Dementia education coming to Quesnel

Many Quesnel residents are this month making one of their most important New Year’s resolutions ever. They’re becoming Dementia Friends, committing to learn a little bit about dementia so they can be supportive and inclusive toward people with the illness, which has become one of the country’s most pressing health issues. Statistics suggest three out of four area residents know someone living with dementia. “People affected by dementia continue to live in and be a part of our communities and we can support them to stay connected in ways that are meaningful for them,” Leanne Ranes, Support and Education Coordinator for the nonprofit Alzheimer Society of B.C. for Quesnel and the North Interior and Skeena said. “Through individual actions we can raise awareness of dementia and reduce the stigma attached to it.” The Dementia Friends campaign is the cornerstone of Alzheimer’s Awareness Month, which runs until the end of January. Ranes said becoming a Dementia Friend is easy. The process starts by signing up at DementiaFriends.ca. The next step is to understand five simple things about dementia: • It is not a natural part of aging. • It is not just about losing your memory. Dementia can affect thinking, communicating and doing everyday activities. • It is possible to live well with dementia. • There is more to a person than a diagnosis of dementia. • The Alzheimer Society of B.C.’s North Interior and Skeena branch is here to help Quesnel residents with dementia and their care partners. That knowledge can easily translate into action at home and work, Ranes adds. The Society has supported people living with dementia for 35 years. One of its initiatives, First Link®, connects people affected by dementia with information, Society support services and programs such as Minds in Motion®, and dementia education sessions at any stage of the journey. Physician recruitment update

Council heard from Susan Paulsen, Healthcare Recruitment Coordinator, about the successful healthcare recruitment process that has resulted in new physicians and other healthcare professionals relocating to the Quesnel area. The City’s Economic Development department created a Relocation Guide for marketing all the Quesnel area has to offer. In addition, the “Red Carpet” treatment includes hosting dinners at Quesnel residents’ homes, personalized guided City tours, assisting with community transition support, identifying different housing options and providing video testimonials from various community and healthcare groups. 2015 recruitment results are: • Four candidates have participated in site visits to Quesnel • Northern Health has announced one family physician placement, one emergency room physician and an additional internist • Healthy interest from International Medical Graduate Program, Practise Ready Assessment programs and referrals from BC Health Match and the Northern Health recruitment team. Next steps include assisting new healthcare employees relocating to Quesnel, collaboration with the Child Development Centre, collaboration with Northern Health to expand recruitment/ rentention and continuing to build strong relationships including with the Rural Coordination Centre of B.C.

Council approved the first three readings of the Loan Authorization Bylaw 1786 for the proposed new Public Works Facility. This Bylaw, along with City’s liability servicing limit certificate, the five year financial plan and background/ costing information on the proposed project, will now

be forwarded to the Provincial Inspector of Municipalities for approval. The proposed Loan Borrowing Bylaw is for $10,000,000 over 30 years. The estimated cost of the proposed Public Works Facility is approximately $10,945,000 with remaining funds required to be allocated from City capital reserves. The estimated annual debt servicing cost for the $10,000,000 loan is approximately $494,000 with an estimated tax increase of 3.5 per cent, or $26.17 for the average residence. It is anticipated that other costs will be reduced that will offset this tax increase. Pending the Inspector of Bylaws approval, Bylaw 1784 will be voted on by the electorate through an Alternate Approval

Process. Next steps include: • Conduct public information process: Q-City News, open house – January 2016 • Alternate Approval Process – First Quarter of 2016 • Development of construction drawings – 2016 • Site prep work managed by Public Works – 2016 • Construction Request for Proposal – 2016 • Construction start – Spring 2017 • Construction ends/ relocation of Public Works – 2018

Northern homeowners benefit from grant

The home owner grant provides modest property tax relief to those who need it most. Last year, this program returned nearly $800 million to B.C. residents. For 2016, more than 91 per cent of homes are below the threshold. BC Assessment estimates the values of all homes based on their market value on July 1 each year. For homes valued below the threshold, the basic grant can reduce residential property taxes on an owner’s principal residence by up to $570. An additional grant up to $275 is available for homeowners who are aged 65 or over, who qualify under the persons with disabilities category, or who are eligible to receive certain war-veteran allowances. The northern and rural home owner benefit provides an additional $200 in property tax relief to households outside the Greater Vancouver, Fraser Valley and Capital Regional Districts. Low-income homeowners who would have received the additional home owner grant except for the high value of their home can apply for a low-income grant supplement. Homeowners who face difficulty keeping up with rising property assessments in B.C. may also be eligible to defer all or a portion of their property taxes. The property tax deferment program provides low-interest loans that allow eligible homeowners to defer payment of annual property taxes until their home is sold or becomes part of an estate. This program is available to owners who are 55 or older, surviving spouses of any age and persons with disabilities. Families who are financially supporting children may also qualify.

Quick facts: • For 2016, the threshold increases to $1.2 million, up 9.1 per cent from $1.1 million in 2015. • Homes valued above the threshold may still be eligible for a partial grant. For properties assessed above the threshold, the grant is reduced by $5 for every $1,000 of assessed value in excess of the threshold. • The grant is not provided automatically. Homeowners must apply every year. Applications are included with annual property tax notices. • The grant is available to Canadian citizens and to landed immigrants who normally reside in B.C. • The Province reimburses municipalities for the full cost of the home owner grant to ensure municipal revenues are not affected. • The home owner grant program began in 1957.

CITY COUNCIL NEWS Let it Snow! I like snow. It’s one of the reasons my wife and I choose to live here: we appreciate the four seasons and enjoy all the different recreational opportunities they bring. But, I recognize snow brings its fair share of burdens to people during the winter. From shoveling driveways and sidewalks, to clearing gutters when it melts, to dealing with icy and treacherous road conditions, snow can make the winter seem awfully long for those who can’t easily manage its impacts.

irst of all I wish everybody a very happy and healthy New Year. After being laid up, I am almost back in the saddle again. During my time of forced rest, I watched quite a bit of TV and it is amazing how much has happened in the last couple of months There are two main items that stand out, the federal election and the ISIS attack in Paris which has put a lot of fear in the Western world. As far as the election goes, I like Trudeau’s outlook and so far he has lived up or tried to live up to his promises which is a very welcome change. His views towards the environment have already shown big changes at home and in the world. It was refreshing to see Canadian

scientists speaking out freely on radio and TV. It was not that their message was cheerful, but we were told honestly where we are at, even if the news was not so good. The world according to Bert de Vink is almost at a point of no return environmentally and still there is opposition to the measures needed to leave a livable world for our children and grandchildren. We cannot eat, drink or breathe money, but the corporate sector finds it more important to think in financial terms than

to accept the reality that they too need the necessities of life. There is one area where I have difficulty with and that is, all of a sudden there is money for housing, medical care, living allowances etc. for refugees, but not for the all too many Canadian homeless people, the working poor, the large amount of Canadian children who go to school without food, the seniors and veterans who are falling through the cracks along with the mentally challenged, and the million and a half Canadians looking for affordable housing. The list is longer than that, but my point is that there are many Canadians who are in dire need of help. Tell me if I am wrong, but I am

brought up with the principle that one looks after family, friends and neighbours first and then the city and country of which you are a citizen. I know what it is when bombs are falling around you and living in a war torn country and I feel very sad for the people who have to go through this. What I don’t understand is why Canadians in need receive very little or no help and refugees receive more help in many ways than Canadian citizens. The other point is, I noticed that in the endless rows of refugees in Europe there were a lot of people who were well dressed and

many men capable of fighting for their country. As far as I am concerned, the war in North Africa is mainly a religious civil war that has caused extremist such as Isis and consorts causing the trouble. It is very sad that so many innocent people are caught in this mess as is the picture in any war. Just the same I would feel better if for every million spent on refugees, a million is spent on Canadians who are in dire need for help. It cannot be right when more help is given to refugees than to Canadians who are suffering and in need. Bert de Vink’s a long-time Quesnel resident and Observer contributor.

Snow is an operational burden for the City too. Annually, our snow removal and handling costs averages about $900,000 per year – a significant portion of the City’s overall budget. However, I’m proud to say that our City crews do an amazing job of clearing and sanding our roads and sidewalks and of staying on top of the snowfalls when they come. I do not hesitate to make the claim that the City of Quesnel has one of the best snow removal and snow handling programs in the province. As a City we also offer an incremental service to our residents that very few communities provide: end of driveway clearing when snowfalls exceed four inches. This program remains in place even after Council’s exercise of fiscal discipline in our 2015 and 2016 budgets. But, despite this significant investment in snow removal, a robust and strategic approach to this operational challenge, and incremental support to homeowners with our driveway clearing, we still get complaints about the service levels the City provides. While some of these complaints are legitimate and can be addressed by our staff and crews as part of our continuous improvement program; many of the complaints the City gets are, in my estimation, a result of unrealistic expectations and a failure to apply some common sense to those expectations. The first priority for our crews during a snow event are the main thoroughfares and feeder roads, along with the downtown core. If we get a continuous dump of snow or back-to-back snowfalls it will take some time before our crews can get to the side roads – that’s simply common sense. So, during these times some patience needs to be exercised with respect to our neighborhood roads. For a variety of reasons we can’t always provide driveway clearing lock step with our plows. This is a “nice to do” service provided by the City, not an essential one by any means. If we don’t get the end of your driveway cleared in a timely manner during large snow events, please give our crews some latitude, as there will be a good reason it didn’t happen. And, please consider being a good neighbor to those who may not be able to easily clear the snow from the end of their driveways. We will continue to seek ways to improve how we handle snow removal in our City and invite your suggestions for improvements. But, hopefully, those suggestions will be measured and reasonable, not merely a result of unrealistic expectations about what’s possible with the limited resources we have and the nature of the snow event we’re experiencing at the time. Celebrating Robert Burns The Quesnel Pipes and Drums are pleased to host Robert Burns Night at the Quesnel Royal Canadian Legion Jan. 23. This is the 256th anniversary of the birth of the famous and revered Scottish poet, Robert Burns. This is an annual celebratory tribute to the life, the works, and the spirit of the great Scottish poet, Robert Burns (1759-1796). The evening will include the customary Burns Night festivities, traditional roast beef dinner, Scotch bar, Braveheart Highland Dancers, Quesnel Pipes and Drums, and a DJ’d dance. Environmental Assessment of the Blackwater Gold Project

Public Comment Period and Information Sessions New Gold Inc. is proposing the construction and operation of an open pit gold and silver mine located approximately 110 kilometres southwest of Vanderhoof, British Columbia. As proposed, the project would produce 60,000 tonnes per day of gold and silver ore, over a mine life of 17 years. The Blackwater Gold Project is subject to review under both the Canadian Environmental Assessment Act, 2012 (CEAA 2012) and B.C.’s Environmental Assessment Act and is undergoing a coordinated environmental assessment. Hydro break proposed for struggling mines TOM FLETCHER Black Press The B.C. government is considering a payment deferral program for mines’ electrical bills, to help keep mines running during an extended slump in metal and coal prices. Energy and Mines Minister Bill Bennett is taking a proposal to cabinet that would allow mines to defer a portion of the BC Hydro bills, with repayment to begin when prices of copper and other mineral commodities reach a certain stage. Imperial Metals announced this week that Huckleberry Mine. a copper-gold mine south of Smithers, is suspending pit operations and laying off 100 of 260 employees.

Bennett told Black Press the continued slump in world commodity prices means more job losses are on the way. Electricity deferrals were used by the NDP government in the 1990s and Social Credit in the 1980s. Bennett said unlike the NDP program that varied rates with commodity prices, he is proposing that mining companies repay deferred funds with commercial interest, with no net burden to taxpayers or BC Hydro ratepayers. “If we can’t figure out something to help reduce operating costs, there’s going to be not just layoffs, there’s going to be mines shutting down,” Bennett said. “I don’t expect

Happy New Year! It was great to see so many of you at my constituency office open house last month. Thank you to all of you who came and thank you for your support. I’m looking forward to another great year and will continue working hard as your MLA. Close to home, the Premier’s B.C. Natural Resource Forum, held Jan. 19 to 21 at the Prince George Civic Centre, is a fantastic way to start the New Year. I’m looking forward to attending again and urge everyone from Quesnel to make the short drive and be a part of this important and interesting event. The forum, now in its 13th year, will bring industry, representatives from various levels of government and First Nations together to discuss how we can further cultivate our natural resource industries in a respectful and sustainable way. It’s an exciting time for British Columbia. From forestry, to mining, to energy, to oil and gas development, B.C. has plenty of existing and emerging opportunities. As MLA for Cariboo North, I will have the chance to meet with industry leaders and discuss ideas about potential resource development opportunities for our region. t’s become a go-to phrase for all levels of government – local, provincial and federal. When faced with fallout from an unpopular decision – or simply dissatisfaction with the way that a certain sequence of events shakes out – politicians and bureaucrats seem to all have the same default position: “In hindsight, we could have done a better job with communication.” The fact is, no matter how large or small the public-relations budget, a culture that keeps taxpayers in the loop on evolving decisions is something that comes from the top down. Suspicion of politicians and bureaucrats runs so rampant these days that it is far from wise policy for anyone in government to allow such a situation to continue – particularly when much criticism could be averted simply by taking a more inclusive approach. Naturally, in the process of governing or administrating, there is some information that is sensitive for reasons of confidentiality or legality, and which cannot be shared indiscriminately. The public, generally speaking, is not asking for this. Nor is the public asking for glossy brochures, dazzling photos or press releases giddy with spin. Straightforward summary of progress on issues would be good, however. As well, we would welcome a sense that those in office believe public consultation is about more than the legally required meetings. It may come as news to some, but we don’t elect politicians or hire bureaucrats to act in a vacuum. It is called “public office” and “public service” for a reason. –BP

Avatar sequel bombs in Walbran A

vatar, the futurefantasy blockbuster that beat Titanic as all-time Hollywood box office champ, has finally been unseated by the latest Star Wars space opera. I watched Avatar on TV over the holidays for the first time since its 2009 release, and was able to see past the bombastic special effects to examine it for what it is, an anti-capitalist propaganda film. Psychopathic military commander teams with evil mining executive to blast and slaughter their way to a chunk of rare mineral, ridiculously named “unobtainium.” Giant tree, home of highly evolved Na’vi people and their delicate jungle ecosystem, is toppled for sadistic fun and profit, before nature’s collective strikes back. Canadian director James Cameron helped the global anti-development network use the movie in its celebrity attack on the Alberta oil industry. Now the story line is being employed again in B.C., in an effort to revive the 1990s “war in the woods” that led to the creation of Carmanah Walbran Provincial Park on Vancouver Island. There’s a “Tolkien Giant” now, although I’m reliably informed it is not one of those trees that gets up and walks around in the Lord of the Rings movies. This tree is also protected from logging, as are most of the poster trees used for propaganda and fundraising. The network uses multiple front groups. Vancouverbased Wilderness Committee stages urban protests and issues news releases, while Ecojustice lawyers fight forest company injunctions against direct actions that disrupt legal logging. An employee of the B.C. branch plant of Sierra Club lurks, apparently coordinat-

protester claims. Block 4424 isn’t being logged, although it was permitted last fall. Protesters are targeting other operations, none of which are in the contentious Walbran “bite” area next to the park. Teal-Jones has not only received permits and worked with environmental organizations, its operations are independently certified by the Canadian Standards Association. A B.C. Supreme Court judge granted an extension of the injunction protecting Teal-Jones’ operations on Jan. 4. The judge wasn’t swayed by protesters packing the Victoria courtroom, and upheld a 50-metre safety zone around working equipment in the Walbran Valley until the end of March. A Wilderness Committee spokesman with no evident forestry qualifications was appalled. He will no doubt continue to issue news releases and write his own version for left-wing fringe publications that seek to perpetuate an urban culture of revulsion for logging. ing media and protesters. A 1990s remnant called Friends of CarmanahWalbran issued a statement Nov. 9 announcing “autonomous action” by three protesters to disrupt logging. Not their guys, you understand, just masked individuals willing to lock themselves to equipment or wander into a road-building blast zone, forcing work to stop for safety reasons. These are among the actions that forced the logging company to go to court for an injunction. Cast in the role of evil corporation is Teal-Jones Group, a B.C. forest company trying to operate in what is now the most environmentally restricted forest in the world. It keeps about 2,000 people employed in logging and its sawmills in Surrey, where investments have been made to handle second-growth coastal timber as well as what little old-growth they are allowed to harvest. Protesters have dubbed their latest target, the tiny 3.2 hectare cutblock 4424, “Black Diamond Grove” for media and fundraising purposes. Leave our rural schools alone

Editor: I have not kept silent through the discussions of the school closings here in the Quesnel area but to no avail. I read a report done in the late 1800s done by some english professors at which time they investigated the school systems here in the colonies and the U.S.A. Their premise at the end of their studies concluded that if you taught the common man to read and write, it would raise their expectations and they would not be happy being serfs. Having talked to many of those who addressed the Cornerstone group they felt that the people who were to make the recommendations didn’t believe that those present were aware of all the nuances. One lady told me that she felt that those concerned did not accept their recommendations. Mostly she felt because they were not university educated and rather than listen to their

presentations she felt that they were looking down their noses at them. I feel that the Cornerstone group which was not elected came here with the decision already made. They used these meetings to justify the decision they had already made. This sleight of hand was done so all the elected politicians could suggest that the consultation process really worked. This farce is a slap in the face of all honest hard working folks. Now I foresee that the schools that are mostly full will now be crammed into already challenged spaces. The children in the Quesnel area will probably be forced into some kind of portables and every age groups will suffer. I feel it is a shame how the Liberal government is forcing small rural schools to close because their interests lie elsewhere. It makes a person wonder how badly they are being

mismanaging in the province as a whole. They have forgotten that they are here to serve and not to present the LNG project that will never come to pass as the solution to all our problems. They seem to be more like Filmflam artists and Snake oil salesmen than leaders of this fair province of ours. Even as the school boards are supposed to be deciding which schools are closing it is quite clear to me that they had made up their minds beforehand. Whatever happened to the idea of government by the people and for the people? I know that this isn’t the U.S.A. but the truth still holds true in all democratic systems. It suggests that a representative form of government is supposed to be in play here. I suppose that truth is a matter of perspective, but the secrets told in private still come out. I feel let down by those I thought we could at least

marginally trust. Even as I write this I can already hear the shredding of documents from the Cornerstone and in Victoria, professional bureaucrats are doing the same. And so the finger pointing goes on as those who are involved will be pressing the delete, delete, delete on their keyboards. They are destroying our local infrastructure but they don’t seem to care. We have been lucky to have good representation but the Emperor is deaf. We watch as they wrap themselves in their cloaks pretending that they care with long words that mean nothing. Still we can see what they don’t want to see, the Emperors clothes. Their failures stand naked before us and include more than closing our schools. We have seen recently as they have failed in regard to all the children ministries. We see doctor shortages and overworked and underpaid nurses and teachers. They have made

And of course let’s not forget about all that sludge in Quesnel Lake or the river. Their lack of leadership to me is appalling. Our hospitals are full of the elderly that should be in places like Dunrovin, but it isn’t as politically exciting as building a bridge. So over worked nurses do what they can, but just don’t have the time that all may require. We as the citizens of Quesnel and surrounding area have to stand up and say enough is enough. In one voice we have to declare as loud as we can, leave our rural schools

alone. Your pipe dreams are killing us, fufill your mandate to this region. We demand you leave Kersley and the other rural schools alone. Yet when it is all said and done it will be the school board wringing its hands and blaming Cornerstone. They in turn will suggest that the school board make the final decisions. In the other corner will be the provincial government throwing up their hands, saying “It isn’t our fault.” Then like Nero they will all fiddle around while another is destroyed and another community dies. I would like to suggest to the powers that be, that it is time we threw out all the dead wood in our school board and let’s elect a party and government that will represent us people. Quesnel cowgirls featured on CBC FIRSTHAND documentary shows youth in rodeo

Take a wild ride through the lives of teenage boys and girls as they vie to become the next rodeo superstars. Cowboy Up debuts on CBC Television’s FIRSTHAND on Jan. 14, at 9 p.m. (9:30NT). The hour-long documentary takes us through the highs and lows young riders face hoping to make the National High School Finals Rodeo. A thrilling look into a Canadian cowboy tradition, Cowboy Up is executive produced by Home and Away Productions. Filmed in British Columbia, Alberta, and Rock Springs, Wyoming, Cowboy Up documents the personal journeys of teenage cowboys and cowgirls with one goal in mind: to make it to Nationals and win. Quesnel’s Gallery of Honour is a way for the community to thank people who have contributed to the Arts in Quesnel over the years. The Quesnel and District Community Arts Council (QDCAC) Gallery of Honour committee accepts nominations, reviews them and the chosen recipients are recognized during a public event as well as a

photo plaque at the Arts and Recreation Centre for all to see. The deadline for nominations is fast approaching. However, there’s still time to submit your nomination at the Arts and Rec Centre before end of day Jan. 15. Some of the past recipients include Barry McKillican, Noreen Halloran, Leslie Sanderson, Maggie Ferguson-Dumais,

Jesse Herman, Don Hendry, Judy Crannis, Bill Wood, Frank Henessy and Margo Rose. Many others are well-deserving of this honour and the committee looks forward to seeing who the community nominates. It’s no wonder millions of Canadians are busying themselves once again, making resolutions that next year they’ll take steps to be happier, healthier and to do things a little differently. Because I’m always interested in getting the most from my workouts, including daily walks with my dog, it made sense for me to add Nordic walking poles to walking routine. Nordic walking burns 20-45 per cent more calories than regular walking; engages arm, core and back muscles while building core strength; and engages 90 per cent of the muscles in the body as opposed to 40 per cent with regular walking. Olin Lee of 2 Rivers Boxing Club heading to nationals RYAN GRAHAM Observer Reporter 2 Rivers Boxing Club will be sending Olin Lee to the Junior, Youth and Elite Canadian National Championship in Quebec City from March 28 – April 2nd. This will be the second time he will be hitting the big stage as he participated in last year’s nationals, where he won two fights and lost one, earning a silver medal. Lee said he saw improvements in his boxing when he returned from last year’s nationals. “I noticed when I got

back I was way sharper, in better shape and just a better boxer from the experience,” Lee said. Wally Doern, head coach says Lee’s boxing has developed very well. “He’s looking very good right now,” Doern said. “He’s picking his opening’s and he’s not wasting punches. At this time he’s boxing very smartly and I think that will be a big plus for nationals.” Lee started in martial arts and found his way to boxing through friends and his father who was involved in the sport. Lee says Doern has been huge in helping him perfect his form and technique. He also has goals of going to the Olympics one day to represent Canada and eventually go to the professional ranks. When not training he enjoys team roping at the rodeo and running cross country.

Cariboo Ski Touring Club rolls out new snowmobile The Cariboo Ski Touring Club has an impressive new Bearcat snowmobile, thanks to the sponsorship of the Quesnel Community Foundation and Quesnel Community Futures. The Bearcat is a big help for creating the beautiful ski trails we have at Hallis Lake this winter. The CSTC uses the snowmobile between 4 and 7 days per week during the active cross country ski season, which is mid-December to the end of March. The snowmobile is used for packing the fresh snow falls, dragging a groomer along the ski trails, moving equipment back and forth to the biathlon range for biathlon

practice and events, and for pulling the emergency toboggan. If you’re enjoying the cross-country ski trails, know that the contributions from the Quesnel Community Foundation and Community Futures helped make this happen.
