Greenwood councillor Nola Tutti passed away on Dec. 22 after a brief illness. She was predeceased by her husband Tiit, who died only months before Tutti, and survived by children Nicola and Graham. Tutti’s seat on council will have to be filled within 80 days of the appointment of a chief electoral officer, which is traditionally the Chief Administrative Officer of a municipality or city. At this juncture no official announcement has been made regarding the Greenwood byelection. This is not the first time a Greenwood councillor has passed away during their time in office. Late in the 20082011 term, Councillor Barb Collins died, though no replacement was sought due to the short time remaining. In this case, however, with the death coming much earlier in the term, a new councillor must be elected.

A local man has died after falling through the ice on the Kettle River just east of Grand Forks on Wednesday (Dec. 30). The BC Coroner’s Service has confirmed the deceased as Thomas Charles Grubisic, aged 54, of Grand Forks. Grubisic fell through the ice at approximately 2:45 p.m. An RCMP press release stated that a witness saw Grubisic and called police. “RCMP officers arrived on the scene and spotted Grubisic through binoculars and observed him in the water hanging on to the ice edge,” said Cpl. Dan Moskaluk, district advisory NCO, Southeast Division, in the release. “RCMP officers were a distance away when they spotted him and were unable to reach him prior to Grubisic losing his grip and going under.” On Thursday, RCMP dive teams and search and rescue personnel were able to locate and recover Grubisic, deceased, from the river.

Skaters of all ages and skill levels took to the ice at the Midway Arena on New Year’s Eve. Presented by the Village of Midway and RCMP Community Consultative Group, the four-hour event attracted nearly 100 adults and children, who enjoyed free hot dogs, coffee and hot chocolate.

Wood shop gets upgrade ANDREW TRIPP

Boundary Central Secondary School’s wood shop will be undergoing a major technological upgrade in the next several weeks with the installation of a new state of the art sawdust collection system. The Ministry of Education approved the capital project last month, committing up to $208,000 to refit the shop. The new system will replace the existing one, which, while still functioning, is outdated and no longer up to the stricter codes that now govern school facilities., and the school hopes to have it in-

stalled by the beginning of the next semester, which begins Feb. 1. Sawdust in an enclosed space presents several potential hazards, including the health of those exposed long-term to dust, as well as its extreme flammability. Stoney Creek, Ontario’s Precision Dust Collection is supplying the system, which will be installed by Kelowna’s D&G Mechanical. All ducting in the shop will also be replaced. School District 51 treasurer Jeanette Hanlon is thrilled with the ministry’s approval, and is confident that “we can bring it in on budget.”

Police look into break-ins

Vehicle impounded On Dec. 31, Midway RCMP investigated an impaired driving concern in Midway, reported Cpl. Judson Mayes of the Boundary Regional RCMP Midway Detachment. At approximately 11:30 p.m. police observed a vehicle driving slowly on Florence Street. RCMP pulled the vehicle over and began an impaired driving investigation. The male driver was requested to provide two samples of his breath in an Approved Screening Device (ASD) and both samples produced a fail. The driver was advised of an Immediate Roadside Prohibition under the Motor Vehicle Act. The vehicle was impounded for 30 days, and the driver

prohibited from driving for 90 days, Mayes said. Several break and enters Midway RCMP is investigating a rash of break and enters in the Boundary region. On Jan. 1, a rural Rock Creek Bridesville road was broken into. On Jan. 2, the Vaagen Mill shop was broken into; at this time it is not known if any items were taken. On Jan.2, the Kettle Valley Golf Course clubhouse was broken into.

On Jan. 3, the Westbridge thrift store was enter unlawfully. Between Dec. 23 and 27 there was a break and enter in Greenwood. In most of these break and enters, a red Ford F350 pickup truck was observed in the area and fled when witnessed. The vehicle has been seen in the Penticton and Oliver areas involved in similar criminal activitities. Mayes reminded Boundary residents to be aware of suspicious vehicles in your area, day or night, and advised to call the Midway RCMP with a license plate and direction of travel and description of individuals involved if possible.

Local traffic police saw one encouraging trend in 2015, but lots of others that have them concerned. In a roundup of annual statistics, RCMP Sgt. John Ferguson of West Kootenay Traffic Services said there were four fatal crashes on local roads last year, down from 11 in 2014, “however four is still too many.” None was alcohol-related, but Ferguson said impaired driving charges increased by 35 per cent and roadside suspensions related to alcohol increased 100 per cent. Charges of driving while impaired by drugs increased 10 per cent. “This is an alarming increase,” Ferguson said. “We cannot stress enough the devastation an impaired charge or an immediate roadside prohibition can have on the driver, family or victims of a crash.” On Boxing Day alone, a single officer pulled over four suspected drunk drivers in the Fruitvale area, which Ferguson called “unbelievable.” Another four drivers were taken off the road on New Year’s Eve. There was also a 25 per cent increase in drug seizures and

100 per cent increase in drug trafficking charges related to people travelling on local highways. Seatbelt and cell phonerelated infractions decreased, although Ferguson said distracted driving remains one of the main causes of crashes. Charges related to speeding more than 40 km/h over the posted limit increased by 50 per cent. “Slow down and drive to the road conditions, not the posted speed limit,” Ferguson advised. Ferguson said neither enforcement nor manpower changed with his unit between 2014 and 2015 — in fact it was down slightly due to one officer who was off injured. He does theorize, though, that some increases had to do with people becoming used to

stricter roadside prohibition penalties that came into effect a few years ago. Initially, he said, people were more vigilant, but “now they’re back to not thinking about it.” Ferguson said no one part of West Kootenay/Boundary has a lock on questionable driving. “If it was just Nelson, going to Playmor Junction, we could easily target that, but it’s the entire Kootenays, not just one specific place,” he said. “Our patrol’s mandate is to make Kootenay Boundary roads the safest in BC and we will continue to strive to do this through enforcement and education. We need the public as well to understand that adverse actions on the roads can and will affect themselves and others.”

Some cancers still on the rise Cancer continues to be the leading cause of death in Canada, and the seeming rampant nature of the disease makes one seriously consider why so many people in their 60s, especially, are succumbing to various forms of cancer. Some researchers claim that cancer is a modern disease. One group of scientists reported finding only one case of cancer in hundreds of Egyptian mummies, and found little reference to cancer symptoms in ancient literature. A U.K. professor claimed that cancer was extremely rare in ancient times and, since there is really nothing in the natural environment that can cause cancer, that it has to be a man-made disease, likely caused by pollution and diet. On the other hand, some cancer researchers disagree with the theory that cancer was unknown centuries ago and many have cited several natural causes of the disease. UV radiation from the sun, bacteria, viruses and the radioactive gas radon are as natural as breathing and are all linked to cancer. Even here man’s influence may be at play. Cases of the most dangerous form of skin cancer, malignant melanoma, have been rising in Canada the last few years, while the incidence of other forms of the diseased has levelled out. This could be attributed to two factors; people not protecting themselves against harmful sun rays, and the weakening of the ozone layer, caused, according to most, by man-made chemical toxins. Obviously, we are living longer and in the West cancer detection rates are better than ever. But does that explain the continued onslaught of this often cruel and, for most, incurable disease? Is it something in the air we breathe, the water we drink or the food we eat? Has surrounding ourselves with radiation from electronic devices produced unforeseen effects? Are modern lives now so stressful that our bodies are rebelling? Nobody knows for certain the answer to those questions, though it does seem logical that if we are careful with what we put in our bodies, make sure our skin is protected from the sun and avoid filling our lungs with toxins, we have a better chance than others of avoiding the disease known simply as C.

Philanthropy? MILLION$ Whoa! That’s a big + CHANGE word. Is philanthropy a disease? Is there a cure? If I told you philanthropy is simply thinking about what PHOENIX FOUNDATION CAUSE is close to your OF THE heart, and then putting BOUNDARY COMMUNITIES some of your MONEY to WORK so that THINGS GET BETTER in that area—would you say “Yeah, I get it”? The Phoenix Foundation of the Boundary Communities exists to do exactly what I’ve described. We are NOT the ski hill. We receive donations from all sorts of people (like you). And local businesses like Interfor and Roxul. And registered charities—small ones like Boundary Women’s Coalition, and bigger ones like the Vancouver Foundation. And other organizations like the Rock Creek Medical Clinic and West Boundary Elementary School. We have partnership funds with Greenwood Improvement Society and the Village of Midway. We invest the money we get, whether it’s $100,000 from the Grand Forks Credit Union, $25,000 from a person’s will, or $25 a month from a monthly donor. We choose low risk investment options so that the money is as protected as possible. We want to have that capital FOREVER. Then, once a year, after we have received the revenues (the interest our money has earned) we give back to the community—helping CAUSES important to the people who gave us the money in the first place. We provide scholarships to students carrying on their education. We give money to organizations who have created funds with us to help with their work (more on that in another column.) We encourage local charitable groups to apply for grants, and our grants committee meets to consider which proposals we can afford to fund. The Boundary is not known for being a wealthy region. We don’t have a lot of rich corporations, or a ton of individual millionaires, for that matter. So it is pretty amazing that the Boundary has a community foundation in the first place. Now, why is this column called Million$ + Change? Because we want to increase our CAPITAL so we can do more granting to local CAUSES. We currently hold about $2.5 million. We want to have at least $4 million working for the community. And we’ll accept millions and we’ll accept pocket change. PLUS the revenues we receive from our Million$ will help create positive CHANGE in our Boundary communities. Browne: ‘Caring, loving, self-less’ ANDREW TRIPP

The Boundary has long been a bastion of volunteerism, and Rock Creek resident Vivien Browne has, during her 11 years in the region, exemplified the principles of “neighbours helping neighbours.” Browne’s tireless dedication to the needs of the less fortunate through her various food distribution efforts has not gone unnoticed, and the Boundary Creek Times would like to acknowledge her work by awarding Browne the inaugural “West Boundary Community Volunteer Award.” The award carries no material reward; simply, it is a big thank you from residents, who wish Browne to know how much they value her presence in the community. Browne moved to Canada in 1973 from her native England, settling in Kamloops, though soon relocated to Nanaimo with her husband and four children. There she remained for 22 years, eventually making her way to Penticton in 1991, where, in nearby Vaseux Lake, she established and operated an organic berry farm from 1996 to 2004. The people Browne has worked with are quick to laud her work ethic. Here are some of the comments received by the Times: “Back in 2010, I started working with her within the Food Sharing group as she was concerned about helping people not only with food to alleviate hunger, but with nutritious food to improve

health. She has delivered food to people, visited with them, and in some instances has shown them how to cook the food in their own kitchen. “She has also been involved with community gardens, often doing much of the work of growing in order to give away the produce to those in need. When food stores were short, she would sometimes purchase items out of her own pocket. With a concern for the whole person, she has advocated for health and social assistance needs of others, often driving people to medical/government/food bank appointments. “She has been the coordinator of the Kettle Valley Seniors’ wellness car, and was instrumental in obtaining a grant for that car’s purchase. Even when she was a paid administrator of some community grants, she would often take the money she made and use it for gas money to volunteer. “With a music therapy background, she also teaches violin and organ to individuals at below rates, or even volunteering her time. Her main concern is for the students, not making money from teaching. She has also musically volunteered with the Singing Kettles and St Mary’s church in Kettle Valley. “Vivien is definitely an asset to the West Boundary. She exemplifies “a neighbour helping a neighbour.” ~~~ “Vivien is one incredible lady. I have never had the opportunity to work with an individual as focused and dedi-

Each of us has a lot to contribute to the common good, but Vivien goes above and beyond what one person can do. She is the influence behind the beginning of the FAR Society, and the moving force of the Food Sharing Exchange. “Aside from these two major ways of helping those who would otherwise fall through the cracks of our governmental systems, she cares enough to make sure they get heard, and get the help they need She also is the person who will spend time to take people to appointments, whether in Grand Forks, Penticton or Kelowna, many times using her own limited funds to help them get there. “She was one of the organizers of the Senior Car Ride, and still does quite a bit of driving for them. “Quite frankly, she does— without fanfare or demand of recognition or compensation —what the Bible would teach us if we were to listen: Taking care of the widows, orphans, the downtrodden, and those who cannot help themselves. “Is she a saint? No, just a very caring, loving, and selfless human being.” ~~~ “For many years Vivien has always had a heart for those in need and has always reached out by helping out in whatever way she can. suring that it was and continues to be a beneficial experience for all involved—either as volunteers, participants or food recipients. Her more recent focus has been on helping ensure that all families in the West Boundary are well and properly fed and cared for in whatever way they need with no questions asked. “To this end she has helped develop a regular and well-coordinated food sharing program with many individuals and families being assured of no bare cupboards—ever! “She has also been a very active musician sharing her time and talents with other community members and doing all of the above and performing many other random acts of kindness with complete selflessness! A true friend of everyone, but especially of those in need. “We are blessed to have Vivien as a friend and neighbour.” ~~~ Browne herself, in a fashion typical of most dedicated volunteers, is quick to downplay her contribution, stressing that there are many others who donate their time and effort to volunteerism. When notified about the community award, Browne said, “I’m a little dumbfounded! It’s taken a little while to know what to say. I feel there are so many more deserving people, but I know the food sharing cause will be helped by a positive article.” West Boundary residents will undoubtedly make sure the cause is supported.

Robert Leslie “Buster” Smithers January 12, 1921 Elstow, Saskatchewan

January 2, 2016 Grand Forks, British Columbia Passed away peacefully at Boundary Hospital. Predeceased by his parents Les and Myrtle Smithers and his wife of 46 years Katherine and 2 son-in-laws. Survived by daughter Marquerite Rotvold, Pat (Joey) Tatangelo, Carol Lowrie, Roberta (George) Fielding, 11 grandchildren, 7 great grandchildren and numerous cousins. Buster cherished his family and friends and the time he spent with them. He was very proud of his garden and was well known for the garlic he grew even at Boundary Lodge. He made many friends through his hunting from the Okanagan to the East Kootenays and other hobbies including bowling, curling and playing crib. He was a life member of the Oliver Elks Lodge and a life member of B.C. Senior Citizens Association. He was very proud of his work for West Kootenay Power (Fortis) as a lineman, meter repairman and finally as a supervisor in Grand Forks and Greenwood for over 40 years. Buster retired in Midway in 1981 and spent the last four years at Boundary Lodge “the best place to call home” he always told his family. Special thanks to his family doctor, the staff at Boundary Lodge and nurses at Boundary Hospital and Home Care. You will be missed by family and neighbours at Boundary Lodge and many friends, but forever will be cherished and we will have many fond memories of you. Cremation has taken place. Arrangements taken care of by Graham Funeral Home, Oliver. The burial will take place in Oliver at a later date. Richard Nicholas Hoskin

On December 10, 2015, Richard Nicholas Hoskin, age 70, passed away peacefully in his sleep with family by his side. He was born in Exeter, Cornwall, England on June 10, 1945 to Reginald and Marie Hoskin. Richard grew up in Cornwall and after finishing school began work at the Lloyds Bank. After several years he left the bank and began to travel. Starting in New Zealand, he went through Australia and into South America. These adventures included a canoe trip down the Amazon river. When his travels came to an end he settled down as a grain farmer in Lousana, Alberta for a period of 30 years. Richard then moved to Rock Creek, B.C. and worked as a hay farmer. Richard is predeceased by his parents Reginald and Marie Hoskin and his second wife Precilla Destura. He is survived by his wife Jane Paez, his first wife Judith Serl, his sister Joan Sidwell (Michael Sidwell), his children Megan Taylor (Tim Taylor), Tobi Duckering (David Duckering), Rob Hoskin (Carol Van De Weghe) and Daniel Hoskin, his grandchildren, Nathan and Olivia Taylor, Kara, Gabriel, Caleb, Patience and Alinda Duckering, Blaze, Elizabeth and Izabelle Van De Weghe. Richard was always a hard worker and enjoyed the challenge of farm life. He was an outdoor enthusiast and whenever time allowed he always wanted to spend it taking his family camping, fishing, golfing and swimming. Richard was a loving husband, a devoted father and a cherished friend. He was a kind hearted, generous man with a great sense of humor who left behind a wealth of wonderful memories. He will be lovingly remembered and dearly missed. A memorial service was held in Midway, B.C. on December 15, 2015 and a second one will be held in Lousana, Alberta in May, 2016. In honor of Richard’s concern for the underprivileged and his love of farming, memorial donations can be made to Plan Canada choosing gifts related to farming, medicine or education.

We are saddened to announce that Noela Deanne Tutti passed away on December 22, 2015 after a brief illness at the age of 68. She is predeceased by her husband Tiit, and is survived by her children Nicola (Faizal) and Graham, and her longtime best friend Linda Gerow. Nola will be greatly missed, but she is now forever sailing the Caribbean with Tiit on their boat The Flying Scot. There will be no funeral by request. Donations can be made to your local SPCA.

A concert already scheduled for the Kettle River Museum’s endof-summer celebration turned into a benefit for Rock Creek fire victims. Tiller’s Folly entertained an audience of hundreds amidst skies still smoke-laden from fires burning in Washington. The concert raised more than $20,000.
