B.C. community gaming grants keep the lights on and the doors open for local search and rescue (SAR) services. The province announced $5.7 million in public safety grants this week, which included $65,000 for South Columbia SAR, $13,000 for Rossland SAR, $40,000 for the Nelson group, $54,000 Castlegar SAR and $3,400 for the Slocan District Technical Rescue Society. Relying on annual grants to pay rent, buy insurance, provide ongoing training, and fix equipment is a tough business, because other non-profits such as volunteer fire departments and crime stoppers also depend on gaming money for public safety services and educational programs. “All the different groups can apply for a gaming grant, which is our main source of income to operate,” says Mike Hudson, president of the South Columbia service. “Each group is allowed to apply for up to $100,000 per year and sometimes we get what we are asking for, sometimes half, depending on the priorities (of everyone who applies.)” As more and more nonprofits pop up and competition for public safety grants tighten, Hudson is hoping the province will alter the way search and rescue groups are funded year-to-year and in turn, take grant writing pressure off those who voluntarily provide emergency medical services 24/7. “We’ve been working the last two years on what’s called an alternative funding model,” he explained. “Right now, what happens is about 80 SAR groups across the province apply for gaming money, so essentially, we are in competition with each other to provide the same services.” While some SAR teams are successful in grant writing, others are not. A crumbling Oasis road is sounding alarm bells for residents and the regional director of the small bedroom community. The only marker for the dangerous section of Hillcrest Drive, located in the upper bench, are a half dozen traffic cones the Ministry of Transportation and Infrastructure recently laid down. Located in Area B of the Regional District of Kootenay Boundary (RDKB), responsibility for the primary access to homes in Upper Oasis, falls squarely on the shoulders

of the province. Regional district authority begins and ends at private property lines, explains Linda Worley, Area B’s longtime director. But year after year, she has alerted the ministry about the worrisome situation although to date, repairs have only provided a temporary fix. “I just spoke about this during our Area B town hall meeting last week (Feb. 17),” Worley told the Trail Times Monday. “I was made aware of the situation again this year when a resident of the upper bench phoned me on behalf of the neighbours.” Her annual courtesy call to Emcon and

to get something done with dead trees, drove me around,” she explained. “There’s problems along Casino Road, out to Robson and the main Paulson highway.” Dead trees and large overhanging branches are left unattended because the ministry doesn’t consider the matter high priority, says Worley. “That’s something else I brought up with them,” she said. “They do rock scaling on a regular basis because they are afraid a rock will come down on someone. So why aren’t they doing something with the trees,” Worley added. “I don’t want to play Russian Roulette with my family or anyone else’s family so if something happens, ‘Who is going to bear the responsibility?’” she questioned. “Again like the sloughing in Oasis, taking care of the dead trees, is being proactive - it’s the ministry’s responsibility and I say, don’t wait for something bad to happen.”-

Or it might be a poor resident passing by when something happens - that’s when they’ll finally do something and that’s not the way we should be treated.” Worley is advocating for lasting and secure repairs that would include more than a simple repaving. “I was told when the ground saturation clears up somewhat they plan to go up and try to do some work and stabilize it,” she said. “That’s what they told me again, even though they’ve been warned every year that this happens. “I would like to see something more permanent, maybe some kind of retaining wall to help with the sloughing.” Another concern on Area B roadways and lining West Kootenay highways are rotted trees, says Worley. “A resident who is very forward in trying

“There’s a crazy amount of work involved to apply for a gaming grant,” said Hudson, SCSAR’s grant writer. “So it’s a bit of a tough situation especially for volunteers.” So recent news the Ministry of Transportation and Infrastructure is providing one-time funding of $10 million for B.C. ground search and rescue this year, means all 80 SAR groups across B.C. will receive money to help bolster training, update equipment and support administrative duties. ing according to the needs of local ground search and rescue teams. “The $10 million is a chance to upgrade in terms of equipment and training and gives the government a chance to see as an organization, how we spend that money,” explained Hudson. “Basically the money will be divvied up between all groups in the province based on how many people they have, their capabilities, do they have specialty teams, calls per year - all that kind of stuff.” Additionally, if the government agreed to another funding model for operational costs, then SAR teams would only need to apply for gaming grants to help fund high priority needs such as new equipment.

“We have members in all different disciplines, and we also have the technical rescues like advance first aid, swift water rescue, rope rescue, avalanche, and canine,” he added. “We are kind of a big, neutral A-Team.”

Seven skiers hurt in Golden avalanche were on self-guided trip: industry group

THE C ANADIAN PRESS GOLDEN, B.C. - Skiers injured in an avalanche is southeastern British Columbia were on a self-guided trip and aware of the risks when they were caught in the snow slide, says an official from a ski holiday company. The avalanche northeast of Golden happened Sunday, the day after a 30-yearold Calgary man was killed when a slide hit four snowmobile riders in the same region. Avalanche Canada issued a special warning Friday for the area about the possibility of “very large and dangerous avalanches.” The six injured skiers, part of a larger group staying at Sunrise Lodge, were on

In fact, as soon as the special advisory came out we were very proactive in issuing that,” John Bell, a spokesman for Golden Alpine Holidays, said Monday. “We offered a lodge to be rented out to a group that made the decision. We are not there to tell them what to do.” The warning recommended that backcountry users avoid large slopes above and at the treeline. The injured were flown by helicopter to hospital and two were in serious condition. The dead snowmobiler was identified as

Roberts was the seventh person to die in an avalanche in B.C. this season. Ilya Storm, a forecaster with the nonprofit agency, said avalanche conditions can change quickly and there is always an element of risk when heading out into the backcountry. “There were two really sad events this weekend, there were several more nearmisses,” Storm said. “On the flip side there were still many, many people who were out this weekend who were effectively managing their risk.”

This year is a far cry from last year when it comes to snow. Although it has been milder recently, the region received a great deal of snow in November, December and January, much to the delight of skiing fans and other outdoor enthusiasts. In fact, according to the B.C. River Forecast Centre, the Boundary’s snow basin is at 114 per cent of normal as of Feb. 1. Environment Canada meteorologist Matt MacDonald said that the last week in the Southern Interior has been very mild with daytime highs approaching 8° and 9° C. “That’s a full four to five degrees warmer than normal. That’s quite typical for El Nino,” he said. “It is a record strong El Nino this winter. The way this winter started out, I think a lot of people were wondering where El Nino was. But it’s actually quite textbook the way it’s played out.” MacDonald said the effects of El Nino are usually not felt until mid-January. “It was actually right on schedule,” he said. “Jan. 15 we saw our first atmospheric river, or as people more commonly refer to it as, the pineapple express. Since then

it’s been very mild. Looking at Cranbrook (the closest weather station to Grand Forks) it’s been three degrees warmer over the last 30 days.” A pineapple express is a strong feed of tropical moisture originating from the vicinity of Hawaii hence the name tropical. MacDonald says it’s a very strong and steady jet stream that sets up between 24 ad 48 hours and delivers copious amounts of rain as well as heat. “So very high freezing levels,” he said. El Nino is warmer than normal ocean temperatures down in the equitorial Pacific. “When we look at how warm or cold the ocean is near the equator in the Pacific Ocean—this year is much warmer than usual,” said MacDonald. “As far as precipitation, there’s really not a strong, consistent signal,” he said. “If you look at historically strong El Ninos there are winters when it’s been wetter than normal and there are winters where it’s been dryer than normal. So you can’t say whether it will be dryer or wetter because it’s El Nino but we can say with confidence than El Nino winters are warmer than normal and the spring will most likely be warmer than normal as well.”

MacDonald said El Nino peaked at the end of January and is slowly starting to fizzle. He added there is good consensus from the various climate models that B.C. will enter neutral mode for ocean temperatures. “If you think of what we can expect in spring, well it’s typically a bit of everything,” he said. “People say, hey is winter over, can I put away my shovel and take off my snow tires? I would say not yet. We’ll be into another warm system this week and we’ll see day time highs of 8° and 9° C. The old saying ‘March comes in like a lion’ is so true. You can expect anything in March, be it heavy rain or heavy snow and an arctic outbreak may not be out of the question.” MacDonald said with the increased snowpack it doesn’t look like the region will have a repeat of the drought conditions from last year. “Last summer was kind of the perfect storm for a drought,” he said. “We had little to no snow in the alpine and record dry weather in April and May. So we had no snow to melt and no water falling from the sky. This year we already have higher than normal snowpack in the mountains.”

Time to take MSP off life support

T

he B.C. Liberal government made a big show of selectively easing Medical Services Plan fees in its budget for the coming election year. In what is becoming a pattern for Premier Christy Clark, the biggest beneficiaries are single parents. The new MSP is calculated for adults only, so a single parent with two children saves as much as $1,200 a year. Premium assistance is expanded, with discounts for single people making up to $42,000, rather than $30,000. But for singles, couples and seniors who don’t qualify for discounts, the rate is going up another four per cent effective Jan. 1, 2017. Indeed, with population growth, the finance ministry expects its take from MSP premiums to rise every year, reaching $2.5 billion in the coming years. MSP revenue covers about 17 per cent of B.C.’s health budget, and Clark and Finance Minister Mike de Jong insist that Canada’s only direct health care charge is a vital signal to people that health care isn’t free. One would expect the NDP to lead another “axe the tax” campaign, as they did with the carbon tax and the HST, but they aren’t. Perhaps this is because workers for this unnecessary Maximus machine remain members of the B.C. Government and Service Employees’ Union. Green Party leader Andrew Weaver has it right. He staged a popular petition drive to roll MSP premiums into income tax. If the government wants to send a message, it can interrupt its continuous “Jobs Plan” advertising. Scrapping MSP and raising income tax rates on higher brackets to compensate would fix the private sector payroll deterrent, make salaried employees (including me) pay their share, and end a tax break for the wealthy. VICTORIA ST. BRIDGE EASTBOUND LANE CLOSURE The traffic lanes and pedestrian walkway on the eastbound (downstream) side of the Victoria Street Bridge will be closed from Monday, February 15th to Monday, February 29th. The closure will accommodate crews from Power Tech Electrical Ltd. who will be installing LED lights as part of the Victoria Street Bridge Lighting Project. The westbound (upstream) side of the bridge will be open for single-lane two-way traffic and pedestrians. The show’s website says the show is currently “precluded from accepting registration information from Canadian residents.” It goes on to say the show is evaluating the matter. That is why he spoke out a few weeks ago against the pipeline, drawing a line in the sand on a matter over which his level of government actually doesn’t have jurisdiction. It turns out, however, that while Coderre was right that emotions run high he might be wrong about the direction of the parade. The first evidence that Coderre may be at the wrong end of the line is a recent poll by Leger widely reported this week. The poll of more than 1,000 respondents suggests that a majority of Montrealarea residents prefer pipelines over all other means of shipping oil (40 per cent versus nine per cent

An editorial from the St. John’s Telegram For many years, economists have fired periodic warning shots about Canadians’ poor preparedness for retirement. We’re just not saving enough. We fritter away our cash or rack up credit when we should be squirreling money away. People who don’t have company pensions are in particularly dire straights. The tone has always been one of scorn. It’s our fault, say the investment specialists. We have to learn how to stop borrowing, how to set a reasonable amount aside. The problem is, you can lead a horse to water but you can’t make it drink. Or perhaps that should be, you can tell a horse to get a drink, but you can’t expect it to dig a well. The truth is, the average citizen is just not good at investing. Some people do spend and invest wisely. Others luck into a healthy pension. But smart investing is normally something investors do, not ordinary mortals.

It doesn’t help that banks, retailers and even governments bombard us with consumersociety messaging: spend now, pay later. Last Tuesday, the Broadbent Institute released a study showing exactly the same phenomenon. A large number of seniors seemed doomed to live in poverty without some sort of intervention. The analysis, by Tristat Resources, shows Old Age Security (OAS) and Guaranteed Income Supplement (GIS) guarantee levels are falling behind, as are other income sources for seniors. That spells even higher poverty rates for single seniors in particular, among up to 30 per cent of women. Almost half of Canadians between 55 and 64 have no accrued employer pension benefits on the horizon. The study found that of those, roughly half only have enough savings to provide less than one year’s worth of the resources they need to supplement government assistance, i.e. OAS

and the Canada (or Quebec) Pension Plan (CPP). “This new data on retirement savings and gaps in support makes one thing perfectly clear -- we have a retirement income crisis on our hands that requires urgent government action now,” the institute’s executive director, Rick Smith, said in a statement. It’s easy to condemn the welfare state. Right-wing thinktanks do it all the time, constantly lecturing us to pull up our socks and look after ourselves. But that doesn’t mean Canada’s social safety net should lag behind financial realities. And it certainly speaks against cutting back, as the Conservatives did in 2012 by raising the eligibility age for OAS to 67. “Our new study shows now isn’t the time for Ottawa and the provinces to punt on expanding CPP,” said Smith. “In fact, we need federal leadership to make this happen.” The last thing we should do is leave seniors behind.

for rail) – perhaps not a surprise. What might raise eyebrows is the fact that a large majority of those polled also prefer that their oil come from western Canada. In fact, six in 10 respondents preferred western Canadian oil over Mexico (five per cent), Saudi Arabia (three per cent) and Algeria (two per cent). Nearly one-third didn’t state a preference. Interestingly, the poll found that people who said they voted for the Bloc Quebecois supported Saudi Arabian crude more (13 per cent) although western Canada crude was still the favourite. As someone who has read, reported on and digested hundreds of polls over the years, I know that no single poll should be taken as the last word. Much will be made of the fact that this research was commissioned by the “right wing” Institut économique de Montréal, a distinctly pro-business counterpoint to Coderre. Even with that caveat, however, it seems clear that common-sense Quebecers are savvy enough to

understand they should not bite the hand of Alberta, the hand that has contributed billions of dollars yearly in equalization payments to other parts of the country. One even hopes a little patriotism might be at play. It also demonstrates clearly that while Coderre, a one-time federal Liberal cabinet minister, may be able to court his cabal of nearby mayors that in no way demonstrates he has his finger on the pulse of non-elite club of just plain voters. The right thing for him to do is to adopt some common sense himself. If Quebecers can see the value of shipping oil through a pipeline, it would be helpful if Montrealarea mayors stopped playing cynical politics, show some grace and let the pipeline review process play out. The Beaver Valley Nitehawks beat the Fernie Ghostrders 3-2 on Friday in overtime to clinch the Neil Murdoch Division title, then skated to a 3-3 tie with the Castlegar Rebels to end the KIJHL regular season Saturday. Beaver Valley finished the season with 75 points, second best in the Kootenay Conference behind the Kimberley Dynamiters. The Nitehawks begin their playoff run tonight at 7 p.m. at the Beaver Valley Arena against the Nelson Leafs who finished in fourth place in the division. Local talent headed to national stage

BY TIMES STAFF Two curlers with links to the region’s last Brier hopeful will now take their talents to the national stage at the senior level. Trail’s Don Freschi, playing lead, and Nelson’s Fred Thompson, playing second, were part of Bob Ursel’s winning rink at the B.C. Senior Men’s provincial championship on Sunday. The Kelowna skip tapped into the local talent, who were part of Deane Horning’s Brier bound B.C. team in 2005, to win eight of nine games at the provincials in Richmond wrapping it up with a 7-2 win over Victoria’s Wes Craig on Sunday afternoon. Ursel held a 4-2 lead after three ends then went on a stealing spree over the next three ends to race ahead and bring an early end to the title game.

The foursome will represent B.C. at the national championships in Digby, Nova Scotia, beginning March 28. Meanwhile a strong showing by the Myron Nichol rink of Castlegar came up short of the final. The Kootenay champs had an opportunity to move deeper in the playoff but fell 8-6 to Craig Lepine’s Langley rink in Saturday’s quarterfinal. After finishing in four-way tie for second place with a 4-3 record, the team advanced to the quarterfinal while the Lepine had to make it through a tie-breaker on Friday. The Nichol foursome, which included Richard Faunt of Trail playing lead, held a 6-4 lead after six ends but Lepine scored three in the seventh then added a steal of one in the eight end to eliminate Nichol.

Ursel also played a role in the B.C. Senior Women’s Championship. He coached the Diane Foster rink of Kelowna to the title after a stellar effort in the playoff. Foster, who was 4-3 in the round robin, made it through the quaterfinal and semifinal before knocking off the previously undefeated Marilou Ritcher rink from Penticton. Ritcher was 7-0 in round robin play and no team came within a point of defeating her in Richmond. But that changed in the final. Foster stole in the fourth and fifth ends to turn a 2-0 deficit into a 3-2 lead then swapped points with Ritcher the rest of the way to book their spot at the nationals. The Kootenay champion Marnie Matthews rink from Trail finished with a 1-6 record.

The Trail Smoke Eaters kept their playoff hopes alive with a pair of dramatic wins on the weekend. The Smokies skated to a 6-4 win over the Merritt Centennials at home on Friday, before making an inspired come-from-behind 5-4 overtime victory over the Salmon Arm Silverbacks on Saturday in Salmon Arm. Down 3-0 midway through the second period, the Smokies charged back to take a 4-3 lead then win it in overtime to move within one point of the Vernon Vipers and Merritt Centennial for the final playoff spot in the Interior division. Smokies defenceman Bennett Morrison scored the winner at 1:08 of the first overtime period, breaking around the defenceman and beating the Backs goalie Angus Redmond for the team’s 22nd win of the season. “Anytime you get down 3-0 on the road, especially in a place like Salmon Arm, it’s natural for some doubt to creep in,” Smokie coach Curtis Toneff said on the Smoke Eater website. “Our guys stuck with the process and it paid off. We are already looking forward to Tuesday.” Chase Zieky and Cameron Trott gave Salmon Arm a 2-0 first period lead, and Josh Blanchard made it 3-0 6:23 in the second frame before Trail started the comeback. Bentley University commit Jake Kauppila netted his 14th of the season at 10:04 of the middle frame converting a setup from Max Newton and Mitch Stapley to get Trail on the board. Smokie captain Evan MacEachern blasted a shot past Angus Redmond with 89 seconds left in the period to make it 3-2, and just 36 seconds later Kauppila tied it finishing a pass from Colorado College commit Nick Halloran.

Connor Brown-Maloski put the Smoke Eaters up 4-3 five minutes into the third period, but Salmon Arm’s Marcus Mitchell beat MacBurnie with 3:29 to play to force the extra frame, and set up Morrison’s heroics. “Bailey (MacBurnie) made a huge save about halfway through the second that seemed to change our momentum,” said Toneff. “We got some puck luck that we maybe haven’t gotten in the past and went from there.” MacBurnie stopped 40 shots on the night while Redmond blocked 32 in the Silverback net. The Silverbacks’ Mitchell was named the games first star, and Kauppila and BrownMaloski took second and third star honours. On Friday, the Smoke Eaters assistant captain Kauppila scored twice including the winning goal 4:29 into the third period to lead the Smokies to a crucial 6-4 win over the Centennials. The Smokies led 3-1 at the end of the second period, on goals from Nolan Redler, Spencer McLean and Kauppila. Chase Bell brought Merritt within one 21 seconds into the third but goals from Cooper Sande, Kauppila, and Kienan Scott put the Smokies up 6-2. Goals from Chase Bell and Michael Faulkner rounded out the scoring for the Cents. Trail was three points behind Merritt and five behind Vernon before the weekend games, but the two wins combined with a Vernon loss has brought Trail to within a point of both teams in the quest for the fourth and final playoff spot. Vernon has a game in hand, and will play Surrey, Wenatchee, and Trail to end the season, while Merritt faces Penticton and Wenatchee in their two final matches. The Smoke Eaters host the Silverbacks tonight at 7:30 p.m. with all adult tickets going for just $5 with students and children admitted free. Trail will face Vernon on Saturday in what may be the playoff deciding game.

‘Friends,’ ‘Taxi’ stars toast pre-eminent sitcom director THE ASSOCIATED PRESS LOS ANGELES - You don’t have to thank James Burrows, given that Jennifer Aniston, Ted Danson and Jim Parsons are lavishing him with praise and gratitude. But if you’re a TV viewer who ever got a giggle or chortle or belly laugh out of “Friends” or “Cheers” or “The Big Bang Theory,” you may also want to tip your hat to the director, the acknowledged master of the three-camera sitcom. The stars’ memories of working with him are punctuated by series clips, with Jane Lynch and Andy Cohen moderators for the evening taped at the Hollywood Palladium theatre. “I call Steven Spielberg the Jimmy Burrows of feature film,” said “Will & Grace” star Sean Hayes, an executive producer for the special. “Bob Newhart said it best: After two hit shows, you can call it luck. After 50, it’s talent.” There’s teamwork and alchemy in every TV success, of course, but Burrows clearly has the knack of making even the best projects better. His 10 primetime Emmys and four Directors Guild awards attest to that. He took a medium commonly accepted as the property of writers, one in which itinerant directors tend to bump from series to series, episode to episode, and made it his own. He hit the 1,000-episode milestone on the upcoming NBC series, “Crowded.” The soft-spoken Burrows, 75, declines to embrace the “genius” label some have tagged him with. But he acknowledges he’s a good fit with the multicamera format taped in front of a studio audience. “I’m a theatre rat. I was born in the business,” said the son of writer-director Abe Burrows, whose Broadway credits included “Guys and Dolls,” ”How to Succeed in Business Without Really Trying“ and ”Cactus Flower.“ His father “used to trundle me along to rehearsals. ... It would sink in while I would dream and run around the theatre,” Burrows told a recent teleconference. After a start directing summer stock and dinner theatre, Burrows moved to TV in the 1970s, getting his big break on “The Mary Tyler Moore Show” and never switching to single-camera comedies like “Modern Family.” Every sitcom taping with an audience represents a thrilling “opening night for me,” Burrows said.

Dear Annie: My wife and I have been married for 22 years and have two wonderful children. We both have college degrees and full-time jobs. I am an optimistic introvert, and she is a pessimistic extrovert. We have never been close to each other socially. We have different interest and physical abilities.
