SMITHERS - Security webcams at bus stations and funding for communities to launch their own public transit systems were among the measures included in the B.C. government’s $3 million transportation plan for Highway 16, announced on Monday. At a press conference in Victoria, Transportation Minister Todd Stone revealed a five-point plan based in part on recommendations from a symposium held

in Smithers in November. The biggest sum under the plan was a $1.6 million funding pool for communities to expand their own transit services and possibly launch new ones. The minister proposed three possible routes connecting communities along Highway 16, including one from Burns Lake, Houston, Telkwa and Smithers. A second proposed route would connect Hazelton, Gitsegukla, Kitwanga and Terrace and a third route would travel between Burns Lake, Fraser Lake,

Vanderhoof and Prince George. Another $750,000 in grants will be available over three years for communities to purchase and operate vehicles, as well as $150,000 for a First Nations driver education program. The government will also invest $500,000 over two years to install webcams and upgrade transit shelters for security reasons. The fifth part of the plan is a commitment to foster greater collaboration between organizations including B.C. Transit, Northern Health and not-for-profits.

An advisory council whose members include the mayors of Burns Lake and Houston will meet early in 2016. Their job will be to develop a process through which communities can apply for the money. “Partnering with local governments, First Nations communities and organizations, the Ministry is ensuring they are active participants with a vested interest in selecting the transportation services that best meet their needs,” said Stone of the bid to increase transportation.

Rupert port partners announce a phase two expansion study By Kevin Campbell

PRINCE RUPERT - Just as a ‘Phase 2’ northward expansion is currently underway by the Prince Rupert Port Authority (PRPA) and DP World for the Fairview Container Terminal which will raise the terminal’s capacity to 1.3 million twenty-foot equivalent units (TEUs) upon completion in 2017, the two organizations announced Monday that they will be conducting a ‘Phase 2 South’ Feasibility Study. That expansion would raise the terminal’s capacity from 1.3 million TEUs to between 2 and 2.5 million TEUs. In a release sent out by the PRPA and DP World, the Feasi-

bility Study includes DP World examining current marine liner services and container volume growth forecasts for trans-Pacific trade on the west coast. The owner-operator DP World would “weigh demand for activation of Fairview’s Phase 2 South expansion to align the project schedule with market demand”. “Phase 2 South ... would provide capacity to meet Canada’s Pacific container terminal capacity requirements for decades to come in a cost-effective and environmentally responsible manner,” said Maksim Mihic, DP World Canada group general manager, who signed the agreement for the feasibility study with Don Krusel, PRPA president and CEO on Sunday.

“The growth in traffic at the Fairview Terminal, North America’s fastest-growing intermodal gateway, has been a validation of the Prince Rupert advantages in trans-Pacific shipping. We are pleased to see DP World ready to seize those advantages and move forward with planning the terminal’s continued expansion,” Krusel said. KITIMAT - Unifor 2301 has sought support for issues relating to what it says is mandatory overtime at the Kitimat aluminum smelter. In a letter released late November the union says they’ll be looking for support from the municipal, provincial and federal level to lobby against Rio Tinto on its workforce practices in Kitimat. The letter by the union was an item in council’s December 7 meeting package, but when that item came up the council opted to receive for information, but set no discussion or plan to address it. At the time the letter was first released from the union Mayor Phil Germuth said there had at that time been no formal request for action from the council on the matter. Skeena MLA Robin Austin meanwhile says he has since been formally contacted to lobby on behalf of the

workers at the smelter. Austin says many workers at the smelter are concerned by the mandatory overtime and the impacts it has on worker safety who may be pushed to exhaustion, and to the impacts to their families as well. He said he has made contact with Rio Tinto on the matter and while he wouldn’t discuss the specifics of the conversation he said he has said his piece and will see where it goes from there. The company has previously said the increase in overtime for employees is relates to efforts to bring the smelter towards what they call “steady state” as the bulk of construction of the modernized smelter has been complete. “Health, safety and the environment is our top priority for Rio Tinto. Obviously we don’t want to do anything that risks the safety of our employees, our workers or our contractors on site,” said Rio Tinto spokesperson Kevin Dobbin.

Paris climate deal leaves questions By Tom Fletcher THE NORTHERN CONNECTOR

VICTORIA - Prime Minister Justin Trudeau joined other national leaders in hailing the international greenhouse gas emission agreement reached in Paris over the weekend, but the implications for Canada and B.C. remain unclear. Trudeau said in a statement from Ottawa that he and the provincial premiers will meet within 90 days to develop a plan to do Canada’s part in the effort to keep average global temperature rise below two degrees. The Paris agreement notes that existing voluntary targets by countries do not meet what is calculated to prevent a two per cent increase, and more emission cuts

will be required. Article 28 of the legal text also gives every country the ability, after three years of implementation, to give a year’s notice and withdraw. In a year-end interview, B.C. Premier Christy Clark said the government will wait until a national emissions goal is established before deciding whether to add measures to the existing carbon tax on carbon-based fuels. The B.C. tax has been frozen at $30 a tonne since 2013, adding about seven cents to the price of a litre of gasoline with similar increases for natural gas and other heating fuels. An advisory committee recommended in November that the tax be increased by a third starting in 2018, with annual increases af-

ter to drive down carbon dioxide emissions. Clark said the carbon tax freeze means B.C. won’t meet its own legislated target of reducing emissions by a third by 2020, but the government couldn’t keep raising it and risk pushing industries and jobs out of the province. “Other provinces are starting to get closer to where we are,” Clark said. “By 2018, Alberta’s going to have come some way. By then Ontario will be into a plan, and Quebec already is.” B.C. NDP leader John Horgan said he’s “comfortable” with the advisory committee’s date of 2018, which would give an NDP government time to assess the situation if he wins the 2017 B.C. election.

that arriving 90 minutes prior to departure is the industry standard. It is also important for travellers to have all relevant ID ready at the check-in counters to prevent delays. Time is also an important consideration for travelers coming by road to the airport from more distant locations such as Prince Rupert and Smithers, Hendry added. That is because winter driving conditions can slow driving times and passengers might risk not being able to check in. While passenger

traffic has dropped because large numbers of workers are no longer rotating in and out due to the end of several large construction projects, the airport’s parking lots remain wellused. “We don’t track where people come from but I can say our parking lot numbers have been maintained, despite the decline in construction-related travel,” said Hendry. That’s due in part to more people driving in from Prince Rupert and Smithers since Hawkair pulled out of those communities.

KITIMAT - Kitimat Council hasn’t turned away from ambitions to improve the walkway system in the Kildala neighbourhood, but that’s a sometime-later project. Councillors debated a winterfix for the walkway gap that exists between Columbia Avenue and Lahakas Boulevard when Larry Walker suggested using snow clearing

snow from the road so people don’t have to walk on the roadway itself. Walker’s plan, according to District of Kitimat staff, would prove more challenging that initially thought. Chief Administrative Officer Warren Waycheshen said issues such as uneven ground and structures such as the bus stop outside the 486 Quatsino townhouse complex make such plans laborious if put in practice. While other northern climates might have made a

winter path easier to manage, it’s too wet and warm to create a sustainable walking path using equipment without rutting the ground. Mario Feldhoff agreed with the staff’s concerns and said people in Kildala can use internal sidewalks to reach downtown. But that said he does support a discussion down the line about permanent walkway solutions. “There is no doubt in my mind that we do need to follow up on the whole Kildala sidewalk issue but

this particular motion to clear the snow as a band aid solution is not appropriate for the winter.” Walker closed the debate by saying he still doesn’t want to see any injuries along the road there as a result of council inaction and even wondered if not providing a walkway system, whether temporary or not, creates liabilities for the District. Walker’s arguments didn’t sway the other councillors however and his motion was defeated.

PRINCE RUPERT To avoid a preliminary property tax mill rate increase in 2016 for Prince Rupert taxpayers, City of Prince Rupert chief financial officer Corinne Bomben and City staff recommended to council that they cap the Community Enhancement Grants (CEG) last Monday night at council. The cap for the grants is set for $850,000 for 2016 in a period where the total amount requested by applicants amounted to $1.125 million, with $86,000 of that coming from brand new applicants, such as Grad Parents Committee 2016, North Coast Immigrant and Multicultural Services Society, Pricne Rupert Harley Riders, St. Andrew’s Cathedral, Prince Rupert Marine Rescue and Transition Prince Rupert. City staff recommended that no new applicants be considered given the fiscal constraints of the city. The recommendation to enforce a stricter cap in 2016 met with mostly favourable reviews from mayor and council, with a couple reservations from Coun. Nelson Kinney and Coun. Joy Thorkelson, who warned council that cutting these community services’ CEG funding may have a backlash to the community. “Our city is going to see some changes made if we don’t help a couple of these organizations out and we don’t want to lose them. I say be very careful,” said Kinney. “I think it’s disgraceful,” added Thorkelson. “We cut organizations’ funding by

$36,000 to make up for decisions we made in the past ... and then we wonder why our town isn’t as attractive when our services go down,” she said. Coun. Gurvinder Randhawa said that Prince Rupert taxpayers already pay high taxes anad are especially feeling the pinch with the Canfisco salmon canning layoffs, so a CEG cap is a positive alternative.

Residents served eviction notices By Kevin Campbell THE NORTHERN CONNECTOR

PRINCE RUPERT - The dispute between Stonecliff Properties and the tenants of its Port Edward trailer court came to a head last Wednesday morning when bailiffs representing the property owner Stonecliff, served eviction notices to the residents of the trailer park. Eight members of Prince Rupert RCMP were also on hand. “We’ve just been called in to assist the bailiffs in keeping the peace out here. The bailiffs are here to remove the property and individuals from these trailers,” said Sgt. Dave Uppal of Prince Rupert RCMP. Uppal stated that the process will involve moving vans transporting the residents’ prop-

erty out of the park. “My understanding is they have the authority to remove everything from the trailers into a truck or put it curbside,” Uppal said.

The bailiffs acted on a B.C. Supreme Court order and tenants were notified of the eviction notice on Aug. 22, 2014, as well as given a 12-month notice to

TERRACE - A Terrace-based retailer who thinks regionally and beyond when marketing has now been featured in a national retail trade publication. Bruno Belanger, owner of Gemma’s Boutique, was the subject of an article in the November 2015 issue of HomeStyle, billed as “Canada’s Housewares Magazine.” “It’s for wholesalers, manufacturers, importers – all the major companies I deal with,” explains Belanger of the magazine. That a retailer in northwestern B.C., away from any larger urban area, should be featured in a national trade magazine should be no surprise. That’s because Belanger’s enterprise carries an extensive inventory of products which are called SKUs, short for stockkeeping units, in the retail world. “I think I said 5,000 [SKUs], but in reality, it’s more,” said Belanger of the content of the article. “People say to me, “Bruno, why do you carry so much?” but it’s about what the customer wants,” he said. It’s particularly important when people from around the region come to shop, Belanger noted. “They’ll want something specific,” he said. “I want the inventory that will appeal to them.” But while Belanger admits his store on the corner of Lakelse and Emerson in Terrace looks crowded, there’s a method in his inventory control. “I follow the rule that 20 per cent of your inventory should give you 80 per cent of your

sales,” he said. And along with that, Belanger markets his store and products extensively and uses a baking analogy to prove his point. “People may say they don’t need to advertise but I tell them advertising is the yeast of the business,” said Belanger. “It may be a small ingredient, but it’s important.”

Years of talk, consultations and planning are now manifesting into true work as LNG Canada begins limited site preparation activities. That’s how Marc Maeseele sees it. He’s a Senior Project Manager at LNG Canada, and he’s now overseeing approximately 100 contractors on site as the project continues to advance towards a final investment decision (FID). Maeseele said investigative work has been underway at the site for a while now, but with a number of permits in hand for various work, the time is right for certain seasonal activities to get done. “We are preparing to do some seasonally sensitive activities that are scheduled around fish spawning and bird nesting seasons,” he said. In short, in order to not cause disturbances to on-site waterways while fish are spawning, or to trees when birds are nesting, contractors must go in when they won’t be interrupting any sensitive ecosystem activities. “By completing these seasonally dependent activities now, we will ensure

LNG Canada is in the best position possible to begin construction should the project move ahead,” he said. Maeseele points out that the contractors were hired from the local area. They have all been going through the company’s rigorous safety training and site orientation program. “The activities we do now are utilizing local contractors and local people. Our goal, whenever possible, is to ensure the economic benefits from this work remain in the local area.” While there are about 100 people expected to do work on the site throughout this holiday season, Maeseele said the work might increase to 250 or 300 through to the time when the company may make an FID on whether the project will proceed into the construction phase. Yet whether employing 10 people or 100 people, Maeseele emphasizes the need for safety when it comes to any work that happens for LNG Canada.

After a courageous battle with cancer, passed away at home with husband Russ and son Bobby at her side. She was 67. Elaine leaves husband Russ, son Bobby (Andrea) grandchildren Kyana and Quinn and many extended family members which she was able to visit prior to her death. Elaine was born in Castor Alberta to Leona and Jim Hoskins the only girl with 3 older and 3 younger brothers. She grew up in Stettler Alberta until she married Russ February 21, 1964. They moved to Terrace B.C. April 30,1965 then to Prince Rupert B.C. in August 1974 Elaine found a hobby doing ceramics while she lived there. They moved back to Terrace April 2008 and spent most of their time developing their campground on Kalum Lake and enjoying the many friends visiting around the campfire. Elaine also enjoyed travelling and camping.

September 3, 1929 to December 13, 2015 It is with deep sadness that we announce the passing of our beloved mother. Elsa was born in Cassola, Italy and passed away on December 13, 2015 in Kitimat, BC at the age 86. Elsa arrived in Kitimat in 1956 to join her husband and start her new family. Predeceased by her husband Vladimiro. She is survived by her loving family; sons Ferruccio (Carol), Franco and daughter Nancy (Alan); her grandchildren Nichole (Darren), Michael (Laurel) and Theresa (Hayden) and her five great-grandchildren Lauryn, Benjamin, Raegan, Milania and Hudson; her sister Bianca and many nieces and nephews in Italy. Elsa left a lasting impression on everyone she met, always greeting people with a warm, friendly smile or a loving hug. Mass of Christian Burial will be held on Saturday, December 19 at 1 pm at Christ the King Catholic Church. In lieu of flowers, donations can be made to the BC Heart and Stroke Foundation or the BC Cancer Society. DISTRICT OF KITIMAT Expression of Interest Engineering Services Kitimat Sewage Treatment Plant Retrofit The District of Kitimat is seeking Expressions of Interest from consultants to provide full Engineering services for the design, tender, construction and commissioning in the full retrofit of our sewage treatment plant. The retrofit is being undertaken through the New Build Canada Small Communities Fund. The existing plant provides secondary treatment and consists of sewage pumping, screening and aerobic stabilization in a single cell lagoon. Interested consultants with expertise and experience of design, operations and maintenance of municipal treatment plants are invited to submit qualifications for consideration by the District of Kitimat. Three (3) consultants will be selected by the District of Kitimat to submit proposals for Engineering Services to completion of the Sewage Treatment Plant Retrofit Project. TERRACE - The senior girls volleyball team from Caledonia Secondary School won fourth at provincials in Vernon Dec. 3-5, climbing significantly from their 10th place rank last year. “We are pretty happy with that placing. It was a really good way to finish the season… the girls played really well,” said coach Carmen Didier. She says that with most of the players in Grade 11, they expected more of a development year for the team, but “they ended up being quite competitive.” The tournament started with Caledonia facing Vernon, the home team, and the bleachers were packed with up to 500 people, horns blared, and drums and Vernon cheers reverberated through the gym. Caledonia beat Vernon in the first set 25-18, but Vernon came back and beat them in the next two, 28-26 and 15-12. “That was a really intense game, a really tough match… the girls played really well… we had them three times at match point,” said Didier. “I don’t think the girls have ever played in that large of a crowd or that loud of a crowd.” Next, Caledonia played Hugh McRoberts from Richmond, where Carmen says the girls were a bit deflated from the tight loss to Vernon. Caledonia lost in two sets, 14-25 and 23-25, but started stepping up their game at the end, which helped them in the next game against Nelson. They beat Nelson in three sets, losing the first 19-25 and winning the next two 25-17 and 1510, ranking them third of four in their pool. “We weren’t hanging our heads, we felt like we had some good matches,” Didier said. The next day they faced Duchess Park, the number one ranked team in AAA, but Didier said the Caledonia girls came out confident and strong, knowing what to do from playing the team last year. “When we were doing warmup I just had a

They came out and beat Duchess Park pretty solid the first two sets,” Didier said. Caledonia beat them 25-17 and 26-24 in the first two sets, but lost the third set 17-25. In the fourth set, Caledonia won the game 25-19. “It was a really exciting game. We just rallied really hard,” said Didier, adding that they had a lot of long, strong rallies. Next, Caledonia faced Windsor, coming out strong again and beating them in the first two sets 29-27 and 25-14. Windsor beat them in the third set 15-25, but Caledonia finished them in the fourth 25-20. That put Caledonia in the quarter finals against Sahali, a very dominant team from Kamloops who had won all their previous games and ended up winning gold. Caledonia played well but lost the game in three sets 25-12, 25-18 and 25-14. “We were playing the best that we could, but they were just a better team,” Didier said. “The scores don’t reflect the rallies and the effort that our team put in.” The loss dropped Caledonia into the bronze medal match where they faced College Heights from Prince George. The match was only best out of three sets and Didier says that hurt Caledonia, who started out rough due to nerves and lost 13-

In the second, they started really building momentum again, playing really hard and climbing neck-in-neck; but they lost 25-27. Despite the final loss, Didier says the girls felt good about how they played and the weekend was still a success, with the team climbing from 10th place to 4th. “That’s the best-ever finish for Cal,” Didier said, adding that upsetting the first place team was a huge success.

PRINCE RUPERT - The Prince Rupert PeeWee Rep hockey team is playing some good hockey of late, winning their home tournament this weekend. Last Friday, the athletes played to a 4-4 draw against the bantam house team. Then on Saturday, they

played Vanderhoof, again to a tie 3-3. Late Saturday afternoon, they beat Smithers 3-2 with Arlen Deschamp scoring the game winner with three minutes to go. This propelled Prince Rupert to the final where they met Vanderhoof again. The game was played Sunday morning and saw some really exciting hockey played

with the Seawolves coming out on top 8-5, capturing a big tournament win. With good coaching on the fundamentals, Prince Rupert used crisp break outs to fuel their offence and were able to close out the game by not allowing any late goals. After the holiday break, the boys will be back in action on Jan. 9 and 10 in Kitimat.
