Summer school for elementary students is coming to the Maple Ridge-Pitt Meadows School District for the first time this July, and trustees expect it will grow into a popular program. There will be no charge for the summer classes, which will run for three weeks, July 7-23, from 9 a.m. to noon. The extra schooling will not be necessarily remedial in nature, and all interested students will be eligible to attend. It is simply aimed at being “a positive learning enrichment experience,” explained superintendent Sylvia Russell in her report to the school board on Wednesday. Classes are designed to give students more time in a subject area, or offer them a preview of a subject area. A Grade 6 math class might include students who have already completed Grade 6 but would benefit from review, alongside Grade 5 students wanting to preview their upcoming year’s work. There will be classrooms for math, reading and writing and fine arts. Students will also visit computer labs and be outdoors for science and physical education. There will also be a break outdoors each day. Kim Bondi, the Riverside Centre principal who will oversee the new program, told trustees the summer school will have less emphasis on textbooks and work sheets, and more on principles such as buddy learning, hands-on exploration and teaching through games. West Coast Express commuters have sat through more than 100 delays in the past six months, almost twice as many as a year ago. For harried workers starting the day on May 1, it was a freight train blocking the track that put train No. 5 a half-hour behind the morning’s schedule. Passengers that day had the option

The next Monday, May 4, train No. 3 lost its engine, creating a 45-minute wait, requiring the train to limp into Vancouver Watefront station. being pushed by train No. 4. Then that Wednesday, a freight train blocked the track, putting the afternoon’s train No. 1 behind by 35 minutes. A day later, the same thing happened. The examples are part of the 358 CP-related delays to the West Coast Express so far this year, almost double the 291 delays for all of 2014. But if anyone’s frustrated, don’t get

mad at TransLink. TransLink redirects queries about the delays to Canadian Pacific which rents the track time. “We’ve been talking to CP to see ask if there’s anything that can be done. We really need them to come up with some solutions,” said Colleen Brennan, TransLink vice-president of communications and engagement. Brennan said the dozens of delays have hurt the commuter rail’s reliability rate. For the past five years, the on-time performance of the West Coast Express has been 98 per cent.

Even if that drops to only 95 per cent, passengers won’t be impressed. “But the reality is, if you’re the customer sitting on the train for 25 minutes, it’s cold comfort,” she said. “These incidents are very concerning to us.” Brennan didn’t have an exact number of complaints from customers, but said the volume is substantial. “Our staff are being called directly by customers. They’re very upset.” Between 5,000 and 7,000 commuters ride the five rush-hour trains daily from Mission to Vancouver and back. The service started in 1995.

Here in Maple Ridge we have a larger weather window to do work on our roads, but the reality is that the time from May to the end of October is the prime time for us to do road works and other construction relating to the maintenance of our water, sewer and storm water management systems. Sometimes the decision to complete work is made first thing in the morning based on the weather conditions, so the notice period is short. These works can impact your commute, and while we try to mitigate the impacts by asking our contractors and City crews to schedule work to reduce impacts during the rush hour; sometimes

D

espite the challenges facing downtown Maple Ridge, three businesses are investing in the area. Oyxgen Yoga and Fitness will be doubling the size of its studio when it moves off 224th Street and over to Haney Plaza in September. And at about the same time, Meridian Meats and Seafood will be opening its new, larger shop at Dewdney Trunk Road and 227th Street, a block from its current location. And for Maple Meadows Brewing, the downtown was just the place to set up a new brewery. All this while the City of Maple Ridge embarks on a strategy to end homelessness, which has plagued the downtown for more than a decade. Brewery owner Carlo Baroccio said the developing downtown made it worthwhile, choosing rustic Maple Ridge over trendy Coquitlam. He opened the operation in March in a small location in a strip mall in the 22700-block Dewdney Trunk Road, just east of Fire Hall No. 1. The operation is a micro brewery with no bottling capacity, leaving the brewer to rely on the storefront to bring in the cash. But it was Maple Ridge’s CS-1 zoning that made it happen. That allows Baroccio to produce beer in a commercial area – while benefitting from the urban environment and customer base. He couldn’t do that in Coquitlam,

Carlo Baroccio opened a mirco brewery in a commercial area, which he couldn’t do in other cities. or Port Coquitlam or Pitt Meadows. “So far, I don’t have any issues,” with the downtown, he said. “The city officials were really helpful.” Baroccio can produce about 2,100 litres of beer a month and is currently producing four types. With the offerings of fresh poutine from a food truck across the street, visitors can sample the new brew and have it soaked up by the fries. Dainia Leong, who runs Oxygen, along with locations in Port Moody and Port Coquitlam, said she wanted to stay in the downtown because it’s central. The studio will be 2,000 sq. feet,

double the size of the existing one, and will be next to her husband, Brendon Leong’s Carlson Gracie mixed martial arts gym. Oxygen has been in its present location, across from Memorial Peace Park, for seven years. “Time for a change,” she said. “We’ve been broken into three times in our current location.” The new location will have better security and a new heating and ventilation system for more comfort while exercising. Brendon also moved to the mall last year from 225th Street, a move which he called “super positive.” When the two-storey Merid-

ian Meats building opens next fall on 227th Street, it will serve as the company’s head office for the six Metro Vancouver Meridian locations. It will also have a new name, Meridian Farm Market. Instead of just meats and seafood, the new barn-like building will include an artisan deli, a bakery, fresh produce and groceries. That larger selection requires hiring more people, about another 30, by this fall. Meridian said it was market demand that prompted the change. After opening farm market stores in Tsawwassen and North Vancouver, they learned the market was asking

for a broader range of items. “Our customers have helped us decide how to grow and change our business,” said Meridian president Josh Penner. The busiest time of the day is after 3 p.m., when parents and kids are heading home. Having a convenient location allows people to stop by and restock without making a separate trip to a big-box store, he said. The store will also carry organic, natural, gluten free and non-genetically modified foods. “We’ve specialized in free-range meats for years now,” Penner said. Now, Meridian is specializing in all types of natural foods, from goji berries to grass-fed milk. “It’s a privilege to have our flagship store and office located right here where we live. And it’s exciting to be part of the city’s economic growth and development,” said Penner, who owns the business with his brother Kevin and brotherin-law Brody McDearmid. Renovations are also underway to The Witch of Endor pub, just a few steps from the Meridian construction, while next door to the pub, is a cooperative office business called Work Here, which rents out office space to small start ups. Ineke Boekhorst, with the downtown business improvement association, added that The Ridge Studios [a film studio] is now underway in the old Haney Bingo Plex building across from the former Target, which was recently acquired by Walmart and will reopen within a year. “It definitely will attract a lot of people to our town,” Boekhorst said of Walmart. Meanwhile, Rexall Drugs has opened in Haney Place Mall.

It’s coming down to a numbers game, and it’s one the effort to recall Marc Dalton is losing. With the 60-day campaign at its halfway point, volunteers are nowhere near collecting the 15,612 signatures needed to force a recall of Dalton, MLA for Maple RidgeMission. “It’s quite a learning experience,” said John Morgan, spokesman for the group of Maple Ridge and Mission residents who are collecting the signatures, as required by Election B.C. Under the Recall and Initiative Act, a voter can collect a petition to remove a sitting MLA from office. But more than 40 per cent of eligible voters must sign the petition within 60 days in order to

The recall campaign wraps up June 15. force a byelection. The deadline for collecting those votes is June 15. Morgan says the recall campaign has less than a third of the number of signatures required. “It’s geared to fail,” says Morgan,

who’s knocked on more than 100 doors appealing to people to sign the petition. “We’re finding that the number of people who don’t even know the MLA’s name is outstanding.” Most people think Maple Ridge-

Pitt Meadows MLA Doug Bing is their MLA. Yvonne Hale started the petition, stating to Elections B.C. that Dalton isn’t representing his constituency. “His recent announcement to sit as an Independent while he runs for nomination as Member of Parliament for the Conservative party bears this out,” Hale wrote in the application to Elections B.C. “It is my feeling that Mr. Dalton has turned his back on his constituents, while seeking to achieve his own self-interest and agenda of gaining a federal position.” Dalton is competing with Mike Murray to win the federal Conservative nomination, which would allow him to run in Pitt Meadows-Maple Ridge. Morgan said he decided that Dalton should be recalled when he heard the MLA’s remarks about poverty in the legislature. While the petitioners figure to fall short, they aren’t giving up.

“We’re still working on it and still going to be working on it as hard as we can.” The effort now has 120 volunteers. Morgan figures if he had 400 people to go door to door, he the campaign could reach its target. He pointed out the provincewide referendum on the harmonized sales tax had twice as long to achieve its goal. Still, Morgan would like to get at least 10,327 signatures – the number of votes that Dalton earned in the 2013 election. Dalton though said he was focused on his job as MLA and Thursday presented a petition to the legislature against the medical pot operation in Whonnock. Some people, Morgan said, are scared to sign a petition, pensioners in particular, because of possible ramifications from the government. Burnaby North Liberal MLA Richard Lee is also facing a recall campaign.

Pitt gets ‘F’ for infrastructure Short $1.6 million a year By Neil Corbett ncorbett@mapleridgenews.com

Pitt Meadows got a failing grade on its report card on infrastructure management. Council also learned that city contributions need to rise by $1.6 million per year to fund the maintenance and replacement of city buildings and the sanitary sewer system. The “report card� was issued by consulting firm Public Sector Digest, an Ontario-based company that specializes in asset management. Vice-president Matt Dawe gave council his findings on Tuesday evening. The report looked at the replacement value of the city’s buildings, with the most expensive being Pitt Meadows Arena ($24 million), the family recreation centre ($11.6 million), South Bonson Community Centre ($5.6 million), city hall ($5.4

million), fire hall ($3.3 million) and numerous other buildings for a total of $59 million. The firm found that the city has an annual funding deficit of $1.4 million for buildings – because $2.2 million is needed to sustain the building inventory, and its current annual funding is only $800,000. So in its report card, the city received an “F� for “funding vs. need.� Overall, however, the buildings are currently rated “in very good condition,� so Dawe gave the city a passing grade on its asset management of buildings – a D-plus is a pass in Ontario. The city got C-plus grades for how it manages both sanitary sewers and heritage buildings. The sanitary sewer system is “generally in great condition,� said the report, but there is a funding shortfall of $200,000 per year. That brings the combined funding increase to $1.6 million per year for buildings and sanitary sewers. That would result in a tax increase of 8.3 per

cent to get to the funding level necessary from taxpayers. The total replacement cost of both buildings and storm sewers is $97 million, or $14,000 per household. Mayor John Becker acknowledged the city “has not been socking enough away.: He added, “The City of Pitt Meadows wants to get ahead of the curve and be more forward thinking in its asset replacement plans.� The report recommends tax increases of one per cent per year for each of the next four years, and then 0.7 per cent per year for six years, to bring funding for asset management to the appropriate rate over the next decade. Becker said making greater contributions for asset replacement does not necessarily mean taxes will rise, because council could find the means via spending constraints or new growth. What’s more, the mayor said the city need not save the full replacement cost

of its facilities. He compared that approach to a new home buyer saving $500,000 to purchase a house, rather than carrying a mortgage. He said the city can combine capital reserves with borrowing to fund building replacements. In that scenario, present-day taxpayers would not be paying both debt servicing for existing assets, and the cost of their replacement at the same time. “The costs of borrowing are paid by the people who are actually enjoying the asset,� said Becker. He said the report does not address borrowing, and called it a very conservative report, “which is appropriate for local government purposes.� Municipal governments are changing the way they look at assets. Dawe told council that the Ontario government requires municipalities to have detailed asset replacement plans as a condition of receiving grant money. Becker said B.C. and other provinces will likely follow suit.

The Maple Ridge-Pitt Meadows school district’s counseling team was on hand Monday to help students following the death of a girl from Pitt Meadows secondary Sunday in a collision on the Haney Bypass. The girls was in Grade 9. Police and the school district are withholding her name. She was a passenger in a Volkswagen car that collided with a Toyota SUV at around 12:45 p.m. at Callaghan Avenue. The car then hit a utility pole. Two people were in each vehicle and all were taken to hospital. The girl’s death was announced Tuesday by police. At Wednesday night’s school board meeting, superintendent Sylvia Russell spoke about the sudden loss of student, and the impact it had on the students and staff at Pitt Meadows secondary. She said the district grief counsellors were there for what was “a difficult day at school.” School principal Mike Keenan said a staff meeting was called on Monday and teachers were told to look out for kids who might need help. They were then guided to the district’s critical incident response team, which deals with traumatic events. “Monday, the afternoon impacted a number of kids quite hard,” he added. “Because the majority of kids had heard that day before,” many already had a plan in place when they got to school. Some chose to see a counsellor, some chose to study and some just chose to stay home with family. He said the school will support those who honour or commemorate the student, but there won’t be a school-wide gathering. “Those people who really want to pay their respects, and do it in a meaningful way, they’ll make sure they go to the service.” • A gofundme.com website has been set up to help the family.

Time will tell Last week’s Alberta election was an example of the democratic process at its best. We aren’t talking about the results. Whether or not the New Democrats can stabilize that mismanaged ship is yet to be seen. The reaction from the right following Rachel Notley’s convincing win was predictable; the sky is falling. Meanwhile, the left is thrilled. It’s the process to achieve the result that should give all Canadians pause for thought, and a reason to be thankful for the society in which we live. What happened in Alberta was, anecdotally, a civil upheaval – a coup d’etat, but in a completely civilized manner. In many countries, such a drastic change of government would come at a heavy cost. Lives would be lost. Millions of lives have been lost in countries around the world in efforts to overthrow long-reigning governments. And yet, in our neighbouring province, the wounds were limited to the egos of those who thought change could never happen in that oilrich, right-wing driven economy. The democratic process is alive and well. Certainly, there were not nearly enough people getting to the polls. Some say the arrogance of 44 years of power got to the Conservative supporters, that many of them thought there was no way another party in Alberta could ever garner enough support. On the other side, the “Notley Crew” is basking in the afterglow of a well-run campaign, feeding off the anger of the average Albertan. Basing everything on fallacy I

last appealed for a political candidate, of any stripe, who would prioritize constituents over party, and was met not by any outreach or advocacy, but only an accusation of bias. While disappointing, this does prompt Open mic a segue into the use Mike Shields and study of valid reasoning. Simplified, we all reach conclusions based on logic. Unfortunately, too many arguments these days are based on one or more logical fallacy. As illustrated above, the ad hominem fallacy ignores the message in favour of shooting the messenger. A clearer example is Al Gore’s efforts to raise awareness of human caused climate change being derided not based on contrary scientific data rather than the (misleading and irrelevant) jibe he once claimed to have invented the internet. Similarly this carbon-industry-funded strategy continues aplomb in the (ridiculous) assertion 97 per cent of scientists are juking evidence to obtain grant money. The deliberate result then is that the hard choices available to us are currently being made by not making any. Another routine conversation piece

is the slippery slope fallacy. The most egregious example of late is the, ‘what’s to stop five people, a turtle and a pig from marrying each other once same sex unions are permitted?’ Not only does this technique mock reasonable debate (existing laws against polygamy and bestiality), it overwhelms more important discussion – in this case whether pensions and life insurance payments many people rely on will be compromised by expanding the number of married persons beyond historic actuarial calculations. Also prominent among pundits is the ‘Strawman’ fallacy, in which a conclusion is misrepresented to make it easier to attack. As seen this past week in the assertion granting parole to Omar Khadr infers being soft on terrorism, this fallacy, too, distracts from more important issues like whether a 15-year-old battlefield combatant is indeed a terrorist just because an extra-judicial foreign military tribunal uses waterboarding to label him that. Of course, an encyclopedia could be written regarding the logical fallacies deployed to the word terrorism recently. The claim numerous attacks have been prevented by domestic government spying efforts they can’t tell us about demonstrates an appeal to authority. strates the ‘black or white’ fallacy. The deliberate linking of 9-11 with the invasion of Iraq demonstrates the ‘false cause’ fallacy. As was that era’s challenge, do you want the next smoking gun to be a mushroom cloud? A great example of the ‘loaded question’ fallacy. Yet, in contrast to these extreme examples, the use of these devices does not require the conclusions they are designed to support to be incorrect. On behalf of our southern neighbours, the ‘special pleading’ fallacy, perhaps, legitimately infers the need for a world policeman excuses some of the consequences of U.S. militarism. As does the widely accepted ‘tautology’ fallacy, which starts from the premise Liberal democracy, and unfettered free markets are the best forms of social organization to jump to the conclusion every foreign country will benefit from implementing these systems (by bombs, if necessary). This list is far from comprehensive (my personal pet peeve is the ‘anecdotal’ fallacy), but is intended primarily as a prompt for better public discussion. Once aware of these tactics, they lose much of their ability to manipulate. Coal is one of the greatest contributors to carbon emissions, given that it is virtually 100 per cent carbon. Concerns about carbon emissions and effects of the emissions on the atmosphere have been widespread and the subject of a global effort to reduce emissions. The coal proposal flies in the face of that. Coal companies in the United States have been seeking additional markets as the number of U.S. coal-fired power plants is decreasing. There have been a number of proposals to ship coal from various ports along the U.S. west coast, and all have met a great deal of resistance. Some thermal coal is already being shipped from Westshore Terminals in Delta, but it has finite space for coal storage. Thus Fraser Surrey Docks has been tapped. The docks are not fully utilized and would welcome the additional business. While about 45 jobs would be created by handling coal, it seems this is a sunset business. At least partially due to the emissions concerns, China is set to start using a great deal more

natural gas to fire its electricity plants. Some will come from Russia and some may come from B.C. and West Coast states with LNG plants. If coal prices stay low, it may not even make financial sense to ship coal to China, which produces a great deal of coal already. It is also possible that China may discover more natural gas itself. New drilling techniques have led to an abundance of natural gas and nowhere near enough markets for it all. That’s why the B.C. government is investing so much of its time into trying to attract large companies to build LNG plants here. There are a number of court cases surrounding the Fraser Surrey Docks coal proposal. Their outcomes will delay any final decision. Nonetheless, it seems there are many more likely users of the docks’ services that could add business in a long-term sustainable manner. ‘Train delays unproductive’ Train from front

Brennan said the 13year average for train delays is only 1.6 per cent, meaning only that amount of the time a train is late because of CP. But so far this year, the rate is six times that – 6.3 per cent. The problems, though, weren’t bothering the few riders of the last morning train at Port Haney station on Wednesday. Igor Sintsov hasn’t had many delays on his trips during the past few months and is happy with the service. About two weeks ago, however, there was a delay for about an hour. “As long as my employer is OK with that.” Rose Lagiglia who also takes the last train daily has no complaints ,while Jose Santos, in the last four months, has only sat through one delay. Maple Ridge student Jahnikka Rensmaag had the same account, remembering only one

delay on the few days she rides the train in a week. But Brennan doesn’t want to take those customers for granted. “We don’t want to lose those customers. We want them to stay with us. Asking them to be patient only goes so far,” she said. “We’re really impressing on CP the importance of this. We’re really hoping that they’re going to come forward and do what needs to be done so our customers are not going to be delayed as they are.” In January, upgrades and maintenance on the track caused another drop in reliability, bringing the on-time performance rating for that month to 87 per cent, the lowest since the service began. No one told TransLink, however. Almost all delays to West Coast Express service in the past three months have been CP related, B.C. Rapid Tran-

sit Company president Doug Kelsey said in a letter earlier this year to Maple Ridge Mayor Nicole Read. CP apologized in a January letter to its customers for the delays caused by the track work. The delays are similar to what happens when a road is closed because of construction. That requires parts of the track to be closed, outside of the hours when the West Coast Express is running. But the work doesn’t always go as planned. Salem Woodrow of Canadian Pacific said that the railway will attain the on-time performance rating of 95 per cent for all of 2015. She said high-level talks will continue between CP Rail and TransLink to resolve issues that cause delays, but wouldn’t say what measures would be taken or when. A few of the delays were caused by maintenance being done on the track in the area but that

Janice Elkerton said the delays are unproductive. People rely on the train to get to work on time and can’t miss work. The unreliability will force more people to get back into their cars. She said it’s unfortunate because the system has been reliable for years and it’s happening during the middle of the referendum on raising the provincial sales tax by .05 per cent to expand TransLink services. The agreement between CP Rail and TransLink allowing the latter to use CP’s track expires Oct. 31.

Palis asked whether students will be recommended for the program by teachers, and Russell answered that registration will be taken on a firstcome, first-served basis. Worried about what actually goes on behind closed doors at city hall? Peeved at not being able to find the details or decisions on things that you think you should know about the City of Maple Ridge? If so, the citizens’ representative committee wants to hear from you. Over two nights, May 21 and June 3 at city hall, the committee will hear your comments on two questions: Is there any information that’s currently available – easy to find and understand? Secondly, is there any information that’s not public, which you think should be? Once responses to those questions come in, either by e-mail or in person at the meeting

(through a five-minute presentation that has to be booked in advance), the committee will pour over the replies and pass on their ideas to the mayor’s open government task force. “We’ll look at all of it and then we’ll put together recommendations,” said committee chair Katherine Wagner. The former school trustee and Facebook group moderator was chosen to lead the committee and help select the other 10 members. Wagner said the intent was to create a group that would be at arm’s length from the mayor’s task force, which is composed of Mayor Nicole Read and Couns. Tyler Shymkiw and Corisa Bell. Wagner said there’s been lots of interest in the committee; 33 people applied just to sit on the committee, which will disband this summer along with the

task force, once recommendations have been implemented. “So we have quite a cross section. So I think we’ll just have to see what kind of feedback we get.” Members of the committee, including Wagner, are Ivan Chow, Matt Ellis, Harvey Gigun, Rasam Hafezi, Jean Hincks, Dennis Kinsey, Alex Miyahara, Graham Mowatt, Sean Orcutt and Rob Roy. The task force has already requested that council workshop and committee meetings be livestreamed, a process that’s since been implemented. Maple Ridge started livestreaming of its regular meetings a year ago, one of the last cities in Metro Vancouver to do so. The task force, formed in January following the November election of Read, has also asked that details about contracts

awarded by the city be made available to the public. Wagner said the goal is have the recommendations ready for the task force by the end of June. While the city gears up to hire four outreach workers and gets ready to unveil its homelessness strategy next week, the Alouette Home Start Society is keeping an eye on the Cliff Avenue camp thanks to its part-time community outreach worker. Erin Styles makes regular checks, tries to visit the camp three times a week, handing out water bottles and ensuring everyone’s OK. Asked what the main issue for people at the camp and Stephanie Ediger, executive-director of the Alouette Home Start Society has a simple reply. “Homelessness.” Sometimes people are homeless because they lose a job, sometimes it’s because of mental health issues, sometimes it’s because of drug use. “But that’s not a reason to blame a person for being homeless. Other issues are compounded by not having a home.” Each person needs to be heard, Ediger added, and support provided once he or she is found a home. “You still need a place to live and there’s not enough affordable hous-

ing.” Ediger supports Mayor Nicole’s Read’s homelessness solutions task force, as well as the new Housing First program promoted by the federal government, which emphasizes providing homes first rather than emergency programs. Read has said she wants

to ensure Maple Ridge receives some that funding when the next grant application period opens in 2016. “We would certainly be willing to work with the city. We’re certainly willing to work with the city and become part of the solution and work on Housing First,” Ediger

said. The Home Start Society lost its funding for its emergency overnight beds at the Iron Horse Youth Safe House after the federal government shifted to Housing First. The society didn’t apply because it said it had little chance of its emergency program being funded.

Bookworms win challenge Albion team tops in mainland By Neil Corbett ncorbett@mapleridgenews.com

The Bouncy Bookworms have won the Stanley Cup of reading comprehension. The six Grade five students from Albion elementary are the champions of the Reading Link Challenge, a reading and trivia contest run through the library system. They bounced the competition at every step along the way, starting with a win at the Maple Ridge Public Library, where they beat teams from 13 local schools. Next, they entered the Fraser Valley Regional Library Community challenge in April, when they competed against winning schools from across the library system. They placed in the top two, which won them the right to compete as one of the 10 finalist teams from five school districts – two each from Coquitlam, Delta, North Vancouver, Surrey and Maple RidgePitt Meadows. There, they came out on top, winning the grand championship of the Reading Link Challenge last week in Surrey. They were tops out of 538 teams from 127 schools in the participating communities. The teacher that led the team is Jim Graham and the students on the team are: Jack Hayhoe, Harley McFarlane, Canyon Gudaitis, Diego Llarena, Emilie Bruce and Cathy Kingsman. Graham explained that

the questions were tough – minutia about the plots, and trifling details about characters and settings. The Bouncy Bookworms became experts, reading and re-reading the books as many as eight times. The titles chosen are not classics or even well known, and nor are the authors – The One and Only Ivan, by Katherine Applegate, and the Great Wall of Lucy Wu, by Wendy Wan-Long Shang, were among the selections. “Their determination

and their effort was amazing,” said the Bouncey Bookworm’s teacher and coach. One member of each team picked a book and became the team authority on it. Despite the esoteric and niggling nature of the questions, they nailed 28 out of 30 in the championship. Albion elementary has always done well in the competition, Graham said. Albion has been the district champion in nine of the last 11 years, and once lost the final in a

tie-breaker. But they had never hoisted the big trophy until now. The challenge is designed to foster a love of reading, and promote reading comprehension. “We are very proud of the Bouncy Bookworms for taking home the Reading Link Challenge Trophy,” said library manager Shawna Kristin.

The Citizen’s Representative Committee (CRC) has begun its work to prepare recommendations on ways to achieve the goals laid out by the ‘Mayor’s Open Government Task Force.’ The CRC will present their report to the Mayor’s Task Force at the end of June. The Task Force goals are centred on ‘increasing citizen access to information, increasing participation, engagement and collaboration on community issues and increasing transparency and accountability of actions.’ The CRC is seeking your input via Public Input Meetings on Thursday, May 21 and Wednesday, June 3. Both meetings will run from 7:00 pm to 9:00 pm in the Blaney Room at City Hall. The meetings will be recorded and livestreamed on the City website at mapleridge.ca. The CRC has two questions for the public; 1) Is the information that is currently available easy to find and easy to understand? In other words, is it useful? 2) Is there any information that is currently not available that should be? Citizens can provide input two ways. Metro Vancouver residents waste a lot of food and the regional district is launching a new campaign to prod them to do better. The Love Food Hate Waste campaign, found online at lovefoodhatewaste.ca, mirrors a successful British initiative credited with cutting food waste 21 per cent over five years. Metro officials hope to achieve similar

gains here by offering similar tips and ideas on how to improve how we buy, use and store food to make it last longer and use it more efficiently. The regional district estimates 100,000 tonnes per year of food, beverage and dairy products are tossed out that should have been used. Food wasted in an average day in the region consists of 80,000 potatoes, 26,000 bananas, 70,000 cups of milk and 32,000 loaves

of bread. That doesn’t count another 90,000 tonnes per year of unavoidable food waste that’s considered inedible, like meat bones, egg shells and pineapple skins, all of which is supposed to go in organic food waste bins. Metro got 500 households to complete kitchen diaries tracking what they bought, ate and tossed last November. Nearly half the food disposed was tossed because residents bought too much, didn’t use it in time or either cooked or

served too much. Metro estimates the lack of efficient meal planning behind that adds up to $700 worth of food being wasted per household each year. Despite the region’s organic waste dumping ban and curbside green bin pickup, 30,000 tonnes of avoidable food waste is estimated to be going into landfills where it generates methane. Had it been eaten, Metro estimates the carbon emission reductions would have been equivalent to taking 2,000 cars off the road.

Poll gives NDP lead in B.C. By Jef f Nage l Black Press

A new poll of voters in B.C. puts the federal New Democrats six points head of the Conservatives as the fall federal election campaign approaches, and 10 points up on the third-place Liberals in this province. The new Insights West online poll pegs NDP support at 35 per cent of decided voters in B.C., followed by 29 per cent for the Conservatives, 25 per cent for the Liberals and 10 per cent for the Greens Party. That’s a major drop in Tory support since the 2011 federal election, when the governing party took 21 out of 36 B.C. seats with 45.5 per cent of the vote. (The NDP got 12 seats with 32.5 per cent, the Liberals got two seats with 13.4 per cent and the Greens got 7.5 per cent, electing leader Elizabeth May.) Insights West vicepresident Mario Canseco said federal Liberals have rebounded in B.C. under leader Justin Trudeau, but added it may not be enough for them to be competitive in more than a couple of ridings. “The seat calculation makes this a lot tougher for the Liberals,” he said. “You may be a closer third-place finisher than in the last election, but you’re still a

third-place finisher.” The poll found NDP leader Thomas Mulcair has the strongest approval score, ahead of Trudeau and May. But more B.C. voters name Stephen Harper as the best choice for prime minister compared to other leaders, except on Vancouver Island, where Mulcair leads. “The voting numbers point to an erosion of Conservative support among key demographics, particularly voters over the age of 55,” Canseco said. The race is tight in Metro Vancouver, where the poll found the Conservatives and NDP are tied with 32 per cent support of decided voters, followed by 27 per cent for the Liberals and seven per cent for the Greens. On Vancouver Island, however, the NDP have a huge lead with 47 per cent support, followed by the Greens at 20 per cent, the Liberals at 19 per cent and the Conservatives at 14. Elsewhere in B.C., the NDP leads with 36 per cent to 32 per cent for the Conservatives and 22 per cent leaning Liberal. Poll respondents in Metro Vancouver said the most important issue was the economy and jobs, while slightly more on Vancouver Island and the rest of B.C. instead listed government accountability. Harper and the Con-

servatives scored best on their handling of the economy, foreign affairs and crime, Canseco said, but poorly on poverty and homelessness, government accountability, the environment and the handling of energy and pipelines. The poll surveyed 814 B.C. residents from May 7-9, with a margin of error of plus or minus 3.1 per cent.

Referendum nears 40 per cent Elections B.C. says it has now received and screened 616,519 Metro Vancouver transit referendum ballots from 39.5 per cent of registered voters. The breakdown of returned ballots shows the count has now surpassed November’s municipal election turnout in every municipality of the region. Spokesman Don Main said Elections

B.C. has caught up in processing incoming ballots and no longer has a significant backlog to work through. The latest numbers come as a final push is on by both the Yes and No camps in the Metro Vancouver transit plebiscite to ensure every voter gets a ballot. Some residents may not have received ballot packages because they misplaced or lost them or they receive one for other reasons, such as an address change. Midnight on Friday May 15 is the deadline to ask Elections B.C. for a new one by calling 1-800-661-8683. Highlander goes big and its city/highway fuel economy rating is 11.8 / 8.7 L/100km. Highlander is a ‘Top Safety Pick’ according to the Insurance Institute for Highway Safety, based on its front, side and rear crash tests. Highlander was included in a series of safety recalls, including the famous “floor mat recall,� in response to mysterious defect that supposedly caused unintended acceleration. No changes were made to the 2010 Highlander, but for 2011 it got revised front and rear styling, with slimmer headlights, a new front grille and new taillights. The Sport model was discontinued and the hybrid version got a (combined 280 horsepower) 3.5L V6. A third-row seat also became standard on all models. oyota introduced a completely redesigned and more upscale Highlander in 2008. Its mid-sized utility vehicle was bigger, with three rows of seating, more powerful and more expensive. Bad timing, as that same year the world`s economy took an unexpected and spectacular nosedive, which sparked a major consumer trend to scale down. This model offers has a more rounded shape with pronounced wheel arches and there’s a flip-open rear door window. It`s a handy feature that allows you to drop stuff into the cargo area without opening the large rear door. The V6 engine versions of Highlander came with four-wheel-drive plus extra goodies like a back-up camera, a power driver’s seat and fog lamps. Above base, the higher trim levels were Sport, Limited and SR5 (only for

2008). A four-wheel-drive Highlander Hybrid with a gas/ electric powertrain was also offered and came in base and Limited trim levels. Hybrid power is provided by a 3.3 litre V6 engine coupled to an electric motor with a combined power output of 270 horsepower, which is roughly the same as the regular 3.5-litre V6. The hybrid`s city/highway fuel economy, however, is rated (new five-cycle method) at 8.6 / 9.5 L/100km compared to 13.8 / 10.4 km/100km for the 3.5 litre V6. Reacting to the new economic reality, in an impressively quick way, Toyota introduced a substantially lower priced and more basic, frontdrive Highlander, midway through the ’09 model year. It came with two-row seating and a 2.7 litre four-cylinder engine mated to a six-speed automatic transmission. This engine can provide 187 horsepower and 186 lb-ft of torque at 4,100 rpm

f you own real estate in Maple Ridge or Pitt Meadows, you’ve made some money in the past year, if you’re selling this spring. According to data released by the Real Estate Board of Greater Vancouver last week, this region’s real estate — whether detached house, townhouse, or apartment — rose significantly in sales value from April 2014 to April 2015. “The supply of homes for sale today in the region is not meeting the demand we’re seeing from home buyers. This is putting upward pressure on prices, particularly in the detached home market,” REBGV president Darcy McLeod said. The Maple Ridge-Pitt Meadows region’s media detached-home sale price jumped more than $40,000 in the past year,. The median selling price for a detached home in the region in April of 2014 was $488,888 but jumped to $532,000 for last month — an increase of $43,112. That represents an 8.8 per cent increase. “It’s a competitive and fast-moving market today that is tilted in favour of home sellers,” McLeod said. Over the same period, attached homes’ (townhouses, duplexes) median price jumped from $290,189 in April 2014 to $314,646 this past month — an increase of $24,457, representing an increase of 8.4 per cent. Condominium apartments went from a media price of $192,950 in April 2014 to a median price of $220,400 last month. That’s an increase in median selling price of $27,450, representing an increase of 14 per cent. The median price is the middle value of the range between highest value and lowest value of homes sold. By comparison, the benchmark price is an estimated sale price of a benchmark property, representing a typical property within the market area. in Pitt Meadows last month was $539,900; an 8.5 per cent increase over April 2014. The REBGV says strong home-buyer demand, coupled with below-average home listing activity, has created a seller’s market in the Metro Vancouver housing area that has driven prices up. Indeed in the Maple Ridge-Pitt Meadows region, the total number of listings from April 2014 to April 2015 dropped from 433 to 388. Most of the dropped listings, however, were in the apartment and attached-home markets. Detached-home listings remained relatively static, going from 249 in April 2014 to 243 last month.

The REBGV reports that residential property sales in Metro Vancouver, in April 2015, jumped 37 per cent compared to sales in April 2014, and 2.9 per cent compared to the 4,060 sales in March 2015. Last month’s sales were 29.3 per cent above the 10-year sales average for the month. The Multiple Listing Service (MLS) Home Price Index composite benchmark price for all residential properties in Metro Vancouver is currently $673,000, which represents an 8.5 per cent increase compared to April 2014. The sales-to-active-listings ratio in April was 33.6 per cent. This is the highest that this ratio has been in Metro Vancouver since June 2007.

Ridge Meadows Minor Baseball held its bat-a-thon over the weekend – a huge fundraiser that keeps fees low, and could ultimately build the association an indoor facility. Each kid takes pledges to collect money, and they each get a chance to hit three balls off a tee to compete for the longest hits. There are prizes – like association jackets and hoodies – for the longest batted balls, as well as the most money raised. Executive member Pete Davey had participated in something similar while he was a player with Whalley Little League, and he and Ron Tuck spearheaded the fundraiser in Ridge Meadows four seasons ago. It has been a hit – expected to raise $15,000 to $16,000 each year, and the preliminary number is $14,800 after the weekend’s events. And it is a fun day, where the kids also play games and get hotdogs. “The kids have a blast. We try to make a good family fun weekend of it,” said Tuck. t has been demonstrated through countless studies over the past decades that exercise is good for us. It helps reduce risk factors for numerous disease states including heart disease, diabetes, hypertension, cancer, and osteoporosis among many others. The degree to which we know the exact mechanism of these effects is varied, but we have not known how deep this effect goes until quite recently. A number of studies including those published in the journal Cell Metabolism in 2012 and in Medicine and Science in Exercise and Sport in 2009 have demonstrated that these positive changes go as deep as our DNA. Epigenetics is defined as the way our DNA behaves and affects us. If you recall your high school or university chemistry classes, there are groups of atoms that make up methyl clusters and the behaviour of our genes can be affected by adding or subtracting these methyl groups on the outside of the genes. In the 2012 study, researchers found that changes in methylation in genes responsible for cardiovascular health were positively affected by acute bouts of exercise. She was active with her children in sports and other activities as they grew up. She loved to travel; Hawaii for 11 years and Palm Springs for the past 19 years. During Jim’s working career, she travelled extensively to various wine industry events throughout the world with him. In her final years, grandchildren and family meant the most to her and she loved organizing family reunions and dinners and we are forever

Jack Sheppard June 12, 1927 - May 6, 2015

It is with profound sadness that we announce the passing of Jack Gordon Sheppard. He passed away peacefully at home on May 6, 2015 at the age of 87 years old, surrounded by the love of his family. Pre-deceased by his sister Thelma and his twin brother Tom (2014), he is survived by his loving wife Leila (stepson Neil). He will be dearly missed by his four children, Don (Peggy), Debbie, David (Shay) and Darcie (Russ) and his 9 grandchildren; Greg (Jaimi), Chris (Katherine), Tanisha, Ryan, Rhys, Katie, Ben, Lucas and Ruby. Jack was well known in the community of Maple Ridge. He started his business, Haney Sewing & Sound (1969) and was involved in many community activities and committees. During his retirement, Jack traded in his running shoes for his bikes and enjoyed cycling trips with Leila all over the world. He enjoyed soaking up the sun and the ocean breezes on Hornby Island during his 60’s and 70’s then in Barbados during the winter months in his 80’s. Jack leaves a legacy of business acumen for his children and grandchildren, along with many revered recipes, love of beer, travel and adventure plus great stories. Jack’s zest for life and his curiosity in the world around him speaks to why he was always surrounded by family and friends.
