Creston area property owners should not expect dramatic changes in the 2016 property assessments they should receive in the mail this week. “Most homeowners within the region can expect an increase, compared to last year’s assess-
ments,” according to Ramaish Shah, the region’s deputy assessor for BC Assessment. They “will see modest increases depending on their location.” The owner of a home within Town of Creston boundaries valued in 2015 at $217,000 could see it rise to $225,000 this year, an increase of less than four per cent. Property assessments are used

by municipal, regional and provincial governments as the base for taxation rates. If a property value rises at the average rate, tax increases will likely be modest. Creston town council, for instance, has directed its staff to keep the overall budget increase the same as the rise in the cost of living. Single-family residences — homes and condominiums — are
typically rising by zero to 10 per cent, Shah said. Commercial and light industrial properties are changing by plus or minus five per cent. Changes in property assessments reflect movement in the local real estate market and can vary greatly from property to property.

The total Kootenay Columbia assessment roll rose from $36.97 billion to $37.89 billion this year. This value reflects a change due to market movement, as well as $361 million in growth to due subdivisions, rezoning and new construction. The Kootenay Columbia region includes the southeast portion of the province from Columbia to Grand Forks and from Trail to Golden. Snowboarder Committee rescued on launching Fields Thompson BY LORNE ECKERSLEY Advance Staff
A snowboarder who was reported lost on Mount Thompson at 5 p.m. on Dec. 27 avoided a long night in the cold when an RCMP dog handler came to his rescue. The 23-year-old male, whom police did not identify, was snowboarding with another male, who was riding a snowmobile. The snowboarder got lost after the sun set, said Creston RCMP Staff Sgt. Darryl Hammond. Creston Search and Rescue were activated, and requested assistance from Nelson Search and Rescue. An RCMP police service dog and its handler, Cpl. Phil Sullivan, were dispatched from Cranbrook to help in the search. Sullivan skied into the area in which the man had last been seen, finding him unharmed. “Other than being cold, there were no apparent injuries,,” Hammond said. Sullivan waited with the male until search and rescue crews arrived at the scene. Volunteers then flattened a path through the deep snow so all parties could depart safely in “treacherous conditions”, Hammond said. “As always, we are recommending that users of the back country take appropriate precautions, such as carrying equipment suitable for weather conditions and being equipped to be stranded overnight.” he said.

Having learned that food and agriculture are top priorities for area residents, a local committee is kicking off a Fields Forward program with a forum next week. January 11 and 12 are the dates set to launch the first Community Directed Funds initiative, which has $600,000 to spend, thanks to the Columbia Basin Trust. Fields Forward, according to the community fund website, is a partnership program designed to boost economic development in the agri-food sector and improve local security. “The idea is not to replace existing efforts, but to link groups and projects, making it easier for them to do their own work and reach shared goals,” it says. Fields Forward participants will benefit from the Creston and District Community Directed Funds Committee’s plan to hire a paid co-
ordinator to help achieve its goals. Economic development and agrifoods professionals will work with the coordinator, and annual events are planned to involve the community as the project moves forward. “We are excited about launching Fields Forward,” said Kootenay Employment Services executive director Hugh Grant, who chairs the committee. “We believe that this will answer a call that we heard from the community for the CDF to support communication and collaboration. We also think the partnership will attract business, government and foundation dollars to our district. With a shared voice, we should be able to better promote our local agri-food potential.” More information about Fields Forward and the launch forum, which includes training and collaborative planning, can be found at communityfund.ca/fields-forward. Participants will include farmers, regional politicians and representatives from provincial ministries. “Taking the leap from big dreams to bold steps can sometimes seem impossible,” said Creston Valley Farmers’ Market manager and Town of Creston Coun. Jen Comer. “But I feel like we are ready to make that leap in our community when it comes to food and farming. Over the last few years, we have dreamed big — we want to see everything from more food being grown on our fields to more local meals on our tables. I believe that the Fields Forward partnership can pull us together and use the small successes we have all been seeing as building blocks for bigger wins.”

Creston RCMP Staff Sgt. Darryl Hammond got a pleasant surprise when he worked the evening shift on New Year’s Eve. “It was very quiet and generally uneventful,” said Hammond, who spent about 18 years in the Lower Mainland before relocating to Creston in 2015. Police Beat Creston RCMP responded to 57 calls for service from Dec. 28-Jan. 3, Hammond said on Monday. December 28 •Police were called to assist emergency medical personnel with an unconscious patient on Simon Road. •Occupants of a vehicle that went off Highway 3 near Goatfell needed the assistance of Creston Fire Rescue when emergency workers were unable to get the doors open because of deep snow. “No one was injured, but the highway had to be closed for a while to let the rescuers do their work,” Hammond said. •East Arrow Creek Road was the site of the first in a string of mischief to mailboxes. Police have not determined if any thefts took place. •A possibly impaired driver reported on Cook Street was not located. •Damage to a group mailbox on Lakeview-Arrow Creek Road was reported. •Fifty vehicles were checked in a CounterAttack effort on Canyon Street at 16th Avenue. •The driver who was seen doing doughnuts in a Cook Street parking lot received a ticket for his performance. •A vehicle that partially blocked a driveway on Vancouver Street led to a dispute between neighbours that required a police visit. December 29 •No injuries resulted when a vehicle
went off 16th Avenue at Canyon in icy conditions and collided with a power pole. •A vehicle parked in an alley near 11th Avenue North had been tampered with, possibly as thieves attempted to gain entry. •Mailboxes on Thompson Road at Highway 3 and Kitchener Airport Road were damaged. •A vehicle collided with an elk on Bossio Road. •A Crawford Street resident reported his name and phone number were being used by an unidentified seller on the Kijiji website. •A driver stopped in a CounterAttack check stop on Northwest Boulevard at Cavell Street was issued a three-day driving prohibition and his vehicle was impounded for three days as well. •A well-being check on Northwest Boulevard indicated the resident was OK. December 30 •Police are investigating a domestic violence report from Erickson Road. •A vehicle went off Highway 3 near Palliser Creek Forest Service Road. No injuries were reported. •A concern from a Crawford Street resident arose when a cellphone discussion with someone driving to Creston ended abruptly. Police later learned the driver’s phone battery had died. December 31 •A complaint about a “loud neighbor” was received from the 3700 block of Highway 3. •When police checked on a complaint about illegal hunting on Nick’s Island Road they determined the person in question had a limited entry elk permit. •A shop window was damaged on Canyon Street at 16th Avenue. •A family dispute on Balsam Road required police attention. •A possibly intoxicated male driver
reported on Highway 21 near Rykerts was not located. •A male who was causing a disturbance at a business in the 1800 block of Highway 3A left when police were called. •A total of 160 vehicles were checked in CounterAttack stops on Northwest Boulevard at Payne Street, Railway Boulevard at Canyon Street and Northwest Boulevard at Cavell Street, all without incident. •A driver reported to have ignored a stop sign and sped on Canyon Street was not located. •When police attended a 24th Avenue North residence to assist emergency medical personnel, they found an alcohol-fueled disturbance that led to the arrest of three people, all of whom were held overnight in cells. January 1 •After responding to a report of theft from a vehicle in the 5000 block of Highway 3A, police located a suspect who was in possession of stolen property. He was arrested and released after a pre-trial appearance, and will face criminal charges. •When police checked on a reported abandoned vehicle on 36th Avenue North they learned a homeless person is living in it. •A driver was stopped on Highway 3 in Kitchener, where he failed a roadside screening test for alcohol consumption. He was issued a 90-day driving prohibition and his vehicle was impounded for 30 days. January 2 •Police did not locate a driver on Mallory Road who was reportedly speeding and passing on a double solid line. January 3 •Police are investigating a reported breach of court conditions. •A 911 call from Lister was apparently made by a four-year-old playing with the phone.

A 12-day break between games over the holidays didn’t keep the Creston Valley Thunder Cats from marking two victories last week, beating the Fernie Ghostriders 4-3 in overtime on New Year’s Eve and 3-1 on Saturday. “You always wonder what you’re going to get coming off a long break and only having a couple practices to prepare,” said head coach Jeff Dubois of the Dec. 31 game. “We came out of the gates hard. Desrosiers was formerly a top scorer for the Golden Rockets, for whom he played since 2011, and acquired by the Thunder Cats after he played five games with the Rockets this season. “It took him a bit of time to find his rhythm with us,” said Dubois. “He kind of found that goal-scoring touch again.” A goal with a minute left in the second period by Sebastian Kilcommons gave the Thunder Cats a 3-0 lead. “He jumped up in the rush and made a nice play,” said Dubois. “He’s solid in terms of defence and control of the puck.” The Ghostriders — in third place a point behind Creston’s 45 in the Kootenay International Junior Hockey League’s Eddie Mountain Division — tied the score with three goals in the third period, sending the game into overtime. With 1:28 left in the second overtime period, Alec Wilkinson scored on a breakaway for the Thunder Cats’ final goal of 2015. “We probably didn't want it to get to overtime in the first place,” said Dubois. “But there was a New Year’s atmosphere in the crowd. It was a pretty cool way to finish out the year.” On Saturday, the Thunder Cats visited Fernie, hoping for a different outcome than the 7-4 loss they endured there on Dec. 17. “We really spent a lot of time keying on our road performance,” said Dubois. “We’ve played our best hockey at home and we’ve struggled at that level of play away from Creston.” Scoring in the 3-1 win started with a power-play goal by Creston’s Carson Cartwright early in the second period, unmatched until a power-play goal by the Ghostriders four minutes into the third period. Light has Christmas connection To the Editor: Well, another Christmas had come, and has now gone, and with it all the joyous preparations of buying gifts for loved ones and friends, the sharing of good food and treats — everything good amidst much happiness — and the sharing of many messages of peace and goodwill towards all men, as taught by Jesus Christ, the Son of God. The most evident symbol of this most important celebration is lights — lights everywhere, inside, outside, lights of every colour. Why? I really did not think about the symbolic connection of light with this special celebration until it was brought to my attention, that light is used as a metaphor to represent God, divine presence, truth, spirit, knowledge and hope. Light appears in the sacred texts of all three Abrahamic religions, Judaism, Christianity and Islam. It is also used

by Hindus, Sikhs, Buddhists and many other religions. Darkness is the absence of light. The recent darkness that befell Paris left many with feelings of fear, anger and hate; others were left with feelings of empathy, compassion and sorrow. As tragic as the violence in Paris was, so is the violent killing of over 1.3 million people in Iraq, Afghanistan and Pakistan since 9-11, resulting from the “war on terror”. This estimate does not include those killed in Libya, Yemen and Somalia, or those killed, and now being killed, in Syria. This carnage does not include the millions of refuges displaced by this “war on terror”. Mahatma Gandhi once said, “Is this practice of taking an eye for an eye causing the whole world to go blind?” In this time, when differences of race, ethnicity, culture and religion are being exploited to tear down the common fabric of our humanity, let us try to be more aware of our similarities, to allow us to move forward to peaceful solutions. Martin Luther King Jr. said, “Darkness cannot drive out darkness; only light can do that. Hate cannot drive out hate; only love can do that.” Alex Ewashen Creston
Firefighters bring spirit to season
To the Editor: (“Firefighters Spend Evening ‘Carolling’ ”, page 18, Dec. 24) What a magical night! Out of the darkness came beautiful Christmas music, lights and decorations on a parade of vehicles with people waving, driving up and down the streets. People came out of their houses to see and wave back. I cannot thank enough those who were involved for this random act of kindness and Christmas spirit. It was obvious that a lot of work went into this and the spontaneity of it was amazing. It has been a tough year, but seeing that gave hope for a better year in 2016. Fear is natural — but it shouldn’t take over your life
Fear. It’s something we all feel. It doesn’t matter our age or gender, religion or race. It’s a thing that can unite the world and also destroy it.
The Teen Take Emily Ritter-Riegling When you are younger, your fears tend to be irrational, like the fear of the monster under your bed or the bogeyman in the closet. The thing is, you can check under the bed and in the closet and see that there’s nothing there. As you get older, however, your fears become more realistic, more likely. You fear things that actually happen to people or things that are inevitable, like graduating and leaving home, or
getting cancer. As youth we start to understand these fears as we begin to make better sense of the world around us. But how are we supposed to deal with it? We see bad things happen in the world and fear that they could happen to us as well. The thing is, if you spend your whole life worrying about what could happen, you will drive yourself insane. Fear makes you paranoid and skeptical. You begin to not take risks and not live your life to its full extent. The older you get, the more fears you collect, but also the more fears you lose due to experience. Youth lack that experience in the real world. This could cause some of the fears we feel. We can’t really know if most things are a true threat or something we just got worked up over. We need to live through things to know if we really fear them or not. You can’t change what frightens you but you can change how you react to fear because you can’t check everyone’s bag to find a gun or have health exams all the time. Sometimes bad
things happen, but it can’t make you stop enjoying life. Sometimes the fear is worse than the actual thing. It’s like the worry before a test but as soon as you get it you realize there’s no real reason to freak out. It can be the opposite, though, too. Everything in life is so inconsistent and unsure that we can never really know. I feel as though teens try to live in their own little bubble to try and force away the fear. We really feel no need to worry until we graduate but then suddenly we’re in second semester of Grade 12 and are half scared to death. So, fear. Is there even anything we can do about it? Since the beginning of life there has been fear and it has saved lives. We can’t forget that we are scared for a reason and that we need to know when we are threatened. But we can’t let it take over our lives. We can’t let fear win. Emily Ritter-Riegling is a Grade 9 student at Prince Charles Secondary School. As we drift into 2016, struggling to write the proper year on our cheques, I thought what better time to reminisce

about “Auld Lang Syne” or as the Scots would say, “Old Long Ago”. Well, maybe not so long ago, but I realized that I wrote my first column for the Creston Valley Advance 15 years ago, almost to the day, and if you think my current columns are dry, you would have needed eye drops to get through those first ones. OK, they weren’t that bad and in fact some were pretty good — do you ever run across stuff that you wrote or built or created many years ago and marvel that you probably couldn’t generate that same result again if you tried?
This is my 355th column since former Advance publisher Melody Hill cajoled me into doing an update of what happens around the Creston and District Community Complex (the official name) and the very first submission dealt with what we were calling this feature. Since it was about the rec centre (the unofficial name), we landed on From the Centre, which I felt was a cut above “Rec News” or other lesser choices. Thumbing through them all (yes, I am a hoarder) is a trip through the intimate history of the place. SEE REC CENTRE, PAGE 9

Play it one more time
Our drive back from Christmas with the kids in Calgary was a pleasant one — a rare occasion in which our timing was excellent. A weather change the following day created icy road conditions and accidents even caused a road closure or two. It wasn’t the good timing that made the drive particularly enjoyable, though. It was the music. I had let our satellite radio subscription expire on our Prius because I found myself listening almost exclusively to the Classic Vinyl channel, which features rock music from the 60s and 70s. My iPod covers that era well. Our new Subaru has a threemonth trial subscription to Sirius XM Radio, though, and I was experimenting with other stations. I tuned in, as we started the drive back, to the 70s rock channel. “Why are they playing a 50s song on the 70s channel?” I wondered. The answer came quickly. The disc jockey was presenting a post-Christmas feature—all number one hit songs from what he described as the audiotape era. He defined that era as 1956 to 1974. Cool, I thought. Those years spanned my own youth, from age two through 20, and the five-hour trip flew by as I sang along with almost every tune. From Pat Boone to Queen, Roy Orbison to the Beatles, Olivia Newton-John to Dr. John, it was a rare track that did not stir specific memories from my youth. Like many music lovers, many of my memories are directly tied to the music of the day. I can remember the first time that Calgary’s CKXL radio station played Herman’s Hermits’ “There’s a Kind of Hush” when I was 13. I loved the song immediately and was pleased when evening disc jockey Buddy Bee said the station’s phone lines were lit up with requests to hear it again. And again. And again. When I was in junior high school, my New Year’s Eve activity was listening to CKXL and making a list of the top 100 songs from the station’s
annual countdown. One of my classmates had already promised to take the bus downtown the following week to pick up a copy of the top 100 from the station, but I wasn’t about to wait. When school was
Lorne Eckersley back in, the conversation in our class was about the list. How did that song finish so high? How did that song finish so low? Why was that song even on the list? New groups and new songs serve as markers in my life. Anyone who watched the Beatles perform “Hey Jude” (in a taped session) on The Smothers Brothers Comedy Hour knows exactly what I mean. When I was 10, Lorne Greene, who I admired as much because we shared a name as for his role on Bonanza, released his one song that would become a hit. “Ringo” became my song and when my grandmother visited from Fernie I told her I wanted the album for my birthday. I got it. Saturday mornings for me often meant a bus ride to the North Hill Shopping Centre. In the music store I would stand before a wall displaying 45s of current hits and agonize before making a purchase. Paul Mauriat’s “Love is Blue”. Frank and Nancy Sinatra singing “Somethin’ Stupid”, “Winchester Cathedral” by the New Vaudeville Band. I can still remember taking my purchases home and playing them for the first time on the portable record player I had to share with my parents and my two younger, and very square, sisters. Our home record collection largely consisted of 78s my folks had brought
from Fernie and the LPs we bought during our payday shopping excursions to Safeway. Sure, my sisters and I could listen to Jo Stafford singing “Around the Corner” endlessly, and I loved Vaughn Monroe singing “Riders in the Sky” (why wasn’t it called “Ghost Riders in the Sky”?) and anything by Wilf Carter, but those early 45s were my music. I cherished them. Later I would become addicted to long songs, probably because “Hey Jude” clocked in at more than six minutes. Iron Butterfly’s “In-A-Gadda-DaVida” took up a full side of the LP, as did Rare Earth’s version of “Get Ready”. I still listen to Arlo Guthrie’s anti-war tale, “Alice’s Restaurant”. In 1977 my sister’s boyfriend was visiting Angela and I and asked if we had heard this new guy, Meatloaf. You’ve gotta hear his album, Bat Out of Hell, he said. I bought it the same week and played it to death. A few years later we were living in Creston and my buddy Boyd Batke, who owned Creston Valley Bakery at the time, introduced me to Prince and his double album 1999. When Purple Rain came out I thought I had died and gone to heaven. When Paul Simon released Graceland I didn’t want to play anything else for months. His performance with Ladysmith Black Mambazo at the 1987 Grammy Awards might have been the best thing on television in 1980s. As a child I often wondered which of my five senses I could live without. I had bad eyes and liked to make my nightly trip upstairs to the bathroom and back with my eyes closed, good practice in case I went blind. Hearing was the last sense I wanted to lose. Ironically, going to concerts featuring acts like Jethro Tull, Stevie Wonder and Queen probably had a long-term impact on my hearing, at least if the ringing in my ears today is any indication. Since I was the rec programmer when I started writing, many of the columns talked about volunteering and the dedication people in the community put into this place and I’ll tell you, there have been hundreds and probably even hundreds more before I started here over 20 years ago. Many column ideas grew from conversations between Heather and I as we did our regular visits to family in Alberta. Our little brainstorming sessions over the 10-hour drive usually had me asking Heather to scribble these great ideas down on paper, leaving me to try and decipher them later in hopes of regaining a glimmer of what brilliance we achieved earlier. Over the years, columns also spoke about the many events we held here and while many of them were the same such as fall fair and the trade show, we saw them evolve or
change as different volunteers or circumstances came into play. We had numerous columns over several years that talked about the master plan, which evolved into the facility enhancement and aquatic feasibility study, Friends of the Community Complex, design team, referendum and finally the whole construction process, which landed us in our current facility. I often sweated over a Pulitzer Prize-winning quality column, selecting my words like a jeweler would select diamonds for a wedding ring only to get the best feedback from some goofy column about mixed dog breeds (pointer plus setter = pointsetter, a traditional Christmas pet) or preparing for one of the ski trips we used to run (No. 2: Soak your gloves and store them in the freezer after every use). It just supports why I try and use humour as my basis for getting through life — most
cians, school counsellors, community agencies, the RCMP and more. Together, the more than 350 members of the collaborative are working to improve timely access and integration of child and youth mental health services in the province by working on local action teams in various communities, and finding solutions to system barriers through working groups. Fortunately, the unnecessary stigma that has surrounded mental illness for decades is finally beginning to lessen. An increasing number of articulate, compassionate and public individuals are coming forward to tell their personal stories of life with a mental illness. Public individuals like Olympic athlete Clara Hughes, CBC radio host Shelagh Rogers, actress Catherine ZetaJones, and comedian Robin Williams have all raised awareness and understanding, and reduced stigma to unprecedented levels. Youth, too, are coming forward in schools and communities to share their experiences and help others make the path less isolating. This growing openness and recognition is helping all of us understand that mental illness touches us all and that fostering mental wellness is a task for every one of us. The Child and Youth Mental Health and Substance Use Collaborative has received funding through to 2016 and is determined to make the experience for youth and families much more timely, efficient, effective and less isolating. While we still have a ways to go, with increased education and awareness, better integration of services, more family support and advocacy, as well as reduced levels of stigma, the future is people can use a good laugh and those that can’t, should. Skimming through the past 354 columns, I am reminded of that scene in the movie Field of Dreams where Terrance Mann states, “The one constant through all the years, Ray, has been baseball. … Oh people will come, Ray, people will most definitely come.” If you took out the word baseball and used whatever you call this place or way of life, be it recreation or community hub or social gathering place, and substituted perhaps community, it couldn’t ring more true. Mixed media, pottery, watercolours, acrylics at library and chamber What a wonderful start to the new year! Blue skies and sunshine instead of the usual grey have been greeting us for the last few days. However, clear skies also means colder temperatures, so you might want to stop in at the Creston Valley Public Library or the Creston Valley Chamber of Commerce to warm up and to check out the new art displays. The new Art in the Library display, “Art Times Three”, features the work of Carol Huscroft, Anne Graves and Val van der Poel. With everything from mixed media to watercolours, viewers are sure to find some art that delights the eye and the mind. They will find charming “cottage vignettes” by Graves, bold and fanciful butterflies and flowers by Huscroft, and a large monochrome of the valley by van der Poel, as well as a number of other fabulous pieces. The Art in the Library display will run

until April 2 so you will have lots of time to check it out. Remember that the art can be purchased by contacting the artist — we will be pleased to help you! “An Eclectic Mix” is what visitors will find when they stop in at the chamber of commerce. Thirteen area artists will be displaying during this exhibit of Art in the Chamber. Although a number of the artists will be familiar, this show also has some newcomers — artists who have rarely or never displayed their work in the chamber. Visitors will see lovely wooden bowls and other objects from Bill Young, a selection of acrylic paintings from beginner artist Niqi Archambault, colorful abstract acrylics from Paula Ebelher and some fascinating sculptural paintings (I hope) from an artist know just as Lebeau. This Art in the Chamber exhibit will be on display during business hours until March 31.
I hope I have given you enough information to wet your curiosity and encourage you to pop in and have a look at the art. Both exhibits will be on for about three months as we have made some changes for this year’s shows. Instead to six displays of two months each, we will have four displays of three months each, which will give valley residents and visitors to the area plenty of time to enjoy the art. By the way, if you are planning to give gifts (Valentine’s, Easter, birthdays) over the next few months consider giving art, the gift that lasts. The Art in the Library and Art in the Chamber displays are sponsored by the venues and by the Community Arts Council of Creston to provide artists from Yahk to Riondel with the opportunity to display their art to the residents of the valley and to any visitors to the area. The assessed value of residential properties in Nelson has gone up an average of 5.7 per cent in 2015. Rises in each of the previous three years were less than two per cent. “This year's increase is fairly typical for our region, not outside the norm,” said Ramaish Shah, deputy assessor for BC Assessment. “A change of from minus five to plus five percent is a stable change.” He said that most homeowners in the Kootenay Columbia region will see modest increases depending on the location. “For example, a typical single family home in Nelson previously
assessed at $315,000 was valued at $333,000 in the summer of 2015,” Shah said.

Increases in neighouring communities this year include Castlegar at 3.9 per cent, Slocan 2.7 per cent, Silverton 9.4 per cent, New Denver 5.4 per cent, and Creston 3.6 per cent. Kaslo is
unchanged and there were a number of decreases: Salmo minus 2.8 per cent, Nakusp minus four per cent, and Trail minus 6.6 per cent. According to BC Assessment, Nelson is the highest valued community in the West Kootenay. However, the top 30 highest-valued properties in the Kootenays are all in and around Invermere, Fernie, and Golden, topped by a $5.25 million home in Invermere. The most expensive West Kootenay property is an acreage at 1659 Highway 3A at Four Mile, assessed at $2.4 million. The only other local properties to crack the top 100 were acreages at 15660 Fish Hawk Bay Rd. in Riondel and 10231 Twin Bays Rd., each valued at $1.9 million. It was touchdown at 8:30 a.m. at the Canadian Rockies International Airport (CRIA) on Monday morning as Integra Air arrived as part of its inaugural flight from Calgary. Announced last month, Integra Air will begin with two daily return flights from CRIA to Calgary on Monday, Wednesday and Friday, and single return flights on Tuesday, Thursday and Sunday. Arriving on the Jetstream 3100 aircraft was Brent Taylor, the business development manager for Integra Air, while six passengers and a toddler were the first to try out the new service. “We’re really excited — sometimes you don’t realize until you get going,” said Taylor. “Now that we’re here, it’s kind of like Christmas morning, we’re finally here, so we know that it's going to take a little bit to get it going. … “We’ll probably have our little highs and lows, but we're excited and looking forward to serving the community and connecting to Calgary and bringing the Calgary folks here.”

The 35-minute Integra Air flights are direct to and from Calgary, complementing existing carriers at CRIA in Air Canada — which also provides flights to Calgary — and Pacific Coastal Airlines, which operates strictly in B.C. CRIA manager Tristan Chernove noted that growth over the last six years of his tenure has attracted attention from other air carriers. “We’ve had significant growth every year, year over year, and that's really the factor that allows us to be successful in attracting new carriers,” Chernove said. “When I arrived here in 2009, we were just shy of 100,000 passengers and now we're nearing 140,000 passengers, so that's really sustained growth over that period. “When carriers see that, it gives them good confidence that it's a place that's got a growing market, growing tourism activity and it’s a big part of why we're having success.” Chernove added that it's exciting to have a new carrier operating at CRIA. “We’ve got a great approach, we've got an incredible landing system, great reliability and plenty of capacity. The only constraint we have to much more growth in air services is demographics and population density,” he said. “So this is really exciting to have an airline that is suitable for a smaller market as compared to what a lot of the airlines fly with, which is really large planes that are difficult to fill with our limited population.”

Discussion important as government moves toward marijuana Early childhood educators legalization dwindling in East Kootenay

The federal Liberal government has stated it intends to move toward legalization of marijuana. What does this mean and what issues need to be considered? In 2015, the Canadian Centre for Substance Abuse (CCSA), along with partners from the public health, substance use treatment and law enforcement communities, took two fact-finding trips to Washington and Colorado to talk to stakeholders about the experience of legalizing marijuana in those two states. The CCSA is Canada’s only national agency dedicated to reducing the harms of alcohol and other drugs on society, informing policy and practice, and improving services for those affected by substance use disorders. In November, the CCSA released a report on its findings. In its report, the CCSA identified a number of recommendations based on the C o l o r a d o / Wa s h i n g t o n experience. Marijuana, or cannabis, is the most widely used illicit drug in the world. Although the usage rates have been dropping over the past 15 years, Canada still has some of the highest rates of marijuana use, particularly among adolescents and young adults. The CCSA report recommended that movement toward legalization identify a clear purpose to drive the overall approach. The principle rationales that are usually raised for legalizing marijuana are that it would help to reduce the role of organized crime, it would reduce the significant negative impact of criminal charges for recreational users and it would improve product safety and generate tax revenue. Furthermore, by shifting the understanding of mar-
ijuana use from it being a criminal problem to it being a public health issue, it allows for more effective prevention and education activities, as well as greater regulatory control over access and marketing. By talking to its counterparts in Washington and Colorado, the CCSA delegation learned that the regulatory framework must: •Reconcile the medical marijuana markets and the retail markets; •Control product concentrations and product formats. This was necessary to ensure consistency in the types of marijuana products sold and the concentrations of active ingredients in the products; •Prevent commercialization. This can be achieved through taxation, rigorous federal regulation and monitoring, and strict controls on advertising and promotion; and •Prevent use by youth. This can be achieved by controlling access, having mandatory age limits on use, and by investing in effective health promotion, prevention and education campaigns for both youth and parents. Two concerns that were identified consistently were the need to educate youth about the potential negative consequences of marijuana use, and the risks associated with marijuana use and driving. Over the coming months, East Kootenay Addiction Services Society (EKASS) will be contributing articles to local papers to provide information on these points. EKASS believes that robust public dialogue on the legalization of marijuana informed by accurate information will be important as the government moves towards making these changes. EAST KOOTENAY CHILD CARE TASK FORCE
The East Kootenay region is a wonderful place to live, work and raise a family, but the beauty of the region is not enough to entice qualified early childhood educators to move to southeastern British Columbia. The number of vacant employment positions is not a surprise to early childhood educators who have left early learning and child care positions. Early childhood educators face significant challenges in the delivery of accessible, affordable, high quality child care. “Long hours, low wages and staff shortages can take a toll on even the most experienced child care provider,” said Mary Noble, East Kootenay co-ordinator for Children First and Success By 6. “Early childhood educators who leave their careers just get tired of waiting for governing bodies to address their concerns.” When asked about their future plans, 19 of 39 respondents on the East Kootenay Child Care Needs Assessment — spearheaded by the East Kootenay Child Care Task Force — stated they were either considering or undecided about finding work outside of the child care field. “Such findings are of extreme concern when programs are already facing significant operational challenges with respect to delivering of accessible, affordable, high quality child care programs,” said Jane Boyd, the consultant who led the East Kootenay Child Care Needs Assessment. “The loss of any of these educators will likely result in program closures.” Early childhood educators have an important role in contemporary societies. They work alongside parents, grandparents and other adults in guardian positions to enhance the quality of young children’s lives. Early childhood educators and other direct care providers are an extension of family for children who attend preschool, day care and out of school care programs. It is the quality of the program that makes the difference in the early years. Since there is generally a correlation between the quality of education and the quality of professional practice, it is concerning to regional service providers to discover that only five of 41 early years practitioners who responded
to the question about training indicated they were continuing their studies in early childhood education. Financial barriers, as well as limited access to quality mentorship programs, were identified as deterrents for students. September 13, 1954 ~ December 22, 2015 It is with great sadness that we announce that Jordan Stanley Braconnier, 61, of Beaverlodge, Alberta, died unexpectedly at his home on December 22, 2015.
Jordan was born in Kaslo, BC on September 13, 1954 to Colleen and Wilf Braconnier. Jordan is survived by his three children: Angela (Zach) Parker, Brian (Tania) Braconnier, and Tawny Braconnier (Mike Strang); his grandchildren: McKenzie, Destiny, Jaiden, Haleigh, Alliyah, Taylor, and Keiran; his mother Colleen Braconnier; brothers Allan Braconnier and Ken (Anita) Braconnier, and his sister Renee Braconnier as well as many nieces and nephews. Jordan was predeceased by his father, Wilf Braconnier. Jordan enjoyed fishing the Wigwam catching those “Big Bullies”, hunting in the Cedar Valley, camping, and spending time with his family. A celebration of life was held on Sunday, January 3, 2016 at Cherished Memories “Serenity Chapel” in Fernie, BC with Jane Clarke officiating. took place and 133 schools around the world competed to earn the most points. Prince Charles Secondary School (PCSS) came in 10th place out of the 133 schools
and earned a total of 91,309 points. Forty-seven PCSS students received awards for earning 500 or more points, and two of those students earned certificates for having
10,000 or more points. The students at PCSS spent an estimated 968 hours (over 10 days) competing in the Language Perfect Northern Championships.
