Saanich opening door to more energy-efficient building standards Travis Paterson News Staff

Saanich has joined a movement to support the province in creating better building efficiency standards, particularly within the existing B.C. housing stock. Housing energy efficiency needs to be addressed through action on climate change, said Saanich Coun. Dean Murdock, who brought the recommendation to council on Monday. “The province is in the midst of updating its climate action plan [climate leadership team], doing consultation and have come up with ambitious initiatives that are available to the public for comment, hopefully by spring,” he said. Council endorsed the recommendation to support the province’s climate leadership team in updating the climate

action plan, particularly in the building sector. Saanich has a history of asking developers to go the extra mile in terms of sustainability, he added. The call to action for climate change in the building sector is being centralized by the Pembina Institute, based out of Vancouver. According to Pembina, Saanich has joined a list of larger municipalities endorsing a bolder climate leadership plan in B.C., such as Victoria, Vancouver, North Vancouver and Richmond, along with dozens of organizations and associations. “It’s existing housing stock that’s probably the biggest culprit of greenhouse gas emissions, provincially and nationally we need to put together programs to upgrade existing houses, and

be more assertive and aggressive in that regard,” Murdock said. Despite the successful advent of new energy efficient LEED Gold commercial buildings or Built Green residential homes in B.C., it’s a small percentage of all the housing stock. One of the problems is a lack of financial incentives. Companies such as the Lee brothers’ Tri-Eagle developments build predominately in Saanich and have adhered to a commercial LEED Gold or condo Built Green standard for about a decade. The Lees built a pair of buildings across the highway from each other in Royal Oak, the Glen Eagle in 2001 and the Raven in 2009. Both are about 27,000 squarefeet, but the LEED-Gold Raven building’s energy costs are 50 per cent less,

president Travis Lee said. “We have two buildings in the same environment, same neighbourhood, but one is 50 per cent less to operate, and yet the savings are wiped out by higher taxes.” In Lee’s view, a discounted property tax rate for green buildings would encourage builders to spend the extra money. “The government needs to come to terms on how to create incentives,” Lee said. “If you’re reducing use for services but you’re paying more tax, it should be the other way around. Once we do, that will be the incentive for people to invest more to reduce emissions from their homes.” Murdock also hopes provincial and federal programs can be developed that will reward energy-efficient retrofits for older residential buildings.

Police dog tracks down suspect 42-year-old man charged with break-in at Royal Oak coffee shop Dan Ebenal News Staff

A Saanich Police K9 unit tracked down the suspect in an early morning break-in. Saanich Police responded to an alarm at Francelli’s coffee shop in the Royal Oak shopping centre shortly after 2 a.m. Tuesday. Numerous officers attended the scene and found the glass front door had been smashed out with several items inside the shop seeming to have been disturbed.

Saanich Police K9 officer Const. Jon Zielinski and his partner K9 Zeke were quickly on the suspect’s trail. “What they do is the dog establishes a track from the scene and will pick up on whatever it is that dogs pick up on, which is usually human scent, and then follows that until [the suspect] is captured,” said acting Sgt. Jereme Leslie with Saanich Police Zeke located the suspect a few blocks away, near the 800 Block of Mann Ave., hiding in a back yard. The suspect was arrested without incident and a number of undisclosed items from the store were found in his possession. “He was apparently very quick to give up. Once he

realized there’s a big German shepherd after me, [he decided] that’s probably not a good thing,” said Leslie. A 42-year-old Langford man, who is known to police, was later released on a promise to appear with a court date set for February. Charges recommended include break and enter and commit an indictable offence, possession of break in instruments and possession of stolen property. Leslie said break-ins can prove costly for business owners. “Saanich Police put a high priority on solving these crimes,” he said. “This is a good example of the excellent work done by the women and men [and K9s] of the Saanich Police Department.” editor@saanichnews.com

First Nations public address coming to Saanich A First Nations address at all official gatherings will soon be in place for Saanich. Council unanimously approved the motion from Couns. Fred Haynes and Dean Murdock to have staff consult with the various First Nations who identify with Saanich as a traditional territory on what an appropriate address will be. All of council agreed an address was overlooked and in need.

It is believed there are at least seven First Nations whose traditional territories are in Saanich including Pauquachin, Tsawout, Tsartlip, Tseycum, Malahat, Songhees and Esquimalt Nations. “It’s appropriate for us to find a formula for us to acknowledge all seven nations,” Haynes said. “We don’t want to recognize one nation in place of another. reporter@saanichnews.com

The vision for a new community gardens slowly took root in Justin Blanchfield’s mind over the course of his daily cycle commute to work along the Galloping Goose Trail. Blanchfield rides by Regina Park everyday on his commute downtown from his home near Swan Lake. People like to use the space to walk their dogs, so combining the dog walking with gardens would be fantastic.” He envisions the Regina Park gardens to resemble those at Gorge Park, one of three public community gardens currently established in Saanich. “I’m not interested in recreating the wheel,” said Blanchfield as he looks around at the gardens at Gorge Park. “It’s a really nice mixture of communal perennial edible planting. Fruit trees and berry plants accessible to everybody as well as some raised beds.” There are about 50 plot-holders for the Gorge Park community gardens, each paying the $10 annual membership fee as well as 85 cents a square foot for their garden space.

Justin Blanchfield looks over the Gorge Park community gardens to get some ideas for the gardens he’s hoping to establish at Regina Park in Saanich. “The wait list for this [Gorge Park] garden is 55 people, and they have a turnover of three to five people a year so that means there’s a 10-year waiting list,” said Blanchfield, adding that shows there is a demand for another community garden. He would like to see a large garden at Regina Park with lots of diversity in the types of plants, with many native varieties. Blanchfield believes his background as an engineer and project management experience will help in designing the gardens that would make use of nearby storm water runoff. “Regina Park right now just drains into ditches along the highway. We would very much improve the storm water,” he said. “CRD has invested money in this [Gorge Park] garden because what it is doing for storm water.” Blanchfield went public with his idea over the

holidays, quickly attracting 30 members to the new Galloping Goose Community Gardening Association on Facebook. His next step is a meeting with the Mount View Colquitz Community Association Feb. 18. “Once we’re able to get [the community association] on board they can help stickhandle the rest of the way through the approval process,” said Blanchfield, who hopes to see the first seeds planted in the new community garden sometime in 2017. The public is welcome to attend the Feb 18 meeting at 7 p.m. in the Colquitz middle school food room. Rising assessments are a positive sign Much has been written about how the residential housing market in Saanich and elsewhere in Greater Victoria has been moving upward in the past year or more, from a price perspective. So, none of us should be surprised if that envelope from the B.C. Assessment Authority that recently arrived in the mail tells us our property value has gone up, significantly in some instances. While some homeowners will argue that the higher amount does not reflect reality in their neighbourhood or municipality, having a larger value placed on your property is not necessarily a bad thing. In fact, it’s a sign that our economy is in good shape here in the Capital Region. When people have more money to buy a home, it generally means they’re earning more and spending more on other items too. While one’s investments in stocks and mutual funds are quite a different animal than real estate, the rough ride financial investors have been taking so far this year, as the North American markets respond to uncertainties in China, might make some people glad the value of their home and property is going up. Property owners should understand that an increase in your home’s valuation does not necessarily translate into increased property taxes come the middle of the year. Unlike the provincial or federal governments, municipalities are required by law to balance their budgets. How they get there is a delicate balancing act that not only takes into account the collective assessment roll for residential and commercial properties, but many other factors. Revenues come mainly from property tax, but such things as business licensing, development fees, fines, as well as government grants, are also worked into the equation during budget time to determine how much municipal taxes will go up. Higher property assessments can be seen as a sign that our area is in good shape – which is positive – and they don’t always translate into higher tax bills from our municipal governments, which is about the best scenario we can all ask for. Truth, justice and reconciliation are inseparable Re: your Jan. 1 editorial “Reconciliation brings new era”. Reconciliation under the shadow of impunity is impossible. I am painfully aware of this kind of reconciliation commissions. I came from a country that had one of such commission to deal with the crimes of the U.S.-supported Pinochet dictatorship [1973- 1989]. The Canadian Truth and Reconciliation Commission exposed the terrifying nature of the colonialist criminality against First Nations, however, no names of the perpetrators were attached to those crimes, and their names remain safely stowed away and protected in the shadow of impunity. Justice is needed to end impunity, expose the implicit or explicit complicity of the state or its agents and restore a measure of confidence in a justice system, clearly biased in favour of those in power. Only justice, not money, can help in healing the soul of a nation deeply hurt and violated in its most intimate beliefs and values as a people. Social impunity and lack of justice are the absolute negation of reconciliation and fairness. In their presence, hideous feelings of racism, bigotry and misconceptions are enshrined, reinforcing a perpetual circle of false racial and social superiority, inequality and oppression, painfully present in our communities. How many of those who killed

6,000 children, conducted chemical experimentations on humans, carried out illegal burials, forced starvation were prosecuted? These crimes were carried out by individuals, whose names remain protected by impunity. It would be impossible to imagine proclaiming reconciliation, instead of justice, to the survivors of the Nazi Holocaust. If the same criteria of the Canadian “Reconciliation” had been applied to the Nazi crimes, then Nuremberg would have never happened. We need to know if the perpetrators of these crimes against humanity are still living in our neighbourhoods protected under the official cloak of anonymity and impunity and the “banality of evil.” Truth, justice and reconciliation are inseparable and they need each other in order to accomplish the intended end, anything else is just wishful thinking. Then, if Saanich council voted to restrict waste, some plastics manufacturer in Singapore might sue Canada not only for actual investment (like a warehouse in Saanich) but for the much greater amount of “expected profit” from future plastics sales. Cactus League calls to HarbourCats fans News Staff

As lifelong baseball fans, Dave and Darlene Cockle are eager to start baseball season early. The trip to Safeco Field (and King Dome prior to that) is an annual pilgrimage in the Cockle household (sometimes twice a season) but for the first time, the couple is making a baseballspecific trip past Seattle. The Royal Oak couple were among the first to purchase tickets to the Victoria HarbourCats new Cactus League Spring Training group tour to Phoenix in March. The tour is organized by the West Coast Baseball League team and the Flight Centre. It includes return flights to Phoenix, hotel stays, tickets to two pre-season Major League Baseball games, meals and more. “It’s a great tour for a baseball fan,” said Dave, known to many as the chief of the Oak Bay Fire Department. “I’ve been to AA minor league games in Myrtle Beach [S.C.] and Indianapolis [Ind.] during other trips and I love the culture. Guests will be able to play catch on the field and take some swings. The trip includes an open day for fans to shop, or take in another baseball game if they please. “Visiting the Cactus League is a bucket list thing to do for us,” said Darlene, before shoeing young springer spaniel Edgar (named for the Mariner great Martinez) down from the table. The HarbourCats season runs from June to August. There are several spots available for the Cactus League trip. The open house at Saanich Commonwealth Place on Saturday marks the final period for residents to have their say on the Capital Regional District’s Regional Trails Management Plan. The 10-year plan will guide decisions on the Galloping Goose, Lochside and E&N Rail Trail–Humpback Connector, as well as other future regional trails. It

is open to the public in a draft format until Jan. 31. Of particular concern for Saanich bike commuters and trail users is the Lochside Trail, which remains unpaved in some sections, and also uses active roads in other sections. “One of the proposed actions is to pave the remaining sections of Lochside starting at the south end and working north,” said Carolyn Stewart, CRD park and trail planner. Though many want the unpaved sections paved, some want it to stay gravel. “We’ve looked at a lot of comments, and we’ll hear if people agree, or not,” Stewart said.

The plan was drawn up in 2015 based on a 2014 consultation process that took in more than 2,000 comments and ideas at open houses and online. The website itself garnered more than 29,000 visits. “A lot of people want the [remaining Lochside sections] moved off road,” Steward added. The draft Regional Trails Management Plan and comment form are available at www.crd.bc.ca/project/regional-trailsmanagement-plan. Comments will be received until midnight, Jan. 31. Starlight Pops bringing Sin City to St. Aidan’s Jacob Zinn News Staff

What happens in Vegas comes to a church in Saanich. The Starlight Pops are returning to St. Aidan’s United Church later this month with Vegas, Baby!, adapting songs from some of Las Vegas’ biggest hitmakers to the 75-voice choir. The winter concerts are set to feature music from such artists as Elvis Presley, Frank Sinatra, Bette Midler, Tina Turner, Wayne Newton, Cher and Celine Dion. “Both our singers and our audiences

have a real affinity for the classic music that comes from the artists who played in the showrooms and the lounges of Las Vegas,” said Sue Doman, director and founder of the Starlight Pops. “The Rat Pack, Bobby Darin, Judy Garland – that kind of material really resonates with our singers and our audiences.” Currently in their eighth season, the Starlight Pops have been wowing audiences with their outstanding voices, performing everything from show tunes to close-harmony vocal

jazz to ’50s doo-wop. Doman started the group in 2008 to put a bit of a spin on your usual classical choir. “It grew out of my desire to present popular music in a choral setting,” said Doman, referencing the style of conductor Arthur Fiedler and the Boston Pops. “Previously, orchestras had been perceived as presenting all classical music, and a lot of the choirs in town present classical music, but I wanted to do something different in terms of having the choir sing popular

Dodge Charger is a modern four-door muscle car It’s about 40 years since I drove a Dodge Charger, a 1969 version of the legendary muscle car. The choices for my illicit spin around my hometown in the north of England, was a Pontiac Trans Am, Chevy sedan (forgotten which model) and the aforementioned Charger. Illicit not because I was joyriding but because I wasn’t insured to drive these American monsters, owned by my bosses at the local plumbing supplies company. Not sure why I chose the Dodge, possibly because I was a TV cowboy fan and Dodge City was, of course, the centre of all gun play. How fortuitous because it would provide me with a point of reference for when recently I climbed aboard the latest version of the Charger, which draws its design inspiration from that earlier model. by Keith Morgan Just kidding. I don’t remember much about my 15-minute turn at the wheel of that alien left-hand drive power machine. I recall that it went like stink, I liked the roar and the auto transmission – my first – was sensational. Perhaps that’s all I needed to recall because those performance attributes were what fascinated muscle car fans on both sides of the Atlantic. The new Charger looks are truly reminiscent of the cars that bore the same back in the late 60s and the variety of engines now on offer can deliver the same thrill, more so given the technological advances. Nostalgia alone is not enough to justify creating such contemporary re-recreations of icons of a bygone era. Today’s muscle machines have to perform as everyday cars and contain the same creature comforts we now expect in a family sedan and the 2016 Charger (available in nine trims, delivers in spades). Let’s open the driver-side door of this coupe-like four-door sedan, which first returned in 2005 after a 19-year absence from dealerships. Since that celebrated revival it has been fine-tuned in every sense of the word. If the earlier re-iterations of this new generation were somewhat spartan inside, that cannot be said now. Premium materials now adorn the interior and there’s a choice of 19 trim and colour combinations, not to mention a customizable 7-inch full-colour driver information display cluster. featured the optional 8.4-inch touchscreen media center with Uconnect Access system (optional on base trims), very much a 21st century luxury. As is the available BeatsAudio system, with its 552-watt amplifier and trunk mounted subwoofer, which blasted me with the mid-60s sounds of Jefferson Airplane during my freeway ride. The 2016 Charger uses a TorqueFlite eight-speed transmission mated to a 3.6-litre Pentastar V-6 engine, which effortlessly generates 292 horses. And it’s a muscle car with mean fuel economy numbers – 12.8/8.6 L/100 kms. The tester’s Rallye Group option with its one-of-a-kind cold-air induction system, sport-tuned exhaust and engine calibration teases another eight horsepower from the V6. The deep throaty exhaust note whisks one back to the 60s when the Airplane’s Grace Slick was also in good voice and I had hair. No surprise that the freeway cruising was fun additionally aided and abetted by the three steering modes: Normal, Comfort and

Sport. To be honest, I really didn’t get the chance to put the allwheel drive system to the test but it has to be a bonus for suburban drivers encountering winter weather on their commutes. But does it play nice as a town car? – In the main yes, though the coupe inhibited view can make supermarket parking a challenge. The V6 did not disappoint. Of course, if you want muscle on steroids then you might want to take a look at the Charger SRT Hellcat model with its supercharged 6.2-litre HEMI Hellcat engine. It produces 707 horsepower and 650 lb.-ft. of torque and a top speed of almost 330 km/h. A slightly tamer option is the Charger SRT 392 model, powered by a 6.4-litre 392 HEMI V-8 engine, delivering 485 horsepower and 475 lb.-ft. of torque. A quick mention of something I doubt was ever a consideration in the old days: the Charger offers more than 80 safety and security features.

Jordie Hughes, 31, of the Bays United was named MVP as he scored twice on Saturday to lead the Vancouver Island Soccer League’s Div. 1 all-star team over the visiting Fraser Valley Soccer League’s premier all-star team 3-0 at Layritz Field in Saanich. Foreign buyers not a major factor on the Island Jacob Zinn News Staff

Foreign buyers may have less of an impact on B.C.’s housing market than previously thought, according to a new report from B.C. Notaries. In November, the society surveyed 133 of its members on key real estate topics, including the perceived influx of foreign buyers. The report found that only five per cent of all residential real estate transactions managed by B.C. Notaries across the province were from foreign buyers. The report’s release comes as the provincial government considers taking measures to combat the high cost of housing in B.C. “Our survey results, which indicate that the vast majority of real estate purchases in B.C. are made by B.C. or Canadian residents, points to the need for careful consideration of any related legislative changes,” said B.C. Notaries president Tammy Morin Nakashima in a statement. While the report shows foreign buyers representing seven per cent of residential sales in Greater Vancouver, Island-based notaries reported only two per cent of their transactions came from buyers outside the country. Additionally, while foreign buyers made up more than half of the clients for a few notaries in the Lower Mainland, the 20 notaries surveyed on the Island said foreign buyers made up no more than 10 per cent of their business. “We haven’t seen a marked increase at all in foreign buyers,” Laurie Salvador, a notary with Salvador Davis and Company in Sidney. “We generally have maybe just a handful a year – maybe under six – and that hasn’t changed in many years.” According to the report, the Island’s housing market has more in common with the Fraser Valley or the Okanagan, with lower foreign ownership compared to Vancouver. But despite the small numbers, 39 per cent of Island notaries reported an increase in foreign buyers, not far from 42 per cent of Greater Vancouver notaries. Nonetheless, Salvador said the provincial average of five per cent shows that foreign

A new survey by B.C. Notaries reports that only five per cent of provincial home purchases were by foreign buyers, despite the ongoing discussion around international sales driving up house prices. Vancouver Island’s foreign sales fell below the average at two per cent, though 39 per cent of Island notaries reported an increase in customers from outside Canada. sales are not making a significant dent in B.C. real estate markets. “If it’s five per cent, that means 95 per cent of the people either live in British Columbia or somewhere else in Canada, and that says a lot about the health of our economy and the desire to live in British Columbia,” she said. “People want to live in British Columbia because we have so much to offer. It’s British Columbia that is the attraction.” Rather, Salvador attributed the ongoing increase of house prices on Vancouver Island to such factors as a lull in development over the last five to seven years, creating an issue of supply and demand. She noted the low ownership numbers

should be studied by the provincial government as it determines if legislation is appropriate to address housing affordability. “When we’re talking about government possibly imposing taxes for that, I’m sure they will discuss this with all the various players and make a wise decision if they feel that’s necessary. But it wouldn’t be a huge moneymaker if it’s only five per cent of the real estate, and it might deter people,” said Salvador. “We certainly don’t want to discourage people that can afford to purchase in British Columbia. Sunken boat removed from Gorge Pamela Roth Black Press

Three days into the new year, Shellie Gudgeon hopped on a boat on a sunny afternoon with a handful of people to tour the Gorge Waterway, cataloguing illegally moored boats. The small group counted 24 in total. At least three were sunken and four had people living on them. The majority of the boats were in decent condition, noted Gudgeon, but some were a downright eyesore, leaking oil and fuel into the water. One boat had 10 to 15 feet of debris piled onto every inch possible. “Boating is a privilege, it’s not a right and I think that’s important to recognize,” said Gudgeon, a former councillor with the City of Victoria. “If we don’t follow the regulations of our community and the civil society, this could become a very dangerous situation.” A number of derelict boats and floating vessels have been permanently anchored off the Selkirk Trestle near Banfield Park for a number of years, sparking complaints about leaking sewage, oil, fuel, noise and garbage from frustrated area residents like Gudgeon. Saanich and Victoria have both passed bylaws that

prohibit overnight anchoring, but the portion of water that was experiencing all the problems is owned by the province. In order to implement the bylaw, the city applied for a licence of occupation from the province so it could occupy the land — a licence that took a year to receive. Even though it now has that licence in hand, Victoria Mayor Lisa Helps said the city has to check if anything has happened during the last year that could change the bylaw and their ability to enforce it. “We are doing our due diligence to make sure that we have a bylaw that doesn’t violate any new laws or court decisions that would have commenced now in the year between passing our bylaw and being able to enforce it,” said Helps, who’s also feeling frustrated by how long the process has taken. “There is no timeline, but I can assure you and the public this is a very active file. We hope to be able to move ahead soon but we also don’t want to break the law.” Frustrated citizens have accused the city of dragging its heels when it comes to removing the boats. Helps said she understands that’s what it may look like from the public’s point of view, but the city was not anticipating it would take

a year to receive the licence from the province. The responsibility to clean up the Gorge also rests with the Coast Guard, she noted, with whom the city’s fire chief has been working with to clean up some of the oil in the water. In the meantime, some residents are taking matters into their own hands. As a gift to the city, the president of Ralmax Properties offered to remove derelict boats from the waterway for free, but Helps said the matter is complicated. The Veins of Life Watershed Authority (VOLWS) is also getting involved. The community-based environmental organization began in 1994 as a fatherand-son cleanup effort on the Gorge Waterway. The debris removal campaign quickly gained momentum with hundreds of volunteers donating their time to make the water clean again.
