HAZELTON - Motorists or hitchhikers travelling the northern highways could register to have their safe passage monitored by “eyes in the sky” if a Gitxsan-run satellite service can get government support to expand its coverage. BC SafetyLink is a new Gitxsan Development Corporation business which provides live safety monitoring from its Hazelton office. Companies pay the service to monitor their workers, who can use their smartphones or GPS devices to check in at regular intervals. If a worker fails to check in,
the BC SafetyLink call centre follows a protocol of contacting delegated supervisors who can decide how to proceed. The GDC wants to open up the service to the public so they can check in while travelling on Highway 16, which is also known as the Highway of Tears because of the high number of women who have disappeared or been murdered along it. GDC president Rick Connors said the BC SafetyLink system does not need cellphone reception, making it easier for people to call for help in dead zones along the highway. He said people who were driving alone or hitchhiking could register with the call centre to follow up with a family mem-

ber or with emergency services if they did not check in before a certain time. “We could have an app that we could give to anybody with a cellphone,” he said. “A one button push means you are in trouble and we’ve got you, we track you, we pinpoint you. “If there is an incident we know who it was and we send the police out, RCMP, whoever it is in the area. “We’ve got all the assets, the eyes in the sky.” Safety monitor centre coordinator Lynzee West is one of two employees currently working for the company. Connors said the GDC, which conducts business on behalf of Gitxsan hereditary chiefs, needs government support to make the service available for the public. He said the company was preparing a plan that it hopes the government will endorse and then financially support so that the service can expand through the area.

TERRACE - Customers of Terrace Totem Ford in Terrace and customers joined together to collect food donations for the Terrace Churches Food Bank. The ‘Be Hunger Heroes’ campaign took place in October with the donation being presented to the Terrace Churches Food Bank in November. Terrace Churches Food Bank president John Wiebenga can be seen here (he’s the one holding a tin of food) accepting the donations. Altogether more than 700 pounds of food was collected and donated. The food bank held an extra distribution day this week thanks to donations made by businesses, groups and individuals. The ‘Be Hunger Heroes’ campaign is part of Ford of Canada’s support of the We Scare Hunger campaign of Free the Children, an international charity and youth empowerment movement founded in 1995 by human rights advocates Craig Kielburger and Marc Kielburger.
KITIMAT - A road check conducted by Kitimat RCMP recently caught hardly a handful of impaired drivers out of 250 vehicles stopped. That statistic is encouraging to the detachment who says drinking and driving is on the decline in the community. “It’s very encouraging seeing the public perception changing. Impaired driving in Kitimat is no longer accepted as normal. This is a big change from 20 years ago when a road check like the one conducted could have caught a dozen drunk drivers,” said Cpl. Chris Manseau through a detachment news release. The release continues, “The Kitimat RCMP members have noticed that the residents of Kitimat have taken road safety in our town very seriously with an encouraging amount of persons driving with designated drivers, taking taxis or supplied shuttles from recent large gatherings.”

Rupert school district outlines bid to replace letter grades By Kevin Campbell THE NORTHERN CONNECTOR
PRINCE RUPERT - Prince Rupert area (SD52) officials presented the board of education with a new report card format for Grades 4 and 5 students in line with a provincial movement to move away from elementary school-level letter grades. The new method was developed collaboratively with teachers across elementary schools and the design implements a system identifying students’ strengths and areas needing further improvement. “It’s been a conversation probably since I started teaching about how to adequately communicate student learning to parents, and what we know for certain is that a letter grade communicates
lots of things, but not necessarily anything about learning,” said SD52 superintendent Sandra Jones. “[Letter grades] are not great communicators of what the child has learned, what they’re capable of doing and what the child needs to work on next. So it’s about communicating learning in a more robust fashion to parents. It’s more information, not less,” she added. The new report cards were sent out in select classes as a pilot project, but not all. However, for the second report card of the year out of three, district officials are “very much inclined to think it will be all Grades 4 and 5 teachers [participating],” Jones said. The move is part of a larger effort by the province to move towards the new style of report
cards, which provides more specific commentary about the progression of the child’s learning as opposed to the letter grade and minimal accompanying comments. Rare districts in B.C. have implemented the system from grades K – 12, while more commonly, B.C. districts have implemented the report format from K – 9, Jones said. “In [Grades] K, 1, 2 and 3, you never get letter grades and apparently people know what’s going on there, so by Grade 4 it’s not a big change for parents ... If a parent wanted to know the letter grade, teachers will be able to provide that [with the new format],” the superintendent said. The new report card is being distributed and teachers will look for feedback from parents as part of the planned shift.

Postage increase plan halted OTTAWA - Canada Post is holding off on planned postage increases pending a review of its operations. The order for the review was contained in instructions given by the new federal Liberal government to public services and procurement minister Judy Foote, who is responsible for Canada Post. “As a result, the current rates
for domestic letter mail, U.S. and international letter-post items (letters, cards and postcards destined for the United States and other international destinations) and domestic registered mail will remain in effect for 2016,” a statement last week from Canada Post indicated. It means the price for a single stamp will remain at $1. The federal crown corpora-
tion has traditionally brought in rate increases the beginning of each calendar year. Rates, however, for other mail such as parcels will rise early in the new year. Canada Post has also deferred plans to increase the number of group mailboxes by reducing the number of letter carrier routes. That plan had been heavily criticized.

Premier bans political interference in records By Tom Fletcher

VICTORIA - There will be no more political staff deleting email records in ministry offices, Premier Christy Clark promised Wednesday. Clark said she accepts all of the recommendations made by Information and Privacy Commissioner Elizabeth Denham and a follow-up study by a former commissioner to preserve email records that could be requested under freedom of infor-
mation law. “The practice of ‘triple deleting’ will be prohibited, ministers and political staff will continue to retain sent emails and a new policy and specific training will be developed,” Clark said. “As soon as practicable, public servants will be made responsible for the searching of records responsive to information requests on behalf of ministers and political staff.” Denham reported in October on investigations into three
complaints, and determined in at least one case that emails had been intentionally deleted in an effort to avoid public release. She also condemned the practice of political staff such as Clark’s deputy chief of staff to delete all of their sent emails at the end of each day. A political staffer in Transportation Minister Todd Stone’s office resigned when Denham’s report came out. She said he denied under oath deleting another staffer’s emails related to meetings with remote commu-
nities on safe transit options for Highway 16 between Prince George and Prince Rupert. NDP leader John Horgan said giving non-partisan public servants responsibility for records searches is an important step, but the government needs to legislate a “duty to document” policy decisions of government. Clark told reporters Wednesday that step will be taken once legislation is prepared to build on existing requirements.

PRINCE RUPERT - At the Dec. 11 Skeena-Queen Charlotte Regional District statutory board meeting, Barry Pages was re-elected to return as Chair for 2016 by acclamation. He was nominated by board member Des Nobels, who didn’t accept a nomination for himself to serve the position. Nobels was then elected vice chair for 2016 by acclamation. “Thanks for the confidence,” said Pages in his address. Nobels added “It’s been a pleasure serving the board in this position. I look forward to serving as best as I am able in the future” in his own address.
Sylvester arrived in November 2015 from Phole Ave. Sylvester is a sweet playful cat who likes attention and affection, and his beautiful medium length coat shines up great with a brushing. Sylvester is happy to be a lone cat. He does not mind being picked up and loves to be up high on a perch usually in front of a window. TERRACE - A population count commissioned by the City of Terrace shows almost 1,000 more people live here than estimated by the provincial government. The study by Hannes Edinger of Big River Analytics surveyed 295 residences and his final estimate based on the count was 11,948 people living in Terrace. This is in contrast to the provincial BC Stats agency figure of 11,265 generated for 2014. Big River also gave an estimate of the transient population which, when included, put the number of residents at 12,494. That transient or shadow population is further divided into two categories – “soft” for those living here who have a residence elsewhere but have not worked for 30 days in the last year and “hard” for those who have worked here more than 30 days in the last year but who have a residence elsewhere. There are 244 of the soft and 302 of the hard shadow members estimated to be living in Terrace. The higher numbers confirm the casual estimates of city staff and also residents who have noticed more activity in town. “They are just using a formula to state the population for the Terrace area,” said mayor Carol Leclerc of the BC Stats population count, after the Dec. 15 committee of the whole meeting where Edinger described the method. “It wasn’t surprising, it was more frustrating,” Leclerc said. “Because, you know, people can’t find places to rent and we saw lineups at the four-way stop backed up onto the bridges.” “We’ve got evidence that it’s not correct,” Leclerc continued of the BC Stats estimate. “So we want to share that information with the government, especially when they keep saying we are not a growing area.” The city hopes this will translate into more provincial support.

Marlins compete in largest swimming meet By Submitted

KITIMAT- The Kitimat Marlins swim club had six swimmers attend the largest invitational swim meet in B.C. over the December 5-6weekend. Over 700 swimmers from across BC and Alberta were in attendance making for some extremely stiff competition. All events except the distance events (800 and 1500 freestyle) had A finals for the top 8 qualifiers and B finals for the 9-16th place qualifiers which made for some fast racing for the Marlins that were able to make finals. Competition in the 15 and over category was especially tough as there were many swimmers from university of Victoria and Simon Fraser University in attendance. Zachary Dumas had a great swim meet with 5 northwest BC regional records (short course,
25 meter pool) in the 15 and over boys division. In the 200 fly Dumas lowered his own regional record by 2 seconds with a 6th place finish in the event. Dumas also placed 6th in the 400 Individual Medley with a time of 4:42 shaving 2 seconds off the old regional record held by Mark Grossman from the Prince Rupert swim club in 2004. In the 400 freestyle the old record was held by Kyle Nartz of the Terrace Bluebacks from 2000 with a time of 4:12. Dumas shaved off 3 seconds with a time of 4:09 winning the b final. In the 1500 meter freestyle Dumas finished 7th overall with a time of 16:34 shaving off 8 seconds from former teammate Kyler Corderio from Kitimat in 2012. Dumas also did a time trial in the 800 freestyle which he broke the regional record from Brian Dohler of Smithers from 2012. Zacharies time of 8:47
shaved 4 seconds off the old record and would have been fast enough to place 3rd in the event. Dumas also placed 12th in the 200 IM, 14th in
the 200 breaststroke and 16th in the 50 butterfly. Dumas also swam to personal best times in all of his races. Jayden Johnston
(11) in his first major competition competed in the 11-12 boys division. He exploded onto the scene with a third place finish in the 200
meter butterfly. It was his first time ever competing in the event. In the final he was 8th place after the 100 meters but made his move on the second 100 meters to finish 3rd. Johnston also made b finals in many other races placing 9th in 400 IM, 12th in the 100 fly and 200 back, and 14th in the 50 breast. Jayden also became the third Marlin this season to fully qualify for the AAA provincial championships by reaching the time standard in 6 events during the meet ( he needed to achieve the standard in 3 events to fully qualify.). Johnston swam to personal best times in all his races. Kleanza Cathers (16) had her best placing in the 50 meter freestyle reaching the A final for 15 and over girls and placing 7th. She also made the B final in many events placing 9th in the 1500 free, 10th in the 100 backstroke, 12th
in the 200 back, 13th in the 200 fly, 15th in the 400 IM. Laurence Boucher (15) broke some barriers in woman’s swimming that many girls never reach. She went under 30 seconds for the first time in 50 free, under 5 minutes for the first time in 400 free, and under 10 minutes for the first time in 800 free. Her best placing came in the 800 meter freestyle a 25th place finish. Boucher swam to personal best times in all of her races. Leah Desousa (13) had her best results for the 13-14 girls in the 200 fly and 400 IM finishing 19th for both. Her 200 butterfly was the first time she broke 3 minutes for the event finishing in 2:57. Ethan Velho had his best result in the 1500 meter freestyle placing 20th overall in the 15 and over boys. His time of 18:46 was the first time that he went under the 19:00 mark.

TERRACE - THE Snow Valley Nordic Ski Club opened its Onion Lake trails last week at the same time as it welcomed a new $291,188 Prinoth groomer. Called Snow-Kiti after the District of Kitimat, which donated $85,000 toward the purchase, the new groomer is expected to last 20-30 years and replaces an older PistenBully 2000 which has now been auctioned off. Club president Dan McElheron said there was some last minute fundraising to cap off a four-year effort to raise money for the new groomer, but the club “made it with a week to go.” While the trails opened with nine inches of snow, the groomer won’t be used until the snow gets to two feet deep. McElheron says
there are “a bunch of excited groomers who can’t wait to get out there and groom.” “That’s the other plus about having this new machine – they might be arm wrestling to see who gets to drive it,” he laughed. Snow-Kiti has a slightly wider plow than the old PistenBully, and McElheron said it had to be modified slightly so it would fit along the 35-kilometres of trail at Onion Lake and in the shop where it will be stored. Besides improving the experience of groomers, the new Snow-Kiti will also lower club costs and it can deal with up to 14 inches of ice and turn it into a groomed track. McElheron said the club is grateful for all the support, particularly significant contributors like the District of Kitimat, Terrace Community Forest, the Regional District of Kitimat-Sti-
kine, and Northern Development Initiative Trust. The club celebrated the arrival of the Snow-Kiti, as well as the season opening and Christmas, all-in-one at a public potluck dinner last Friday. Last year’s bizarre weather, with January’s mild temperatures and snow-melting rain followed by February’s dump of snow, makes it hard to guess how this season will shape up. “There’s just no predicting what kind of year we are going to have,” McElheron said. Preparing to launch into the season, ski coaches took training and the young Jackrabbit class had a ski fitting Dec. 12. The re-invigorated volunteer groomers are also anticipating another new machine by the end of January. While big groomers clear the trails after there’s over two feet

Cat snowmobile that will pull the Ginzu groomer. It has already applied for a grant towards the $17,000 machine and will cover the other costs from the club budget.
McElheron says the machines will benefit the club for the next 20 years, and the cost is worth it. “Better grooming equals better skiing!” he said.
