Port Alberni’s own Pacific Coast University for Workplace Health Science initiated its founding chancellor the Honourable Wayne G. Wouters, PC this week. “Having someone of Wayne’s calibre, who has worked directly for three prime-ministers, to have bought into this idea and become our champion is really invaluable,” said PCU-WHS president Wolfgang Zimmerman. The university debuted its first degree program in the fall of 2014, after receiving degree approval back in 2007. The city of Port Alberni donated 3.5 acres of land at the end of Cherry Creek Road. These days, the National Institute of Disability Management and Research (NIDMAR) curriculum developed at PCU-WHS is used world-wide. “I was so impressed that Wolfgang had not only built this institution but he had

City to revisit secondary suite rules in 2016 KATYA SLEPIAN

The rules for legal secondary suites in Port Alberni may change to allow offsite owners, following a recent city council decision. City council directed planner Scott
Smith to look into changing the zoning bylaw that currently requires homes with secondary suites to have their owner living on-site. The move was sparked by a letter from local real estate investment company
owner Gary SpencerSmith. “I am suggesting that we... change [the rules] to ‘a home with a secondary suite must be managed by the owner who lives locally or by a reputable local property manager
who is registered with the city,” wrote Spencer-Smith in his Nov. 23 letter to council. Spencer-Smith said that he had “access to a large amount of private capital and they are looking to put their money into real
estate”—including here in Port Alberni. He added that currently, secondary suites managed by off-site managers still exists—they’re just currently not legally registered. Spencer-Smith said he currently had $2
million invested in local real estate and that number could increase to $5 million. The city planner was also directed to look at provisions for tiny homes due to inquiries received by Coun. Chris Alemany. Smith said that

messages a day,” said Deakin. “It’s what Google says we are, not what we say we are.” And in the same time frame as the internet has emerged, so has the millennial generation—the branding committee’s prime target. “We’re going fishing where the largest school is and that is the millennials; (they) are the largest

demographic in the country at the present time and for some while.” Deakin was up in front of city council to follow up on an interim branding committee report in the fall. As a result of the interim report, water was chosen as a primary attractant for businesses and residents. Of the 943 responses to a visitor experience
survey carried out this summer, water was considered the community’s main asset. “People said to us, overwhelmingly, to set ourselves apart from other communities based on our water.” That, Deakin said, would include both the saltwater Alberni Inlet and the freshwater rivers, streams and lakes in the Valley. It’s a sentiment that was echoed by Mayor Ruttan at the recent opening of the city’s new UV water treatment plant. “Water defines our city, it is our history and our future,” said Ruttan on Dec. 2. Water, Deakin pointed out, is important to all those who live in the Alberni Valley. “The First Nations view of water gives us another framework
to consider for developing our branding,” he said. The branding committee is in the process of conducting an asset inventory for the Alberni Valley. While Deakin said that the inventory was in progress, some of the assets identified so far are the Alberni Inlet, the MV Frances Barkley, the Polar Bear Swim, the Alberni Downwind Canal Challenge, kite boarding and fishing derbies. “How do we access these opportunities? How do we market them? Who’s our contact locally? How do we use these as a platform to attract business, to attract visitors, to attract residents?” But most importantly, Deakin said, Port Alberni needs a new image. “We realize that underneath it all there’s a need to create a new image of our community.” reporter@albernivalleynews.com twitter.com/alberninews

The city of Port Alberni draft financial plan for 2016–20, unveiled last week, would see a seven per cent increase in residential taxes in 2016. The increase in tax revenue, from $20,955,117 in 2015 to $22,434,410, will pay for a 3.7 per cent increase to general fund expenditures. According to director of finance Cathy Rothwell, “the financial plan for 2016 maintains city service levels at 2015 levels.” Increased costs include an extra $27,000 for street sweeping, an extra $19,000 spent on gravel, $21,321 on Glenwood Centre maintenance, $19,273 on Multiplex programming, a $1,083,550 increase in transfers to the general capital fund

and a $1,100,950 increase to transfers to the sewer revenue fund. Decreased funding is proposed for the city’s industrial heritage collection, business development and training programs. The city is proposing to spend $3.3 million on general capital projects, down from the $6.2 million budgeted in 2015. The Port Alberni Fire Department is asking for $148,000 to spend on a flow testing bench for their breathing apparatuses, a new firehall generator and a control room console and electronics. The city is looking to replace two vehicles in 2016; a 1995 Ford E150 van for $31,000 and the chassis from a 1996 GMC utility dump truck for $60,000. The funds from both will

A fundraiser on Saturday night brought in $6,655 towards the efforts of relocating a refugee family to Port Alberni. Volunteers with the Port Alberni Refugee Sponsorship Committee and the Guru Nanak Sikh Society hosted a dinner of traditional East Indian cuisine. The sold out event was a success financially and was also a chance for the community to learn more about the state of refugees in Canada and immigrants living in Port Alberni. “It went over really well and people enjoyed the meal,” said Leslie Wright, PARSC member. The event began with a First Nations welcome by Tseshaht member Luke George and a speech by Mayor Mike Ruttan. Palo Sall, a member of the Guru Nanak Sikh Society since 1992, spoke of the history of the East Indian community. Sall has been a resident of Port Alberni since 1963 and during her time here, became friends with George McKnight. “He mentioned that Sikh men were spotted around 1894 or 1895 in the Sproat Lake area,” she said. “They were working at Great Central.” Sall’s husband, Sam, had a paternal grandfather living in Ladysmith since 1905 and his maternal grandfather arrived in Port Alberni in 1940. “So we have quite a

was the night before Christmas, and all through the Valley, not a creature was stirring—not even to rally. The lights were all strung across Johnston Road with care, in the hopes tourists would enjoy them while they were there. Politicians were nestled all snug in their beds, while visions of residential tax hikes danced in their heads. And the mayor in his kitchen, pouring a hot chocolate nightcap, was just settling in for a well-deserved nap when out on the lawn at city hall rose a clatter (it wasn’t the metal sculpture falling apart in tatters). Away to the window, he flew like a flash, mentally wishing for a windfall of cash. The moon, how it glowed on new-fallen snow, covering the city’s roads whose age was starting to show. When what to his wondering eyes should appear, but a shiny red fire truck whose glint to the eye brought a tear. Riding atop the ladder was a gent dressed in peach, shouting, ‘when are you going to expand Canal Beach?’ The driver, he grinned, and he winked at Ruttan. ‘Pay no mind,’ he said, ‘I’m a grizzly old man. ‘I’ve paid my time at the mill, I’m now retired. I’ve watched forestry change and admit I’m inspired by the city’s rebranding—you want more? I’m encouraged. Port Alberni for too long has been forced to forage for money, for jobs, for respect, dare I say. It’s time—no, past time—that we have our day. ‘I’m no Santa Claus, don’t have a sleigh full of toys. Can only offer advice: leave behind the old boys. ‘Listen to the millennials, for they know they are right. ‘Now, Merry Christmas to all, and to all a good night.’ — ALBERNI VALLEY NEWS

Fletcher: Your party supports the carbon tax now, but not the revenue neutral approach. Do you support increasing the rate? What I’m comfortable with is that the date that they’ve selected for a ramping up of the carbon tax is 2018, which will be a year after the next provincial election. So if I’m successful and form a government, I’ll have time to look at tax policy broadly to see if we can make improvements in the carbon tax. For me, and I think for most British Columbians, the model that Alberta has adopted of taking revenues and driving them into industries, or activities like transit, that will reduce emissions over time. Senior welcomes gift of food box To the Editor,
I don’t know what to say except ‘Thank you.’ On Sunday I received a phone call from a lady who said she has a parcel for me, and asked if I was going to be home to receive it. I said yes. In a few moments two beautiful young ladies showed up with a large box of food, snacks and gifts. I didn’t know what to say because I wasn’t expecting this. Of course, I said thank you and asked why I got this box. I was told someone

Homeless need some gov’t love To the Editor,
Certain religious folk believe their icon was born in a cattle shed, as there was no room at the inn for a homeless Palestinian couple who came to Bethlehem, possibly to take part in a Roman census. Images of that
nativity scene are symbolically prominent at this time of year, but real homelessness has reached a crisis point two millennia later. A recent nationwide survey asserts that homelessness is caused by poverty, disability, addiction, mental illness or trauma, and on any given night about 30,000 Canadians sleep in charitable overnight accommodation, or in domestic violence shelters, or simply try and survive on the streets. Another 50,000 are temporarily staying with friends or family, simply because there

Surely, all levels of government need to work together, and think about creating permanent housing instead of the tent cities that have become prevalent in many communities. It would need a concerted effort to acquire disused public properties such as schools and hospitals across the country, then refurbish them into hostels for the homeless. Ebenezer Scrooge changed his miserly ways, and cooked his Christmas goose in Charles Dickens’ wonderful tale of redemption. Now it’s time for all
government agencies to say “What’s good for the goose, is good for the gander”, and put as much focus and resources on homelessness as is put in welcoming Syrian refugees. In Montreal for example, a disused hospital has been reopened to facilitate medical check-ups for Syrian refugees arriving in Quebec. Canadians will offer help to the homeless, just as they are doing for the refugees; charity begins at home, after all. It’s time to put some HO! HO! HO! into homelessness. Bernie Smith Parksville

Fletcher: Natural gas price and volume continue to go down, along with commodities generally, and supply of oil and gas keeps going up. What’s your take on the prospects for LNG after the year we’ve had? Horgan: Not good. I’ve always said price will determine whether investors
drop down multi-billions of dollars in a far-away place to provide a product that is not developed here. Brownfield opportunities have moved very quickly in the U.S. Changing LNG import facilities to export facilities is a whole lot easier and cheaper than starting from scratch. Getting to the coast is a

Sandy McRuer wants to retire—for real, this time. McRuer has organized the annual Christmas bird count in the Alberni Valley for nearly 25 years, and announced last year he wanted to retire. No one stepped up to replace him, however, and after some urging from regional birders he has agreed to run the annual count one more time. This year
“The response was incredible. Someone even got a sewing machine; she had asked for a used one and got a new one.” Natasha Cook grinned wider than her daughter, sixmonth-old Johnson, after receiving her gift. She had asked for art supplies and she received several different items as well as a mixer and a gift card. But the best part of her gift was a card with a heartfelt message to her from her secret Santa. “I got a very nice card, and I like it,” said Cook. “The card is so amazing,” said Marla Kjernisted, who works at ACAWS. “It’s from a single mom to a single mom. Natasha will pay that forward one day.” In all, 110 wishes were fulfilled—the wrapped gifts lined the hallway and filled the boardroom at ACAWS. Outreach clients came and went throughout the day, and Santa made sure gifts were handed out. The frivolity began at 10 a.m. and continued until well after 2 p.m.

In mid-November, 36 boys and girls between the ages of six and ten had the chance to learn to play hockey for the first time at no cost to their families. The First Shift, a six-week program partnered with Bauer, Hockey Canada and the Alberni Valley Minor Hockey Association, is aimed at helping kids who have never tried the sport, to receive free gear and coaching. Angela and Mike Cole were involved in both the coordination and coaching aspects and their two girls participated. “Last year (AVMHA) applied for it and this year I was new to town so I took it on as administrator and am happy that it was such a huge success,” Cole said. On the first day, the participants received gear to outfit themselves from head to toe. They rotated to various stations at the

They were able to receive extra tutelage because the coaches could concentrate on each player.” Cole’s husband, Mike, was one of the volunteers and said he was reminded of why he loves to coach kids. “When you are teaching kids who are just starting out, you can see them develop so fast and the rewards are immediate,” he said. “When you go back to the grassroots and teach the basic skills, they pick it up.” The coaches started with the basics and by the last day, many were ready to sign up for more. “Because they are so young, the learning curve is huge,” Angela said. “There were some kids who had never stepped on the ice

to some who were just learning to skate. Some went from not being able to stand to stopping and skating backwards. We will hopefully get 36 new kids joining minor hockey.” Most will have to wait until next season, but Cole said she will fit them in with a pro-rated fee if there is space. “We will for sure get them on the ice,” she said. Cole said her personal goal is to
not only integrate these kids into minor hockey and onto teams, but establish an all-girls team with the teenagers who are playing now. “We have 16 girls in midget and bantam, that is enough to have a team,” she said. “Now they play with the boys with eight on each team.” McCulloch said First Shift could be a boost to player numbers
in the local minor hockey system. “If they all sign up, we could have an increase of 10 per cent,” he said. “It is a great program for our youth. They get to experience the game of hockey and it has opened doors for kids who have never had the chance to play.” Cole has applied to bring the program back to Port Alberni.
The Alberni Valley Bulldogs have traded Josh Adkins to the Cowichan Valley Capitals in the second part of a deal with the Capitals. The Bulldogs last week acquired forward Rhett Willcox from the Caps and announced it was for ‘future considerations’. On Dec. 19 the team announced on its website that Adkins had also been included in the trade. Adkins played with the Bulldogs for two and a half seasons and was the team’s third-leading scorer with 12 goals and 16 assists for 28 points in 34 games. Willcox is a “gritty two-way forward with 130 games of B.C. Hockey League experience” who previously played with Merritt Centennials, the Trail Smoke Eaters and the Capitals, according to the coaching staff.

This past year, since last Christmas has been an extremely tough one for many. Losing a loved one is very hard. My late mother and I were sent the poem “My First Christmas in Heaven” in one of the condolence cards after losing my Dad. We felt comfort when reading it and it was as if he was talking to us. I hope you and your families will also find comfort in these words.

Singer challenges Rotary clubs Pool mural project deadline Jan. 15 Singer songwriter, Lance King has come to the aid of a crowdfunding campaign aimed at helping parents faced with a diagnosis their child will be born with Down syndrome or other severe special needs. As the father of an adult child with Down syndrome, Lance is keenly aware that a special needs diagnosis does not mean life is over, and instead can be the beginning of a Brand New Sunny Day. For every time Lance’s song Brand New Sunny Day is played on the radio, he will contribute $5 toward the Options of the Heart campaign (up to $500). He hopes this song, dedicated to people living with disabilities, will become the anthem for this campaign and others championing the cause of people living with special needs. Christmases past are so different than Christmases present, however the spirit of the holiday lives on—no matter if one is young or old. Some of the residents at Abbeyfield House share their childhood memories of the holiday. Elsie Cherry, the third oldest child of
WINNIE KOAL a family of five girls and three boys, was born in Manitoba. Her father, of Scottish/ Welsh background,
was a barber who owned his own shop and also did construction work, while her mother, Norwegian/Scottish, looked after the children at home. “Our Christmases were old fashioned, meaning traditional,” recalls Cherry. “We used to go to church on a horse and sled on Christmas Eve and to the seasonal concerts the days before Dec. 25. There
ELSIE CHERRY we all took part at the events by singing and acting. I remember we would have our horse all nicely decorated
for the trips to those events.” In preparation for Christmas, she said, she and her siblings sed to decorate their tree by making rings and using popcorn they had previously painted, attaching it with strings to the tree. “Our mother used to cook a goose for dinner, although sometimes we also enjoyed turkey. It was nice and delicious.

– Elsie Cherry “The morning of Christmas Day saw us performing the exciting task of opening the presents, which normally consisted of socks, toques, knitted items and a toy. (We believed in Santa!). “I have good memories of my Christmas time when I was a child!” Winnie Koal has lived all her life in Port Alberni and was the oldest of a family of 14. The celebration of Christmas by her family always took place on the evening of Dec. 24. “On that evening
we waited for our grandparents to come over, and once they arrived, my mother would play the piano and we all sang along to the traditional Christmas carols, followed by my grandpa’s reading verses from the Bible,” says Koal. “As young children, we used to recite verses from a Christmas book. It was nice to have our house full of decorations, streamers, garlands, etc. And on Christmas Day we all opened the presents. (As a preteenager, I was very devastated to find out the truth about Santa). “Then, the special dinner, cooked by our mother, followed. What a treat! The Mysterious Red Envelope
A mysterious letter in a red envelope, lots of green glitter and holiday spirit were all part of the challenge the Alberni Valley News posed to local writers. More than one hundred aspiring authors from kindergarten to adult took up the challenge and in just 300 words told us who wrote the letter and why. The story had to start with: It was the last day of school and every one was looking forward to the holidays. When Anne picked up her backpack to head home, a letter in a red envelope fell to the floor in a shower of green glitter … We are sharing the winning entries with our Alberni Valley readers in these pages. Choosing just a few winners from the wonderfully imaginative (and glittery) entries we received wasn’t easy, but we trust you will find our selections creative and entertaining. Congratulations to our winners. First and second winners received prizes from Coombs Country Candy and Shoppers Drug Mart. A special thank you to the teachers that made the contest a class project. mas Eve. Anne’s brother Mike was wrapping up a present for Anne. Anne said “What are you doing Mike?” Mike said “Go away Anne!” “OK” said Anne in a sad quiet voice. It started to snow so Anne decided to go play at the park. Snow was everywhere. She played on the slide. She felt a little better so she went home. When she got home she ran straight to her room to open the letter she forgot about. She opened it and it said “To Anne, your broth-
er did not mean to hurt your feelings,” Love Santa. Everything was ready for Christmas except the star needed to be put on the tree, so Anne put on the star. Then it was time to go to bed. In the morning Anne and Mike opened up their presents. Anne was happy the gift from Mike was a set of Shopkins, all of her friends like her BFF Marryann have some. Anne’s brother Mike opened up his gift, a red car from Anne. It was the best Christmas ever!

It was the last day of school and every one was looking forward to the holidays. When Anne picked up her backpack to head home, a letter in a red envelope fell to the floor in a shower of green glitter. The bell rang and Anne went outside
and showed her parents. Then Anne opened the red letter. Anne saw a card that said... Thank you for being a wonderful student this year. Hope you have a wonderful summer love Mrs. Davidson. Anne turned the card
around she was chosen to be part of a choir that was going to Leprechaun Town. The music teacher called, “We’re leaving in one minute so make your decision and make sure your parents like the decision you make.”
Anne decided she would go but she realized in one minute she had to be ready so Anne ran to the car and her parents followed. They got home and ran into the house Anne got everything she needed and they rushed to the car, went back to school and Anne just caught the bus.
Anne’s parents were sad after Anne left they couldn’t see her till next month but then they had an idea. Why don’t we go to Leprechaun town in our car? The dad agreed. If we miss Anne so much why don’t we go visit her? But then mom had a thought that she thought she would never have. “But Her parents said wouldn’t she be a bit their goodbyes and embarrassed,” the the bus left they mom said. waved goodbye.

The Christmas Dragon and Anne it was Christmas Eve. The dragons were getting ready presents for people in the city but a big special present for Anne. Anne was so excited she could hardly sleep. In the morning Anne saw an enormous pile of presents under her beautifully decorated Christmas tree. Anne screamed with joy, then when Anne opened the first present it said: from Blaze, to Anne. Then Anne
looked inside and found what she always wanted. It was a real golden necklace with a real emerald on the end of it. Anne was so happy and joyful, so she bought a thick fleece blanket for Blaze. Blaze was so happy, he sent a thank-you card with a picture of his family on it. Anne was having the best Christmas of her life. She loved Blaze. Blaze was the kindest and nicest dragon you will ever meet.
After that Anne sent an invitation to Blaze for her Christmas dinner. The dinner was that night, and Blaze was packing up and was excited and happy. When he arrived Anne had set the table and got the meal ready. Blaze was so happy he could hardly wait for Anne to serve the dinner. They were having roast beef for dinner, and for dessert they were having a gingerbread mansion
covered in chocolate and candy. This was the best Christmas Blaze and Anne had had in their lives. The dinner was served and they enjoyed it so much they had seconds. After that Anne put their dirty dishing in the sink and served dessert, it was wonderful.
After that Blaze packed up and said “Merry Christmas” and waved goodbye. Blaze comes to visit every December. After that he goes to the North Pole and his job is to work for Santa. After Blaze waved goodbye Santa picked him up in his sleigh

It was the last day of school and every one was looking forward to the holidays. She opened it up and found a shiny gold letter that read: meet me in your backyard, to Anne. Anne was worried and excited at the same time. So Anne made up her mind and started walking home. When Anne got home she dropped everything and went outside. She was shocked what she saw. It was a little dragon dressed in a Santa-suit. She named him Blaze. Blaze kept saying he was hungry. So Anne gave him a pork chop and he trotted off to go home. On the way he stopped at all the houses to get food. Blaze lived in a large cave with a narrow entrance, then he started eating. By the time he finished he was massive and then he started having baby dragons in his cave. The dragons were multiplying by the thousands. Meanwhile Anne was thinking about the dragon and how cute it was. But the dragons were super smart and intelligent. By the time the dragons discovered the food bank and

a good girl. This is for your holidays”. WestJet Paris She went home. Anne said, “Mom, I got a card at school and it had a gift certificate for WestJet”. Her mom, Leya, said, “you need to choose between Italy or Paris”.
Anne said, “Paris because I wan to be a French chef ”. Three weeks later, Anne packed her underwear, pyjamas, clothes, toothbrush, flashlight and iPhone and she got on her flight to Paris. Anne was on the plane for 24 hours. She

Holiday Planet for Making Gifts out to have some fun and saw a letter that looked exactly like the one from earlier. Anne picked up the letter. It was from herself, but not her, this letter was from another planet! All of a sudden they disappeared! All of them reappeared on the planet Clausox. All of a sudden an elf/human greeted them, Hello I’m Orion and these are by bros said the strange
creature. What bros? Asked Andrej, Orion pointed up, the four friends looked up and saw a bunch of elfhumens. Logan collapsed Anne caught Logan and slapped him, but was still looking up. Then all four of them looked at Orion. Our four friends saw boots they looked up and fell like dominoes when they saw Santa Claus!!!!! Later they woke
up in Santa’s factory wearing elf outfits. Orion came in and told them they needed help making the last half of the earth’s gifts. Choose a station, Orion said. They chose their stations quickly. Soon became Christmas and everyone was working very quickly … well maybe too quickly, eventually one of the big toys broke a gear on the conveyor belt and
it went too fast. Ace grabbed the gear and threw it towards Andrej who kicked it towards Logan and he threw it back towards Ace. Ace was about to be caught in an avalanche of toys, he caught the gear and threw it towards the off switch and the

While her grandma was sleeping, she emptied her backpack the filled it up with as much clothes and food as she could. Then she left. She ran as fast as she could to make it to the airport. It would take her an hour to get
there. It’s been 20 mins. OH no! She bumped into a bear and three cubs and they were hungry. She ran from them as fast as she could, surprisingly she got away. She could see the airport, she was there. There was her mom’s car. Anne was trying to get their attention but they didn’t see her.
Then they started to drive to get closer to the plane and she was out of breath and she couldn’t run anymore. She had to walk and get her breath back. She finally got her breath back and sprinted. While she was running she tripped and sprained her ankle. She had to limp. She saw the plane taking off but she
