Two more alleged UN gang members are now charged with conspiring to murder the Bacon brothers and their Red Scorpions associates during what police say was an all-out gang war in 2008-09. The Integrated Homicide Investigation Team (IHIT) announced the murder conspiracy charges against 32-year-old Troy Tran, of Vancouver, and another unnamed 31-year-old man, whose identify has been withheld. They’re accused of plotting with other UN gangsters to take out a series of rivals, including the Red Scorpions’ Kevin LeClair, killed at a grocery store parking lot in Langley in 2009, and Jonathan Barber, slain in Burnaby in 2008 by mistake because he was installing a stereo in a car owned by a Bacon brother. The two men are also charged with conspiring to murder the three leaders of the opposing gang – Jonathan, Jarrod and Jamie Bacon. continued on page 7

Surrey and Delta residents should brace for an increase in their property taxes this year as respective councils grapple with how to balance the budgets.
Surrey Coun. Tom Gill told The Leader Tuesday the finance committee has met to discuss some of the city’s capital plans and costs, and how those can be met. He said he’s planning a 3.9-per-cent property tax increase. That amounts to
$70.28 in taxes added to the average home worth $671,000. Add to that a one-per-cent road levy ($18.02), and the hike becomes $88.30. The levy was introduced in 2007 as a temporary five-year measure. It has increased by one per cent since then and now represents $110 for the average home.

Surrey Mounties are looking for more witnesses regarding two men who have been charged with a sexual offense. In August last year, Surrey RCMP began investigating an allegation that two men had sexual intercourse with young teenage girls. Now charged with one count each of sexual interference is Shahin Bouziane, 20, from Burnaby, and Brodie Clements, 23, from Surrey. Both men have been released from custody with strict conditions. Bouziane’s conditions include no contact with persons under the age of 16 except in the company of the child’s parent or guardian, curfews to remain at home between the hours of 10 p.m. and 6 a.m. except with permission from a bail supervisor, and abstain from the consumption of alcohol. Clements’ conditions include not Clements attending public parks or pools where persons under the age of 16 can be expected to be present, not being in a position of trust or authority towards persons under the age of 16, not to communicate with persons under the age of 16 using a computer system, no contact with persons under the age of 16 except in the company of the Bouziane child’s parent or guardian, and curfews to remain at home between the hours of 10 p.m. and 5 a.m. except with permission from a bail supervisor. Police believe there are more witnesses who have not come forward to date, and have released photos of the suspects in order to advance the investigation, said Surrey RCMP Cpl. Scotty Schumann. After more than a year, a trial date is to be set for Lisa Batstone, the South Surrey woman charged with the murder of her eight-year-old daughter in December of 2014. She will appear at B.C. Sicotte waived the right to a preliminary hearing and requested the trial be heard by judge alone, rather than a jury. Batstone has consented to remain in custody until then, he told the court. Batstone was arrested Dec. 10, 2014 and charged with second-degree murder following the discovery of the body of her daughter Teagan, a Grade 3 student at Rosemary Heights Elementary, in the back of a car in cul-de-sac just south of Crescent Road. The mother was found fit to stand trial in January of last year. Sicotte said a preliminary hearing is not necessary since the basic facts have been established. He noted the case has been delayed while he awaits full disclosure of documentation. “The Crown still doesn’t have (all documents) from the police,” he added. “It’s unbelievable, a year later, but that’s where we’re at.”

Surrey is also struggling with the ongoing $15-million cost of hiring 100 more police officers last year. “That’s probably the biggest item in terms of how we should move forward with the balance of the plan,” Gill told The Leader in November. Gill added the challenge is not only the cost of obtaining new officers, but also increases in salaries, benefits and “other cost pressures” – such as accommodating the new police with office space – that is presenting a predicament this year. The RCMP received about a 2.5-per-cent increase in pay this year, he said, and a boost in benefits that was retroactive. “That was not known a year ago,” Gill said. He added the city is looking at hiring even more police officers next year, possibly as many as 17. Those 17 officers would cost the city just over $2.5 million. The Surrey budget will be considered by the finance committee on Feb. 10 at Surrey City Hall. Over in neighbouring Delta, officials are looking at a 3.5-percent increase in taxes, which will represent about $75 on the average home in that municipality valued at $650,000. About one per cent of that is for municipal services, 1.5 per cent for a new fire hall, and 0.5 per cent each for new police officers and a turf field. Delta will be considering that budget on Monday, Feb. 1.

Surrey’s pipeline dream The City of Surrey stated its position on the proposal to twin the Trans Mountain pipeline at National Energy Board (NEB) hearings last week. It is not in favour of or opposed to the pipeline proposal – it simply doesn’t want the project to cost local taxpayers more money. In addition, the city has concerns about portions of the proposed new route. It also would like to see the new pipeline route accommodate both the twinned pipeline and the original line, thus taking the line built in 1953 through portions of North Surrey out of commission. Surrey’s position in many ways dovetails with the general attitude of many B.C. residents and the provincial government. The enthusiasm for the pipeline project is lukewarm at best. At the same time, many other B.C. residents, including members of virtually all environmental organizations and a large number of First Nations, are completely opposed to the project and will likely never sign on, no matter what accommodations are made. Surrey and four other Lower Mainland municipalities say that construction of the pipeline will lead to $93 million in additional infrastructure costs over the next 50 years. This is because they will have to adjust design and construction methods to work around pipelines.
Assistant City Solicitor Anthony Capuccinello told the NEB that proponent Kinder Morgan should shoulder those additional costs – not taxpayers. This argument is based on the fact the pipeline is a private, for-profit business and should pay for any costs which accrue to the public. The city also called for an adjustment to the route. It does not want to see it running through Surrey Bend regional park, but instead run along Golden Ears Way and Highway 17 to the proposed crossing of the Fraser River, just east of the Port Mann bridge. Perhaps the most interesting point made by the city was its suggestion the existing pipeline through Surrey be decommissioned, with both pipelines following the new route. This is a sensible idea. Clearly, there are potential problems when oil pipelines run through residential neighbourhoods. This was demonstrated in 2007 in Burnaby, when a contractor doing work on a sewer line ruptured the pipeline. The result was a massive oil spill, damage to 11 properties, evacuation of more than 250 residents and millions in costs. In Surrey, the current pipeline runs through the Port Kells industrial area north of 96 Avenue and into a residential
area of Fraser Heights. It crosses Highway 1 and runs beneath the highway for a short distance near 156 Street, and then runs north of Guildford along 108 Avenue, before going down the hill towards the Fraser River between 144 and 140 Streets. It runs adjacent to many residential properties before entering the CN rail yards and crossing the river to Coquitlam. When it announced its plan to twin the pipeline, Kinder Morgan stated it wanted to build the new line away from residential neighbourhoods in the Lower Mainland. Why it did not also propose that it reroute the old line to the new route is a mystery, because it would certainly be easier to operate, maintain and deal with problems if there was one pipeline route, not two. The proposal to build the second pipeline is part of a much bigger national conversation on oil and fossil fuels, their role in the Canadian economy, the need for export facilities, climate change and other issues. The NEB itself has come in for a lot of unfavourable scrutiny. Whether a second pipeline will ever be built is up in the air. In the meantime, Surrey has made it clear what it would like to see if the new pipeline is built.

Maybe the city could take a look and think about the good use it would be for the homeless. Sometimes I wonder how hard does our mayor really want to help or is it all just talk about helping our homeless? This building would be the perfect place. Check it out people and then you can judge this for yourself.
E-cigarettes have to be banned – similar to cigarettes – provincewide or at least city by city. The original purpose of e-cigarettes to assist a person to quit smoking is no longer valid. All the different flavours only encourage e-cigarettes to be smoked similar to conventional cigarettes. With all the flavours for e-cigarettes, it takes away the enjoyment of a meal or beer with all the vapours wafting everywhere. How harmful are the flavours to the user or person inhaling the second-hand vapours?

I am writing in regards to having a place were our homeless can lay down their cold, weary heads and to know that there are people who care about you. I heard that Surrey is planning on making a place for the homeless to go at the site of the old Dell liquor store and spending taxpayer money to do so.
Well I have a much better and bigger thought of where there would be lots of space for many many homeless, where they could put a kitchen, showers, a living room with TV, and possible games room, along with counsellors or any person that is willing to help. This way the City of Surrey could put out the cash on a building that is just sitting there since being built and has never been occupied with any business. It’s taking up space for no reason and has been for years now. So why not use it for the right reasons?

Woman dies after being hit by car KEVIN DIAKIW
A woman died after being hit by a car in North Surrey on Tuesday morning. At about 6:30 a.m. Jan. 26, a woman was crossing 152 Street near 104 Avenue when she was hit by a southbound car. The woman, in her 40s, died at the scene. She was not in a pedestrian crosswalk when she was struck. The driver remained at the scene and is cooperating with police. Investigators are looking at all possible reasons for the collision, including whether weather and

Man arrested after smashing into cop cruisers A man was arrested after smashing into police cruisers in an apparent attempt to flee. On Tuesday, at about 8 p.m., Surrey RCMP followed what they
believed was a stolen red pick-up truck to the Dairy Queen at 94A Avenue and King George Boulevard. The truck pulled around and smashed into police cruisers in an apparent attempt to escape their pursuit. No one was injured in the crashes. The 24-year-old Surrey resident jumped from the truck and was arrested a block or two away. Police are considering recommending charges, including possession of a stolen vehicle, fleeing from police and reckless driving.

The latest arrests came after police raided 13 locations across the Lower Mainland and in Calgary Jan. 22, seizing a stolen 9mm handgun, drugs and trafficking equipment. Police have now laid murder conspiracy charges against seven people in the ongoing investigation. IHIT officials say there have been 16 convictions so far against members of the UN gang in connection with the series of shootings, attempted murders and murders across the Lower Mainland in 2008 and 2009 that prosecutors have described as a ruthless “human safari” that put the public at great risk. “Much of the violence culminated with brazen public executions, shootings and subsequent retaliations,” said Chief Supt. Kevin Hackett, who heads the Combined Forces Special Enforcement Unit of B.C. Seven years later, he told reporters, police investigation techniques and practices continue to evolve and witnesses in some cases become more willing to talk – even gangsters willing to leave gang life. “We, along with our partners, will be relentless in our pursuit of those who pose the greatest risk to public safety,” Hackett said. “The passage of
time should not provide them or their associates with comfort or confidence.” Hackett said a Canada-wide war-
rant remains in effect for Conor D’Monte, the alleged leader of the UN Gang, on similar murder conspiracy
charges. Jonathan Bacon was killed in 2011. His two brothers are in jail awaiting trial on various charges.

Playing on the road, the Surrey Eagles were overwhelmed three times in as many games last weekend. The BC Hockey League team extended its latest losing streak to five games, falling 5-1 to the Nanaimo Clippers Friday night, 5-2 to the Alberni Valley Bulldogs Saturday in Port Alberni, and 7-2 Sunday afternoon to the Powell River Kings. The losses also confirmed the inevitable. The 6-36-2 (win-losstie) Eagles are now mathematically eliminated from the BC Hockey playoff race, as they are 31 points out of a playoff position with just 14 games to play. This will be the second consecutive season the team has missed postseason play. Justin Laforest was the busiest Eagle in Nanaimo, as the Eagles netminder was peppered with 54 shots over 60 minutes. He was named the third star of the game, despite conceding five goals. Surrey directed just 16 shots at the Clippers net, with Donovan Ott netting his 10th of the season in the second period for the only goal for the Eagles, one which briefly cut a Nanaimo lead to 2-1. The Clippers needed just 26 seconds to regain the lead, and led 4-1 after two periods. Surrey put forward their best effort of the road trip in Port Alberni, twice taking the lead before allowing four unanswered goals in the third period. Tyler Andrew gave the visitors a 1-0 lead 14 minutes into the game, a lead that lasted just four minutes. Andrew assisted on a goal by Paul McAvoy 15 minutes into the second period, which gave the Eagles a 2-1 lead going into the final 20 minutes. The notion that the need to drive for face-to-face interaction for both personal and business purposes has been wholly supplanted by the Internet is also not at the top of the list, although it ranks ahead of environmental concerns. Some young adults are reported as saying they do not like to drive and are afraid of it. Of course whether or not use of or ownership of a driverless car would still require a driver’s license of some sort remains to be discussed. Enthusiasm for driverless car ownership might skyrocket without the bother of a driver’s license, and the expense of car insurance. Likewise, the comparative cost of driverless cars is not yet known. Reduction or elimination of safety features and expected greater fuel efficiency could possibly reduce ownership and maintenance costs. A second trend is the steadily growing popularity of ride-sharing services as a reasonable alternative, especially in dense urban centres. Skepticism about this trend is now belied by new statistics from expense management company Certify which, after analyzing more than 30 million transactions in 2015, found that 41% of rides taken by corporate travelers in the US were with Uber. This compared with 39% of rides in rental cars and 20% of rides in taxis during the same three-month period and is the first time Uber rides exceeded car rental rides as the top mode of choice for business travelers. Reports on the ride-sharing trend also note that, “Uber rides were up more than 400% last year vs. 2014 while …Lyft saw its percentage of rides jump 700% last year compared with 2014.” Price, convenience, reliability, quality of the ride, overall ‘less hassle’ are all cited as reasons for this growing preference.

Teens are also showing a declining interest in embarking on the now almost universal graduated licensing programs: in 2014, 24.5% of 16-year-olds down from 27.5% in 2011, 31.1% in 2008 and 46.2% in 1983, according to the same University of Michigan report. The order of the many reasons for this trend — based on the percentage of responses to the question, “What is the main reason you do not currently have a driver’s license? — is somewhat surprising. The Greater Vancouver Garden Railway Club held is annual “Time 4 Trains” show at Art Knapp Plantland (4391 King George Blvd.) on Jan. 23 and 24. The club, based in Surrey, was formed in 1994 and uses G-scale model trains. (According to the club website, “G” scale, on average, is 1/29th of life size; you’d need 29 of an item strung end-to-end to be the same length as the real thing). The trains are powered by electricity, batteries or steam – the latter usually fuelled by butane. The club aims to promote the hobby of garden railroading in a friendly atmosphere and enhance knowledge and fellowship with others. ‘This ain’t your grandma’s opera’ ▶ NEW HIGH SCHOOL OPERA & PERFORMANCE ACADEMY SLATED TO START IN DELTA THIS FALL SHEILA REYNOLDS
It has “opera” in the title, but Paige Hansen doesn’t want that to scare teens away from a new high school arts program in the Delta School District. The new Opera & Performance Academy is scheduled to launch in September, offering students in Grades 8 to 12 the chance to get expert instruction and behind-the-scenes opportunities with a professional arts company – Vancouver Opera. The academy will offer voice lessons, acting, score writing and play building to participants, who will be transported from their high school to the specialized program at Delta Secondary every other school day (the equivalent of two electives). Hansen is district

TIM MATHESON vice-principal of academy and choice programs in Delta and while she knows opera evokes stereotypical images of performers with horned headgear singing in foreign languages, she hopes potential participants can get past that. “This ain’t your grandma’s opera,” she laughs. “The truth is, the teenage voice really isn’t ready for opera and certainly the Vancouver Opera understands that. But the grand storytelling that opera does really fits with teenagers.” Hansen points to Shane Koyczan’s groundbreaking opera
Stickboy – a contemporary story about bullying that’s paired with video and animation – that’s currently touring B.C. “I know it’s an uphill battle but I think… this is something that, once kids get in there and expand their understanding of what it is, it’s something they really are going to jive with,” Hansen says. “I’m trying to explain to kids that if you love to act, if you love to sing, opera is musical theatre’s European cousin.” The school venture, in partnership with Vancouver Opera, is a first, she adds, noting there’s nothing like it
in North America. Over the course of the year, the program will also have students come together to write their own opera, with content that is relevant to them, and present it at Vancouver Opera’s festival in spring 2017. Up to about 30 teens will be accepted to the opera academy. “When we have access to the Vancouver Opera, we’re not just talking about singers, but we’re also talking about costume designers and lighting designers and set designers and marketing – everything that goes on with putting on a professional production,” notes Hansen. An open house about all the academy programs offered in the Delta School District will take place Saturday, Jan. 30 from 10 a.m. to 1 p.m. at Burnsview Secondary (7658 112 St.). An information session specifically about the Opera & Performance Academy is scheduled for Feb. 3, 7-8:30 p.m. at Delta Secondary (4615 51 St., Ladner).

This week marks the Canadian premiere of Funny Little Thing Called Love, a comedy about an unpredictable night under a full moon that’s four shows in one. The Surrey Little Theatre (SLT) production – running Jan. 28 to Feb. 27 – tells four stories of love under a full moon. Set in five locales – San Francisco, Dallas, Honolulu, London and New York, the play spans the globe and features 13 different actors playing 28 different roles. The full-length play – written by Jessie Jones, Nicholas Hope and Jamie Wooten – has four directors: Ken Boyd, Viv Newman, Patricia Braun and Brad Duncan, newbies from the SLT’s acting alumni. The mentoring in the production doesn’t end there. Backstage, youth volunteers are learning the ropes in various off-stage positions, working the lights and sound for the show. Stressed Out????? The soaring price of real estate – the average price for a detached home in Vancouver now tops $1 million – has led to a frenzy of reconstruction in many cities as owners and developers rush to capitalize on Canadians’ insatiable demand for homes. In Vancouver, some 375 homes have been torn down so far this year according to city statistics, a 67 per cent jump from five years ago. There are scores of
demolitions approved this year and we’ve always had new houses being built, but there wasn’t the frenzy that you’ve seen the past few years. Virtually every small house in the ward that goes up for sale gets torn down. In Vancouver, meanwhile, where monster-home mania is a point of even greater tension, city council recently tried to clamp down on the practice by making demolitions more expensive. Yet the move has had little impact in a city where buyers regularly plunk down millions on homes without even bothering to step inside to look around. In a sure sign of the times, there’s even a new Vancouver-based reality TV show called Game of Homes, on which teams compete to save rundown houses that are marked to be torn down.
So what does this mean for You and Me?? The high prices aren’t stopping young people from looking to buy, however a lot of first-time buyers who want to get into the market but are having difficulties finding a home because they are outbid time and again. Young buyers need to keep searching but they may need to change their expectations and start looking farther afield. The high cost of housing may drive young workers to the suburbs and beyond, and that the trend could threaten the city’s future growth. Housing prices in Metro Vancouver increased by 63 per cent between 2001 and 2014, but salaries rose only 36 per cent during the same period. In
10 years, most individuals may forgo a career opportunity in the region and relocate to a different labour market. If there is an abundance of outward migration, a labour crisis will occur which studies have proven.
