A secondary access road is part and parcel with a $40 million renovation plan for Kootenay Boundary Regional Hospital, says the city mayor. So news Trail was denied provincial gas tax money to build a $3 million road, is one more letdown following deferral of the regional hospital’s multi-million sustainability project. “The IHA (Interior Health Authority) has made it clear that the second access road is critical

should the capital improvements advance,” Trail Mayor Mike Martin explained. “Not only will traffic be managed more efficiently and safely, it also will provide the opportunity to improve parking on the property.” Martin says the city will continue to promote the need for a secondary road, and is ready to advance the project if and when the previously identified and well developed capital (sustainability) project moves forward. “This is disappointing,” he said, referring to the Jan. 21 let-

ter from the gas tax management committee. “(But) this gives the city more time to consider the project and how best to proceed.” Council has two issues at hand, Martin emphasized. “The first being that IHA remains committed to the Sustainability Plan and undertaking the estimated $40 million in capital improvements,” he said. “These upgrades are critical and clearly make the best sense from a service and economic perspective for the entire service area.” Trail council hopes to develop necessary strategies associated

with getting the commitments required to see the project approved by the IHA as well as the regional hospital board, added Martin. Secondly, he pointed to the federal government’s stated objective to fund infrastructure. “The city is well positioned to advance an application as part of any new program that is announced,” said Martin. “Having a shovel ready project is critical and the project is well developed, so hopefully the city will be in a position to obtain external moneys in support of proceeding.”
As Trail council readies to hire an architect for the Riverfront Centre this week, Barbara Gibson reflects on the long road to this moment. “It’s quite emotional to think after all this work that it’s actually going to happen,” Gibson, board chair of the Trail and District Public Library, told the Trail Times. “It’s a big step and one we have been waiting for, for a long, long time.” Twenty-one proposals were whittled down to one by the project’s steering committee, which includes Gibson, Jamie Forbes from the Trail Historical Society and three Trail councillors. Stantec, a world-wide consulting firm with offices across B.C. and Canada, was selected as the architectural prime consultant and awarded a $402,000 contract to develop detailed plans and final design of the new library/museum. The decision was not made lightly, says Gibson, clarifying collaboration between city council, the historical society and library was key in coming to a consensus. “I was thrilled with the level of interest, and as a group, we went through the architects’ proposals,” she explained. “My choice was based on two things - did the proposal contain a library consultant on staff and was there an exhibit consultant designer on staff, for the museum.” Overall, the committee reviewed each applicant’s experience with relevant library and museum projects, methodology and approach to the final product, and of course, fees. “Everyone was heard and dollar value did come in to it,” Gibson continued. “But you don’t just walk into a big space anymore, throw up a bunch of books and call it a library. Emerging artists will be put in the spotlight this week when Crowe art teacher Joost Winckers and his students present their work at the Trail art gallery. VISAC Gallery and J. L. Crowe Secondary School are presenting Joost Winckers’ Art Students Showcase Friday from 6-7:30 p.m. at the studio in the basement of the Greater Trail Community Centre (Selkirk College). The opening reception kicks off a creative, talented and diverse exhibit that shows young artists there is a supportive arts community in Trail waiting to display and view their work. “Our younger artists are so important and so many don’t feel that there is a supportive art network here, so it’s just a nice open house to showcase their brilliance, really,” explained VISAC director Kristen Renn.
The exhibit will include a variety of pieces in different mediums from mixed applications, spray paint, portraits, pencil and ink and so much more. “His (Winckers) teaching style is so dynamic and inclusive and just really open even to what art is and what art can be,” said Renn. “This honestly is a showcase I’m most excited about.” Renn took over as director just over a year ago and as she stepped into her new role saw a need to open the facility’s door to young artists. The 30year non-profit organization has a real following of a dedicated older population but it’s still working hard on reaching the up-and-coming artists in the community. She considers VISAC the perfect gallery to help guide emerging artists through showcasing their talent from what’s needed to put on a show, how to curate art and what further is expected from the artist. “Our young artists are really the life blood of an art’s community both for our theatre, for our visual arts, for everything,” she said. After the showcase, people are encouraged to head upstairs to the theatre to check out the White Buffalo Storytelling event starting right after the reception. Renn is pleased that word is catching on in Trail, and that the space somewhat hidden from the streetscape is garnering attention and foot traffic. This exhibit, in particular, is expected to draw a crowd of supportive parents, teachers and peers. “We really do feel that not only is this a chance to showcase the youth art but also, honestly, Joost,” she said. “He’s so humble; he barely calls himself an artist, and we do invite him to put a few of his pieces of work in.” VISAC Gallery is located at 1501 Cedar Ave. in the basement level of the community centre. There will light refreshments and non-alcoholic beverages offered during the opening reception.

CONTINUED FROM A1 “It has to have a specific design, and in the last 10 years , libraries have gone through the most dramatic change in their purpose from the previous centuries,” she added. “We’ve gone from just books, to becoming the living room of the community - and we needed a designer who could do that.” Another facet to hiring a large firm such as Stantec, is the company’s ability to do all work “in-house” says Gibson. Stantec has worked world wide, and has inner departments to complete electrical and mechanical engineering services, which she maintains allow the architect more control over each project. “After everyone in the committee came to agreement, as part of the process we spoke to the people who were listed as the library consultant and exhibit designer,” she said. “We had conference calls the following day and met with the prime architect who flew in from Vancouver on about an hour’s notice.” As the project inches toward breaking ground sometime this year, Gibson is certain about one thing. “The dream is coming true,” she said. “I think with the architect and design team we have it’s going to be a pretty amazing

passed away peacefully in Kananaskis while guiding blind skiers on February 5th, 2016. Erik was born on February 12th, 1938 in Rossland, BC. Erik’s hobbies included skiing, hiking, Masons, Sons of Norway and Ski for Light Canada. He enjoyed travelling to England and Denmark and especially spending time with his family and grandchildren. Erik is survived by his loving wife Margaret, his sons; Paul (Colleen) and their children Mya and Kristian; Mark (Julie-Anne), and their children Logan, Winter and Moss, his daughters; Karen and Anna, his brother Einer (Mariette), his sister Linda (Allan) as well as nieces and nephews. Igino Macasso It is with great sadness that we announce the passing of Igino Macasso. He was born November 2, 1922 in San Odorico di Flaibano, Italy and passed away peacefully on Sunday, February 7, 2016 in Trail, BC. Igino enjoyed spending time with his family, painting, writing and gardening. He came to Canada in 1952 after surviving the war. He started his family in Riondel where he worked as a miner. After a short return to Italy, he and his family settled in Trail, where he worked for Cominco until retirement. He will be sadly missed by his children; John (Isabelle), Paul, Angelo (Christine), Adriana (Greg), his grandchildren Jessica, Amanda, Jason, Adam, Jacqueline, Erica, Marissa, Max, Maria, Christian, Jarred, Julia, Michael, Geno, Laura, Owen, Madison and relatives in Canada, U.S.A., Italy and Belgium. Lobbyists a profession in need of a makeover
L
ast month, lobbyists gathered in Vancouver for The Future of Lobbying, a one -day conference put on by B.C.’s Office of the Registrar of Lobbyists, Simon Fraser Institute’s Governance Studies and Public Affairs Association of Canada (B.C. Chapter). Hate to be the bearer of bad news, but there does seem to be a future for the industry. In fact, if we’re not careful, B.C. could be overrun by lobbyists. Last year, there were 2,502 inhouse and consultant lobbyists registered in the province, up from 1,451 four years ago. Whoever said the B.C. Jobs Plan wasn’t working? While others do get some attention – political staff, deputy ministers and the like – that works out to 30 lobbyists for every MLA. In Ottawa, there are 3,008 lobbyists or nine per MP. As one of 14 panelists at the Vancouver conference, it fell on me to provide a bit of insight on the public’s perspective towards the industry and a few ideas on how it might be improved. US$2.4 billion, an average of $215,000 each. A province-wide registry for municipal lobbyists is long over due. Contingency fee agreements need to be trashed, as is the case at the federal level today. Public agencies and local governments should be prohibited from hiring outside lobbyists. In B.C., some universities, local governments, professional bodies such as the College of Dental Surgeons of B.C. and federal agencies like Via Rail and Port Metro Vancouver have all retained lobbyists in the past. If there was an industry award for client development, it would have to go to Earnscliffe Strategy, who has represented Deloitte since 2013. The goal: to raise Deloitte’s profile and awareness about the services they bring to government. Who knew it needed raising? Never let it be said that having a higher profile doesn’t come with a price. For someone. In 2010, Deloitte billed the B.C. government a little less than $20 million. By 2015, their billings had risen to more than $50 million. Hope that wasn’t a contingency deal. Dermod Travis is the executive director of IntegrityBC.

Beyonce’s Super Bowl show bringing both praise and criticism THE ASSOCIATED PRESS A couple of days after the Super Bowl, people are still parsing over each frame from Beyonce’s halftime performance, trying to glean the messages, both subtle and overt, that made for a stunning display of unapologetic blackness and political activism during one of the most-watched events of the year. The halftime show - seen by an estimated 112 million people - is drawing praise from her fans and consternation from critics. While Beyonce hasn’t commented on the specifics of the show, and her rep declined comment, the imagery speaks for itself. Beyonce’s dancers donned berets, sported Afros and wore all black, similar to the style of the Black Panther party, founded 50 years ago by Huey P. Newton and Bobby Seale in the Bay area - the location of this year’s Super Bowl. At one point during their routine, the dancers formed an “X” on the field, which some people are taking as a tribute to slain black activist Malcolm X. In addition, Beyonce and her dancers raised a fist to the sky, reminiscent of the black power salutes of the 1960-70s, made popular internationally by Tommie Smith and John Carlos, who raised their fists to the sky after winning gold and bronze at the 1968 Summer Olympics. Several people applauded her embracing the history of black activism and of her own identity. Her new song “Formation,” which she sang during her performance, includes the lyrics “I like my baby hair, with baby hair and Afros. I like my negro nose with Jackson Five nostrils.” “I think that you’re hard-pressed to find that demonstrative an example of performative blackness on stage, on such a high profile stage,” said Damon Young, editor in chief of the website www. verysmartbrothas.com , on Monday. “Between the dancers coming out dressed as Black Panthers to the lyrics to the song, again ... I can’t recall another time you saw that unambiguousness with a performance on a large scale.” Melina Abdullah, a Black Lives Matter activist and leader in California, said it’s wonderful that artists like Beyonce “are willing to raise social consciousness and use their artistry to advance social justice.” But not everyone appreciated Beyonce’s performance. Republican Congressman Peter King of New York immediately condemned Beyonce for her performance, saying on Facebook “her pro-Black Panther and anti-cop video ‘Formation’ and her Super Bowl appearance is just one more example of how acceptable it has become to be anti-police.” And all of this comes during heightened racial tensions across the country, particularly in regards to allegations of police brutality. Hollywood is grappling with issues of race as well, with Spike Lee, Will Smith and Jada Pinkett Smith planning to skip the Academy Awards after no actors of colour received Oscar nominations for a second year in a row. Lakeyta Bonnette, a Georgia State University political science professor, said more and more celebrities like Beyonce are moving toward public activism. In 2014, basketball superstar LeBron James and other NBA players wore “I can’t breathe” T-shirts to their basketball games: “I can’t breathe” were the last words of Eric Garner, a black man who died after a physical altercation with police in New York City. ‘Ridiculous,’ says Giuliani CONTINUED FROM A5 Rudolph Giuliani slammed her tributes to black activism during the halftime show when performers are “talking to Middle America.” “I thought it was really outrageous that she used it as a platform to attack police officers who are the people who protect her and protect us, and keep us alive,” said Giuliani, who said he would have preferred “decent wholesome entertainment.” To be fair, it wasn’t just Beyonce that the 71-year old Giuliani didn’t like. He called the whole halftime show “ridiculous.”

If your neighbourhood lacks in many of the above, ask yourself if it’s really a community. Next ask if you’d want to live on a street or in a neighbourhood where the majority of houses are vacant for most of the year. Consider how interested you are in living in an area where commercial rents are so high that barbers, dry cleaners, corner stores, family owned restaurants, local dentists and doctors, and bookstores don’t exist In short, would you like to live in a ‘safety deposit box’ community? With each new housing investment, rather than neighbourhood investment, the trend becomes more apparent. It will be interesting to see when the tipping point occurs, as occur it must. At some point even offshore investors will drive down the quiet, leafy streets and wonder why the neighbourhood is so silent. Black Jack ski Club’s Julien Locke won gold on Friday in the 1.5 kilometre sprint race at the Haywood Eastern Canadian Championships in Cantley, Que. Locke edged out Knute Johnsgaard of Whitehorse in the semifinal and the duo battled again in the final race when Locke eventually pulled away for the win. It marked Locke’s second consecutive sprint win on the NorAm circuit. Other Black Jack results saw Colin Ferrie finish 19th, Scotty Fraser 25th and David Palmer 36th. In the Junior Men’s race, Daniel Merlo was 36th.
NHL rivals make big trade
THE C ANADIAN PRESS TORONTO - Dion Phaneuf is trading sides in the Battle of the Ontario. A mammoth nine-player swap between the Ottawa Senators and Toronto MapleLeafs saw Phaneuf landing in the nation’s capital, ending a turbulent run in Toronto that began with a similar blockbuster trade six years ago. Phaneuf, the Maple Leafs captain since the summer of 2010, improves a mostly inexperienced Ottawa defence while Toronto sheds another core piece and long-term contract - one that carries an US$7 million annual cap hit and expires in 2021. Toronto traded Phil Kessel to Pittsburgh for a package of prospects and draft picks last summer. Unlike the Kessel deal, which saw the Leafs retain US$1.2 million annually until 2022, the Leafs
kept no salary in the Phaneuf transaction. That’s a key aspect to the trade for Toronto, which is rebuilding under the leadership of president Brendan Shanahan, general manager Lou Lamoriello and head coach Mike Babcock. Under Babcock, the 30-year-old Phaneuf was playing on the second defensive pair for the Leafs, no longer matched up against top lines, while getting more looks in the offensive zone. In addition to salary cap relief, the Leafs added a former first round pick in defender Jared Cowen, struggling 31-year-old winger Milan Michalek, two youngish forward prospects in Colin Greening and Oscar Lindberg, as well as second-round draft pick in 2017. Ottawa also received AHL forwards Matt Frattin, Casey Bailey, Ryan Rupert and junior defenceman Cody Donaghey.
Fred Thomson was there 10 years ago when Nelson curling had its last great moment. Thomson, and fellow Nelson native Rob Nobert, were on the ice for the last day of the 2005 Brier round robin playing for a Trail rink that also included Trail’s Don Ferschi and skip Deane Horning of Castlegar. It was a moment he’ll never forget. “It was just crazy. The crowd was going nuts because all players from both teams were curling over 90 per cent. We were trading body blows and the crowd was just going crazy and our game against Quebec was on national TV,” said Thomson. “The excitement was unbelievable. I don’t know what an NHL player feels like out there playing in front of people every night but it was just amazing.” The rink finished just outside a playoff berth. In the years since, Nelson curling has seen the demise of its premier tournament and a dwindling membership at the once-vibrant club. The sport had its heyday, but that was a long time ago. Nelson’s curling community hopes that is about to change. The 2016 Canadian Direct Insurance BC Men’s Curling Championship opened Monday, giving Nelson its biggest curling event in years. Sixteen rinks will compete through Sunday’s final for the chance to represent B.C. at the Brier next month in Ottawa. It’s a return to the spotlight Thomson believes is overdue for Nelson. “We have a long rich history with curling in the Kootenays,” said Thomson. “We’ve hosted other events in the past, but to host the men’s provincial championship where the winner goes to the Brier is a very big scoop.” The concept of a provincial championship being played in Nelson wasn’t always so farfetched. Nelson opened its first curling club in 1898 and began hosting the
Midsummer Bonspiel in 1945. It was a major annual draw for curlers, attracting more than 200 rinks at its peak. But the event, and the sport itself, began to fade — the Midsummer Bonspiel was held for the last time in 2008. Brent Pihowich, the club’s vice president and chairman of the provincial championship, said completion of the Nelson and District Community Complex in 2005 — and the loss of campground land next to the curling club — marked the end of the bonspiel. “Curlers really enjoyed coming here and this was their holiday,” said Pihowich. “Curling was secondary. They set up their tents and their campers, they had space right there. They’d walk across, go for a game of golf, come back and curl a game and go down to the beach. That was their holiday.” Gordon Wiess’s term as president of the Nelson Curling Club began last fall. He moved to the city in 2004 and witnessed the death of the bonspiel, which Wiess attributed to the rise of competing bonspiels in other locations, changes to liquor laws and volunteer fatigue. But it was public perception about the club, he said, that truly hurt the sport in a place with plenty of athletic alternatives. “The curling club had this great image and reputation of being party central and a fun sport,” said Wiess. “However, if you want people who aren’t interested in curling to respect what curling brings to a community, and if you are looking for public funds going toward anything, you need to have an image within the community of more than just a party. “You need to have an image of sport development, and that’s where the youth come in.” Youth curling is something Wiess admits the club neglected for a long time and is still struggling to rebuild. The club currently has a youth league and hosts school groups, but there is no drop-in night that might encourCONTINUED ON A10

Tracey Mozel, the club’s director of youth programs, said fewer parents are playing curling nationwide, which in turn means kids aren’t being exposed to the sport. “So we’ve lost that continuity overall across Canada,” said Mozel. “We’ve gone from a society where virtually everybody curled or knew somebody who curled, especially in smaller towns, and we’ve arrived at a point where virtually nobody does. It’s kind of a sport that’s been pushed out into the fringes.” It doesn’t help that the city-owned Nelson Curling Club has seen better days. Wiess said the structure of the current building, which began operating in 1973, is still sound even if it lacks aesthetic appeal. He also conceded parking space is a nightmare for the building tucked in next to the NDCC. Visitors to the club might also find the indoor temperature a little chilly — the furnace has been broken since last April. Wiess said a group has begun to hold preliminary meetings in part about the building’s future. “Every old building always needs a bit of paint here and there but there’s nothing about the building that says it’s ready to be torn down. It’s still functional,” he said. Two days prior to the championship there was plenty of preparation going on at the club. Over 100 volunteers are chipping in at the event, which Wiess hopes is successful enough to spark a revitalization for Nelson curling. “It’s a matter of how much energy, how much time we here in Nelson want to put in,” said Wiess. “If we want to see Nelson become a curling centre, [I believe] it’s possible. “It just means we have to work at it.”

Regional District of the Kootenay Boundary Bylaw No. 1581 to amend Electoral Area ‘A’ Zoning Bylaw No. 1460 What is the purpose of Bylaw No. 1581, 2016? Proposed Bylaw No. 1581 would amend Section 310 (Minimum Parcel Area Exceptions) to include an exception for parcels located within the Agricultural Land Reserve (ALR), which received approval for subdivision from the Agricultural Land Commission (ALC) prior to the adoption of the Electoral Area ‘A’ Zoning Bylaw No. 1460; and which are greater than 8 hectares; and where no parcel to be created is less than 4 hectares in size. While this exception rule applies to all of the Electoral Area ‘A’, this application is specific to Lot 2, DL 1236, Plan NEP14720, KD.
Who will be at the public hearing? Director Ali Grieve who has been delegated by the RDKB Board of Directors to preside over the hearing, and RDKB Staff.
How do I get more information? A copy of the bylaw, the Board’s resolution delegating the public hearing to Ali Grieve, along with supporting documents are available for inspection at the RDKB offices. The documents are available in the Trail office (843 Rossland Avenue) from 8:00 a.m. to 4:30 p.m. Monday to Friday from now till the date of the public hearing. These documents are also available online at www.rdkb.com.
How does the public hearing work? Those in attendance will be given the opportunity to speak. If you are unable to attend the hearing, written submissions can be forwarded to the RDKB office in Trail until 4 p.m. on the day of the hearing. All verbal and written submissions will become part of the public record. The RDKB Board cannot accept presentations after the public hearing has closed. THE ASSOCIATED PRESS LOS ANGELES - “The Good Wife” creators Robert and Michelle King say they welcomed CBS’ decision to end the series, allowing them to write its final chapter. The Kings already had decided to exit as executive producers after this season, the seventh, leaving CBS to weigh whether to keep the critically acclaimed show afloat without them. On Sunday, the network used its Super Bowl telecast to announce that “The Good Wife” was heading into its final nine episodes, with the series finale to air May 8. The Kings had just learned of the decision in the past week, they told a phone news conference Monday. “We felt very fortunate and flattered that we’re being allowed to end the show .... the way we hoped it would end,” Michelle King said. “The Good Wife” airs 9 p.m. EST Sunday. CBS may have faced the loss of series star Julianna Margulies as well. At an event last month honouring the Kings, Margulies joked in her speech that she’d only shown up because she would soon be out of work and needed the exposure. The actress “was kind of up in the air” about returning as lawyer Alicia Florick, Michael King said. Margulies has won two Emmys for the role. But after conversations in recent days involving her, CBS, the studio and the Kings, the conclusion was that everybody “really wanted to go all together,” Michelle King said. The couple, who are moving on to a new series for CBS, the comic political thriller “BrainDead,” said they had long envisioned “Good Wife” as lasting seven years. To avoid spoilers, the Kings spoke in broad strokes about how their critically acclaimed drama will conclude. Robert King said he likes shows that “end with some resonance,” citing “Breaking Bad” and “Six Feet Under” as memorable examples. “What I admire an ending that feels inevitable and surprising,” Michelle King said. Super Bowl gets 111.9 viewers, down from last year
THE ASSOCIATED PRESS NEW YORK - Denver’s victory over Carolina in the Super Bowl reached an average of 111.9 million viewers, a number down from the last two years. Still, it represents the third most-watched television event in U.S. history. The Super Bowl had set viewership records for six of the past seven years. The Nielsen company said Monday the event was live-streamed by just under 4 million additional people, setting records in the digital space. Last year’s game between New England and Seattle, which went down to the wire, remains the most-watched Super Bowl ever with 114.4 million viewers. By Dave Green

We’re not saying ‘no’ to anything at this point.” Robert King said such a spinoff likely would be an ensemble drama focusing on characters who haven’t gotten as much attention, such as Elsbeth Tascioni, played by Carrie Preston, or Martha Plimpton’s Patti Nyholm. “The Good Wife,” initially built on the response of Margulies’ character to a scandal involving her politician husband (Chris Noth), was centred on the world of Chicago law and politics. In early January, CBS programming chief Glenn Geller told reporters that the network hadn’t decided the show’s future without the Kings.

It was such a pleasant experience speaking with people who had seen the community grow and change throughout the years, and I look forward to my next visit.
