The City of Greenwood recently completed a project that saw the removal of a beaver dam to help prevent flooding in the city as a result of overflow from Boundary Creek. The city hired arborist Fred Marshall to oversee the project. In the late fall of 2015 a pair of beavers built a dam in the channel that carries the creek through the city. The roots of a few adjacent cottonwood trees were partially undercut by the stream flow. The free and unrestricted flow of water through the channel is essential to prevent flooding in the city. Consequently, the banks of the channel had to be stabilized, best achieved by retention of the cottonwood trees growing along the banks. The project was designed to enable free and unrestricted flow of water and continued bank stability via retention of existing vegetation. The beaver dam was eight meters wide, approximately a meter tall and 60-80 centimetres wide. Its builders were kill-trapped by licenced trapper Chris Robinson of Midway to allow for removal of the dam, which was executed by city foreman Randy Smith and his crew. Smith spent several hours prior to the removal seeking permission for the undertaking, which must follow environmental regulations and best management practices (BMP). The undercut cottonwood trees were then stabilized by the placement of medium to large sized angular boulders under and in front of the undermined area. “Randy and his crew did an excellent job” said Marshall, “which achieved the desired BMP’s; retention of the unrestricted flow channel of Boundary Creek and the continued stabilization of the adjacent banks via the long-term retention of the shrubs and trees which line them.”

Starting in September, Boundary Central Secondary School will be featuring a hockey academy as part of the physical education component in its curriculum. Midway arena manager Bob Peters has been a strong advocate for the high school to follow in the footsteps of Osoyoos Elementary School, which has run a suc-
cessful academy for eight years, and recently BCSS Principal Bo Macfarlane was given a green light by School Board 51 superintendant Kevin Argue to begin the academy this fall. Designed to be a physical fitness program using ice hockey as the primary platform, the academy will be open to students from Grades 8-12 with any level of hockey experience. Macfarlane stressed that the

CPR alone not enough Up to 40,000 cardiac arrests occur each year in Canada. That’s one cardiac arrest every 12 minutes. Without rapid and appropriate treatment, most of these cardiac arrests result in death. Sudden cardiac arrest can strike anyone, anywhere, at any time. Children, teens, athletes and seniors experience the same symptoms: the heart’s rhythm becomes chaotic and the person collapses, stops breathing, and becomes unresponsive. Some of the most recent cases to appear in the news —an NHL athlete, a school student—prove it can happen to you. On-site automated external defibrillators are proven to increase the chance of survival for these people, especially when supported by CPR. Even though automated external defibrillators (AED’s) can bring someone back from the dead, these devices are still missing from thousands of homes, businesses, and public areas across B.C. There are some common myths and fears that may be preventing people from purchasing an AED. Myth 1: You need training to use an AED. AED’s are safe to use by people of all ages. Most AED’s have a voice-guided system that takes the user through a number of easy-to-follow steps supported by pictures, some even provide CPR instructions as well. Myth 2: AEDs are difficult to use. Fibrillators have come a long way and they are now so simple to use that even an untrained fourth grader can use one. Myth 3: Legally, I can’t use an AED on someone. B.C.’s Good Samaritan Act means if you attempt to save a person from death in good faith, then you are covered to the highest level of your training. Myth 4: I know CPR; that’s enough. CPR is very important, but CPR alone is not enough in this case. The odds of survival decline by as much as 10 per cent every minute the heart is not beating after a sudden cardiac arrest or cardiac event. The use of an AED combined with CPR increases a patient’s chances of survival to 75 per cent, making it unarguably prudent for every household or community to be equipped with an AED.

Fire season points to ponder Editor, The Times: Now that the horrendous fire season is over and all is forgotten by basically everyone except the people immediately affected, some things to ponder. • The quick response team took so long to respond. • The locally trained firefighters and concerned others were forced to wait in the evacuation area after the BCF took over. • The bombers didn’t or couldn’t drop until there were possible lives endangered. • Every other group of firefighters that arrived had to have an up-to-one hour consultation before doing anything. • The locals who decided to defend our area were treated
like a bunch of rebels by the BCF and the incoming groups of trained personnel. • So many helicopters were flying the area, but few had buckets and I believe the rest just had big shots. • The choppers had to fuel at Midway when the fire wasn’t there but in Rock Creek and Westbridge. • The highways were closed and guarded by up to five police and or conservation officers at one time. • After a few hours there were potential looters with the police presence. • Locals were threatened with arrest trying to defend when out of area, made it in to closed areas. - There is no blanket insurance for all firefighters and not just the so-called trained and hired people. • Locals could not get

through the so-called danger areas to possibly save their deep freezes and other possessions but the premier, her minister and the news media got special convoys through the same areas. • So many safety meetings day after day. • The government sounds so concerned about the yearly costs, but wasted time and idle equipment and personnel don’t seem to change for the better. • This didn’t just happen on our fire. Just wondering. The total cost was said to be $282 million plus dollars for 2015. Things should be better in 2016 because the BC government is hiring 212 more red shirts. Sleep safe people. Chronicles of Boundary Country from the pages of The Boundary Creek Times Volume VII, No. 15 – December 23, 1899 ➤ Let There Be Lights – “Forty men are employed by the Greenwood Electric Co. Ltd. on the different portions of work, now in full swing, for the installation of an electric lighting plant to provide light for the City of Greenwood and the Town of Phoenix. The power house is located on Boundary Creek at Washington Street. The machinery plant consists of a dynamo capable of furnishing electricity for 3000 lights. The engine is of 250-horse power and there are three boilers, each of 100-horse power. The Grand Forks RCMP detachment has just received their commanding officer and he hails from up north. Sgt. Jim Fenske arrived in Grand Forks in January and is settling in nicely to his role as the officer in charge of both the Grand Forks and Midway RCMP detachments. Fenske came to the Boundary from Lisim’s Nass Valley, just north of Terrace in the Nisga’a territory. “It’s a self-governing First Nations area,” said Fenske. “It was different than here: lots of violent crime and lots of geographical challenges. It had four villages over thousands of kilometres. It was entirely First Nations policing. There was about 2,400 people in the four villages. One was on the ocean and another was totally inland. It was a unique situation.” Fenske said there weren’t a lot of services there and they would usually have to got to Terrace, a community of around 12,000, two hours away over bad highways, for supplies. Fenske was there for two years as the sergeant. Before working in the Nisga’a area Fenske worked at Hudson’s Hope, another Northern B.C. community even farther north. Fenske said his time up north was spent dealing with a lot of issues involving alcohol and violent crimes. “It was a very busy spot,” he said. “Grand Forks/Boundary has challenges of its own. Drug use is more prevalent here than up there. It’s mostly alcohol-based crimes up there. I’d say alcohol was the contributing factor to almost all violent crime. Although drug use was there, it was relatively minor.” Fenske said property crime and theft are more of an issue here and are almost usually associated with drugs. “People steal things and turn them into drugs,” he said. “I’ve been here about three weeks and I’ve seen all the investigations that have come through and can see the trends. On the upside, there isn’t the violent crime. There is some but not as much as I’m used to.” There are 11 officers total in the Grand Forks detachment with another four in Midway. “We cover a large area given that Midway covers through Rock Creek and right up to almost Kelowna,” said Fenske. “Geographically it’s big but other than the main communities of Grand Forks, Christina Lake, Greenwood, Rock Creek and Beaverdell, there’s a lot of empty space.” When it comes to area of focus, Fenske said he will be targetting the usual suspects: drugs, drug trafficking, property crime associated with drugs, and impaired driving. “All the normal stuff you’d expect for a community with a

I find that yields the best results and makes the community safer.” As for impaired driving, Fenske said there is no excuse for it in today’s society. “We actively are on the hunt for impaired drivers whether it be alcohol or drugs,” he said. Fenske lives in Grand Forks with his wife and two elementary school aged children. He said that both children are in school here (‘have enrolled in school’ – your words are a bit odd) and are already actively involved in dance and hockey. “It’s just wonderful,” he said. “This community has so much for kids. Everyone has been so friendly. We came down here around Dec. 13 to look for a house and couldn’t believe how friendly everyone was. Considering the population of the area is just under 4,000 I can’t believe what Grand Forks has to offer—from restaurants, theatre, hockey rink, pool and other recreation facilities. It has the facilities of 15,000 people. It’s amazing.” Fenske said that it was finally time to move away from the north after many years and be closer to family, who all live in Alberta. He said he had done all

Complete healing will come with time, but those images will never leave my mind. The pain of nearly losing a child is unimaginable, and yet we are full of thanksgiving and joy, and glorifying God! He spared Jude‘s life! Cam and I struggled whether or not we wanted to share our story beyond close family, friends and our church. We worried of the backlash we could receive on social media. We have decided to share it now, because this was a miracle and God needs to be praised! The other reason we wanted to share our story was to help bring awareness to parents. Cam and I are very protective parents who never thought it would happen to us. Every time we go outside the pond next door is on our mind. Our children are always near us and have never been alone outside. There were so many people at the party, and not one person saw Jude walk away in that direction. It was a simple misunderstanding; the person who had been watching Jude thought I was back and started socializing again. It was an accident. Many of us at the party had taken a CPR course at some point in our life including myself. Besides not being able to get myself out of the pond, I froze in shock and grief but it took one special person to take control and not give up! For that, I am eternally grateful that my sister was right there when I needed her! Statistically speaking, if you have to administer CPR in an emergency, the life you might save is likely to be someone at home: a child, a spouse, a parent or a friend. This whole experience has been very humbling for Cam and I. Up to this point, we have instantly judged or criticized other parents when hearing about a infant drownings on the news, but now it had happened to us. Group hopes to welcome Syrians CRAIG LINDSAY

A group of Boundary residents is hoping to pull the community together to bring two Syrian refugee families to the area. Although there has been a little backlash, organizers say there has been a lot of support so far. Just over 25,000 Syrian refugees in total have arrived in Canada fleeing a vicious civil war that has devastated Syria. Although some of the Syrians landing in B.C. have been relocated, many are still staying in Vancouver. Ben Jepsen, who is a youth pastor at Gospel Chapel, and Kerri Martens are two of the people trying to bring two of those families to Grand Forks. “Ben and I have both been parts of conversation with members of the community on what we could do,” said Martens. “Nobody was sure they could head it up so they were looking for someone to start the ball rolling. It was late fall when we first
started talking about it. January we had our official first meeting.” The informal group met on Feb. 23 in Grand Forks and hammered out some details. Martens said it’s a diverse group with representatives from throughout the community. The group would like to bring in two families and are looking for two homes, some job opportunities, at least eight volunteers to drive them around and be available for them, and $20,000. “Can we do this in Grand Forks,” said Jepsen in a Facebook post. “This is a great opportunity for this community to come together and help people in need.” Martens said nothing has been set in stone as of yet. She said that having two families is real benefit so they can help each other. “We were asked to take more than one family because that way they can support each other with the language barrier and with the isolation,” she said. “We are working with a sponsorship agreement holder group in Kelowna.” She said that many of the rules around

Syrian immigration have changed to make it easier. “They’re only bringing in government assisted refugees so that’s way less financial responsibility on our part,” she said. “So basically the government sponsors and we’re the hosts.” Martens said there are still plenty of hoops to jump through before bringing in any families. “It’s so up in the air,” she said. “Even the agencies we are working with are still learning things and it just keeps changing all the time. They haven’t given us a timeline yet, they’ve just told us what to do to get ready. Our job is to do a settlement plan. So we have to have all that in place before they will sent us a family or families.” Martens said helping the Syrian refugees was a no brainer for her. “I’m an adoptive parent of a child from Ethiopia so it’s close to my heart,” she said. “We have so much here. Fortunately, a group of residents are volunteering their time in the Boundary to help provide tax help for those who may not be able to afford it. People Helping People is the name of the group and they facilitate the Community Volunteer Income Tax Program (CVITP) mainly out of the Phoenix room at 174 Market Avenue in downtown Grand Forks. CVITP is a collaboration between community organizations and the Canada Revenue Agency (CRA). Heading the program is Lorraine Dick. I think it will draw us together and make us feel like we’re part of Canada and that we’re serious that we welcome people from different races and colours. These are people who have lost everything: their homes, their families. You should not have interest income of more than $1,000. Dick said the program is a big help to the users because it helps them get government benefits that they would otherwise be denied if they didn’t file. Dick said she and the other volunteers do it for a number of reasons including the love of helping out the community. “I get to meet many wonderful people and it’s a bit selfish but it helps me feel ‘needed’ and when not working it is important to be able to get that,” she said. Other volunteers said: “I do it because it gets me out of the house and meeting new people”; “It boils down to giving me good feelings of self-worth and doing a community service at the same time”; and, “It’s a great experience first of all and I like to help people who need the money for food and other things more than spending it on preparing taxes.” Also, “It is a yucky must-do chore that most people dread because they do not understand all the forms. I do not mind doing taxes so I feel it is a great way to help, as a lot of those who have come to us do not realize that some of their benefits are jeopardized if they do not file. We have seen a dramatic drecrease in people coming in with years of taxes to be filed. That means more in this area are back on the grid to get help”; and, “I love the feeling when I complete a return and I hit the calculate button and they get a large refund…feels like winning the lottery.” Gina Burroughs, government agent in Grand Forks, supports and liases with the CVITP program. Burroughs recognizes how important it is for citizens to file their income tax returns so they can best take advantage of provincial benefits programs for which they qualify. The program runs from March 2 until April 29. Historical society hosts anniversary luncheon
The Boundary Historical Society held its anniversary luncehon on Saturday, Feb. 20. About 35 members came together for a baked-potato-andfixin’s luncheon. Of course a bit of history was featured as well—a draft presentation of a video on the Camp McKinney robbery, and a vignette of a “living book” featured long-time resident Frank Wolfram, who recently passed away. When the Rock Creek Hotel closed last September, residents and tourists alike sighed in dismay, as a cultural icon appeared to be lost forever. The former owner had filed for bankruptcy, leaving mortgage holder Community Futures with no option other than to sell the property, which was put on the market by local realtor Jennifer Brock for a slashed price of $200,000. Last week, the property went to auction in Penticton, and was sold for $151,300 to a West Kelowna couple. The new owners of a favourite destination for many thirsty and hungry locals and visitors are Bonnie Custer and Ivan Carter, who plan to resurrect the hotel and return it to its former glory. Custer, a career nurse, and Carter, a drywall specialist, have limited hospitality experience, though are determined to make a go of what has long been Custer’s dream. The couple will be moving into the hotel and running the business themselves, though expect to be hiring area residents for some positions.
“We’ll be renting out our house in West Kelowna and moving into one of the suites upstairs” said Carter. “We really want to make a go of this place. We’re going to clean it up, fix it up and get it going.” The couple are aiming for June 1 as a potential date for the reopening and are looking forward to becoming a big part of the community, both as residents and as business owners. The liquor license will be either sold to Carter and Custer by previous owner Chris Finlayson, or the new proprietors will apply for a new license, which, the couple say, is a six-week process. The establishment will be licensed as a restaurant. As for the theme of the revived dining destination, Carter and Custer are, along with the traditional pub fare that the restaurant is bestknown for, considering adding a gourmet pizza component to the menu. The couple are avid motorcyclists and have visited the area on numerous occasions, two of the hundreds of likeminded bikers who make the Rock Creek Hotel a muststop destination along one
