A truck plunging into Swan Lake has residents being warned about going out on to the ice. Swan Lake is a popular place for ice fishing but Vernon Search and Rescue officials aren’t convinced the ice level is sufficient enough for people let alone a vehicle, as occurred Monday. “Last week, there Pete Wise was still open water there,” said Pete Wise, a search master. The exact thickness of Swan Lake ice is not known but the Lifesaving Society of B.C. recommends four inches of ice to carry the weight of a person on any lake and 12 to 15 inches for one mediumsized truck “They need to do test holes first and be aware that ice depth will change from spot to spot,” said Wise. “Be aware that Swan Lake has a couple of springs and that impacts the thickness of the ice.” Among the equipment encouraged is an ice pick, which can be used to try and pull yourself out of the water. “Survivability is very slim when you go into that water. It’s so cold it takes your breath away,” said Wise. Last February, three individuals were uninjured after they fell through the ice on Swan Lake while out for a walk. Wise is urging anyone venturing out on to lakes — both in the valley bottom and at higher elevations — to be cautious. “You need common sense. Greater Vernon residents are making a difference by supporting those in need. The Salvation Army raised more than $380,610, with just days remaining in the annual fundraising campaign. That is 74 per cent of the $513,769 required to balance the budget in 2016. “It has been a wonderful Christmas season,” said Capt. Jean-Curtis Plante. “We have had incredible community support, amazing volunteers and have surpassed a number of milestones this year. Our Christmas kettle campaign alone has received the highest total in the history of the kettle campaign in Vernon.”

As of Christmas Eve, the kettles had received $150,697, passing the all-time high raised in 2014 of $149,114. The Kalamalka Lake water source in Greater Vernon has been shut off. The Mission Hill water treatment plant was shut down due to electrical issues Saturday. “All Greater Vernon Water customers have been switched to the Duteau Creek water treatment plant until the new year,” said Renee Clark Renee Clark, water quality manager. “Further investigation is ongoing into the electrical issue.” Customers who are not usually on the Duteau source will notice that the water is much softer and the water has a low alkalinity and pH. This may be of interest to those customers who have inhome water treatment systems or aquariums. “Staff continually monitor water quality and will notify customers if any further change occurs,” said Clark.

Vernon School District trustees recently about training plans to allow for smooth implementation of the new curriculum. “They worked together, the ministry and the BCTF, to talk about what all of the locals would need and the differences with districts, and they realized that no framework would fit into every district — we each have our own culture,” she said. District superintendent Joe Rogers said this has been a collaborative effort centred around professional learning for adults, with conversations taking place between the VTA and the District Parent Advisory Council. “We said how are we going to work with parents as well, so I think the plan that we came up with addresses the learning needs of teachers and also the parents’ needs as we move forward,” he said. Earlier this month, a full day of facilitator training took place that included 25 teachers and 10 administrators, with broad representation across schools, grades and specialties, with a focus on learning as an ongoing process. “It was clear in the framework it is not a train-the-trainer model; it is not an expert-

novice model,” said Laboucane. “This is a massive change we are experiencing in our system and it’s a lot to take on, so as we begin to implement this in September, we needed to have facilitators around the district that could support all kinds of learning.” The new curriculum will incorporate aboriginal content as part of the learning journey for all students. “They approached the framework from a standpoint of what we know about aboriginal ways of knowing and aboriginal ways of learning,” said Laboucane, adding that the framework was built on the three key pieces of honour, trust and respect. “The focus was very much strengths-based, so we had facilitators who came in with passions and interest areas. The afternoon was just buzzing with teacher learning.” The new curriculum is in draft form for kindergarten to Grade 9 and will be fully implemented in September

This no cost service is provided to residential customers by the City of Vernon, District of Coldstream and the Regional District of North Okanagan. Christmas trees can also be taken to Regional landfills free of charge until the end of January 2016.

This year is considered an exploratory year, where use of the new curriculum is voluntary. “They wanted our conversations about the new curriculum to occur collaboratively and to reflect local strengths, that was a big issue — our local organizational structures, issues and concerns,” said Laboucane. “It’s been a wonderful process working together with the district.” With trustees’ approval, the 10 hours of non-instructional time relative to the curriculum support plan are as follows: Feb. 22, one day; April 21, half day; May 19, half day. “Some of that noninstructional time in April and May is important because the secondary curriculum isn’t fully developed and we will be learning a lot about assessment, so the time in April and May will be some pretty heavy learning because
we’ll just be seeing some of that for the first time,” said Laboucane. “I will make it clear that the curriculum days are not professional development days and the pro d days are not curriculum days and they may overlap, but some of our teachers are involved in inquiry projects that have district and BCTF funding and doing everything from exploring outdoor education and exploring teaching math in new ways so they already have things under way. They will be exploring things on the two days, as is their autonomous right.” Laboucane said the VTA has been in contact with some of the youth partner groups in the area, such as the Okanagan Science Centre, which can offer extra programming during those NIDs. Laboucane asked if the district would consider funding some additional training for the implementation of the secondary curriculum. “Especially considering our secondary teachers are only going to be seeing the draft this spring and getting five hours with that and an additional five hours next year,” she said. “Grad requirements aren’t there and they are looking at having us digest and put it into place in five hours.”

There was a tragic end to the search for a Vernon woman. RCMP confirm that 65-year-old Aurelia Wedenig, who was reported missing Dec. 18 from a medical facility, was located deceased Dec. 23 at around noon. “The Vernon RCMP were notified by family and friends of the discovery of her body in a thicket and grove of trees bordering a property in the eastern end of 30th Ave,” said Cpl. Spencer Homoi. The RCMP and the B.C. Coroner Services are continuing to investigate but foul play is not believed to be involved in the death.

The RCMP are asking for the public’s assistance in identifying the persons responsible for a series of spray painting vandalism in the Pleasant Valley Road area of Armstrong over the last month. On the night of Nov. 16 to 17, someone sprayed graffiti on the outside walls of the Len Wood Middle School and the Pleasant Valley Secondary School, as well as a mini-bus parked at the secondary school. On the evening of Nov. 30 to Dec. 1, the sewage treatment plant on Adair Avenue and Armstrong Elementary School on Pleasant Valley Road were spray-painted with graffiti. “The graffiti was similar enough in nature for police to believe this is the result of the same people, or person,” said Const. Jocelyn Noseworthy. RCMP are asking anyone with information regarding this matter to call the Armstrong RCMP Detachment at (250)-546-3028 or Crime Stoppers at 1-800-222-8477.

etting your message across is increasingly complex. Gone are the days of an advertisement or press release. Now, governments, businesses and nonprofit agencies have to continue with traditional forms of communications while also navigating the Internet in all of its forms — websites, Facebook, Twitter, Instagram and a multitude of other social media outlets. Some are slow to the mark while others have tackled the challenge head-on. Case in point is the City of Vernon, which has overhauled its cumbersome and less than inspiring website. Perhaps the most Richard Rolke significant change is the simplified search process. “The idea is to have two to three-click navigation to find the information you are looking for,” said Tanya Laing Gahr, communications officer and the mastermind behind the web update. For those looking for specific details on businesses licenses or building permits, the information is easily accessible, while transparency is covered off by bid results and annual contracts issued by the city. If you want to know how your money is being spent or what infrastructure projects are moving ahead, just click the mouse. And while many residents cling to the perception that governments treat them like mushrooms, attempts are being made to improve conditions. Specifically, Vernon residents can subscribe to e-mail alerts on upcoming events, meetings, job postings and bid opportunities. Lodging a complaint with city hall has also never been easier.

An online form provides residents with the opportunity to notify city hall about issues ranging from garbage collection and parks maintenance to road surfaces, unsightly properties and sidewalks. While some will question the $100,000 or so spent on the website redesign, technical expertise doesn’t come cheap and if it means improved awareness among residents about their community, then the cost was worthwhile. But others will rightfully question the city’s recent attempts to develop entrance signs at Vernon’s borders. Staff ’s concept included a main front with a white background, the name Vernon and the city’s logo. The backside was proposed to contain images of local scenery and activities. Even top-level administrative endorsements didn’t guarantee a political rubber stamp. “I find it very bland,” said Coun. Catherine Lord. “It seems odd to have art on the back of what to do in our city when they (visitors) are leaving the city.” The lack of text on the sign, such as Welcome to Vernon, was also blasted. “We have a logo statement, Activate life, which could be appropriate there,” said Coun. Scott Anderson. The bottom line is the designs were uninspired and while signs can represent everything, they did little to capture the energy of the community. Staff and their consultant have been sent back to the drawing board, and while it’s not known if the original design work was part of the estimated $55,000 project cost, it’s obvious more cash will be needed. In the end, the City of Vernon took one step forward with improving the website as a way of communicating with its citizens, and one step back with the mundane attempt to welcome visitors.
Out with the old and in with the new, it’s time to celebrate all that was 2015 and pledge to make 2016 even better. New Year’s resolutions can be a dime a dozen adding up to virtually nothing (to mix metaphors) but it’s still an exciting time to get together with family and friends to witness the passing of one year and to welcome in a brand new one with endless possibilities. And toasting the new year will likely involve plenty of sentimentality and the best of intentions, but it also may involve champagne or some other alcoholic beverage. That’s fine too, as long as it’s done responsibly. And part of that responsibility, if you’re not in the confines of your own home or staying over somewhere, is ensuring you have a safe way to travel to where you will eventually lay your head for the night. “We encourage everyone to plan ahead so you can safely ring in the new year,” said Vernon-North Okanagan RCMP Const. Jocelyn Noseworthy. That means, of course, having a plan before you head out that night, whether that includes a cab, a designated driver, lining up a friend or family member or just staying put for the evening. That’s not only because it’s the responsible, smart thing to do but also because police will be setting up roadblocks, utilizing roving traffic patrols and walking the beat in targeted areas, to ensure everyone is following these commonsense rules. For goodness sake, ring in the new year, and enjoy yourselves. And for everyone’s sake, including yours, do it responsibly and with a plan intact so that all of us can look forward to a happy, healthy and prosperous 2016.

Refugees deserve a chance
have two questions and two answers in response to the concerns raised by Rose Carson about bringing in Syrian refugees. If you had not won the lottery of birth and were now living in a tent somewhere in the Middle East having had your past, present and future torn from you, what would you be feeling as country after country took away your chance of a future for yourself and perhaps your children? Have you made contributions of time or money to help alleviate homelessness and poverty in Canada? I don’t believe it is an either/or proposition. We can help those in need both here and abroad if we so choose. Yes, we may have to readjust our priorities, perhaps our lifestyles, and yes some of us may have to pay a bit more for the privilege of living in a stable country, and ultimately a stable world. In the end, the answer is quite simple: to give Syrian refugees a second chance at a bright future is the right thing to do. The Bible repeatedly exhorts Christians to “love thy neighbour as thyself.” From Matthew 25: 35: “I was hungry and you gave me food, I was thirsty and you gave me drink, I was a stranger and you welcomed me.” Susan Young
WATER METERS I read recently in The Morning Star about a Greater Vernon water meter replacement fee being considered. We received a letter July 26, 2004 from Greater Vernon Water saying that a new program was being implemented to have the water consumption of all domestic customers metered by the end of 2004. Well, we complied and had one installed. We paid $87 plus the cost of a contractor to install it and then have it inspected by a GVW representative. Why is the Greater Vernon Advisory Committee then going to charge us a new fee of $8 per quarter? Why not charge the residents who do not have water meters this cost? They are the ones that never paid for meters in the first place. GVW said in its Frequently Asked Questions sheet from 2004 that it was unfair for those users to now pay for other people's meters. It is unfair for the people that had meters installed in 2004 to now pay this new fee.
It will be $32 extra per year as well as whatever increase to the water system in 2016. Heather Hopson LIBRARY PARKING I'm writing this with the faint hope that something can be done about the parking situation under the library in Vernon. I had a minor thing with a credit card which led to me owing the munificent sum of 50 cents to the City of Vernon. When this was rectified (read paid), I supposedly was able to use said credit card at the parking meter at the library. Surprise. The credit card was refused as was a different card. As was a third card. As was a fourth card. I attempted, God knows why, the original, rejected card and what do you know, it was accepted. But, ever after, said credit card is refused at least one time, sometimes up to four times. I can be persistent. Because some of us do not always carry coins and the machine supposedly accepts credit cards, and at my (read senior citi-
zen) age, I am not programmed to fill my pockets with coins, I too often find myself in the bowels of the library with no coins, but yes with one or more credit cards. Because a ticket is now $15 only at the library (whereas elsewhere in Vernon a ticket is $10) versus a 50 cent payment willingly attempted, I frustratingly attempt until successful. Recently, I happened to mention again to a librarian that my credit card and a couple more were rejected. I was told, "It's not my problem." Needless to say, I was gobsmacked. After recovering, I thought, if it's not her problem as a librarian, whose problem could it be? Hence, this letter. Perhaps an answer will appear out of the blue or perhaps will be found by someone who thinks that patronage by the great unwashed (read the public) is, perhaps, important, after all. Another thing I wish to write about is the information regarding payment. Nowhere is it printed that there is no enforcement, therefore no

necessity to pay after the meter readers book off at around 5:30 p.m. at the latest, and there is free parking in all of Vernon on the Saturdays in December. Should that fact not be publicized in the parking lot under the library? And, last but not least, if it is true that Okanagan Regional Library and the City of Vernon split the take from said parking meter, could it possibly be that both of the above want a cash grab at the expense of those who choose to park underground? Meet the angels behind talent show Fourth annual Angel Awards talent contest in Lake Country is a fundraiser in support of juvenile idiopathic arthritis Kevin Parnell Black Press
Even before Lake Country teenager Elise Boisvert was born, her mother Louise began singing a lullaby to her. A singer and dancer herself, Louise likely thought her daughter would be musical in some way, but had no way of knowing just how important the song would become for her child. Now 14, Elise still hears that same song every night as Louise softly sings Like An Angel Passing Through My Room to soothe her pain. Elise is the inspiration behind the Angel Awards, a talent competition and fundraiser in support of juvenile idiopathic arthritis. It was started by Louise to give encouragement to gifted young performers and to raise funds to go towards research into juvenile idiopathic arthritis. The event is now moving into its fourth year and will take place in June, however, registration for the talent show is now open. Elise was diagnosed with juvenile idiopathic arthritis at the age of four, after she first displayed symptoms of the disease at just two years old. A debilitating autoimmune disease, it attacks joints with chronic pain, swelling and stiffness and affects approximately three in 1,000 children. Elise is in constant pain and can never get away from it, except when it comes time for her to sing. “She says when she sings, the pain disappears,” said Louise in an interview with The Lake Country Calendar. “She doesn’t forget. It actually goes away, so something happens for her that is pretty powerful with music. It’s too bad we can’t invent a pill that does the same thing music does for her in a minute and 30 seconds.”

While there is no pill that can do what music does, Louise’s connection to the music industry and artists prompted her to organize what has become an annual event that is growing each and every year in the Angel Award, a talent competition for kids and young people between the ages of 10 and 25. The event also features several musical
performances including one by Elise herself. And it is when Elise sings the song – which has become the theme song for the Angel Awards – her pain is lifted, if just for a brief few minutes. This year’s fourth annual Angel Awards is gaining momentum to the point where artists and musicians have started to reach
out to Louise to perform, as opposed to the other way around. During the event the top 10 talent acts will compete for prizes, which include studio time, while performers also wow the crowds with song and dance. As opposed to regular competition shows, the scene backstage at the Angel Awards is one of camaraderie and helpfulness, likely due to the nature of the show. “Every year I get to the point where I’m exhausted and thinking ‘why am I doing this?’” said Louise. “I’m working and performing and teaching dance and trying to be a good mom and take care of a sick child. I question if I’m doing too much. And then I get to the show and I see kids in wheelchairs that are motivated to get out of the chair. “Elise spends most of her days hiding how much pain she is in. It’s invisible. So when she can be backstage and these kids can be backstage surrounded my musicians, they feel normal. They don’t feel any different. Music is universal. That’s why I created this. I knew what music does.” Boisvert is now looking for competitors for the talent show portion of the Angel Award. The competition is open to all Okanagan and B.C. residents and early-bird registration is now open. (As of April 30, late registration fees apply). Out of all auditions, top 10 contestants will be chosen to perform live at the Creekside Theatre in Lake Country June 25 for a chance to win cash prizes and a oneof-a-kind Angel Award sculpture created by Kelowna artist Alex Fong. Headlining the event will be Vernon soprano Melina Moore, who is a friend of Boisvert’s (Louise recently appeared in the Rocky Horror Show in Armstrong, which was produced by Moore’s Big Apple Productions). “Lisa Schofield, owner of Diversity Dance in Vernon, will also be involved in the professional side of things with Lisa choreographing and potentially as one of our adjudicators, depending on the top 10,” said Louise. There will be one live audition day in March. Contestants must register ahead of time. New categories added to Okanagan Arts Awards Submitted to The Morning Star
Nominations are now open for the ninth annual Okanagan Arts Awards. Hosted by the Arts Council of the Central Okanagan (ARTSCO), the awards recognize the highest levels of creative excellence in the Central Okanagan. Under the leadership of ARTSCO’s new executive director Katie Brennan, big changes have been made to the overall structure and design of the event. This year five new categories have been created: – The Emerging Artist Award acknowledges, encourages and fosters artists and practitioners who
are early in their careers and have achieved a high level of professional quality in their work and demonstrate great potential for future works. – The Innovation in the Arts Award acknowledges and encourages the exploration and refinement of new, and/or innovative practices in the arts. – The Art & Business Award recognizes excellence in the combination of artistic and entrepreneurial practices. – The Business Supporter Award acknowledges and celebrates a business that excels in their support and stewardship of the arts.
– The Community Impact Award acknowledges the work of community groups who have created an artistic endeavour, project or work of art that has impacted the Central Okanagan community as a whole. ARTSCO is also accepting nominations for artistic excellence in seven disciplines including visual arts, music, dance, theatre, applied arts and time based media. Other changes include relocating and revamping the entire ceremony, which will be designed by students of the Centre for Arts and Technology (CATO) and overseen by director Neil Facey. The physical awards, which in
previous years were chosen from submissions made by local artists, will be created instead through a collaborative project with the Cool Arts Society and lead artist Lucie Parent. The Okanagan Arts Awards were created by ARTSCO to celebrate artistic and creative excellence and achievement of artists, in all disciplines. By publicly acknowledging the work of individuals and organizations, ARTSCO places excellence in artistic practice, front and centre as an integral part of our vibrant community. “The creative and artistic soul of the Central Okanagan is alive and well,” said Brennan. “The level
of artistic excellence in the Central Okanagan is (on) par with anywhere else in the world and gets better and better every year. We wanted (to) change things up this year to have the Okanagan Arts Awards better reflect that.” Nominations for the 2016 Okanagan Arts Awards are eligible to residents of the Central Okanagan: Peachland, West Kelowna, Westbank First Nation, Kelowna or Lake Country (ARTSCO recognizes that these communities are located within the unceded territories of the Syilx/ Okanagan people). For its first movie of 2016, the Vernon Film Society has chosen Brooklyn, based on Colm Toibin’s acclaimed novel. Directed by John Crowley, the story begins with the decision made by young Eilis Lacey (Saoirse Ronan, The Grand Budapest Hotel) to leave Ireland, her mother, and beloved older sister to travel alone across the Atlantic to a new life in Brooklyn, New York. Alone in a strange land, Eilis begins to make a place for herself with the help of a kind Irish priest (Jim Broadbent, The Iron Lady) and her stern, but caring landlady (Julie Walters, Mamma Mia). Eilis even catches the eye of an Italian boy named Tony (Emory Cohen, The Place Beyond the Pines). When a family tragedy compels her to return to Ireland, Eilis discovers that the hardships that previously
seemed insurmountable inhibit her no longer. Ronan gives an outstanding performance as her Eilis transforms from a lonely young wallflower to an experienced, confident adult and the audience won’t soon forget Cohen as the tough but tender Tony. Grade 8 students at W.L. Seaton secondary school have been busy helping to make the holidays a little brighter this year. The 74 students in the Grade 8 Academy have all pledged to help a number of nonprofit groups in the community as part of the project-based program. Over the last few weeks, they have been working on projects to benefit the Upper Room Mission, Hospice House, the SPCA, the Armstrong Spallumcheen Refugee Project and Alexis Park elementary school. “We brainstormed about what organizations we wanted to support and the kids were very enthusiastic,” said Michelle Freebairn, the academy’s school-based resource teacher. “We brainstormed and narrowed down organizations and we had teacher-leaders to help guide the kids in their projects. “James (Carr, science teacher) and I did this two years ago and we saw how powerful it was for kids to focus on giving rather than receiving so when we came back to the school this year, we thought we needed to do it again. With the raffles, bake sales, hot dogs, we probably brought in at least
$500 to $600, and that’s just from the school’s students supporting the projects.” Student Kayla Riggs is working on the project for Syrian refugees. “I wanted to help someone from a different country besides people that are here, because they get lots of help,” she said. For her project, warm winter clothing was collected from the lost-and-found at a number of schools in the area, including Vernon Christian School, to be given to a family when they arrive in the North Okanagan. “A Syrian family is being sponsored by the Armstrong-Spallumcheen Refugee Project and scheduled to arrive in the middle of January,” said Kayla. “I’ve learned how to communicate and make different ideas that will help other people who aren’t from here.” Evita Dill chose the Upper Room Mission as her project. “Because I felt bad for people who don’t have a family or their own clothes and can’t go to work and get food,” she said. “We did four bake sales and we raised over $100 and we will do some backpacks with hygiene products, toques, mittens and scarves. “I learned that helping other people is fun, it’s about helping but it’s fun making it happen,” she said. The backpacks were delivered to the mission just before Christmas, to be given to clients. Ethan Kooijman selected the Vernon branch of the BC SPCA as his charity of choice. “Because I love cats and dogs and want
to help because they need a home,” he said. “The SPCA needs all the help they can get to raise money for food and other things.” A bake sale was held in the Seaton commons area, with students flocking to stock up on home-baked goodies. And for Maira Wilson, the North Okanagan Hospice Society is the charity she has chosen to help. “I chose that to bring a bit of happiness to the people who are dying, but the staff go through a lot too,” she said. “To fundraise we made up baskets and we sold raffle tickets, so Hospice can continue to do good work. My friend’s grandpa died there. “I feel like I have a greater appreciation for everything I have, I don’t take everything for granted. “And we also added an extra project, which was doing something fun for students at Alexis Park school, where we decorated gingerbread houses with kids in Grade 1.” Seaton is a dual-track school which offers both English and French immersion programs. For the past three years, the school’s Grade 8 Academy has been bringing all of the first-year English students together into one program as a way of easing the transition from elementary school to a secondary school of 850 students. The academy uses project-based learning to ease them into high school, but always includes all of the core subjects such as English, social studies and math, as well as health and careers.

Academy helps ease transition Continued from page A12 The academy is led by humanities teacher Cara Cyr, science teacher James Carr and math teacher Ross Ohashi, along with Freebairn. “It’s all integrated, and this is to get students more engaged the first year of high school,” said Freebairn. “We have them three out of four blocks in the first term, and they have really good relationships with the teachers because they’re with the same teachers every day. “The school has also been able, as a whole, to move past attendance problems.” With three rooms, the students work in small groups as well as in the larger group. When it’s time to work in the larger group, a moveable wall is taken down. “I found that when I first got here, it was actually really cool because there were a whole bunch of teachers I didn’t know and we got to know them and this made it less scary,” said Kayla, who was at Harwood elementary before starting Grade 8 at Seaton. Her classmate Evita was also at Harwood and admits to feeling both shy and frightened when she started high school. “When I first got here, there were all these different people I didn’t know but since I’ve been in the academy I’ve got to know almost everyone and I feel part of everything,” she said. Ethan came from an even smaller school: Lavington elementary, which has less than 100 students. “My first day I was so nervous and I didn’t even want to come to school but then I came here and I got into the academy and thought this isn’t so bad,” he said. Maira made the transition from St. James School, where she had only 10 kids in her Grade 7 class. “I was kind of nervous but my sister goes here,” she said. “In my old school I knew everybody by name. It was kind of scary because I came here by myself, I didn’t have any friends from elementary who came with me.”

SMALL CLUB PROVIDES BIG SUPPORT
MAKING OUR COMMUNITY A BETTER PLACE
As to you might expect, a small town like Armstrong has a small Rotary club. While me may have fewer members than some of the larger clubs, are members are very active and involved in the community. Probably the largest annual event held in Armstrong each year is the Interior Provincial Exhibition. The Rotary Club of Armstrong has been providing the manpower and planning for parking of thousands of vehicles during this fair. This is not only acts as a much needed community resource, but also helps to raise funds for the local and international projects we support. Some of the local projects we support include: • The planting and care of the flowers and shrubs at the local museum and the roundabout in front of Norval Arena. • Scholarships and Bursaries to graduates of Pleasant Valley Secondary School for many years. • Donations to the Hogan Society, to help ensure we have doctors available in Armstrong. • The bi-annual garden tour and luncheon. • Local Christmas Hampers and Food Bank to help families in need. • The local Festival of Trees where we decorate and display a tree at the museum, and provide a gift under the tree to be auctioned off for charity. • Funds for the school lunch programs. Equally important in a small town like Armstrong, many of the local charities and non-profit organizations work together, share resources and share the funds raised. Such was the case this past year when we worked with the Armstrong Curling Club to manage parking at the IPE. We, in turn, shared the funds raised during this event with them.
Kalamalka Rotary supports a variety of initiatives that help make our community a better place. Thanks to the generosity of donors, local businesses and guests at the annual Kalamalka Rotary Dream Auction, the club raises funds that are then allocated to local and international projects. Kalamalka Rotary has initiatives that focus on of the social needs in our community; for instance, helping the working poor with projects like Habitat for Humanity where we provided the initial funding for the foundation, enabling three families to have a new home in our community. Simple things sometimes have the greatest impact, like the new washrooms at Maven Lane that helped accommodate more children in their early childhood development programs. Research has shown that the earlier we can expose children to literacy programs, the higher the chance of their success. Kalamalka has also been very lucky to have been able to respond quickly to emergences as they arise. Projects are selected based on how well they contribute to the greater good of the community and with respect to the total number of people who will benefit. One of the projects involved helping the Family Resource Center to install new flooring. “One of our children’s counsellors commented that she can now better utilize her art therapy program when working with her clients without the fear of the child becoming sick from the old carpet that had been in the centre for the past 18 years,” said Executive Director Scott Manjak. “With the new flooring, our centre now has a warm and welcoming atmosphere for our clients. Thank you Kal Rotary for your support and care for our clients.” Other agencies that have received funding are the Vernon Women’s Transitional House, Meals on Wheels (a new oven) and Canadian Mental Health Association (new fridge for their kitchen program). The list over the years clearly illustrates the variety and breath of the programs in Vernon that reach out into our community to provide a helping hand. Silver Star SMALL CLUB PROVIDES BIG SUPPORT Silver Star Rotary is a club that has fun making our world and our community a better place. Our projects range from regular donations to local organizations like our food bank, to organizing events that generate excitement and help improve and even save lives. Our free Project Save-A-Life teaches basic life-saving skills to hundreds of local residents each year. Our next program runs on Saturday, February 20. (Google Project Save A Life) The annual Father/Daughter Ball is an elegant formal dinner and dance every September. This year over 200 dads and daughters joined us at the Vernon Lodge for an evening of fun, friends, music and prizes. We organized the 2nd annual Rotary North Okanagan Athletic Awards event with other local Rotary clubs. 330 people attended to recognize the accomplishments of high school athletes in the North Okanagan. Our keynote speakers were Ottawa Senators Center Curtis Lazar and Paralympic gold medalist Ina Forrest. Our 2nd annual Fondo saw cyclists pedal a spectacular tour of the roads less travelled. This year our scholarship program awarded $8,250 to 12 students, in amounts ranging from $250 to $1,000. Vernon THE GIFT OF FUNDING AND TIME Vernon Rotary has been around for many years, 90 to be exact. We have persevered through good times and bad, have started five other clubs, and given the gift of both funding and time for the benefit of many North Okanagan organizations. There are many components to our service group. We have fundraised over the years, holding a variety of events (usually some of the best and best loved in the city) and that is what we would mostly be recognized on a local level for. But we also have many other functions such as annual work days. The annual Rotarians at Work day is an initiative that was created to not only give the gift of much needed funding but also the gift of time. The program vision is to have every Rotarian around the world participating in a service project of some kind on April 30. Almost 30,000 Rotarians and volunteers from 35 districts worldwide roll up their sleeves to improve their communities as part of Rotarians at Work Day. Vernon Rotary has participated in many ventures through the years such as: • yard clean up and work bees at Hospice House • yard clean up and work bees at Women’s Transition House • work bees at Centennial Park • many projects at O’Keefe Ranch, from building to painting and clean up • work bees and donations to Upper Mission, Salvation Army and various shelters around the area Vernon Rotary funds many different scholarships, has participated in student exchanges and, on a global level, participates in the fight to eradicate polio as well as funding and doing work projects for different areas around the world.

Doggy duo needs help Morning Star Staff
Girlie and Dash, two dogs at the Vernon SPCA, need the public’s help. The canine pair came into the care of the B.C. SPCA’s Vernon branch after the closure of an animal rescue organization in the area. Dash, a one-and-a-half-year-old German shepherd cross, was suffering from a bad flea infestation, flea dermatitis and a severe ear infection, while Girlie, an 11-year-old Chihuahua cross, has dental disease, a bladder infection, flea dermatitis and mammary tumours that require removal. “Dash is super happy all of the time, a real highenergy boy, and Girlie is a real sweetheart. She’ll greet us with a wagging tail and is quiet and friendly, despite all of her medical issues,” said Chelsea Taylor, branch manager. “We just want to see these two have another chance at healthier, happier lives in loving, forever homes.” Medical costs for both dogs are expected to be nearly $2,000. Police urge residents to lock their vehicles Morning Star Staff
Police are urging residents to secure their vehicles following a rash of reported break-
ins in Lake Country. On Tuesday at 9:09 am, the RCMP responded to a report of a theft from a vehicle parked in
the 9800 block of Sonata Road. Investigators have determined that the vehicle had been left unlocked by its owner.
The suspect located a garage door opener inside the vehicle and subsequently gained entry into the victim’s garage where they stole fishing gear and tools valued at more than $2,000. A short time later, police received a second complaint of a similar incident which occurred in the 9700 block of Santina Road. The suspect in this incident entered another vehicle which had also

been left unlocked overnight. The suspect stole an iPod, a set of head phones, and a cellular phone from inside. And there is a third incident in the 11000 block of Jackson Court. Once again the suspect entered an unlocked vehicle and stole loose

New chairperson for college Morning Star Staff
Okanagan College has a new chairperson at the helm of the board. Connie Denesiuk, of Summerland, will assume responsibilities of the chairperson Friday, following in the footsteps of Tom Styffe, who finishes six years of service on the college board. Denesiuk joined the college board in 2012 and she previously was chairperson of the Okanagan Skaha School District. “Over the past decade, Okanagan College has become an incredible success story in the province and has earned national attention for its achievements,” said Denesiuk in a release.

TF: On LNG, oil and natural Tom Fletcher gas prices continue to go down, and supply continues to go up around the world. Did you see any positive signs this year? CC: What I saw this year was developing countries, especially China, making a firm commitment to reduce their emissions. The only way for them to
do that is to move to a greater degree to natural gas, and the bulk of their industry is still located on the east coast of their country, a long way from Russia and close to B.C. TF: Are we going to see some policy action on high housing costs in 2016, and will there be some relief from the property transfer tax? CC: You’ll see in the February budget, but we are looking for ways to provide some relief for home buyers. TF: We’re starting to see government advertising ramp up. We saw a lot of Jobs Plan advertising before the 2013 election, we saw the federal government do it with their Economic Action Plan, which was very expensive, and

Premier Christy Clark sat down with Tom Fletcher for a yearend interview at her Victoria office. Here are excerpts. For the full version, see the Opinion tab at vernonmorningstar.com. TF: At the UN climate conference in Paris, did you speak about natural gas as a transition fuel, and did you find support for that idea? CC: Yes and yes. The new government in Ottawa is a big supporter of our LNG plan, and part of the reason for that is that they also see it as a way forward for Canada to make a huge contribution to fighting global climate change. There are 150 coal plants on the books in China today. The only way that those plants and the ones that come after will be stopped is if they have a transitional fuel to move to. TF: B.C.’s 2020 greenhouse gas target, reduction of emissions by a third, is another target that isn’t going to be met. Why? CC: When the government brought in the carbon tax, it was based on the assumption that other jurisdictions around us were going to eventually catch up. And none of them have. There comes a point where the carbon tax can only get so high before we start chasing all those jobs out of the province. TF: Your advisory committee says the carbon tax needs to go higher starting in 2018 if it’s going to have an effect. Do you have any other choice? CC: Let’s figure out what the national goal is going to be, which we don’t know yet. TF: On a related topic, transit spending. Your new minister Peter Fassbender has talked about a “new day” in Ottawa and he’s downplaying the idea of another referendum for new funding

Ringette takes 20 to Finland Lions Cup in Helsinki KEVIN MITCHELL Sports Editor
It’s pretty much the ultimate Christmas present for 20 Vernon ringette players. Exhibition play in Sweden followed by the Finland Lions Cup in Helsinki and tickets to some of the World Junior Hockey Championships. And some of the girls and their families started the trip of a lifetime touring London and Paris. “As soon as the e-mails came out last year about the trip, everybody was in,” smiled Wynter Vanderdeen, a 15-year-old, Grade 10 Seaton student. “We’re super excited about what will be a cool experience. Several girls and their families are taking in the New Year’s Eve showdown between Canada and Sweden and the medal games at the world junior tournament. Players will also attend some of the World Ringette Championships in Helsinki, starting New Year’s Day with the Canada U21s versus Finland U20s and Canada against Finland (Open Division). Vanderveen, who plays locally for Blair Campbell’s U16s, plays defence and centre. She said the Vernon girls did some bagging at Superstore and ran some bottle drives to help fundraise. As they neared their latest accomplishments on the alleys at Lincoln Lanes, Dan DeBoer and Yvonne Walker had different thoughts. Hockey League Nanaimo Clippers tonight when they play the Cowichan Valley Capitals in Duncan. “I skated yesterday (Monday) and we have another practice today (Tuesday),” said Kowalski. “They’re all a little bigger and stronger but I can keep up (skating).” Approached about joining ex-Viper head coach Mike Vandekamp in Nanaimo in early December, Kowalski earned his first career BCHL point in a 7-5 win over the Merritt Centennials on Dec. 11 and decided to sign with the Clippers. “I honestly didn’t think this was going to happen,” said Kowalski, who compiled 17 goals and 42 points with the Okanagan Rockets. “This is a real surprise.” Matt is billeting with the same family his father, Scott, stayed with during two seasons with Nanaimo from 1990-92. Once an athlete gets a taste of a national championship event, the natural feeling is to go back for more. Kelsey Fillion is experiencing that feeling. The Vernon Kokanee Swim Club 13-year-old sprinter qualified for her first national age group championships this year in Quebec City. Competing in the 12 and under group, Fillion swam in four events – the 50-metre freestyle, 100free, 200-free and 100-metre backstroke – and qualified for two finals. When one player errs, his or her partner cannot wait to point it out. However, if you realize that a mistake has been made by partner or you, do not get distracted. Keep concentrating and do not make a second slip that lets a beatable contract succeed. In this deal, East must keep his eye on the cards. Yes, it is the same layout as yesterday’s, but it features a second important defensive
point. South is in four hearts. West leads the diamond king and continues with the diamond jack. East, thinking that his partner had started with a doubleton, overtakes with his ace and returns the suit to West’s queen. West exits with a spade. What should happen after that? When North uncovered the 4-4 heart fit, he happily jumped to game. South has to play the trump suit without loss. He wins the spade shift in his hand with the ace and plays a heart to dummy’s jack. If both opponents follow low, declarer will cash dummy’s ace and be happy when West’s king drops. East must be ready - under dummy’s jack, he

It is with great sorrow that we announce the death of Ann Elizabeth Miks of Lumby BC. Ann passed away after a lengthy battle with cancer, with her husband by her side. She will be remembered by all who knew her as a wonderful, outgoing, loving person, who had a thirst for life, and all things beautiful. She was a great wife and an amazing mother. Ann is survived by her loving husband Willi, daughter Natasha (Matt), son Sean, granddaughter Brooklyn Jade, her siblings Darlene and Glyn, and their families. She will be also sadly missed by all her friends and extended family. In lieu of flowers, memorial donations in Ann’s name may be made to the North Okanagan Hospice Society at 3506 27th Avenue, Vernon BC V1T 1S4.
