Albion school taking shape Plans in conjunction with community centre By Neil Corbett ncorbett@mapleridgenews.com
A new elementary school and community centre in Albion is starting to take shape. Hundreds of residents have offered their ideas for the joint project between the City of Maple Ridge and the Maple Ridge-Pitt Meadows School District throughout February. Those have been given to an architect, and converted into conceptual plans, as well as three dimensional simulated fly-over. “We had good feedback,” said school board chair Mike Murray, and the facility models attempted to capture that. Two cities make up over airport By Phil M elnyc h u k pmelnychuk@mapleridgenews.com
It took some mediation, but the two cities are now working on resolving their differences over their shared asset, the Pitt Meadows Regional Airport. Pitt Meadows and Maple Ridge councils met Tuesday to discuss that, with the assistance of me-

diator Gord McIntosh. “There is no dotted line between our two communities. We are geographically linked and are neighbours in every sense of the word,” Pitt Meadows Mayor John Becker said in a release. The two cities have previously had differences on strategic planning and the composition of the board that runs the airport. “We have different opinions on what a successful airport looks like,” said Coun. Craig Speirs.
Both cities agreed on a process for the future. “I think it’s a huge asset for both communities and should be allowed to grow,” Speirs said. He added that the airport society has its annual meeting in May and wants the board to work on creating a vision and a plan for achieving that. The frustrations between the two cities reached a peak July 29, when Pitt Meadows asked Maple Ridge to give up its share of the airport.

That was quickly rejected by Maple Ridge Mayor Nicole Read, who in a response the same day said Maple Ridge had “no intention of divesting ourselves of our interest in our joint asset. We also wish to remind you that multi-jurisdictional control of an airport is not unique to Maple Ridge and Pitt Meadows.” Pitt Meadows seems to have accepted that Maple Ridge won’t give up its share of the airport, Speirs added. The Edge family name remains T S tor y by Phil Melnychuk
hey’re called an ‘orphan family,’ one that arrived and pioneered here, helped build Maple Ridge, then vanished into the mists of time.
Sam and William Edge were brothers who came to Maple Ridge in 1874, the year the municipality was incorporated. Originally from Ireland, the two brothers had first lived in Ontario, then came to Maple Ridge via San Francisco and a trip up the U.S. coast to Victoria. That was a decade before the completion of trans-continental Canadian Pacific Railway. A century ago, it would have been hard not to know the Edge family name in Maple Ridge. A photo from 1924 marking the 50th anniversary of the first Maple Ridge council meeting has no less than nine members of the Edge family at the memorable event. Now, historian Andrea Lister wonders if any descendants remain in Maple Ridge. Over the years, people just scatter as jobs and families move them to farther reaches. “They were very involved in the early days of Maple Ridge,” says Lister. Some Edge family members may have been here up until the 1990s, but after that, it’s a mystery because it’s not possible to access all records. Sam Edge Sr. left Maple Ridge in about 1895 and died near Grand Forks in 1898. Lister, along with other members of the Family History Group, part of the Maple Ridge Historical Society, decided to peer into the family’s past over the past nine months and created the Edge Family Legacy Project. Without any relatives or family photo albums to rely on, researchers had to check out birth and death and marriage statistics, military records, land files, voters’ lists, headstones and other traces people leave as they go through life. Sam Sr., as he was known, was the builder of the pair and constructed Anniedale and Port Kells schools in Langley, as well

as the old South Lillooet School and Haney House, on 224th Street, in Maple Ridge. He used to live along Dewdney Trunk Road and 208th Street. In 1882, he also helped move the St. John the Divine church from Derby Reach in Langley to Maple Ridge. It remains a historical asset for Maple Ridge and is located on River Road. There’s also some thought that Sam Jr., his nephew and son of William, helped out with the move because both were carpenters. While the Edge family seems to have disappeared, the name lives on with a road in downtown Maple Ridge bearing the name in
addition to one of the fantastic peaks in Golden Ears Provincial Park. Edge, formerly 9 1/2 Avenue, received its new name in 1968, when Maple Ridge council changed all streets names that had an A or 1/2 suffix. Edge Peak is named after either Sam Edge junior or senior after one of them climbed the mountain, taking three days to do so. Sam Edge Jr. died in 1931 and is buried in Maple Ridge cemetery. While the two Sams focused on Maple Ridge, William farmed in Derby, just across the river from Maple Ridge. He was on his property near the river in January 1880 when
the Haney Slide struck. A huge chunk of cliff, just west of the current Port Haney West Coast Express station, plunged into the river. Lister quotes the Victoria Daily Colonist newspaper, saying it was the height of a six-storey building and sounded like a cannon shot, “demolishing and conquering everything in its course.” The cliff plunged into the river and created a tidal wave that swept across the river, catching William and smashing him into the rocks and trees on his farm. He died a few days later. “It was big. It swept across the Fraser and killed him.” One of the bonuses of the history group’s research was finding a receipt for another Edge family member. Hamilton Edge took out membership in the Maple Ridge-Pitt Meadows Agricultural Association in 1901, the year it was formed. That tied everything together at the 2016 Heritage Awards, Feb. 11, which also recognized the agricultural association. Lister said the history group spent hours sifting through records and cross referencing to ensure accuracy of the information. One interesting tidbit found during their investigation was learning that Mary Ann Edge, daughter of Sam Edge Sr., in 1885 signed a petition in favour

Andrea Lister, a historian, at the corner of Edge Street. of giving women the right to vote, years before they received that right in 1918. “Because the members of the group were all women, it was really neat,” Lister said. Another member of the Edge family was Vernon Edge, a veteran of the First World War. He brought back a war bride from England and started a land surveying company, which later became part of J.M.C. Wade and Associates, which is still operating today.
“They were very involved in the early days of Maple Ridge.” Andrea Lister, Maple Ridge Historical Society
To show the results of their work, the Family History Group created display boards, which will travel to various events, such as the Heritage Tea and the annual meeting of the Maple Ridge Historical Society, March 18. Lister said historians usually focus on one particular issue or topic, but “we’re interested in the people in the story, whether they were famous or not. “It’s every day people who make a community.”

Pitt Meadows has doubled the amount of tax revenue it takes in over the past decade, but is spending money as fast as it comes in. While the city’s population has grown by a couple thousand people, its total tax take has risen from $8.9 million to $17.4 million from 2005 to 2015. The figures represent all sources of tax revenue, including residential, com-

Mike Stark. “We ran on that. Enough is enough.” Previously, homeowners were facing almost automatic yearly tax increases of four or 4.5 per cent, he pointed out. Following a zero-percent tax increase in 2015, Pitt Meadows gave third reading to a budget Tuesday calling for an increase of 3.52 per cent in property taxes for homeowners in 2016. “We’re looking under every rock, for every dollar,” Stark said. “We do our homework. Staff have to justify the dollars they’re spending.” Some spending programs proposed by staff are approved and some are not, he added. Keeping up roads and utilities, debt payments, subsidizing the costs of suburban growth, and a lengthy list of improvements and projects in the past decade have gobbled up the growing revenue. Since 2004, improvements include an artificial turf field at Pitt Meadows secondary, construction of the South Bonson Community Centre, improvements to
the Harris Road outdoor pool, expansion of the family recreation centre, building Airport Way, replacing two bridges, new bike paths and trails, a new community police office, higher police costs because of a change in funding formula, and construction of Spirit Square. According to the city assessment figures, total residential tax revenues have doubled to $10.5 million. Business tax revenue has also almost doubled, to just under $5 million in 2015. Pitt Meadows Mayor John Becker pointed out that increasing residential growth comes at a financial cost to the city. Pitt Meadows suburbs generate about $1 in taxes for every $1.25 in services they use, meaning the rest of the city subsidizes most residential growth. The increases in residential taxes needs to be thought of as increased demand for services, he said. As well, for the past decade, the city has followed a policy of reducing business tax rates to narrow the gap with residential.
While business tax rates drop, the growing number of businesses in Pitt Meadows still means more money is coming to city hall. “The philosophy … is to have our cake and eat it too. We would reduce the spread between residential and business tax owners because we have more business taxpayers, each paying a little bit less,” Becker said. That policy was put into place to serve as an incentive for economic growth, although it’s now under review, Becker said. He pointed out that for the city to continue with smaller tax increases, it has to follow the official community plan, which allows the Onni industrial park in South Bonson. “That’s the only way our community stays financially stable.” The campaign for a zero-per-cent tax increase was started in 2012 by Pitt Meadows resident Tom Murray. Murray, who passed away in 2013, spent two years pouring over city hall’s budget, spent weeks in summer seated outside a supermarket getting signatures for his petitions and even requested documents under the Freedom of Information Act. Pitt Meadows’ total revenues in 2016, including taxes, fees and grants, will be about $37 million, while its spending will be $39 million. The difference will be funded by reserve accounts set up for various purposes. The city has seen its population grow from 16,148 to 18,673 in the past 10 years.

News publisher moving on Push, Pull or Drag Jim Coulter is retiring as publisher of the Maple Ridge-Pitt Meadows News. His last day is today, his 65th birthday. Coulter spent nearly 16 years at the paper and close to 29 in the industry, total. Of those, nearly 24 were with Black Press, owner of the News and the largest independently owned newspaper company in Canada, with more than 150 titles in print and online. Coulter started with Black Press in January 1988, and in August of that year helped launch Kamloops This Week. He arrived in Maple Ridge in November 2000. Since, he has served the community in various volunteer and charitable capacities. He was on the capital campaign committee to help raise money for the Arts Centre and Theatre. He also spent six years on the chamber of commerce board, retiring from that in 2006 as president.
Coulter joined Meadowridge Rotary in 2007 and attended his last meeting, as sergeant at arms, this past week. Coulter spent nine years on the board of directors for the Ridge Meadows Hospital Foundation, as well, helping with fundraising events, such as the annual Fund Run, gala and spin-a-thon. He was also part of the Spirit of B.C. community committee prior to the 2010 Winter Olympics. “I’ve never not been on some committee,” Coulter said. Other committees he served on involved the Maple Ridge Community Foundation, Mainstage festival and arts council. As well, he coached soccer with Golden Ears United and West Coast Auto Group Football Club. Coulter, who is relocating to the Okanagan, is going to miss Maple Ridge and Pitt Meadows and the people he’s gotten to know here. “The thing that strikes me about this community is all the people who
genuinely care to make this a better place to live.” During his time in newpapers, they have seen much change: from cut and paste to the digital age. Coulter Papers constantly have to adapt to survive, Coulter said. “But we shouldn’t be threatened by the new technology. We just have to figure out how we fit into it.” Despite such changes, he said there remains a constant in local news: “The thing we’ve got going for us is the model we’ve always had – the fact we are the community press and there’s no one else that has three or four people in the editorial department, devoted to telling local stories to local people.” The same is true for advertising, he added. “We visit the local businesses, we take their messages and give them to local people. “Hyper-local,” Coulter
said, “that’s our strength, and I think it’s going to sustain us in the future.” He’s proud of the work of local papers. “We represent the communities that we serve because we live in the communities that we serve. We are invested in them … and we can’t lose that.” Winning the Chamber of Commerce Business Excellence Award for Community Spirit last week, he said, is a reflection of how the paper is perceived. “A successful paper is one that people of the community take ownership of and we are just stewards of it.” If you can achieve that status, the people will pay attention, he said. “People still care. They still care about this newspaper. They want to get it on their doorstep, and they hold us accountable, to get it right … They trust us to look after their newspaper.”

Down the road The steadily growing number of people in B.C. aged 65 and older has been described as a “silver tsunami” – an ominous wave threatening to overwhelm the province’s economy and health-care system. It is likely, however, that information shared by B.C. seniors advocate Isobel Mackenzie regarding the financial health of the population surprised more than a few. According to Mackenzie, the majority of B.C. seniors are “taking care of themselves, and they’re taking care of themselves on their own dime.” Ninety-three per cent live independently; 78 per cent of those who own homes have no mortgage; and, the “overwhelming majority” will never live in residential care, Mackenzie said. Other statistics, however, seem to fly in the face of a rosy outlook for our seniors. And those numbers – including that 24 per cent of senior homeowners have an annual household income of less than $24,000, and the B.C. Seniors Supplement rate (for those with an income of less than $17,000) hasn’t changed in 25 years – merit concern. For many seniors in our communities and beyond, such living situations are untenable longterm – a seemingly comfortable situation can change for the worse with even the smallest of missteps, be it an increase in rent, a bad investment or an unexpected expense. When it comes to saving for retirement, many of these same seniors have already weathered numerous financial storms, and while some are lucky enough to be able to survive on their pensions, that will likely not be the case for the next generation of retirees. Retirement may seem a long way off – and saving for it may be a “tomorrow problem” for many – but those already a few years into the workforce who’ve given no thought to retirement savings would be wise to start now in earnest, lest they find themselves in precarious financial straits down the road. –Black Press

More than one elephant in room M aple Ridge city council members have a Herculean task ahead as they ponder the proposed $110 million capital plan for major new recreation facilities. The decision to not carry out an estimated Sidewinder $6 million in repairs Sandy Macdougall to the current leisure centre may have been correct, but it raises significant challenges for city council and local taxpayers. The imminent divorce with Pitt Meadows on recreation facilities management makes the challenge a little more difficult. In many ways, it is reminiscent of the plebiscite held by Maple Ridge on the construction of the current Leisure Centre. With the date for that plebiscite approaching, as a member of municipal council at that time, I was inundated with calls from Pitt Meadows residents complaining that they wouldn’t be allowed to vote on the subject. On the surface, it appears that approval for capital funding for the construction of any major facilities can be easier than it looks with infrastructure funding promises by the federal government and other capital reserves available, which would reduce the demand on local taxpayers.
Q
uestion of the week:
There is also a growing interest in the private sector to pay significant sums to local governments for the privilege of having a facility bear their corporate name, such as in the case of Rogers Arena. The impact on local taxes, however, goes well beyond building the facilities, whether it’s an aquatic centre, an ice arena or a major event centre, all of which are needed. The elephant in the room would be the operating costs, which will almost certainly escalate every year with no end in sight. If a successful plebiscite is held, there has been a suggestion that the city could take the borrowed funding and let it sit to accumulate interest until needed. That direction is questionable as the Municipal Finance Authority, the normal funding agency for local government borrowing, isn’t likely to be fond of allowing a local government to use its money without some form of sanction. There is also a legal question that the money borrowed under the terms of a plebiscite cannot easily be used for any other purpose without the further consent of the voters and the Municipal Finance Authority. Of course, if the city can finance and repay any borrowing in less than five years, no voter approval is required. I’m sure Coun.. Gord Robson will remind his colleagues of the dangers of ignoring the legal requirements for borrowing funds without voter approval. Other than planning for the plebiscite and
Are you concerned about federal spending? Yes: 76% – No: 24%
any proposed facilities, there is unlikely to be any impact on property taxes for at least one more year, but that timeline might give city council a big headache as they contemplate another elephant in the room, this one not so easily managed. When civic voters resoundingly defeated the TransLink plebiscite, it didn’t mean the problem disappeared. It merely amounted to a timeout as Metro Vancouver mayors wrestle with how to fund the significant demands of needed transit and transportation improvements. Maple Ridge, along with all Metro Vancouver cities and municipalities, will probably be faced with some very unattractive options to meet their share of the TransLink bills. That could come in the form of property tax increases, among other proposed measures. Premier Christy Clark has also thrown local governments an anchor as the province will now require each city and municipality to publish the amount of fees and other charges imposed on residential units, a factor which adds tens of thousands of dollars to the overall cost to home purchasers. It now appears that, notwithstanding homeless people and other major social issues, Maple Ridge’s mayor and council are going to begin to earn their pay cheques for the next several years. Sandy Macdougall is a retired journalist and former city councillor.

THE NEWS/letters Not about poverty Editor, The News: Re: Urban drug ghettos don’t work (B.C. Views, Feb. 3). Full credit goes to Tom Fletcher for being the first to scratch the surface of our failed “homelessness” model and his observation that money alone will not solve this crisis. Throughout the world and throughout history, social ills have always been the result of shortages – shortages of food, water and shelter were the result of a lack of resources. In our society, social ills are a result of excesses. Too much money, too many calories, too much salt, too much alcohol, for example, are the result of oversupply. Since losing my job in the oil and gas business in Calgary in 2008 I have been a regular user of our “homelessness” services and it is obvious to me that “homelessness” is a result of substance abuse, not poverty. The province has a legal obligation to provide access to housing services but we have an entire arsenal of housing resources on the federal, provincial and municipal level that are being abused. Once again, congratulations to Fletcher and this paper for the courage to address the reality of this problem. Eric Hoch Campbell River

‘Wrong about Pitt airport’ Editor, The News: Re: Be not afraid of Pitt airport (Letters, Feb. 26). I’d like to start by saying that name calling and condescension are tools used by those with budgeted intellect when making an argument. I am one of those NIMBYS the author refers to, in his opinion, although I’m not quite sure how I could be because of lack of information and transparency on the part of all levels of government involved. Our mayor, who is Pitt Meadows’ one and only advocate to the airport society, seems a bit complacent in the whole affair. I don’t agree with his approach on how to fix the problem. I have no idea what will be occurring in my back yard after the airport expansion is complete. I can, however, rebut some of the letter writer’s claims. I live in the 119 Avenue, Mitchell Road area of Pitt Meadows and I can say with
THE NEWS/files
Planes take off to the east at Pitt Meadows airport more often than some claim, according to another writer. certainty that what now occurs in my back yard is far and away different than the writer claims. Planes take off to the east far more than he claims, and quite often early in the morning on weekends. Helicopters routinely hover over the neighbourhood. I knew what I was getting into 16 years ago when I bought my house near the airport, but what the conditions were then certainly aren’t what they are now, never mind the proposed
expansion. My parents live off the west end of the airport on the family farm, which has been in the family for 90 years, long before any talk of an airstrip in Pitt Meadows. What occurs there is vastly different from what the writer claims. My grandparents before them had two crashes in their field. A Beechcraft airplane crashed in a blueberry field right behind the home of their nearby neighbour. What makes them or any
other citizens living in that area more able to receive the noise pollution and risk generated by planes taking off than the citizens to the east of the airport? I think the writer should get a better picture of what occurs in the whole community as a result of airport activity, and that there are businesses and people other than his beloved airport who actively contribute for the economic benefit of the community, as well as the benefit of liveability within the community. Am I offended by being called a NIMBY and a complainer? No, because I realize the writer is just as much in the dark regarding the community as a whole, as the community is with the airport, and he is way off the mark. Maybe that’s just an indication of the attitude of the closed society that is Pitt Meadows Regional Airport. Darrin Otsig Pitt Meadows

‘Still a work in progress’ Airport from front
The two councils met behind closed doors and also discussed the impending split of recreation services that will become final by the end of this year. The mediator from the Local Government Leadership Institute helped them sort through the issues. He will report back to both councils on both topics. “I think it went very well, Becker said, adding it remains a work in progress. “It’s just how we get ourselves aligned with respect to the regional asset, while at the same
time recognizing that Pitt Meadows has to deal with the day-today issues, such as bylaws, noise or traffic.
“There was an appreciation for looking at how the two cities were going to deal with the airport at different levels. – John Becker, Pitt mayor “So we had a very good discussion about respecting how Pitt Meadows deals with the local issues and how Maple Ridge would respect the fact that we have to
deal with those, Becker said. “There was an appreciation for looking at how the two cities were going to deal with the airport at different levels. Maple Ridge deputy mayor Tyler Shymkiw stressed that no decisions were made at the meeting and that it was simply for the purposes of discussion. “I think we’ve had a good relationship through all these processes. The annual meeting of the airport takes place in May. The two cities are members of a society that appoints a board that runs the facility.
Katzie chief wins re-election Susan Miller to serve two more years newsroom@mapleridgenews.com
Susan Miller has another two years to continue her work on the Katzie First Nation as chief. Miller will start her second term after winning last week’s election over challenger Spencer Pierre. Miller took 141 votes, while
Pierre earned 101. Two councillors who served on the previous council were also re-elected. Peter James Jr. and Rick Bailey were re-elected with 174 and 171 votes, respectively. New to the council is Pam McCotter, who won 89 votes. Total number of ballots cast were 242. Miller won an election in November 2013, then was acclaimed in the February 2014
election for two-year terms. She has been focused on improving on how the band council operates and has helped institute regular recorded meetings, financial statements and a strategic plan. The Katzie will hold a ratification vote in April on an agreement in principle for a treaty between both the band and senior government, reached after years of negotiations, and leading towards self government.

Files complaint with human rights tribunal B y Phil Mel nyc hu k pmelnychuk@mapleridgenews.com
A Maple Ridge resident has complained to the B.C. Human Rights Tribunal, saying that the requirement that drivers over the age of 80 take a medical exam is age discrimination. “If they want to test my skills, [say] that I should have a road test, then I have no objection at all,” said Chim Fai Ngan, 79. The drivers’ medical tests that seniors must pass when they reach 80 and repeat every two years after that, has no relation to the task of driving, he added. “This is typically age discrimination,” Ngan said in his submission to the tribunal. Ngan believes accidents are caused by people speeding, tailgating or talking on cellphones, which people of all ages do. He filed the complaint with the tribunal on Feb. 16. He has yet to be told that he’ll need to take a driver’s

Ngan said if seniors find they’re no longer physically or mentally capable of driving, they should follow the honour system and turn in their licence. He says that under the current requirements, seniors are losing their licences and ability to get around because they can’t pass the medical or a cognitive tests. “Painful, so painful, because we rely on the car so much. It would change their life so completely,” being unable to drive, he said. If ICBC had statistics to prove that seniors

Ngan would rather take a driving test, either by simulator or in an actual vehicle, because that’s driving. Some people have language issues, which can lead to failing the medical exam, he added. Road Safety B.C., formerly the motor vehicle branch, stats show that seniors are riskier drivers. “It’s really complicated, the statistics,” said Lindsay Olsen of ICBC. She explained that crash numbers for senior drivers in B.C. are among the lowest of all age groups, owing in part to their experience and the fact that they drive less. However, research shows that older drivers have higher crash rates per kilometre driven and that crash rates for drivers over 75 are similar to that of young drivers. As well, drivers over the age of 85 have the highest fatal crash rate of any age group. While seniors may drive less, they’re more at risk when they’re doing so, said Olsen. Nevertheless, stats are improving because today’s seniors are healthier and vehicles are safer, she added. Older drivers will receive a letter a few months before they turn 80, telling them that they have to take a medical exam, with successive exams required every two years after that. People who have an ongoing medical condition may also have to take a driver’s medical. According to Road Safety B.C., there are many age-related medical conditions that affect driving. Even mild dementia can increase crash risk by between two and eight times. The B.C. Guide in Determining Fitness to Drive notes that a quarter of Canadians 65 or older have some form of cognitive impairment. Road Safety B.C. also says that B.C. drivers who are over 80 years old are responsible for almost 70 per cent of the crashes in which they’re involved. If mental impairment is suspected, Road Safety B.C. may also require a cognitive test called DriveABLE done on a touch-screen computer to assess mental functioning. If drivers fail that, they can try a similar test that takes place on the road.

Pitt pitches dog tracking plan Create a B.C. directory of dangerous ones By Neil Corbett ncorbett@mapleridgenews.com
Dogs who injure or kill other pets or people are generally designated as dangerous by their local bylaws department. But once they leave the boundaries of that municipality, there is no system to track them. Pitt Meadows council is proposing a new province-wide directory of dangerous dogs that every city in the province could access. Dogs that are repeat offenders could be dealt with more judiciously, with increasing penalties, up to and including being put down. Pitt Meadows has been wrestling with the problem since the death of a Shih Tsu cross, Buttons, on Sept. 28 of last year. It was mauled by a bull mastiff at the patio of the Harris Road McDonald’s restaurant. A delegation, led by the dog’s owners, John and Yvonne McDonald, packed council chambers at its next meet-
ing, asking for tougher laws. Their supporters included several other dog owners whose pets had been injured or killed in Pitt Meadows and Maple Ridge. Council asked city hall staff to look into a system of microchipping dangerous dogs, but Kate Zanon reported on Tuesday that doing so would be too cumbersome. The purpose of microchips is to reunite owners with lost dogs. Microchips don’t currently keep information about whether a dog is dangerous. Municipalities would have to either seize and microchip offending dogs at their own expense, or compel owners to have it done. Another problem was that veterinarians or kennels would need to be consulted when the need to read a microchip arose. Zanon suggested a province-wide directory would be a better system, and the idea was endorsed by council. All municipalities would be required to register any dog they have deemed as dangerous. “This registry would allow bylaw enforcement officers to easily cross-reference dogs
upon licensing to this list, therefore eliminating the current issue of people moving and the new municipality having no idea of past behaviour, said Zanon’s report. “This registry would also allow bylaw enforcement officers to cross-reference to this list even in the field if needed when addressing dog attack situations. Coun. Janis Elkerton asked that council defer the matter until it meets again on March 15, so the plan could be reviewed by the SPCA, and the Lower Mainland animal control managers committee. Those groups have been in discussion about a way for all municipalities to be able to attain and share information regarding the management of dangerous dogs, and were scheduled to meet March 4. “It shouldn’t just be the politicians crafting, it should be the people who are involved with this on a day-to-day basis, said Elkerton, adding that this is a province-wide problem. “We have to do something that’s manageable, and that we can en-

force. For the new system to work, Zanon said all municipalities would need to define a dangerous dog as per the Community Charter. Currently municipalities have various definitions of dangerous dog behaviour and some interchange with the terms such as “vicious or “aggressive. Owners of dangerous dogs would have to ensure that when the dog goes beyond its own municipality it continues to adhere to all dangerous dog designation conditions, as per their home municipality bylaws, to avoid penalty. If a dog owner was caught in violation of the dangerous dog designation, the municipality where the offense occurred could take action as per their local bylaws. Council’s next step will be to send a resolution to the Lower Mainland Local Government Association, with a view to getting it before the Union of B.C. Municipalities for a vote.

Some of the space is designed as a neighbourhood learning centre, and includes a shared art studio, shared music and theatre studio with an small outdoor amphitheatre, and an enlarged learning commons and library. The community centre would also have a covered link to the learning centre, which is the portion of the school that is shared with the community. After school hours, the community and learning centres would combine to create public facilities. The elementary school is typical, with classroom spaces and a gymnasium, but with access to the learning centre during school hours. The community centre shows a hall with a kitchen, multipurpose rooms, community garden, outdoor play area, water play, outdoor living area and a stage and a larger amphitheatre. Natural light and connections to the outdoors are emphasized in the plans. The school district’s architects are still working on the estimated costs for the proposed school and learning centre. For now, staff is working from an estimated budget based on ministry of education standard costing of $19 million. It must still be approved by the education ministry.
Murray said the district will submit a request for capital funding by the end of March. The city would have to come up with funding for the community hall, and Mayor Nicole Read said that it could be included in $110 million the city wants to borrow to upgrade a number of recreation facilities. Murray said the two local governments may not be ready to build at the same time, which would lead to a phased construction schedule. But the hope is that the facilities be built all at once. planning the new school and community centre. On Feb. 10, the school board and city hosted a community consultation workshop to explore ideas for the facilities. More than 100 people broke into working groups that night. They next prepared an online survey for community engagement, and it had 216 respondents. Trustees reviewed all the feedback, and presented the preferred plan for public review at an open house on Feb. 25 at Samuel Robertson Technical. Then there was a final online survey, which received another 107 responses. The plan for the neighbourhood learning centre and school will be before the school board this month, and the submission to the education ministry by March 31. If approved by Victoria, the process of designing and building a school typically takes 37 to 49 months. • More about the project can be found on the board’s website at http:// facilitiesreview.sd42.ca.

Chamber of Commerce honours local leaders in business excellence
The Chamber of Commerce serving Maple Ridge and Pitt Meadows hosted
its 2015 business excellence awards banquet Saturday at Sky Helicopters, at Pitt Meadows Regional Airport, recognizing leaders in the community with a 1920s prohibition speakeasy theme. “The gala was incredible,” said Andrea Madden, Chamber of C ommerce executive director. “Everyone kept saying how amazing everything was.” Every guest had to say a special password to get in, and most came dressed in flapper and gangster outfits, Madden added. The gala featured themed specialty cocktails, including a Charleston Crantini and an Al Capone Whiskey Sour, and Madden said the buffet catered by Stomping Grounds Cafe was “sumptuous.”

Jyoti Johar Jyoti and her husband Bhupinder opened Haney Animal Hospital in 2003, offering full service veterinarian care to the community, as well as quality pet foods. Jyoti received her Master of Commerce degree in her native India, before emigrating with the family to Canada. Now she balances three children and family life, with her full-time duties as office manager of the busy clinic. When the family first arrived they went to Toronto, but it didn’t take them long to decide that the cold winters weren’t for them. They found their way out to the west coast, and lived briefly in Surrey, before deciding to open the new veterinary practice in Maple Ridge. They moved the family here shortly thereafter. Jyoti says they love the small-town feel of this community and the friendliness of the people, and she enjoys getting to know their customers, both the two- and the four-legged kind. The veterinary field is a very satisfying one, according to Jyoti. When a distraught family member brings in a sick pet and Haney Animal Hospital is able to treat the animal and send it home well again, it’s a very rewarding experience for the whole team. “There’s nothing quite like it,” she says. And there are lots of opportunities in the veterinarian field, Jyoti explains, whether you decide to be a vet, a technician or an office assistant… all are very rewarding. One of their part-time employees started working in the office as a volunteer, and now she assists with the pet handling and care of the animals, with plans to become a veterinarian herself. Because Jyoti loves what she does, it pleases her to see a young person who also recognizes the opportunities, and embraces the field of veterinary medicine as a career choice.

Prepare garden tools for spring By Kevin Gillies
T
he first day of spring officially arrives in 17 days and, for many, the season can’t come fast enough. For others, being ready for spring, and all the home-care and garden work that season entails, preparation is key to getting the most out of the season. As many North Fraser homeowners know, maintaining a quality garden starts with quality care that involves a lot more than pulling weeds when they get out of control. Maintaining garden tools before the season begins ensures your gardening chores will get completed efficiently, and with the accuracy and precision. Most homeowners can easily remove lawnmower blades and sharpen them using a bench vice and a file, or replace an weed-eater’s line coil. Frequently, however, gas-powered or electric lawnmowers and weed-eaters are usually best serviced by professionals who are well versed in the workings of power motors. But other hand-held garden tools not only need to be sharp, they also need to be clean and sterile, so you don’t accidentally infect your garden beds with disease or viruses. Now is the time to take care of your gardening tools and here’s how to prepare your tools for any gardening issue that comes up. Hopefully, they were stored in a dry location and not left outdoors over the winter months. Start your preparations by washing any dirt off your tools with a garden hose and by scrubbing them with a wire brush. You can also dip your tools in a diluted household-bleach solution to kill any soil-borne disease. Turpentine can be used to clean tools covered in sap, while vinegar can be used to soak items coated in rust. Giving wooden handles a light rubbing with linseed oil helps keep moisture out and prolong the tool handle’s life. Not only does this kind of a thorough cleaning mean sterile tools, it also ensures your tools last longer. Cleaning and preparing your spring and summer tools could easily be thought of as

protecting your investment. Cutting tools, such as hoes, shears, scissors, knives, loppers, prunes, and shovels require sharpening from time to time. It is very important to ensure blades are sharp before you get to working your garden this spring. Dull blades can be dangerous to use and put extra strain on your body. As well, dull blades also shred plant tissue, making it harder for plants to heal and thereby exposing plants to disease. The most versatile blade sharpener is a metal file, which can cost around $15. Single-cut files have rows of parallel teeth and can be used for general sharpening and finishing,
while double-cut or “cross-cut” files have a second set of teeth forming a diamond pattern. The cross-cut files remove a lot of metal and get the job done quickly. They’re ideal for bigger jobs. You don’t want to file away too much metal from the blade. But you’ll want to buff away nicks and create a clean, smooth edge. Generally, plan to sharpen tools once a season or after heavy use. Wipe the blades down with WD-40 or another lubricant before you sharpen it. Whichever file you use, ensure you sharpen only the cutting blade — on the beveled side. Hold your file at a 20-45-degree angle and use a smooth stroke, pushing the file away from your body, along the blade you’re sharpening. Follow
the original bevel. For blades that need a finer edge, such as pruners or shears, use a whetstone to finish the edge. Storing your tools properly is as important as maintaining them. Even when you plan on using your tools the next day, don’t leave them outside. Clean them and return them to the shed, where they will be kept dry and likely remain rust-free. To help keep the metal of small spades and trowels well-conditioned, store them in a pot filled with sand that’s been soaked with motor oil. Larger tools are best left hanging in a dry, ventilated shed.

John and Dave Frequently Asked Questions What are your qualifications? John and Dave have over 30 years combined experience in the real estate industry and over 1000 combined career sales. They're REALTORS®, fully licensed agents, and they’re both in the 2015 MLS® President's Club, having placed within the top 1% of agents in the Real Estate Board of Greater Vancouver for both 2014 and 2015. In 2015 alone, they sold over 100 listings. What are your fees* and how much will I save? Very simple. *We charge $6950 + GST to sell anything under $600,000 and 1% of the sale price + $950 + GST to sell anything over $600,000. This often
SOME OF OUR RECENT SALES
equates to many thousands of dollars of savings compared to many of our competitors. For example, to sell a $600,000 property, our fees are $6950 -- compared to $19,500 at a commission of 7% on the 1st $100,000 and 2.5% on the balance. (Not all commissions are the same.) What services do you offer? We do everything for you - just like other agents. Your property will be advertised on MLS®. We hire a professional photographer to do fantastic photos and virtual tours. Newspaper advertising, open houses. We personally guide you through full contract negotiation and documentation. You name it. You get everything
you need to sell and get top dollar for your property. Will other agents show your listings? Absolutely, unequivocally, yes. Approximately 70-80% of our listings are sold by agents from other brokerages every year. If you list with us, the chances are high that the buyer will be brought by an agent from another brokerage - just as if you listed with our competitors! If any person tells you differently, he or she is misleading you or is misinformed. Remember – buyers don’t care whose name is on the For Sale sign or whose smiling face is beside the MLS® listing – they just care about whether a property is right for them. That's it. Isn’t that all you would care about if
you were buying a property? This is why our listings sell just like all the other listings, and our clients often walk away with substantial savings. Is there any catch? Fine print surprises? No. And no. How do I get started and find out more? Give us a call or send us an email. We'd be happy to give you a complimentary, no-obligation evaluation on your property, and answer any questions you may have. A few minutes of your time could save you thousands.

Appointment Andrew Franklin, Director of Digital Development is pleased to announce the appointment of Laura Baziuk as B.C. Digital Editor. Laura graduated from Carleton University’s journalism program in 2007. She worked in various newsrooms, including the Peace Arch News, the Province, the Canadian Press, and most recently, CKNW Radio. She spent four and a half years there, as a reporter and anchor, and was sent to Tofino to cover the whalewatching boat capsizing in 2015. Laura grew up in south Surrey and lives in Vancouver. She enjoys reading crime novels, baking and eating cookies!
TransLink will close all fare gates at SkyTrain stations by April 8, finally ending what has been an honour system for fare payment since Metro Vancouver’s rapid transit system opened in 1985. The long-awaited Compass card payment system was fully rolled out to all passengers last fall, but officials had to this point been reluctant to set a final deadline for sealing off the gates, saying they wanted to give users as much time as necessary to adapt. At least one gate had been kept open at each station, allowing continued access by the disabled, transferring bus passengers who paid in cash, as well as those who pay with prepaid FareSaver tickets. Spokesperson Jennifer Morland said FareSaver use is now down 80 per cent, while Compass card adoption has soared to 675,000 users. “People are ready for the gates to be closed,” Morland said. “There’s been really big pick up of Compass to date.” Once gates are closed, fare evaders won’t be able to simply walk through although it’s expected some will jump the gates or otherwise thwart the system. “Once the gates close, we do expect to see

Compass card adoption has soared to 675,000 users. fare evasion go down,” Morland said, stressing the data generated by Compass and the convenience for customers are considered to be key benefits. People who still have unused FareSavers won’t be able to use them once gates close, but can convert them to Compass stored value. People who ride buses to SkyTrain and now pay in cash are urged to convert to Compass otherwise they’ll have to pay a second time to get a Compass ticket at SkyTrain – the paper bus transfers will no longer

be valid on rapid transit. TransLink staff have been testing day-long closures of all gates at selected stations through February and that will continue through to April. Attendants have been on hand to assist people accustomed to using the open gates. But the new system is being criticized for failing some people with disabilities in wheelchairs who physically can’t reach out and tap a Compass card reader to open the gates. For now, they’ll have to use a station assistance service for the blind where they can phone in advance to request an attendant to help them through the gates. “It’s a step backwards for people’s independence and dignity,” Disability Alliance B.C. executive director Jane Dyson said, estimating a few hundred users may be affected. “We’re disappointed TransLink is closing the gates before coming out with a complete solution to the issue.” She hopes some sort of proximity reader or method of having Compass cards attached to wheelchairs could offer a better fix. What’s not acceptable, Dyson added, is
to expect disabled passengers to ask strangers at SkyTrain stations to tap their Compass card for them. There’s also no solution yet to provide continued access for lowincome seniors and disabled transit users who hold provincially subsidized B.C. Bus Passes and live outside Metro Vancouver. Those pass holders in Metro have already been given Compass card equivalents, but Dyson said there are significant numbers in the Fraser Valley who come into Metro and will no longer be able to use their pass to board SkyTrain. “It’s an unfortunate step back from an otherwise progressive approach that we’ve seen over the last while,” Dyson said, referring to recent government reforms on how disability aid is handled.
By the numbers: • 300,000 Compass cards now tapped on an average weekday; • 675,000 users now have a Compass card; •70,000 Compass users have enabled autoload to automatically renew monthly passes or top up stored value when their card runs low.

Skaters from the Ridge Meadow Racers were all over the medal podium at the B.C. Winter Games in Penticton last weekend. Racers members brought back over a third of the medals available to speed skaters over the weekend. In the under-16 female division, Janie Green was dominant, finding herself on top of the podium for six gold medals in the 500m (both Day 1 and 2), 1,500m race, 3,000m points race, 1000m and u-16 mixed relay. In the u-14 female division, her
sister Annabelle Green also found herself with hardware. She captured gold (200m), silver (400m), and three bronze medals (400m Day 1, 2,000m points race and 3,000m u-14 mixed relay). In the u-16 male division, Racers also had a great weekend. Marshall Shupe II found himself holding five medals: three gold (500m Day 1, 1,000m, and 3,000m u-16 mixed relay) a silver (3,000m points race), and a bronze (500m Day 2). That was good for an overall first-place finish by the end of the weekend. Timothy Song came home with four medals: three silver (500m Day 1, 500m Day 2, 1,000m) and a bronze (1,500m), with an overall third-place finish. Tahlon Flamma was able to
reach three A finals and finished fifth overall. In the u-14 male division, Jared Bolland came home with a bronze in the 3,000m u-14 mixed relay, making two A finals, in the 1,500m (seventh) and 2,000m points races (fifth). That placed him seventh overall in the competition.
Multi-sport medallists There were numerous other medal-winning performances by Maple Ridge athletes in a variety of sports at the Games. • Steph Park and Colin Huppee won gold in the wheelchair basketball mixed competition with the Fraser Valley team. Gregory Smart took bronze in

July 6,1966 - February 27,2016 Missing you & Mom every day
It is with profound sadness we announce the passing of Jeanne into the arms of her Lord after a short and courageous battle with cancer. Anyone who knew Jeanne knew how important family was to her. Left to mourn are her beautiful daughters Jessica & Christine as well as friends and family in Ontario and BC. Jeanne will be greatly missed by those fortunate enough to have worked along side her over her years in residential care, most recently at Baillie House. There are no words to express the loss we feel but know that Jeanne had earned her wings many years ago. A special thank you to the amazing caregivers of McKenney Creek Hospice. In lieu of flowers, please continue to donate to gofundme.com under Jeanne Boatman. All donations will continue to go to Jessica and Christine. Celebration of Life will be held at 1:00pm on Thursday, March 10th at Gardenhill Funeral Home, 11765 - 224th Street, Maple Ridge

MURPHY Doris
August 1st, 1933 - February 24th, 2016 Doris passed away peacefully at Maple Ridge Seniors Village on February 24th, 2016. Lovingly remembered by her husband Tom, son David (Sandra), daughters Elaine (Paul,pre-deceased) and Kathryn (Jeremy); grandchildren Kelly (Kieran), Eryn, Raunie, Ivy and Tygh and greatgranddaughter Scarlett. Doris was born in Dawson Creek BC on August 1st, 1933. Soon after that she moved with her family to the Lower Mainland, living in Surrey and Vancouver, and graduated from John Oliver High School in Vancouver in 1950. After her high school graduation she worked in various roles assisting and helping others at Kerrisdale Seniors Home, Children’s Aid Society, Alcoholism Foundation, the Canada Life office at Granville and Hastings and later in life as a Medical Office Administrator at various ophthalmology offices in North Vancouver. After their marriage in 1954, Doris and Tom bought a house in Lynn Valley in 1957. They raised their 3 children in that home before moving to Maple Ridge in 1995 where they retired. Doris greatly loved Tom, her children and their spouses, her grandchildren, and her many dogs and cats. She was a master at keeping her family connected. Whether it was a holiday, birthday, or special event, she always made sure we were all together. The family has many fond memories of growing up in our Lynn Valley home on Hoskins Road. Doris loved her gardens and was always so happy to see her begonias, johnny jump-ups, and Gladiolas bloom in the spring. The family would like to thank the nurses, caregivers and staff at Maple Ridge Seniors Village and Dr. Milewski for their love, caring and support. A Memorial will be held at 3:00pm on Wednesday, March 9th at Burnett Fellowship Church, 20639 123rd Avenue, Maple Ridge BC.
