RCMP Emergency Response Vehicle arrives at Petersen Road and Old Petersen Road on way to a shots-fired incident on Glen Eagle Drive.
Tragedy strikes Campbell River neighbourhood alistair taylor Campbell RiveR miRRoR
The peace of a street off Old Petersen Road was shattered by tragedy Friday morning after RCMP officers dispatched to Glen Eagle Drive arrived to the sound of shots being fired. “This morning at approximately
8:53 hours, Campbell River members of the General Duty Detachment RCMP were dispatched to the 1800 block of Glen Eagle Drive in Campbell River. The reason of the call was to check well being of a member of the public,” Cpl. Ron Shelrud of the Campbell River RCMP told the media just before noon Friday. “Upon arriving at the
scene, shots were heard and the General Duty members established a containment of the area and called in our Emergency Response Team (ERT).” Negotiators on the scene were speaking with the subject in the house, Cpl. Shelrud said. “It’s the first time in our police history we’ve been at that house,”
he said. “We’re not familiar with the individual.” The individual in the house was “having some personal issues,” Cpl. Shelrud said. The Emergency Response Team arrived after General Duty officers had the area contained for a couple of hours. People within the residen-

While there were some alternatives presented at last week’s community consultation regarding the possible closure of Oyster River Elementary, one overarching question hung over the room and pervaded the discussion. Many parents of children who currently attend Oyster River wondered why the school, which they say falls under the “rural school” category in the BC Schools Act – being located outside a municipal boundary – did not qualify as such in the recently adopted School District 72 (SD72) 10-Year Facility Plan. The school is located in Area D of the Strathcona Regional District and is well outside the Campbell River municipal boundary, and while Area C schools (Discovery Islands – Mainland Inlets) were expressly exempted from the discussion of school closure possibilities, the community feels Area D schools were not afforded the same luxury. Rural schools are scheduled to be addressed during Phase 2 of the Facility Plan, where the district has said it will look at optimizing rural school use and look at “right-sizing” schools and examining alternative ways to “share costs, services, and functions” within those facilities. But Oyster River wasn’t included in the district’s “Rural” category, instead being categorized as “Campbell River South” in the Facility Plan alongside schools like Sand-

CAMPBELLTON
This week in Campbellton
A special treat for me every year this time of year is Robbie Burns day, and researching his story this year introduced me to our sister city of Campbellton, Scotland. It was the birthplace of Margaret Campbell or “Highland Mary” an old love of Burns back in the 1780’s. Campbellton was an important shipbuilding and fishing port and is one of five areas in Scotland categorized as a “distinct malt whiskey producing region”; home to the Campbellton single malts. At one point it had over 30 distilleries and proclaimed itself the whiskey capital of the world. (Interesting parallel) Only 3 active distilleries remain there today. Here in our little village you will find parallels of that sort. You will find 15 automobile, truck, RV, motorcycle and trailer dealerships, 14 machine shop metal fabricators and welding shops, 13 independent auto
repair shops, and a whole host of over 300 businesses of all shapes and sizes. It is truly the economic engine of the City of Campbell River. Not exactly the same as Campbellton, Scotland, but distilleries are starting to pop up! On another note If you have an interest in starting a community garden, find out what’s involved. Videos and presentations from representatives of three successful community gardens, Laughing Willow, Anglican Church Garden and the Campbellton Neighbourhood Community Garden. You’ll learn about City park spaces available for community gardens; what’s involved in setting up a community garden, including making an application; budgeting and viewing sample garden agreements.

Directors concerned about poking around in First Nations’ business Regional board debates First Nations relations Kristen Douglas CAMPBELL RIVER MIRROR
Strathcona Regional District directors would not commit last week to establishing a committee to improve relations with First Nations. Some directors were concerned about the implications of such a group and didn’t want to seem like they were poking around where they’re not welcome. Are a D D i re c tor Brenda Leigh said some First Nations are in the middle of treaty negotiations and that’s not the regional district’s place to get involved. “I have some misgivings about setting up this committee and the reason is that quite a few of the First Nations are entering treaty negotiations and quite a few of them don’t want other local government dealing with their business,” Leigh said. She recounted the time the regional district
board travelled to Cortes Island to meet members of the Klahoose First Nation and visit their new hall. “They were not happy that our CAO had attached a draft copy of their treaty to the agenda for the meeting and they were very offended. I thought we were going to have to swim back from Cortes because they were very, very offended,” Leigh said. “They didn’t want us meddling in their treaties and so I think we’re making an assumption that we have the right to insert ourselves in their process.” But Tahsis Director Jude Schooner said that’s not the purpose of the committee. “This is about strengthening relationships and making sure we don’t make the faux pas like we did with the Klahoose,” Schooner said. Tom Yates, acting CAO of the regional district, wrote in a report to the board that the committee would exist to “provide advice and recommendations to the board on strengthening the regional district’s relations with First Nations
governments within the region, this objective having been identified as a strategic priority for the regional district.” Draft terms of reference for the committee state that its mandate would be to research how the regional district and other governments are trying to improve their relationships with First Nations; to prepare an inventory of all First Nations located within the regional district; and to investigate the status of each First Nation with respect to treaty negotiations. Quadra Island Director Jim Abram said he thought the committee was “completely unnecessary” and that all three of those items can easily be done without having to form a committee. “Number one…that is chronicling of information that can easily be done by staff,” Abram said in reading the mandate. “Secondly, that is absolutely a GIS mapping planning exercise that can be done by staff and number three…that is a phone call from staff. You don’t need a committee to do these three
things. “I’m wondering why we need to duplicate what already exists,” Abram added. “If this is just a matter of making it look like we’re working on one of our strategic priorities to the public eye, it’s a waste of time. It’s a total waste of taxpayers’ dollars.” Campbell River Director Charlie Cornfield reminded the board that it was the directors who had recommended staff draft terms of reference to establish such a committee. Cornfield also disagreed with Abram’s assessment that those items the committee is proposed to undertake are already happening. He also said the regional district needs to ensure it has all the correct information on where each First Nation is at with respect to treaty negotiations. In the end, the matter was deferred to the board’s strategic planning session, expected to take place within the next few months. Directors Cornfield and Schooner were both opposed to the deferral.

homes in a safe area,” Cpl Shelrud said. Evacuees were taken to the Community Centre as per Campbell River’s Emergency Response Plan. Later, police told CTV News that communication had been established with the person

Our View
Long-term search funds needed B.C. residents have come to expect that members of various community Search and Rescue squards will drop everything during an emergency. But imagine what would happen if those volunteer units weren’t there? Who would spend hours looking for lost snowmobilers in the backcountry? Who would help look for a missing child or someone who fell off a boat? Who would help the RCMP gather vital evidence during a case? The reality is that communities across the province benefit directly because of the civicminded spirit of SAR volunteers. “Within ground search and rescue there are roughly 100,000 hours of volunteer time donated to searches (provincewide). To replace these would cost more than $5 million annually in direct salary dollars,” said Todd Stone, transportation minister. That’s why the government’s announcement of $10 million for SAR training, administrative support and equipment upgrades is welcome news. However, while Victoria’s assistance is positive, it’s only one-time support. Yes, it’s $10 million but it won’t go far among 80 units. Because SAR volunteers save all of us about $5 million a year, if we had to pay staff for search duties, it’s unlikely the service would exist. One-off funding is great but more needs to be done to ensure the long-term viability of our search and rescue teams.

Re: Clark strikes a blow against “forces of No”
There is note of political desperation in Premier Christy Clark’s criticism of those who question the direction taken by the province’s quest to export LNG and create thousands of jobs she may have missed the boat. The province’s land-based LNG plants could well be facing competition from some of the world’s floating LNG facilities being built in South Korea and backed by Royal Dutch Shell – Ship length 488 meters (1,600ft), with width 74 meters (243ft) and when storage tanks are fully loaded weigh more than 600,000 tons. The packed onboard LNG facility takes up on ¼ the area of an equivalent land based facility can withstand a category 5 cyclone and be built quickly. the cost of producing LNG. Escalating costs of building land facilities, resistance from host communities, genuine environmental concerns and noise problems has caused Shell to build floating facilities that are a technical game changer with new technology. After a land based facility has been built and found to impact on the local environment it cannot be moved, a floating facility can be relocated. Once the life of an LNG installation has ended the dismantling of the plant and resultant site remediation can be costly, not including the provincial construction tax breaks given in the first place. With the low Canadian dollar, B.C. should step back and rethink how the province is to export LNG and not offer forty year gas extraction leases. A. R Shaw Campbell River

it leaves a positive impact. This is the first time I’ve worked for a community newspaper doing something like the Carihi Mirror, a special section of the paper filled by high school writers, and I love it. I have always loved writing about what’s going on inside the walls of local schools – whether that means profiling students, writing about innovative programs, taking photos of science fairs, writing about sports or arts or the countless other ways community newspapers can highlight the people and activities inside local schools – and I think community newspapers generally do a great job of that. I know the Mirror does. But this is a way to give students a real voice inside the paper – which only adds weight to the all-important word “community” in “community newspaper.” In their own words and with their own voice, students are writing about what affects them. owne and Georgia Park, instead of alongside schools like Sayward Elementary or Quadra Elementary, which those in attendance at last week’s consultation said would be a more accurate categorization. “As Oyster River Elementary is ‘rural,’ as defined in the School Act, I respectfully suggest that any questions about its future should (also) be referred to your Phase 2 Planning exercise, along with the other rural schools, such as Sayward and Quadra. Oyster River School should be given the same consideration as these schools as it is more comparable to them than most other facilities within the municipal boundary,” wrote Brenda Leigh, regional director for electoral area D, in a letter to the Board of Education, which she presented to each trustee at last week’s meeting. “(Oyster River Elementary) is surrounded by hundreds of acres of farm, forest and resource-based lands and, therefore, should have been given the same consideration as other schools in the Electoral Areas outside the municipality which you publicly exempted from consideration for closure and referred to Phase 2 of your Facility planning process.” That “public exemption” refers to the public letter issued by the Board after the announcement in November last year that schools would be considered for closure, and the uproar that followed – specifically from residents of Area C (Discovery Islands– Mainland Inlets). That letter was meant to quell concerns about possible rural school closure, but specifically referenced Area C, saying, “The only possible school closures being considered at this point are of two elementary schools within the greater Campbell River area by the end of June 2016. The report does not contain a recommendation to close any
of our Area C schools.” In her own letter penned to the district, chair of the school’s Parent Advisory Council, Bobbi-JoThulin says she agrees with Leigh and gives examples of how she feels Oyster River is more like other rural schools in the district than it is like a municipal school. “Oyster River School is essentially the heart of this community,” she writes. “This school is not only the backbone of education for our growing children but also a hub for families and our neighbours to gather. Over 75 families rely on Oyster River School facilities for special events, community outreach programs, early and after school group child care and also as a source of free exercise and play. It is a voting station, weekend fun spot for the local kids meeting on their bikes and also families using the large soccer fields for soccer games and baseball.” District Superintendent Tom Longridge says that while he “completely understands how the
Oyster River community feels rural to them,” the district’s consideration for what schools are, indeed, “Rural,” in producing the Facility Plan were based on a combination of mailing addresses in the schools’ catchment area being “Campbell River addresses,” along with “proximity to another school,” and feels the district has been, “consistent in how we’ve looked at things.” Longridge said while the Oyster River community may feel rural compared to Campbell River, the district can’t base their decisions on how people see themselves. After all, Campbell River itself is considered rural for many people. From the district’s perspective, they needed to categorize the schools based on the difficulty of providing the services at those facilities. “When you’re asking us to compare the challenges of Oyster River and its possible closure – having another school 11 km away – versus a school like Sayward – whose next closest school is something like
80 km away – or schools like Quadra or Cortes, and all of the extra complication that comes along with ferries,” Longridge says, “well, that’s not even a fair comparison.” But Thulin says people move to their area for the rural lifestyle it affords them, and the lack of a school will be extremely detrimental, despite another one being relatively close from the district’s perspective. “S e eing a s cho ol boarded up and vacant is not only an eye sore and draw for crime and mischief, but also a deterrent and a sadness that not only packs a family up and away from the area but deters anyone from moving in,” she writes. She ends her letter by urging the district to, “perhaps look at the long-term devastation that could affect the students and families should SD72 choose to close another school without giving the time to exercise all the options.” Time which the Oyster River community says is being afforded to Sayward and Quadra Island, but not them.

happening inside the school. It might be something out in the community. Whatever it is, the important part is that it’s their voice, and that we outside of the schools are taking notice. I hope this makes our student writers feel empowered. I hope this gives them confidence. I hope it makes them realize that their voice matters. Because it does – and their voice should be heard. I’m grateful to be a small part of making that happen. And I’m excited to read what Jasmine, Nigel and Cassidy write about. It’s been a long time since I was in high school, and I feel pretty out of
touch, so I see this as a great opportunity to get more connected with young adults and the things that matter to them. I know this experience will help me too. I was the editor of a weekly newspaper smaller than this one in Ladysmith before I came here, but after a while, due to budgeting, I wasn’t actually managing anybody because it was just me in the newsroom. So I think this will be good for me, helping me become a better and more confident manager. So I’m excited to work with the Carihi students and their teacher, Nicolas Pisterzi, to make the best version of an already-great product that we can.

homes for local families following a re-zoning approval by city council recently. The re-zoning will allow Habitat to build a duplex on the corner of Westgate and Dalton roads where the zoning only allowed for single family housing. Matthew Fitzgerald, city planner, said the area consists mainly of single family homes and a cluster of multi-family patio homes at the east end of Dalton Street are the only alternatives to single-family housing. “The addition of a duplex will…implement the OCP’s (official community plan) policy which encourages the provision of housing options in established neighbourhoods,” Fitzgerald wrote in a report to council. The two new Habitat homes – which will be the third build in Camp-
bell River for the organization – will be two storeys tall and each unit will be 1,150 square feet in size. Peter Sanderson, build coordinator, told city council in December that two families have already been selected for the new homes – a family of three and a family of five. Pat McKenna, executive director of Habitat for Humanity Vancouver Island North, said in recruiting families for the two new homes, six other families were identified as ideal candidates for Habitat homes. “We set out to find two families and we found eight, so we really need to build and build quickly,” McKenna told council at last week’s council meeting. “What we’re asking for is that council will empower staff to work with Habitat for Humanity Van-
couver Island North towards a multi-year strategy for identifying city-owned property that can be allocated and donated to Habitat for Humanity Vancouver Island North.” McKenna said Habitat is extremely grateful for what the city has already donated – land for a duplex on Maple Street and for the current Westgate build. “We’re really thankful for what you’ve given us so far, it’s been phenomenal,” McKenna said. “You’re a heck of a lot easier to deal with than other councils, let me tell you that.” Mayor Andy Adams, in light of McKenna’s report that six local families were identified for Habitat homes, wanted to know if Habitat is looking to build duplexes, triplexes, quads or sixplexes. McKenna said the
Habitat board is challenging the organization to increase its output of housing from 1.5 to six to eight houses per year and to do that, Habitat needs a lot more land to build on. He said Habitat can customize the type of home to fit the size of the family, but he said the most consistent and fastest thing Habitat builds are duplexes. “On .8 of an acre we can generally put eight to 10 units on there, depending on how the land is developed,” McKenna said. “I think we’d be most comfortable with that style.” In the meantime, plans for the duplex at Westgate and Dalton are moving ahead. Construction on the homes is expected to begin in March so Habitat can dedicate them to the two families in June.

e’re not in New York anymore, and this ain’t the Upper West Side! Romance flares up on Quadra at the Heriot Bay Inn during playwright Allen Perkin’s production of Pacific North West Side Story. As Perkins clarifies (sort of), “Think of Romeo and Juliet… filtered through West Side
Story… filtered through Granite Bay, Quadra Island.” Our Juliet is a fourth generation hippie from Granite Bay who meets her Romeo on Rebecca Spit. Problem is, Romeo is from an Italian family fleeing from the Mafia, and they have no desire to mingle with the locals. And unsurprisingly, surprise after surprise complicates
matters. You can expect all the usual suspects: madcap Mafia mooks, bumbling Ozark bumpkins, bygone Scottish bagpipe breeders, always amiable Quadra Islanders, a reluctant refugee from the Sixties, and a bounty hunter named Beatrice hired for her final hit. Textbook stuff, really. All served up with singing, dancing, and

William (Bill) Giesbrecht September 25, 1943 - January 23, 2016
It is with profound sadness we announce the passing of our loving father, grampy, great-grampy, brother, uncle and friend, William (Bill) Giesbrecht, on Saturday, January 23, 2016 after his courageous and stoic battle with cancer. Bill was born in Morris, Manitoba on September 25, 1943. Predeceased by parents Bernhard and Annie, siblings Ronald, Elaine and Beverley. He survived by son D. W. Murray Giesbrecht; grandchildren Caitlyn, Dylan, Jude, Taylor, Dayton, Kaylene, Kahayla, Louisa and daughter Cheryl McLean (nee Giesbrecht); grandchildren Carly, Lindsey, Katie and the apple of his eye, greatgranddaughter Blakeley. Siblings Doreen, Peter, Edna, Katherine, Viola, Vera, Marlene and many nieces and nephews. Bill and his family moved to Campbell River in the summer of 1978. Bill will be best remembered for his smile, laugh, quick wit, his love for life and generosity of putting everyone before himself. For those who knew him they will agree, it is hard to imagine a world without him. His love of mechanics served him well in his business at C.R. Auto and Marine and he made many friends and touched many lives through this career as a mechanic and fishing guide in the beautiful waters surrounding Campbell River. We want to offer our sincere thanks to the wonderful nursing staff at Campbell River Hospital for their loving, respectful and caring way with our father. Special thanks to Danielle, Evangeline, and Isabelle. You will forever be in our thoughts. A Celebration of Life will be held on Saturday, February 6, 2016 from 1:00-4:00pm at the Royal Coachman Pub- Carriage Room, 84 Dogwood Street, Campbell River, BC.

Vivian Isabell Dalby (nee) MacEachern, Martin February 13, 1924 - January 26, 2016 Tears are falling but I would like the memory of Vivian Isabell Dalby (nee MacEachern, Martin) to be a happy one. After 91 generous, eventful and adventurous years, Viv passed away Jan. 26, 2016. Vivian was born in Bonshaw, Prince Edward Island Feb. 13, 1924 on a small farm. After finishing school, Viv joined the army and was stationed in Halifax where she met and married “Pat(Llewellyn John) Martin in Feb. 1946. They moved to Trail B.C. where Pat’s family lived and in 1947 daughter Lynn was born. Daughter Jo-Anne was born in 1949 in Vancouver where Pat was studying to become a Chartered Accountant . The family moved to Campbell River in 1952 where Pat worked for Baikie Bros. and Vivian worked for Island Air and as a dental assistant for Dr. Thompson. Vivian and Pat went separate ways in 1964 but remained important in each others lives. Vivian married Noel Dalby in 1967. They resided in Clatskanie, Oregon. After Noel’s sudden passing in 1983, she moved to Burnaby.

She was predeceased by her parents John and Catherine (Katie Belle MacPhail) MacEachern and 3 sibilings, Irene, Howard (Buddy) and John Malcolm (Mallie). She is survived by daughter Lynn (Doug), son-in-law Wayne, grandchildren Scott(Laura), Natalie (Jon), Marla (Levon) and great-grand children Kaden, Cohen, Mayson, Joni and Layla who were the jewels in her crown. IN MEMORIAM GIFTS
Island Funeral Services
When daughter Jo-Anne was diagnosed with cancer in 1987 Mom returned to Campbell River and resided at Ocean Shores. Jo-Anne passed Jan. 21, 1990 and Mom stayed to help Wayne with their children Scott and Natalie. Mom was an avid bridge player and walked many miles along the Quinsam River which she found peaceful and tranquil. She enjoyed discussing politics, all newsworthy events, was a voracious reader who especially enjoyed a good biography and always made time for friends and family. She had an amazing acceptance of what life offered. Mom will be missed, loved and remembered by many as a charismatic, loving lady with great wit, grace and charm.
THANK YOU The Rydeen Family would like to thank Pastor Art of the Radient Life Community Church and all our friends who made the celebration of Stephen’s Life so wonderful. To know that you cared so much for Stephen gives us comfort. Thank you again.

With saddened hearts Cindy, Earl and David held Dad’s hands as he sailed away on a full moon to join Mom. Dad passed away peacefully at home with his loved ones at his side. His wife Pat of 62 years, his parents Norene Kvello and Moody Haines, his sister Wilma and niece Marina predeceased him. He leaves behind his three children, their families and lifelong friends. Dad will be remembered as a gentleman and a great caring friend to many of all ages. He always had time to chat and give advice on many topics. He loved fishing and sailing as he spent most of his life on the sea. Those of you who knew Dad can appreciate his attention to detail and just how much his boats meant to him. The Christina B was an extension of who he was. We thank Home Care Nursing Services for their compassion and understanding as they assisted Dad on his journey. Dad wished to thank Dr. Duncan Douglas for his dedicated care and Dr. David James for his years of friendship. Please join us for Dad’s service Saturday, February 6 at 1:00 pm at St. Peter’s Anglican Church, Campbell River.

Storm loses leading scorers Midget Tyees MARK BERRY SPECIAL TO THE MIRROR
The big story for Campbell River Storm fans last weekend wasn’t the 6-1 victory or the 3-3 tie; it was news that the league’s leading goal scorer and team captain, Gage Colpron, is out of the lineup for the remainder of the season. In a short release on Friday night following the game, team officials reported the following on social media: “In extremely disappointing news, we regret to announce the end of Gage Colpron’s season due to an upper body injury. The back half of January has been particularly hard on the team. On Jan. 13, Braeden Cyra left the game after receiving a huge hit and his return date is uncertain. On Jan. 22, Alex Rosolowsky was hit awkwardly into the boards and he hasn’t played since. Colpron, after receiving a hit in the second period on Jan. 26, went to the dressing room favouring his arm. Those three players represent almost 40 per cent of the Storm’s goal production this season. According to Associate Coach, Mike Wilson, “With those key pieces out of the lineup, there’s an opportunity for guys to step up and contribute in ways that hasn’t been expected of them, according to associate coach Mike Wilson. “One of the things I’ve
loved about this team all year is that we have a lot of depth. On Fr id ay nig ht against the Comox Valley Glacier Kings, the Storm demonstrated that depth by getting goal production from six different players in a 6-1 win. Despite scoring the opening goal, it took the team more than 30 minutes to find their rhythm. After Christian Brandt’s goal from his office in the high slot, the Storm dominated, outshooting the Yetis 31-13 in the final two frames. Other Storm goals came from Kobe Oishi, Josh Coblenz, Darryl Senholt, Dylan McCann and Aaron Brewer. The Kerry Park Islanders have played the Storm tough all season long and their Saturday encounter, a 3-3 draw, was no different. Oishi and Coblenz gave Campbell River a 2-0 lead after one period but the second would belong to the Isles, who took advantage of the pressure they established after a full two-minute two man advantage early in the period. Kerry Park would pick up three goals to just one from the Red and Black. Joe Gage, on a goal mouth scramble picked up Campbell River’s third goal and that was it for scoring. The Storm’s Jake Mullen was spectacular in goal, particularly in the second overtime when he stoned Kerry Park snipers on numerous
tie Clippers
occasions. He earned third-star honours. The tie moved the Storm’s undefeated streak to 12 games and closed off a near-perfect January, one in which the team picked up 21 of a possible 22 points. As a 20-year-old, Gage Colpron’s junior hockey career has come to a close and what a career it’s been. He is one of three current players that joined the team when head coach Lee Stone took over the reins three seasons ago. In 134 regular season games, he’s amassed 110 goals and 207 points. At last year’s Cyclone Taylor Cup, B.C.’s Junior B Championship, he averaged two points per game and led the team to the title. On April 19, he scored the insurance goal as the team dropped the North Edmonton Red Wings 6-3 to capture the ultimate prize, the Keystone Cup. Stone said just a few weeks ago in the Mirror
In top photo, Campbell River Storm forward Carter Hikichi goes in on goal during the first period of play in a 6-1 win over the Comox Valley Glacier Kings Jan. 29 at the Rod Brind'Amour Arena. Above is Storm captain Gage Colpron, who is out for the rest of the season with an upper body injury.
after Colpron’s fifth hat trick of the season, “He makes me look good, it’s pretty nice when you can put out a guy like that. The captain is ranked No. 2 among Storm all-
time scorers. The next three games for the North Divisions leaders are on the road, including Friday’s matchup with the Saanich Braves.
The Strathcona Toyota Midget Tyees continued their quest for an island Midget title. After a very successful start to the playoffs last weekend, the boys were hoping to build on those games. The Nanaimo Clippers made the trip north to the Brindy to provide the opposition. The Clippers are a tough team to play, as they work very hard and play a strong defensive game. The Tyees would need to compete for every inch of free ice. The largest crowd of the season was treated to a spirited start. Both teams were skating hard and trying to play the body at every opportunity. Tyee goalie Dominic Bellefleur got the call in the Tyee net and was sharp when he was called upon. The Clippers’ end of the ice was significantly more chewed up as the home team controlled the territorial play, they had a number of grade A chances but were unable to solve the Nanaimo keeper. At the three-minute mark of the second period, the fans in attendance were treated to the goal of the year. Sage Lim gained the blueline on the left wing and sent a
bullet pass to Owen Boyd beside the net on the right wing. Boyd delayed with the puck as the crowd was yelling “shoot and with great poise, he slid the puck back to the left side and found a wideopen Lukas Lund, whose wicked shot went in off the crossbar. It was 1-0 for the good guys. As the game entered the third frame, the Tyees continued to cling to the one-goal lead and carried the majority of the play. One of the spectators was overheard saying “the longer this game stays close, the more Nanaimo is energized. Those words could not be more prophetic, as the Tyees just missed on a great opportunity at one end and the Clippers broke in at the other and after a fortunate bounce, they were able to tap it in to tie the game. The Tyees fought hard and created some great chances, but the Nanaimo goalie was on his game and was able preserve the tie for his team. The boys still have a good chance to secure the No. 1 seed for the crossover game versus the South Island, as we take our show on the road next weekend and head to Powell River for a date with the Kings.

T hat’s b e c aus e a Request for Proposals (RFP) process to recruit contractors yielded bids that were all significantly over budget, according to Tom Yates, acting CAO of the regional district. Abram expressed his disappointment in the situation after reading a report from Yates that suggested the project go back out to a RFP, instead of being directly awarded to a consortium of people on Quadra who Abram said are qualified to carry out the work. Abram said former regional district CAO Russ Hotsenpiller met with the consortium and things appeared to be moving forward. “Everybody was led to believe this was totally workable,” Abram said. “Those people were led

A delay in expanding sewer service on Quadra Island has the island’s director frustrated and concerned about lawsuits. Quadra Island Director Jim Abram expressed his ‘extreme disappointment’ with the situation at last Thursday’s Strathcona Regional District board meeting. “I am p ers onally extremely disappointed to see this back again,” Abram said. “We’ve all seen this too many times.” The $870,200 project to connect close to 40 properties in Quathiaski Cove to the island’s sewer system was approved in a referendum in July of 2014 and has yet to get underway.
to believe that this was going to happen, because of that they adjusted their schedules and we adjusted our schedules. “The verbal agreement was ‘we can make this work’. Now we have a report before us that says we have to go back to RFP,” Abram said. “We’re already over budget, why even bother going back to RFP? It’s ridiculous. “I believe we’re walking into a real hornet’s nest here. “We have inconvenienced people to a point of possible lost income. That’s called lawsuits.” Abram said he was left in the dark that the project wouldn’t proceed as discussed. Yates, in his report, confirmed that the regional district was approached by individual contractors who live
Nominate an outstanding citizen The B.C. government is looking for some outstanding citizens. A call for nominations has been issued for the Order of British Columbia, the highest honour the province can give its citizens in recognition of excellence and outstanding achievement. Karen Felker, coordinator of the program, wrote a letter to city council recently asking the mayor and councillors to get involved in spreading the word.
Coun. Charlie Cornfield suggested and council agreed to the city issuing a press release to notify Campbell Riverites of the opportunity. The Order of British Columbia recognizes those who have volunteered their time to improve their community, have advocated for change, founded non-profit organizations or made a difference in people’s lives. This year, all nominations must be received by Friday, March 4.
on Quadra regarding the possibility of direct awarding the contract to them for the sewer project. Yates said staff is of the understanding “that a commitment to do so may have been communicated to them” but that may have been a mistake. “There are some challenges associated with such an approach since the bylaw that regulates regional district procurement processes specifically requires a competitive procurement process for projects of this magnitude,” Yates wrote. “In addition, there are existing senior government trade agreements that are binding on the regional district, and which would require bidding opportunities for projects of this size to be made available to non-local suppliers and contractors.” Abram was frustrated with staff ’s hands being
tied. “We have senior managers who we trust implicitly to do our work who can’t issue a reward or get quotes – they have to go for a request for proposal – which other regional districts would do in a heartbeat,” Abram said. “So I’m extremely disappointed with this report.” Yates, however, wrote that in re-issuing an RFP there is a good chance that the second time around will be more successful. “It is staff ’s belief that, with some relatively minor adjustments to the contract requirements, it may be possible to realize bids more in keeping with the project’s $870,200 budget,” Yates wrote. But that didn’t satisfy Abram who was concerned about all of the Quadra contractors who moved their schedules around to be available
