Bridge will be replaced Report suggests 2019 replacement, list of repairs

Tyler OLSEN Abbotsford News
The Dewdney Bridge, which was closed for several days after it began to sag earlier this year, will be replaced in 2019, according to officials with the Ministry of Transportation. In September, a steel cap that supported the bridge was damaged, causing the bridge deck to sag and leading highway officials to close the road and route traffic to Highway 1 on the other side of the Fraser River. Officials still don’t know what caused the cap, which is one of several on the bridge, to collapse, leading the deck to sink and come to rest directly on a support beam. The bridge was eventually repaired and the deck now sits on a new support. Inspection reports obtained through a Freedom of Information request filed by the New Democratic Party in November and later posted online show that both the cap that collapsed and many others had “medium to heavy corrosion. That corrosion had been detected at least as far back as 2010, a year after the bridge underwent a major rehab proj-

In each of the reports, which were filed between May 14, 2010 and April 28, 2015, the author writes, in all-capital letters: “BLAST AND PAINT ALL STEEL CAPS BEFORE LOSS OF SECTION IS TOO EXTREME. Maintenance work notes on the first report recommended a range of repairs and upgrades,
including replacing corroded steel caps as needed, trimming trees, replacing rotten piles and replacing broken and rotten rails. Over the following five years, the need for the same work was noted in each report. A seal in a specific deck joint first recommended for work in 2010 was still being suggested in 2015. Single-vehicle crash Could bridge sag have been prevented? Mission Search and Rescue was called out Thursday night to assist the North Fraser Fire Department when a vehicle went off the road on Norrish Creek Forest Service Road. Team members brought the male driver up approximately 30 metres from the wreckage on a stretcher
and delivered him to an awaiting ambulance. The stretcher was carried out of the steep, rocky ravine using a caterpillar technique and a rope belay. MSAR has been called to this part of the road (the five-kilometre mark) on numerous occasions.

in each report that flares be installed. Chief bridge engineer Kevin Baskin said that the corrosion is rust, caused by the decades-old bridge’s design, which sees water trickle between concrete girders in the
bridge deck onto the steel caps below. Corrosion is to be expected, Baskin told The Record, especially for structures in the rainy Lower Mainland. “Bridges are in a very harsh environment and things like corrosion do happen. And while taken to
its final state, corrosion can cause “concerns regarding the state of the bridge, Baskin said the report suggests the inspector didn’t believe it to be a safety concern. That is, in part, because of the importance of those rusting caps and the multiple

redundancies on the bridge that keep it upright even if one piece fails. Baskin and Norm Parkes, the executive director for Highway Operations, said engineers in the department will try to learn from the situation. Parkes also said the ministry had increased funding to repair crossings similar to the Dewdney Bridge by 50 per cent. NDP MLA George Heyman said the report shows the ministry had identified problems with the bridge in years prior to its closure, but had done nothing. “There were issues raised and yet nothing was done before the bridge would actually sag, he said. Heyman, however, couldn’t point to any specifics in the report as evidence of the ministry’s inaction.

OPINION
Published & printed by Black Press Ltd. at 33047 First Avenue, Mission V2V 1G2
QUESTION OF THE WEEK
Cheers for volunteers Volunteers are the backbone of any community. People who work tirelessly, not for a paycheque, but because they want to help and they care about others and the community itself. The holiday season is a time when these volunteers shine brighter than ever. Walk into any store and you’ll find someone standing in front of a pot, ringing a bell, looking for donations. Visit St. Joseph’s Food Bank and you’ll find numerous people stocking shelves and lending a hand. The same can be said for the Mission Christmas Bureau, Food Centre and countless other organizations that just want to help. (And if you do stop by these establishments, don’t forget to leave a donation).
Did you spend more on Christmas presents this year than last?
By donating, you become part of the volunteer process. You may not be volunteering your time, but you are offering something for free to help others. The challenge every year for these kinds of organizations is the need for volunteers and donations doesn’t end at the stroke of midnight on New Year’s Eve. The holiday season may be officially over, but the need of others goes on and on. People go hungry in the summer as well as the winter. The food bank and food centre are open all year long, seeking donations when the talk of charity has simmered down. There are dedicated volunteers who also work year round, but more are always needed. Will you give when the season of giving is over?

Christmas Gift
This is fair? We, the very few West Coast Express riders who transfer to the bus system in the Fraser Valley, are not asking for any more than we had previously, which is the opportunity to transfer from WCE to the bus system without additional expense. The number of us who are being punished is few, so few that it does not make any sense to force additional costs onto riders who already pay ridiculous prices to travel for work. We don’t understand how you can take away what was already given. As reference to this – we think of it as a smaller portion than that of the people we see each day ride the Fraser Valley transit for free, stating they have no money but are allowed to ride for free. How is that any different? You don’t refuse them ridership at a cost of zero. This is gouging the already spent-out workers who are taxpayers and asking them for more money. Our numbers are small. It does not alter this fixed budget one way or the other. Please explain how this is fair to any of us. We are already charged the highest fare. TransLink even created a zone five to justify it. Who in their budgets can afford this ridiculous price to travel to work and back, then pay more to get home? Who? It’s $335.75 per month and now you request an additional $44 to $52 per month. Go Green Commuters should not be punished for taking their cars off the roads and lowering their carbon footprint. We are restricted by limited resources to go work and no job options in town. These families are barely managing financially. We are requesting some kind of voice and action to remove this unfair, unjust, money grab with no justification. Mary Allen Mission

The RCMP’s Fraser Valley Traffic Services is investigating a fatal collision which claimed the life of a 71-year-old Hope man when his logging truck crashed on Lougheed Highway in Deroche. On Dec. 21 at 12:30 p.m. Fraser Valley Traffic Services attended the scene of a loaded logging truck that flipped over on Lougheed Highway, westbound just after the Nicomen Slough Bridge. The truck left the westbound lanes, flipped on its side and came to rest in the eastbound lanes. “Given the magnitude of this crash and the loss of the load, we are fortunate no other vehicles were involved,” said Cpl. Ronda McEwen of BC RCMP Traffic Services. Lougheed Highway was closed in both directions late into the evening as the incident was investigated and the truck and logs were safely removed from the roadway.

The University of the Fraser Valley also spurs demand for rental units, the re-

Rental vacancy rates in Abbotsford-Mission plunged to their lowest levels on record in 2015, according to a report by the Canada Mortgage Housing Corporation. The area’s vacancy rate dipped from 3.1 per cent in 2014 to below one per cent last year. At 0.8 per cent, the combined Abbotsford-Mission Census Metropolitan Area had the third-lowest vacancy rate in the entire country, only slightly higher than in Victoria and Kelowna. Abbotsford itself had a vacancy rate of 0.6 per cent, while Mission’s rate was 3.2 per cent. Those low rates pushed rents 2.9 per cent higher in 2015, substantially higher than the 0.9 per cent increase between 2013 and 2014. The recorded average increase is also higher than the allowable rent increase under the Residential Tenancy Act, which restricted landlords from raising rates more than 2.5 per cent in 2015. In Abbotsford, the average rent for all types of purpose-built rental units was $787 per month. Bachelor units commanded an average of $589/month, while one- and two-bedroom units rented for $712 and $864 per month, respectively. The number of apartment rental units increased by a little more than 200 units between 2014 and 2015, with the vast majority of that increase coming in Abbotsford. “Despite this increase in new units, the vacancy rate declined, indicating demand for rental accommodation outpaced supply,” the report said. “The Abbotsford area, like much of the suburban area of Vancouver, is also becoming more desirable for its lower housing costs and
strategic location. While most residents of Abbotsford City stay in the region to work,

such certified employer in the area, along with Vancity, Mount Lehman Credit Union and Mission Community Skills Centre Society. These employers advocate paying a “living wage,” the amount a family of four, with two parents working full time, needs to earn to meet their expenses. The living wage in the Fraser Valley is $17.27 an hour. The certification recognizes the PCRS’ resource centre, the Chilliwack Health and Housing Centre, which provides services such as Chilliwack Addiction and Prevention Services, the HIV/HCV Prevention Program, and Learning 2 Lead, a leadership and resiliency program for youth. Employers are certified by the Living Wage for Families Campaign when they pay all direct and third party contracted staff a living wage. Local businesses interested in learning more about living wage and the certification process can contact Alison Homer at 604751-4222 or alison@vibrantabbotsford.ca.

Christmas is coming and with it the promise of familiar traditions and desire for meaningful experiences has people making plans. Each year this season means sentiment is stirred around the tradition and spirit of Christmas and what it stands for. For the last five years, Mission’s Hope Central in partnership with All Saints Church has provided a community meal where people are invited to come and be together around a family-style Christmas dinner. Beyond serving the homeless, this event promotes coming and being part of a time where the focus is on how each of us are the same, despite our diversity. On Dec. 25, a crowd will gather around appetizers and eat their way through turkey straight to dessert.
Gifts will be available to those who may not otherwise have them. With musicians providing the soundtrack to the celebration, volunteers and participants alike look forward to a few hours of self-spending. Do you have something to give? People willing to set up and serve the main course are gathering from noon to 3 p.m. at All Saints Church. (The meal begins at 2 p.m.) If you find yourself alone, lonely or scrambling to remember the heart of the Christmas season, consider joining them in serving this holiday or helping to sponsor the event. Donations of food, outerwear, gift cards or cash can be dropped at Throwback Fitness (the new gym in the old legion building). Helpers are invited to email hopecentralmission@gmail.com to RSVP.

When only two teams were left standing at the end of the Mission district mixed Grade 5 and 6 basketball championships only one thing was certain – the Eagles would be flying away with the championship. The Edwin S. Richards Elementary Eagles met the Christine Morrison Eagles in the final at Albert McMahon Elementary on Dec. 3, and it was the ESR Eagles that triumphed 20-16. Noah Falk was the key scorer and floor general in the win, taking the ball to the rack, and also dishing to teammates who made outside shots to secure the win. It’s the first time that ESR has ever won the title, and the school had a total of 33 players on three teams at the tournament. Two of the school’s three teams made it into the final four, with McMahon having another team that reached the final four. Each team is made up of boys and girls, and it’s the last chance for the players to play with the opposite sex, as boys and girls are separated for competitive play starting in Grade 7.

More than 1,000 bags of clothes and blankets were SUBMITTED PHOTO collected last month.
Blanket drive a big success More than 1,000 bags of warm clothing and blankets were collected from Nov. 16 to Nov. 23 as part of the 21st annual Realtors Care Blanket Drive. The donations will help an estimated 5,000 working poor and homeless in Mission, Abbotsford, Langley, Surrey, North Delta and White Rock. The donations were collected at 35 real estate offices across the Fraser Valley, sorted by 47 volunteers and delivered directly to 22 local charities. One of the hallmarks of the Blanket Drive is that all donations remain in the communities in which they were collected. Many
recipient charities rely on donations from the Blanket Drive to help them through the winter. In Mission, realtors collected 45 bags of warm clothing and blankets, which will help approximately 275 individuals. Donations were distributed to Lydia Home, Hope Central Ministry, Mission Community Services, Mission Friendship Centre and Mission Youth House. While the volume of donations collected this year in the Fraser Valley was less than previous years, realtor volunteers noticed that the quality of the donations was much better.
Funding for seniors given The District of Mission is among the 28 B.C. communities that have been awarded 2016 Agefriendly Community Planning and Project grants, to support strategies to help seniors stay mobile, physically active, socially connected and healthy. With the $18,500 grant, Mission will develop an Active for Life Strategy to support the health and well-being of the aging population. The project will complement Mission’s Sport for Life Strategy with the goal of helping seniors age actively, safely, enjoy good health and stay connected to the community. “Communities must address the needs of all members,” Abbotsford-Mission MLA Simon Gibson said. “Ensuring our aging population has the supports they need to live an active, healthy life is a noteworthy project.” This grant program is a partnership between the Government of British Columbia and the Union of British Columbia Municipalities (UBCM). Each successful local government receives up to $20,000 to help undertake a variety of activities that address the needs of older residents – from setting public policy to delivering information and services.

Hospice founder passes Service for Lilian Dudfield set for Dec. 28 at Clarke Theatre Kevin Mills Mission Record
Lilian Dudfield, the founding member of the Mission Hospice Society, passed away suddenly on Saturday, Dec. 19 at the Mission Hospital. In a press release issued by the society, it stated, “Lilian, who celebrated her 95th birthday in November, lived a life that positively touched the lives of so many people. Lilian will be truly missed, but her life’s many achievements will always be a reminder to us of this extraordinary and passionate lady.” Angel Elias, executive director of the Mission Hospice Society, said the loss was “very unexpected” and will be felt by family, friends and the community. “On behalf of the Hospice Society, we are completely devastated,” said Elias. “She touched everybody’s heart. It’s a big loss.” She said the news of Dudfield’s passing has impacted everyone, from volunteers to patients. “There are no words to describe the loss that is being felt at the hospice society. Shock is the first thing that comes to mind. Lilian Dudfield created and is the founder of the Mission Hospice Society. She is the heart and soul of the society, along with all the volunteers. So it’s going to leave a huge, empty hole within the society itself.” Dudfield was recently honoured by the society at its 30th anniversary celebration. “In hindsight it makes us very happy that we had the opportunity to recognize her and all that she did,” said Elias. Lilian’s memorial service has been scheduled for Monday, Dec. 28 at 1 p.m. at the Clarke Theatre. In lieu of flowers, please send donations to Mission Hospice Society, 32180 Hillcrest Ave., Mission.
Hospice Society in 1985. A lifelong member of the society, Dudfield began the society primarily because she wasn’t very happy with the idea of death. She first started contemplating the idea while working as an administrator for a care home in Prince George. She didn’t like the procedure used to deal with terminally ill patients. In an interview with The Record in August 2015, she explained how it began. “They would put them (terminally ill patients) in a room by themselves when they were dying. And I got to know these people and I didn’t feel they should be on their own,” she said. Dudfield used to sneak into their rooms, hold their hands and talk to them. “Even if they are unconscious I still

think they can hear you and I don’t think anybody should die alone.” After moving to Mission and viewing a six-week long television special on the Knowledge Network about hospice and palliative care, Dudfield attended an information meeting in Abbotsford. Inspired after the meeting, Dudfield and Abbotsford’s Jeanette Poulin agreed that a hospice program was needed in the Fraser Valley. They decided to hold their own meeting to see if others were interested in forming a group. To their surprise, more than 100 people showed up. Dudfield took the names of all the people from Mission, and the Hospice Society was born. “We found that it was so needed.” Dudfield’s husband had passed away in 1979 and there were no grief recovery programs for her at that time. Now the society could help others. “Not that we were counsellors but we listened.” She said at that time, “You couldn’t talk to people about dying. It just wasn’t done.” But it’s a different story today. Programs are available to assist not only the patient, but the family as well. One of the many aspects that Dudfield feels is important is to talk to the patients just after they have been diagnosed. “That’s when they really need to have somebody to talk to. You can’t talk to family members because they are all upset. And although I’m not upset, I’m compassionate towards them and I listen to them and hear what they’re feeling.” Dudfield always visited with patients, even in her 90s. She said the Hospice Society was a dream that she always knew would be successful and would grow. But she still wanted more. “I’d like to see it grow further. There are only 10 beds in this community. We need more.”
Dudfield always involved in the community

While Lilian Dudfield may be best known locally as one of the founders of the Mission Hospice Society, she has had many other honours and accomplishments. In 1966 she earned the award for Outstanding Service from the MOAA (Medical Office Assistants Association) and in 1989 she was the Exemplary Citizen of the Year. In 2012 Dudfield was given the Queen’s Diamond Jubilee Award. She also volunteered on many other committees and organizations, including becoming a member of the Mission Community Health
Council Steering Committee, a hospital trustee at the Mission Hospital Board, the Mission Hospital Auxiliary and the Medical Office Assistant’s Association of B.C.’s Fraser Valley chapter, to name a few. While her passing is a great loss to the community, her family will miss her the most. Lilian leaves behind six children and their spouses – Patricia and Michael Peters; Linda and Dennis Curle; Laura and Earl Steele; Lisa and Eric Hoogenraad; Lorrain and Jim Scarrow; and Graham Dudfield. She also had many grandchildren and great grandchildren.

EX-L Navi only. Not a big fan of many passive safety systems as my theory is they encourage lazy driving habits and inattention. The interior features belie the HR-V’s frugal price tag. Soft-touch materials abound and the stitch lines, brushed chrome and piano black highlights are more typical of the Acura marque. Instrumentation is clear and controls logically placed. On the road, you can expect more than adequate performance, which may sound like I’m damning it with faint praise but I’m not. Honda describes it as having a “sporty performance” but to me that’s a buzz phrase all manufacturers trot out. However, if you want a ‘sporty looking’ machine that gets up to speed in a respectable time, accelerates easily when passing, without inducing whiplash, then this should be on your test drive list. It’s grippy on the road, handles well in the corners without lurch, and overall is pleasant to drive in the city and on a road trip. You will get decent fuel economy from the 1.8-litre 4-cylinder 16-valve SOHC i-VTEC engine, which pumps out 141 horses. The engine can be paired with a continuously variable transmission (CVT) or a short-shifting 6-speed manual transmission, on LX and EX models with 2WD. Drive efficiently and you could achieve 6.7L/100 km on the highway (8.3 city) in the 2WD CVT version. The manual stick economy is rated 9.3/7.0 L/100km (city/hwy). A repeated word about CVT: contrary to many of my colleagues I like today’s CVT. Much smoother than earlier iterations.

It is with heavy hearts we announce the death of a cherished, Husband, Father, Grandfather, Uncle, Brother, and the Son of Eleanor and John Scott of Brandon, Manitoba. “Jack” was pre-deceased by Alice, his much beloved wife of 64 years in July. John passed away peacefully in his sleep, after a long fight with cancer. John will be deeply missed by his children Sandra Scott, Greg Scott (Kathryn), Debbie Tait (Ron); his Grandchildren Chelsey Higgins (Luke), Brad Tait (Rachel), Amanda Tait, Justin Scott, and Emma Scott. John had over 30 Nieces and Nephews, and Grand Nieces and Nephews who will miss him greatly as well. His Sister-in-law Anna Ballantyne Brothers-in law Ted Johannesson, and Ole Johannesson (Janet), and his last surviving cousin Bertha Eastly will continue his generation’s legacy of stories. John, a member of the Greatest Generation, experienced the depression, fought in the Navy during W.W. II in the Battle of the North Atlantic, the Mediterranean, and during D-Day. He then went to university, earned a B.A. and joined Lord Strathcona’s Royal Horse Regiment in the 1950’s. He married our mother, Alice in 1951 and he served in Germany after the war. There they started their family. John continued in the army, where he attained the rank of Major, then worked in Corrections. He then enjoyed 33 years of retirement sharing many activities with others; curling, golfing, and as a member of the stamp club. John also loved playing bridge and travelling the world with Alice. His hands were always busy in his garden, doing carpentry, feeding the birds in winter, and caring for others. He especially enjoyed getting together with family and friends and sharing many stories, adventures, and much humour and wisdom. We wish to thank John’s Doctors, Nurses, Care Aides and the support Staff of Abbotsford Regional Hospital and Cancer Centre and Menno Terrace East for all the care and compassion they gave John over the last two years. He expressed his appreciation for their caring attitudes to his family often. As well, we wish to thank Henderson’s Funeral home who prepared John for his last journey with compassion and dignity. Both John and Alice were bright lights and will be remembered and sorely missed in all our lives. John has joined Alice, and they will no doubt continue their travels together in peace. We will be thinking of Dad today on his birthday.
