Jeff Buziak made a bold statement by wearing a noose around his neck for the sixth annual Lindsay Buziak Walk for Justice in Saanich on Tuesday. It was the eighth anniversary of his daughter Lindsay’s death. The 24-year-old real estate agent was brutally stabbed to death on Feb. 2, 2008, while showing a new upscale home to an unknown couple in De Souza Place in Gordon Head. The noose around Jeff’s neck is there to symbolize his anger, vulnerability and desire for justice, said the outspoken father. “Obviously I’m angry, obviously someone took my child, and the way I feel is very dark right now,” said Buziak. “I wish this [noose] on [the killers], but I also feel this is me.” The burden of losing a child to murder is what drives him everyday, but is also killing him everyday, he added in a solemn tone. “I feel like a prisoner, like I’m being hanged by this noose, every day I’m just hanging on.” The case continues to baffle Saanich residents, dozens of whom joined in the three-plus hour walk on Tuesday. It started at the Royal Oak Burial Park where Lindsay’s ashes remain, all the way to De Souza Place and then back to Saanich’s municipal hall. At that point Saanich Police and others spoke about the case. Few details have been made public, but police revealed in 2010 that a woman used a payas-you-go cellphone to arrange

The Vancouverbased caller had a thick, Spanishlike accent, Lindsay told her father and friends. She expressed unease about the meeting, and said the woman and her husband wanted to purchase a property within two days. The couple was prepared to spend upwards of $1 million for the right location. About half an hour after meeting the supposed buyers, Buziak was discovered by her then-boyfriend, local real estate agent Jason Zailo, on the second floor of the De Sousa Place residence, her body butchered by stab wounds. Zailo was soon ruled out as a suspect. Police estimate the murder took place between 5:38 and 5:41 p.m.
In 2010, NBC’s Dateline TV program featured Buziak’s murder and Saanich Police revealed a flurry of information about the brutal killing. Dateline’s analysts believed Buziak was an innocent party, and that her murder was a targeted hit arranged by someone close to her. Insp. Rob McColl, one of two lead investigators interviewed by Dateline, told Saanich News in 2011 that police agreed with that conclusion. “It’s unfortunate that it remains unsolved. Saanich Police has dedicated a large number of resources to this case and we still require that critical lead, that piece of information that someone out there has,” said Mayor Richard Atwell, who’s joined the walk two years
running. “Someone needs to provide that anonymous tip to the police that will lead them to the killers and get justice for Lindsay Buziak.” Jeff, for his part, believes Saanich Police is closing in on the final “pieces of the puzzle” and will eventually “cross the goal line.” At the same time, Jeff’s message of disappointment in the justice system remains clear. “The reason we’re taking so long to get to justice is because of the way the system is set up, the burden of proof is so great to have anyone arrested and convicted that nowadays most people get away with it,” he said. “The bad people know this and they take advantage of it…” Det. Sgt. Chris Horsley of Saanich Police is now the lead
investigator on the file and has been part of the case since Day 1. Despite Buziak’s harsh words for the Saanich Police, Horsley says they are often in touch regarding the case. “We had coffee on Saturday and again Monday, and Jeff and I have a lot of contact with each other,” Horsley said. Buziak had a run-in with an unknown resident in Saanich on Sunday, who Jeff claims knows something about the murder. “It was on the street, I was threatened, hollered at, called profanities. I was told I’d be beat down and slapped down if I didn’t stop,” Buziak said on Tuesday. “Saanich Police were called because passersby saw me verbally violated on the sidewalk.” Sgt. Steve Eassie said Saanich Police talked to both Buziak and the other party, who is known to Saanich Police, and matters were concluded. It is unknown if the other party is related to the Buziak case. To date, Saanich Police have not publicly identified a suspect in Lindsay Buziak’s murder and no arrests have been made. “Investigators have some info they’re working towards, but they haven’t shared info on suspects, whether they’re local or out of town,” Eassie said. Leads continue to come in, said Horsley, who interviewed someone as recently as two weeks ago. “With a first-degree murder, it will always be an active file at our department, there is always going to be leads to follow up,” he said. Before commencing Tuesday’s walk, Buziak had a few comments for his daughter’s killers: “We’re coming for you, don’t think you’re going to get away with it. There is no chance any of us will stop, we’re coming for you, you’re going to trial.”

Camosun making student health a priority College launches first Mental Health and Well-Being Strategy Travis Paterson News Staff
With the launch of a new fiveyear strategy, Camosun College counsellor Chris Balmer is hoping the students, staff and faculty will better embrace a responsibility for the general mental health and well-being of anyone on campus. The new Student Mental Health and Well-Being Strategy is a first for Camosun and was released last week with a ceremony in the Young building of the Lansdowne campus. Counselling and supportive services aren’t new at Camosun, but the ideas within the fiveyear action plan are, said Balmer, the lead on the strategy. “We are seeing more students at Camosun with mental health issues that are more frequent, complex and severe, and like most colleges and universities, our student services are strained and overextended,” Balmer said. “The idea of a five-year plan is that once we have identified the actions that need to be taken, we’ll need time to collaborate with the stakeholders at the college to make it happen.” The goal is to start over again in five years with a new strategy, built on the success of this one. Health statistics show high levels of student distress in Canadian colleges and universities, creating a demand for the strategy. “We’re not just expanding services, per se, such as our

exams, and how the system inadvertently adds stress when we’re asking students to put their best foot forward academically,” Balmer said. “What we’re realizing is universities and colleges are so regimented we’ve built in barriers by insisting these things all happen in the same time frame, so I’m hoping to build in more flexibility regarding deadlines so we don’t build in systemic stress in the planning.” It means systematically meeting with Camosun’s curriculum committee that approve all curriculum packages, and asking them to use a mental health lens during planning. Those discussions are just starting now. Another example is the expansion of in-class activities such as short visualization or relaxation exercises, and informational sessions about ensuring a healthy lifestyle throughout the student year by getting the right sleep, nutrition, exercise and support when needed. “There are some instructors already using mindfulness meditation exercises, but overall it will be new to have the activities in class,” Balmer said. The long-term goals are to enhance student well-being at Camosun through mental health literacy, promotion and resiliency strategies, creating health promoting policies, responsive mental health services and potentially designing spaces that encourage connection and positive student engagement. The University of Victoria’s “shining jewel” perches atop the Bob Wright Centre. “It’s my favourite room in the world,” says Steve Mairs, PhD student and outreach supervisor for the astronomy department – a role he took over last fall. The largest optical telescope on a Canadian university campus, it features a 32-inch mirror. It is the biggest and best, and alongside its critical use in astronomy studies and research, the public aspect is just as important and fun.
“That gives you an amazing opportunity to see things,” Mairs said of the size. Winter is a particularly good time for stargazing, though anytime “it’s just beautiful through this thing.” Mairs calls astronomy the “gateway science” for kids coming here – he leads school groups from pre-kindergarten to those anticipating post-secondary schooling. The massive telescope can pinpoint objects in deep space with the click of a computer mouse. A push of a button on the remote and the massive machine manoeuvres its way to point at its destination. “We’ve handed (the remote) to kids who are four years old and they’ve used it correctly, under our direction,” Mairs said. During the weekly open houses each Wednesday night, a swath of people take to the roof-
top telescopes along with the grand one inside. They’re led in the stargazing by senior undergrads who come to answer all science-related questions. Among those trained to tell the old constellation stories and address scientific questions is Nic Annau, an undergrad who started working the open houses in fall 2013. “We have a few regulars,” Annau said. While the obvious draws are students from other sciences, they come from every corner of the campus, and beyond. “Often students will hear about it and they’ll bring their parents,” Annau said. “I think a lot of it is the discussions. We have three stations set up, two observing stations and then a Q&A session in the lobby.”

Students seek reprieve from mountain of debt The plight of B.C. post-secondary students was on clear display in front of the B.C. Legislature Wednesday morning. The University of Victoria Students’ Society staged a protest to voice their opposition to the rising tuition rates that are threatening to bury the next generation of Canadian workers beneath a mountain of debt. The Rally Against Student Debt asked the B.C. government to freeze tuition, increase core funding and phase out tuition fees over the next 10 years, while requesting Ottawa implement a federal Post-Secondary Education Act with an accompanying increase to the Canada Social Transfer for post-secondary education. Those graduating from UVic and other post-secondary institutions in the province face a monumental challenge. The average B.C. post-secondary grad is left with $35,000 in debt, while facing the highest student loan interest rates in the country. And before being able to whittle down that debt they must first overcome a 13 per cent youth unemployment rate and 27 per cent underemployment rate. Students are not asking for a free ride. Increased funding to make postsecondary education more affordable is an investment in a stronger economy for the future. A recent study showed that post-secondary graduates pay more than the full cost of their diploma or degree in taxes after graduation. While there is no doubt a postsecondary education brings a dramatic increase to a worker’s earning power, an educated workforce also strengthens Canada’s economic foundation. All levels of government need to do more to make sure that a quality education is available to Canadians of all income levels. Board should find a way to say yes to local proposals Two wastewater treatment proposals have been presented to the CRD board. One from Chris Corps of Pivotal IRM and one from John Knappett of Knappett Construction. Both brought forth submissions to the board for sewage treatment. One price was $350 million, the other $250 million. Both prices are significantly lower than any of the other proposals, estimated to be $1.1 to $1.3 billion. Both of these companies are local, pay property taxes in our community, hire local people who pay property taxes and spend their dollars in our community supporting our local economy on a year-round basis. These companies have every reason to try and keep the costing to a reasonable level because it will directly affect them and their employees in the years to come. There is such a huge difference in pricing from these two and the other proposals presented that every effort should be found to try and accommodate one or both of their submissions. Their two plants together would cost $600 million, well below $1.1 billion. Why not one at Clover Point and the second at Macaulay Point. This would eliminate the need for extra piping and pump stations.

Drugs a danger on road I rarely agree with Tom Fletcher’s point of view but this time I do. Marijuana and alcohol do not mix. My car was struck at an intersection by a young driver who told police he and his friends had been drinking beer and smoking marijuana. He took his eyes off the road and when he looked back the light had turned red and I was in front of him and he could not stop. He got a 24-hour roadside suspension. I have since lost my foot due to a combination of stress and diabetes and have lost my home due to an inability to pay the mortgage. Do not make it easier for people to combine the two. Astronomy a ‘gateway science’ for kids The public and fellow students pose many questions, from basic to complicated – the kind of question where the post-grads consult with each other to come up with the answer. And there’s always something to look at, offerings change regularly and there’s always the different phases of the ever-changing moon. Annau’s fondness for the telescope and outreach sessions mirrors Mairs’s. “I love the telescope. The telescope is a lot of fun,” Annau said. “It’s a lot of fun to show people how cool the telescope is too, it’s an amazing piece of technology.” He said it feels good to give back, and not just because – as Mairs points out – as an astronomer, research funding comes from grants. “This is one good way to give back to the community, for the community paying into our jobs,” he said. The grand prize though, is the interest kids offer in return. Astronomy has a magic more readily accessed than other sciences, especially with the UVic equipment available. “It’s a phenomenal resource … Kids can get really, really interested in astronomy. It’s about pushing forth that next wave of inspiration,” Mairs said. “I

The Cedar Hill Arts Centre is putting an artistic twist on Family Day. Family Day at the arts centre promises a fun-filled family event celebrating imagination, creativity and discovery. Kids of all ages will enjoy a wide variety of activities led by arts centre staff and guests from Greater Victoria’s arts community. The free event runs from 11 a.m. to 3 p.m. at the Cedar Hill Recreation Centre and allows participants to explore the world of visual arts, dance, music and theatre through hands-on stations and performances. While the Swan Lake Christmas Hill Nature House will be closed on Family Day, the trails throughout the sanctuary will remain open to the public. “Saanich residents – and all of Victoria – can enjoy a leisurely stroll around the lake trails. And should you find yourself in the neighbourhood leading up to Family Day, pop in to purchase some duck food to feed the ducks in advance of your Family Day visit,” said Kathleen Burton, executive director at the nature sanctuary. “There is much to do at the sanctuary. Its focus is on the long-haul trip and the daily commute to work, which it calculates as taking 26 minutes (on average) - hence the Concept 26 name. A fleet of Volvo vehicles with an autonomous driving mode will be put in the hands of real customers in Gothenburg, Sweden next year. A driver will be able to switch into the autonomous mode for a predetermined period (depending on distance and traffic flow) between motorway exits. BMW, on the other hand, is heavily involved in developing a self-parking vehicle technology, using a BMW i3. Remote Valet Parking Assistance includes a unique 360-degree collision avoidance protection system that uses four advanced laser scanners. Using a smart phone or watch a driver can instruct the vehicle to go park itself in a multi-level parking lot. The driverless car then takes off on its own, autonomously self-steering through the building, seeking an empty stall to park, shutdown and lock itself. About the same size and shape as a hockey puck, this puck can map and create real-time 3D models of its surrounding environment. Autonomous vehicle development also transcends traditional auto production sources. Google, the internet search engine and browser behemoth, surprised everybody back in 2010, when its autonomous vehicle development work was revealed. It’s now working with a number of traditional automakers and is expected to have a fully autonomous vehicle ready for market by 2020. Other Silicon Valley giants getting on autonomous vehicle action include Tesla and Uber. Yes, of course, they’re working on a RoboTaxi. Not sure what they have planned for the in-trip friendly customer conversation but it should be interesting. A brave new world of motoring is almost upon us.
Mount Douglas grad named to national team Saanich field hockey player Alexis De Armond is starting 2016 on a roll. The Mount Douglas secondary graduate was recently selected to join the Canadian senior women’s national team as a defender. The team is set to compete in series of tests with the U.S. in California from Feb. 8 to 12. De Armond was already named to Field Hockey Canada’s junior development program for 2016. In January she toured with the Canadian under-21 team to Santiago, Chile, where the team won three of seven matchups. De Armond will also represent Canada at the Pan American Junior National competition in Trinidad and Tobago, March 29 to April 10, where Canada will compete for a spot at the 2016 Junior World Cup. When she’s home, De Armond travels weekly to Vancouver to train with the senior national team. She joins former Vikes goalkeeper Kaitlyn Williams and defenders Danielle Hennig and Rosie Beale, and current Vike Kathleen Leahy (mid/defence) on the national team. As a rookie with the Vikes, De Armond helped the team win silver at the 2015 CIS Women’s Field Hockey Championship in November.

scene here in Saanich, it’s one of those things that people don’t realize,” says Terry, Luke’s mom. The Rachwalskis have benefited from an A-list of members from the Greater Victoria music scene. For Maurice and Terry Rachwalski, the first annual LukeFest music festival is shedding light on just how many musicians and bands are based in Saanich. Their eldest son Luke was 22 when he moved to Montreal in 2014 with his band of Gordon Head-based musicians, Canvas. The progressive jazz-rock band was just finding its “fit’ when tragedy struck. An early morning fire swept through the apartment building Luke lived in, killing Luke, 22, and an unnamed 18-year-old women, on Jan. 9, 2014. Luke died by asphyxiation, leaving his bandmates and the music communities of Victoria and Montreal in shock. Two years later, LukeFest is shaping up to be a night of musical collaboration that wasn’t happening otherwise, which is just the thing Luke would have loved. LukeFest is Feb. 13 at Alix Goolden Hall. “He was all about collaboration and sharing musical ideas,” said Devin Venoit, a Gordon Head resident who graduated from Lambrick Park secondary with Luke. “He was ‘the guy in the library with a guitar,’ always playing and teaching others his songs. You’d hear other [kids] playing Luke’s songs on the guitar at the beach, Luke would teach them.” Rachwalksi sang in Canvas with drummer Venoit, and guitarists James Fraser and Peter Ransford. The crew was a cast of characters, no doubt about it, says Venoit. The plan to move to Montreal was in the works for a while before it happened in 2013. For the trip, they outfited a short yellow school bus for the tour across Canada. Rather than set up gigs along the way, however, they rigged the school bus so the band could

Most important is the theme of musical mentors such as Henderson and Mike Demers of The Lonely, a Roy Orbison tribute band, who’ll work with up-and-coming performing musicians. Proceeds will go towards the Luke’s Gift scholarship fund for young musicians to attend Chwyl Family School of Contemporary Music (Luke wasn’t one for classic styles), and to Luke’s Legacy, a songwriting concept in which young songwriters get an opportunity to further their musicianship through songwriting workshops with experienced professionals. Uptown is launching the final stage of its multistage development with a combination of residential and retail space. Perhaps surprisingly, Morguard Investments, which oversees Uptown, has elected to built 134 rental suites, a departure from the original vision for Uptown which included two towers of condominiums. However, with a change in the market, Morguard is ready to build and manage the rental suites, said Geoff Nagle, director of development for Morguard. “We’re very excited to be moving into the formal approvals process for the final phase of the mixeduse neighbourhood that is Uptown,” Nagle said. “There’s a strong appetite for rental housing and a local need for rental housing,” he said, “… this will help to meet the local need for more rental homes.” Rental suites will range in size from studio to twobedroom homes. Uptown has submitted a proposed 11-storey building to the District of Saanich that will include studio, one-bedroom and two-bedroom suites, seven ground-floor townhomes and 55,000 square feet of retail space. But those were different market conditions and different days, Nagle said. “We began the redevelopment of this property in 2008 and so much has changed in the neighbourhoods in and around Uptown since that time,” Nagle said. The majority of the rental units will be one bedroom. All seven townhomes will
be ground level with street access from Carey Road or Ravine Way, and parking lot access from the interior. Rent will be at the higher end of the market, with a premium of about $2 per square-foot on each unit. “We’re seeing people willing to pay enough in rent to justify using highvalue land for residential rent,” Nagle said. “There’s no question that means they’ll be at the high end of the rental market, but the good news is it adds additional stock to the rental market in the long run.”

Uptown’s first commercial tenants have been there since 2010. It finished phase two of the project in 2012. Upon completion, Uptown will include more than one million square-feet of open-air shopping, office space, rental residential, restaurants and community amenities, all built to LEED Gold Neighbourhood Development standards.
