Cranbrook Sunrise Rotary Presents The 19th Annual Rockies Film Festival The Legend of Barney Thomson
Based on the first novel in Douglas Lindsay’s seven-part Barney Thomson series, the Directorial debut from renowned Scottishborn actor Robert Carlyle (Stone of Destiny, The Full Monty) is a darkly comic thriller about a downtrodden, mild-mannered Glaswegian barber whose mundane life is turned upside down when he inadvertently finds himself embroiled in a rash of serial murders. Carlyle stars as the socially awkward Barney, whose dark fantasies become startling reality after an inadvertent murder. Rather than reporting the incident to the police, Barney turns to his hilariously fierce mother Cemolina (Emma Thompson) for help — but Cemolina has a secret of her own, which leads to a chain of unexpected events. A black, bloody (and bloody hilarious) comedy of errors, The Legend of Barney Thomson brings Lindsay’s long-running series to vivid cinematic life.
45 Years
British acting legends Charlotte Rampling (The Forbidden Room, Never Let Me Go) and Tom Courtenay (The Legend of Barney Thomson, Quartet) star in this immensely moving portrait of a long-term marriage that is suddenly disrupted by a ghost from the past. Retired couple Geoff (Courtenay) and Kate Mercer (Rampling) pass their days quietly on their country property near a small Norfolk village. One day, Geoff receives a letter notifying him that the body of an old girlfriend of his has been discovered, perfectly preserved in the Swiss Alps where she fell on their hiking trip nearly fifty years earlier. As the news sinks in, hidden tensions begin to emerge between the couple: though not insensitive to his wife’s feelings, Geoff finds himself helplessly drawn back into the past, while Kate becomes consumed by jealousy and uncertainty. Outwardly composed as she
sets about planning their upcoming forty-fifth wedding anniversary, Kate begins to contemplate the “what ifs” of her life — which gradually leads her to the realization that maybe it was she who made a mistake all those years ago.
Youth
Septuagenarian best friends Fred Ballinger and Mick Boyle are on vacation in the Swiss Alps, staying at a luxury resort. Fred is a retired composer of classical music; at the hotel, he is approached by an emissary for Queen Elizabeth II to perform his popular piece “Simple Songs” at Prince Philip’s birthday concert. Fred turns down the offer, claiming he is not interested in performing anymore – although he still composes pieces in his head when alone. Mick is a filmmaker, and is working with a group of writers to develop the screenplay for his latest film, which he calls his “testament”. Also with them is actor Jimmy Tree, who is researching for an upcoming role and frustrated that he is only remembered for his role as a robot. The hotel is inhabited by other quirky individuals, including a young masseuse, an overweight Maradona, and Miss Universe. Fred and Mick reflect on their lives, admitting that their memories are fading and that they see little in their futures. Fred’s daughter and assistant, Lena, is married to Mick’s son, but the latter leaves her for pop star Paloma Faith. Lena stays at the resort and vents her anger at her father, who was always distant as she grew up. The emissary returns, and Lena cries as Fred explains that he won’t perform “Simple Songs” because the soprano part belongs only to his wife and she can’t sing anymore.
Son of Saul
(subtitled) Winner of the Grand Prix at the Cannes Film Festival and already one of the most talked about films of the year, this power-
ful and gripping Holocaust drama from first-time director László Nemes follows a concentration-camp inmate who goes to desperate lengths to secure a traditional Jewish burial for a young boy. In the Auschwitz-Birkenau camp at the tail end of the Second World War, Hungarian Jew Saul Ausländer (Géza Röhrig) works as a member of the camp’s Sonderkommando unit, assigned to shepherd the constant stream of prisoners into the gas chambers and dispose of their bodies thereafter. When one young boy he retrieves from the chamber exhibits a brief flicker of life before dying, Saul is shaken out of his deadened state. Determined to give the child a proper burial — a mission made even more urgent by an impending breakout attempt — Saul maneuvers his way through the camp’s intricate networks in search of a rabbi to perform the Jewish prayer for the dead.
James White
Josh Mond, producer of the celebrated Martha Marcy May Marlene, makes his directorial debut with the edgy, daring James White, a portrait of a congenital screw-up and self-destructive deadbeat who is finally forced to face up to the realities — and responsibilities— he has spent his life avoiding. We first meet James White (Christopher Abbott, A Most Violent Year, TV’s Girls) on the morning of his estranged father’s funeral, where he arrives late and still drunk from the previous night’s bender. It’s immediately clear that this is not unusual behaviour for him: in his late twenties and unemployed, despite his high intelligence, James is currently living on his mother’s couch. Though his mom, Gail (Cynthia Nixon, TV’s Hannibal, Sex and the City), disapproves of his lifestyle, she is battling cancer and depends on him to take care of her. Under constant pressure from Gail to get his act together, and longing to escape the emotional extremity of his everyday life, James seeks refuge in sex and substance abuse, alienating
everyone around him. But when Gail’s health declines seriously, James is faced with a heartbreaking reality that he can’t ignore.
Born to be Blue
Ethan Hawke (Boyhood, Before Midnight) is utterly magnetic as Chet Baker, the legendary trumpeter and singer whose personal problems often overshadowed his majestic music. Born to Be Blue reimagines Baker’s life as a mixture of factual and fictional events, picking up the story late in the jazz icon’s career when — after years of heroin abuse, financial loss, and public disgrace — Baker stages a comeback. Born to Be Blue finds Baker at the end of the 1960s, starring in a film about his own already-infamous life. He strikes up a passionate romance on and off the film set with Jane (Carmen Ejogo, Selma, Away We Go), the actress playing one of his lovers, but his hopes for a bright future are suddenly darkened when he suffers a brutal beating in a parking lot after a gig. The film is shelved, and Baker’s mouth so badly damaged that the musician’s future career looks in doubt. But with a modified sound, a youthful hunger, and Jane’s unflagging support, Baker becomes determined to regain his place among his peers, including his friend and collaborator
Mustang
(subtitled) Girls want to go to dance all night, wear cute clothes, swim, go to soccer games, hook up with boys, and, generally speaking, not have fussy adults always telling them what they can and can’t do. But the five sisters at the heart of Mustang also want to choose who they marry (or if they marry at all). They want to drive, have their own money, go to school, and see the world that lies beyond their remote, oppressive seaside town. They want their lives to be their own, even if it means taking drastic measures to make
them so. Mustang tells a straightforward story of female empowerment, but it’s the way it tells that story that makes it deserving of all the accolades it’s received, including an Oscar nomination for best foreign-language film. Though the movie has won (superficial) comparisons to The Virgin Suicides, it has a more distinctly female perspective and is too close to its subjects to feel voyeuristic. The trouble begins in the first 10 minutes of the film, when some nasty gossip and a misunderstanding turns innocent fun into a minor sexual scandal, leading the girls’ relatives to increasingly shut down their access to the outside world. The Turkish-born French director Deniz Gamze Ergüven balances out the film’s creeping claustrophobia with quiet (and not-so-quiet) acts of rebellion, unexpected humor, and warmth, and the result is a tender and fresh coming-of-age film that honors the bonds of womanhood and sisterhood without taking them for granted.
Every Thing Will be Fine
Based on an original script by the Norwegian Bjørn Olaf Johannessen, tells the story of Tomas (James Franco), a writer who loses control of his life after a car accident. Even though he is not directly at fault, his relationship with his girlfriend breaks down because of this event and his life and work suddenly set off in a completely new direction. The film follows Tomas over a period of 12 years and tells an intimate story of guilt and the search for forgiveness.

Regional District of East Kootenay AREA A SEPTAGE DISPOSAL SERVICE Notice of Alternative Approval Process
The Board of Directors of the Regional District of East Kootenay (RDEK) is considering adoption of Area A Septage Disposal Service Establishment Bylaw No. 2665 which will set up a septage disposal service in Electoral Area A. Pursuant to the provisions of the Local Government Act and Community Charter, the RDEK Board may adopt the Bylaw and proceed with the service as noted above if, after the deadline, less than 10% of the electors in Electoral Area A have signed and submitted Elector Response Forms. If after the deadline of 9:00 a.m. on April 4, 2016, at least 138 electors (10% of 1,379) in Electoral Area A have signed and submitted Elector Response Forms, the RDEK Board cannot adopt the Bylaw and cannot proceed with the service unless it receives assent of the electors by voting.

Finance Minister Mike de Jong presented the 2016-17 budget in the B.C. legislature. By Tom Fletcher New homes worth up to $750,000 are exempt from B.C.’s property transfer tax under changes in the budget that take effect April 1. Finance Minister Mike de Jong is raising the exemption level from $475,000 on new homes, and expects to make up most of the revenue by increasing the tax rate from two to three per cent on the value of homes in excess of $2 million. For resold homes, property purchase tax continues to apply at one per cent on the first $200,000 of value and two per cent on value between $200,000 and $2 million. The tax has produced a windfall for the province and pushed home purchase costs even higher in the hot market for homes in some urban areas. The government expects to collect about $200 million more than it budgeted for the current year. De Jong said the break is aimed at new construction to stimulate new housing construction, adding to supply in response to demand that is driving prices up. The exemption is only available to Canadian citizens and permanent residents, and the government is resuming tracking nationality of buyers, a practice stopped in 1998. The upper limit to qualify for the homeowner grant is also increased from $1.1 million to $1.2 million for the 2016 property tax year. Children exempted from MSP premiums Medical Services Plan premiums are being charged only for adults starting in 2017, and the qualifying income for reduced premiums is going up from $30,000
to $42,000 for single people. The new system creates a break for single parents, who will pay a single adult rate of $78 a month instead of the current rate of $150 charged for a family of three. A single senior or single parent with one child and an income of $45,000 may also be eligible for reduced premiums. The changes will reduce rates for an additional 335,000 people, and 45,000 more people will be exempted from paying as long as they are registered and qualify. But rates overall continue to rise. With a four per cent increase in personal rate this year and growing population, the government expects to collect more MSP each year of its three-year budget plan than with the current system. B.C. is the only province that charges premiums for health services, and the NDP opposition has called for them to be eliminated as a regressive tax. De Jong argues that MSP covers only 14 per cent of a growing health care budget, and eliminating it would amount to hiding the cost in the general tax system. Prosperity fund gets seed money With liquefied natural gas export projects delayed, Premier Christy Clark’s promise of a “B.C. Prosperity Fund” has been launched with $100 million from the current budget surplus. The fund was touted in the 2013 election as a way to pay off debt starting in 2017, and reduce or even eliminate B.C.’s sales tax with revenues from five LNG plants. But with a glut of oil and gas internationally, no major project is expected to be under construction by the 2017 election.
Including the fund in his 2016-17 budget, Finance Minister Mike de Jong said most people would agree with “the notion that we would take a modest amount of money out of our chequing account and put it in our savings account.” The finance ministry expects a surplus of $377 million at the end of the current fiscal year and $264 million in the fiscal year that begins April 1. The prosperity fund is restricted to a minimum 50 per cent to pay down debt, 25 per cent saved to earn interest and the rest available to spend on health care, transportation and other government functions. Disability benefits up $77 for some Income assistance payments for people with disabilities are to increase up to $77 per month effective Sept. 1, but transit passes will no longer be covered. Bus passes have only been provided for some regions of the province, an unfair situation for those who can’t take advantage of transit, said Finance Minister Mike de Jong. The increase will be across the board and recipients can choose for themselves if they use it for transit or other needs. The B.C. Liberal government has resisted calls for an increase in the general social assistance rate, but has ended the clawback of child support payments to single parents. Since 2012 the government has moved to encourage income assistance recipients to work, allowing earnings up to $200 a month without losing benefits for those who file tax returns. People on disability assistance can retain up to $800 a month, up from $500 in 2012.
The RDEK operates septage ponds near Hosmer to receive waste from septic and sewage holding tanks from residential, commercial and industrial sources in the Elk Valley. The septage ponds are operated and maintained by the RDEK under the Elk Valley Subregion Waste Management Service, even though Electoral Area A is responsible for all costs and receives all revenues related to the ponds. The RDEK is proposing to create a new Area A Septage Disposal Service to separate the septage ponds from the Elk Valley Subregion Waste Management Service to provide greater clarity that Area A is responsible for the cost of operating and maintaining the facility and receives the benefit of the revenue. Since the proposed service is for a facility that already exists under another existing service, there is no additional tax impact to properties. While a maximum tax rate of 1¢/$1,000 of assessed value is proposed for the new Area A Septage Disposal Service, we don’t anticipate needing to tax for the Service because the revenue generated by the septage ponds exceeds the cost to operate it.
SYNOPSIS OF PROPOSED BYLAW BYLAW NO. 2665 – “Regional District of East Kootenay – Area A Septage Disposal Service Establishment Bylaw No. 2665, 2015”– This Bylaw will establish a septage disposal service within Electoral Area A for the operation and maintenance of the Hosmer Septage Ponds. The Bylaw includes a maximum tax rate of 1¢ per $1,000 of taxable assessed value of land and improvements. The above is a synopsis of the proposed Bylaw. This synopsis is not intended to be, and is not to be understood as, an interpretation of the Bylaw. The full Bylaw may be inspected at the RDEK office in Cranbrook during regular office hours from Monday to Friday, excluding statutory holidays, and on the RDEK website.
ELECTOR RESPONSE FORMS Elector responses must be given in the form established by the RDEK. MP update: This is not the Muppets Parliament started up again on January 25th, so I have once again been dividing my time between Kootenay–Columbia and Ottawa. One of the concerns that many of you have expressed is the lack of decorum in Parliament, particularly during daily Question Period, which at times can be rude and disrespectful, setting a very poor example of how democracy should work. I share this concern but I am encouraged by the work being done by the new Speaker of the House of Commons to change the atmosphere in Parliament. I encourage him every chance I get to continue this important work. Here are just a few of many statements made by Speaker Geoff Regan to address Parliamentary decorum: • “Let us listen up so we can get through this. Let
us all pay attention and show respect for each other.” • “Order please colleagues, we are going to hear things that are provocative. Sometimes it is hard not to react, but I know we can do it. Let us restrain ourselves.” • “I know we want to have more and more women parliamentarians in the House of Commons and it is important that we have a workplace that is civilized, so let’s ensure it is not like a 1950s old boys club in here.” • “After the member asks his question, he might remind the gentleman in front of him that this is not the Muppets.” Needless to say, this is a work in progress. The spring Parliamentary session continues until June 23rd, with a total of seven weeks back in Kootenay–Columbia
before the summer break. Last week I spent four days in Golden, Field and Revelstoke meeting with constituents, park superintendents and elected officials. It was good to hear from them about their concerns and priorities. I heard about the need for funding for infrastructure, affordable housing, high speed internet, park operations and maintenance, and fixing the Trans-Canada Highway. I also heard about issues related to immigration, the Temporary Foreign Workers program, and the need to protect the Columbia River wetlands. I am looking forward to hearing more from my constituents in the coming months, as I travel around our riding. You can always contact my office with any concerns about federal issues by calling 250-417-2250 or by emailing us at wayne. stetski@parl.gc.ca. We will be officially opening our community offices in the coming weeks. The grand open-
ing for our Cranbrook Office at 111-7th Avenue will be held on February 29th. Our Nelson office, located on the 5th floor of Nelson City Hall, will have its grand opening on March 2nd. Check out our website at www. waynestetski.ndp.ca for details about these and other upcoming events in our community. A number of constituents have asked what I can do to help them as a Member of Parliament in an opposition party. The answer is quite a lot. In our community: I have great staff in my offices in Cranbrook, Nelson and Ottawa, who are here to help constituents resolve issues with federal programs and services. They have access to information and contacts within the federal government who can provide information on topics ranging from citizenship to Employment Insurance to income taxes. We can also provide you with current information on grant opportunities, tax tips and
new pieces of legislation. You can learn more about the services we provide on the “Service Desk” section of our website. I can also write letters of support to Ministers regarding constituents’ interests and projects. Both in the riding and in Ottawa, I meet with delegations from many stakeholder groups like the BC Dairy Farmers, the BC Building Trades, the Canadian Federation of Students and Health Action groups, who share concerns about issues relevant to our riding. In the House: In Ottawa, I can raise constituents’ concerns directly with government Ministers. I recently walked across the floor of the House to discuss an issue on behalf of the Ktunaxa with the Minister of Indigenous and Northern Affairs. I also have the opportunity to hold the government accountable by asking questions in Question Period, speaking in the House, and presenting petitions
signed by constituents. In early February, I presented a petition signed by 700 constituents in favour of proportional representation. As a party, the NDP submits motions for debate in the House on Opposition Days. The first NDP motion was debated two weeks ago. I was very proud of our party for putting forward a motion to set up an allparty committee to determine a way forward to end pay inequity for women in Canada. The motion was supported by all but the Conservative party, which means that the special committee will be formed in the near future. MPs also have the opportunity to sponsor private member’s bills. I will be working with my staff to develop and introduce a number of private member’s bills, and would like to hear from you about your priorities. Feel free to email us at wayne.stetski@parl. gc.ca with your ideas on how to build a better
Canada. As the NDP Critic for National Parks, I work to ensure that our parks have the resources they need so that our natural treasures can be enjoyed for generations of Canadians. I know our national parks are important to the people of Kootenay– Columbia, and I am honoured to be able to work on this file. An MP’s life is very busy, both in Ottawa and in the riding! You can receive regular updates about my work by signing up on our website to receive our E-Newsletters. You can also follow me on Facebook and Twitter. I look forward to speaking with more of you in the coming weeks and months and to sharing with you more stories from this place that is definitely not the Muppet show! ~Wayne Stetski Member of Parliament, Kootenay–Columbia

Environmental Assessment Certificate Application Review of the Proposed Baldy Ridge Extension Project Open House and Invitation to Comment Teck Coal Limited (Teck) is proposing to extend the working life of Elkview Operations with the Baldy Ridge Extension Project (proposed Project). The proposed Project would be located approximately 2.5 km east of Sparwood, British Columbia, and would produce an estimated 7 million tonnes of clean coal per year and sustain Elkview Operations’ existing workforce. Teck must obtain an Environmental Assessment Certificate (Certificate) before any work can be undertaken on the proposed Project. Teck has submitted the application for a Certificate (Application) to the Environmental Assessment Office (EAO). EAO has determined that the Application contains the required information and accepted it for detailed review. The review of the Application will occur over a 180-day period, starting February 15, 2016.
Invitation to Comment EAO seeks public comments on the Application. The intention of seeking public comments is to ensure that all potential effects— environmental, economic, social, heritage and health—that might result from the proposed Project are identified for consideration as part of the assessment process. Hospital welcomes new intensive care unit
(Kootenay East) Province of British Columbia
3 Facts You Need To Know About
This year’s budget 1 This year’s budget provides $36 million for increased highway maintenance. The winner of the next highway contract for the East Kootenay region will benefit from this additional funding, which will help meet higher maintenance standards. 2. $355 million is also being provided over five years to support housing initiatives. This is a wonderful opportunity for local groups to work together and create more affordable and social housing for our communities. 3. BC is now the only province in Canada with AAA credit rating and balanced budget. If BC had Ontario’s credit rating, taxpayers would be paying an additional $2.45-billion every year to service provincial debt. That’s $2.45 billion BC would not have for public services or debt repayment. Dignitaries, volunteers and members of the public had a chance to see the new ICU at the East Kootenay Regional Hospital on February 19. (Pictured, from left) Chris Mazurkewich, Dr. Lawrence Jewett, Jim Whitehead, Paige Ukass, Bonnie Close, Jean Minifie, Brian Clifford, Bill Bennett, Dean McKerracher and Dennis Roundsville during the ribbon cutting. Bill Bennett, Minister of Energy and Mines and MLA Kootenay East, joined Interior Health, Kootenay East Regional Hospital District and community representatives to celebrate the official unveiling of a new intensive care unit (ICU) and electrical system upgrade at East Kootenay Regional Hospital. “The expanded ICU will provide East Kootenay residents with two additional beds in an environment that promotes healing,” says Health Minister Terry Lake. “This project is just one example of how we are working with our healthcare partners to deliver accessible, responsive care to the people who matter most - the patients.” The new ICU unit will replace the current fourbed unit and feature two additional high-acuity beds. High-acuity beds are for patients who require more care than a standard inpatient ward, but less than the ICU, and will help make sure the right bed is used to meet the care needs of patients. “Our regional hospital continues to improve service to the public and having celebrated each milestone in this project, along with the community, I am very proud of the Province’s continuing investment,” says Bill Bennett, Minister of Energy and Mines and MLA Kootenay East. “The people of the East Kootenay will benefit for generations from this beautiful facility.” “These improvements are an example of what we can achieve through a collective effort fo-

(Inset) The crowded, outdated ICU that has been replaced. cused on quality patient care,” says Erwin Malzer, Interior Health board chair. “I’d like to thank everyone involved for their commitment and persistence in seeing this project through. We can all take pride in this tremendous regional facility that serves patients from across the East Kootenay.” The new ICU is located in a 787 square-metre (approximately 8,470 square-feet) addition on the northeast side of the hospital. The size and layout will provide better flow through the unit for doctors and staff. It offers patients additional privacy, family spaces and maximized natural light. “The Kootenay East Regional Hospital District has been a strong supporter of this project
from the beginning as it will improve services for patients and their families and enhance our health care capabilities in the region as a whole,” says Dean McKerracher, Kootenay East Regional Hospital District board chair. “It is an example of what can be achieved when different levels of government work together to pursue common goals.” The new electrical system, located in the basement of the new addition, improves the power supply to the entire hospital, optimizes the system’s performance and provides capacity to expand for
future power needs. The $20 million project was funded through the Ministry of Health ($11.478 million) and the Kootenay East Regional Hospital District ($7.652 million), with the remaining $870,000 coming from community donations including a direct donation from the Cranbrook Health Care Auxiliary and contributions from the Invermere and Kimberley health care auxiliaries as part of a broader East Kootenay Foundation for Health campaign. “East Kootenay Foundation for Health is extremely proud of the many donors from across the East Koote-
nay that made a gift to the ICU Redevelopment Campaign,” says Brian Clifford, East Kootenay Foundation for Health co-chair. Their critical support of the campaign had a significant impact in providing the necessary funds so the great staff and physicians at East Kootenay Regional Hospital can provide intensive care in the best environment possible.” “Since 1901, our health care auxiliary volunteers have provided in-hospital services and raised funds to purchase equipment for our local hospital Continued next page

by operating the Thrift Store and Hospital Gift Shop. I acknowledge and am grateful to all of our volunteers who have worked to contribute $450,000 to the new ICU,” says Bonnie Close, Cranbrook Health Care Auxiliary president. In the months ahead, Interior Health will be training clinical staff and getting the ICU ready for when patients move into the new unit in April. “The building of a new ICU is just one of many
accomplishments of our local MLA and speaks to the dedication of all our health-care partners to ensuring East Kootenay Regional Hospital is a truly regional hospital,” says Dr. Lawrence Jewett, East Kootenay Regional Hospital and regional chief of staff. “The great improvements we are talking about today will support our ongoing recruitment of specialists and build on the leading edge medicine we are doing here. This good news is about a commitment to quality care from everyone involved.”
The community contributions are also allowing Interior Health to direct funding to a new pediatric department at East Kootenay Regional Hospital. The new pediatric unit will be located in the existing ICU space adjacent to the maternity/neonatal unit, bringing all of these services into one area of the hospital. Interior Health will provide an update on this exciting additional project in the spring.

Resort. Waugh is a first-year culinary arts student at the College of the Rockies and a newcomer to the Stone Soup Challenge – but don’t take her lightly. Not only did Waugh show up looking to win, she showed up with four chocolate-flavoured pudding cups for Chef Wagner to incorporate in his soup, if he dared. He did dare. Wagner was bold and decisive and he returned an equally tough ingredient challenge to Waugh: a can of tuna fish. Waugh opted out of the ingredient challenge by making a $50 donation to the cause. The chefs had two hours to prepare their soup. Waugh moved swiftly and strategically throughout the kitchen, creating a turkey and chick pea soup with Brazilian flavours. Wagner’s experience and skill was commanding; he was in good spirits, using his challenge ingredient to enhance his choice of soup: a vegetarian chilli. “The sweetness of chocolate works well in a chilli – in fact, I’ve used dark chocolate as a secret ingredient to flavour chilli before – so I decided to run with my instinct and make it work.” During the challenge, Wagner received five extra stones in favour of his soup creation for choosing to incorporate the challenge ingredient. But it wasn’t quite enough to pull off the win. Waugh defeated Wagner’s chilli in a vote of 33 to 32 – the closest call in Stone Soup history. Round 2: Chef Graham Barnes vs. David Hull On the second day of the Kootenay Granite Stone Soup Challenge, held on February 18,
Chef Graham Barnes of Max’s Place showed up with a doozy of an ingredient challenge for amateur chef and Cranbrook Chamber of Commerce Executive Director David Hull: quail eggs. Hull replied with a can of pureed pumpkin. Both chefs accepted the secret ingredient challenge and were awarded five stones to be counted in the final vote tally. Neither chef let their ingredient challenge stray them far from their plan. Barnes came into the competition mentally prepared to create four different styles of soup, and allowed the ingredients available at the Salvation Army to determine his final choice: a minestrone. David Hull prepared a longtime personal favourite recipe, tried and true throughout the years: a golden carrot and apple soup -- enhanced this time of course -- with quail eggs. The Salvation Army guests were divided. Almost divided, that is. In a close vote of 31 to 27, Chef Graham Barnes of Max’s Place emerged the victor. Round 3: Chef Kevin McDonald vs. Chef Carmen Alaric Chef Kevin McDonald of the West Coast Grill and the Salvation Army’s own Carmen Alaric faced-off today, each bringing a very unique and difficult ingredient as a challenge to the other. Chef McDonald presented chocolate chip cookie dough to Chef Alaric to use in her daily soup. A challenge, yes, but perhaps not quite as difficult as the one Alaric returned to him: a very strong mintflavoured homemade Oreo cookie pudding. But despite the unique culinary twist, both chefs boldly accepted
the challenge, received the five bonus stones, and immediately moved forward with a genius plan. Chef McDonald, who came to today’s competition after flipping hundreds of pancakes at his daughter’s elementary school, opted for a curry-roasted turkey and vegetable soup while Alaric committed to a hamburger soup. Alaric wore a good luck charm for inspiration today – a T-shirt for Jaxson Campbell, an 11-month-old boy from Cranbrook who is undergoing chemotherapy treatment for a rare cancer. Both soups seemed to be crowd favourites, and whispers of the “best soups yet” rumbled throughout lunch. However, Salvation Army guests leaned slightly towards their home-cook’s creation. By a vote of 32 to 25, Alaric pulled off the win. Semi-final match-ups, sponsored by Columbia Basin Trust, will begin Tuesday, February 23, with Chef Graham Barnes of Max’s Place taking on Chef Lindsay Waugh of Hot Shots Café. By next Friday, only two chefs will remain undefeated. They will face-off at an exciting luncheon fundraiser on Wednesday, March 2, noon to 1:30 p.m. at the Prestige Rocky Mountain Resort. The final event is sponsored by Investors Group. Tickets to the public grand finale soup-off are available in two prices: $25 for lunch; or, $45 for lunch and a $20 charitable receipt. They can be purchased with cash at Max’s Place, through the CDCF office by calling 250.426.1119 or online through Snapd East Kootenay.

2015 update, the Legacy displays a modern dashboard and a more centrally located touch-screen display for the rearview camera and infotainment/navigation systems. The Legacy’s two powerplants were also updated for 2015, with the base 175-horsepower 2.5-litre four-cylinder receiving slight changes to make it a bit lighter, quieter and more fuel-efficient. A six-speed manual transmission is standard and a continuously variable transmission (CVT) is optional. The CVT is standard with the 3.6-litre sixcylinder that makes 256 horse-

COTR assists displaced workers
College of the Rockies is launching a program aimed at assisting displaced workers from the Canal Flats mill, Target store and other industries in the region. Trades Exploration is a 15-week program, funded in part by the Ministry of Advanced Education. The goal is to allow participants to explore several heavy trades, complete any necessary upgrading and obtain industry-required safety certifications. At the completion of the program, students should have a better idea of which trades they are most suited for and be prepared to enter full-time foundation or apprenticeship training with the College. Participants in the program will take part in approximately two weeks of training in each of the following areas: Carpentry, Industrial Mechanic (Millwright), Welding, Electrical, Heavy Duty Mechanic and Piping Trades (plumbing, steamfitter/pipefitter). An introduction to Heavy Equipment Operation, using the College’s simulator, will be included along with industry safety tickets like H2S, Standard First Aid, Construction Safety Training Systems, Fall Protection and Confined Space Entry. During the first week of training, students will be assessed to determine if they require upgrading in English or trades math. If needed, upgrading assistance will be provided two mornings per week to help students achieve the prerequisites needed for the trades program of their choice. Resume and interview skills will also be cov-

House Rules!
Find and maintain the right carpet for you
Carpets provide both practical and aesthetic appeal inside a home. In winter, carpets help keep homes warm, and the right color carpet can add to design schemes. While rugs may have originated in the Far East, North America also has some rich carpet history. According to The Carpet and Rug Institute, the carpet industry began in 1791 when the first woven carpet mill opened in Philadelphia. Others soon followed suit. Tufted carpets and machine-powered manufacturing helped churn out yards upon yards of carpeting, making it a popular, affordable and common addition to homes, especially after the post-World War II housing boom. Carpeting remains a go-to flooring material in modern homes. In fact, many homes offer a blend of both carpeting in some rooms and different flooring choices in others. Upon choosing carpet, it is important that homeowners follow some guidelines to prolong a carpet’s longevity and

maintain its style. The following are some common carpeting dos and don’ts. DO consider the room’s purpose and foot traffic before shopping for carpeting. Make a list of the attributes desired (e.g., soundproofing, easy care, high pile) and present these to the salesperson so he or she can help you make the best choice. DON’T rush into flooring choices. Unlike paint colors, flooring materials are more permanent choices that are only updated every several years or more. Weigh all of your options before diving in. DO consider conservative colors and styles. Neutral hues and patterns will blend better with furniture options. This means you can change furniture out and still keep the existing carpeting, which complements any new pieces. Also, if there’s a chance you might sell your home in the near future, buyers tend to look for a neutral color scheme they can make their own. DON’T skimp on padding to save a few dollars on the carpet installation. The carpeting needs a solid foundation to last and look its best. Inadequate padding can lead to extra

and noticeable wear and tear. Invest in a good foundation for the carpeting, like firm, dense padding in high-traffic areas. DO become knowledgeable about different carpet styles, such as frieze, Berber, Saxony, textured, and more. This will help ensure you make the most educated decision. DON’T purchase at the first store you visit. Shop around to investigate different pricing and specials. Also, consider the professionalism and expertise of the staff responsible for carpet installation. High-cost carpet may not look very good if it isn’t installed correctly. DO stain-protect rugs and carpeting, which can help repel stains that would otherwise become permanent and can prolong the longevity of the flooring. DON’T forget to vacuum carpets frequently to prevent ground-in dirt and debris. DO pick textured carpets to conceal footprints and vacuum track marks.

Donna Grainger honoured as city’s Woman of the Year 2016 submitted by CFUW, Cranbrook Club
“She may be little, but ‘Oh, My!’” was one expression recently stated in reference to the wellknown East Kootenay busy woman, Donna Grainger. How true: Donna may be short in stature but is tall as a local fir tree in what she had given, shared and done for the entire East Kootenay community. Donna had a huge amount of publicity in mid-January when she announced her planned retirement from her career with the East Kootenay Foundation for Health (EKFH). From that, more than one group of people in the area planned on nominating her for the CFUW
Cranbrook Club’s 34th Woman of the Year Honour. “Like many of our nominations, the nomination for Donna was a no-brainer,” stated chair of the Woman of the Year Committee of the CFUW Cranbrook Club, Cathryn Henley. “The committee voted hands down,” she added. Sheilah Moore, Woman of the Year 1991, was the head of one of the nominating committees. She wrote that Donna has been a champion for the people of the entire East Kootenay and their health needs, and heartily recommended Donna for our consideration as Woman of the Year Photo submitted 2016. Donna Grainger, fourth from the left, doing her usual excellent job of helping people and groups donate to the EKFH. papers about Donna in January, we all know that her career with EKFH was more than a job, but rather a purpose
that she gave with passion to the benefit for all East Kootenay citizens young and old, well or not.

in his letter of support of Donna’s nomination, “Donna has built strong relationships in all the communities of the EK valley educating the public in the needs of additional health care. These relationships would blossom, and then the take was to nurture these and ensure she was available in their personal times of need.” He added, “It was not abnormal to see Donna responding to a hospital patient or family member in a time of need as they went by her office door at the EKR Hospital entrance. They would be overcome with a recent diagnosis or family loss and it was Donna’s shoulder that provided some vital and immediate care.” When this writer was sitting in her office, the phone was ringing and people were at the door!! She said she had been busy with calls from all over congratulating her for being recognized with this prestigious honour. Donna’s last fundraising efforts have been completed, being muchneeded equipment for the new ICU that will be opening in the Spring. “I have realized my personal goals for the EKFH, now, and feel it is time for a fresh face to continue from here,” said Donna. All letters of nomination for Donna talked about her many talents; “from tossing off a poster on her computer, to comforting an upset child with a stuffed animal in the regional hossee Woman page 19

pital foyer.” All nominators stated, “Donna’s energy and passion for the betterment of the EK communities is second to none. She is caring and compassionate, intelligent and knowledgeable, and willing to help share her expertise with others. What is truly amazing is that she does all this and continues to address the needs of her family and friends.” So who is Donna Grainger when she is not fundraising and campaigning for the EKFH, one wonders. Donna was born in Kamloops and was moved to Marysville with her two brothers and parents when she was five.
“I will be 60 in April and proud of it,” stated Donna. Donna said that throughout her entire youth, she was always busy like her parents, brothers and her grandmother. “I figure skated, was on committees and clubs in school and always doing something,” she stated. When she was 16, she worked at the Kimberly Golf Club, but her first job after leaving Selkirk College was as a secretary for Finning. From there, she worked for BC Hydro for 23 years, here and in Vernon. She did everything from chasing delinquent bills to working as the Power Smart representative. Her favourite job within Hydro was as the Communication

Officer at the Bennett Dam Sinkhole Remediation Project. Donna was the liaison between engineers, management, media and the labourers to help bring all parties together to finish off the large project. Donna returned to the East Kootenay and was part of the Delta-St. Eugene grand opening. She also worked her own business, but was encouraged to apply for the position with the EKFH when it came up 11 years ago. All those years of successfully using her talent as a people person, of building and maintaining relationships, her all-round active lifestyle and brilliant personality won her the EKFH position which in turn has been a
huge windfall for every individual in the East Kootenay. I love working with crews of all kinds. At the EKRH it is wonderful to see how all teams, from logistic to maintenance, are all treated the same and work well together.” One wonders how she doesn’t burn out with her never-ending busy schedule, her ability to be the go-to person for those in need and still tend to her own life and recent losses of loved ones. Donna admitted, “The Cranbrook and Kimberley Hospice Program was amazingly helpful for me.” She added, “I am very grateful to them for keeping me grounded.” Donna also likes her quiet time. She loves her time with
her husband in their R.V. at any campground facing a mountain or lake, with the candles burning and listening to Andrea Bocelli. “I am very similar to my grandmother who was active in the Eastern Star, was a key person in the startup of the Marysville Thrift Shop and just so happened to be Citizen of the Year in Kimberly in 1967.” Like her, Donna is a ‘project person’; a doer, but she also has a strong spiritual side to her that has guided her through the trials and tribulations in her life. As she enters her retirement, Donna said “I have exceeded my personal goals for the EKFH. She believes that the communities in the East Kootenay un-
derstand and see that the work the foundation undertakes truly impacts people’s lives.” When asked how she feels about being selected as Woman of the Year 2016, she said, “I am more comfortable seeing other people succeed. I am a little uncomfortable having the limelight shine on me.” In her thank you note to all those in the nomination process, she wrote: “I am at a loss for words – Thank You! I truly don’t know what to say; thank you so much for making my day. My mom always thought that one day I would be recognized as a woman of the year; I cannot believe it, as I approach her first anniversary (of her death) that her
dream has come true. With sincere thought and genuine gratitude, Donna”. Many people are lined up to have Donna volunteer on their committees and clubs, but she and husband, Leigh, who is now retired, have decided to take time to focus on themselves as a couple and as individuals. They have plans to travel, but for the most part, to stay within two to four hours of home and really explore “our own backyard”. Dopamine for restless leg syndrome
A few months ago I wrote about using subcutaneous dextrose injections to treat the profoundly aggravating condition of restless leg syndrome (RLS). RLS is a central nervous system condition that causes an irresistible urge to move the legs and is most intense at night while trying to sleep. Dextrose injections give relief to those who suffer RLS due to peripheral nerve injury. Another known factor in RLS is the abnormal regulation of iron and the neurotransmitter dopamine in the brain. People with RLS are not typically iron deficient. Rather, they lack certain transport proteins that move iron to specific cells within the brain. Iron therapy for restless legs requires that very high doses be used and this itself comes with a host of risks. Iron is a pro-oxidant and as such promotes inflammation and degeneration - not qualities you want in a long term therapeutic approach. Working with dopamine, however, is a treatment avenue that can be done very safely and give those with RLS great relief from the crawling, pulling, pressure torture of RLS. Pharmacological agents that either mimic or replace dopamine have been used with success to treat RLS. However, these drugs come with some serious downsides, most notably nausea,
involuntary movements and dizziness. For those who suffer terribly from twitchy legs, these side effects might be worth the relief of their symptoms. Using natural medicine can be a very good option for people wanting to treat RLS and dopamine deficiency without using patent medications. The plant mucuna is widely found in Asia and contains high levels of the amino acid L-dopa. L-dopa is the building block for dopamine and has been used for many years in drug form (levodopa) to treat parkinson's disease, another dopamine related condition and RLS. The L-dopa found in mucuna is a very effective treatment option for those with RLS. Like it's pharmaceutical cousin levodopa, mucuna in high doses will also cause nausea. Nausea from L-dopa is caused by what is called competitive inhibition with serotonin. As dopamine levels increase from the L-dopa, serotonin is suppressed and as serotonin declines, nausea increases. The trick to treating RLS with L-dopa (mucuna at 40% concentration) without side effects is to simultaneously support serotonin levels using another amino acid called tryptophan. Using concentrated mucuna with a supplement called neuro replete accomplishes this balancing act and gives patients with RLS safe and effective relief.

Walter John Rojek 1920 – 2016 It is with deep sorrow that the family of Walter Rojek announces his passing at the East Kootenay Regional Hospital in Cranbrook on Monday, February 15, 2016 at 95 years of age. Walter was born on April 2, 1920 in Bobronwniki Male, Poland. He was a World War II Veteran and was a member of the 1st Polish Paratrooper Brigade, 1st Division, 3rd Line, stationed in the UK. He married Gladys Foster in Wrexham on October 7, 1948. Walter immigrated to Canada from England in 1952 with Gladys and daughter Jenny where they lived in Blairmore for many years and then moved to Cranbrook in 1964. He successfully owned and operated Walter Rojek Logging Ltd. Walter retired early as he and Gladys enjoyed travelling – especially Las Vegas. Walter will always be remembered for his sense of humour and the stories he loved to tell. His generous spirit and love for all people will be greatly missed by many, especially “his girls”. Walter is survived by his daughters, Jennifer (Phil) Viel, Diana (Rob) Rymell, Dorothy (Marcel) Cochet, Joan (Maj) Jiwani, Kari (Tom) Cataldo, 9 grandchildren, 5 great grandchildren, his sister Mary and his brother Roman. Walter was predeceased by his wife Gladys and his brothers Gus, Eugene, Henry and sister Bogusia. A memorial service for Walter was held at St. Mary’s Catholic Church in Cranbrook on Saturday, February 20, 2016 at 11:00 am. In lieu of flowers, donations in Walter’s memory can be made to the: Heart & Stroke Foundation of BC & Yukon, Okanagan/Kootenays Area Office, #4, 1551 Sutherland Avenue, Kelowna, British Columbia, V1Y 9M9. Cranbrook local benefits from 70-year-old key tag service to CHAMP and all the people who support this amazing program which allows our children to participate more fully in all activities. We cannot imagine our lives, or Nicole’s, without CHAMP.” The War Amps Key Tag Service was launched in 1946 so that returning war amputees could not only work for competitive wages, but also provide a service to Canadians that would generate funds for the Association. The Key Tag Service continues to employ amputees and
people with disabilities and has returned more than 1.5 million sets of lost keys. Each key tag has a confidentially coded number. Should the keys be lost, the finder can call the toll-free number on the back of the tag, or deposit them in any mailbox, and the keys will be returned to the owner by bonded courier. The War Amps receives no government grants and its programs are possible through public support of the Key Tag and Address Label Service.
