Sentencing in Hixon attack Warning: graphic content. A 17-year-old Kamloops boy who is facing a six-month jail sentence for sodomizing a man with a mop handle three years ago is getting a head start on his jail sentence. The teen, who cannot be identified under provisions of the Youth Criminal Justice Act, was denied bail on Friday following his arrest earlier in the week. Crown prosecutor Susan Mengering said the teen pleaded guilty to aggravated assault in October to charges stemming from an incident in January 2013 in Hixon, 60 kilometres south of Prince George. Mengering said the teen was told by a group of friends that they were going to set up two men – one of whom had allegedly committed a previous sex crime – for beatings at a Hixon hotel. “[He] replied back to them saying he wanted in on it and not to do anything until he got there,” Mengering said. Mengering said the teen, then 14, showed up at the hotel and took part in an attack on one of the men. “[He] sodomized [the victim] with the handle of a mop,” she said, adding that other people also beat the man with a frying pan and kicked him in the head. The teen had been free on release conditions since Jan. 30, 2013, despite breaching his bail twice since then. In addition to aggravated assault, court heard he was initially charged with additional counts of aggravated sexual assault and unlawful confinement – charges that were withdrawn in exchange for a guilty plea. On Dec. 9, Mengering said, social workers showed up at the Valleyview home he had been living in with his grandmother. She said they searched his bedroom and found four bongs, lighters, torches and two knives. He was taken into custody days later. According to Mengering, the teen will likely receive a sentence in the range of six months in custody. “If [he] were to be released, it would bring the administration of justice into disrepute,” she said. “A reasonable person would be shocked.” The teen was ordered to remain behind bars. He is due to be sentenced in a Prince George courtroom on Feb. 24.

Marilyn McGuinness and Helen Nome of the Institute are hoping their decision will encourage other organizations and individuals in Quesnel to do the same. People can give the gift of a donation by sending it directly to the recreation department at Dunrovin, or by giving it to the Spirit of the North Health Care Foundation and asking that it is provided to Dunrovin. The staff at Dunrovin will use the donations to ensure that residents who are in need or without family receive a meaningful gift. Northern Health partners collaborates and listens

The Northern Health Board received presentations that highlighted examples of collaboration between Northern Health, community partners and provincial/regional organizations at the latest board meeting in Prince George on December 7, 2015. The collaborative work between Northern Health and the First Nations Health Authority has enabled a variety of new initiatives to be undertaken. These programs include work to better support Nurse Practitioners so they can focus on patient care, creating mental health and addictions mobile support teams, and improving the cultural safety of the health services experienced by First Nations people. Another shared initiative is the work that the eight Aboriginal Health Improvement Committees have undertaken such as patient mapping to better understand a First Nations persons’ health care experience and to develop unique local projects such as informational and educational videos. “We value our collaboration with local First Nations, and the Northern Partnership Accord between Northern Health, First Nations Health Council, Northern Regional Health Caucus,

and the First Nations Health Authority,” said Dr. Charles Jago, Northern Health Board Chair. “We know that together there is more work needed to improve the health outcomes of First Nations people. I’m encouraged with the collaborative work underway.” In an effort to increase awareness of First Nations, Aboriginal, and Indigenous peoples’ culture, history, and relationship with the health care system, the Provincial Health Services Authority offers the Indigenous Cultural Competency Course. More than a third of Northern Health staff have taken this course, the highest of all the health authorities in B.C. The Northern Health population health team provided an update on the legacies left from the collaborative work done for the 2015 Canada Winter Games in partnership with the organizing committee. The project team focused on health needs for the Games and was led by Northern Health with input from key stakeholders including the Games host society. An example is the work that the City of Prince George is doing in considering a smoke free by-law after partnering with Northern Health to proclaim the 2015 Canada Winter Games Smoke Free. Over the past year the foundations have made significant contributions to Northern Health, including: • Kitimat General Hospital foundation - $10,000 for a new emergency department

clinicians workstation and more. • Spirit of the North Health Care Foundation - $15,000 for surgical equipment and physiotherapy tools in Vanderhoof and more. • Dr. REM Lee Foundation - $300,000 for a new, state of the art high-definition endoscopy suite and more. • Fort St. John Hospital Foundation – CT Scanner Upgrade and more. • North Coast Health Improvement Society $15,000 towards a portable X-ray machine and more. • Fort Nelson Hospital Foundation – renovation of the morgue and viewing area and more. • Bulkley Valley District Hospital & Health Care Foundation – Starting a fundraiser for a maternity modernization project and more. • Dawson Creek and District Hospital – Beamer plus endoscope and more. “Northern Health is grateful for the philanthropic work led by the northern health care foundations,” said Dr Jago, “The funding provided by the foundations enhances health care in northern B.C.” Northern Health is projecting a balanced budget for the end of the 2015/2016. The next Northern Health Board Meeting will be held in Quesnel on February 15 and 16, 2016.

When the New Year begins, we often make some commitments to change. These changes often involve our health. Here are a few good ones to consider: Have a good body weight. If you smoke, stop. (Enough said!) Exercise more. Use the steps. Park further away from a store and walk more. It’s a proven fact that exercise reduces your heart disease risk and helps keep your weight in check. Keep your stress levels down and try to worry less. Mind and body are linked. Keeping both healthy is a great goal to have. Eat more fresh fruits and vegetables, less processed foods, more fish ( red meat only twice weekly) and pay close attention to the quantity of the food you eat. Portion control is a definite road to better health. Finally, keep a positive outlook. Surround yourselves with positive people and replace negative thoughts with only positive ones. One of the best parts of our job is talking to you, our customers. It makes our work as your professional pharmacist very rewarding. Happy ending

O

n his last full day of living in sanctuary, a sleep-deprived José Figueroa posed for a family Christmas postcard portrait with his wife and children in front of the Christmas trees inside the entrance to Walnut Grove Lutheran Church. It was Tuesday morning, the day after the new federal government called off the campaign to have Figueroa deported to El Salvador. The battle began in 2010 because authorities objected to Figueroa’s connection to a group that fought against an oppressive dictatorship in that country. The fact that group went on to become the democratically-elected government of El Salvador didn’t seem to matter to the authorities, only that some in the group, the Farabundo Martí National Liberation Front (FMLN), used violence. Figueroa was not one of them, but his connection enough to make him a terrorist under a law that effectively allowed guilt by association. It was enough to forcibly separate the Langley man from his family after more than a decade living legally in Canada. After years of arguing his case failed to convince the authorities, Figueroa finally was forced to take shelter inside his church. For more than two years, his home was the church boardroom, which became a makeshift bedroom and office. It all ended Monday with a single phone call from a CBSA officer. John McCallum, the new federal minister of Immigration, Refugees and Citizenship had overturned the May 5, 2010 decision that declared Figueroa inadmissible to Canada. There were screams of joy and tears, and no one got much sleep that night. Next morning, as mom Ivania prepared breakfast in the church kitchen, dad José was trying to coax a smile from a very groggy daughter Esmerelda while Ruby was attempting to convince him that allowing her just one Christmas present early would be a great idea (he refused), and son José Ivan was wondering out loud if dad would have to re-take his driving test after two years off the road. It was all, wonderfully, ordinary. –Black Press

Passages of 2015: Bill Bennett The death of former B.C. premier Bill Bennett on Dec. 4 prompted the traditional round of polite tributes. He was the man from Kelowna who remade Vancouver, with SkyTrain, BC Place stadium and Expo 86 to put the city on the world map. He won three majority governments before handing over the steering wheel of a smoothly running Social Credit Party to Bill Vander Zalm. Outside B.C., the wire service obituaries ran to a few paragraphs, defining Bennett first as the “architect of financial restraint in the province.” It seems an ordinary notion today, but when Bennett unleashed his “restraint program” on the B.C. government in 1983, it was presented as a rightwing coup on a socialist utopia. I was in journalism school in Vancouver when unions organized a general strike and mass street demonstrations under the banner of Operation Solidarity, appropriated from the struggle against Poland’s communist dictators. Their goal was to bring the recently re-elected government to its knees. The newly tabloid

Views Vancouver Province, itself largely controlled by some of B.C.’s most militant unions, was a screeching banshee of the big-labour left. “Socred hitmen swoop on rights workers,” its front page declared after 400 layoff notices were issued to provincial staff. This propaganda was the public’s guide and my professional role model. A bit of background: the B.C. economy was in the grip of an international recession, hitting resource industries and government revenues hard. Bennett had ousted the Dave Barrett NDP government in 1975, but the legacy lived on. During its three-year reign, for example, education spending increased 13 per cent in the first year and 23 per cent in each of the next two.

I found out later that Bennett’s modest old sedan was the government-issue car he had used during his entire 10 years as premier. The party bought it for him as a humourous retirement gift, and he continued to drive it to work. No frills. That was Bill Bennett. The blitz of restraint legislation reasserted government’s authority to control the size and wages of provincial staff, reinstated the province’s ability to pay, eliminated various boards, and increased the provincial sales tax to seven per cent to pay the bills. Another Bill Bennett legacy was dismantling the monopoly chokehold of big international unions on public heavy construction. Growing up in northeastern B.C., I had seen the impressive pay for jobs on highway construction, about twice what I earned labouring for a non-union contractor doing city work. A couple of friends discovered the inside track to securing labouring jobs on a provincially-funded highway project. After joining the union, those in the know could visit a business agent and hand over $500 cash. Within days, the lucky winner would be “name requested” to join the crew, vaulting over those who thought paying dues and working their way up the seniority list would be enough. This struggle over public construction continues

West Quesnel Day School focuses on the children and their growing needs ANNIE GALLANT Observer Reporter

A

s the children struggle into their snow pants, jacket, boots, hat and mitts, there’s an air of excitement. Every day (weather permitting) they eagerly race out (sometimes forgetting the orderly rules) for a little outdoor time. West Quesnel Day School co-owner Dixie Carlson said outside time is an important element of their program. “We believe children are happiest and better adjusted the more active they are and what better place than outdoors,” she said. Together with her husband Lars Carlson, Dixie initially purchased the Bouchie Lake Day School in 2006, however, a year later they closed that facility and moved the Day School to Abbott Drive in the former dance school. That facility had many incarnations including a church at one time. “The demand for a child care facility was in that location,” Dixie said. “With plenty of parking, a fully fenced yard and lots of room, this property suits our needs.” They kept the day school name and added West Quesnel. This location serves the infant and toddler demand and the pre-school, 3 – 5 year olds. The next year, 2008, they opened North Quesnel Day School (NQDS) in the dedicated day care building next to Quesnel Junior Secondary School. “This location also has a fully fenced playground and NQDS has the use of QJS grounds and play equipment when not in use by the junior school,” she added. “We also have an excellent supervisor who is very patient and caring. She’s naturally sensitive to children and very intuitive.” NQDS serves the 3-5 aged pre-school as well as an after school program. Dixie added the West Quesnel Day School has a great art program, with one staffer who has a post-secondary education in art and another staffer has a strong natural talent for art. Together with their daily programs, Dixie said they

often take the children on outings. “This is all about teaching and learning, providing different experiences they might not otherwise have,” she said. “We tailor the outings to children’s interests and food is a great draw.” The most recent outing was to Domino’s Pizza with the pre-schoolers. She went on to say they also like to visit other neighbourhood parks. “We visited Baker Creek Park for the fall fish run,” she said. “And along the way we collect such items as river rocks (they’re nice for painting) and pine cones for crafts. And of course outdoors every day – children love to be outside.” On those rare days when they can’t get outside, Dixie said they might have a movie and popcorn activity. Dixie and Lars both have backgrounds in the B.C. income assistance program. “This provided us both with excellent experience in handling the challenges of government bureaucracy,” she said. “We both love helping people successfully navigate the government.” She said everything they do starts with the children. “In this day and age, parenting has never been more challenging and together with other agencies, we offer support.” With numbers slightly lower than last year, there’s still a few spaces in all areas in both locations, especially in the after-school program in North Quesnel. “We are right on the bus roots so children can go from their school to NQDS,” Dixie said. There rates are $40/day for the infant/toddler program, $40/day for the 3 – 5 year olds program and $12.50 or $25/full day for the after-school program. Both locations offer a half-day rate of $15 starting with the 3 – 5 year olds. So if you are looking for quality day-care in Quesnel, give Dixie or Lars a call at 250-9927272.

Six safety tips for a happy, successful New Year’s Eve

Whether your 2015 was a good or a bad year, you’ll most likely want to send it off with a bang this Yew Year’s Eve. It’s no secret that many will enjoy a few drinks and party well before and after the big countdown. However, there’s no point in starting off the new year with regrets.

Here’s six safety tips to ensure your celebration doesn’t go awry.

Transportation • Don’t drink and drive. Plant ahead and assign a designated, sober driver. Write down the number of your local cab company and keep that information on you all night.

Safety in numbers •Everything is better with friends, so make sure you don’t find yourself alone on New Year’s Eve.

Dinner •Having a full stomach before drinking is always a smart idea. Not only will it soak up some of

the alcohol, it will also keep you from snacking on candy or appetizers at a bar or party.

Drinking •If you’re going to drink, remember, know your limits and stick to them. Drinking a glass of water between mixed drinks is always a great

way to ensure that you don’t get too dehydrated or intoxicated.

Communication •Stay in constant contact with your friends or family. Someone with you should be aware of where you are at all times.

Fun

•Last, but not least, remember to have fun this New Year’s Eve. Regardless of what your plans are, always remember to not feel pressured to do anything that isn’t fun for you. After all, the New Year is supposed to be a fresh start, so why kick off 2016 somewhere you don’t want to be.

Sixth Warrior Goalie Training holds sessions in Quesnel RYAN GRAHAM Observer Reporter Sixth Warrior Goalie Training continued their sessions Nov. 26 in Quesnel at the Twin Arenas. Instructor, Justin Foote who plays for the Williams Lake Stampeders says the camp allows goalies to learn the fundamentals of the position. “The purpose of this camp is to get kids who want to play goal some basic knowledge, so they don’t feel lost out there and it gives them a baseline of what they can work on,” Foote said. “Developing proper save techniques, learning the position and getting your angle and depth right. Basic things that we can touch base with. Not getting too technical so the kids can still have fun and it’s not overwhelming.” He says the camp has been taking place the last four years in Quesnel, but there are other sessions that are held in Williams Lake, Kitimat and Terrace. “Quesnel minor hockey has done a really good job supporting the program,” Foote said. “I think it says a lot about what they’re putting out for goalies now. he unpredictable Blue Collar squad used stellar goal tending and timely scoring to notch their second three game winning streak of the season in a 5-3 victory over Fraser River. Net-minding was actually stellar at both ends with BCS`s Mike “Port” Moody and GM`s Trevor “Gordie” Howe matching scintillating saves and rapier like toe thwarts all morning. Ever dangerous forwards who found the Chevy twine was Justin “Ruthless” Rasmussen with a pair as “Killer” Kieron Langon took a centre ice face straight up the ice for an unassisted beauty. Notching the winner was Les “Knuckles” Nylen on a pretty three way passing play with Wade “The Blade” Fenton slicing through a pair of defenders for the insurance goal. Kangaroos return to action this weekend RYAN GRAHAM Observer Reporter The Quesnel Kangaroos will return to the ice this weekend, as they look to finish the season on a strong note with only three games remaining. Saturday will see them play the Lac La Hache Tomahawks in Lac La Hache, who are currently third in the east division. They will also play their rivals the Williams Lake Stampeders on Jan. 15 and finish the season at

home against Lac La Hache. Currently the Kangaroos are in second place in the east division with a record of five wins and seven loses in 13 games. Although they currently have a two game losing streak, the Kangaroos could get back in the win column with their upcoming games against Lac La Hache who are winless on the season. If they are able to win those games it will give them momentum heading towards the playoffs.

HOME of the MONTH PLAN NUMBER 8-3-245 TWO-STOREY, TWO-FAMILY HOME The exterior finishes on this two-storey, two-family home – including vertical board-and-batten siding, wood shingles and stone-based pilasters – will make this a welcome addition to any neighbourhood where duplex zoning is permitted.
