The weaker Canadian dollar has made this country’s lumber products more competitive globally, which has helped not only large producers but also smaller operations like private woodlots. This was one positive to emerge from the Boundary Woodlot Association (BWA) annual winter meeting held in Midway on Jan. 9. President George Delisle welcomed over thirty association members along with a number of guests to the gathering, including Boundary Similkameen MLA Linda Larson and Regional District of Kootenay Boundary Area E/West Boundary Director Vicki Gee. Also in attendance were several representatives of local sawmills, as well as members of the West Kootenay and South Okanagan woodlot associations. Attendees had come together to get an overview of the current market and regulatory practices for private or leased woodlots, small-scale production forests that provide lumber for a variety of uses. A Midway man charged with multiple offenses resulting from a routine traffic stop in Kelowna on Jan. 6 has been identified as Anthony James Graham, confirmed a representative of the Kelowna RCMP detachment. The driver of a black Mercedes SUV was identified as Graham and
found to be in breach of a court-ordered driving ban related to a conditional sentence. Graham fled on foot carrying a duffle bag but was quickly apprehended by police. More than 360 grams of illicit drugs, including cocaine, heroin and crystal meth, were found in the duffle bag, along with a loaded .22 calibre hand gun with extra magazines, a hunting knife, a silicone
mask, a silencer, break-in tools and more than $2,200 in cash. Police later used a warrant to search the suspect’s vehicle and found an assault rifle, a drum magazine, soft body armour and a sledge hammer. Graham remains in custody in Kelowna charged with possession of illegal drugs for the purpose of trafficking, possession of a loaded

prohibited/restricted firearm with ammunition, and breach of a conditional sentence order. Police confirmed that Graham has a long history of offences dating back to 2005, when he was charged with driving while suspended. His next appearance at the Kelowna Supreme court will be on Feb. 16 at 9 a.m. for a Conditional Sentence Hearing.

Most of the current board of directors of the Rock Creek and Boundary Fair Association are returning for at least another year. This was the outcome of the association’s annual general meeting held last Wednesday in the fairground pavilion, when about 50 members of the fair convened to elect the 2016 board and listen to an overview of the fair’s plans for this year’s iconic event. President Bill Bosovich began the evening by offering the board’s condolences to the families of Neil (McNeil) Smith and George Bubar, who passed away this January. Both were lifetime members of the fair. Treasurer Lisa Sims provided an overview of the fair’s finances, as well as an update of the long-standing case involving past board members and their refusal to produce financial documents. “I had sincerely hoped that when I gave the report this year that it would have been a brief summary that ended with a resolution of this file,” Sims said. “Unfortunately that is not the case.” “In February 2015, the file saw another delay as the Midway RCMP detachment was temporarily out of commission due to asbestos being found in the building. In March the RCMP officer in charge of the file, Cst Kevin Pierotti, attended the board of directors’ meeting and advised us of the progress made on the file. “In August there was the fire. In September a production order was granted by a judge to obtain additional documentation. Due to a change in law, the production order needed to be refiled which was completed in October. On Dec. 29, the RCMP received 472 pages of documentation as a result of the production order. Since that time I have unsuccessfully attempted to contact Cst.Pierotti in order to obtain
a timeline for the file moving forward. “On Jan. 16, I received an email from Cpl. Judson Mayes to advise that both he and Cst. Pierotti would be in attendance at tonight’s [board of directors] meeting to provide an update on this file,” Sims continued. “The update is as follows: Cst. Pierotti is working through the documentation and is requesting forensic help from Insp. Tom Roy who is the Kootenay Boundary regional inspector. Cpl. Mayes will be following up with Insp. Roy with respect to the request for assistance and to impress upon him the importance to, and the frustration felt, by both the association and the community, from the lack of progress on the file. “The board will be following up, and if necessary, will send a contingent to Nelson to meet with Insp. Roy. I urge everyone who is interested in having the matter resolved, to contact Inspector Roy at the Nelson RCMP detachment. Write a letter, make a telephone call, voice your opinion, urge him to take action on this matter. Also, Cst. Pierotti has advised that if you have any questions or concerns, feel free to contact him at the Midway RCMP detachment and he will be happy to speak with you.” As for the 2015 fair itself, as reported by Sims shortly after its conclusion, it saw a drop of 12 per cent or $16,292.22 in revenue, due to lower attendance caused by wet weather and possibly a fallout from the Rock Creek fire. Vice-president Ilana Fraser offered a breakdown of the final budget numbers for 2015, which came in $5,000 under the projection, while director and contracts manager Pierre Sinclaire provided a review of 2015 and 2016 contracts. Sinclaire was unable to speak to the fate of the Ponderosa Arts and Music Festival, which was cancelled last year due to the wildfire, though he was hopeful that the organiz-
ers would be able to once again stage the event in August. The 2016 version of the Boogie Bash, which brings hundreds of motorcyle enthusiasts together for a five-day festival, has been officially scheduled for July 27 - Aug. 1. Sinclaire also reported that fair office manager Jodi Klein had agreed to return for another year. Bosovich reviewed the varous infrastructure projects undertaken by the board during 2015, including the new gatehouse (due to be completed this year), a new irrigation pump and ongoing improvements to the irrigation system, extensive electrical upgrades, improved drainage in the parking lot and new toilets. Bosovich applauded the board for an excellent 2015 and thanked all of the volunteers and donors who make the fair possible. Capping off the annual general meeting was the election of the 2016 executive officers and board of directors, overseen by Lions’ Club President Les Jackman. Bosovich was reelected by acclamation, as were Vicepresident Ilana Fraser, Treasurer Lisa Sims and Secretary Rachel Lautard. Seven of the nine directors will also be returning, while two new directors were elected. Returning for another year in office will be Lincoln Blaine, Carol Thom, Ian Smith, Danny Nakatsu, Rebecca Lindquist, Dean Corbett and Pierre Sinclaire. Replacing outgoing directors Scott Petrie and Katherine Delisle are newcomers Debbie Pownall and Jeff Sarsons. During a short meeting upon the conclusion of the annual general meeting, the board chose “Sew it, Grow it, Show it” as the fair’s theme this year, in honour of the 100th year of the Rock Creek Women’s Institute. The event runs Sept. 17 and 18 at the Rock Creek Fairgrounds.

Salvage costs can be off-putting The Rock Creek fire left thousands of hectares of burnt wood in its wake, and the removal of affected lumber for processing is currently underway. B.C. is no stranger to making the most out of damaged wood, but several examples of such efforts in the U.S. illustrate the challenges inherent in salvaging burned timber. One of the biggest blazes was the 2013 Rim fire that scorched 100,000 hectares of the Stanislaus National Forest and Yosemite National Park. Left in the fire’s wake were an estimated one billion board feet of salvageable timber, a potential windfall for economically depressed communities in the region. Ultimately, it was determined that it could take up to eight years to process all the logs that could be salvaged from the fire. It took a full year alone for foresters to survey the burned stands (a stand is a group of trees of sufficiently uniform species composition, age and condition to be considered a homogeneous unit for management purposes) and offer contracts for removal of the lumber. That left only a year in which burnt trees could be harvested before the wood became commercially nonviable. Add to that the lack of local mill capacity to process the timber, as well as the cost of trucking it elsewhere, and the desirability of the contracts was considerably diminished. Salvage costs in the wake of even much smaller fires can be off-putting, making cleanup of the Rock Creek fire site a daunting, expensive and, likely, longterm task. Mills such as Midway’s Vaagen Fibre and Vernon-based Tolko are buying burnt wood, though not all lumber is deemed acceptable for processing, suggesting that the Highway 33 corridor may continue to look much as it did when the wildfire ripped up the valley last Aug. 13.

Village of Midway council met for its regular meeting Monday.
Public Works update
Council welcomed Public Works Foreman John Boltz to provide an update on infrastructure projects. Boltz reported there had been issues with the community hall sump pump which were subsequently discovered to be caused by a problem with the float, while clothing had, again, been discovered in the sewer system. This necessitated both pumps on 13th Street and one main pump in the maintenance yard to be pulled and the system cleaned. All equipment not currently in operation was stored in one of the storage hangers in preparation for snow plowing, which has been ongoing since late November. Crews have been forced to move snow piles around to make room for new snow, Boltz explained. Public Works’ new truck presented several issues during plowing but those problems were solved and the truck is now operating properly. Boltz also told council that there had been issues with the unit heater in the ambulance bay, though it is functioning normally again. He suggested the heater would need replacing at some point in the near future. FortisBC has finally completed a relocation of its hydro pole on 12th. Street Public Works is now awaiting Telus and FortisBC to remove equipment from the old pole so that it can be removed. Boltz attended a public works forum in Castlegar in December and reported that it was extremely informative and resulted in works foremen from around the region agreeing to convene on a reg-

Used command vehicle purchased Penny Feist reported that the village has purchased an incident command vehicle, a 2010 Dodge 3/4 ton 4x4 Crew Cab Command Unit for $13,000. The original asking price by the Minburn County Fire Department in Vegreville, AB was $20,000, which was lowered by the MCFD as a gesture to the MVFD. The vehicle will be picked up in Edmonton by Keith Martin, who will drive it back to Midway on Feb. 4. Arena Manager’s Report Bob Peters asked council for permission to draft a proposal to Boundary Central Secondary School for the establishment of a hockey academy, much like those which have been held in both Osoyoos and Grand Forks. Peters also noted that the annual men’s and ladies hockey tournament is scheduled for early February and the arena will play host to the pee wee house playoffs at the end of February. Peters is also planning a volunteer fire personnel tournament for Jan. 30 and a one-day season windup tournament in March. Community Church lease approved The Boundary Community Church (BCC) was informed that the village would be billing the church for cleanup of the community hall if it is not
left clean. For its part, the church had voiced its concern that they were finding the hall in poor condition following the change in janitorial personnel. Some council members noted they had received complaints about the hall cleanliness, and some questioned if the village was losing renters due to the church’s perceived neglect of cleanup. Council agreed that there needed to be more cohesion between the BCC, janitorial staff and the village regarding cleanup responsibilities, but fell short of rescinding on the BCC lease agreement for 2016, instead suggesting that council revisit the matter prior to 2017.

Business license system retained The current business license bylaw is still being addressed, with council considering the initiation of a perpetual licensing system. However, village staff has, for now, been instructed to continue with the status quo for 2016 business licensing. Yes to advertising Council agreed to advertise in the Royal Canadian Legion 2016 Military Service Recognition Book, choosing the black-and-white business card size for $260. No to accommodation tax The village has decided against supporting the municipal and regional district tax recommended to them last year. The tax adds two per cent to all hotel and motel guest bills, with the money going to promote tourism within the Boundary. *** The next regular council meeting will be on Monday Feb. 1 at 7pm.

Safety tips for families How can snowmobiles be used safely?
If you’re a parent who operates a snowmobile, you can model safe behaviour by following these guidelines.
Before you go out

• Check the weather forecast. • Check the condition of the trails. Do not snowmobile on ice if you’re not sure how thick it is or what condition it is in. In some areas, you may need to assess whether there is danger of an avalanche. • Be careful when fueling your snowmobile to avoid burns. • Take care when loading snowmobiles on and off trailers to prevent strains and crush injuries. • Learn the signs of hypothermia (when body temperature drops to dangerously low levels) and what to do if this happens.
Have the right equipment
• Wear well-insulated protective clothing including goggles, waterproof snowmobile suits and gloves, and rubber-bottomed boots. • Drivers and passengers should wear helmets that meet Canadian standards. • Snowmobiles should have brightly coloured antenna flags mounted on rods that are 1.2 m to 2.4 m long, located on the back of the snowmobile. This is especially important if you’re driving in a hilly area, so that others can see you. • Carry a first-aid kit, an emergency tool kit (with spark plugs, and drive and fan belts), an extra key, and a survival kit that includes flares. Carry a cellular phone if you’re in an area with service.

• No one younger than 16 years old should drive your snowmobile. • Never allow children younger than 6 years old to ride as passengers. • Do not carry more than one passenger. • Don’t pull people on saucers, tubes, tires, sleds or skis behind a snowmobile. If you must tow someone, the safest way is to use a sled or cutter attached to the snowmobile by a rigid bar connection. Travel at a slow speed over level terrain away from trees, rocks and other vehicles. A spotter should always watch when someone is being towed. • Beginners should stick to groomed trails and drive during the day. • Always travel at safe speeds. Many trails have posted speed limits. • Be extra careful on unfamiliar or rugged terrain where you might run into hazards you can’t see, such as barbed wire. • Always keep headlights and tail lights on so that you can see, and so that others can see you. • Travel in groups of 2 or more, and only on marked trails away from roads, waterways, railroads and pedestrian traffic. • Never drink alcohol or use non-prescription drugs before or while operating a snowmobile.

Project seeks citizen historians Submitted
A global project has been launched which will research the lives and wartime service of ‘Geordies’—from the NorthEast of England—in the armies of Australia, New Zealand, Newfoundland, and Canada during the First World War. “Dominion Geordies in World War One”—funded by the Arts and Humanities Research Council—will seek to “crowdsource” research by recruiting volunteer researchers in Canada and overseas. Dr James McConnel, history lecturer at Northumbria University, explained: “The first stage of the project will involve collecting information that will help us build a comprehensive and fascinating insight into the stories of so many of the local men and women of the North East who, having left their native land in the three decades or so before the war, found themselves volunteering to return and fight for the homeland in the campaigns of the war across the world. “By better understanding their com-
plex identities, we hope to get a clearer picture of a fascinating aspect of the First World War that has been almost completely forgotten.” Take, for example, George Burdon McKean. Originally from Willington, County Durham, he was a student at the University of Alberta when the war broke out and served in the Canadian Expeditionary Force. He was awarded the Victoria Cross, the Military Medal and, after he was commissioned as an officer, the Military Cross—making him one of only a handful of people who have won all three and survived the war. The research will consider not only individual “migration histories” like these, but also the way that individuals and communities saw their own identities— as “Geordies” and Britons, but also Australians, Canadians, or New Zealanders. The information for the database will be gathered by “citizen historians” and the 12-month project is open to anyone. All you need is an interest in the First World War.

Graham Watt, who recently took over a local mapping business (and who is also the project coordinator of the Kettle River Watershed Management Plan) reported on riparian conditions adjacent to logging sites and was pleased to tell the audience that conditions are better in those areas than in those bordered by agricultural land. “I think the good news for forestry,” Watt said, “is that except for the road situation, the best riparian areas were actually all in the timber lands and the protected areas. The problem areas are those in which roads, range and forestry come together, and I’d be very interested in meeting further with you to share what we found in the Boundary regarding riparian management.” Delisle reminded all woodlot operators of their obligation to forward emergency contact information and the location and type of their operation to the Southeast Fire Centre in Castlegar by March 1, 2016. He stressed that this process was extremely important, as the information was crucial to BC Wildfire in the event of a fire in or around a woodlot. Members from the West Kootenay Woodlot Association and the South Okanagan Woodlot Association spoke about the rules and regulations in their districts, highlighting how the implementation of those regulations varies from district to district. Some woodlot operators are, according to Delisle, frustrated by this disparity, which is a concern throughout out the province. “The inequity has given rise to the situation where there is an uneven playing field,” said Delisle, with some districts having

The rules are not being applied equally to everyone. It sounded like a good idea at the time but has proven to be fraught with unforeseen difficulties. The public had asked for this but in my opinion it has backfired.” Tom Bradley from the West Kootenay Woodlot Association spoke about the First Nations consultation referral process and what is required by law compared to what, in Bradley’s words, is “nice to do.” When applying to develop woodlots, applicants must initiate a consultation process with First Nations by sending an information sharing package to the appropriate bands. Once the information sharing packages are sent out, the licence applicant is required to make a diligent effort to follow up with First Nations to ensure they received the packages, request their responses, and offer to meet with them. Fees for this consultation process can reach $500.Any changes to a licensee’s operation must also be shared with First Nations, with appropriate fees applied. The woodlot licensee is also expected to answer site-specific questions that might be posed by First Nations in response to the initial information sharing package and respond to requests for supplemental information. These might include requests to see archaeological, wildlife, hydro-logic or other assessments, or requests for digital mapping files. Bradley also spoke about “professional reliance” and how he feels it should work in the forest industry. This approach involves increasing the forestry industry’s reliance on trained professionals both within and outside
of government to guide decision and policy-making in forestry. This includes foresters, engineers, biologists, soil scientists, technologists, hydrologists and others who are passionately engaged in forest management. Their education and experience are viewed as a large part of the reason B.C. is a world-leader in forest practices and environmental management. Further empowering these professionals with the authority and tools to make decisions and generate solutions may not only utilize a strong framework already in place but will also minimize duplication of effort with government staff, Bradley said. During the meeting, both the Vaagen and Tolko mills indicated that they are currently buying burnt wood from the Rock Creek fire. Mills are suggesting there is little demand for yellow pine killed in the fire, while salvage of fir has begun. Companies are stressing that timing is considered critical in this process, as the burnt wood loses its value quickly as it dries out. Timing is also critical from a silviculture perspective: if logging is not complete by the spring, any new sprouts that emerge as the snow melts will be destroyed with any further harvesting later in the year. ”In order to avoid the costly expense of planting trees it is critical that this wood be salvaged as soon as possible,” Delisle said. “Please be aware that the burnt wood is not appropriate for the chipping facility at the Midway operation, due to the devaluation of burnt wood chips for pulping purposes. At this point in time the demand and price for hog fuel (an unrefined mix of coarse chips of bark and wood fibre) for energy conversion is not high enough to justify the harvesting of burnt wood for that purpose alone.” The BWA will meet again in the summer.
