LC OKs zero property tax, $125 parcel tax remains

With funding kicking in for the District of Lake Country’s Transportation for Tomorrow Plan this year, the District of Lake Country has decided to avoid a property tax increase for residents in 2016. Staff had recommended a 2.85 per cent

tax hike as the district began moving through its budget process late last year, but after several meetings, Lake Country council has approved a zero per cent increase in property taxes for 2016. “Why would we go for a property tax increase when we can do

what we need to do with what we have?” said Coun. Owen Dickie. “Council and staff have been working very hard together to provide projects and services without an excessive burden to taxpayers,” added Mayor James Baker. “Our priority is on

keeping Lake Country in a sustainable position and delivering the services that residents value most.” The zero per cent increase to property taxes doesn’t mean residents won’t face any increase in taxes this year as council had previously ap-

proved the Transportation for Tomorrow funding formula that includes a $125 parcel tax in 2016. That’s the first step in a 20-year plan to finance roads, transportation projects and maintenance. Early budget deliberations had put a proposed property tax increase at 2.85 per cent. Council though decided it would apply any revenue resulting from community growth toward reducing the impact on tax payers and

last Tuesday approved the zero percent property tax increase. “We can do a whole lot because of new growth. There are more (private) assets and more people paying,” said Mayor James Baker. “This is one of the benefits of being the fastest growing community in B.C.” As a result of construction growth during 2015 and B.C. Assessment roll figures showing a 3.28 per cent tax

Things that are going well in B.C. I n the early days of this new year, readers have advised me to do several things. I’ll go with one that seems relatively painless, embracing the “sunny ways” of our new federal government and seeking optimism in these fragile times. For starters, we have a building boom going on in the southwest. Here in Victoria, cranes dot the skyline as new residential-commercial projects emerge from bedrock, and hardhats are mostly on construction workers, scratched and backwards, rather than shiny and forward on politicians. Shipyards are busy, with Royal Canadian Navy work and cruise ship refits to reduce their emissions, plus work on ferries, tugboats and barges. Most of the activity is private investment, much of it in a hot housing market. Surrey has just recorded its second-highest total for building permits in history, a value of $1.46 bil-

It works out to $300 a year for a medical technologist and $346 for a teacher. Health care costs are rising less dramatically. That should ease the crisis atmosphere at provincial and federal health ministers’ negotiations over the funding formula, taking place this week in Vancouver. Health Minister Terry

Lake announced last week that the province is increasing funding for a promising program in cancer research, using genetic analysis to improve targeting for drugs to treat the hundreds of different cancers diagnosed in B.C. patients each year. The B.C. Cancer Agency’s new director, Dr. Malcolm Moore, oncologist Dr. Janessa Laskin and Dr. Marco Marra, director of the agency’s Genome Science Centre, described a world-leading centre of research that is reaching out to specialists and their patients across the province and attracting international funding and talent for ground-breaking research. Outside the urban regions, where retail sales and real estate mainly drive the economy, sunny ways are harder to find. The mining and natural gas sectors are in the grip of a slump in commodity prices, with more tem-

porary mine closures expected. The forest industry is being helped by the low Canadian dollar and a steady recovery in the U.S. economy, and tourism is expected to have another strong year as Americans take advantage of a discount on visits to B.C. Central 1 Credit Union broke down the regional employment numbers for B.C. in 2015, and found job growth in every region except the Cariboo. Province-wide employment grew 1.2 per cent last year, ahead of the national rate. That may not sound like much, but compared to Alberta’s oil-dependent economy, it’s pretty good. Construction of a new dam on the Peace River is expected to ramp up this year, bringing workers home from Alberta, and the federal government is planning to fasttrack its promised infrastructure spending to create work across the

country. Energy and Mines Minister Bill Bennett was in Toronto last week to ring the opening bell at the stock exchange with B.C. mining industry representatives. Not much sun on mining stocks these days, but Bennett’s sales pitch to an investor luncheon included reference to two more mines under construction in northwest B.C., the province’s Pacific Rim trade advantage, and revenue sharing with First Nations that is attracting attention of other provinces. The Conference Board of Canada has forecast that B.C.’s economy will “lead the country by a wide margin over the near term,” with unemployment declining in 2016. This tax will go on each year for the next 20 years and will in fact go

up as the years go by. This is a very unfair tax and what they should have done instead is increased taxes for everyone by two to three per cent and used this money for road improvements. Of course they don’t mention that assessments on most Lake

Country properties have gone up—in some cases by over $100,000. This will mean some will be faced with a big increase in tax on their property. Also no mention on how we will be paying the $2.5 million they borrowed to buy the CN Rail corridor.

It’s time for a new mayor and council and I can’t wait to turf this incompetent group out come next election time. Ron Volk, Lake Country

Tribute to Bennett Jan. 31 in Kelowna province. He led British Columbia through a time of major instability, and helped build a stable fiscal foundation to allow our province to become the leader in Canada we are today. Without his leadership, it’s hard to imagine what state we might find ourselves in. Perhaps the most crucial lesson to draw from Bill’s leadership is this: Do what you think is right, not what’s most popular. Controlling spending and balancing the budget aren’t always popular; nobody likes being told “no.” But as tough as that can be, it’s the right thing to do. Bill Bennett never

Bill Bennett forgot that. His legacy is an unmistakable set of accomplishments throughout the province. From

SkyTrain, to Canada Place and B.C. Place to the Coquihalla Highway, and expanded mining and hydro industries, Bill Bennett built much of B.C.’s iconic infrastructure that continues to define the province to this day. He didn’t just build our province from within; he opened it up to the world like no one before. It was only fitting that one of his final acts as premier was to open Expo 86—inviting the world to our shores, and welcoming them to the ‘best place on Earth.’ When we lost Bill Bennett, we lost a man whose legacy will live

on for generations. We owe it to him to work each day to build on that foundation, and not forget the values he embodied. The Bennett family has invited the public to pay tribute to Bill at a celebration of his life on Jan. 31 at the Delta Okanagan in downtown Kelowna. My niece is obsessed with having whiter teeth. She has tried every over the counter product in the drug stores, and had her teeth lasered apparently to make them brighter. I noticed the other night at dinner that she was holding her mouth after eating some cold dessert, and it sure looked like an ice cream headache. Do you think she has damaged her teeth?

A:

Whitening has a place in dentistry, and like just about anything else it is entirely possible to go overboard on the idea. New patients show up at the front desk wanting their teeth whitened. Some are what has been referred to as 'whitening addicts'. Most want it in an hour as the advertising has certainly worked on them. Almost universally their focus is on whiter teeth, not necessarily healthier teeth. We have numerous options. All of them have a prerequisite – which is clean teeth. It sounds like a foregone conclusion, but some will request whitening and not want to bother having their teeth cleaned properly! If there is a layer of plaque coating the teeth, no whitening procedure will work as planned. Another issue is just 'how white' you want your teeth. We've heard it termed 'Liberace white' which is brighter than gleaming. Dentists have shade charts to match colours on crowns and partials, and many factors such as natural staining of teeth, age, etc. come into play when choosing a preferred colour.

How children are taught to read can have a lot do with their reading success. Children that rely solely on sight word memorization and picture clues to read new words, may find independent reading more challenging and end up regressing as new books are introduced. When children are taught to read using a phonics system that includes reading rules, they are learning how to decode words on their own. Often patients who are having unrelated cosmetic work completed may choose to whiten their existing teeth and then match up the shade of their new dental work to match their 'new' appearance. You mentioned that your niece appeared to have sensitive teeth if she was grimacing when eating something cold. This isn't unusual, and the severity or duration will be certainly affected by the quantity of bleaching solution applied. Options vary from retail whitening 'kits', to in office bleaching trays with clinically certified gel which must be applied by dental professionals, to take home trays of clinical gel, to the popularized 'Zoom!' whitening that has received much media attention recently. It is frequently advertised as 'one hour whitening' which is possible depending on how many shades are desired. As with any procedure, fees are all over the map. Some systems advocate bypassing the dentist and using 'whitening pens' to do it yourself. We suggest caution. Some systems sold through non dental sources have been found to use abnormally high levels of bleach which may cause burning of the mouth or gums. Some promises made can never be realized because of decades of staining from tobacco, wine, and coffee. We recommend getting your mouth healthy first, and then concerning oneself with the colour. There is an appropriate order, and this one has the patient's best interests at heart!

discovered the great outdoors. It was something that has stuck with me, a place I still drive past on trips back to the great white north, recalling that time of discovery and fun. Did it instill my love of the outdoors, slimy creatures, fishing? It definitely didn’t hurt. Maybe some kids in my class dreamed of going to the moon and becoming an astronaut, but for me playing in the mud and the pond at Mrs. Craig’s place was the best of times. I’ve wanted to be outdoors ever since. Now, thanks to technology, today’s school kids are having their eyes opened to so many more things and what seems like infinite possibilities. Go to the moon? Why not. How about Pearl Harbour in Hawaii or the National Gallery of Canada in Ottawa? Students in this school district have been there and done that under the

Students’ questions can be videotaped and sent in and answered. “It’s not that they just go down and see it (on video) and that’s the end of it,” said Baxter. “They can research it and then ask their questions. The idea is for them to be learning and inquisitive and asking questions. “It’s a wonderful opportunity that the dis-

trict has been able to get involved in.” The virtual field trips can come with costs, ranging up to $250 per trip. But when it comes to shaping kids’ futures, it seems a small price to pay to open the minds of our youth. The virtual trips are one of the many ways the school district is attempting to use technology to help kids learn. “I think what we’re trying to do in our district is find that balance, trying to harness the technology to improve learning for kids,” said Jon Rever, the school district director of instruction in charge of technology. “At the end of the day that is our core business. We’re not interested in technology for technology’s sake. We want it to be applied to deeply assist learning.” In this case, the district has done that and beyond. All the way to the moon, quite literally.

Christmas Tree Recycling

This year again the Christmas tree drop-off location is at Jack Seaton Park at 1950 Camp Rd. in the parking lot. You are welcome to drop-off your Christmas tree for chipping, anytime between 6am and 11pm until January 31.

Dog Licence Renewal

Dog licence renewals for 2016 have been sent out by the Regional District and are due by February 29th.

Snow Clearing

A recap of the District’s snow clearing priorities is available on the website at www.lakecountry.bc.ca in the Quick Links under the title Snow Removal. Reminder: Snow accumulations can be a real challenge. Roadside parking can significantly hamper snow-clearing efforts, particularly on the narrower side roads. Residents are asked to do their best to leave as much room for the plows as possible on the side roads.

Okanagan Rail Corridor

The rails have recently been removed through Lake Country on the rail corridor, but the public is reminded that the corridor is undeveloped and not maintained and the spikes and ties may cause hazards until they are removed by Westcan Rail. Please stay off the trail while the work is happening. The District of Lake Country assumes no liability for any damage or injury in using the trail in the present condition.

Winfield Arena at 9830 Bottom Wood Lake Road has a full schedule of Public Skating and Shinny Hockey for a variety of ages. Free Parent & Tot skating is scheduled most weekdays at 10:30 or 10:45am followed by 50+ Shinny Hockey ($6). Check the Public Skating/Shinny Quick Link on the municipal website at www.lakecountry.bc.ca for monthly schedules. The DJ Skate Friday nights at 7:30pm is only $2.75.
