▼ MISSION CREEK IN KELOWNA
Oceola Club supporting restoration project KEVIN PARNELL The Oceola Fish and Game Club is urging fish and game clubs located all around Okanagan Lake to help support restoration efforts on Mission Creek as it
flows through Kelowna. The Oceola club has donated $7,500 to the project and also committed to an estimated $10,000 to $15,000 more over the next three years as a project to widen and restore Mission
Creek to a more natural flow has picked up some serious momentum lately. “Our club is located in Lake Country but our members are from all over the valley,” said Oceola director Mike
Kamann, who also donated $1,000 of in-kind work from his company, which does habitat restoration work. “Mission Creek is really the heartbeat of Okanagan Lake. It’s the main tributary and his-
torically it used to feed the whole flood plain that is now Kelowna. “Because it was diked years ago, a lot of wildlife and riparian values were lost. All of those values contribute to the health of the lake.”
The Oceola Club has thrown its support behind a group known as the Mission Creek Restoration Initiative (MCRI).

Update! On January 12th, clown and magician Aytahn Ross visited the school and entertained the students with a lively performance. Student engagement was fantastic and several students got to participate in the act!
Kaiden and Caleb are programming their Lego EV3 Robot to complete several missions on the “MiningBot Challenge” mat. These resource industry-based missions include such tasks as “delivery of aluminum for export”, “recycling scrap metal”, “rehabilitation of a decommissioned mine site” and so forth. This challenge mat was used at the Skills Canada Lego Robotics Programming Challenge last year in Abbotsford and we hope to have some students attend this year’s competition in April. Exploratory blocks at Oyama Traditional School happen for an hour every Friday afternoon. Students select their first, second and third choice and then intergraded exploratory classes are formed. The choices are Lego Robotics, Coding, LittleBits Electric Circuit Design, Maker Space Construction Challenges with PVC pipe, Paper Bag Scrapbooking, Wacky Science, Cooking, iMovie Film Making, and Knitting. These blocks offer rich personalized learning experiences involving creative and critical thinking and help students embody the District’s 21st Century Attributes of a Learner, those of being a collaborator, contributor, innovator, learner and thinker.

Familiarty to candidates to head up fruit growers RICHARD ROLKE The B.C. Fruit Growers Association can recycle ballots for president for the third year in a row. Jeet Dukhia, a Vernon orchardist, will go up against incumbent Fred Steele, from Kelowna, during the BCFGA’s convention Jan. 29 and 30. “I want to enhance the replant program,” said Dukhia, a former president who lost to Steele
in 2014 and 2015. “We have to include new land in the replant program.” Dukhia insists there is a need for senior government funding so new varieties of fruit trees can be planted on land currently not being used as a way of expanding export markets overseas, including in Asia. “We need to increase the level of production,” he said. “There has been lots of success with cherries

Councillor praises the Blue Dot movement RICHARD ROLKE A Lake Country councillor wants to know if more can be done to enhance the environment. Owen Dickie is asking council to direct staff to consider the goals of the Blue Dot movement and see if recognition of environmental rights can be incorporated into the official community plan review this year. “I, like everyone, am concerned about the environment,” said Dickie of the reason for his notice of motion. The issue arose after a recent presentation by some local residents about the Blue Dot movement. “It’s important to take all of the old codgers on the council bench and support younger people,” said Dickie. The Blue Dot movement, which is part of the David Suzuki Foundation, calls local communities to pass municipal declarations respecting people’s right to live in a healthy environment. “Community by commu-
nity, this movement will inspire decision-makers across our provinces and territories to take notice,” states the Blue Dot website. “With so many communities calling for action from all levels of government, the next step is to have our provincial and federal governments follow suit and pass environmental bills of rights. “Recognition in the Charter—the highest law in our country—is the final step in protecting the right to clean air, fresh water and healthy food for all Canadians.” Dickie isn’t sure if the district can follow all of the Blue Dot initiatives. “If the proposals are achievable, we will look at them. There will be things we can’t do (because of provincial legislation),” he said. Dickie is also asking council to write letters to the provincial and federal governments calling for legislation that recognizes the rights of all citizens to live in a healthy environment. @KP_media1
Jeet Dukhia ance. “Early and late cherries are not covered,” he said, adding that new
growers often find it difficult to access insurance. Steele agrees there is a need to plant trees on land not in production as well as to target trees more than five years old. “We’re trying to work with the federal initiatives program to see all older trees replaced,” he said, adding that markets will open up with new fruit varieties and that will bolster the Okanagan’s economy. “We’re creating an industry, new jobs.”
Steele also wants the BCFGA to focus on agri-tourism. “We want to see a set of rules that’s fair to everyone,” he said. “Getting this done needs good relationships with all levels of government. I would like to see closer ties with municipalities.” The only person nominated for vice-president is Pinder Dhaliwal from Oliver. The three positions for northern executive di-
rector are being sought by Sukhdev Goraya, Asif Mohammed, Surjit Nagra, Tony Nijjar and Tahir Raza. Nominated for the three southern executive director seats are Ravinder Bains, Sukhdeep Brar and Peter Simonsen. The annual general meeting takes place at the Ramada Hotel in Kelowna. The BCFGA represents 500 commercial orchardists.

Feds weeding out marijuana legalization With unlicensed marijuana dispensaries popping up in urban areas and thousands of unregulated medical licences for home growing still in legal limbo, the Trudeau government is starting work on its promise to legalize recreational use. Marijuana was a media darling in the recent election, but meeting in Vancouver with provincial ministers last week, federal Health Minister Jane Philpott found herself preoccupied with issues deemed more urgent. These include shifting our post-war acute hospital model to community primary care, tackling aboriginal health care needs, pooling pharmaceutical purchases to slow rising costs, and meeting an urgent Supreme Court of Canada directive to legalize assisted dying. At the closing news conference in Vancouver, Philpott was asked how recreational marijuana should be sold.
BC Views
Tom Fletcher Licensed medical growers want exclusive rights do it by mail as permitted by the Harper government, another measure forced by our high court. That would shut out the rash of supposedly medical storefronts, which city halls in Vancouver and elsewhere imagine they can regulate. Philpott said the question is “premature” and federal-provincial justice ministers were dealing with it at their meeting. Ottawa will have a “task force” too. Vancouver descended into a pot store free-for-
all due to benign neglect from council and police, and Victoria isn’t far behind. Vancouver Coun. Kerry Jang, a rare voice of reason in the Big Smoke, has protested dispensaries using street hawkers to attract young buyers, and pot stores setting up near schools. Other communities, more aware of their limitations, have resisted issuing business licences. One recent proposal in the Victoria suburb of View Royal came from a fellow who insisted marijuana extract had cured his cancer. This is typical of claims that proliferate on the Internet, and is one of many warning signs about dispensaries that put up red cross signs to sell pot products with exotic names. B.C. Health Minister Terry Lake was more forthcoming a few days earlier, responding to a Vancouver reporter who judged marijuana more interesting than his just-announced plan to
hire 1,600 more nurses by the end of March. Lake noted that Ontario Premier Kathleen Wynne is keen to sell marijuana through the province’s monopoly liquor stores. B.C.’s government liquor store union has also endorsed this idea, forming an unlikely alliance with nonunion private stores to get in on the action. “There are public health officials that I’ve talked to who say that the co-location of marijuana and liquor sales is not advisable from a public health perspective,” Lake said. “I think whatever we do it has to be highly regulated, quality control has to be excellent and above all we must protect young people.” Yes, liquor stores check ID. But the notion that marijuana might be sold next to beer and vodka in government stores deserves sober second thought, and serious scientific work of the kind that has shown damage to developing
brains from teenage marijuana use. Of course all of this urban hand-wringing over pot stores ignores the de facto legalization that has existed across B.C. for decades. The Nelson Star had a funny story last week about a local woman’s discovery on Google Earth. Zooming in on area mountains, one finds not only the Purcell landmark Loki Peak, but also Weed Peak, Grow Op Peak, Cannabis Peak and Hydroponic Peak. Whatever the source of this cyber-prank, it could also be applied to other regions of B.C. For the record, I’ll restate my long-standing position that legalization is the only logical answer. I’ll say the same about other drugs that drive most B.C. crime, but that’s a subject for another day. Tom Fletcher is B.C. legislature reporter and columnist for Black Press. There is always a lag between input and output, impetus and consequence. The lake in front of my home is a heat sink. It receives its maximum input of solar energy in mid-June. But it continues to get warmer even as the days grow shorter. It won’t start cooling until early fall. The lake’s output lags months behind the sun’s input. In the same way, governments change. But the processes instituted by previous governments keep rumbling on. Changing institutions is like trying to turn SEE TAYLOR A5

United Way hopes to overcome fundraising goal shortfall of $400,000

Changing course on religious direction slow moving process TAYLOR FROM A4 a supertanker. The pilot turns the wheel, but 500,000 tons of inertia wants to keep going straight ahead. That’s why I worry about those supertankers—burdened with crude oil, liquefied natural gas, bitumen, whatever—threading the maze of narrow passages on B.C.’s north coast. Still, turning a supertanker is easy compared to redirecting an entire industry. “Even as the global warming crisis makes it clear that coal, natural gas and oil are yesterday’s energy,” writes activist Bill McKibben. “The momentum of two centuries of fossil fuel development means new projects keep emerging in a zombie-like fashion.” At the Paris climate Conference in December, 155 countries vowed to reduce their dependence on fossil fuels. At the same time, pipeline projects queued up waiting for approval. McKibben listed 15 in North America alone, five of them in Canada. He could have added dozens more in the Middle East and Central Asia.
“And it’s not just pipelines,” McKibben continued. “I couldn’t begin to start tallying up the number of proposed liquid natural gas terminals, prospective coal export facilities and new oil ports, fracking wells and mountaintop removal coal sites…” Entrenched practices develop their own momentum. The oil industry is little over 150 years old. The world’s first oil well was dug in 1858 near Sarnia, Ont.; Canada didn’t become a major oil producer until 1947, when Imperial’s Leduc #1 gushed on line. By comparison, the Roman Catholic Church has built up 2,000 years of momentum. So imagine the task confronting Pope Francis, as he tries to adjust the course of a ship with 1.3 billion passengers. My own church is barely 90 years old. Yet it too struggles to overcome inertia. I doubt if many of my church’s 2.5 million members and adherents still believe in a flaming hell somewhere underground. Yet its official statement of faith, originally patched together by four denominations, still as-

Two weeks are left and the United Way of Central and South Okanagan/Similkameen (CSO) fundraising campaign is still short of its $1.5 million goal. With the fundraising campaign to wrap up Jan. 31, the total raised so far amounts to $1.1 million. “All donations raised here, stay here,” reiterated Shelley Gilmore, executive director of United Way CSO. “With one in five children living in poverty in our region, we’re hoping to tackle the root cause of poverty in our communities and make a dent in these startling statistics. “We are so thankful for all the
workplace campaigns, individuals and socially-conscious companies that donate annually. “The needs are greater every year so we hope that donors will still consider giving before the end of January. Your gift makes such a difference in the lives of so many.” Last year, the United Way invested more than one million back into the community in three focus areas—to support vulnerable kids, youth, families and seniors. A complete list of funded programs and impact investments from United Way is available online at unitedwaycso.com/whatwe-do/. Gilmore says the United Way
serves a diverse and broad region, collecting donated funds separately for each region (Central and South Okanagan) with those funds allocated based on the need and focus area. Gilmore says employee workplace campaigns make up a significant portion of the annual campaign and 16 workplaces have yet to report so they expect to see a hike in the total by the end of January. In the first two weeks discount airline NewLeaf had been accepting bookings from new markets in Winnipeg, Regina and Hamilton the flood-gates had opened with bookings of people wanting to fly into the Kelowna International Airport. Big White Ski Resort had confirmed 74 new bookings into its resort while NewLeaf overall booked thousands of flights into previously untapped markets. But that all ground to a halt last week with an announcement from NewLeaf that they would be suspending reservations and offer-
ing refunds after an issue arose regarding the proper licensing for the airline. “It’s been a bit of a nightmare to say the least,” said Michael J. Ballingall, Big White’s sales and marketing manager and the past president of the Thompson Okanagan Tourism Association. “We had huge call volumes. ket.” The ripple effect of NewLeaf ’s announcement of discount flights as low as $89 one way was also felt in prices on Canada’s two major airlines as both Westjet and Air Canada almost immediately moved to offer deals after the original NewLeaf announcement. But less than a full two weeks after NewLeaf ’s announcement, the company suspended bookings while the Canadian Transportation Agency—the federal body that regulates the airline industry—looks into whether a company that does not operate any aircraft, but market and sell air services to the public, should be required to hold CTA licences. “The reason why we launched on January 6 is because it was confirmed that we were in full compliance of CTA licensing regulations,” said NewLeaf chief executive officer Jim Young. “The CTA gave us an exemption from holding a licence directly while it reviews its legislation. “Now, there is ambiguity in the air as to whether we need to amend the relationship with our air service provider, or whether we need to have a licence ourselves. We welcome a regulatory system in which businesses like ours can thrive in Canada as they do in other countries. As with any success that threatens to change the status quo, there are those that will resist that change and take any measures necessary to maintain the existing playing field, even if it is to the detriment of the vast majority and the benefit of the very few.” NewLeaf ’s business model had their company in charge of all marketing and sales and they would contract airplane service from Kelowna-based Flair Airlines, a company that operates five Boeing 737 airplanes as a charter business. In the NewLeaf model, Flair would use two its 737’s for NewLeaf with its pilots and flight attendants operating the flight portion of the service. Flair has held the proper li-
censing for its planes for more than 10 years but this is the first time it had an agreement with a company like NewLeaf. “We think this is a good decision at this point in time,” said Chris Lapointe, Flair’s vice president of commercial operations. “The barriers to entry in the commercial travel business are huge. “I think it was pragmatic of them to say, ‘Let’s get this in order now.’ “It’s not good news but it’s by no means bad news. We would rather have them get their regulatory issues resolved and clean now rather than starting something and having to stop it partway down the road.” Both Lapointe and Ballingall expect the service to at some point receive proper licensing and the previously announced discount flights to be available to the flying public. It’s just a matter of when and if the NewLeaf model will be one that emerges from a few different proposals that are currently out there. “There are three or four different entities trying to get a third airline launched in Canada,” said Lapointe. “Finally someone announced it and that made people stand up and pay attention. You can be sure the regulator started receiving calls. I’m sure the competitors are asking questions. I think it’s going to be tough sledding. The competition is fat and happy and are making lots of money. “Gasoline (prices) basically went in half and they didn’t reduce their pricing. Both WestJet and Air Canada do a great job, it’s just their pricing scheme.” For Ballingall at Big White, the frustration of having to refund packages—about 40 per cent of the new bookings were cancelled while more than half of the people found alternate air fare to Kelowna— has been offset with the positives of opening up new markets of tourists who were able to come directly to Kelowna. “All this has done is delay the inevitable,” said Ballingall.

Project addresses flooding and fish spawning issues OCEOLA FROM A1 Led by the City of Kelowna, the group also includes the regional district and the province, the Friends of Mission Creek, the Okanagan Nation Alliance, the Westbank First Nation and the Central Okanagan Land Trust. The group is focussed on restoring Mission Creek
back toward its original flows, before dikes straightened the creek. Originally as it entered Kelowna, Mission Creek would have wandered and meandered for 33 kilometres before dumping into Okanagan Lake. As Kelowna developed and dikes were built to control the flow, the creek was changed
and now hurtles over the same stretch of land in just 11 kilometres. But things are starting to change and the Mission Creek Restoration Initiative is nearly complete the first phase of restoring Mission Creek closer to its historical route. Working on a 800 metre stretch from the Casorso Bridge down-

side of the creek from about 40 metres to about 140 metres wide. That will allow Mission Creek to meander and more naturally flow as opposed to the water careening down a straight line towards Okanagan Lake. Kamann says bringing a more natural flow back to the creek will have numerous benefits. “It will increase the amount of spawning areas for the stream spawning (kokanee), it will benefit the quality of the water going in the lake and that’s huge. It will promote more wildlife right from frogs to birds to deer and all of
those have some sort of minor or major input into the health of the creek and the lake itself.” The widening of Mission Creek is going to be a long process that can only take place when landowners near the creek agree to partner with the MCRI. In this case, MCRI, led by the City of Kelowna, purchased the first parcel of land from the Casorso family in 2012. The next parcel followed and by 2014 the group partnered with engineering students at UBC Okanagan who worked on the design of the new dike. Construction began last year and as of this week it is largely complete with finishing work on the dike and clean-
up still to take place and in the summer (when allowed by the federal Department of Fisheries) more work will take place to help create a few meanders. Several fish and game clubs have already stepped forward with donations but Kamann says there are more located in every city around Okanagan Lake that can step forward to support the project because it benefits the entire region. Along with the Oceola donation and ongoing support, Trout Unlimited donated $5,000 and the Peachland Sportsmen’s Association also $5,000. There are many other funding partners as well. lion to help with property acquisition while two major grants gave the project a serious push as MCRI and its partners were awarded a $250,000 grant from DFO and a $380,000 grant from the Habitat Conservation Trust Fund. At the City of Kelowna, Todd Cashin is the man in charge of the project.Cashin has been working on it in various levels since 2001 with the regional district. But it was spring of 2007 when Mission Creek saw flood levels hit a 50-year high that really signified it was time to get to work. In 2012 and 2013, three separate flood events occurred on Mission Creek as water levels reached unprecedented levels. It’s this flooding that is the main reason for the work, along with creating better habitat for fish, and wild creatures living along the creek, said Cashin. “Absolutely everyone benefits from Mission Creek whether it’s in your homes with water quality, helping out irrigation for agriculture and supporting rainbow and kokanee fish stocks and species at risk,” said Cashin. “That stuff is all really important but in my mind what’s more important, with climate change as the big train coming at us, is Kelowna is on a flood plain. “We’ve seen flooding in other communities and we need to pay attention to that. Moving the dikes back and giving the creek some more room is an important first step.” @KP_media1

Retirement short lived for former school district superintendent Hugh Gloster’s retirement was a quick one. Gloster retired from his role of Central Okanagn School District superintendent at the end of 2015. On Jan. 4, he began his new job—project manager for the renewal of the Faculty of Education program at UBC Okanagan. Throughout his 36 years in the Okanagan, the former teacher, principal, administrator, and leader, has seen it all. Gloster has occupied every education role within the public school spectrum, from administration to teaching. During his tenure as superintendent, Gloster focused on developing a culture of collaboration, which he already sees as an emphasis in the renewed Bachelor of Education (BEd) program at UBC.
“Two heads are better than one,” said Gloster. “We must work in teams and networks to best meet the students’ needs.” During his career, Gloster has seen many changes to the B.C. education agenda. “When I began teaching, it used to be acceptable for teachers to go into their classrooms and work in isolation,” Gloster said. “But we’ve learned that collaboration is the key. We must work in teams and networks to continually improve our practice and learn from each other. Building a community of learners is critical.” Gloster brings with him an understanding of school districts and processes of school boards that will help the next generation’s educators find their fit within the
renewed BEd program and their chosen careers. “School districts want to develop students and equip them with the skills to be learners, thinkers, innovators, collaborators, and contributors,” he said. “If we can help our students acquire these skills, we will serve them well.” UBCO’s director of the Faculty of Education, Susan Crichton, is thrilled that Gloster is joining the university and is bringing such an abundance of experience. “We are very pleased to welcome Mr. Gloster to the education team,” said Crichton. “He brings a wealth of understanding and an outside perspective that ultimately benefits our students and the next generation of learners. “He is a proven friend of education and learn-
Some of the financial pressure faced by prospective business students in B.C. can be reduced, thanks to David Black, owner of Black Press. Graduating high school students in 37 B.C. school districts, intending to study business at the UVIC’s Gustavson School of Business, can apply for a $5,000 scholarship. The Black Press Business scholarship is awarded based on academic merit, leadership and a demonstrated de-
sire to make a positive difference in the world. Students must apply to the Gustavson School of Business, Bachelor of Commerce Program before Feb. 28 to be eligible. Information about the scholarship is online at: www.gustavson.uvic. ca/blackpress. The scholarship was established in 2008 by Black to give students from across B.C. access to a business education. He chose the Gustavson School of Business because of the innovative program for-
mat. Students spend the last two years of the program fully immersed in the business school where they can specialize in entrepreneurship, service management, international business or management where they customize a program that suits their interests. Every student takes at least two paid co-operative work terms, has the opportunity to participate in an international exchange, and learns about sustainable business practices.

Lake Country helping pay for Oyama Community Hall repairs
RICHARD ROLKE
The Oyama Community Hall is getting a boost from taxpayers.
Lake Country council will provide a $3,060 grant to the Oyama Community Club to assist with the costs of
emergency repairs to the furnace. “It’s difficult to raise big dollars so they can come to the municipal-

operational expenses and contingencies,” said Rose Bronswyk Kassa, chief financial officer. The $3,060 grant will be reduced by $435, which is the unused portion of a 2012 grant for fire escapes and electrical repairs that had not been returned to the district yet because of an accounting oversight. Since 2006, the Oyama Community Club has received $180,000 in assistance from the municipality. “Works have included roof replacement, replacement of the furnace, ducting and a new door, a fire suppression system, parking lot repairs and paving, a fire escape, electoral drainage and an historical display,” said Bronswyk Kassa.

Central Okanagan homeless count KATHY MICHAELS A better grasp on the number of men and women struggling with homelessness in the Central Okanagan should be known next month, following a communitywide count. The federal government is funding the local endeavour, which will be led by the Central Okanagan Foundation, alongside counts in 29 other Canadian communities. The aim is to create a national understanding of homelessness, as some communities have never undertaken the task. Kelowna has done its own homeless counts in the past, with the last being completed three to four years ago. Other communities around the country have also taken on the task. The problem has been that the methodologies from area to area differ, and that undermines the results. Randy Benson, executive director, of Kelowna’s Gospel Mission, said the study should yield useful information for those who make helping Kelowna’s street people
their business. “It gives us a baseline,” Benson said, noting that the Gospel Mission will offer assistance with the count, but the Central Okanagan Foundation is really the lead. “A lot of times we are asked if homelessness is increasing or decreasing, but we need a consistent starting point to see if numbers go up or down in the next couple years. It will give us a clearer picture of the community at large.” That picture, he said, will likely come as a surprise to many Kelowna residents. “There is a lot of homelessness you don’t see. Our outreach workers know where the camps are, and where the homeless hang out. If you come down Leon Avenue or go to the Gospel Mission, you see people there, but the problem extends beyond those places.” Even resources serving the homeless that can be seen are being stressed beyond normal. Usually at this time of year the number of people using local services begins to decrease. This year the full capacity of 100 beds has been reached more than once. On av-
erage, 80 to 90 beds are used each night. Daytime food and support services are also seeing heightened demand. Benson couldn’t say what’s causing increased pressure on services—Kelowna’s high cost of housing and low supply has been an issue for years. He did, however, note the numbers of seniors and women using the mission’s services have increased. He’s hoping that the homeless count will help suss out some clearer explanations of what’s causing the rise. If not, the count should certainly help the new City of Kelowna staffer who will be dedicated to dealing with homelessness. Late last year Kelowna city council decided to hire a social issues co-ordinator who will deal with homelessness. Their start date will be in the late spring or early summer. The need for the position became apparent in 2015, when city bylaw officers reported dealing with twice as many homeless camps than they had seen before.

Snow accumulations are a challenge.
Plan to Recycle your Christmas tree
Roadside parking can significantly hamper snow‐clearing efforts, particularly on the narrower side roads. Residents & businesses are asked to do their best to leave as much room for the plows as possible on the side roads.
It’s always a bit sad when the tree comes down, but you can feel good knowing it will have another life after the holidays. Drop it off before January 31 in the parking lot at Jack Seaton Park (1950 Camp Rd.) and your tree will be chipped and composted. Gates are open 6am‐11pm.
