Nass band plays fundraiser for homeless By Staff Reporter THE NORTHERN CONNECTOR

TERRACE - A Nass Valley brass band is holding a benefit concert this Saturday with monies raised going toward ongoing help for the city’s homeless. The Majagaleehl Nisga’a or the “Flower of the Nass Valley” plays at the Kitsumkalum Hall at Kitsumkalum beginning at 6:30 p.m. Planning for the concert

began last fall in response to the growing number of homeless people in Terrace. “Funds will go towards existing facilities that are in need of funds to assure programs can continue to run or purchase of necessary beds, blankets, equipment, etc.,” says Tracey McKay, one of the concert’s organizers. “We can change one life at a time and give back the dignity to those who need it most.”

The concert has the support of the Nisga’a Lisims Government, the four Nisga’a villages in the Nass Valley, the Nisga’a Terrace local and the Kermode Friendship Centre. Also involved are the Salvation Army and the Field of Faith Foundation, a group started late last year in Terrace which provides food and clothing one evening each week at George Little Park. The City of Terrace has offered to accept donations col-

Kitimat RCMP warn of phone scam KITIMAT - Kitimat RCMP handled 57 calls for service between January 3-9. Among those were two mischief complaints, two thefts under $5,000, two break and enters, one arson, and four involving drugs or alcohol. Kitimat RCMP say the break and enter files were both concluded to be unfounded

due to no indications of damage or loss of property. Police say it’s a good chance to remind the public to keep their homes locked and make sure all keys are accounted for before leaving home. Meanwhile the RCMP warn of another telephone scam. This time, callers are claiming to be from Immigration Canada and are

asking for large amounts of money for paperwork claims or the person may face deportation. Police advise calling the Canadian Anti-Fraud Centre 1-888495-8501. Library budget slashed by city By Kevin Campbell

PRINCE RUPERT The library took this one on the chin. Prince Rupert city council knew they faced a tough decision, to fund community group applicants, and not increase the tax rate. The sacrificial lamb became the Prince Rupert Public Library. In a move to save organizations, that are feeling the financial pinch from shutting down completely, mayor and council passed the 2016 Community Enhancement Grants allocations in line with 2015 — with a few exceptions. The library had its 2016 budget allocation from the City slashed by $66,000 dropping the facility to $500,000 in allocations The Museum of Northern British Columbia was increased $15,000 to bring them up to $126,000 and an increase to the Prince Rupert Performing Arts Centre Society by $15,000 brought them to $125,000. With applications to the city’s Community Enhancement Grants totalling more than $1.3 million for 2016, the City’s $850,000 cap left many groups without a majority of the funds they were seeking. The resolution to cut the library’s budget was put forward by Coun. Wade Niesh and supported by Mayor Lee Brain, Coun. Blair Mirau and Coun. Nelson Kinney in the grant distributions’ passing, with Coun. Barry Cunningham and Coun. Gurvinder Randhawa signalling their opposition. Coun. Joy Thorkelson was absent. “[The library] is currently taking two-thirds of the community enhancement grants and I just feel that we want to help everyone. “Unfortunately the library ... in my mind, is the one that needs to be affected. And the only reason why that is, is because they’re the ones that can only be affected ... who can reduce hours

a bit and reduce services and still be in business,” said Niesh. “We can’t take any more money from the Performing Arts Centre [Society] and we can’t take any more... from the museum because these places will shut down if we continue to cut.” The $850,000 distributed is $36,085 less than the 2015 distribution amount to community groups. The main reasoning behind the grants cut is that council wanted to avoid raising the tax rate. Cunningham proposed that council use money from the Prince Rupert Legacy Fund, money designated to support Planning for Major Projects initiatives, however that idea was met with staunch opposition from Mirau, who told council that using Legacy funds for anything other than temporary major projects and to use them in an operational basis in this instance would be a mistake.

Mirau later put forth a friendly amendment to the grant passing, adding that the City enter into talks to create a longterm, approximate fiveyear contract with the organizations that the City distributes grants to. The library’s cuts were respected but not welcomed by Prince Rupert Public Library chief librarian and Library Board representative Joe Zelwietro. “It’s important to realize that this cut, although it will hurt library service providers, the main people affected will be the public who have nowhere else to go for information resources. Some have no other place to go when it’s raining and people looking for work doing online job applications, applying for unemployment insurance, applying for welfare, fishing licences – there’s a lot of people who don’t have other options than here,” said Zelwietro. “I want to make it

clear that it’s important to live within our means, but without a stable society, there will be a lot more cost in the future that will make this decision seem not the most wise use of funds. I recognize the pressure that council is under too, to not raise taxes for people, but in a democratic society, taxes are the price we pay for a healthy society.” The full make-up of 2016 distribution includes $585 to AFFNO, $126,000 to the museum, $15,000 to Kwinitsa, $10,000 to the Prince Rupert Community Arts Council, $6,000 to the Prince Rupert Community Halloween Fest Society, $125,000 to the Performing Arts Centre Society, $500,000 to the library, $30,000 to the Prince Rupert Special Events Society, $6,000 to the Prince Rupert Wildlife Rehab Shelter and $31,500 to Tourism Prince Rupert and the Visitor Information Centre.

Supreme Court decision means more setbacks for Gateway KITIMAT - Enbridge’s Northern Gateway Pipelines project has been dealt a blow by a Supreme Court of Canada decision that says the province of BC failed to adequately consult with affected First Nations. Specifically the ruling refers to the case brought forward by the Coastal First Nations and the Gita’gat. The court found that the BC government breached their statutory duties by signing an “Equivalency Agreement” that gave the federal National Energy Board the

full power to conduct an environmental review on the pipeline project. The two First Nations celebrated the ruling with a media release calling the decision a huge victory. “This is a huge victory that affirms the provincial government’s duty to consult with and accommodate First Nations and to exercise its decision-making power on major pipeline projects,” said Arnold Clifton, Chief Councillor of the Gitga’at First Nation. The provincial government now has to make their own deci-

sion on the Northern Gateway project and consult with First Nations groups on rights and title issues. The province recently opposed the Kinder Morgan Trans Mountain pipeline because it didn’t reach the province’s specified five conditions for an oil pipeline project, the same conditions it has previously applied to Northern Gateway. “This ruling is an important victory for our communities and presents another hurdle to the Enbridge Northern Gateway pipeline,” said Chief Marilyn Slett, President of the Coastal First Na-

tions. “It means the province must now sit down with First Nation communities across BC and find ways to address the severe and irreversible impacts of this project.” Art Sterrit, a member of the Gitga’at First Nation, says the Northern Gateway project “is dead.” Ivan Giesbrecht, spokesperson for Enbridge Northern Gateway, provided a statement through email to the Sentinel when asked for comment on this ruling. “Northern Gateway received federal government approval in

2014, following the federal Joint Review Panel’s careful examination of the Project. This was one of the most exhaustive reviews of its kind in Canadian history. Approval of the Project falls within federal jurisdiction and this decision from the British Columbia Supreme Court does not change that approval or the project’s environmental assessment,” he wrote. He continued that proponents of the project, including Aboriginal Equity Partners, “remain committed to this essential Canadian infrastructure.”

Sulentich says the Community Advisory Group meetings provide the company the opportunity to address rumours that group members bring forward, or to validate what is being said in the community about work the company is doing. The members of the Community Advisory Group are volunteers, and the work they’ve done hasn’t gone unnoticed by LNG Canada. Because group members have many connections to non-profit groups in the community,

LNG Canada felt that offering $1,000 for each member to be spent towards a local organization was the best way to say thank you. It is with heavy hearts that the family of Rosa Provenzano announce her passing on January 3, 2016, at the age of 83. Survived by her son Pasquale (Mary) Provenzano of Prince Rupert; daughters Eva (Francesco) Lepore of Ottawa, Giovanna (Roberto) Basso of Kelowna; grandchildren Rosamaria (Brian), Giuliana (Scott), Melissa (Matthew), Peter, Michael (Deana), Alexandra (Spencer), Brandon, Natasha; great grandchildren Zachary, Nevan, Ellie, Avery, Maxim, Henry, Roman; sisters Elisabetta (Beniamino) Briglio of Edmonton, Florinda (Franco) Manfredi of Kelowna, Eva (Michele) Lepore of Italy, Lina (Giovanni) Molinaro of Kelowna. PRINCE RUPERT - The Prince Rupert junior boys’ basketball teams were in action over the past weekend as Charles Hays Secondary hosted the annual Coastal Clash, and the hosts didn’t disappoint. A final showdown versus Terrace’s Caledonia Secondary (Cal) had the Rainmakers trying to take the championship for (at least) the fourth time in a row, and the home team came through, winning 41-34. Seven teams took part in the event: Charles Hays, Nisga’a Elementary, Queen Charlotte Secondary, Caledonia Secondary, Bulkley Valley Christian School, Coast Tsimshian Academy and Prince Rupert Middle School. In the final, execution on the defensive end helped Charles Hays (CHSS) bring home the championship trophy. With a big crowd at the high school watching, the game was a low-scoring affair. The first quarter saw contributions from the substitutions for each team, in particular Rainmakers’ point guard Seji Sahdra. Fatigue, after two days of games, caught up with the athletes. “It was a bit messy on the way to winning - lots of self-enforced errors by us that need to be cleaned up. The longer you let a team hang around like that, the more dangerous they become,” said junior team coach Kevin Sawka.

The second quarter saw more unravelling from both teams at the offensive end of the floor, as travel misconducts and turnovers seemed to happen every other possession. Malcolm Brown heated up for the Rainmakers, hitting a couple threes in the quarter. The game was 17-10 Rainmakers after the first half. On the offensive end, overthinking and reacting led to more sloppy possessions and turnovers in the third frame for the Rainmakers, but they kept their cushion by playing on the defensive end, playing the man and boxing out. Cal stayed in the game with offensive rebounds and hitting their free throws. The score was 22-20 at the end of three quarters. The pressure ratcheted up in the fourth. Cal took the lead for about half the quarter, but the Rainmakers came back and got out to a three-point lead with four minutes to go. Brown nailed one of two clutch free throws down the stretch to extend the lead and the ‘Makers never looked back, winning 41-34. “I don’t want to take anything away from Caledonia, they worked very hard, but the amount of turnovers that we had in the first half alone, it was not pretty. Our defence improved over the weekend, we still have a lot of systems and philosophy stuff that we haven’t developed as habit ... Zones are a week later this year, so it gives us more time to iron

out the wrinkles,” said Sawka. “The goal every year is to get to the B.C. championships. I think everybody understands that everyone is a threat for us whenever we have the ball in our hand. It doesn’t matter which guys score as long as we score.” Senior boys’ roundup The CHSS senior boys meanwhile, were playing in the Pitt Meadows Annual Airshow Basketball tournament over the weekend. Thursday saw the athletes drop a close one against Charles Tupper, 58-48. Then on Friday, the team was back in action versus Brentwood College. The game didn’t end so close as the ‘Makers lost 81-52. Saturday was the team’s final game against Belmont Secondary, which resulted in th squad’s third straight loss, 7451. Still the team should be extremely grateful for the opportunity to travel south and face elite competition and hopefully will use these losses as a gauge to understand the level of commitment and detail they need to spend on their game to negate turnovers, take care of the ball and work on their defence. Senior girls’ roundup The CHSS senior girls’ basketball team won both of their games in Hazelton this past weekend, 62-23 and 6127. Suttira Johansen led the Rainmakers in both games with 19 and 20 points respectively a strong result for the team.

The Rampage would eventually take the game 8-2. The Demons were back on the ice the following day to face off against the Smithers Steelheads, the top rated team in the West division of the CIHL. That match-up got heated into the third period with a number of penalties for Kitimat from roughing to slashing. Steelheads balanced the penalties in the third, and the two teams had an exact tie of 42 minutes of penalties on 13 infractions. The Demons ended with two goals to the Steelhead’s seven. The Demons played their last regular season game on Saturday, Jan. 16.
