in particular, can find their obliga-

To help assess how workers’ compensation systems across Canada are serving their small business clients, the Canadian Federation of Independent Business (CFIB) recently released the second edition of a report that ranks the 10 provincial systems based on 35 indicators in seven major areas: cost of premiums; claims management; experience rating; classification and assessment; coverage; long-term fiscal sustainability; and customer service. How does B.C.’s system stack up? It is in fifth place overall, with a score of 5.7 out of a possible 10 points on the index. Since the first edition of the report in 2011, B.C.’s position has slipped two ranks from third place overall. One of B.C.’s worst scores is in

the important area of customer service, where it rated a 1.8 out of the possible 10 points. P.E.I. scored highest with 8.6, while Ontario had the lowest score at 0.5. The service scores are based on survey results rating workers’ compensation systems on everything from accessibility and knowledge of staff to the user-friendliness of the websites. The results are well worth a deep dive for WorkSafeBC staff. B.C. received its highest scores in the areas of long-term financial sustainability and experience ratings. Experience rating takes into account a business’ claims history when determining its annual assessment. B.C.’s high score is a reflection that it is better than average at rewarding businesses that have good safety records with lower premium rates. Relative to many other provinces, WorkSafeBC has a good relationship with small business, and CFIB has found them a willing partner on projects such as the Small Business Primer: A Guide to WorkSafeBC. But the current customer service results should be taken as a wake-up call against complacency. I remember a conversation

I was complimenting him because he was referring to the businesses that pay WorkSafeBC premiums as “customers.” I commented that his “customers” had no choice in the matter since there is no competition, but I still really liked his use of the word. He reminded me there is always the threat of competition if the organization does not perform well. In this sense, he did feel the WorkSafeBC needed to act as if it did have competitors. Its current executives would do well to heed that advice because in answer to the question, “Should businesses be allowed to buy their workplace disability insurance coverage for employees from a private insurer (not the workers’ compensation system)?”, more businesses said yes (48 per cent) than no (35 per cent). FRVD’s solid waste plan gets ministry approval Region says mixed waste recovery more cost effective

resh on the heels of Metro Vancouver’s cancellation of its plan to build another garbage incinerator, the Fraser Valley Regional District (FVRD) received approval for its solid waste management plant from the Environment Ministry. “We applaud Minister [Mary] Polak’s decision which will allow for the establishment of policy and regulation that will encourage private sector investment, innovation and competition, while meeting the plan’s target of 90 per cent diversion in the next 10 years,” said FVRD chair and Chilliwack Mayor Sharon Gaetz

said in a press release. The FVRD’s plan focuses on mixed waste material recovery, a sophisticated way to divert as much as possible material from the waste stream and improve recycling. “By working together with the private sector, and taking advantage of economies of scale, the FVRD hopes to lead by example and implement a true Zero Waste management system in British Columbia,” according to a press release issued Tuesday. The FVRD release reiterated that mixed waste material recovery is more cost effective than garbage

Gaetz and other FVRD leaders have been vocal for years in opposition to Metro Vancouver’s plan to build a waste-to-energy (WTE) plant in the region. On Dec. 10, Metro announced it discontinued the procurement process for a WTE plant “due to uncertainty around future waste volumes and continued reduction in residual waste.” “Metro Vancouver remains committed to waste-to-energy as the most sustainable technology solution for deriving benefits from resid-

ual waste after all efforts to reduce, reuse and recycle,” said Greg Moore, Chair of Metro Vancouver in a statement. “Given our collective achievement in recycling and waste reduction, the timeline for requiring additional capacity has been pushed forward by several years, enabling us to scale-up over time based on a growing population and predictable waste volumes.” Metro already operates an incinerator in Burnaby, a facility long opposed by the FVRD due to air quality concerns. t was a good weekend for the Chilliwack Chiefs who won two road games in Prince George decisively and another at Prospera Centre against Merritt, boosting them ahead of Wenatchee by three points as they hold top spot in the Mainland division. The wins on Thursday (7-3) and Friday (6-1) against the Spruce Kings proved the Chiefs travel well, and the return home on Sunday to beat the Centennials 5-2 brought their most recent streak to three. On the Chiefs’ first night in Prince George team captain Jordan Kawaguchi made a statement, scoring the first four goals for Chilliwack—all of them assisted by Darien Craighead. By the time his teammate Austin Adam broke Kawaguchi’s streak toward the end of the second period Prince George had also scored three times, making it 5-3 Chiefs going into the second intermission. Two more Chilliwack goals in the third frame from Kohen Olischefski and Eric Benshadle (a shorthanded, empty-netter) made the win imminent (7-3) for the visiting Chiefs. Local efforts could bring as many as eight Syrian families BY PAUL J. HENDERSON phenderson@chilliwacktimes.com

here could be eight Syrian families coming to Chilliwack in the coming weeks if all goes as planned. City council heard about the local effort to bring refugees to the community in an update at Tuesday’s meeting. Speaking to Mayor Sharon Gaetz and council was Vern Tompke of Vineyard Community Centre and Julia Dodge from Refugees and Chilliwack (REaCH). Tompke’s umbrella group Chilliwack Cares is, in his words, a vehicle to

cheerlead for the fundraising efforts for those hoping to sponsor refugees. Tompke told council that he and others recognized the need to try to help suffering that is unparalleled since the Second World War. “I am so proud about the response that I have seen,” he said. Dodge told council about her group REaCH, made up of her, Eleasha Sabourin, Amber Point, Daris LaPointe and LaPointe’s mother. The group had a goal of raising $30,000 to sponsor a family of four to come to Chilliwack, and before their fundraiser held at Society Gathering House Wednesday night they had

already surpassed that goal. “This is a sublime example of how community development works at its best,” Dodge said. The group has received donations from across the community and from as diverse places as family members in other provinces and “children walking into The Book Man with their piggy banks.” “I think it’s been a great example of how people of all ages can get involved, how a community can pull together in such an incredibly short period of time,” Dodge said. Gaetz said she was proud of the response seen so far in Chilliwack.

“I love that it didn’t have to be organized by city hall,” Gaetz said. “People just said, ‘We are doing it and get out of our way.’” While REaCH has attained its fundraising goal, that doesn’t mean there isn’t still huge need through them or other organizations. Another option is the Eastern Fraser Valley Refugee Committee, a group formed by a number of local churches. The group is made up of the Agassiz, Rosedale, Mount Shannon, Chilliwack, and Carman United Churches, Christ Lutheran Church, and other partners. Congregation members are urged to donate through their respective congregations, but other donations can be made through Carman United Church, 7258 Vedder Rd. Patterson claims empty trustee seat T

he votes are in and former principal and district administrator Bob Patterson has won the Chilliwack School District trustee byelection by a wide margin. Patterson garnered 833 votes in the Dec. 12 vote beating out Chilliwack Symphony Orchestra director Paula DeWit, who finished second, with 197 votes. Patterson is a retired superintendent of schools who worked before that as a teacher,

a vice-principal at Chilliwack Junior (now CMS) and Sardis secondary, and a principal at Mt. Slesse middle and Sardis secondary. Eighteen-year-old Chilliwack secondar y school graduate Megan Praat finished third in last Saturday’s byelection with 186 votes. There were a total of 1,905 ballots cast, a turnout of just three per cent of eligible voters, according to the unofficial results.

This was slightly better than the 2013 byelection in which Dan Coulter won with 520 votes out of a total 1,427. With approximately 63,000 eligible voters that’s a turnout of just 2.3 per cent. After Patterson, DeWit and Praat, former educator and administrator Marion Mussell was fourth with 155 votes. RCMP officer Angelina Gosselin garnered 154 votes, two-time school board trustee Lisa Thébault got

efore former school principal Bob Patterson was even elected in Saturday’s Chilliwack trustee byelection, he already affected school board policy. During the campaign, questions were raised about the appropriateness of him shooting election videos inside Mt. Slesse middle school, and the school board has now disallowed the practice in the future. The series of short videos appeared on his campaign page, “Bob Patterson for School Trustee,” although they were later removed. When first asked on Nov. 25, School District 33 secretary treasurer Gerry Slykhuis said via email that Patterson did not ask permission to use the facility. “The Board did not authorize and did not receive a request from any of the candidates to use any school district space,” Slykhuis said. “We would expect that anyone using a school in this way would ask the Principal or the District for permission first. Chief elections officer Carol Friesen said she fielded a call about the videos, but according to Elections BC there is nothing in the legislation that forbids a candidate from campaigning

anywhere they like. The whole issue may have been a matter of miscommunication, as Slykhuis later confirmed that Patterson received permission not from senior administration and the principal of Mt. Slesse, but from a “booking clerk” at the district office and the vice-principal of the school where he, too, once served as vice-principal. Since the videos, the district’s Education Policy Advisory Committee recommended changes to policy 906, which guides community use of facilities. And at its last meeting before the byelection on Dec. 8, the school board approved the addition of one line to policy 906: “Schools will not be used for any individual’s municipal campaign purposes.” For his part, in a telephone message asking for comment in November, Patterson said the issue about the video was “growing out of proportion and it seems to me like very petty politics.” Patterson won the Chilliwack School District byelection on Dec. 12 by a wide margin, garnering 44 per cent of the votes cast out of 12 candidates.
