The region’s new economic development group made a huge step forward on Friday, laying the constitutional groundwork. Friday’s South Vancouver Island Economic Development Association meeting drew unanimous votes for every motion said Dan Dagg, a lead on the SVIEDA plan. “Friday was a pretty critical meeting in which we needed agreement on the constitution and bylaws which can hang an organization up, we had unanimous approval on the critical pieces,” Dagg said. “The public and private sector is working to gather to make this happen, it’s been great progress in a short period of time.” SVIEDA is currently in the process of accepting applications for the nine person board of directors, which will be strictly reserved for members of the business community. The board is scheduled to launch April 1. SVIEDA will employ five full time staff to deliver its projects. To date, 26 private partners are on board on as well as 12 of the 13 municipalities in the region (only Metchosin has abstained). Wilson’s Transportation is one of those initial 26 companies. On Monday Dagg accepted cheques from CEO John Wilson of Wilson’s Transportation and Coun. Fred

The quick actions of a school district facilities worker may have saved Reynolds Secondary from burning to the ground overnight. Around 10:15 p.m. on Tuesday, an SD61 facilities employee noticed a strong odour of smoke inside the school during his shift. He went to the northeast entrance and found a jerry can on fire outside the exit doors. “He quickly grabbed a fire extinguisher and put out the fire, and then turned around and discovered the doors had been burnt as well,” said A/Sgt. Jereme Leslie. “There was no one seen last night, it was just the smell of smoke. We do not have any suspects, but we’re also in the infant stages of the investigation.” The Saanich Police forensic identification team and Saanich Fire investigators attended the scene in the 3900 block of Borden Street and are currently combing through forensic evidence. Leslie said he wasn’t sure if the school had security cameras on the northeast side of the building, but noted police are working to obtain surveillance footage from neighbouring properties. jacob.zinn@saanichnews.com

Did you know? The timing belt is located on the front end of the engine and connects the crankshaft and the camshaft. It acts to keep the moving parts synchronized at all times, and to avoid an impact between pistons and valves, which would cause serious engine damage. During its product lifecycle, the timing belt covers an enormous distance inside the engine equivalent to more than six times around the globe. Even after an extended service period, the timing belt should never stretch. Otherwise engine timing will be off, resulting in increased fuel consumption and emissions.

The chance to come to Saanich was one new Chief Administrative Officer Paul Thorkelsson couldn’t resist. Thorkelsson started on Jan. 4 and has made his way through most of the laundry list of ongoing Saanich items left from departed interim CAO Andy Laidlaw. If the public is hoping for a major repeal of the Environmental Development Permit Area from staff, they’ll need to present a strong case to council. The 50-year-old has seen similar EDPA bylaws with the Regional District of Nanaimo, where he’s been since 2002 as a general manager before becoming the deputy CAO and then CAO. “Rarely, did the [environmentally sensitive areas] cause any controversy that I can recall,” he said. “Garry oaks aren’t specific to Saanich, most Island communities take a high interest in their protection.” A master architect by trade, Thorkelsson left Edmonton for the rockyscape of Creston, where he served a term on city council. From there he made it to the greenscape of the Island, where he’s been for over a decade. Thorkelsson’s family is partway through transitioning here. His eldest child, a son, is at the University of Victoria. His daughter is finishing high school in Nanaimo. The long term plan is to

relocate here permanently. For now, it’s a lot of listening and learning as he attempts to navigate the riddle that is the District of Saanich, its staff, mayor, council and residents. Disagreements such as the current for-andagainst argument for increased parking at the Glendenning Road entrance to Mount Douglas Park are the type of unavoidable interfaces to be expected here, he said. “Saanich is a dream job in terms of its size, and its unique construction of urban and rural development,” Thorkelsson said. “It raises challenges and opportunities. I don’t think you could make up a place with a higher balance of urban and rural that’s developed like this.” In other words, let this be a reminder there can’t be a perfect solution for everything. One of the items Thorkelsson’s left to deal with is from the Saanich spyware scandal created by an administration that is somewhat still in place, including director of corporate services Laura Ciarnello. Thorkelsson said he’s heard from staff that there is progress on the recommendations from the Office of the Privacy Commissioner Elizabeth Denham 2015 report on Saanich’s potentially criminal installation of spyware on the mayor’s and other computers. Council’s direction was to fill the recommendations of the report. “Staff are working through the recommendations and once they’re met, Saanich will hire a freedom of information and privacy officer,” Thorkelsson said. “We’ve been in touch with the commissioner’s office regarding progress.” Thorkelsson will attend his second Saanich council when it resumes on Monday, Jan. 25.

Saanich has joined SVIEDA’s Founding Partners Council to support the collaboration with $847,000 in support for core funding over the next five years. The target for annual core funding is $675,953 from the region’s 13 municipalities [there is hope Metchosin will join yet]. The target is $9 million over the next five years. Saanich anchors the northern end of the Douglas Street Corridor, which hosts some 32 per cent of the regions economic activity within the 80-meter strip running on either side of Douglas Street from Uptown to Fort Street, Haynes said. “The amalgamated economy features daily return trips of 29,500 residents traveling out of Saanich and back home. This represents some 50 per cent of Saanich’s working population of 60,000.” There are about 4,500 companies in Saanich, of which many are international and national leaders in their sectors, Haynes added. “From the municipality’s side, this is a call to action for the business community to get involved.” The SVIEDA plan will focus on eight initial sectors: agriculture, agribusiness and aquaculture; clean technology; ocean technology and marine space; aviation and aerospace; advanced education; advanced manufacturing; sport and culture and construction.

Car crashes twice at Cedar Hill junction The driver of a Mazda-3 who attempted to flee a crash subsequently crashed into another car at about 8 p.m. on Jan. 13. The initial incident occurred at the junction of Cedar Hill Cross Road and Cedar Hill Road when the Mazda-3 rear ended a pick-up truck. Despite substantial damage and an incident that should have been addressed, the Mazda then continued southbound on Cedar Hill Road. However, it did not make it far as it side-swiped a BMW. There were no significant injuries to either party though the driver of the Mazda was taken to the hospital for minor injuries. “That driver is now being investigated for impaired driving from either alcohol or drugs,” said Saanich Police acting Sgt. Time to update health funding Meetings being held this week in Vancouver between Canada’s provincial ministers of health and federal Health Minister Jane Philpott and her staff will likely take on the feel of a contract negotiation. Especially in the case of B.C., which absorbs more retirees than any other province in the country, and along with them, their increasingly complex healthcare needs. The problem is, a portion of the federal health care money designed to provide care for such people does not transfer with them when they change residences. B.C. Health Minister Terry Lake will be making that point as he and his provincial counterparts get their first audience with the new government today and tomorrow. Last week he reiterated our province’s beef with the health care funding formula adopted by the former Conservative government in 2011, that it was based on population, with no age component. We agree with his argument that because health care costs increase as people grow older, a per-capita formula makes for a non-level playing field between provinces such as B.C., which is relatively older, and Alberta, which is younger. Not only is B.C. finding the need to increase the number of hospice beds for terminally ill baby boomers who are native to this province, that situation is made more critical with people moving here to retire. Greater Victoria, in particular, welcomes a large number of retirees who appreciate the region’s mild climate. The old formula for calculating federal health care transfer payments to the provinces was instituted by the previous Liberal government under former prime minister Paul Martin, a guy who knew more than the average person about what the feds could and could not afford. In 2004, they instituted a program that would see annual increase to provincial health transfers of six per cent, a solution Martin at the time called “a fix for a generation.” The formula was changed by the Conservative government after 2011, when health care increases were tied to economic growth, with a minimum increase of three per cent per year, to begin in 2017. In B.C. before the new Liberal government was elected last year, Justin Trudeau promised to add another $3 billion to the health care budget to start, and “sit down with the provinces immediately” to renegotiate the formula. We hope the two sides can come up with a fair plan that works for today, not 2017 or beyond.

Is homeless solution just duct tape? I cannot help but wonder what Premier Christy Clark is thinking if her definition of finding homes for the Victoria courthouse tent city residents is opening a shelter until

the end of April. What are they supposed to do after that? Maybe she should try staying in a homeless shelter for one week or try living on welfare for one month. Next winter they will have the same homelessness issue to deal with again, because they won’t have done enough to solve the underlying causes, which are not always substance abuse or laziness. Premier Clark’s half-baked solution to homelessness is not unlike Uncle Red’s of the Red Green Show: fix everything with duct tape. Distillery, brewery coming to Enterprise Crescent Brew house and distillery will offer growler fills, jobs Travis Paterson News Staff

The Island’s biggest municipality is poised to get its first craft brewery and distillery. Construction is underway on Victoria Caledonian Distillery & Brewery’s 17,320 square-foot building in the industrially zoned area of Enterprise Crescent, off Glanford Avenue. The business is on schedule to be selling bottled beers and growler fills on-site this summer. Owner Graeme Macaloney and head brewer McLeod (recently of Lighthouse Brewing) said Caledonian will sell a line of beers similar to those in Victoria, while the single malt whiskey will take about three years (the legal minimum), though other spirits

The team is uncertain at this point what spirits it might produce though Macaloney says not to anticipate gin as Phillips Brewery’s Fermentorium is doing. Nor does he consider vodka a worthwhile venture. Rather, Caledonian will likely join some of the new B.C. distilleries selling “young whisky” as a means to build a market share, which is something Caledonian will explore. In Saanich there is little to no history of having a brewery though the Tod Creek Cidery opened in 2014 near Prospect Lake. Victoria Spirits did produce gin and other products in Saanich from 2007 to 2015 until it relocated into Sidney. The pot stills for Caledonian are on order from Scotland company Forsyth’s, a three year wait list for the equipment, to be delivered in February. Macaloney travelled to Portugal, Spain, and Kentucky with Jim Swan to secure the best possible wood on the planet to make sure we make great whis kies and wine casks. Personalized casks aren’t new but are traditionally 200 litres, giving the buyer more flexibility. Overseeing the layout of the brewery this winter is McLeod, who left Lighthouse brewery in 2015 after 3.5 years. It was under McLeod that Lighthouse rebranded its labels, which resulted in a significant boost in sales for several of the beers, in particular the Shipwreck IPA, which ditched a mountain biker label as Switchback for that of a ship. “We’ll sell the type of beers that people want,” McLeod said. “Certainly we’ll have an IPA, a regular line of beers from the area as well as seasonal beers. Essentially, we’ll experiment until we find what works.” McLeod is from Australia where he started his brewing career. Caledonian is the 11th brewery he’s worked in and he comes on as the only non-Scottish member of the core team launching the brewery and distillery. Brand ambassador and sales manager Andrew Campbell Walls is an ex-pat who comes from Edmonton where he was bar manager with The Bothy whisky bar and is a lifetime brand ambassador for the Alberta Scotch Society. Tourism plays a crucial role in the business model for the location of Victoria Caledonian Distillery, as it’s situated on the “tourism corridor” that connects downtown to Butchart Gardens. There will be a lot to teach to visitors, Macaloney said. “It will be multifaceted, we’ll sell products, have tours with educational components and tastings and learning how the processes affect the flavours.” The building promises to be eye-catching with 5,000-litre pot stills on order that will line one side while the brewery tanks will line the other. “Down the middle we hope to create a special event venue where parties can take advantage of our unique location and products,” Macaloney said. Macaloney has used a variety of smaller partnership models to invite investors, such as the pre-ordering of a 30-litre whiskey cask which the patron can flavour themselves. In addition, about 200 enthusiasts from here to Halifax have put money down as “founding owners” who will receive certain perks. More can join as shareholders of the company. The latter will have access to a five day academy where they’ll learn to brew beer and distill whiskey, as well as annual complimentary tastings and other swag such as clothing. “Imagine designing your own 30-litre cask of whiskey,” Macaloney said. “You get to sit

BC Hydro’s wireless grid system was officially complete at the end of 2015, with a total cost the Crown utility now projects to be $777 million. That’s $153 million below the original budget, said Greg Reimer, executive vice president, transmission, distribution and customer service for BC Hydro. It includes all the elements required by the B.C. government when it ordered the installation of the smart meter system as part of its Clean Energy Act in 2010. Reimer said in an interview the system has also exceeded the $70 million in savings projected for the first three years of operation. “We’ve realized about $100 million in

benefits during that time, particularly from operational savings,” Reimer said. “Customers are getting more accurate bills. We’ve reduced our manual meter reading reads and our bill estimates. Meter reading and billing is automated through the system.” The smart grid had its severest test at the end of August 2015 when a windstorm brought down thousands of drought-weakened trees, leaving 700,000 customers on southern Vancouver Island and the Lower Mainland without electricity. Power was restored to all areas in five days, which was half the time it took to recover from the December 2006 windstorm that flattened trees in Vancouver’s Stanley Park, Reimer said. The 2006 storm blacked out only half the number of homes of the 2015 event. Reimer said the ability to test an entire

power line after one break is repaired means the crew doesn’t have to drive the rest of the line, and can move to the next confirmed problem when repairing storm damage. BC Hydro has defended its power theft savings after NDP energy critic Adrian Dix questioned them. In a recent letter to BC Hydro CEO Jessica McDonald, Dix said the company’s estimate of power theft by marijuana growers was “magically” inflated by then-energy minister Rich Coleman in 2006, then increased again in the utility’s 2011 business case for the wireless system. Reimer said the business case projected a 75 per cent reduction in power theft, and the reduction for this fiscal year is projected at 80 per cent, as the smart grid detects actual power consumption and compares it to billed amounts.

While it’s officially complete, the smart grid requires ongoing maintenance and annual testing of meters to meet federal accuracy regulations. BC Hydro also plans to install more than 4,000 meters that use commercial cellular phone networks to send in readings. Those are for locations with concrete basement meter rooms that can’t reach the grid, or rural areas where it is too expensive to extend the BC Hydro wireless grid, Reimer said. There are still 13,320 BC Hydro customers who have refused to accept smart meters, opting to pay a monthly fee for manual meter reading of a mechanical meter or a wireless meter with the radio transmitter turned off. editor@saanichnews.com

Blowing hot and cold at Motor City’s Big Auto Show Detroit, MI – A chill wind blew snow outside but inside the huge Cobo Hall conference centre, a great deal of hot air accompanied every new model announcement. More than 5,000 journalists from 60-plus countries make this annual pilgrimage to the North American International Auto Show. Dozens of new cars and trucks are revealed to applause and some gasps though not nearly as loudly as in the old days before the internet. Now carefully orchestrated ‘leaks’ and ‘sneak peeks’ cut surprises to the minimum. Nevertheless, it’s still the hottest place to be for the auto world despite the frigid conditions outside. Space limitations prevent us from parading the dozens of vehicles revealed over the two-day official preview, which follow the ‘special invite only’ previews that the manufacturers offer up in the days running up to the show! You get the picture: so here’s just a taste of what caught our eye on the show by Keith Morgan floor – detailed specs and prices are months away in many cases. Chevrolet introduced the 2017 Cruze Hatchback, set to go on sale in the fall of this year. The liftgate opens to offer 524 litres of cargo space behind the rear seat. With the rear seat folded, cargo space expands to 1,189 litres. Yes! Finally, a good replacement for the Pontiac Vibe, which died with the brand. It features standard 1.4-litre turbo engine with direct injection and Stop/Start technologies plus electric power steering. Sayeth Chevy: “More standard safety features than any other compact car – including Corolla and Civic – with available adaptive features including Lane Keep Assist, Rear Cross Traffic Alert, Side Blind Zone Alert and Rear Park Assist.” The all-new Ford F-150 Raptor SuperCrew adds room for passengers and gear, in what the manufacturer boasts “expanding choice and versatility in the toughest, smartest, most capable F-150 Raptor ever.” See what I mean about hyperbole-charged hot air? In the real world, the Raptor will do its own talking. It has an all-new 3.5-litre EcoBoost, all-new 10-speed transmission and torque-on-demand transfer case making it more powerful yet efficient and easy to drive off-road. We thought the Chrysler Pacifica crossover would simply leave the world’s stage, a little embarrassed about ever seeing the light of day. Okay, we’ll buy that for now. Looks good and promises much in performance and utility. Honda unveiled the all-new 2017 Ridgeline truck promising “superior on-road performance – with the segment’s best handling, ride quality, cabin quietness and all-weather traction capabilities”. Frankly, it’s in tough in a tough market full of tough successful domestic and import competitors. A round of applause for KIA, the Korean company that continues to challenge its big brother Hyundai and indeed the rest of the market with interesting concepts and production cars. The Telluride concept is its take on a premium large sport utility vehicle, featuring three-rows of seating for seven passengers. Notable are the front doors and rear-hinged back doors that swing open

90 degrees in opposing directions. Talking of Hyundai, it unveiled its G90 premium luxury sedan for the new Genesis brand. Five additional Genesis models are planned for launch within the next five years. Moving upmarket, sorry Hyundai you will be in that rarefied air soon. The first ever BMW M2 is the entry-level model to the brands renowned M performance line-up. It will feature a newly developed M TwinPower Turbo technology 3-litre, 6-cylinder engine producing 365 hp, capable of soaring to 100 klicks in around 4.2 seconds. The Lexus LC500 is mighty purty. The premium Japanese brand has teased us with its LF-LC Concepts, now we have a production 2+2 coupe. Its all-aluminum, 32-valve V8’s output is expected to generate 467 hp, using a newly developed 10-speed automatic transmission. The Acura Precision Concept model made its world debut and these eyes reckons it’s even more purty than the Lexus.

The next Wolf of Wall Street might just come from Lambrick Park Secondary. Lambrick teams of marketing and accounting students took second and third place in Junior Achievement B.C.’s Business Challenge, a twiceannual competition that sees young business minds manage virtual companies. The challenge tested their business knowledge in a simulated marketplace, where students from more than 50 high schools across the province strategized to gain market share and financial success. “You had to make all the decisions that you would make as a real company,” said Jayden Wakeham, whose team DJ. H – with classmates Dylan Price and Harrison Huford – placed third. “We had to make decisions about how much marketing and capital investment to put in. You had to figure out the price of the product you were selling and how many products to produce.” “The easiest way to make the most amount of profit in our game was to flood the market with as much inventory as possible,” said Dawson Neal of the second place team, Go M’s Go, with classmates Amir Nijjer and Joey Sigwin. “We’d mass produce, sell it at the cheapest price and basically out-inventory the other teams.”

Based on JABC’s Titan business education program, the business challenge taught students how to maximize profits and reduce expenses, as well as lessons involving too much or too little inventory and how to handle unfilled orders. The simulation extended outside of school hours, with the teams executing strategies online before and after classes to stay competitive against other teams in B.C. Both Lambrick teams advanced from a qualifying round at the end of November to the winners’ round in December, where the teams made their final moves as they vied for the podium. Their planning clearly paid off, as Go M’s Go and DJ. H took second a third, respectively, with Go M’s Go just one point behind the winning North Burnaby Secondary. “They were ahead for most of the game, and then in the final round, they were worried about too much inventory and kind of dropped their price a little too much, and Burnaby North seized the opportunity,” said teacher Bryan Neal. “In a game where the scores are up to 400 and 500 points, one point is a fraction of a percentage. “All credit to them – they engaged in the game T:2.81”so much about strategy, and pracand learned tised hard to get ready for it. If you’re a homeowner who recently purchased a new pad in Victoria or Esquimalt with a little financial help from mom and dad, you’re not alone. More first-time homebuyers in Greater Victoria are turning to their parents to help with a downpayment on a home, according to a new report by the Society of Notaries Public of B.C. The fall real estate report, an internal online survey of members from across the province of key real estate topics, found half of notaries’ first-time homebuyer clients are typically getting help with their downpayment from their parents. On Vancouver Island, 60 per cent of local clients receive parental support, with 37 per cent of parents funding less than 25 per cent of the downpayment, 44 per cent funding 25 to 50 per cent and 19 per cent funding more than half of the agreed upon downpayment. Roughly 72 per cent of parents are gifting the money and seven per cent of parents are going on title with their children. According to Morrie Baillie, a notary in Fairfield, at least half of her first-time homebuyer clients are receiving financial help from their parents for a downpayment. “It just depends on each family situation and how they craft or devise a plan that makes sense for the family,” said Baillie, add-

Baillie said the data doesn’t specify how much the downpayments are or if parents are helping with the five per cent rate or to get over a larger threshold so their children’s mortgage payments are smaller. She added that notaries smooth out the process and can help figure out what people’s options are — whether parents and chil-

dren will go on the title or what should happen with payment should a parent pass away. “There’s lots of ways notaries can work with moms and dad or the kids to figure out what makes for everyone involved,” Baillie said. “If you were to go on title there are many things to consider, ultimately it’s up to the client to pick the path
