KITIMAT - The Environmental Appeals Board has decided that Rio Tinto’s emissions permit, specifically in the allowances of sulphur dioxide (SO2), is allowed to stand. The permit was the subject of a lengthy appeals process pressed forward by Kitimat residents Emily Toews and Lis Stannus. The Board determined the emissions permit, which allows the SO2 emissions to rise from 27 tonnes a day to 42, could stand due to what it considered Rio Tinto’s comprehensive approach to providing information on the permit and the opportunity given to the public to comment on it. Basically, the company followed all of their requirements to reach out to the public to receive their permit. Stannus said that there is disappointment that the emissions were ultimately approved by the appeals board but she does remain happy that the decision did come with nine recommendations mainly centered around health studies. The recommendations include that the Environmental Management Act Director engage with the ministry of environment to encourage a provincially-led Kitimat area health study. As well, if the province does undertake such a study that any of the findings be considered for any amendment to the environmental effects monitoring

plan (EEM). Stannus says the conditions relating to health speak to the concerns she and fellow appellant Toews had from the start. “I’m happy about it,” said Stannus on the conditions in the decision. “I’m hopeful the ministry of environment will adopt those recommendations.” She’s particularly happy the conditions pertain directly to health issues. “That’s what we were saying all along in the appeal, that the impacts on health needed further investigation,” she said. “Unfortunately it [the conditions] was done after the permit. Which seems odd to me.” She said it would be prudent to conduct health studies before issuing permits for things that could be harmful to people’s health. She said she also remains concerned with statistics showing 12 per cent of Kitimat residents have a respiratory illness now. “I don’t think any increase is trivial when it has to do with health.” As a school teacher she says she sees a lot of children with respiratory issues. “I’m always going to wonder if that respiratory issue is a result of the increase,” she said. “That’s always going to hang over me.” The lawyer representing Toews, Richard Overstall, said the board’s ruling effectively endorsed the two main things the appellants were arguing against, the first being the close relationship that the provincial regulators

have with the industries they’re supposed to be regulating. That’s referring to Rio Tinto payments to the salary of a ministry employee tasked with reviewing the smelter’s emissions application under a secondment agreement. He said it also endorses the practice which is being established through the permit of testing health effects on local residents. “They also endorsed that it was okay to experiment with people’s health to see if, this case, air pollution is harmful or not,” he said, referring to recommendations for further health studies even with the permit’s approval. He also finds it odd the board didn’t make orders relating to the health studies but rather made them as recommendations. “Normally the board would either be silent on something like that or would make it an order,” he said, calling it “different,” and “strange,” that they didn’t.” “If you think the health studies are important for people’s health then, in our view, you should order them,” he added. No decision has been made as far as any possible appeals of the decision, however, the option to do so is not off the table. Mayor Phil Germuth said he was also disappointed that the government is not pushing to get the company to install scrubbers in their smelter, citing other countries have working scrubbers on their smelters.

He said his position isn’t to be at odds with Rio Tinto to which he’s thankful for their modernization project that has secured the smelting industry and the Kitimat community for years to come now. Rather he says it’s the government’s role to act as a safeguard to potential health effects. “The government is the one who sets the standard,” he said. Other indirect concerns about SO2 also includes the potential of limiting industrial development in an airshed that has a finite amount of SO2 emissions, Germuth said. Pointing to examples in Norway and Qatar which use scrubbers in their smelters. “It is a disappointment that if these other countries are doing it why is B.C. not doing it?” He said the provincial government should be offering incentive packages to industries to install these emission reducing technologies, which he says have been shown to be entirely safe for use in salt water environments. Rio Tinto was not immediately available for comment on this ruling.

TERRACE - A recent rise in the price of providing a co-managed federal-provincial program to pay for DNA testing in law enforcement is being downloaded onto municipalities around the province including Kitimat and Prince Rupert, and the City of Terrace doesn’t like it one bit. At a recent regular meeting, Terrace councillors received information outlining the reasons why the Union of British Columbia Municipalities (UBCM) opposes this fee increase on behalf of municipalities affected. They also resolved to write their own letter about their displeasure with receiving a surprise new cost without consultation. The problem began this fall when a bill of $2,352 arrived, followed by the knowledge that total costs are expected to be $11,400 starting for the

PRINCE RUPERT - The first baby of 2016 born in Prince Rupert waited two weeks for the title. Bhupinder Baath anticipated giving birth to her first child on Christmas. Her sister even came to Prince Rupert to visit for three weeks over the holidays so she could be there for the big day. “[Olivia’s] had everybody waiting,” Bhupinder said while holding her little girl who was born at the Prince Rupert Regional Hospital on Jan. 1 at 10:34 a.m. She was eventually induced on New Years Eve, and then doctors performed an emergency C-section after they had concerns over the baby’s heart rate. The baby girl was born healthy with a full head of hair weighing six pounds and 10 ounces. Bhupinder and Ginny, named their daughter Olivia Kaura Baath. Olivia was found to be the most popular name in British Columbia for the third year running. Bhupinder said that after a couple days of deciding on a name Olivia suits her daughter best. Kaura means “princess” and is a common surname in Indian culture. Bhupinder has lived in Rupert her whole life and met Ginny through her brother. The couple were married in India and Ginny recently moved to the North Coast to be with his wife. On Saturday night, Bhupinder woke up and saw her husband holding their daughter at 4 a.m. She was touched by the sight. She said she knew that being a mother would change her but she was surprised at how hands-on her husband is as a new dad. “It’s exciting. I don’t have the words to describe,” Ginny said with red eyes and smile. “You’re tired and you want to sleep but you can’t because you’re so excited.” One of the nurses at the hospital said it’s been a while since a baby was born on New Year’s Day. Within the Northern Health region the first baby of 2016 was born at the University Hospital of Northern B.C. in Prince George at 1:25 a.m. and the first baby in B.C. was born at Surrey Memorial Hospital at 12:15 a.m.

Kitimat Council pay raise tied to consumer price index By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - As is the standard practice, Kitimat Council will get a pay raise equal to the rise in the B.C. Consumer Price Index. The raise means local councillors will go from $12,286 to $12,446. The Mayor’s remuneration will rise from $29,880 to $30,268. There was no discussion about

any alternate pay increase but Mario Feldhoff did ask if the comparable communities used in staff’s report to council – which includes Terrace, Campbell River and Fort St. John among others – were the most accurate to use for comparisons. He said if there is to be any discussion about a potential change then he’d like to ensure an accurate sample. He’d also want to see any changes in pay only put in place af-

ter the next election, which will be in 2018. Walker also wanted to see comparisons which are of communities with similar populations. Warren Waycheshen said the other communities are included as benchmarks but aren’t used to set Kitimat’s own pay. Walker also highlighted the discrepency between the 1.2 per cent raise and the 2.5 per cent pay increase given to the municipality’s

employees this year, following the signing of a new collective agreement. On being given the history on how council uses the CPI for their raises, Walker added “I suggest then very strongly that we use that argument with the union in our negotiations coming up in another 24 months.” For comparison to Kitimat Council’s pay, Campbell River remuneration went up two per cent

in 2015 to $21,320 for a councillor and remained at $61,880 for the mayor. Port Alberni ended a run of zero increases with a 26.95 per cent for councillors to $17,041. The mayor took at 14.54 per cent increase to $38,450. A Terrace city councillor makes $12,121, while the mayor takes $34,002. There was no increase in 2015 for their council.

Bob passed away peacefully surrounded by family on December 19, 2015 after a long, valiant struggle with cancer. Bob is survived by his loving wife of 49 years, Annemarie (Mary) Coles, his daughter Suki Feltis (Scott, Blaise), mother-inlaw Maria Kovacs, sister-in-law Janette Kovacs, his sister and brothers Audrey, Ken, Art, Harry, Gordon, George and Frank. Bob loved fishing and his garden. Most of all he loved his friends. He was a wonderful, kind and gentle soul.

Rest peacefully, dearest Bob, until we meet again. Thank you to the nurses in palliative care at Kitimat General Hospital and the staff at Kitimat Home Support for their compassionate caring.

After a lengthy battle with cancer we are sad to announce that our Dad has gone to be with the Lord and our loved ones. He is survived by his wife of 55 years Louella, son Clayton (Barb), daughters Rose (Ed), Audrey (Kevin) and Rhoda, six grandchildren and five greatgrandchildren. He was predeceased by his grandchildren Clayton Shaw and Amber Bolton, his parents Roderick Sr. and Clara, his brother Frank and sister Susan Keeling. Dad always mentioned how heartbroken he was after losing his grandchildren. After retiring from Alcan in 1998 he had more time to fish, he loved sports (especially basketball) and attended Haisla Pentecostal Church. Special thanks to Dr. West, Dr. Wahl and staff, Dr. Kay, Dr. Skully, Haisla Pentecostal Church, Haisla Cancer Support Group which he played a large part in, Quuloon Ventures, Haisla Nation Council and the Haisla Nation who stepped up. Dad was a very humble man who loved his family, friends and community. He will be missed by all. Robert L. Johnson August 9, 1931 - December 29, 2015

With sadness we announce the passing of Robert L. Johnson on December 29, 2015, skipper of Silver Token fishing boat. Robert was born on August 9, 1931 on Smith Island in the village of Osland, BC. Robert had a lot of fond memories and stories of his younger years growing up in Osland. Robert started fishing at the age of 14 and it was a career he had all his life, spending 25 years of it at the Skeena Test Fishery. Spring fishing was always a favourite of Roberts as was taking his grandchildren out on the boat. Predeceased by his parents Thuridur (Oddson) and Luther Johnson. He is lovingly remembered by his wife Margret Ann and father to Michel, Jon (Terry), Ann-Margrit (Marvin), Kristofor and Andrew. Robert was a wonderful grandfather to Mikael, Pieter, Zakarie, Kaylee, Dean, Joeseph and Lily. The family would like to thank the staff at the Acropolis Manor for the care and kindness for Robert over the past six years. No service by request.

Power lifters push their limits at Squat Challenge By Jackie Lieuwen

TERRACE - Squatting with barbells of 150 to 250 pounds, Terrace power lifters were pushed to their limits in the first Squat Challenge Dec. 27 at the North Coast Health & Fitness gym. Organizer Adam Yawrenko said there was great camaraderie and support, intense competition and new personal records. Though 18 people had signed up, 14 came to compete, all driven athletes who train hard, Yawrenko said. Adam Linteris got the top finish, squatting 140 repetitions with his body weight, 220 pounds, in the ten minute time frame. Linteris actually came as a volunteer for the event, but stepped in that morning to compete in place of an absent com-

petitor. Next was Bryce Thomson with 136 reps squatting with 165 pounds, and Charis Whittington who made 127 reps with 145 pounds. Others were Jack Lofroth lifting 180 lbs 122 times, Dawsin Kluss lifted 210 lbs 120 times and Davis Lindsay 170 lbs 113 times. Austin Legros got 111 reps with 170 lbs, Ashley Whittington 107 reps with 260 lbs, Vaughan Robinson 78 reps with 195 lbs, Benjamin Davidson 76 reps with 215 lbs, Nolan Chapman 74 reps with 200 lbs, Fritz Lotz 73 reps with 215 lbs, Nathan Chapman 68 reps with 175 lbs, and Elizabeth Esau 38 reps with 180 lbs. “Everybody did exceptionally well,” said Yawrenko, adding that the best part is seeing

the drive and dedication of the athletes to beat their records and compete hard. Since it was the first time an official competition of this kind has been done, the athletes were trying different strategies to discover the best way to capitalize on their strength in ten minutes. “It seemed like the best strategy was to do 7 to 10 reps, put the bar away and have a break, do 7 to 10 reps, then break, and continue on like that,” Yawrenko said. Yawrenko plans to run a squat challenge annually from now on, and compete with gyms of athletes in the Lower Mainland. He also sent a submission to Guiness World Records last week, since this is the first competition of this kind to be done. “We’ll see what happens,” he said.

National coach revisits Rainmakers for a week By Shannon Lough

PRINCE RUPERT Winning the 1964 B.C. provincial championships as a Rainmaker is still what national basketball coach and legend, Ken Shields, considers his biggest career achievement. From Dec. 27-30 the B.C. Sports Hall of Fame inductee, Shields, honoured the Rainmakers with his professional perspective, after being invited by Rainmakers’ coach Mel Bishop, an old friend and coach. He came to teach some new techniques and how to utilize the skills and wingspan of Justin McChesney, the prototypical 6’10” player. “I always want the Rupert teams to do well so I came up just to give him (Bishop) a hand and try and help him on his way. Also, Justin is graduating so I wanted to work with him and give him some things to work on that will help him down the road in his basketball career,” Shields said on the last day. The young player with so much promise remains undecided on where he will go to university. Shields wouldn’t mind if McChesney went to the University of Victoria (U-Vic) where he could continue to guide him and watch

him play. “He’s breaking down our zone defense,” said McChesney. “Mel’s given us a great understanding, but the way that he can break things down further, it’s given everybody more knowledge about it and it’s going to help us.” Shields thinks the team has a good chance of doing well at provincials and he’s been working with them on how to play against double teams trying to stop McChesney. Much of Shields’ career was spent coaching the men’s basketball team, the Vikings. His name is imprinted on the court floor in the U-Vic gym. Under his tutelage, the Vikings went to seven national championships in a row, which remains a record today. He’s also worked with four other national teams and went to two Olympics. Shields has known Bishop since junior high school. He took Bishop and a bunch of the players to a basketball school in the United States, and coached Bishop for six years at Laurentian University in Sudbury. Both men consider each other life long friends. When Shields reflects on his career and all the opportunities he’s had, winning the 1964 provincial champion-

still his number one lifetime achievement. “It was so special

because it taught me that you didn’t have to come from a big city

school or a big city to achieve something. Achievement is based on preparation and the will to drive yourself and to compete fiercely and to play as a tremendous team.... All of our games down in the championships that year were close games except one,” he said. At the time, the Rainmakers won against open competition. The Prince Rupert high school only had about 150 boys in the school and the Rainmakers played against teams that had schools with around 2,000 boys. Now, divisions are based on school enrolment. The situation for young athletes was also different back then. Shields said that having a tough summer job at the fish plant or on the waterfront and playing

with Rainmakers in a high quality men’s basketball league is different than most kids today. “We didn’t have cell phones and Playstations and computers. We could focus on basketball and school and pretty well nothing else and then work in the summer.” He still loves teaching and watching the light flick on when the kids learn ways to improve their game. The advice he left to future basketball players before leaving Prince Rupert: “Learn to compete hard. You only have a short time and your high school career goes by in a millisecond and it’s done and you never have that opportunity again so make the most of it and achieve the best you can.”
