Homeless campers will be banned from three city parks, as well as playgrounds, sports fields and other infrastructure, under a new bylaw that will replace one ruled unconstitutional by a Supreme Court justice last year.
Mayor Henry Braun said the new parks bylaw – which was given three readings at Monday’s council meeting – aims to balance the public interest with the concerns raised by Justice Christopher Hinkson, who ruled last fall that the city could not outright prohibit homeless men and women who have nowhere else to go from setting up tents on city land.
The new bylaw allows homeless people to set up a “temporary shelter” in a park between the hours of 7 p.m. and 9 a.m., provided there is “no accessible shelter accommodation available in the city.” But the bylaw maintains the camping ban in Abbotsford’s three city-wide Continued on A3

A tribute to ancestors’ struggle Hundreds attended Friday’s grand opening of a museum in Abbotsford dedicated to the history of the Mennonite people and their long struggle to find a homeland where they could practice their religion. The Mennonite Heritage Museum features a permanent exhibition on the history of the Mennonite period, a temporary exhibition area, and space for the Mennonite Historical Society of BC, which has collected various valuable historical records. The exhibition currently includes a visual tribute to Mennonite women, with panels telling dozens of stories, including that of the aunt of Peter Redekop. He conceived, financed and built the museum. Current plans are to reopen it next winter after a spring shutdown.

Mayor Henry Braun said the city had seen a significant increase in business inquiries over the past year. And while Abbotsford has more industrial land than many Lower Mainland municipalities, Braun said those lands set aside more than 10 years ago in the City in the Country Plan are quickly disappearing. “In another year, I think they will almost be built out.” Braun said there are a few lots that might be suitable for a plant the size that Molson is seeking to build. However,

Two more charged in murder plot to kill Bacons Black Press
Two more alleged UN Gang members are now charged with conspiring to murder the Bacon brothers of Abbotsford and their Red Scorpion gang associates during what police say was an all-out gang war in 2008-09. The Integrated Homicide Investigation Team announced the murder conspiracy charges against 32-year-old Troy Tran, of Vancouver, and another unnamed 31-year-old man, whose identify has been withheld. They’re accused of plotting with other UN gangsters to take out a series of ri-
vals, including the Red Scorpions’ Kevin LeClair, killed at a grocery store parking lot in Langley in 2009, and Jonathan Barber, slain in Burnaby in 2008 by mistake because he was installing a stereo in a car owned by a Bacon brother. The two men are also charged with conspiring to murder the three leaders of the opposing gang – Jonathan, Jarrod and Jamie Bacon. The latest arrests came after police raided 13 locations across the Lower Mainland and in Calgary Jan. 22, seizing a stolen 9mm handgun, drugs and trafficking equipment. Police have now laid murder conspiracy charges against seven people in the

IHIT officials say there have been 16 convictions so far against members of the UN Gang in connection with the series of shootings, attempted murders and murders across the Lower Mainland in 2008 and 2009 that prosecutors have described as a ruthless “human safari” that put the public at great risk. Providing for one’s family before and after death is a challenge we face as parents. For families with adult children with disabilities or challenges managing money, planning for their children’s future brings added concerns. Estate planning for unique families entails more than dividing up assets on death. Special measures can protect their dependents’ inheritances from predators, prevent benefit claw backs, and manage lifetime needs. Fortunately, for parents (or grandparents), the law allows you to set up a testamentary trust in their Will. A testamentary trust is a legal arrangement where the executor or a trustee has the discretion when to pay a beneficiary. The trustees could pay expenses not covered by government funding, and reinvest income. Most wills have some form of trust, generally for minors. Depending on the circumstances of a child or grandchild, a trust may pay out a specified age, or sprinkle
periodic payments. As an estate planning lawyer, I often advise clients to think carefully about who will be the trustee of their child’s trust. How old will the trustee be when the dependent gets older? Some families will name more than one trustee, either jointly or as a backup. The trustee can hire professions as well, including lawyers, tax accountants, and investment advisers. The second worry parents have is what if they become incapable of caring for their dependents. In order to allow someone else to financially provide for your children, your lawyer can modify a standard power of attorney to allow your money to support an adult child. Fortunately for disabled individuals and their families, the provincial government recently amended rules for disabled benefits, allowing trusts to pay out more annual income, and disabled individuals to own more assets outside a trust. So Kinder Morgan thinks it should compensate farmers an amount equal only to the value of the land they require the use of. They must realize that the true value of the land to its owner is the income it generates, just as the value of a section of pipe is determined not by its cost but by the amount of oil it carries, and therefore profit. The company may be tempted to argue that the economic prosperity brought by their proposed pipeline exceeds that of a few hectares of farm land, but both oil and land are non-renewable (we can’t make more of either) and ultimately the food the land can produce is the more valuable resource. Kinder Morgan’s attitude toward farmland should be one that ensures that neither potential crop production nor a farmer’s ability to produce crops is diminished. Ken Summers

by Eric Coble, The Giver is an adaptation of Lowry’s novel for young people, which won the 1994 Newbery Medal and sold more than 10 million copies. In a futuristic, utopian society where there is no war or misery and each citizen is assigned their role in the community by the elders, young Jonas is surprised to learn that he has been chosen to receive special training from The Giver, the keeper of all memories of true joy and pain. As Jonas begins his education, the darker hypocrisies of his perfect world are brought to light, and he is faced with a decision that could risk all he has, including his own life. This adaption explores what it means to grow up and to be human in an imperfect world. “We’re maximizing the technical capabilities of the Abbotsford Arts Centre to bring this intimate story to life,” said Ken Hildebrandt, Gallery 7 Theatre’s executive/artistic director. Performing the role of young Jonas is Cameron McKerchar, who has appeared in Gallery 7 productions of The Hiding Place and Fiddler on the Roof. The Giver, the wise old man and mentor, will be played by Jay Danziger, a veteran actor of stage and film. Jonas’ mother and father are played by Melissa Franson and newcomer Marco Darvasi. Jonas’ younger sister, Lily, will be played by Kaitlyn Naayer, also making her first appearance at Gallery 7 Theatre. Asher, Jonas’ best friend, will be played by Evan Rachwalski, and Fiona will be played by Emily Smith. Show times are 7:30 p.m. on Jan. 29 and 30 and Feb. 3-6, with discount matinees at 2 p.m. on Jan. 30 and Feb. 6. Ten local women chosen to Dress for Success Special day arranged to Vancouver location Ten women from Abbotsford will receive new work and/or interview clothes, thanks to the support of some local businesses. The women, who may not have access to a vehicle, have been selected through the A b b o t s f o rd WO R K S project to travel to the Dress for Success location in Vancouver on Feb. 3, said organizer Nicolle Hodges, a broadcast journalist and former Abbotsford resident. Dress for Success is a not-for-profit organization that provides professional attire and development tools to help women thrive in work and in life. Each participant will be outfitted with new work and/or interview clothes, which are donated to Dress for Success by individuals, businesses and organizations. On the morning of Feb. 3, they will meet at Brookside Inn in Abbotsford for breakfast organized by Slap Communications, and will then be picked up by a shuttle service courtesy of Mile’s End Motors. Each woman will also receive a gift bag containing treats from various

The Valley Concert Society presents the St. Lawrence String Quartet (SLSQ) on Saturday, Jan. 30. The group performs from 7:30 to 9:30 p.m. at Matsqui Centennial Auditorium, 32315 South Fraser Way. A pre-concert talk in the foyer takes place at 6:50 p.m. One of Canada’s most highly regarded chamber ensembles, the SLSQ has gained recognition for its outstanding performances and recordings. The group won a Juno Award and a Preis der Deutsches Schallplaten Kritik for the recording of quartets by Robert Schumann. The second half of the program on Saturday will consist of one of those Schumann quartets, the String Quartet No. 3 in A Major. The SLSQ is also strongly committed to musical education. They have held residences in prestigious schools of music, including the Juilliard School, and universities such as Yale. They are currently in residence at Stanford University in California. In keeping with this desire to help people understand music better, they will present a unique program called Haydn Discovery in the first half of the concert. Franz Joseph Haydn is known as the Father of the String Quartet. The players of the SLSQ will “unpack” Haydn’s String Quartet No. 23 in F Minor, examining it from various perspectives and exploring its magic, before playing it in its entirety. The quartet consists of Geoff Nuttall and Owen Dalby on violin, Lesley Robertson on viola and Christopher Costanza on cello. Tickets are $28 adults/seniors and $15 for seniors. Abbotsford’s Cory, Megan, Morgan and Nancy Kornicki and Connie Kug will join 400 others on Feb. 21 to fight for clean air by climbing one of Vancouver’s tallest buildings. If that’s not enough of a challenge, the BC Lung Association has introduced a new Fight and Flight Challenge, an obstacle course designed to test participants’ strength, stamina and lungs, culminating with 48 storeys of intense stair-climbing. The Kornickis and Kug, long-time supporters of the BC Lung Association, have been involved with Climb the Wall: The Stairclimb for Clean Air for four years. “It’s such a fun event with great people,” Cory said. “Our first year, we were inspired to participate in support of a friend with lung failure. Since then our team has continued to grow, and this event has become a family tradition that we look forward to all year.” All funds raised at the event go to lung health research, as well as patient support, advocacy, and education. Gaming grants awarded to two local groups The Central Fraser Valley Search and Rescue Society (CFVSAR) has received $60,000 from provincial gaming funds. The money will be used for ground and inland water search and rescue. The battle for first place in the Pacific Junior Hockey League’s Harold Brittain conference needed extra time to be decided on Friday. It took double overtime for the Mission City Outlaws to defeat the Abbotsford Pilots 7-6, and create a tiny sliver of separation atop the standings. The goals came early and often from both teams, as Pilots captain Joel Balzer opened the scoring 53 seconds into action, but Mission tied the game just over a minute later. Abbotsford forward Mateo Toledo took the lead back at 3:29 of the first period, only for the Outlaws to answer again just 17 seconds later. Mission added a late goal to escape the first period with a 3-2 lead. After the Pilots fell behind 4-2, Dryden Michaud and Mitchell Plevy scored in the second period to draw even. Plevy scored again to open the third , but Mission potted a pair to grab the lead back. Francis Bamford tied the game at six and sent the game to overtime, and nothing was solved in fouron-four portion of the extra frame. The teams then played three-onthree, with Mission scoring to win the game. Pilots head coach Jim Cowden said he needs better goaltending from Jacob Crawford, who made 35 saves in the loss. “I thought we were the quicker team out there and if it wasn’t for our goaltending today it would have been no contest,” he said. “Crawford didn’t have a great night, but it was fine because the guys battled back for him. It felt like we had to come from behind almost the whole game.” Mission players stormed the ice and celebrated with game-winning goal scorer Bryce Pisiak after the win. Cowden said there still is a lot of hockey left in the

The Pilots travel to Langley to play the Knights on Thursday, and then host the Port Moody Panthers on Friday. Face-off is set for the MSA Arena at 7:30 p.m.

feated Windermere 95-85 on Friday to advance to the tournament semi-final on Saturday. Hansen’s semi-final opponent ended up being the host Bateman Timberwolves, who beat Mission 53-44 on Thursday, and then upset the number-two ranked AAA Steveston-London Sharks 85-69 on Friday.

It was the second straight Timberwolves Classic senior boys win for the west Abbotsford school. In other local high school basketball news, the Mouat Hawks junior boys team topped the host Holy Cross Crusaders 69-35 in the Holy Cross tournament final on Saturday. Mouat had earlier defeated St. Patrick’s Secondary 75-38, and Guildford Park 63-48 to qualify for the championship game. Mouat’s Sukhi Kang was named the most valuable player of the tournament, with Hawks players Harjas Dhillon and Harvir Garcha recognized as tournament all-stars. The Bearcats record now stands at four wins and nine losses on the season. they are in sole possession of the sixth and final playoff spot in the Pacwest standings.
Meanwhile, the losses continue to mount for the men’s team, after falling 80-64 to Quest on Friday, and 90-79 to Langara on Saturday. The men started slowly on both games, and couldn’t close the gap after their poor first quarters. Umbori Watson led the way on Friday with 14 points, while Elijah Calhoun picked up 23 points and 14 rebounds on Saturday. The men’s team record drops to one win and 12 losses on the season, and they are in seventh place in the Pacwest. Both teams return to action on home court on Saturday, when the Kwantlen Eagles come to CBC.

Great turnout at Community Awarness Event The countdown for the Abbotsford 2016 BC Summer Games, and all the organizers for January 23 were set to get the word out in a big way. Officials put together a Community Awareness Event with the goal being to increase the awareness base of the Games event and attract volunteers. Event president Steve Carlton said the events took over two main local locations, and also had five smaller sites set up around Abbotsford. The Abbotsford Recreation Centre and Matsqui Recreation Centre were the primary sites for the Community Awareness Event, with food, refreshments and Blackwood 10-$100 give card giveaways from 1 to 4 p.m. at both locations. Swims and skates were also offered for $2 on that afternoon. “Instead of having a ceremony and inviting the public to hear us talk, we went out into the public and met them where they were,” Carlton said. “ARC and MRC were our primary sites and the city dropped regular price admissions to a

Carlton said the volunteer base for the event is solid, but another 2,500 people are needed in advance of the Games. “We’re on track for volunteers and we’ve had a lot of people sign up, but we’re waiting for the flood of volunteers to come, which we anticipate will come after that Community Awareness Event and the Torchlighting Ceremony later this year,” he said. “The community has responded really well, and we’ve brought on many local businesses and organizations as sponsors. It’s been a wonderful response so far.” The next big event for the Games is the Torchlighting Ceremony, which occurs at the Matsqui Auditorium on April 13. Ray Windecker peacefully passed away while surrounded by family on the evening of January 19, 2016, at the age of 68. Born in Manitoba, he grew up on Vancouver Island with his three brothers, moving to Abbotsford in 1974 with his wife Debbie to take teaching positions after graduating from UVIC. Ray was a devoted teacher, and loving husband and father, doing everything he could to make his family happy, even while he battled illness for almost 20 years. Although his passing was fairly sudden, his family is content knowing that Ray is at peace and no longer in pain. Ray will be in his family’s hearts forever, survived by his devoted wife of 41 years Debbie; loving children Danielle and Jeffrey; sons-in-law Grant and Al; daughter-in-law Audrey; cherished granddaughters Avery and Emerson; and three brothers Allen, Billy and Terry. A private celebration of Ray’s life will be held for family and friends. Online condolences to the family may be made at:
Errol was born in Pieta, Malta and moved to Canada when he was 2 years old. He has lived in BC for the last 40 years. Celebration of Life will be held at the Best Western Regency Conference Center, Sunday, January 31st from 2:00 to 4:00 pm.
Pamela (Lindsay) Pam passed away peacefully January 15th, 2016 with her husband Casey, daughter Sarah, and son Matt at her side. She was predeceased by her sisters Lilas (Tad) Haraguchi and Anne (Bjorn) Lauridsen and is survived by her brothers Lorne (Audrey) and Graeme (Sharon) Lindsay. The family will place Pam’s ashes in Abbotsford’s Hazelwood Cemetery on January 29th.

Clara Joan Senek was born on November 14, 1944 to Jacob and Agatha Willms in Abbotsford and went home to be with her Lord January 20th, 2016 after a valiant battle with cancer at Cascade Hospice in Chilliwack. Her suffering has ceased and she is now at rest. Clara was the loving sister to Doris Toews, Betty Foster, Ruth Crossley, Esther Rempel, Joy Neufeld, Vi Reddekopp and Jim Willms and their spouses. Her husband, James Senek predeceased her on September 13, 2014 as well as her sisters, Marty Martens and Irene Dyck in 2002 and 2010 respectively. The family would like to thank Dr. Bull and the nursing staff at Cascade for their gentle and compassionate care for Clara during her final days. Celebration of Clara’s life was held on Monday, January 25th at Ross Road Community Church.
It is with great sadness that the family of Lionel Duperron announce his passing. He will be lovingly remembered by his children Shawn, Jan, Kyle (Ontario) and Amber (Abbotsford). GOETZKE Marianne Elisabeth (Götzke) Marianne Goetzke died peacefully at Zion Park Manor, Cloverdale, January 19, 2016. She will be missed by the family she loved, by her friends, and remembered at Bethel Mennonite Church, where she was an active member for nearly 60 years. Her family includes 5 children, 10 grandchildren and 10 greatgrandchildren: Reimar Goetzke & Beverly Short (Lyris ShortGoetzke & Eric Stutzman-Calum, Myelle; Seth Goetzke), Ute Goetzke (Jen & Mark Goerzen-Gabriel, Gus, Piper; Rena & Matt Siddall), Bodo and Sharon Goetzke (Larissa & Jeff Neale-Oliver; Vanessa Goetzke; Natasha & Tyrell Mara-Olia), Lissa and Bill Decker (Brad Decker; Jonathan Decker; Ashley & Jayeson WallMadeline, Lincoln, Beckett), Helga Goetzke. Marianne was born May 2, 1923 in Neuhof, East Prussia and baptized in the AdligPokraken Mennoniten Gemeinde. She enjoyed school, especially mathematics. She and Otto Ernst Goetzke married in 1950 and with their first two children emigrated to Canada in 1952. The wildlife around Westwold made the walk to school precarious for the children so Otto left his mill job for a little farm in Aldergrove, 1954. In 1961 they moved onto a larger farm where they raised strawberries and laying hens. Marianne worked on the farm while Otto often did seasonal work at a tannery or fish cannery. Marianne showed her deep faith through action rather than word, ministering to her church together with Otto from 1980 to 1989 as a deacon. Her generosity continued with many gifts from her big garden, from her kitchen, and treats of Christmas and birthday chocolates. People tell of her bursting into a beaming smile that lit up her face. One couldn’t guess what would make her laugh, but her laughter would make people grin. The celebration of Marianne’s life will be held at Bethel Mennonite Church, 24687-56 Ave., Langley, 11:00 am, February 01, 2016. In lieu of flowers, her family requests donations to MCC BC. “Goodness and love unfailing will follow me all the days of my life.” Ps. 23:6 Online condolences to the family may be made to:

Robert Stanley Rob’s journey here, ended peacefully on January 24th 2016. He was born November 11th, 1951 in Flin Flon, Manitoba but spent most of his life in B.C. Rob loved hunting and fishing, he called the Cariboo “Gods Country”. He is survived by his loving family; wife Diane, sons Bob (Shanda) and Joe (Kelley), grandsons Emmett and Tyler, granddaughters Madison and Autumn, mother June, brother Lee (Shirl) and sisters; Janet (Bill), Carol and Joy (Wayne). Rob was predeceased by his father Milton and his sister Marie. Many thanks to all the family and friends who made Rob’s passing easier. Special thanks to Dr. Lubbe and the staff at Fischer Place.
