Operating budget gets thumbs up by council BY TREENA MIELKE Rimbey town council gave the green light to its operating budget at its Feb. 8 meeting. The $5.8 million budget will be adjusted when the assessments are finalized and the mill rate will be set at that time. Interim CAO Donna Tona said the loss of the Alberta Provincial Senior Housing provincial grant of $26,000 was a bitter pill to swallow for Rimbey as it took away from much needed revenue. However, she said council is running a tight ship and working hard to keep expenses in line. She is pleased council was able to purchase a Toro commercial mower for $10,000 less than budgeted for and also bought a new tandem truck for around $62,000, several thousand dollars less than the $73.5 thousand

earmarked for the truck in the capital budget. “Passing the capital budget early and taking advantage of January specials is being smart,� she said. “We are using due diligence and running efficient and lean. Staff are also taking on more responsibility within their positions.� At $899,968 public works accounts for the largest portion of the operating budget. This expense includes snow removal, street sweeping, maintenance, water testing, the operations of the lagoons and water system and upkeep of equipment. “Typically public works is the highest cost in any municipality,� said Tona. The school requisition coming in at $858,958 was the second highest expense in the operating budget. Expenses for recreation

for the 2016 operating budget showed $238,109 for the pool, $82,027 for the arena and $109,467 for parks. The community centre cost $156,865, the library expenses are $121,108, the curling club cost $21,050 and the museum is $66,300. Tona said she is pleased recreation programs are being well received and generating some income. She is hopeful the numbers showing people going through the pool will increase next year. “We have a beautiful pool,� she said. “We need to get those numbers up.� Composting is costing the town $25,313 with only $1,150 generated through revenue. General operating expenses came in at $554,450 and administration costs have been budgeted at $177,803. General municipal revenue came in at $2,941,321.

Of course, my good time had a lot to do with the music! Music, it seems can soften the harshest day, make bad times seem less so and literally speak to one’s soul in a way words simply cannot. This weekend, The Barra MacNeils, a Celtic band from Cape Breton spoke to my soul, as did

good on the piano. Of course, that one day has never happened. But still, my own lack of musical ability has not deterred me from appreciating musical talent whenever I hear it. In fact it seems such music has the power to elevate me to a higher, better level than my usual everyday, mediocre self . The Celtic band I heard on the weekend had that power! But even though their musical ability was incredible, the fact that they were all siblings is what struck a tender chord in my heart, stirring up bittersweet memories of long, long ago. For most of my growing up years my family had no television and a radio that played only static and sometimes CKRD. But we had a piano and a violin and at least one of my three brothers, bless his

heart, always had a guitar. My brother worked on the oilrigs. He was a derrick man. And when he came home on a long change or a short change or during spring breakup, he would bring his guitar and teach me the latest song that he had learned. Of course, he would never teach me the song all the way through, mostly because he never knew it all the way through. But it didn’t matter. My brother and I and sometimes our other siblings sang our own rendition of old spiritual songs such as It is no Secret What God Can Do and I’ve Got a Mansion and country favourites such as Down in the Valley, Hang Down Your Head, Tom Dooley and Streets of Laredo and we felt all happy. Sometimes my dad would play his violin as we sang.

The music made us completely happy and we never did understand why everyone didn’t want to stop what they were doing and sing with us so they could be completely happy, too. I thought of us, my siblings and me, singing and playing and laughing together in that little old house with linoleum floors and a coal and wood stove when I listened to The Barra MacNeils. And I felt a bittersweet twinge of envy, not because they were so incredibly talented, but because they were lucky enough to be all there together singing and playing and just having fun. And I wondered if the one girl in the band knew how lucky she was to be playing and singing with her brothers. I certainly thought she was. Very lucky!

My entire life, it seems, I have struggled with making my own music, of course being interrupted here and there by children, marriage, work and, sometimes it seemed, complete exhaustion. However, somehow, always in the back of mind I knew one day I would. One day I would learn to play the piano really well! One day I would play Minuet In G as well as my dear departed mother, who apparently could make the keyboard sing with a touch so gentle and sweet it made the angels weep. One day I would sit down and play for company and my fingers would not tremble. One day I would play Christmas carols by memory. One day I would play lots of songs by memory. One day I would be very

If my readers haven’t figured it out from the few and small passive remarks I left in some of my recent columns, I’m against the legalization of marihuana in Canada. I’ve read a few magazine articles, a few social media posts, and a few newspaper columns that address the questions of the legal sale of marihuana. I’ve also chit chatted with many college kids and listened to

numerous opinions. I find that there are two primary arguments that are propot. One, the taxes generated from sales could be used to support government initiatives; and two, the legalization would remove stress from the police and court systems. If marihuana becomes legal, in theory, the criminal activity that surround the illegal sale of pot would drop. Thus, less offenders would be put through the court system and potentially the prison system in Canada. The provincial and federal court costs, that are associated with the legal apparatus, would drop. And it would follow that if less criminals are charged and found guilty, less criminals would be placed into incarceration

facilities; operational costs of those facilities would therefore also drop. I’m going to object to the notion that the legalization of pot would lower the costs of the court and incarceration systems. The police and court apparatuses are already in place; if pot were to become legal, attentions would simply shift from one evil to another. If it isn’t the criminal activity of pot, it would be the criminal activity associated with the illegal sale of cocaine or fentanyl that would be the targets of the police and court systems. The stakes are quite higher when addressing the harder drugs: police investigations into those matters would increase in sophistication; the court proceedings

would be lengthier; and the incarceration terms will increase for more severe offenses. The cost of focusing on the harder drugs would be more expensive to address. The primary argument for pro-pot is the influx of new tax dollars the government would receive from the legal sale of the substance. It seems to me the opinions that posit the potential tax benefits also quietly suggest there is already a large portion of the population that use marihuana illegally; and that this portion of users would begin to purchase pot legally if it were made so. I question what is actually being taxed. Certainly legal pot sales would add some new shiny loonies to the government’s change

purse; however, there is human psychologically that is also being taxed. Sometimes a person is smoking a spliff to enjoy bad television, but other times a person is smoking a spliff to forgot about first world sorrows: overdue bills, job loss, or the price of oil. To suggest that the legal sale of pot would add tax dollars to the government’s bank account is to also suggest that Canadian citizen psychology is up for taxation. I feel that the legalization of marihuana would tax anxiety, tax depression, and tax unhappiness. Real human psychological needs would not be addressed. There are greater concerns to consider that supersede debates about the legalization of marihuana.

Bluffton girls off to Alberta Winter Games BY TREENA MIELKE Two Bluffton girls spent the weekend at the Alberta Winter Games where they competed in volleyball. This year, the Games were held in Medicine Hat, Feb. 13 to 16. Olivia Quaife, 13 and in Grade 8 at Bluffton School and 15-year-old Loni Mounkes, a Grade 9 student at Bluffton School competed at the winter games. Both girls attended tryouts at Lindsay Thurber High School last fall for the Games. “I wasn’t even going to try out. I didn’t think I would make the team at

all,” said Quaife, who was surprised and delighted she did, in fact, make the team. The girls both love the sport and as well as school volleyball they play club volleyball for a team in Sylvan Lake called The SLVC Wave. They also play baseball; Loni is a pitcher and plays first base and Olivia plays outfield and short stop. The girls are excited, but nervous about competing in the Games. “The closer it gets the more nervous we get,” said Mounkes, during an interview last Wednesday. “We will be competing against the best girls in Alberta.”

The Alberta Winter Games began as a government initiative for amateur sport and offered an opportunity for all Albertans to participate. The first Alberta Winter Games were held in Banff in 1976. Since that time each of the Games have been hosted in different communities throughout the province. The Games are hosted every two years. For the Alberta Games, the province is divided into eight zones. Participants compete at zone playoffs, held three to four months prior to the Alberta Games, where they earn the right to compete as a member of the zone team.

Draft municipal development plan revisted by council BY TREENA MIELKE A draft municipal development plan is in the process of being revised for the second time, and will be brought before council for a second and third reading at its Feb. 22 meeting. The draft plan was put under the microscope by council with input provided by Earl Giebelhaus, former mayor and developer in Rimbey and developer Stan Cummings. Both men were present at the Feb. 8 public hearing regarding the municipal development plan and the council meeting following the public hearing. The men added valuable input to the discussion about the municipal development plan and their suggestions were considered in the revised plan. Both Giebelhaus and Cummings disagreed with a section in the MDP which stated road surfacing shall be done at the developer’s expense upon 80 per cent development or within two years of subdivisions, whichever is sooner. “If I had to pave after two years I could not have done it,”said Giebelhaus. “That puts an extra burden on the developer. Two years to pave in this town, that’s not fair.” Cummings suggested eliminating the time frame and changing the policy to read road surfac-

ing shall be done at the developer’s expense upon 60 per cent development. “More incentive is needed to encourage developers to come to this town,” he said. “The last thing we want to do is discourage development,” said Mayor Rick Pankiw. Council agreed to direct planner Liz Armitage to change the clause to state road surfacing shall be done at the developers expense at 60 per cent of development. Another contentious issue in the draft MDP concerned how much land and/or how many lots would be acceptable before the preparation of an area structure plan was requested. The draft policy stated the town shall require the preparation of an area structure plan before subdivision of any parcel which would be subdivided into six or more lots and/or consist of greater than 1.5 hectares of land. Cummings suggested 10 lots and Giebelhaus thought the number should be reduced to less than six. Another developer said eight to 10 lots and four lots was also suggested. “There is no wrong or right answer,” said Armitage. The town agreed to adhere to the original clause, which stated any parcel of land subdivided

into six lots would require an area structure plan. Giebelhaus also questioned a statement in the MDP stating the town may assume a role in land development, including acquisition, servicing and subdivision, in order to ensure an adequate supply of land. “I’m not sure the town should be involved in the business of development,” he said. “I’m not sure it’s a wise thing for the town to get involved.” But Pankiw said the town already owns land. “Because we do own land now, that has to be in there.” Cummings said developers should not have to pay the town cash for the provisions of reserves when land is subdivided. “Money should not be given out. Land should be used,” he said. Council decided to amend the policy so providing land would be a priority, but cash may also be accepted in unique circumstances where providing land would not be feasible. Penny Giebelhaus questioned why council didn’t utilize the expertise of Earl and Reuben Giebelhaus, both of whom have done extensive developing in the town, for the new municipal development plan. “Those were very good resources that should have been utilized.”

The show is on until February 21st at Westerner Park – it’s the Ärst year since its inception that the show has run for 10 days. “The show Ärst started before the Westerner was here,” said Marty Vellner, chair of the Red Deer RV Show and Sale. “We used to run the show down in the arena and the Kinex building. “The show has always been run as a cooperative effort amongst the dealers as opposed to most other shows which are run by either a promoter or an association.” For the last number of years there have been two shows put on in Red Deer – the Red Deer RV Show and Sale and the Central Alberta RV Show and Sale. This year, both shows have been combined. The show and sale is presented by the six RV dealers in Red Deer including Woody’s RV World, Vellner Leisure Products, Go Uncle Ben’s RV and Marine Red Deer, Southside RV Centre, Allan Dale Trailers & RV’s and Western R.V. Country. Attendees to the show can visit the latest and greatest in RV models and technology all while indoors. In addition to a variety

of new RVs that will be on display, there will also be a number of booths, which will be showcasing RV accessories and all that comes with living the RV lifestyle. “The show features roughly 120,000 square-feet of brand new RV models in a comfortable indoor setting. We’ll have everything that the industry has to offer in terms of products. It will encompass motor homes of all types, diesel pushers, gas Class A & Class C motorhomes, Äfth wheels, travel trailers of all sizes & Toy Haulers. All of the innovations the industry has to offer will be on display. People can come and shop and compare, all under one roof,” said Vellner. “We’ll have about 200 new 2016 products and that is roughly $12 million in terms of value of product.” To accompany the RVs on display, there will be 30 exhibitors who are selling products, services and accessories complimentary to the RV lifestyle. Meanwhile, Vellner said now is the time to look at getting into the RV lifestyle. “Supply and demand is a fairly fundamental economic driver. Typically in the off-season, like we are now, the demand is lower, so there’s more motivation on the part of dealers to get product moving. The timing of these shows is geared to kicking off our season,” said

Typically the product that you can buy early in the season will be less money than what you would buy later in the season.” He added from a vacation opportunity the RV business is a lifestyle choice. “It offers more Åexibility and more creativity than any resort-type environment. It’s your house on wheels. It’s the most cost-effective way to take a family on a holiday,” said Vellner. “This type of lifestyle has always had an appeal with a section of the market. Where it’s gaining appeal is amongst young, overworked, busy people. The problem with the pace of life that we have now is that it separates families and doesn’t allow for family time. The types of things that can relieve that is the ‘get out and breathe the fresh air and sit around the Äre with your kids’ type thing. “It was windy, but it was also sunny, so overall we had a fairly decent day,” said Denise McFarlane, president of Rimbey Sleigh, Wagon and Saddle Club. McFarlane was pleased with the number of participants this year, the club’s24th annual cutter parade. “We had 31 cutters this year. That is almost double the number of entries we had last year.” McFarlane was also pleased to note the stands were quite full of interested spectators who came out to enjoy the event. “It was quite well attended,” she said. Twelve-year-old Sara Brewster from the Buck Creek area was the youngstest participant. This year’s cutter parade was the first time the youngster had ever taken part in a cutter parade and it was also the first time for her miniature horses to participate. Art Terpsma from Rocky Mountain House won the draw for the oldest driver (everyone 65 and over were invited to participate in the draw). Allen McKenzie from Stony Plain won the prize for coming the farthest to attend the parade, although there was also participants from Carstairs, Olds, Sherwood Park and Tees. The prize for the best outfit went to Jesse Clough from Rimbey. A silent auction and concession was held in conjunction with the cutter parade. Keith Kendrew gave donkey rides and there was a live band. Overall, McFarlane views this year’s event as a success and is grateful for all the volunteers, the people who donated, those who showed up to watch and the participants.

Developer receives extension on development permit BY TREENA MIELKE Rimbey town council and administration, cognizant of the slow-down in the economy, had no problem extending the development agreement of one of its local developers. On Jan. 25 Steffen Olsen with Brix Construction Inc. requested the Development Agreement between Brix Construction Inc. and the Town of Rimbey be extended for one year. Mayor Rick Pankiw said he had no problem with the request. “It is a very reasonable request,” he said.

“It’s pretty common,” added interim CAO Donna Tona. Olsen said the development agreement is for an industrial parcel of land in the northeast area of town. He said interest is low in purchasing industrial land. “Activities are down,” he said. With the price of oil continuing to plunge below $30 a barrel, Olsen doesn’t see a bright light at the end of the tunnel for the economic picture in Alberta, at least not for 2016. “I’m not too optimistic for this year,” he said. “Not

Rimbey RCMP investigate fatality Rimbey, Alta. – On Feb. 7, 2016 at approximately 6:11 p.m., Rimbey RCMP, Central Alberta Integrated Traffic Services and Emergency Services responded to a serious motor vehicle collision at the intersection of Highway 20 and Township Road 442 north of Rimbey. A northbound SUV was struck by an eastbound pickup truck. The 51-year-old female driver of the SUV was pronounced deceased at the scene. The 60-year-old male pick-up truck driver was transported to a local hospital with non life threatening injuries where he was treated and released. Both were the lone occupants in their vehicle. Victim Services Unit has been engaged to provide assistance to family. Highway 20 was closed temporarily while the RCMP Collision Analyst conducted their investigation. Rimbey RCMP along with a Collision Analyst continue to investigate this collision.

Bentley Ag society inducted another life member BY JUNE NORVILA This year, long serving member, Keith Stephenson, was inducted as an Honorary Life Member of the Ag Society. This is the third year this has been done to recognize outstanding contributions to the organization. It was quite a surprise to him when he was called up by president Jeremy Park. Jeremy Park has finished his term as Ag Society president and said he really learned a lot about dealing with people and issues during his term and learned of the vast number of talented volunteers in the community. “It is quite obvious that the Ag Society is an important part of this community and to that end we owe all of our success to the great volunteers that make up this organization,” said Park. “I believe the Ag Society has some of the best volunteers our community has to offer, and I thank every one of you for your involvement. We

helped Bentley celebrate its 100th anniversary and we said goodbye to the Farmer’s Market as an Ag Society sub-committee. I truly have valued my time on the executive, and the people I’ve met and relationships I’ve formed have been the greatest benefit.” There were others reporting at the Bentley & District Agricultural Society annual general meeting also. BazAArt, in the old community hall, had 15 booths of various artwork. There was glass painting, modern painting, loom weaving, photography, pottery, mixed media, jewelry, drawing, and an impressive display of photographs honoring Bentley Seniors. There was a blacksmithing display outside during the same hours as well. Almost 400 people from places all over Canada, as well as outside of Canada, signed the guest book. On at the same time was a beer and wine tasting area in the hall basement. There were three craft breweries and three cot-

tage wineries. Tickets were sold by donation. Interest has been expressed for next year if it continues. The ¾-hour long parade that was viewed by hundreds along its route had a band, floats, horses, dignitaries in cars, fire trucks, distinctive vehicles, and all the other usual entries for a parade. A special entry in this year’s parade that many people may have missed was a 2015 Bentley car driven by Merlyn Wilson

with passenger Eileen Wilson. It had a listing price of $294,000 but didn’t look extra ordinary Wilson said. Special arrangements had been made to have the 2015 Bentley car there to celebrate the year 2015 in Bentley. Auditor will once again be Collins Barrows Accounting. Executive for the coming year are President James Taylor, 1st VicePresident Kyle Brink, 2nd Vice-President Joan Dickau,

SWANSON Gloria E. Swanson of Rimbey, Alberta, otherwise known as ‘Nana’ or ‘Little Gramma’, passed away at the Rimbey Hospital and Care Centre on Tuesday, February 9, 2016 at the age of 69 years. Gloria will be lovingly remembered and sadly missed by her two sons, Cory (Lana) Swanson of Red Deer and their children, Raelynne and Jaidyn; and Tracy (Darla) Swanson of Penhold and their children, Shelby and Zander. She will also be lovingly remembered and sadly missed by her sister, Ruth Caza of Edmonton; in addition to numerous nieces and nephews. Gloria was predeceased by her parents, Henry and Bertha Bauer; her beloved husband, Nelson in 2007; and five siblings. With respect for Gloria’s wishes, no formal Funeral Service will be held. Cremation took place at the Central Alberta Crematorium, Red Deer, Alberta. Kyoto protocol’s collapse no surprise BY STU SALKELD THE PIPESTONE FLYER Recent talk by our diligent provincial government about climate change and how our diligent provincial government is working 24 hours a day to save us from ourselves reminds me of something I wrote a lot about early in my career: the Kyoto protocol. The protocol was an agreement on paper by dozens of nations, which they were concerned about the environment, and the effects of human activity on the environment (mostly pollution). Generally, the protocol called for keeping nations greenhouse gas emissions below 1990 levels. When the controversial document came to Parliament, Conservative Party MP Bob Mills set a House of Commons record for longest filibuster (Nov. 26, 2002, 11 hours), as he was dead set opposed to the ratification of the Kyoto Protocol; Jean Chretien’s Liberal majority was guaranteed to pass the Kytoto protocol, and showed no interest in either the opinions of opposing politicians or the people who elected them, or the economic effect the Kyoto Protocol would have for the benefits it offered. “The Benefits It Offered.” Therein lies the meat of the issue. Mills, MP for not only Red Deer but also Rocky Mountain House, the community where I worked, was a retired schoolteacher who reveled in exposing posturing politicians and exposing hypocritical, corrupt and pointless exercises like the Kyoto Protocol. Mills pointed out to me in numerous interviews that, though the Kyoto Protocol signatories swore to tackle the demon of climate change, some, if not all, of the largest polluters in the world were not involved in the protocol. The United States didn’t ratify the protocol and China apparently only signed the Kyoto Protocol on agreement that the communist nation wouldn’t have to cut its greenhouse gas emissions. Globally, China is one of the largest emitters of carbon dioxide in the world, if not the largest. In 2006, according to the Netherlands Environmental Assessment Agency, China overtook the U.S. as the largest emitter in the world of CO2. If you pay attention to international news, you’ll be aware of how air pollution in China has become staggeringly bad. On Dec. 1, 2015 Global News ran a story about a Beijing artist who was able to “vacuum up” the Chinese capital city’s “air” and bake the air into a brick. The Kyoto Protocol also included “flexibility mechanisms.” In essence, these

mechanisms ensured that not all Kyoto partners were created equally. Some were allowed special treatment. India, for example, was given “non-binding” targets for the Kyoto Protocol. Meaning, India was allowed to continue polluting as it wished. India’s contribution to polluting the global ecosystem is considerable. According to the report “Country Analysis Brief: India” written by the U.S. Energy Information

Administration in 2011, India was the third largest emitter of CO2 in the world in 2009. Then there are the crooked parts of the protocol. The agreement included a scheme called “carbon credit trading.” Nations with vast green space, such as Russia, that absorb much more CO2 than the country produces, are allowed to offset massive pollution created by other nations, for example China and India. Of course, payment in hard cur-

rency would be included, and nations with vast green space, like Russia, wouldn’t really have to do a damn thing except cash cheques. Pretty good scam, huh? The complexities of the Kyoto Protocol can’t be explained in a space this limited, but I suspect you’re beginning to see what this agreement offered. Keeping foreign nations like China and India from polluting the atmosphere is impossible; they do as they

wish. Many governments, including our provincial NDP, feel that reducing electricity use in North America is far more important than lobbying nations like China and India to cut down the amount of atmosphere bricks they’re creating. It’s true, though, we can all help in the global battle against climate change. The average Albertan can do a lot to prevent pollution: at home, use energy efficient light

bulbs, buy energy efficient appliances, ensure your home is properly insulated and don’t waste water. At work, try to cut the number of idle electrical devices sitting around and, if possible, use public transportation or carpooling.
