Pest Management Plan Number RDEK – PMP - 2016/2021 The Regional District of East Kootenay (RDEK) is renewing a Pest Management Plan and will submit the plan for approval under the Integrated Pest Management Act. This Plan will describe a Mosquito Control Program using Integrated Pest Management, including the use of insecticides. Purpose: Mosquito Control for the purpose of nuisance control. Application Method: Treatment of mosquito larva development sites by hand and helicopter application. Location: Within the RDEK’s existing Mosquito Extended Service Area which includes the Wasa, TaTa Creek, and Skookumchuk areas north of Fort Steele along the Kootenay River. Pesticide: Yearly totals up to, but not exceeding: • 1000 ha with Aquabac (PCP No. 26863) (Bacillus thuringiensis var israeliensis) • 1000 ha with Vectobac 200 G (PCP No. 19466) (Bacillus thuringiensis var israeliensis) A selection of insecticides has been chosen to increase the ability to target mosquito populations in the most environmentally responsible method possible. All products listed are registered in Canada for the intended use. Aquabac and Vectobac have been chosen to control larval mosquitoes in their development sites. This pesticide is target specific, non-residual, and non-toxic. The RDEK will not treat the total area of all the products listed above, but will choose the best method to treat with the least environmental impact. RCMP respond after resident shot during home invasion On February 4th, 2016 at approximately 10:30 p.m., Cranbrook RCMP were called to a residence between the 200 and 500 block of 20th Ave South for a report of a man having been shot. Views Opinion: Generosity a hallmark of the region by Brian Coombs The people of the East Kootenay region are a tough, self-sufficient breed. Nowhere is this more apparent than in the creative ways we find to take care of each other. The Kootenay Granite Stone Soup Challenge, the Family Fishing Derby, the Chamber of Commerce’s Turkey Drive and of course, the recent Miracle on Baker
Street have all examples of organizations that show extreme resourcefulness in raising funds for those who need it the most. Of course, other initiatives like The United Way, EKFH’s Starlite Campaign and Abreast in the Rockies, along with the everyday contributions to charity are common occurrences. As a reader of the Kootenay Advertiser, you will know that hardly an
issue goes by without at least one person, business or group donating to those less fortunate. And this is in a time when Welfare rates are far below what are needed and the rate of growth in health spending continues to be less than inflation and population growth combined (according to National Health Expenditure Trends, 1974 - 2014). Now this isn’t to say that health spending is not a huge portion of the federal or provincial budgets. Federally, health and social programs comprise around
11 per cent of the budget, and provincially about 40 per cent of the budget. These are staggering numbers, ($214.9 billion spend in 2014, federally). And yet, that funding is not keeping pace. Even with that amount spent, there are still homeless right here in this community. There are people with a brain injury, M.S., cancer or a host of other serious conditions that are beyond their capacity. When a person is faced with having to make a choice of whether to spend their limited
funds to eat properly or get medication or even a warm place to sleep, life becomes a gray landscape with little hope for the future. But this region continues to step up to the plate. Every year, hundreds of thousands of dollars are raised right here and are earmarked for those who need it. That gives people hope, not only because the needs of those less fortunate can be met, but also because it shows that regardless of the doom and gloom being reported on economic fronts, businesses right
here can make enough to support their staff and others in need as well. This allows their employees to be more generous too. And this area’s charitable output is in no small way attributable to a host of volunteers, creative thinkers and you— the person who donates even though many of you have faced stagnant or even reduced wages over the years. People who were born and raised here know about the area’s attractions. Those who choose to move here generally do so because of its
natural attributes. The country surrounding our communities has beautiful forests, clear streams and lakes and an abundance of wildlife (some of which spend time in our backyards). But the true treasure of this region is the people who care about their less fortunate brothers and sisters. Come what may financially for the people of the region, it is a sure bet that area residents will continue to give. That seems to be the kind of people who choose to live here. We are truly lucky.

Mounted shooters association approved for the region

Cowboy Mounted Shooters Association of BC (CMSABC) is a registered non-profit society. As of 2015, British Columbia has now joined Canadian provinces Alberta, Saskatchewan and Manitoba in offering this exciting fast-paced event. Ontario and Nova Scotia have also recently organized their first mounted shooting associations. Mounted shooting is currently the fastest growing equestrian sport in North America. The sport was created in the US in the early 1990’s and has grown tremendously since, with competitions and exhibitions being held at some of the largest equestrian events across North America. Thanks to the dedication of some individuals in Alberta working with the RCMP Canadian Firearms Program (CFP) since mid 2000’s, guidelines and recommendations were developed to allow this sport to be brought to, and enjoyed safely and legally in, Canada. There are now clubs being created across Canada, and Cowboy Mounted Shooters Association of BC (CMSABC) is currently the first and only club to attain RCMP CFP Approved Shooting Club status in the province of BC. Prior to the formation of this club, the only legal option for a BC resident to practice or compete in
this sport was to have a membership in an approved club in another province, have your RPAL, apply for Authorization to Transport (ATT) your registered firearms, and travel to some approved mounted shooting facility outside of BC. Hence my decision to bring this sport home to BC! In this sport mounted contestants compete in a timed event using two fixed sight .45 calibre single action revolvers designed prior to 1898, or reproductions thereof. Each revolver is loaded with specially prepared BLANK ammunition. No live ammunition or projectiles are permitted. There are no projectiles used to burst the 10 balloon targets, only black powder, which has restrictions regarding effective range of the burning embers, so as to ensure spectator safety. Some classes also involve the use of shotgun and rifle (also with specific blank ammunition), but these classes also initially include the use of revolvers and are attempted by more advanced experienced competitors only as it requires an extremely well trained horse when the reins are dropped and both hands must be used on those firearms. Minimum dress requirements for competition are described in the CMSA rulebook, but generally consist of traditional, classic, western clothing, including cowboy boots, cowboy hats (or helmet if preferred), long sleeved shirts and modern style jeans must be worn with chaps or chinks. Females are exempt from some of these
rules if they prefer to wear 19th century style full-length full skirt or dress. (See CMSA rulebook). A competitor must acquire a federal firearms Possession and Acquisition Licence as well as endorsement to that licence for the use of Restricted Firearms (commonly referred in the sport as an RPAL). Participants MUST be a member in good standing of an RCMP CFP Approved Shooting Club in order to acquire an Authorization to Transport (ATT) their registered firearms and BLANK ammo (only) to and from a CFO “Approved Shooting Club Facility”. These facilities or arenas used for practices and competitions by an Approved mounted shooting club must also make application to acquire certification as an approved mounted shooting facility. Membership in an approved provincial equine organization (HCBC in BC) is a mandatory requirement for a participating club membership, and Approved Shooting Clubs must carry club insurance as well. There are a wide variety of levels of competition for everyone, ranging from novice to seasoned professional. Clinics introducing the sport to riders and horses green to this particular sport, as well as for intermediate and advanced participants are being made available across the provinces, by the various clubs. Safety for horse and rider is paramount and is emphasized during horse training and firearms handling practices and
competitions. There are no horse breed or size
restrictions. Beginners are encouraged to take their time to learn to learn techniques to create a good foundation for a well trained shooting horse and to be both comfortable and safe in the sport before speed is added. The fact that a competitor is penalized 5 seconds for a missed balloon in this timed event makes accuracy a primary focus on initial training. CMSABC is an affiliate of the international organization, Cowboy Mounted Shooting Association (CMSA) and, along with some of the other Canadian clubs, competition points can be earned in order to attend regional finals as well as the World finals held in Texas. We use their rulebook for our guidelines, except
where Canadian Firearms regulations override the US rules (for example, in regard to barrel length and Youth/ Wranglers). As the first CFO Approved mounted shooting club in BC, and currently based in the Creston Valley, CMSABC’s board of directors is working hard to develop our club bylaws and guidelines in order to bring this sport to other regions of the province. By amending our initial bylaws we will be able to create CMSABC Chapters which will save everyone immensely in initial costs of incorporation registration and club and member insurance, as well as eliminating the need for individual new clubs to apply for RCMP CFO Approval.
It will not happen overnight, but we are getting numerous inquiries from interested individuals across the province and are striving to take the time to create a solid foundation for the future of this sport in the province of BC. This article is intended to be just an overview of the sport and is not a comprehensive guideline. We currently have a Facebook page, Cowboy Mounted Shooters Association of BC, and are developing an email list to distribute information.
