Lake in good shape: Watershed Review CRAIG LINDSAY

The Christine Lake Stewardship Society held their annual watershed management review on Dec. 8 at the community hall. The event featured a wide variety of speakers talking about a number of topics relating to the watershed. There were 74 people in attendance including those from local government, provincial government, non-profit organizations, biologists and local residents. Facilitating the event were Grace McGregor, RDKB Area C/Christina Lake director, and Brenda LaCroix, CLSS project manager. “It was really, really good,” said McGregor. “The presentations were excellent. I really love the watershed review because you get to hear a little bit from everybody or most people who have anything to do with the environment. It was really good.” McGregor said the review is great for informing residents about the state of the watershed and whether people should be concerned or not.

LaCroix began the review with a presentation describing the different programs they have and how they are based on issues identified in the Community Watershed Management Plan and Implementation Strategy. Some of the projects LaCroix talked about included spawning enumerations; Young Stewarts of the Boundary youth program; Aquatic Invasive Species program; derelict dock removal; and other monitoring projects including the use of the critter camera. “Although kokanee numbers were down,” she explained. “The spawning fish were much larger than the last couple of years, and more indicative of the population four years ago.” She also talked about CLSS’ newest project, the Native Plant Nursery and Riparian/Wetland Restoration (Demonstration) site. Mike Sokal, environmental impact biologist, Environmental Protection Division, Ministry of Environment, gave a review of the water quality of the lake. • See LAKE REVIEW page 5

Food For All helps out charities The accompanying photos show the closure of this Christmas’s Food For All simple collection at grocery stores and Home Hardware in Grand Forks, and at the lake sponsored by the Community Hall and Health-Care Auxiliaries. Karren Donald, president of the Boundary Community Food Bank and Andre Boruck, centre coordinator of the Whispers of Hope Community Kitchen, last week received funds of $312.55 each. Both the food bank and Whispers of Hope are local charities experiencing the stresses of winter on their services. It is hard sometimes to think that there are people among us who may actually be hungry as we enjoy the bounty at our own tables but the fact is that for many reasons those people are among us and suffering the ripple effects of unemployment, limited job opportunity, mental illness, increasing food costs and lack of adequate government funding. People still fall through the cracks through no fault of their own. The food bank relies entirely on volunteer service and receives no government funds. They are continually needing more volunteers and especially need younger ones. They are grateful for any public donations and encourage gardeners to donate fresh fruit and vegetables as well. This will help to provide healthier foods and reduce costs. Whatever you can give will be gratefully received. The Community Kitchen at Whispers of Hope actively serves the homeless in our area. Hot nutritious meals are provided to anyone in the community who is hungry at no cost to them. In 2015 they have served an average of 34 hot meals each day (43 in August) and have started a “Continental Breakfast” for those who are out on the

Woodstove program returns CRAIG LINDSAY

Pending final approval from the RDKB board, the Woodstove Exchange Program will be returning to the Kootenay Boundary area early next year. The program, which is province-wide, allows residents to exchange their old uncertified polluting stove for a new cleanburning EPA approved stove. “It will need approval by the Regional District of Kootenay Boundary at their next board meeting, which is probably mid-January,” said John Vere, program coordinator. “We’ll have money for 22 woodstove exchanges. The prospective start would likely be in February and it would run to late spring.”

Vere said the program allows residents to change their old woodstoves for a pellet, gas or propane-fired heater as well as for the EPA approved stove. Fireplace insert and wood furnances may also qualify under certain conditions. “The idea is to get rid of all the old woodstoves in which all the pollution goes straight up the chimney,” he said. “Modern stoves have recombustion systems or catalytic systems so it burns off the extra pollution and lowers the emissions substantially. You get a lot more mileage out of your firewood too because of the recombustion.” Once the regional district approvs the program, residents can apply by filling out the form on Vere’s website cactus-

music.com (click on woodstove exchange button) or by clicking on the link on the RDKB website (rdkb.ca). To qualify, residents must submit five documents to Vere: 1. Photo of the old appliance; 2. Proof of destruction of old appliance; 3. Copy of invoice for new appliance; 4. Tracking form; and a photo of the new appliance when it is installed. Vere said the amount residents receive will be $250 per exchange plus some RDKB area director may supply additional top-up grants. The full amounts are still yet to be determined and will be posted on Vere’s website (cactusmusic.ca) as soon as available. “The lake is part of a large regional scale monitoring program, and we are attempting to expand it province-wide,” he said at review. “This will promote standardization of lake monitoring and identify data gaps, as well as encourage relationships with stewardship groups and other organizations.” Sokal said that water quality objectives were established in 1994 and are used as a guideline to determine water quality of Christina Lake from year to year. “The results from this year’s sampling showed overall excellent water quality,” he said. “All of the key nutrients and other

parameters were within the water quality objectives.” He did add that this year saw the earliest onset of peak temperature (early July) on record, and that there was a similar peak surface water temperature to last year (25-26 degrees Celsius); one of the warmest on record. Alan Stanley, general manager of Environmental Services for RDKB, and Phil Make, Eurasian watermilfoil removal dive crew supervisor, talked about the Eurasian Watermilfoil Program. The Grand Forks Flying Association would like to thank the RDKB for their generous support of our airport courtesy car program in 2015. This was our second year, and we saw record use of the courtesy car. Visitors from across the country were able to access local and area businesses. Program users over the last year have included medevac crews, private fliers, and helicopter crews. During the fire season the car provided critical local transportation for the helicopter flight and ground crews. None of this would have been possible without the generous support of the RDKB. Interesting times

Around Grand Forks and the Boundary it has been a tumultuous yet very promising year. The wildfires that decimated Rock Creek and Westbridge and threatened Grand Forks and Christina Lake were devastating yet in the end they showed the spirit of the Boundary as people worked together to help those displaced by the fire. The smoke that hung in our region for days kept many people indoors but again most businesses stayed open and people persisted. The city faced many other challenges at City Hall with many residents upset about the rehiring of the fired CAO, the seemingly endless water meter installation project, the departure of one councillor and the possible removal of another, and apparent job losses. In the end, of course, the jobs were saved with the city and union coming together. Council and the CAO showed determination and worked to make the city a better place, and the water meters appear to be ready for the last installations this coming spring. So read on reader and revisit 2015 with us for one last time before we wind down the year.

How does the paper get made? An inside look Reckonings DELLA MALLETTE “Like sausage, you sometimes don’t want to know how a newspaper is made.” What a great quote from Terrace Standard editor and publisher Rod Link, who was speaking about the newspaper business at a recent noon-house question and answer session hosted by the University of Northern British Columbia (UNBC). Whether the sausage analogy has anything to do with his last name, I don’t know. But he seems to know the newspaper business well, and his quote made me think. I personally don’t understand why anyone wouldn’t want to know how a newspaper is made, but I think Link is right that a lot of readers don’t want to know

the whole process. However, particularly in a small town where the printed newspaper is still important, I believe readers want to know who we are and who to talk to if they have a comment or concern. Explaining who we are is a great way to say hello to readers new and familiar, and to starting off 2016 on the right foot. The Gazette staff produces the Grand Forks Gazette, and the Boundary Creek Times with the guidance of associate publisher Dyan Stoochnoff and reporter Andrew Tripp; we also contribute to regional products such as West Kootenay Advertiser, Route 3, House and Home, the Christmas Songbook and more by facilitating Boundary sales and writing local articles for those publications. (One note about process, because we’re still asked this fairly regularly: Although long-time residents will remember the Gazette printing the paper in the same building we’re in now, we

now “upload” completed pages to an “afp server”—they go into cyberspace and I have to admit I don’t really understand this part. I’m just happy that space is a very big thing because it’s got a lot of stuff in it nowadays.) Our publisher is Chuck Bennett, who is also the group publisher for the Black Press Kootenay region. He is at the Gazette every few weeks, and is very approachable by email: publisher@ grandforksgazette.ca. Darlainea Redlack is our circulation coordinator. She takes classified word ads, arranges and manages our readers’ subscriptions, and is also involved in display ad sales such as birthdays, in memoriam notices and notices of passing. She’s the go-to gal for our business directory and Marketplace, and the Business and Service Directory in the Boundary Creek Times. She’s also in charge of distribution, meaning she ensures that your Gazette is delivered to your mailbox and is

available at stores; she endeavours to see that your West Kootenay Advertiser is delivered to your home or blue box/tube. Darlainea is transitioning to the Boundary Creek Times office in Greenwood for part of the week; this month we’ll add a permanent part-time employee who will assist clients at the Gazette’s front counter. We have two part-time staff to label the Gazette and see that it gets to the post office and to our dealers (the grocery stores, for example): say hello to Katie Slastukin and Jacob Noseworthy. That’s on Wednesday, of course; on Thursday, contractors sweep in to assist with the Advertiser: thank you once again to Katie, to Darcy Begg, and Luba and Doug White. Dyan Stoochnoff is our sales representative. She manages display ad sales for all the abovementioned publications. She spends some time at the Times office in Greenwood as well, but

He’s also the man behind a good amount of our Facebook posts. Social media is important to every news source nowadays. I’m the editor of the Gazette and Times, and production manager of the Gazette. The two titles add up to double the love for my job, from both an editorial standpoint, and a production one. I get to “dummy” the paper, lay up the pages, and manage articles and photos—sometimes covering events as well. Managing our website has been something new for me to learn this past year.

Support for CO re: bear cub

Editor, the Gazette: The recent death of an orphaned and emaciated bear cub saddened and angered many residents and it was indeed an emotional situation. However, it is totally unfair to fault the underfunded and overworked conservation officer who implemented the most prudent, humane and logical option available when he euthanized the starving cub. Studies in Alberta and Ontario are indicating that bears that are “rehabilitated” have a rough go of things when released because they don’t know how to forage and have lost their natural fear of humans and orphaned cubs are routinely euthanized in both provinces. Bears are wild animals and should never be fed by people! The often quoted phrase, “a fed bear is a dead bear “ was coined for a good reason. Bear cubs must learn to forage and are taught by their mothers for two years where, when and how to obtain food. Once a bear learns where and when food is available they are “hard wired” to never forget this information it is an essen-

tial adaptation for survival. When people feed a bear either through carelessness (garbage, bird feeders, unclaimed fruit etc.) or by design the animal will always be back and can become problematic and dangerous. People such as “the bear dude” who befriend and feed bears to boost their own egos are the “poster people” for ignorance, selfishness and stupidity. A bear cub in the wild has about a 50-50 chance of living and there are many reasons for this that do not implicate humans. One of their main predators is male bears — they kill and eat cubs every chance they get. Female bears are often injured and sometimes killed while trying to defend their young. Blaming hunters for orphaned cubs is also the emotional voice of misinformation. There are many different reasons that cause orphaned cubs. While lactating females are sometimes killed by hunters (especially in spring when mothers tend to hide their young babies while they go check things out) By fall cubs are older and usually not very

far from mom. Most people are after large, trophy-size bears and since boars are much larger than sows not too many females go down this way. Many more bears are killed by vehicles and trains. Predators such as cougars, wolves and other bears (as previously mentioned} also take their toll. Life is not easy in the wild but any attempt and feeding or caring for these animals is based totally on emotions and those who truly understand and care about wild animals must base their actions on scientific fact and do what is best for the animal even if it seems harsh and contradicts public opinion. Conservation officers are far from “trigger happy killers” they are out there trying to protect and preserve what we have left. Well meaning as many people are they should take the time to learn a bit about the wildlife they want to save and aim their criticism at people like the “bear dude” and others who are creating problems rather than searching for solutions E.Z. Problems with FortisBC Editor, the Gazette: An open letter to Dean Windsor of FortisBC: My name is Rocco Catalano and my wife and I live in Williams Lake. My family has a small cabin on Christina Lake and we dropped by there on the Thanksgiving weekend to check on it while on route to Trail. Unfortunately, the power line to the cabin was down and the first thing we considered was the fridge and freezer. They weren’t in good shape but the power outage must have been recent because some items were still partially frozen in the freezer. We contacted FortisBC and then continued

on with the cleanup. The Fortis employee we spoke with stated that someone from the company would arrive soon. We made arrangements for access to the cabin for the Fortis employee(s), finished our cleanup, and carried on our way to Trail. On our return to the Cariboo, we again stopped in at our cabin. We were extremely impressed that the power line had been reconnected with power restored to the cabin. Since we live over 700 kilometres away, this was especially crucial. As it was Oct.12, to return again to winterize the cabin would have been inconvenient and made the necessary

work more difficult without the aid of indoor lights. So, Mr. Windsor, I would like to thank you and your crew, as well as any other Fortis employees who had a part, in doing or preparing for this repair over the long weekend. Utility companies too often receive a bad rap for their service. I wish to go on record to say how pleased my wife and I were with the time and effort, which the employees of Fortis put in, to help us out in a big way! street and need a warm friendly place to go early in the day out of the cold. The social component is vital to their progress. Many are individuals who struggle with addictions or mental health problems. In 2014, Whispers received the Grand Forks Chamber of Commerce Community Impact Award for their significant work among us. They cannot do this without the support of all of us including our volunteer time. Think about the local charities in Grand Forks and Christina Lake working to make stronger, healthier communities when you are planning your charity efforts for the new year.

I’m not even going to tell you that we won’t make any mistakes. But above all, I hope you feel comfortable approaching us. For example, before Christmas I received a note clarifying something I had said in a column a few weeks earlier. Yes, the speed limit on North Fork Road AFTER leaving the city’s residential areas is 80 km/h; however, North Fork Road from Hwy 3 through to Forester Road is 60 km/h. Residents along that drag-strip-resembling section of road hope that drivers please slow down through their neighbourhood. Further, the section of road from where Donaldson Drive intersects with North Fork to up the hill and around the corner towards Copper Ridge is crawling with deer. It has to be the worst area for deer and I, for one, drive a maximum of 60 km/h with my head doing a bob from left to right searching for wildlife. I’ve had a dramatic accident involving a deer and don’t want to repeat it. Thank you to the resident who left the note about the speed limit in your neighbourhood. January A local medicinal cannabis dispensary, The Kootenay’s Medicine Tree, is being told by local RCMP that if the dispensary continues to provide cannabis products, to clients they face possible enforcement action. Grand Forks, as well as the rest of the Southern Interior, was hit with a major snow storm on Sunday and Monday. Residents were faced with difficulty getting around town and even getting out of their driveways when the region saw an estimated 35 cm worth of snow. RCMP arrested an individual on the strength of an unendorsed warrant out of Vancouver. “During the arrest the individual obstructed the arrest by trying to flee on foot and then physically resisted arrest and assaulted a constable and an auxiliary constable during a search,” said Sgt. Harrison. Nine elderly residents at Phoenix Manor had to be evacuated out of the building and housed off-site after a sprinkler break caused extensive damage to the main floor. A man with a baseball bat attacked a local senior going for a walk downtown early Sunday morning. Local RCMP have spoken to one person of interest but no arrests have been made following the incident that occurred near City Hall at around 6 a.m. on Jan. 11. After some discussion and confusion, the new council agreed on a resolution to silence themselves in regards to water meters until staff can receive legal advice. The motion was voted on by a 5-2 margin with Mayor Frank Konrad and Coun. Julia Butler voting in the negative. February There was plenty of excitement at Christina Lake this past weekend and it wasn’t all during Winterfest. Christina Lake firefighters responded to a call from a pregnant woman and ended up helping her give birth in the back seat of her car at the Tempo Gas Station at the Lake. A new study shows that a majority of hotels in the Boundary support a hotel tax with the money raised going into marketing for those hotels. If the plan goes through and is approved by the provincial government, local hotels would be charging each visitor up to two per cent extra on their bill. What’s old is new again at City Hall. After a short search for a chief administrative officer (CAO), city council has reached into the past to hire Doug Allin back to the position. After six years and nine months with the Grand Forks and Midway RCMP detachment, Staff Sgt. Jim Harrison has accepted a position at the district office in Kelowna. “I’ve been transferred to Kelowna to our district management team,” said Harrison to the Gazette on Tuesday. After originally supporting a five-year lease extension for the Multi-Agency Accommodation Project (MAAP), contingent on funding and going to public notice, council has decided to step back and give staff time to take a deeper look at the need for transitional housing.

YEAR IN REVIEW 2015 - April to June April Habitat for Humanity Southeast BC has announced that they have pulled out of the Multi-Agency Accommodation Project (MAAP) after learning of council’s decision to further delay the five-year lease extension. A young female, Amanda Koppin, from Christina Lake was killed instantly when a tree fell on her car while she was driving on Highway 3 just south of the East Lake Drive turn-off. The extreme weather shelter on Riverside Drive logged an increase of almost 200 bed nights over the previous year, representing an increase of more than 30 per cent. Grand Forks Fire/Rescue’s new fire truck will arrive just in time for summer, says fire chief Dale Heriot. The truck, which has a 30 metre ladder, will make fire fighting as well as vehicle rescues much easier and safer for crews. The charges were recommended after a raid on the ranch on December 2013 in which SPCA officers executed a search warrant. As a result of the raid, 10 horses were removed and two were destroyed. With big crowds, hot weather, great performances and very few problems, the classic rock music festival was a big hit. The City of Grand Forks announced in a press release Monday that Michael Wirischagin has resigned from council and will be leaving his seat effective immediately. The announcement came a week before Wirischagin is scheduled to appear in Grand Forks court on impaired driving charges related to an incident in Midway in June. A wildfire on the Paulson Pass grew rapidly on the weekend and is now at 260 Hectares

and still zero per cent contained. A dozen type 1 (most skilled) firefighters are on site along with heavy equipment. The fire is 10 km from Christina Lake. The Lynch Creek fire is almost 20 hectares and remains zero percent uncontained. Stickpin fire The Washington state stickpin wildfire is still burning and is an estimated 6-7km from the Canadian border just south of Grand forks. It’s an estimated 11,000 hectares in size and zero per cent contained.

Despite being a couple of hours away, Grand Forks residents have pitched in and helped out with their displaced neighbours from the west. Residents and businesses have donated much needed supplies such as food, water, blankets, toiletries and much more. Some locals even opened up their houses to evacuated friends and strangers alike.

The smoke that is covering Grand Forks and much of the interior is expected to last at least until Wednesday. Tarek Ayache, air quality meteorologist for the BC Ministry of Environment, said the wind pattern we are experienced is expected to persist for the next couple of days.

Despite the public meetings held in Grand Forks and Christina Lake regarding the wildfires and the protocol regarding evacuations if it arises, the fires around the area have not grown significantly in the last few days. Currently, there have been no evacuation alerts or orders.

YEAR IN REVIEW 2015 - September and October An evacuation Alert has been issued for areas of Electoral Area D south of the Kettle River and south of the City of Grand Forks. It does include the Industrial/ Ruckle area. Ponderosa and Cascade areas of Electoral Area C are also under Evacuation Alert. This is an Evacuation Alert, not an Evacuation Order, no residents are directed to evacuate at this time. This alert is in response to the Stickpin fire in Washington. A few local children were able to meet some firefighters on Sat-

urday after making posters for them. The kids were thrilled to meet the firefighters, who in turn were very gracious and appreciative. Firefighter Nick Christian, from Nelson, said they really appreciated the home-made posters, which were at their camp site at Angus MacDonald Park. He said it made it much easier to get up and fight the fires.

The group had dinner at the Omega Restaurant on Saturday night before spending the night at the Ramada in Grand Forks. A horse was shot and killed with a small caliber rifle in the Brown Creek area of the North Fork on Sept. 22.

New signs for the 18-kilometre multi-use section of the North Fork Trans Canada Trail were placed this past weekend. The signs warn users of the hazards of the trail and entreat them to show respect for each other, the trail, and the environment.

Rural communities in British Columbia such as Grand Forks will be getting some money from the provincial government to help with the deer issue. The province announced on Sept. 24 at the Union of British Columbia Municipalities (UBCM) that they would provide up to $100,000 for future urban deer management operations.

Pacific Abrasives, the company which packages and sells the slag, was told from their primary customer that the product was declining in quality. The slag is a byproduct of the smeltering process from Granby River Smelter that ran in the early 1900s. The city received a letter from Pacific Abrasives dated Sept. 22, 2015 which said in order for them to continue to carry out business by providing a quality product on a timely basis, a major upgrade to plant operations is required. In order to carry out the upgrades, Pacific Abrasives will need to borrow a substantial amount of funds and enter into a Mortgage of Lease with the City of Grand Forks and Community Futures. Was the dream all true or false—and was the dream anointed?

In sleep they swirl around my head as when I turn upon my bed.

I dreamed a dream the other night— and wrote what I remembered. Twenty fifteen AD the year. The month was in December.

The scenes seemed disconnected. They escaped my understanding, But then I prayed to God above about all this meandering.

I then awake and take the time to write them down in mood sublime, The inner thoughts I could not see are then revealed by God to me.

I sought the meaning of the dream and what it meant to me. Was it a dream from God or what? A dream to set me free?

His gentle answer I received, unless myself I had deceived, That made me think and search within, to blame not enemy or kin,

Is this all clear? It seems not so. Am I still tossing to and fro? With confidence I face the day. I trust my Maker, come what may.

Of delusions long forgotten and chains set from my youth? When I was formed in mother’s womb, before I knew the truth?

But to unravel what was done, through introspection or my sin, The answer lies with God I said, the thoughts I had upon my bed,

This faith I find sustains me well, with hope and love I truly dwell. You ask me, should I shake or nod? My answer is, to trust in God.

And influenced, anon, anon, by what I heard and what I felt In the calm or in the storm, or in the Bible belt.

Their thoughts I did not understand; the thoughts of woman or of man, And thoughts of other things as well as thoughts of heaven or of hell

Believe in God is what I meant. Believe also in whom He sent.

The words were strange and new to me, the pictures all disjointed.

Are the questions from my dreams producing brakes or flowing streams?

It is with great sadness that the family of Lawrence (Lorne) Strukoff announces his sudden passing on December 17, 2015 in Kelowna, B.C. He was born on February 6, 1959 in Trail, B.C., the youngest of four sons to Walter and Martha Strukoff. He grew up in Grand Forks and graduated from Grand Forks Secondary School in 1977. He later moved to Kelowna and became a self-employed drywaller. Lorne enjoyed the outdoors, fishing and camping, and had a love for animals. Lorne is survived by his brother Phil (Rita), brother Steve, sister in law Liza, his two nieces, Zena Dorner and Tracy Noseworthy, and his beloved cat Archie. Lorne was predeceased by his mother in 1966, his father in 1982, his brother Walter in 1985, and his sister-in-law, Clara in 1981. Cremation has taken place and a family service will be held later in the spring.

Improving Guide Dog Act Stronger rules supporting better access to public spaces and strata properties for people with guide and service dogs come into effect Jan. 18, 2016. A certified guide or service dog handler has the same rights as a person who does not use a dog for assistance and these changes make it clear that discrimination is unacceptable. Specifically, they streamline the rules already in place, increase penalties for denying a certified guide or service dog user their rights, and protect the public at large. Under these new rules, restaurants, transit or other businesses who deny a certified guide or service dog user their rights are subject to fines, if convicted. The fine has been increased from $200 previously to a new maximum of $3,000. This makes B.C.’s penalties among the highest in the country and in line with Alberta. Ministry of Justice inspectors will be authorized to issue violation tickets ranging from $50 to $250, as part of progressive enforcement that will begin with information and education.
