Forest industry is waiting for Trans-Pacific Partnership by Tom Fletcher

Wood products producers are encouraged by the Trudeau government’s decision to sign the Trans-Pacific Partnership, the first step to ratifying a sweeping agreement with Japan, Australia and other Asian countries. International Trade Minister Christia Freeland said this week she will take the next “technical step,” allowing the TPP to be debated in the House of Commons. It’s the first signal the Liberals will continue the work started by the Conservative government, which warned against being left out as the U.S. and Mexico go ahead with the TPP. “All in all we think this is a pretty good agreement,” said Paul Lansbergen, acting president of the Forest Products Association of Canada, in an inter-

view from Vancouver. “A lot of our industry is in rural Canada, and I think it’s important for the government to recognize the importance of the well-paying jobs that we provide,” he said. “And when our economy is having some rough times, particularly oil and gas, really the government should be thinking about how our economy is diversified.” Lansbergen said the deal not only phases out tariffs against Canadian forest products, it has clear provisions to settle disputes, and rules around blocking imports due to concerns about insects or other contaminants. Some of the TPP partners currently have few forest product imports from Canada because of “prohibitive” tariffs, he said. Pins are provided as a form of recognition and appreciation for an auxiliary constable’s years of service to the citizens of British Columbia as a volunteer in the Auxiliary Constable Program. Noel Oslund, is involved with a nonprofit housing society and raised in Kimberley so he is connected to the community which can benefit him and other officers in dealing with situations. Noel says, “I enjoy the comradery of the force and being able to work with officers in a proactive role. My son is an RCMP officer so I can relate to his career choice.” Bruce Smith, a dealer principal with Alpine Toyota has never experienced a negative reaction from a customer as a result of involvement with the RCMP. Bruce says, “As a young man I had aspirations of joining the RCMP. I ended up in the car business so this is a great way for me to experience police work

and carry on as a business owner.” Cst Scott Payne, Auxiliary Coordinator, says,” The auxiliary constables are a great asset to the detachment and the communities they serve. They volunteer their time, which can be significant to help out in a number of areas.” In addition to regular shifts auxiliary constables assist with large events including, Julyfest, Gran Fondo and Wasa Triathlon. The training for the program is very involved and once completed, constables are expected to volunteer for a minimum of 160 hours per year. Many of them exceed that. The constables work with regular RCMP officers in a variety roles including community events and public relations.

Prescriptions blocked from loyalty programs by Jeff Nagel Major supermarket chains have lost a court battle to continue offering their pharmacy customers loyalty reward points on prescription drugs in B.C. A B.C. Court of Appeal ruling Wednesday upholds the power of the College of Pharmacists of B.C. to enforce its two-year-old ban on incentive programs like Air Miles and other loyalty rewards. The decision, which overturned a B.C. Supreme Court ruling last year that initially struck down the ban, says inducements from pharmacists are “a matter of public interest and professional standards” for the college, which can prohibit incentives without clear proof of harm to customers. The pharmacists’ regulatory body, which imposed the ban in late 2013, had argued loyalty points are a powerful lure for consumers that can alter their medication buying habits and potentially harm their health. “The College considers the provision of incentives like redeemable points to be unethical, unsafe and unprofessional,” registrar Bob Nakagawa said. “Pharmacists are medication experts, and sometimes the right thing for them to do is not dispense a drug. A patient’s motivation to collect redeemable points may inappropriately encourage drug use and can put their health at risk.” One of the objections raised by the college was that insured patients who don’t pay out of pocket might continue to refill a prescription after they no longer need it just to collect more points and the unneeded drugs may be abused or diverted to the illegal drug trade. The case included anecdotal evidence that the top priority of some customers was to find out how many points they’d get filling a prescription rather than information on proper use or health effects. There were also allegations of pharmacists retroactively dispensing medication to patients who had already missed past days but were eager to get the points “thus generating further rev-

Nutritional cause of depression

Depression and other mood related disorders is one of the most common reasons people go to see their doctor. As a result, drugs called reuptake inhibitors are among the most widely prescribed medicines in Canada. In this series of articles I am going to outline the nutritional cause of depression and how you can treat the underlying cause of the problem. Reuptake inhibitors concentrate neurotransmitters (serotonin, dopamine or norepinephrine depending on class of drug used) in the space between two communicating neurons by preventing the neurotransmitter from being reabsorbed by the nerve that released it. The problem is that these reuptake inhibitors also, over time, further deplete the very neurotransmitters that are low to begin with. This is why, over time, the dose of the drug used often has to be increased to remain effective. Often the drug will stop working and a new class of drugs must be used as the drug devastates the very neurotransmitter it is modulating. It is because these drugs deplete neurotransmitter levels that makes coming off them so very difficult. Without the drug the person is left with an empty tank. Neurotransmitters like serotonin, dopamine and norepinephrine (NE) don’t just magically appear, they are made from amino acid building blocks that come from the food we eat. Tyrosine builds dopamine and NE while tryptophan builds serotonin. People who are depressed have what is called a relative nutritional deficiency meaning that

they don’t get enough of the amino acid building blocks in their diet to make enough neurotransmitter for them to feel well. Sometimes a relative nutritional deficiency is compounded by accelerated destruction of the neurotransmitters due to neurotoxins (chemicals in the environment), other drugs that deplete neurotransmitters and nutritional deficits like vitamin B6. One of the most common causes of accelerated neurotransmitter loss is the collapse of what is called the thiol system. This critical detoxification system in the body includes molecules like glutathione, methionine and SAMe. If the thiol system is weak the body does not have the ability to effectively detoxify chemicals that degrade neurotransmitters. Treating depression with nutrition has two components: provide the appropriate amino acids in the right doses to allow the body to make enough neurotransmitter and provide the appropriate nutrients to support the thiol system that protects the neurotransmitters. Both of these approaches can be used safely while taking antidepressants. Over time, as the treatment progresses and the neurotransmitter levels become balanced, the person being treated will come to a point where they no longer need the antidepressant to feel well. At this point the medication can be gradually reduced and eliminated with the help of the prescribing doctor. Next week I will write about specific nutritional approaches that are used to treat the underlying cause of depression.

This area includes the United States border south at Kingsgate and Roosville, west at Yahk, east to the Alberta border and north to Brisco on Highway 95. All individuals or companies registered this past year through the District Office in Cranbrook will be receiving invitations to re-register their equipment for the coming fiscal year by mail by the end of February. Views Letter: No need for council to apologize Liz White, a founder and board member of the Animal Alliance of Canada, also leads the Animal Alliance Voters Party, a federal political party registered on December 10, 2005, with the aim of allowing donors to receive a tax credit. White ran unsuccessfully for election in Toronto in 2006, 2008, 2011 and 2015. She co-authored a bill that called for animals to be regarded as “living property.” The bill died in the Senate. [Wikipedia.org] How did Cranbrook get into a joint venture with such an extreme party? Former Mayor Stetski can best answer: “I am part of a committee that is looking to get translocations underway because the new science . . . tells us that it can be and has been done successfully.” This little group has its own vocabulary of terms, with ”cruel” and “inhumane” covering all human actions on wildlife that they do not bless. They all appear to be vegetarians. White focuses on hunting and human wildlife conflict, and fundraising. The full-page ads (Townsman) Dec. 3, Jan. 14 and Jan. 18 demonstrate that truth, facts and evidence mean little to them. The ad states culls are expensive and refers to the city’s 2015 culling of 4 deer at a cost of over $5000 each. But they left out the fact that the cull was small due to the nets being cut—a crime yet to be solved.

Their ad and letters demonstrate they are illinformed, misinformed and uninformed. Kathy Wilson on e-KNOW comments: “Adopting a non-lethal management program would have satisfied people on both sides of the aisle.” Translocation has been tried 100 times in 47 states and found to be cruel and a failure. Wilson ignores those who follow and apply the scientific method for problem solving and who are completely different from those who are emotion driven. When Colleen Bailey (e-KNOW, Jan. 13, 2016) calls culls inhumane, wasteful and irresponsible, she hasn’t a clue. Google Town and Country Missouri for a clear case of translocation failure. There are hundreds of studies online from 48 states— including university cities like Princeton NJ, Iowa City, Solon OH, North Oaks MN—that failed to act because of emotion. Now the only way for them and 50 other municipalities has been to bring in sharpshooters who took out 625 deer in Princeton, 700 in Iowa City and 1002 in Solon. Prince George County, MD and Mount Lebanon PA have begun 2016 using police sharpshooters. I call on Cranbrook’s Deer Protection Committee to please make available one bona fide research report supporting their claims. (2002) the biological realities of capture and relocation are quite different from the public perception of “they lived happily ever after, just somewhere else.” Capture and relocation can be extremely stressful for the animals. They can suffer high rates of capture-related injuries, mortalities, and capture myopathy causing debilitation and death following release. J. Beringer, in the Wildlife Society Bulletin [30(3) 767-774] reports on the efficacy of translocation. That is the reason wildlife officials in BC have not been involved in translocations. Gerry Warner said, “We did a survey and studied the problem, which didn’t do a hell of a lot of good either.” Gerry, that city survey showed 70% in favour of a cull and informed the democratic-minded Council to push for the people—net cutting, etc. notwithstanding. Warner states he has difficulty believing Mayor and Council would approve a clandestine deer cull— while telling the public they were going to translocate deer instead of killing them. Warner’s difficulty is understandable, as none of it is true. Thus, Warner’s uncalled for apology is moot. Warner says, “Once again Cranbrook’s name has been darkened from coast to coast to coast.” Do you really think the 900 US cities that have culled have lost tourism? ~William G. Social Planning Society to host Cranbrook Thrives luncheon The Cranbrook Social Planning Society will host its fourth Cranbrook Thrives luncheon next month, thanks to a grant received last year from the United Way East Kootenay. Focused on the needs of not-for-profit organizations in the East Kootenay, the Cranbrook Thrives luncheon series consists of five luncheons that enable attendees the opportunity to network with other not-for-profit organizations while benefiting from the expertise of a keynote

speaker. According to Rita Romeo, chair of the Cranbrook Social Planning Society, partnering with similar notfor-profit organizations helps to ensure there isn’t a duplication of services, reduces service gaps and helps to identify possible shared service areas. “Not-for-profits are usually minimally staffed so there’s not a lot of flexibility in their schedules to get together and share information, but most people are able to fit in a lunch

break.” And, while the focus of the Cranbrook Thrives Luncheon Series is not-for-profit organizations Romeo adds, “Anyone is welcome to attend”. The first luncheon was held in May 2015 and focused on the use of digital strategies. September’s luncheon highlighted community building while November’s luncheon featured keynote speakers from four organizations and the programs they provide that offer assistance to not-for-profits.

The fourth luncheon will be held at the Heritage Inn on Wednesday, February 10th from11:30 am to 1:00 pm and will feature David Hull, Executive Director of the Cranbrook Chamber of Commerce. “An address by the Chamber is a great choice for this successful luncheon series”, says Romeo, “as it will focus on bringing business and community together to develop successful, sustainable partnerships that provide benefit to both

the residents and businesses in the East Kootenay.

2016 GMC Sierra Overall: GMC has given its popular Sierra pickup a minor facelift, along with some additional standard features. Drivetrain: Three engines all have aluminum cylinder blocks and direct fuel injection, which makes a big difference to power and fuel economy; six-speed automatic transmissions for bottom and middle trims, but eightspeed auto can now be had with the 5.3-litre V8 and remains standard with the 6.2; the V6 makes nearly 300 horsepower and is standard for every cab style and two- /four-wheel-drive. When it launched two years ago, the full model change for the Sierra/Silverado pickups wasn’t quite the dramatic makeover

that some General Motors fans expected. However, for 2016, things are improving. The Sierra gets its first significant visual changes, which include a new grille, front fascia and standard high-intensity-discharge (HID) headlights and LED running lights. On up-level trims, like the All Terrain and Denali, there are also full LED headlights and taillights. These exterior changes mean more basic GMC models are less tilted towards the “Professional Grade” tag, and more towards the Sierra Denali sub-brand that places a much higher value on coddling content. In either case, the Sierra’s primary identification point can be spotted in your rearview mir-

Even the interiors of the two pickups share the same basic dash, control panel and available touch-screen communications center that are a masterstroke of efficient legibility. V8 choices consist of a 5.3-litre unit with 355 horses and 383 pound-feet, and a 6.2-litre piece rated at 420/450 pound-feet. For 2016, not only the larger of the V8 engines gets an eight-speed automatic transmission, but also the 5.3 in pricier trims. The evening started with Kimberley Pipe Band’s Pipe Major Jock MacDonald piping in the Haggis along with the Honour Guard and the Haggis Bearer – Jason Tichauer. A dramatic rendition of Burns “Address to a Haggis” was delivered by Russ Kinghorn, which just gets better and more dramatic every year! Then was the traditional toast to the haggis and the evening was started. Bill Plant did the Selkirk Grace followed by Doug McPhee doing the ‘Immortal Memory’ Jeopardy Style! Dino Pallone gave us his ‘Toast to the Lassies’ and his wife Nicole Pallone had a feisty reply. No Burns dinner would be complete without a Toast to the Queen provided by Jeannie MacDonald. There were many tra-

ditional Scottish dances from the highland dancers as well as new choreographies. The Kimberley Pipe Band wowed the audience with tunes throughout the night as well as playing for the dancers. A great meal was provided by the Heritage Inn staff of roast beef, mashed neeps and tatties and of course the crowning glory: the HAGGIS! Master of Ceremonies Bob McCue kept the evening running smoothly, regaling everyone with his wit and humour. The evening was an extraordinary success! Get your tickets early next year, as it is always a sell out event. All monies raised go toward the Kimberley Highland Dance Competition in April.

JRJ Fencing, along with dedicated local volunteers have finished the fencing project at McGinty Lake. For the past couple of years, one of the Meadowbrook Community Association’s Strategic Priorities has been “Preserving and enhancing McGinty Lake as a recreational area”. On May 28, 2014 Director Marty Musser, who leads this MCA initiative, organized an on-site meeting for representatives of several stakeholder groups. Everyone in attendance agreed that the area needed to be preserved and enhanced and that the MCA should be the lead organization. After that meeting, the MCA, worked with

the Ministry of Forests, Lands and Natural Resources (FLNRO) and the Kootenay Livestock Association (KLA) to devise a plan for refencing the lake that would protect the riparian zone and enhance use of the area for agriculture and recreation. To gain approval for the project, the MCA had to raise close to $40,000 in grants and in-kind contributions. The majority of the funding came from the Columbia Basin Trust (CBT) through the Grassland and Rangeland Ensee McGinty page 17

Prior to telehealth, Paula would have to take a day off work for her appointments in Trail, plus spend money on gas and meals. I believe telehealth has reduced the emotional and financial stress of many of our patients which, I’m sure, has a positive

impact on their health and well-being.” During the follow-up appointment, Georgi records Paula’s blood pressure, weight, and pulse; checks for edema (excess of fluid); and relays the information via telehealth videoconferencing to the team in Trail. On the receiving end is Teresa Buckley, transplant clinic nurse, and transplant nephrologist, social worker, and dietitian. “It’s expensive for people to take an unpaid day off work and stressful to drive the mountain pass to Trail,” says Teresa. “With telehealth, this health-care service is more accessible and increases the continuity of care.” Through telehealth, Paula is able to connect with each of the care providers involved in her post-recovery care plan without having to

drive to Trail each time. “To me, there is no difference in the service provided,” says Paula. “I’m just glad I don’t have to make the drive. On a winter day like today, I would have cancelled. It’s such a benefit for patients who would otherwise have to travel.” Telehealth for transplant patients is expected to expand to other areas of IH. “Right now we are looking at other rural sites in IH with renal nurses who can facilitate these appointments,” says Teresa. “We have also just begun to facilitate appointments for pre-transplant patients, before they go to Vancouver for surgery.” The first pre-transplant appointment took place in early January and more are expected throughout 2016.

For three and a half years, Paula was on dialysis waiting for a kidney transplant and in January 2014 her brother, a perfect match, volunteered one of his. “Everything just fell into place and then moved really quickly. I had my transplant in February 2014,” says Paula. “There were no complications for either of us – I have never felt this happy, healthy, and alive in my entire life.” For surgery, Interior Health transplant patients travel to Vancouver, but the routine follow-up appointments are done locally. The closest post-transplant clinic to Paula, who lives in Cranbrook, is more than 200 kilometres away in Trail (three

Transplant patients living in rural communities can be faced with a number of challenges when travelling long distances to attend an appointment. But for Paula Smith, a new telehealth service for post-kidney transplant patients has eliminated all of these. Paula’s kidney function first started to decline more than 10 years ago. Then, in 2010, while Paula’s kidney was functioning at only 15 per cent, the worst happened – her husband passed away. “Just five weeks after my husband died, I had a peritoneal dialysis catheter implanted in my abdomen and was getting prepped for dialysis,” recalls Paula.

Coordinator, along with her colleagues at the Kootenay Boundary Regional Hospital Kidney Transplant Clinic in Trail, identified a need to find other options for patients who have to drive long distances for follow-up appointments. They decided to develop a pilot project where post-transplant patients were given the option to attend their clinic appointment in Cranbrook and connect to Trail via telehealth. “Telehealth offers a way to provide adequate and continuous care for post-transplant patients not living in Trail,” says Kim. In collaboration with BC Transplant, telehealth appointments were offered for the first time for post-transplant patients. The pilot ran from November 2014 to May 2015 with 12 pa-

One must have the courage to stand up to your beliefs and not conform to the masses. A self-starter with a strong sense of individuality, initiative and integrity, Dwight was born March 15, 1965 at Central Butte, Sask. to Glen and Marlene (Dean) and big brother Calvin. He passed away suddenly at his home January 11, 2016 in the city he loved, Vancouver BC. A life-long learner, Dwight graduated from high school in Revelstoke, BC. He gathered some work experience before enrolling at the University of Waterloo. He graduated with a Certificate in Environmental Management, Masters of Public Policy and Bachelor of Environmental Studies (Honours). Dwight was a member of the Canadian Institute of Planners and the Planning Institute of BC. Dwight enjoyed his long-term employment with Moodie Consultants, making many life-long relationships. Education and Arts were a large part of Dwight’s life as were a “good coffee enjoyed with good company.” True to his calling as a professional planner, family events always had to have a plan before the day began. repertoire of virtually every major company. After more than 25 successful years, Canada‘s Ballet Jörgen will

create its own unique classical ballet rendition with its World Premiere Tour during the 2015-2016 season.

This major new ballet tells the enchanting story of Aurora and her prince complete with its inherently magical qualities and dazzling choreography. The fairy tale about a young woman placed under a spell to sleep for a hundred years only to be awakened by a kiss is an easily accessible story. It appeals to a child’s imagination and holds a special place in the hearts of adults. The underlying theme is the tug between the forces of good (the Lilac Fairy) and evil (Carabosse), serving as an important thread to the plot. Told in three acts, the ballet benefits from the character development and technical expertise for which Ballet Jörgen is known. The Artistic Director and award-winning choreographer Bengt Jörgen focuses on the
