Log shortage forces layoffs at APD mill KATYA SLEPIAN

Close to 100 workers have been laid off at Western Forest Products Alberni Pacific Division mill, said United Steelworkers Local185 financial secretary Glen Cheetham.
They’re not logging right now because there’s some disputes going on in the bush. – Glen Cheetham “It’s close to 100 people laid off just at the mill,” said Cheetham. “It’s gone down to one line which is basically half of the crew.”
However, Western Forest Products director of communications Amy Spencer said that only 40 people have been laid off. “We’ve temporarily laid off about 40 people,” said Spencer. Cheetham said that the layoffs were due to a log shortage. “They’re not logging right now because there’s some disputes going on in the bush,” he said. “It’s not a labour dispute but it’s a rate dispute between the licence holder (Western Forest Products) and the prime contractor (Island Pacific Logging) on what the rates should be for logging. The addition of Blats to our newsroom means we will now have two full-time reporters as well as Kristi Dobson freelancing with us. Blats grew up in the Alberni Valley and is happy to be back and working in her hometown. She graduated from Langara College with a Diploma of Journalism last year and returned in mid-December. “I’m excited,” she said about joining the AV News’ reporting staff. Blats will spearhead our new feature, You Said It, so you will see her around the city asking your opinion on the issues of the day. She will also be covering the education beat as well as other news and features in our community.

ee Bryson’s canoe has sat at her home on Lakeshore Road for almost six decades. But finally, the Tseshaht canoe is coming back to the ocean waters where it started out. “For the past 57–58 years the canoe has been on Dee’s property at Sproat Lake,” said Port Alberni Maritime Heritage Society president Kenn Whiteman. “Prior to that, it was believed to be situated on the Alberni Inlet around Polly’s point.” Bryson’s canoe was donated to the PAMHS with the aid of Bob Cole and Bryson’s daughters Nancy Harvey and Joanne Ross. Bryson, in her 90s, now lives at Tsawaayuus (Rainbow Gardens) complex care facility. Harvey said that the canoe had been stored in a shed all those years. “It was there at their summer cabin that they bought in the 1950s so it’s been there on that property 60 years.” According to art
consultant Kerry Mason, who appraised the canoe, it’s a hand carved cedar canoe. “This is a rare example of the early 20th century west coast canoe style used by women to collect eel and bear grasses and other indigenous fibres for the creation of basketry,” Mason wrote.

The former post office on Argyle Street—renamed the Libberock Building by its new owners—will have its first tenant open for business as early as this summer. Papers were recently signed by the owners of the former Canada Post office on the corner of Fourth Avenue and Argyle Street and the Salvation Army to secure the lease. The organization will take over the entire main floor and provide all of its services under one roof. The move comes after a review performed by the provincial Divisional Office of the Salvation Army. “We were looking at putting all of the services under one roof for the efficiencies for the people who come through our doors and the efficiencies of the staff,” said Lt. Michelle Cale of the Port Alberni Salvation Army. The floor space will house the thrift store,

family services, food bank and church, with a congregation of approximately 25-30 people. Following the closure of the Salvation Army’s local recycling depot in August, the area is a significant reduction in square footage. “We are going from a full city block to this, but we see it as a positive opportunity for growth,” Cale
said. “We are excited to come back to the heart of the town and be closer to the people we provide services to. We hope to be a part of the boost to revitalize the downtown core.” Libberock’s co-owner, Brent Manson, said the new tenant fits the vision he and partner Mike McKay have for the building. “The town
has been good to our families and we wanted to invest in the uptown,” Manson said. “We have been seeing this side of town fading and we’re excited to have the Salvation Army here and the opportunity to continue to improve the area architecturally and socially. It will benefit a lot of people in the area.” Renovations and clean-up have been ongoing on the exterior of the building and the interior renovations
will continue in earnest in March. Although floor plans have yet to be confirmed, Cale said the vision is to operate the church on the Argyle Street side. “It will be a beacon to the downtown core where everyone can feel welcome to shop, receive services and worship,” Cale said. “It is a way to add vibrancy to life in Port Alberni.” Manson said the investment has contributed to a complete repurposing of the building to

a fully functioning service. “People can feel proud to be here in a nice bright space,” he said. “I have always liked the multicolour communities where everyone mingles with all walks of life, a community that welcomes everyone right into its heart and adds to the ambience of the community.” Although the upper floor of the building is still vacant, Manson said the partners are in conversation with another service provider. “We would like to push forward and have others on board to contribute to the whole vision of what the building is all about,” Manson said. Mayor Mike Ruttan said he has noticed the activity across the street from City Hall. “We really welcome any economic activity in the area, especially that of local investors,” Ruttan said. “We welcome the Salvation Army as a good neighbour.” Ruttan said he is interested to see what will happen with the Redford Street property that the Salvation Army will be vacating. It is currently listed for sale for $439,000.

West Bamfield Dock divestiture
Bamfield director Keith Wyton said that he is opposed to the federal government’s plans to divest of the West Bamfield dock, saying that his small community will be unable to fund its maintenance and operations. The ACRD will send a letter of opposition to Transport Canada.
ACRD renews VIHA contract
The regional district has entered into a three year contract with Island Health in order to provide funding for a contractor position at a cost of $80,000 annually. The contractor will provide support for continued operation of the Alberni-Clayoquot Health Network. Currently, Marcie DeWitt holds the contract.
Land clearing continues
The ACRD board of directors voted to complete the land clearing of area 1 at the Alberni Valley Regional Airport by grinding wood debris. The cost will be $10,000.

The Alberni-Clayoquot Regional District is looking into adding first nations’ area names to highway signage within the ACRD. Staff will be speaking to the Ministry of Transportation and Infrastructure to see if dual-language signs like the ones on the Seato-Sky are a possibility here. The District of Tofino has similar signs on its multi-use path.
The Island Coastal Economic Trust is hitting its 10 year anniversary in 2016 and with that the end of its funding is nearing. ACRD chair Josie Osborne said that it was important to continue to lobby the provincial government for continued funding.

But Knezevic said that PAPA is only interested in investing into China Creek if the investment is long term. “This is going to take some time and some financial commitment on the port’s side—a rough estimate is that we’ll spend up to half a million in the next five years,” he said.

The Port Alberni Port Authority is looking at transforming China Creek Marina into a money-maker, said CEO Zoran Knezevic. “We have big plans for it,” said Knezevic. “We have invested quite heavily in the marina basin and now we are planning to expand and invest into the campground.” Currently, revenues from running the marina and campground only outweigh the expenses by $60,000 annually, Knezevic said. The port authority only owns a small sliver of the marina on the west side. The rest, along with some land that includes a boat launch, cafe, showers, laundry, washrooms and some RV spots, is managed by PAPA on behalf of the province. The campground itself is owned by the AlberniClayoquot Regional District and leased by PAPA. “[The ACRD section] is not a revenue generating facility as of yet... we want

“So we are here to ask if the regional district would consider extending our lease for another 15 years because we expect to finalize all these projects in the next five years and then we’ll have less than a decade [on their lease] and we don’t see a potential return on our investment in that short period of time.” Currently, PAPA’s lease ends in 2029. A 15-year extension would expand that to 2044. In response to Cherry Creek director Lucas Banton’s concerns about being stuck at the current rate for decades, Knezevic said PAPA would be open to renegotiating the price at regular intervals. The port authority is also asking for help in fixing the access road. “If you can help in funding... it is after all the access road to the marina, it’s not under our lease,” Knezevic. Port Alberni Mayor Mike Ruttan said that a road was essential to upping the utilization of China Creek. “No matter how nice you make this area, unless you can connect it by an upgraded road to the Franklin River Road, one that’s paved, its attractiveness is going to be impaired. What are the opportunities to work with other levels of government to improve that section of the road?” Knezevic agreed. “That is my sentiment exactly. Environmental issues and funding for rail will be the issues that the City of Port Alberni and the Alberni-Clayoquot Regional District will be bringing to the Association of Vancouver Island and Coastal Communities convention in Nanaimo in April. City council will be bringing two resolutions, one to do with rail and one to do with slash burning. The city wants the AVICC to “petition the B.C. Ministry of Environment to bring forward new regulations to further limit or ban the burning of wood debris in order to ensure communities and industry are synchronized in working towards the same goal of a
safe and healthy environment for all.” Air quality council chair Sarah Thomas agrees. “I think it’s very good that council is stepping forward and advocating for increased regulation close to communities because it certainly is an issue,” Thomas said. “When the smoke comes into the Valley, especially when we get air inversions and the air comes and stays and sinks into the Valley for days... that is a concern for the health of our citizens.” Council is also proposing that the AVICC help get some federal funding for the E&N railway corridor. Council wants the AVICC to “petition the government of Canada to approve and release the $7.5
million for capital works on the Victoria to Courtenay rail line... and ensure the future of rail based freight and passenger service between Victoria, Courtenay and Port Alberni.” The ACRD is using the AVICC to petition for better marina cleanup. “Be it resolved that the UBCM and FCM support the province of British Columbia’s position with respect to the need for world-class marine oil spill prevention, preparedness and response, and lobby the federal government to support and cooperate with B.C. to the fullest extent.” The AVICC convention takes place in Nanaimo on April 8-10. reporter@albernivalleynews.com twitter.com/alberninews

Rate dispute the issue, says union worked since before Christmas 2015, he added. “This is definitely more than normal,” Cheetham said of the layoffs. “They’re laid off until the disputes are resolved so they’re just on EI.” Spencer said that layoffs were standard in the Alberni Valley during the winter. “It’s not unusual for this time of year. There’s a lack of suitable fibre to supply the mill.” The shortage, Spencer said, was only partially caused by the rate dispute. “This has always been a problem in Port Alberni... [WFP] imports 70 per cent of the logs to the mill.” It could be a couple of months until the layoffs, which began on Monday, are over.
“The curtailment started today and could very well go till the end of March or the end of April.” Cheetham said that other mills in the area haven’t had any layoffs yet, though WFP’s
Somass Division is also looking at a log shortage. “I talked to the chairman down there today (Feb. 16) at Somass and he said that logs are tight so there may be layoffs in the future but my

estern Forest Products has laid off more than 40 workers at Alberni Pacific Division (APD) sawmill, citing a rate dispute in the forest, as well as a log shortage. Hearing ‘log shortage’ is like waving a red flag to people in Port Alberni, who regularly see raw logs loaded onto ships bound overseas. The Private Forest Landowners Association claims there is no such thing as a log shortage—there are logs aplenty available to sawmills, and that domestic sawmills ‘need to take responsibility for their own supply problems’ by offering competitive log prices and a host of other reasons. The number of bikes participating in the Port Alberni Toy Run was down in 2015, but the 31st annual Port Alberni Toy Run was certainly not disappointing. Early morning rain and a car accident on the Malahat outside of Victoria meant only 600 bikes made it to the event, but we were still able to distribute $15,475 to children’s
charities. Toys were distributed through the Salvation Army, some First Nations, and the Port Alberni Friendship Centre. Some were also delivered to the Ty Watson House, local churches, transition houses, and emergency responders. Funds raised went to Parks and Rec, KidSport, Kiwanis Hilton Centre, Alberni Valley wrestling program, VAST, Bread of Life, Girl Guides,
ADSS Girls Rugby and Breakfast Club. We were busy throughout the year participating in the Canada Day Parade and the Fall Fair Parade, as well as the Parks and Recreation events we sponsor, including Easter Bunny Express, Our Town, Starlight Movie Night, Halloween swim, Winter Wonderland, and First Night. We brought in extra money by helping to park cars at the Thunder in the Valley

working. Coleman is not amused. He said he’s had no complaints about Abbotsford’s Salvation Army shelter, and Read is the only one griping. And no mayor is going to tell him how to spend provincial dollars. Maple Ridge now has two shelters with accompanying street drugs, prostitution and crime.
I asked Coleman about the 10-yearstudy led by Simon Fraser University researcher Julian Somers on the housing, outreach and services in Vancouver’s Downtown Eastside. This is the heart of B.C.’s “housing first” strategy, where the province has bought and renovated 30 “single room occupancy” buildings, built
another dozen and poured in every possible support, including the buyout of highliving executives at the Portland Hotel Society. The study found that the hardest cases are worse off than ever, based on court, hospital and other service records, while the influx to the notorious Vancouver drug ghetto have tripled in 10 years.
“I haven’t had a chance to go over that report yet, but I disagree with the assumption I’ve heard already, because I walk the Downtown Eastside,” Coleman said. But is every opinion equal? We certainly would not argue in the affirmative if we had to choose between a young child, a teenager and a professor speaking on almost any topic. Naturally the professor would carry more weight and authority in the eyes of most. Surrounded by so much suffering and incompleteness it’s hard to imagine how to comprehend a God who loves, cares, and interacts behind refugees, wars, famines and Donald Trump. That’s why the person of Jesus is so foundationally important to any discussion about God. His claim to be the Son of God and the human manifestation of what God is like is either outrageously egotistical and misguided, or the greatest revelation the world has ever seen. The problems on earth we invariably throw in the face of God (if He exists) are almost all the result of human selfishness, greed, and power-mongering. What if the character and existence of God rests upon exploring whether Jesus is who he claimed to be – or not? Is he fiction, a madman, religious wishful thinking, just a good man, one spiritual guru among many, a leader for the weak-minded, or incredibly – God in human form? The answer to that question changed my life. That’s why the person of Jesus is so foundationally important to any discussion about God. A full closure of Gertrude Street at Kitsuksis Creek for vehicle traffic is required for the Gertrude Street Bridge Widening project, starting Feb 2nd for a duration of approximately three weeks. Pedestrian and bicycle traffic will continue to be able to cross Kitsuksis Creek via the pedestrian bridge located immediately upstream during this closure. Pathways under the bridge structure will also be closed periodically during construction for safety reasons. The City will be closely monitoring traffic volumes at the intersection of Beaver Creek Road and River Road following the closure of Gertrude Street and will make use of additional traffic control measures, if necessary. It’s not just air quality that will improve with the new EPA-certified stoves. “With a newer device being installed
and being inspected to a wet standard, the device is safer to use. It burns more efficiently so you don’t end up with as much buildup in the chimney and venting,” said Thoen. The efficiency of the newer woodstoves make them less expensive in the long haul as well. “Some testing on the legacy devices suggests they’re only about 25 or 30 per cent efficient, with the new stoves being anywhere from 75 to 80 per cent efficient or more.” That’s equivalent to a high efficiency oil
furnace, Thoen added, and is the difference between five cords of wood for the old stoves and one-anda-half with the new ones. The woodstove exchange program can help buyers save $400 off a new EPA-certified wood stove at participating retailers. The program runs till Dec. 1, 2016 but only 30 vouchers are available on a firstcome first-serve basis. The seventh year of the woodstove exchange program has started—and it might be Alberni Valley residents’ last opportunity to switch out their pre-1994 woodstoves before a new bylaw sets in. “The City of Port Alberni has a bylaw saying that effective May 2017, all old woodstoves that are not emission-certified have to be removed from the homes,” said air quality council chair Sarah Thomas. “So now is a good opportunity to find a new one.” Bylaws aren’t the only reason to switch out your woodstoves, according to Port Alberni Fire Department fire prevention officer Randy Thoen. “We are working to clean up our air quality and we know that we do have a significant amount of pollution that can be attributed to residential wood burning and we’re just trying to create a cleaner and safer environment for our community to live in and our children to grow up in,” he said.

Day said her volunteers have learned from them and last Sunday had a chance to meet with other groups to share ideas and stories. “Every day I receive emails with bits of information,” Day said. “We know when they get here they will be exhausted from the trip so our focus will be to first get them here, tuck them into bed and let them know they have a place to call home.” The family, consisting of young parents and boys from 12 to one, will be equipped with a furnished rental, which has been getting last minute touch-ups. Most of the bedroom furniture was donated over the past couple of months and the kitchen needs were topped up through donations at the Welcome Shower. “Right now we have a list of things needing to be done and we are running around at the last minute,” Day said. The committee expects a call at any time letting them know the family is on the plane and set to arrive. The flight will leave from Beirut with
an overnight stop in Toronto or Montreal. From there, they will fly to Vancouver and be picked up by committee members in Nanaimo. Day said volunteers intend to give the new family time to adjust to their surroundings by providing a balance of support and time alone. “They will wake up the next morning surprised by the mountains, trees and all the green,” she said. Shortly after, the school-aged boys will attend classes and the parents will receive ESL assistance at Literacy Alberni. “We have Arabic speakers on our team, so we are in good shape,” Day said. “There are Arabicspeaking children in town to help, and being young, kids pick up language quickly.” To date, the PARSC has raised $28,500 of its $30,000-$35,000 goal and will support the family in Port Alberni for one year. The committee hopes at some point to have a public welcome to show its appreciation for the donations and provide the family with an official homecoming.

Lack of airport grants worries Johns On Tuesday, NDP MP Gord Johns (CourtenayAlberni) wrote to the Federal Minister of Infrastructure and Communities, Amarjeet Sohi, to ask that the application for the Alberni Valley Regional Airport Expansion Project be reconsidered under the New Building Canada Fund. The Expansion Project, Johns
GORD JOHNS writes, “would bring immediate and long term economic
benefits that are greatly needed in the Alberni Valley,” by creating new jobs and supporting the growing Vancouver Island aerospace industry. “After years of neglect by the Federal Conservatives, the people of the Alberni Valley are looking for a partner in your government,” Johns said in the letter. Last year the
application from the Regional District was denied despite the fact that nearly all criteria were met. The only departmental hurdle remains the lack of scheduled passenger service at the Regional Airport, even though such service is impossible without the upgrades included in the Expansion Project. “This leaves Alberni Valley in a ‘Catch-
22,’” writes Johns, a situation which may force the Regional District to borrow the full amount to cover the project’s cost. “It is unacceptable to expect local governments to shoulder the full costs of projects like these on their own when their budgets are already under tremendous stress,” Johns writes in the letter.

Residents of Pioneer Cottages, the senior non-profit housing on 10th Avenue, are happy with a settlement on the rental increase controversy that began last fall. Beginning April 1, tenant’s rent will only go up about $16 per month, instead of the proposed $100 per month that was
announced at the beginning of October. When former president of the Alberni Valley Senior Citizen Homes Society, Ernie Bigelow found out at the end of September that the society faced a $40,000 tax bill from the city from the on-site cottages because they had been renovated, he thought the quickest way to raise

the money by the July deadline was through the tenants. After he announced a significant rent increase on his office letterhead, rather than legal forms from the Residential Tenancy Branch, several residents fought back. Just prior to a board meeting in December, to which tenants were invited, Bigelow announced his retirement and
board members agreed at the meeting to go through the legal process. The result was an agreement to increase the rent by only 2.9 per cent on April 1. After Bigelow’s retirement, George Rogers, a board member for the past 10 years, stepped up to take over the position and faced his first big decision. He said the board

Rogers said the board intends to pay the tax bill on time, but does not yet have a viable means. “The rent increase is nowhere near covering it, but we will find it somehow,” he said. During early discussions last winter, Edwards suggested fundraising. “Patty Edwards might believe that would work but it wouldn’t very well for us as a non-profit,” Rogers said. “Santa Claus is great if you believe in him, but I don’t.” Glad Doyle was one of the first tenants to speak out about the proposed rent increase and is happy that her monthly rental bill will not be going up a significant amount. She was also the one to make initial suggestions of using the property’s contingency fund to help cover the cost of the tax bill.
“I also made suggestions that they must cut down on expenses that are not necessary,” Doyle said. “I noticed they have done little things here and there. In past winters when we had an inch of snow, the plow would be there and that could be expensive. I said we could get by with one inch so this year I noticed it wasn’t plowed. I hope they will still use the contingency fund, though, because it can be built back up over time and this is an emergency.” “What will the city do if someone can’t pay their taxes?” he asked. “If you don’t have the money, you don’t have it. We’re a non-profit.” “I would like the community to assist this vital, long-serving group in finding funding for their tax bill to enable them to continue offering affordable high quality seniors housing,” Edwards wrote.

The bantam rep Bulldogs have captured the Vancouver Island Amateur Hockey Association banner for the 2015-16 season. “It wasn’t just one game to win the league,” head coach David Porter said. “It was an amazing season because it was a walk-on team.” The Bulldogs were undefeated in 10
league games, with eight wins and two ties. They clinched the Island banner before Christmas, but received their banner prior to their first home playoff game this month. “We had great chemistry, great goaltending and a great team effort,” Porter said. “Everyone came together and played together.” Porter also credited
the talented coaching staff of Carson McCulloch, Keenan McConnell, Ray Ursel, Darcy Nelson, Jared Crema and Mike Doucette with helping the bantams to become better hockey players. “It was pretty awesome,” he said. The bantam Bulldogs’ season ended last weekend when they were knocked out of the playoffs in the semi-
final round by Saanich on the road. True to the spirit of their season, the bantams were tied in a thrilling overtime game until the final 43 seconds of the first OT period when Saanich scored to win 4–3. The Port Alberni Tsunami Swim Team had a fantastic performance at the VIR regional championship swim meet last month in Nanaimo. It was the 29th time in the last 34 years the Armada Boys won the title of Island champions. September 2, 1961 - February 11, 2016 It is with great sadness that the family wishes to announce the peaceful passing of Nadine; our sister, daughter, mother and grandmother at the age of 54. Nadine is predeceased by father John; daughter Angela; sisters Sharon Reeve and Janet Schaefer; and brother Kim. She is survived by children Tracy (Ken) Puglas, Tyler (Kelly) Jones and Matthew Neuwirth; grandchildren Tomas and Kiara Puglas, Alex and Alisha Jones; mother Edna; brothers Clifford (Judy), Allan (Lynda), and Gerald; sisters Debbie Krueger, Daphne (Alec) Campbell; as well as numerous nieces and nephews. Nadine was born, raised and went to school in the Alberni Valley. A very private person, she briefly worked at Subway and liked gardening – especially colourful flowers. It is with sadness that the Hudema family is announcing the passing of Alfred Alexander Hudema on Feb. 5, 2016. “Al” was born on April 16, 1928 in Vancouver B.C. As he claimed, Al was named after two Greats: Alfred and Alexander. Al’s dad, Alex, owned a small sheet metal business where Al apprenticed. Al was too young to enlist in WWII but he was in the reserves. While in the reserves, he assisted on the great Fraser River flood of 1948. Al married Lorna Wilson on July 24, 1948. They subsequently had three children. Al and Lorna moved to Port Alberni in 1951, where he worked in a small sheet metal shop and repaired furnaces on the side. He later got a job in the MacMillan Bloedel Plywood plant as a labourer. After much dedicated study and apprenticing, Al achieved his journeyman ticket as a Steamfitter/Pipefitter. He retired at the age of 60. In the 1970s, Al joined the Fraternal Order of Buffaloes. He was secretary of the local lodge and eventually became Provincial Grand Primo, a post he held with great pride. After more than 45 years on their property in the McCoy Lake area, Lorna and Al moved into a smaller house on Tebo Avenue. In October 2014, Al moved into Echo Village. Al is survived by Lorna, his loving wife of 67 years; children Larry, Deborra and Susan; daughter-in-law Denise Poupard; grandchildren Jade and Crystal; great-grandson Devin; his sister Dolores Coulombe; numerous nieces and nephews; and close family friend Patrick McGowan. ** CORRECTED DATE FOR MEMORIAL** A memorial gathering will be held Saturday, March 26th, (Easter Saturday) from 1:00 to 4:00 pm at the Lawn Bowling Club, 4255 Wallace Street, Port Alberni, to celebrate the life of Alfred Alexander Hudema the Great.

GEORGE YOKANOVICH January 12, 1934 - February 12, 2016 George Yokanovich, born 1934, January 12, in Cumberland, BC, sadly passed away February 12, 2016. He was a person that lived his life his way. He loved playing his guitar, harmonica and singing. He also loved tap dancing and performing. He kept everyone laughing with his jokes and antics. He worked on construction of the Catalyst Mill in Port Alberni and later retired from the same mill. He enjoyed his guns and target shooting. George will be greatly missed. He is survived by wife Sharon, daughters Tammy and Tina, son George, eight grandchildren, one great granddaughter, sister Naida and husband and nieces. A celebration of life will be held Saturday, Feb. 20, from 1:00 pm - 5:00 pm at the Moose Hall, Cranberry Ave, Nanaimo, BC. It is with great sadness that we announce the death of one so loving, kind and generous and loved by us all. Dan was born in Port Alberni and baptized in 1954, graduated from A.D.S.S. in 1968. He later attended the University of Victoria, earning a masters degree in Cultural Anthropology. He attended the University of Toronto for Museum Studies. Dan worked for several years in Vancouver in a group home for disabled adults. He had a heart for people. On moving back to the Island, he worked with a long-time friend from high school, Vaughn Chase, at Chase and Warren Winery. Dan worked at the winery for eight years in several capacities but his favourite job was pruning and training the grapevines, watching the fruit develop and helping in the harvest. He always had a love of the outdoors. Dan retired early due to failing health but was still able to walk the valley trails as he had with his Dad while growing up. He was accompanied on his walks by his brother-in-law and friend, Ken Hoffman, and his dog Roxy. Dan never lost his love of learning often to be seen with a book or newspaper nearby or a Sudoku puzzle ongoing. Our heartfelt thanks go out to all who, in various ways, offer their prayers and condolences to our family. Thank you for sharing your memories of Dan with us. Our thanks and gratitude to Dr. H. Nell, Dr. O’Dwyer, Dr. Fey and the hospital nursing staff for their exceptional care of Dan. Our thanks also to the Chapel of Memories staff for their patience and expertise in answering our questions and making cremation and interment arrangements. Dan’s father Arthur died in 2008 and Dan leaves behind, to lovingly remember him, his mother Mary; sister Sandra (Roland Carriere); nephew Nicholas Carriere; niece Barbara (Rick Lemire) and her sons Joshua and Matthew; sister Arlene (Ken Hoffman); nephew Clayton and many friends who will miss him. Memory is a gift from God which death cannot destroy.

Property transfer tax trimmed
New homes worth up to $750,000 are exempt from B.C.’s property transfer tax under changes in the budget that take effect April 1. Finance Minister Mike de Jong is raising the exemption level from $475,000 on new homes, and expects to make up most of the revenue by increasing the tax rate from two to three per cent on the value of homes in excess of $2 million. For resold homes, property purchase tax continues to apply at one per cent on the first $200,000 of value and two per cent on value between $200,000 and $2 million. The tax has produced a windfall for the province and pushed home purchase costs even higher in the hot market for homes in some urban areas. The government

expects to collect about $200 million more than it budgeted for the current year. De Jong said the break is aimed at new construction to stimulate new housing construction, adding to supply in response to demand that is driving prices up. The exemption is only available to Canadian citizens and permanent residents, and the government is resuming tracking nationality of buyers, a practice stopped in 1998. The upper limit to qualify for the homeowner grant is also increased from $1.1 million to $1.2 million for the 2016 property tax year.
Prosperity fund gets seed money
With liquefied natural gas export projects delayed, Premier Christy Clark’s promise of a “B.C. Prosperity Fund� has been launched with $100 million from the current budget surplus. The fund was touted in the 2013 election as a way to pay off debt starting in 2017, and reduce or even eliminate B.C.’s sales tax with revenues from five LNG plants. But with a glut of oil and gas internationally, no major project is expected to be under construction by the 2017 election.

A new $100 million “fantasy fund” is raised through MSP revenue and other fee increases rising this year, James said. That single adult rate rises to $78 a month starting next January, the latest of a series of increases for Canada’s only dedicated medical service fees. Green Party leader Andrew Weaver said the MSP changes are a “halfway step” in the right direction. “We see individuals and families earning modest incomes continuing to pay the same rates as those who are earning sixdigit salaries, and assistance remains contingent on an opt-in system,” Weaver said. James said contrary to de Jong’s description of a nation-leading provincial economy, B.C.’s private sector job growth is sixth among provinces and average consumer debt is $10,000 higher than the national average.
