Four local governments can move ahead with long term plans after a funding boost from the federal government. Almost $275,000 was collectively earmarked for Rossland, Fruitvale, Warfield and Salmo through the 2016 Strategic Priorities Fund. Rossland Mayor Kathy Moore says investing the city’s $75,000 grant into asset management is a common sense approach to making key decisions in the future. “We need to develop a robust asset management policy that will guide us, and hopefully future councils, so we can stay on the road to a sustainable, maintainable municipality,” she explained, mentioning the city’s inventory is identified, now its service life must be determined. “We will work with some of our local government friends, like Grand Forks, who is much farther down this path. “Then we need to integrate the information into our annual financial plans.” She said that’s where the task becomes demanding, because the city’s many assets that must be maintained on a small residential tax base. “These will be the challenges that council and the community will need to struggle with in the upcoming months and years,” added Moore. Similar planning is underway in the Beaver Valley as Fruitvale embarks on an asset management investment plan with its $45,000 grant. Traffic lanes and the pedestrian walkway on the eastbound side of the Victoria Street Bridge will be closed from Monday (Feb. 15) to the end of the month. The closure will accommodate Power Tech Electrical crews, who will be installing LED lights as part of the bridge lighting project. The westbound lanes will be open for single-lane two-way traffic and pedestrians. Crews and traffic control personnel will be on site Monday to Friday, 7 a.m. to 5 p.m. Motorists are asked to take caution and obey the posted construction signage.
Missing snowboarder found safe and sound after night in back country VAL ROSSI Trail Times
A missing snowboarder was found Sunday morning unharmed after getting turned around on Grey Mountain at Red Mountain Resort Saturday. The man from Alberta was located at nearly 2 p.m. in an out of bounds area near Esling Creek. Search and Rescue (SAR) is taking this
opportunity to remind the public to stay in bounds at all times and to be prepared with proper equipment and a trip and safety plan. “This has been a growing trend as of late with skiers moving into out of bound areas,” said Mike Hudson, president of South Columbia SAR. He adds that the number of incidents could be attributed to the current snow conditions sending skiers and snowboarders in search of “good” snow.
“These areas are marked off for good reason, for their dangerous locations and avalanche risks,” he said. “Not only the danger to you as the public but equally as dangerous for our certified rescuers. We too have to endure the dangers of these areas when others do not heed the warnings.” Rossland SAR was called out Saturday around 5 p.m. and quickly got to work, setting up command in the Red Mountain
parking lot and searching the mountain on skis and snowmobiles. “Unfortunately, the weather moved in with heavy fog and snow, and the search was suspended for the night,” explained Hudson. South Columbia joined the search effort Sunday morning, along with Castlegar and Grand Forks. Warfield gets cash to develop OCP
CONTINUED FROM A1 els of service as well as the condition and risk of the village’s tangible capital assets. “All residents, businesses, as well as tourists that visit our village, rely on functioning infrastructure such as roads, water and sewer pipes, street lighting,” says Fruitvale Mayor Patricia Cecchini. “This funding support provided by senior governments is deeply appreciated as it assists the village in planning for a sustainable future.” Locally, Warfield received the largest grant, $77,000 to develop an integrated Official Community Plan (OCP). Overall, the village’s OCP will be updated and include a longterm sustainability plan with goals that describe where the community wants to be in 25-30 years. Last summer, Warfield staff and council held a strategic planning session and one of the five points identified was the create an OCP. “Building a plan of
this type requires the contracting of consultants who are experts in the field,” says Warfield Mayor Ted Pahl, noting the federal grant allows the village to develop an OCP at no cost. “Having this plan in place will enable this government and future governments to make decision that affect our community based on a long term plan.” Another community, the Village of Salmo, will be comprehensively updating its OCP with it $75,000 grant. “The project will bring the Village of Salmo’s antiquated OCP into conformance with the Local Government Act and its corresponding requirements including land use, active transportation planning, growth management, infrastructure planning, GHG objectives and community energy and emissions reduction plans,” said village administrator Diane Kalen-Sukra. “This vital planning project would not have been possible without this federal gas tax fund contribution and the backing of Salmo’s
community groups who wrote letters in support of our grant application.” The grant application was widely supported by community groups, including the Salmo and District Chamber of Commerce, Valley Trails Society, Curling and Rink Association, Celebrations Society, Childcare Society, and Girls Softball Association among others. The sustainability planning process will
take about two years and involve extensive community consultation. Federal gas tax money is transferred to B.C. annually, totalling $253 million this year. The funds are administered through a Union of British Columbia Municipalities committee, for a range of projects that improve capacity-building, also referred to asset management, as well as upgrades to infrastructure such as roads, bridges,
regional airports and recreational facilities. Other notable grants are $4.6 million to the Regional District of Central Kootenay for a pool renewal at the Nelson and District Community Complex; City of Castlegar, $250,000 for asset management and climate change framework; $2.8 million for Cranbrook to rehabilitate Idlewild Park; and $4.5 million to Kimberley for the reconstruction of Gerry Sorensen Way.
Fog hampered helicopter help
CONTINUED FROM A1 search. “We had searchers all over the mountain and snowmobiles travelling all through the Big Sheep Creek area in case he made it down that far,” Hudson explained. A helicopter from Dam Helicopters was brought in to assist with the search, but foggy conditions made it difficult for the chopper to land at the base, so a helipad was built at the top of the mountain. Unfortunately, weather again became an issue, and the pilot could not land on top either and was forced to discontinue search efforts for safety and visibility reasons. The SAR team pressed through and finally came across some tracks, which led the team to the snowboarder at nearly 2 p.m. in an out of bounds area near Esling Creek. “The conditions in this particular area were very dangerous and due to the heavy fog and heavy snow conditions on Saturday late afternoon he got turned around,” said Hudson. “He was located and found in good condition, no injuries or other medical issues.” The hungry man was thankful to see SAR and was brought safely back to the base Sunday night.

Top seven names for new bridge put back to public VALERIE ROSSI Trail Times
The public is invited to vote on their favourite name for the new pedestrian/pipe bridge online via the City if Trail’s website. A select committee of 11 community-minded individuals was tasked with sifting through 88 submissions and picking their Top 10, which were then graded on a regressive scale to give the public its contenders. Columbia Crossing, Columbia River Crossing, Columbia Skywalk, Columbia River Skywalk, Silver City Connector, Silver City Bridge and Silver City Suspension Bridge appear on the city’s survey that went live Friday and is open for public input until Feb. 29. The city has already received 500 completed surveys and Andrea Jolly, communications and events coordinator, expects them to keep rolling in. The three most popular names will later be presented to council for final consideration at its March 14 council meeting. “I think that people are

actually realizing that this is coming to fruition,” said Jolly. “There is a light at the end of the tunnel.” The consultation process started with submissions that in the end categorized as historical/cultural, representative of person/people or a group, regional/geographical, other and joke. “I was impressed with some of the ones that had historical significance to them,” said Jolly. “I even was thinking, ‘Wow, that’s a great educational piece for myself and others.’ And it was obvious people actually went in and did some research and looked up historical facts about the people who perhaps settled here originally.” Those submissions included not so well known historical figures like Ginger Goodwin, a famous union organizer who led the first strike at Cominco Nov. 15, 1917, demanding the enforcement of an eight-hour day, to wellknown community icon Seth Martin, who backstopped the Trail Smoke Eaters to the 1961 world hockey championship.

The select committee included Trail Mayor Mike Martin and council, Rossland and Warfield mayors (and council), Dieter Bogs (former
Trail mayor), Jamie Forbes of the Trail Historical Society and Trail Times’ editor Guy Bertrand. Individuals gravitated toward geographical ties, specifically favouring name proposals that included the Columbia River or the Silver City. The short list was supposed to include five options but in the end, council decided to let residents settle a tie and even came up with a “blended” option, Columbia River Skywalk, expanding the list to a total of seven possibilities. “I think council was impressed that so many people took part in the call for names, and they were happy to see that the people they chose to sit on the committee took an interest in participating as well,” added Jolly. “It has been quite a lengthy process but council wanted to make sure that it’s the right name that truly identifies the structure.” Now the choice goes back to the public, who is invited to take the survey on the city’s website under “News and Public Notices,” or visit city hall to complete a hard copy.

ousing Minister Rich Coleman was flabbergasted at the angry response to his solution to the Victoria courthouse “tent city,” the latest tarp-covered camp to spring up in southern B.C. Coleman announced two temporary shelters with three meals a day and medical supports. The study found that the hardest cases are worse off than ever, based on court, hospital and other service records, while the influx to the notorious Vancouver drug ghetto have tripled in 10 years. “I haven’t had a chance to go over that report yet, but I disagree with the assumption I’ve heard already, because I walk the Downtown Eastside,” Coleman said. “I don’t know if they do every few weeks to a month, but I’ve been doing it for about nine or 10 years and I can tell you it’s a whole lot better down there.” The question is whether problems are being solved, or just better hidden from view. Electoral reform requires broad Canadian input

o referendum or not to referendum — that is not the only electoral reform question. The overall issue is ensuring the entire review process meets best-practice democratic standards. As Canada heads toward democratic reform, the first important question is the makeup of the committee of politicians who will lead the public consultation. Normally, the Liberal majority would mean a majority of Liberals on all committees. However, no more than half the committee should be Liberal MPs to ensure they can’t just push through whatever system they want. The Liberals should have no concerns about giving up their majority on the committee given that Liberal House Leader Dominic LeBlanc has said voting system reform should have “broad support in
Parliament.” The committee should also undertake a “deliberative judgment” process as part of the “national engagement” the Liberals have promised.

That is the best practice for meaningful public consultation. Either several large citizen assembly meetings should be held (as B.C. and Ontario did to review their voting systems) or small focus groups should be gathered across the country. In either case, here are the ground rules that should be followed: a randomly selected, demographically representative group of
Canadians should be consulted public servants or independent, nonpartisan organizations should co-ordinate the process politicians and officials from all political parties must be prohibited from participating in any way an integrity auditor will be needed to hear complaints about violations of process rules all details about the process and results must be reported publicly before any policy decision is made. As the Liberals promised during the 2015 federal election, the process should cover “a wide variety of reforms” – including the right to vote noneof-the-above (as voters in some provinces can do by declining their ballot), and the right to file complaints and have politicians penalized by an independent watchdog for unjustifiably breaking election promises.
When, ultimately, Canadians are asked what changes they support (if any), best-practice methods should be used. These methods don’t offer take it or leave it choices (which can be easily biased) but instead let people indicate their level of support for various options. That public consultation, done properly, can produce a roadmap for change (if change is supported by most people) that is as democratically legitimate as a referendum result. The difficulty with a referendum is the rules. What proposal should be on the ballot or should there be multiple, detailed proposals? Should a minimum national percentage of voters be required to vote – or in each province or region? Should politicians be allowed to campaign, using their public office funding and travel perks, or should their

Anyone paying attention has been seeing the signs that the Liberal government’s financial plan, along with the many expensive campaign promises Trudeau made, are at risk thanks to a deteriorating economy. Oil prices are beyond depressed, and that has led to billions in lost revenue for the federal treasury. Other commodity prices are also in free fall. In the wake of a National Bank study released last week showing the federal deficit could hit $90 billion after four years, the prime minister is already backing away from promises to balance the books by 2020. He has already acknowledged the $10 billion deficit his government has planned to pay for infrastructure investment and other growth-driving
pledges is going to be bigger than anticipated. Consider the complexity of the situation the government, just more than 100 days old, finds itself in. Trudeau’s Liberals were elected on a platform to spend to generate growth. In effect, an electoral majority of Canadians have said they’ll tolerate modest deficits to drive growth and create jobs. But few people, if anyone, predicted the extent of the gloom and uncertainty that now dominates the global economy. It can fairly be said these are circumstances beyond Trudeau’s control, but he faces the consequences regardless. If his government goes ahead with commitments to spend on infrastructure and other priorities, such as investment in improving the lives of indigenous people, it will make the balance sheet even more bleak than it is now. If Trudeau pulls back on those commitments, critics will eviscerate him for making promises he could not keep in the end. Moving ahead more cau-
tiously might seem like an obvious compromise position, and it may well end up being what Trudeau and his cabinet decide to do. But that will slow down growth created by that investment and could alienate supporters who are expecting more dramatic changes. A key attribute of the prime minister is about to be tested. He promised to be a different sort of leader, more inclusive, more open and more honest with Canadians. He has lived up to that, for the most part -- his unwillingness to explain things like the CF-18 decision, for example, being notable exceptions. Now, sometime in the second 100 days of his mandate, he’s going to have to stand in front of Canadians and explain how his government plans to deal with radically different circumstances. He doesn’t have a mandate to let deficit spending get out of control. But Canadians still have high hopes. Hence, his picture in that section of the dictionary.
parties have to pay for any campaigning they do? The Constitution guarantees a specific percentage of seats in the House of Commons from each province. So a strong argument can be made that at least a majority of voters in seven out of 10 provinces, representing 50 per cent of the total population, should be required to approve any change. If a referendum is not held, the same approval requirement should apply to any other vote on any change proposal. The federal Referendum Act only requires a simple majority at a national level. It also has other undemocratic flaws that need to be corrected. For example, the act
democratically limits spending by individuals and groups (although the limit is unclear as it has not been properly updated), and it requires them to register as a “referendum committee” if they spend more than $5,000. However, it undemocratically allows for unlimited donations from businesses, unions and other organizations to the committees, and allows the committees to collude with each other. This would allow businesses and other wealthy interests to set up many committees, and fund them all to spend the maximum allowed. In 2004, the Supreme Court of Canada upheld limits in the Canada Elections Act on interest group advertising spending, and colluding, during

elections specifically to prevent wealthy interests from dominating a campaign. Similar limits should apply to any referendum. Only by following best-practice democratic processes will we get the best, most widely supported, changes to our voting system. Canadians deserve such processes, not only for voting system reform but also for all the other real changes promised by the Liberals. It’s the only way that the Liberals can fulfil their promises of a government that “better reflects the values and expectations of Canadians” and that “trusts Canadians” and makes “evidencebased” decisions. Jim Cotter felt the target on his back. Maybe that’s why he looked invincible. Cotter defeated Sean Geall 7-6 on Sunday to capture the Canadian Direct Insurance BC Men’s Curling Championship after having finished undefeated at the Nelson Curling Club. The title is the sixth of Cotter’s career. He’ll be joined by third Ryan Kuhn, second Tyrel Griffith and lead Rick Sawatsky as the VernonKelowna rink competes for the national title at his third consecutive Brier, March 5 to 13 in Ottawa. Cotter, who had already defeated Geall in Saturday’s Page 1-2 playoff, said he didn’t take victory for granted despite rolling through the 16-team event. “We know that that team is coming hard at us,” said Cotter. “They’re great guys and fabulous curlers, so we knew we were in tough. All week we’ve had teams coming at us pretty hard and we just knew we had to continue to make good shots and hope for the best.” Swagger isn’t Cotter’s style. He repeatedly deferred credit to his team and said he never expected an easy championship, even if that’s what it was. “We just concentrate on process and stay within our own team armour and just try to make shots and support each other along the way,” he said.

Cotter’s rink is now a dynasty in BC curling and has often been on the edge of greatness without ever having represented Canada. He won silver at the 2014 Brier and was runner-up at the Canadian Olympic trials in 2013. “We can’t get too far ahead of ourselves,” he said. “It’s just going to start with game one at the Brier.” Geall, along with third Andrew Bilesky, second Steve Kopf and lead Mark Olson, will have to wait another year to face Cotter. Geall’s lone trip to the Brier was in 2009. Geall had an eventful week. He arrived a day late to the tournament after his wife gave birth to a daughter Tuesday. “I’m going to get home as fast as I can,” he said. Still, the New Westminster rink were the clear No. 2 side of the event. Geall’s team finished 5-1 in the round robin before losing to Cotter in the playoff and beating Dean Joanisse 4-2 in Sunday’s semifinal to earn a rematch against the eventual champions. “[Team Cotter are] very good. You have to play well to beat them every time,” said Geall. “They’re one of the elite teams in the world. Did I think we could win? Obviously, yeah, we had as good a chance as anyone. But you have to be on your game, and when you play like we did in the first of the game, it’s going to make the second half an uphill battle and it was.” The Kootenay representative was led by skip Tom Buchy of

The Buchy foursome got off to a good start with an 8-3 victory over Vernon’s Mark Longworth’s rink, but suffered a 4-2 setback to Glen Jackson team from Victoria. Buchy then beat former junior provincial champion Jason Montgomery’s squad from Duncan 8-6, before falling to Geall 10-3. A loss to Victoria’s Neil Dangerfield foursome in a tight 9-8 match would end their shot at a provincial title. In Sunday’s final, with Cotter leading 3-1 heading into the sixth, Geall opted to protect his shot stone instead of going for two, but Cotter made no mistake, curling another beautiful shot that nudged Geall off the button for a 4-1 lead. But Geall came back in the seventh. Cotter failed a double-peel attempt and Geall made him pay with an easy shot that scored him a deuce and cut the deficit to 4-3. The comeback died one end later after Geall made a critical error. He had a chance to guard shot stone but his throw was a hair too heavy and the rock slid in right to the top of the button. Cotter pounced with three-point throw that put him back up 7-3 and essentially won him the championship. Geall scored another deuce in the ninth with the hammer but the result wasn’t in doubt. He stole one more in the 10th and walked off the ice as Cotter’s rink celebrated.
Vees sweep season series
BY TIMES STAFF In their first game in almost three years without coach and GM Nick Deschenes at the helm, the Smoke Eaters put in a gutsy effort but came up short in the end in a 5-2 loss against the Penticton Vees on Saturday in Penticton. Skating against one of the best teams in the nation, the Smoke Eaters led twice in the game before allowing three goals in the third period to lose its seventh straight to Penticton this season. The Vees didn’t have a lead in the game until 5:13 into the final frame when Scott Conway put the Vees ahead 3-2 with a backhanded shot past Bailey MacBurnie for his 52nd of the season. Power plays were a factor for both teams with five goals scored; two of them by the visiting side, while the Vees were a perfect 3-for-3. Trail opened the scoring when Ross Armour netted his 10th of the season, beating Zach Drischoll high on his blocker side at 16:22 of the first. Two minutes later, Tyson Jost corralled a rebound and fired it past MacBurnie, who tried to snag it with his glove.
In the second period, the Smoke Eaters thought they were headed into the dressing room with a lead. Armour faked taking the puck behind the Vees goal and passed it out front with the puck bouncing off the side of the net allowing Connor Brown-Maloski to tap it past Driscoll at 18:15. But with four seconds remaining in the period, Dante Fabbro, the game’s first star, fired a shot that changed direction a few times before beating MacBurnie. In the third period, leading 3-2, Fabbro added his second of the night, firing a shot from the point for his 15th of the season. The Vees’ final goal came with the cage empt as Jost sprung Easton Brodzinski, who fooled a Smoke Eater player to head towards the empty goal and bury his 28th tally. MacBurnie, the third star, finished with 33 saves in a strong outing as he denied the Vees on a few good chances, while Driscoll finished with 17 saves. The Smoke Eaters next game goes at the Cominco Arena on Friday against the Merritt Centennials at 7:30 p.m. The Smokies travel to Salmon Arm on Saturday for a tilt against the Silverbacks at 7 p.m.

Brush brooms under scrutiny THE CANADIAN PRESS CALGARY - Curling’s sweeping saga is heating up again ahead of the men’s and women’s Canadian curling championships. The Frankenbroom controversy of 2015 has sprouted a second head on the eve of curling’s marquee events and could create tension between teams. The World Curling Federation declared a moratorium on broomheads with “directional fabric” in November with Curling Canada following suit. But new issues with currently legal brooms have left curling’s governing bodies with little time to react before the Canadian championships. The Scotties Tournament of Hearts main draw starts Saturday in Grande Prairie, Alta. The Tim Hortons Brier follows March 5-13 in Ottawa. Brooms with brushheads featuring “artificially-textured” fabric and hard inserts were banned after almost 50 of the world’s top teams declared they would not use them. The brooms were used to manipulate the trajectory of a thrown rock in unprecedented ways, and curlers were worried they would affect the integrity of the game. But the brooms also spawned a radical directional sweeping technique, with one sweeper sweeping at a time instead of two simultaneously. One sweeper enhances the rock’s curl, while the other sweeper is responsible for making the stone glide straight. The technique continued after the Frankenbroom ban because sweepers can influence a stone’s movement in the same manner, though to a lesser extent, with “legal” brooms. Directional sweeping is a trending topic heading into the
Scotties and Brier, but another broom brouhaha is brewing. Brushes made with natural hog or horse hair were introduced to the sport in the 1980s, but have also undergone a recent transformation. They’re now produced with synthetic hairs or a combination of synthetic and natural. Hair brushes are legal under the rules and known to be effective in frosty ice conditions. They’re in heavy use again because of directional sweeping. But there is debate raging in the curling community over whether a hair brush scores the ice with the same intensity as the banned directional fabric and thus impacts a rock’s movement the same way. It has created bad feelings at some provincial championships in the form of pointed comments and complaining to officials. “There’s definitely been instances of tension,” Alberta skip Chelsea Carey said. “It’s basically been people disagreeing with hair brooms being legal or kind of taking the stance they already are illegal, which they are not. “It really kind of puts a damper on what used to be a lot of fun and great camaraderie between teams and opponents and things like that, but now has become a bit contentious in some cases.” The WCF was pressed into hurry-up mode to study and address the directional fabric issue. Curling Canada’s high-performance director Gerry Peckham says there isn’t enough time for the world governing body to do the same with hair brushes and come up with a policy for its member federations prior to the Scotties, Brier and the men’s and women’s world curling champi-
onships. “How could you ever have anticipated that two different sweeping devices and two different products would both go through a manufacturing transition in such a short period of time, where one wasn’t a viable option for the other?” Peckham asked. “The perfect storm.” Newfoundland skip and Olympic gold medallist Brad Gushue says testing his team has done proves a hair brush straight out of the box scratches the ice as much as the outlawed directional fabric does. Gushue’s team has posted video of their testing on YouTube. “A new hair brush has the exact same impact,” Gushue said. “I’m hoping it gets banned before the Brier. It shouldn’t be in play. We have too much control over the rock with those brooms.” But Gushue says if Glenn Howard’s Ontario team pulls hair brooms out of their curling bags in Ottawa, his team will too. If that sounds hypocritical, Gushue is not about to give up a competitive advantage to an opponent. The stakes, financial and competitive, are now too high in curling. There’s $1.5 million to be won in the Grand Slam of Curling, $100,000 in the annual Hot Shots, national and world titles on the line and berths to the Canada Cup, Continental Cup and Olympic trials to be gained. “You can’t play at a disadvantage,” Gushue said. “We work too hard and spend too much time to allow not obviously just Glenn Howard, but any team that’s there to have an advantage on us. “We have all kinds of hair heads ready to go.”
The Beaver Valley Nitehawks are one win away from wrapping up another division title after taking 2-of-3 on the road on the weekend. B.V. dropped their opening game 5-1 to the Osoyoos Coyotes Friday, before rebounding with a convincing 10-1 blowout of the Princeton Posse Saturday, and a 4-3 victory over the Summerland Steam Sunday. However, the Hawks suffered a major loss a week ago, and will be without their top scorer Braden Fuller for the rest of the season. The 20-year-old forward took a brutal hit to the head against Kimberley last weekend and sustained a concussion that essentially ended his junior hockey career. The Hawks were able to sign Calgary native Keillan Olson who played 34 games with the Okotoks Oilers of the Alberta Junior Hockey League this year. Olson has two goals and five points in three games with the Hawks including the opening goal in B.V.’s 4-3 win Sunday. The Nitehaws jumped out to a 4-1 first period lead on goals from Olson, Jake Yuris, Devin Nemes and Dylan Heppler, then held on as the Steam charged back in the third, with goals from Whitehorse native Jarrett Malchow and former Trail Smoke Eater Paulsen Lautard. Tallon Kramer stopped 27 shots for the win, as Beaver Valley extend-
ed its lead over Castlegar by seven points, but the Rebels have two games in hand, and four games remaining in the season including one against B.V. in what will be the Hawks’ final home game of the regular season on Saturday. Nemes picked up a hat trick and added two assists for a fivepoint game against Princeton Posse Saturday night, while Olson and Tyler Ghiradosi had four-point games in the 10-1 thrashing of a Posse team mired in last place in the Okanagan division. Also scoring for B.V. were Jace Weegar, Blake Sidoni, and Sam Swanson, while McKoy Hauk had three assists and Brett Clark picked up the win in net stopping 21 shots. In Friday’s match, the Coyotes jumped out to a 3-0 lead on their way to the 5-1 victory over the Nitehawks. Former Nelson Leaf Brett Soles earned his 21st victory in net for the Okanagan division leading Coyotes stopping 21 shots on the night, while Kramer faced 41 shots in goal for B.V. The league leading scorer, Rainer Glimpel, scored twice and added an assist for Osoyoos as did Bobby LaRue, and Jackson Glimpel netted the other Yotes’ marker. Hauk replied for B.V. The Nitehawks final two games of the regular season go Friday against the Fernie Ghostriders at 7:30 p.m. at the Hawks Nest, and versus the Rebels from Castlegar at the same time and place on Saturday.

Robert Hugh Dickson August 22, 1942 - February 5, 2016 Robert Dickson of Trail, BC passed away on February 5th at Kelowna General Hospital ICU after a courageous battle with Endocarditis. Robert was born in Aldershot, England on August 22, 1942 to Alfred and Nora (Woodgyer) Dickson. The family immigrated to Canada in 1945 to Port Moody, BC and he joined the Royal Canadian Navy in 1960 serving until 1974. Robert and Marsha met at Royal Roads in Victoria and were married in 1975. After a move to Vancouver and Grand Forks, they settled in Trail in 1979 to raise their sons. He will be forever cherished by his wife Marsha, sons; Fraser and Ryan Dickson both of Trail, sister; Deliah Smith, niece; Kristen (Egan) Smith, nephew; Matthew Smith of Chilliwack, and a loving extended Carlow family in Victoria, and Crofton. He was predeceased by his parents. His career with IHA started in 1977 at Columbia View Lodge until his retirement in 2005 at Kootenay Boundary Regional Hospital. He often said he wished he had been a carpenter and was a skilled handyman whose hobbies included many do-it-yourself projects, woodworking, and cooking special meals for family and friends. He was always eager and willing to lend a helping hand, and to entertain everyone with his fond memories as a proud sailor. Bob had a loving reputation as someone who “pinched his pennies”; and had he known this day was coming he may have built his own casket to save a few bucks. Thank you to everyone in our caring community for your thoughtfulness and kindness during this difficult time. Our family would especially like to thank Dr. T. Hii and his staff for all the hard work and dedication to his health over the years, and the Trail Regional Hospital’s Emergency and ICU nursing staff for the tremendous care he received during his final days. Group prepares to welcome the Abdin family from Syria
SUBMIT TED The West Kootenay Friends of Refugees (WKFoR) are getting ready to welcome a family of four Syrian refugees, (parents and two small children) to our area. Thanks to the generosity of people in Rossland, Trail, Fruitvale and Castlegar, WKFoR has raised enough funds to begin the sponsorship of the Abdins, who are expected to arrive in a few weeks – and maybe even sooner. The WKFoR group will help them get settled in the cozy home of one of our members which will be a nice change from the crowded situation in the Turkish refugee camp near Ankara where they have been living for the past two years. Recent photos of the camp show the ground covered with snow and shivering children without warm coats living in the cloth tents provided by the Red Crescent (the Muslim version of the Red Cross). WKFoR members have been signing up for a variety of tasks
as we set up the living space, collect clothing, books and toys, stock the cupboards, organize paperwork, find medical and dental services, prepare a budget and financial plan, create an orientation binder and organize in-home English lessons as well as those that will be provided by the Columbia Basin Alliance for Literacy. Most importantly, since the family only speaks Arabic, we have located a translator, living in Rossland, to help us communicate with the Abdins and help them adjust to their new lives in Canada. The family will have a difficult job ahead of them, learning English, adapting to a new culture, taking on job training and raising their two small children so far from familiar surroundings and people they love. The WKFoR members encourage everyone in the surrounding communities to make our new guests feel welcome and appreciated. Our region is lucky to have so much to share with those who need our help.

The traffic lanes and pedestrian walkway on the eastbound (downstream) side of the Victoria Street Bridge will be closed from Monday, February 15th to Monday, February 29th. The closure will accommodate crews from Power Tech Electrical Ltd. who will be installing LED lights as part of the Victoria Street Bridge Lighting Project. The westbound (upstream) side of the bridge will be open for single-lane two-way traffic and pedestrians.

THE ASSOCIATED PRESS NEW YORK - “Star Wars: Episode VIII” has begun filming and has added Benicio del Toro and Laura Dern to its cast. The Walt Disney Co. announced Monday that “Episode VIII” started principal photography at London’s Pinewood Studios on Monday. Written and directed by Rian Johnson, the “Star Wars” sequel will follow J.J. Abrams’ box-office smash “The Force Awakens.” It’s set for release in December 2017. Joining returning cast members are the Oscar-winning del Toro, the Oscarnominated Dern and newcomer Kelly Marie Tran. The production start announcement was accompanied by a brief video that showed shooting picking up right where “The Force Awakens” left off, with Johnson directing Mark Hamill (Luke Skywalker) on a remote island off the coast of Ireland.

THE C ANADIAN PRESS TORONTO - Move over, Megan Follows. Newcomer Ella Ballentine says she’s ready to put her stamp on the iconic role of Anne Shirley for a new adaptation about the feisty red-headed orphan. The pint-sized actress stars in the YTV movie “Lucy Maud Montgomery’s Anne of Green Gables,” airing Monday, and says she’s excited to tackle a beloved character that has impacted generations. Of course, the Toronto-born Ballentine can’t help but feel the weight of past incarnations on her shoulders, but the natural brunette says it’s time for a new version of the classic story. “A lot of people are like, ‘Well, there was Megan Follows.’ But it’s just like in ‘Freaky Friday’ - they had a movie remade. I’m doing my version of Anne,” Ballentine declared. “When Megan Follows played Anne she was much older than I am right now so I think (I bring) a bit more of that youth.” Clad in a rumpled, loose-fitting dress and long red braids, the poised teen acknowledged feeling some “responsibility” to do justice to the character of Anne - an imaginative and iron-willed chatterbox whose zest for life charms everyone in her Prince Edward Island community. “I think it’s really great to see Anne as such a strong female character, especially for younger girls growing up,” says Ballentine, whose resume includes musical theatre gigs such as “Les Miserables.” “She knows what she wants and she’s very positive about everything and she doesn’t let anybody be rude to her and she stands her ground.” The production earns some star power by way of Martin Sheen, who plays the shy Matthew Cuthbert, a lifelong bachelor who becomes Anne’s unexpected ally when she arrives at Green Gables. The film comes as CBC-TV says it has greenlit its own reboot - a TV series titled “Anne” that is set to begin production this spring for a debut in 2017. There’s no word on casting or approach for that production, but the public broadcaster hinted at a makeover that would “chart new territory.” Ballentine says the YTV version offers up a “much more realistic” look at Anne’s life than viewers have seen before, and that should appeal to a modern audience.

Dear Annie: For 10 years, I have had an unwritten business partnership with a woman 26 years my senior. It has mostly worked well, until “Doris” crashed her car into a tree two years ago and had her license suspended. Though no one was hurt, and the tree survived, the car was totaled, and Doris isn’t allowed to drive anymore. Since then, her many friends have provided transportation for her. Her children, two of whom are within an hour’s drive, have helped shuttle her around, but not as much as the rest of us. Worse, they don’t acknowledge their mother’s shortcomings. They don’t know what her schedule is like, and how much her schedule impacts those of us who deal with it on a regular basis. Lately, Doris has become a liability regarding our real estate business. She forgets details about contracts, inspections and disclosure. I end up doing all of the work and still splitting the commission with her. My broker, who is Doris’

There’s a sweet story behind sugar cane this time of year. Stacked in the produce aisle at Ferraro Foods, the sugar cane, which is actually a perennial grass, is in season just in time for Chinese New Year. The Year of the Monkey began last Monday, so Ferraro Foods imported the jointed fibrous stalks from China and stacked them in the produce aisle alongside other fresh vegetables and fruit. The reason? Sugar cane is considered good luck, and as one customer explained to Danny Ferraro – placing a cane behind the front door may bring good fortune all year. Another customer named Jack, says the sweetness of the sugar cane symbolizes, in essence, a “sweet year”

Danny Ferraro recalls peeling and chewing raw sugar cane in his youth, and still enjoys the treat today. ahead. Besides luck, the sugar cane also provides a tasty seasonal treat – all you need is a good set of choppers, Jack chuckled. Peeling the purplehued stalk reveals a pulpy white flesh that
can be cut into bitesized pieces, then chewed raw to release a sweet juice. The fibrous substance, or pith, is an indigestible cellulose that cannot be swallowed – so be prepared to spit it out.
Another way to use a sugar cane is to peel, cut and boil it into a sugary syrup. Or, for the more adventurous cooks, wrap ground pork, beef or shrimp around raw (halved, length-wise) stalks then bake or grill.
