The 7th annual Snowmobile Drag Races are set for Saturday, Jan. 30 on the Midway airport strip and organizer Kettle Valley Racing Association (KVRA) is hoping for more cooperation from Mother Nature this year. Held a week later in 2015 than it is this year, the race was plagued by rainy conditions, which, while it did not deter the racers, kept spectators away. There are numerous racing classes offered to competitors, based on capacity of the

machine, though there are no traction devices permitted. Last year’s start was aided by the use of launch pads, constructed from old snowmobile tracks attached to plywood, and the same system is expected to be employed during this year’s races. Moment of silence observed Greenwood mayor Ed Smith began Monday’s regular council meet- MIDWAY ing with a moment of silence in memory of former councillor Nola Tutti, who passed away Dec. 22. Ashton/Terashita gives overview of construction Councillor Darla Ashton, representing the Greenwood Legacy Group (GLG), along with the city’s fire chief Roy Terishita, appeared as a delegation to present an overview of the proposed firehall kitchen/patio installation on the building’s second floor. Most of the costs for the project are to be covered by the Greenwood Volunteer Fire Department and the GLG and will, upon completion, result in a major facelift of that portion of the building and the freeing up of space to be used for various office spaces and other projects. To date, the department has installed some hardwood flooring and improved the quality and efficiency of the lighting. If council approves the project, an inspection to determine the structural integrity of the building will begin the construction process. Once the building is inspected and passed, new plumbing and wiring will be installed, as well as walls, cabinets, counters and a drop ceiling to complete the kitchen, after which the patio construction will commence. Terashita expects the budget to come in at $1520,000, much of which is already in place, with the balance to be derived from various fundraising events beginning in the spring. The delegation requested a response to the proposal at the Jan. 25 council meeting. Mayor requests recording device be turned off Also at the beginning of the meeting, Mayor Smith ordered gallery member Christopher Yates to turn off his recording device or leave council chambers, stating that Yates did not have the right to record the meeting. Yates complied with the mayor’s request. Battery collection Council directed staff to find a volunteer willing to initiate proper battery collection and recycling.
The city recently removed a small battery recycling box from city hall, citing insurance issues. Incorrectly stored, some batteries can become a fire hazard, which prompted removal of the recycling box. Park use approved Council approved Board Of Trade requests for the use of Lion’s Park for Canada Day celebrations on July 1 and Founders’ Day on July 9. Mayor’s report Mayor Ed Smith gave a report that offered a brief review of 2015. Please see the Boundary Creek Times next week for a story on that report. Borrowing bylaw introduced A bylaw was introduced at a special meeting on Jan. 6 allowing council to borrow money against projected revenue to cover general expenditures. The city is currently carrying $217,531 in unpaid taxes and utilities and is looking to borrow $260,000 for 2016. Acting CAO Wendy Higashi recommended in a Jan. 7 memo that city staff be directed to research tax collecting solutions used by other municipalities, as well as educate residents in regard to payment options available for taxes and utilities. Higashi described the various options currently available to citizens and went on to detail the monies that are owed to the city, noting that in 2015 there were over 40 properties slated for sale due to unpaid taxes. Property owners waited until they were about to lose their homes to settle their tax bill, a situation which adds significantly to the work load of city staff. Gallery comments During the scheduled question period, several residents looked for clarification of tax and utility payments and requested that such information be included with their bills. It was also noted that special meetings are currently announced only by a note posted at City Hall, when it would be much more effective to announce such events via email as well. Council took both matters under consideration.

Rock Creek and surrounding communities have responded wholeheartedly to the arrival of nurse practitioner Celia Evanson at the Rock Creek Medical Clinic. Evanson has effectively filled a void left by the departure of the previous care provider, a general practitioner who moved to another clinic, though her posting has also highlighted the continued need for fully-qualified doctors in rural areas. While Evanson’s qualifications permit her to practice much of that normally assigned to doctors, she is unable to engage in diagnostic medicine, although she does work closely with a specialist to whom she refers patients requiring such attention. In 2015, as part of the province’s work to make sure British Columbians have access to high-quality primary care, over a dozen internationally-trained physicians were slated to begin practicing in rural and remote communities in B.C. The 14 physicians represent the first group to participate in the new Practice Ready Assessment pilot program. In the program, doctors undergo a rigorous assessment process, spending three months with a B.C. physician who evaluates their skills as they care for patients. Physicians successfully completing the program commit to practice for at least three years in a designated rural community in need. The program, funded for a total of $2.8 million by the Joint Standing Committee on Rural Issues—a collaborative committee of the Ministry of Health and Doctors of B.C.—is part of the province’s strategy to strengthen access to family doctors and other primary care providers for individuals throughout British Columbia. Through this work, almost 66,000 patients in B.C. have been matched with a GP or other primary care provider since 2013, and British Columbians should be hoping to see the trend continue until all rural areas have access to healthcare rivaling that of larger centres.

Having retired from the presidency of the Kettle River Museum Society after many years, I thank the executive, the board and the museum managers who have all worked so capably over these past years. I particularly thank Jim Madder, moving from the position of treasurer to become the new KRMS president; Elaine Fromme for accepting the position of treasurer; Pat Sheldon, who becomes the new vice-president; and Linda Demchuk, whom we welcome as a new director. I thank Steve Stewart for his many years as Vice-President who continues on as a director; I thank directors Casey Bot,
John Kohlhauser, Marlene Dunsdon, Yuko Hasebe, and Eric Freeman for their tremendous assistance and support; and I thank Stephanie Boltz for her excellent management of the facility, and for carrying on in the coming year. As retiring president, I also thank businesses in Midway which have contributed generously towards the museum over the years. Phil and Monica Shalay of the Midway Hotel have been hosting Texas Hold ‘em Poker every Thursday for the last year and a half, as a fundraiser for the museum— an endeavour that lifted the museum finances out of the red. Shane Pont and Lois Johnson of the Mile 0 Diner have been very supportive,
forced open his door, grabbed a duffle bag from the passenger seat and fled on foot. The officer pursued the suspect on foot and with the assistance of bystanders, was able to place him in handcuffs. It is alleged that during his arrest the suspect kicked at the officer and grabbed at her use of force tools. The officer sustained minor injuries and continues to be on full duty, O’Donaghey said. An examination of the duffle bag the suspect fled with yielded over 360 grams of illicit drugs including cocaine, heroin and crystal meth, along with a loaded .22 calibre hand gun with extra magazines, a hunting knife, a silicone mask, a silencer, break-in tools and over $2,200 in cash.

Police later executed a search warrant on the suspect’s vehicle, which yielded an assault rifle, a drum magazine, soft body armour and a sledge hammer. “The Kelowna RCMP would like to extend a sincere thankyou to those bystanders who jumped into action to assist and protect the officer from potentially serious bodily harm during this alleged assault,” O’Donaghey said. As a result, the 29-yearold Midway man remains in custody and faces additional charges including: breach of a Conditional Sentence Order (CSO); assault a police officer; resisting arrest; possession of a controlled substance for the purpose of trafficking; possession of a controlled substance; flight from a police officer; pos-

and recently suggested, then organized a very successful breakfast-brunch-fundraiser for the museum on Sunday, Dec. 20. Doug and Jackie McMynn of McMynns’ Family Foods have always been extremely generous in assisting the museum in every event through the years. Finally, the Kettle River Museum is indeed fortunate to have such a capable and supportive Village council, staff and crew who make it possible for the museum to continue serving the community and travellers. RCCMS votes to revise constitution ANDREW TRIPP

The Rock Creek Community Medical Society held a special general meeting on Sunday to discuss and vote on proposed revisions to its constitution, including one which will remove the time limit placed on directors’ terms in office. RCCMS President Harald Zinner moderated the meeting, assisted by secretary/treasurer Gail McLean. Also in attendance, in addition to other society board members, were resident Nurse Practitioner Celia Evanson and Regional District of Kootenay Boundary director Vicki Gee. The original society constitution dates back to 1976 and, while not wholly out-of-step with contemporary society mandates, was, in the eyes of current directors, in need of some fine tuning to reflect more local concerns. The proposed amendments to the constitution will be submitted to the B.C. Registry Services for approval. Article 4 of the constitution, which deals with the dissolution of the society and the distribution of remaining assets, was adjusted to ensure that those assets would be distributed by the board of directors to a charitable organization or organizations operating in the service area of the society. Previously, the article named only Canada as the location of asset recipients, while the RCCMS would, upon the society’s cessation, prefer to see its assets remain in the community to assist other

charitable or non-profit organizations. Article 4 was also deemed alterable, in contrast to the original charter which described the article as unalterable. Also amended was the maximum number of terms which any RCCMS director may serve. Currently, directors may hold office for no morae than two consecutive terms, while the proposed change will place no restrictions on the number of terms served. Additionally, it was recommended that the secretary/treasurer of the society may be paid a monthly stipend to compensate for the administration of the society business. The amount of the stipend must be approved by a majority vote of the directors. Previously, no member of the board was permitted to accept any remuneration for services rendered. Voting for the changes was unanimously in their favour, Public Library and the amended constitution will be submitted to Victoria for approval within the next two weeks. Our clinic has obviously filled a substantial gap in health care in this part of West Boundary and I foresee only growth in the future.” The clinic is also a teaching facility, where student nurse practitioners from programs at the University of Victoria and the University of British Columbia are able to gain valuable practical experience, while being introduced to the nuances of rural medical practice. Interior Health would like to see more practitioners take up residence in rural B.C., which makes the Rock Creek practicums a potentially valuable component of healthcare in other regions. Evanson also touched on the value of having a specialist attend the clinic on a regular basis. Internal medicine specialist Dr. Christine Simpson, who is, besides a specialist at Kelowna Hospital, an assistant professor at the University of British Columbia, visits the clinic once or twice monthly to manage referrals provided by Evanson. This can help eliminate extremely long wait times for patients in need of specialized medical care, adding another layer of value to the Rock Creek clinic. Boundary Pee Wee Predators made a good showing at the Grand Forks Pee Wee Tournament this wekeend. In the round-robin portion Grand Forks lost to Penticton 7-4, Castlegar 6-0, Boundary 8-1 and Kelowna 2-0. Boundary lost to Castlegar 5-3, Penticton 11-5 and tied Kelowna 3-3. 4-H club welcomes nine new members SAVANNA ELLIOT Submitted
The Boundary C 4-H Club had their first meeting of 2016 last Thursday, welcoming nine new members to push the overall membership to 37. The main order of business was the selection of the club’s executive. The new president is Sarah MacDonald, vice-president is Adele Fossen, and Marijka Van Kuik stayed on as secretary. Dawson Harpur was elected treasurer, and club reporting duties will, for now, be shared between Savanna Elliot and Olivia Schneider. This year’s safety officer is Reine Fossen and food and drinks will be coordinated by Kerrissa Watson and Emma Lindquist. The projects this year are beef, sheep, Boundary C 4H members, both new and returning, filled the Rock horse and sewing. Our club speeches will be held in Creek fairground meeting room last Thursday to elect the club’s early March and don’t forget to mark your calendars 2016 executive.
