The city will kick in another round of funding towards operation of the community’s downtown Extreme Weather Shelter for the homeless. At its Dec. 14 meeting, council agreed to provide $6,000 from its council contingency fund to sponsor a room in the shelter which can sleep 16 people among eight rooms. Paul Mason, program manager at Campbell River Family Services, which operates the shelter, said since the room sponsorship program began, it’s been an overarching success. “We started the funding initiative at the beginning of November to enable us to keep the shelter open every night for the five month winter period (Nov. 1 to March 31),” Mason wrote in a letter to city council. “The response from the community of Campbell River has once again been overwhelming.” Mason said between private citizens, service clubs, and the business

He noted that Fam-
ily Services recently received a sponsorship donation from the Wei Wai Kum First Nation for $5,000. Mason said the acknowledgement is an important step in developing a partnership with the local First Nations community, particularly as a recent homeless count revealed that 52 per cent of unsheltered homeless are of Aboriginal descent. also pitched in to help, pledging $15,000 to go towards keeping the shelter open every night until March 31. The city, in addition to last week’s room sponsorship, has also contributed $15,000 to renovate the shelter which Family Services recently bought for $1. Mason credited the city for all of its help. “Much of what we have achieved would not have been possible without the assistance of
the mayor and council,” Mason wrote. The shelter, which is this year located behind Radiant Life Church on Cypress Street, has been open every night since the beginning of November and provides the homeless with a heated room for the night, as well as a warm breakfast each morning and dinner at night. BC Housing only provides funding to keep the shelter open on nights when the temperature falls below zero degrees Celsius or on an especially windy night – it’s been up to Family Services to go out and secure the money to keep the shelter open every other night. Last winter, which was particularly mild, BC Housing only made up 25 to 35 per cent of the shelter’s operating funds – the rest was made up through donations and other local funding sources.
Mason said having the shelter open every night is important so that the homeless know they have a safe, warm place they can go to escape
from the elements. “When the shelter is closed, they disperse out into the community and you could lose a few people that way,” he said.

The city is proposing that the companies be given 12 days to remove graffiti on its dumpsters or else face a $250 fine from the city. City Clerk Peter Wipper said the rationale behind the time frame is based on the pick up schedule. “Waste companies typically pick up on a weekly basis,” Wipper said. “When they go to pick up the bin, if the graffiti is there, it would give them an additional couple of days to have it cleaned up before it’s put back.” But Coun. Larry Samson said he’d prefer to see council work with the waste management companies to come up with some solutions, rather than have the city levying fines. “They don’t have a big profit margin because there’s so many companies in town. This could be a huge expense for them and I would rather look at alternate solutions with them rather than coming in and hitting them with a fine,” Samson said. “Even now we see the graffiti on the Telus switch boxes (that) we see on the side of the road. Graffiti is a problem, I think we need to address it with them and not bring in a bylaw.”

Coun. Ron Kerr agreed graffiti is a problem. He said while it may seem unfair, it’s a reality that needs to be dealt with. “This is vandalism we’re talking about and unfortunately there is a cost to the owners of the containers,” Kerr said. “But to neglect the removal of the tagging would undermine the hard work of the community to clean up this scourge of tagging within the community.” The city over the past few years has made a concerted effort to deter vandalism. In addition to beefing up its graffiti bylaw with increased fines and shorter timelines to remove graffiti, the city has also been decorating utility boxes in anti-graffiti wrap and in Campbellton, the Campbellton Neighbourhood Association has been active in painting over vandalism.
Coun. Charlie Cornfield said while he agrees the city needs to keep on top of the graffiti problem, he wanted to know from staff whether the waste companies would have ample time to respond to the bylaw before it becomes law. Wipper said staff will arrange for all of the waste management companies to have the opportunity to review the bylaw and provide comment before it moves forward. Wipper said staff would then report back to council with all comments and the affected companies would have the opportunity to speak to council at an open meeting. That satisfied council which then chose to go ahead with passing first and second reading of the bylaw. Samson was the lone councillor opposed.

Cit y counc i l has granted a group of developers a second deadline extension to submit a plan on how they intend to remediate wetlands near Jubilee. Parkway Properties Ltd. has been accused of altering the wetlands during construction work on a subdivision near the city’s southern border. Council, at its Dec. 14 meeting, extended the deadline to March 15 for submission of a report which must include a timeline for remedial
action to be completed by the date specified by a qualified environmental professional. This is the second extension as council already extended the original Oct. 26 deadline to Nov. 30. The developers must submit a report from a qualified environmental professional describing the former and present environmental characteristics of the site, the changes and impacts, and a plan to address soil deposition and remediation of the wetland. The site was altered several years ago by the developers of Maryland Estates as soil was
dumped on the property to make way for development. Dan Samson, president of Parkway Properties, said the parties involved in the development had no ill intentions and didn’t realize they were doing anything wrong. He told city council in September that there was no fish habitat, no inlet or outlet involved and the developers thought it was simply a depression with poor drainage. “There was a similarsized wetland in the Maryland subdivision that the city approved for elimination when the first phase of that subdivision was approved,” Samson said. “We did not think the area that we were continuing to fill was any different.” The movement of
soil began in early 2007 and lasted until 2012, Samson said, adding he never realized anything was amiss until two years later when he got a call from the city on March 14, 2014 requesting immediate cessation of the movement of further materials. Samson said the developers agreed there would be no further movement but in the city’s mind the damage had already been done. In May of 2014, the city ordered the developers to submit the report outlining how it would either remediate the wetlands or pay some form of compensation to atone for the damage. But a consultant hired to come up with a remediation plan did not deliver in time and was
subsequently fired by Parkway. By May of 2015 there was still no report and Samson told the city in a hand-delivered letter that “Parkway Properties acknowledges that we have made changes to this area and has no intention of ignoring any of its responsibilities and that “the work required in exploring all the alternatives is complicated and a time consuming process requiring at least six months to complete.” But city staff appeared to be losing patience and at a June 15, 2015 in-camera meeting told city council that “formal action is…considered necessary to bring this issue to resolution.” On July 21, 2015 solicitors for the city delivered a Remedial
Action Requirement to Parkway Properties ordering remediation be performed by Oct. 26 or the city would take legal action. Samson said he and his follow developers were “extremely shocked and disappointed” as they had received no communication from the city since Samson’s hand-delivered letter to the city in May. Council, after hearing Samson make his case at the Sept. 14 council meeting, granted the November extension. Now, nearly one month later, that deadline is being extended further and the developers will have until March to bring forward a report that will have to be approved by council before any action is taken.
Parkway is considering a few different options for remediation. They include: n Remediating the wetland which, according to a biologist’s report has had vegetation removed, soil deposited, and ditches excavated. n Remediating a former wetland, east of the bridge over Willow Creek, that was adversely impacted by construction of Jubilee Parkway. n Enhancing lands located at the southwest corner of Parkway’s property, which would enhance the water flow and habitat of Woods Creek. n Dedicating additional lands adjacent to Willow Creek in order to enhance the park network and protect the creek.

Season of giving is a gift in itself
Kelly Kovach’s letter (Conflicts: See the other side, Dec 9, 2015) regarding the humanitarian side of war and our responsibility to step up when others are in crisis, was one of the best letters I’ve ever had the pleasure to read in any newspaper. This is a perspective that should be brought to light more often. It is very worrisome that images of war almost always focuses on the dark side of humanity (and the destroyers and breakers among us), while the builders and healers (who make up the majority) get no airtime. Those of us who make our living putting words to digital screens and then eventually paper, often worry at this time of year about how we’re going to fill the flurry of newspaper editions that come at us like a blizzard in Saskatchewan. Because of the holidays, many of our deadlines are moved ahead and the time available to put together a series of newspapers is compressed. This edition, for example, went to press last Friday at noon (it would normally go to press at noon on Tuesday). Dec. 25’s edition (actually coming out on the 24th) went to press at noon on Monday. So it becomes a challenge to fill a publishing schedule that’s more like a daily newspaper than anything else. The best part about it, of course, is it concludes with the Christmas and New Year’s holidays. Time off and time spent with families and friends. Prior to that, it’s the busiest time of the year for newspapers. I once worked for the Yukon News in Whitehorse and our paper’s owner would just

The holidays are more than an obligation to give to others. They are also an opportunity to give to others. It is very easy to feel overwhelmed during the holiday season. Between work or school, family commitments, and the added stress of Christmas shopping, decorating, cooking, travel or welcoming relatives, it is all too easy to throw up your hands say ‘To heck with it!” The urge to simply crawl into a hole – or at least a bundle of blankets on the couch – and watch terrible movies on Netflix until the season is over is understandable. But rather than withdrawing, carve out a little time, or a few dollars, and reach out to do something for We say: When someone else this holiday we give to others season. Various food banks, Christmas Bureaus, empty stocking drives, and blanket and coat drives are all crying out for help in the form of last-minute donations. At community newspapers, we see hundreds of ordinary local people every year who have volunteered their time and energy for everything from fundraising for disease research to helping pet shelters to aiding the homeless. As diverse as their interests are, they almost always give the same response when asked why they do it. “I wanted to give back.” Most of us in Canada are astonishingly fortunate. We live in a technologically advanced, wealthy, and prosperous society. Most of us are doing okay, even if it often seems as if we’re just scraping by. When we give to others, we give to ourselves. We give to the communities we live in, making them better places for our own and future generations. We gain the gift of new friends from our charity efforts. We gain the satisfaction of knowing that we are part of a wider community whose members care for one another. What better gift could there be? -Black Press

We always find something to fill the pages. There’s no such thing as don’t publish. But there are times looking ahead, I wonder how we do it. There are some people who don’t quite realize what goes into filling a paper with editorial content. It’s not creative writing where you sit before your computer screen and just make something up. I know, there are some people who believe that’s actually what we do but it’s not. Except when we’ve run out and we’re desperate for ideas. Kind of like this column. LOL. Merry Christmas everybody.

Completely Creedence: Making Mary proud

reedence Clearwater Revival formed nearly 50 years ago in 1967. Their music has been present in every decade since, and has played a pivotal role in shaping many a generations’ road trips. Having achieved this fame while never having a #1 hit in the US and only 1 in the UK (Bad Moon Rising) is testament to their working class, populist nature. This makes Mr. Completely the perfect band to form the new CCR cover band Completely Creedence. Mr .Completely has been a working band for 10 years, putting on high energy performances and pleasing crowds up and down the island. That’s well over the 10,000 hours that Malcolm Gladwell says is necessary to become an expert at something. The people that were fortunate enough to get a ticket to Completely Creedence’s sold out opening show on Friday Nov. 6 at the Tidemark Theatre in Campbell River were treated to watching four experts put on a masterful performance. If you missed out on that show, don’t fret, they are returning to the Tidemark for a New Years Eve performance. Performing is what these guys do best. Their opening show saw people dancing in the aisles to guitarist Rich-
ard Spencer’s enthusiastic and at times acrobatic lead which would have made Tom Forgerty blush with envy. With a couple of shows as their alter egos now under their belt, the band is even more polished and promise some new twists to their set and new material. If you are expecting a perfect facsimile to a 1970’s Creedence Clearwater Revival’s concert prepare to be pleasantly disappointed, these boys have been together too long and are too good of showmen to just stand at the microphone and play. With the exception of bassist George Milutinovic, who could be original bassist Stu Cook’s doppleganger, the rest are not cookie cutter copies of the original members. They still manage to transport the crowd back to the early 70’s. It won’t be the first trip there for many of the audience members, who would have heard these songs for the first time, not from some older wiser family member, but on the radio during their initial release. Although they are consummate showmen, there can also be some raw moments, but let’s be honest that is why we love live music. The singer Jamie Robertson and Spencer the guitarist love to engage the audience and their two opposing personalities can lead to some entertaining yet exclusive banter which can break the spell put on

“We have now put all community mailbox installations in your community on hold and will keep delivering mail to the door for those residents until further notice,” Margles wrote. What’s more is that Canada Post is uninstalling boxes that were earmarked for those homes. “Canada Post will be removing any CMBs (community mailboxes) that were installed but are not yet in service and will continue to work on sites to ensure that any potential safety concerns are resolved,” Margles said. That’s despite Canada Post installing those mailboxes after the corporation had announced in October that it was temporarily suspending its plan to eliminate door-to-door delivery. Canada Post has said that those communities that have already made
the switch – including most of Campbell River – will continue to use community mailboxes until the program is reviewed. Margles’ correspondence to city council came in response to a letter council sent to Canada Post in November urging the corporation to halt mailbox installations to Campbell River households still awaiting the transition to community mailboxes. It was Coun. Larry Samson who urged council to write the letter. “It just drives me crazy how they can bring in these policies across the nation and then all of a sudden things change and they’re halfway done doing our community and they don’t know what they’re doing,” he said last month. “I think until such time as the
newly elected federal government undertakes its comprehensive review, I’d like to see all future community mailboxes stop.” Margles responded that Canada Post has done just that. A letter from Mary Traversy, chief operating officer of Canada Post, confirms that notion in a letter mailed out to affected households. “We have now put all community mailbox installations in your ne i g hb ou rho o d on hold,” Traversy writes. “This letter is to confirm that we will continue to deliver mail to your door until further notice.” Meanwhile, the Canadian Union of Postal Workers has said it will be lobbying the federal government to have door-to-door delivery restored for those who have already made the switch.

One of these complications is that not all schools offer the same programs – French Immersion is the most obvious example of this – and parents choosing to have their kids go to schools outside their catchment area so they can take these programs complicate the drawing

School District 72 will be looking at redrawing its catchment areas – the lines drawn that determine which neighbourhoods’ kids attend which schools. Unfortunately, it can’t enforce them even after it does. “O u r e l e m e nt a r y school population is not equally distributed within the district at present,” reads the recommendation that was recently accepted by the board under its 10-year Facility Plan. “The dis-
of those lines. “You have to look at what school communities those students are being drawn from,” he said, because if there are bunches of kids from one catchment area that are choosing to attend schools from outside that catchment, it obviously lowers the population of school-aged children for the school in that area, meaning there may not be enough kids in the area left to have the school at an acceptable capacity. “We have noticed, in regard to some particu-
lar programs of choice, that (many students) come from certain areas of town (to take them), and the growth distributions of those areas of town have an effect on that,” said Longridge. “Requests for locations in regards to schools of choice also have an effect.” For example, some families move to another area of town, but would like their child to remain in the same school they’ve been attending. “Is there a real risk that we’re going to have to enforce catchment
lines?” asked Trustee Ted Foster. Longridge responded to the question by saying that “it does become an issue,” at times when too many students want to go to schools outside their catchment area. “A few years ago it was Pinecrest that had some challenges due to over subscriptions – more students were requesting to go there (than it could hold).” But they have that right, Longridge said. He said the difficulty of enforcing catchment lines is “the choice legis-
lation that went through were parents may request any school they wish, attend any school they wish, with, of course, the understanding that it has to have the room and capacity to provide an appropriate educational program. Those are the parameters we work under,” Longridge said. So if there’s room in a school, any parent in the district can decide to send their child there. The redrawing of the catchment areas will take place during Phase Two of the 10-year Facility Plan, which begins next
September. The one thing Longridge is certain of is that they aren’t interested in capping enrolment in programs of choice like French Immersion, because the district recognizes the value of those programs to the education of the children in the region. “One of the assumptions made when preparing the report was the understanding from the board that they were not interested in capping access to programs of choice,” he told the board.

W
ith winter here, the snow piling up – especially at higher elevations – and many folks breaking from work for the holidays, avalanche experts and rescuers are on high alert. “Right now we’ve got probably two metres (of snow) at the treeline and much, much more than that at higher altitudes,” says Jan Neuspiel, lead forecaster for the Vancouver Island Avalanche Centre, “and those kinds of primed avalanche conditions combined with
primed conditions for people wanting to get outdoors – the holiday season – really is a worrying time for us.” Neuspiel recommends anyone heading out into the backcountry this season take a course on terrain and conditions before doing so. “The tool you’re best armed with when you’re heading out into the backcountry is information,” Neuspiel says. “There are courses being offered all the time that people can take to be better informed about what they’re getting into when they head out, and we really recommend anyone venturing off the beaten path take one of those and arm themselves with that knowledge.” Introductory courses like the Avalanche Skills Training One courses offered by Island Alpine Guides can be taken at either Mount Washington or Mount Cain and are designed for people with little to no avalanche related

experience. These courses are great, Neuspiel says, as they not only teach you how to recognize different avalanche potentials around you in the wilderness, but also the knowledge of how those conditions are formed, how weather affects them, how to understand the Vancouver Island Avalanche Bulletin and
hazard scales, as well as how to be prepared to head out into the wild. For those who haven’t taken a course on these hazards, but are set on venturing out, anyway, Neuspiel says it’s important to recognize the risks around you and pay attention to the type of terrain you’re in. Neuspiel says knowing if you’re in a highrisk avalanche area is “a bit more complicated than this,” (hence his recommendation to take an avalanche course) but, in general, “you’re best to stay in low-angled terrain” – slopes with less than a 25 degree incline – and heavily treed areas. T
he first-ever Campbell River Select hockey game was a great success Dec. 17. The Selects defeated the travelling Nanaimo Eagles 14-13 at Rod Brind’Amour Arena. The last goal was scored in the final seconds of the game to put Campbell River ahead by one. It was a rollicking undertaking with the score remaining relatively even for the whole game. The players showed their enthusiasm and skill throughout. Both teams had assistance from a few players from the Campbell River Storm. The Storm have great fans in the Select team and were
happy to provide some game strategy to both teams. Goals for Nanaimo were scored by: Sash Barbour, Matt Caljoul, Bill Polz, Jacob Park, Jack Cairns and Rick Brownbridge.

Curbside collection changes for the holiday season City of Campbell River residents who take their garbage and recyclables to the curb on Fridays are reminded that Dec. 25 and Jan. 1 pick-up will be moved to the following Monday. There will be no other changes in days for waste collection, and regular Friday collection will resume after the holidays. “There’s no change in

There will be no more political staff deleting email records in ministry offices, Premier Christy Clark promised Wednesday. Clark said she accepts all of the recommendations made by Information and Privacy Commissioner Elizabeth Denham and a follow-up study by a former commissioner to preserve email records that could be requested under freedom of information law. “The practice of ‘triple deleting’ will be prohibited, ministers and political staff will continue to retain sent emails and a new policy and specific training will be developed,” Clark said. “As soon as practicable, public servants will be made responsible for
the searching of records responsive to information requests on behalf of ministers and political staff.” Denham reported in October on investigations into three complaints, and determined in at least one case that emails had been intentionally deleted in an effort to avoid public release. She also condemned the practice of political staff such as Clark’s deputy chief of staff to delete all of their sent emails at the end of each day. A political staffer in Transportation Minister Todd Stone’s office resigned when Denham’s report came out. NDP leader John Horgan said giving nonpartisan public servants responsibility for records searches is an important step.

Council provides funding for new Hospice House Kristen Douglas

A new Hospice House to help comfort those nearing end of life and their families is one step closer to reality. City council, at its Dec. 14 meeting, helped move the project along after it agreed to cover the costs of servicing the Evergreen Road property where the
house will be built. Council approved spending up to a maximum of $45,000 for installation of utilities. That’s in addition to the $43,016 council gave the Campbell River Hospice Society earlier this year to cover the costs of permits, fees and development cost charges related to construction of the house. Elle Brovold, the city’s property manager, said
Hospice is looking for additional financial aid because the estimate to service the property was greater than expected due to technical challenges on the property, which is in close proximity to a city reservoir. Brovold said it’s estimated that it will cost $65,000 to service the property because of existing soil conditions, the

fact services will have to be realigned to be on an angle, and because of the presence of significant infrastructure in the roadway. D’Arcy Frankland, a volunteer with the Hospice House build team, told council at its Dec. 14 meeting that city staff cautioned the Hospice team that developing the property, which was donated by the city to Hospice,
could be costly. “I was warned that it would be very, very difficult to service and quite challenging because it’s adjacent to the water reservoir,” Frankland said. “That’s the reason it’s so costly – because it’s very complicated. Frankland said now that a servicing plan and a major development permit – which council also
approved – is in place, Hospice hopes to break ground on its new home as soon as possible. “We’re very excited to finally get started and get through the final steps,” Frankland said. “We will be proceeding with phase one of the building and that consists of administrative offices, counselling offices and a pain management clinic. The applica-
tion for the major development permit includes a second phase but we won’t be proceeding with that part at this time.” Hospice intends to build a single story building on the empty lot next to the new hospital that includes a kitchen, a library, counselling offices, a multipurpose room, a clinic and an outdoor courtyard.

I passed by the Campbell River Food Bank on a recent Wednesday and my attention was drawn by the long lineup of the people in need of assistance. The Food Bank is not a conventional business in Campbellton but it carries a very important role in the services it provides to the Campbell River area. So I contacted manager Debbie Willis to discuss how they were doing and she recounted that donations are still down this year as compared to last year. The Food Bank provides for 2,200 monthly visitors, about the same as last year, and 45 volunteers from the community help to keep the operation going.

The Society bought the building it works out of as it was cheaper to do so than to pay rent. Considering that there are only two employees who get paid for 20 hours of work per week (and they both work a lot more than that!) it is an organisation running on a lean budget. So at Christmastime let's remember to bless the Food Bank and the unfortunate people who need their services by coming down to Campbellton this
