Women’s show at Pearkes The Victoria Women’s Show takes over the field house of Pearkes Recreation Centre this weekend, March 5 and 6. The two-day event event features speakers who talk of issues of importance to women of all ages, from make-up tricks and tips to health and hormones. Shelbourne kitchen to host fashion show The Shelbourne Community Kitchen is holding a Tea and Historical Fashion Show on Saturday. In a rare move the Saanich Heritage Foundation is approving the removal of a registered heritage home. And for good reason. The once prominent cottage that Welsh carpenter John Lloyd and wife Margaret built at 574 Walter Ave. in 1914 has been without much needed repair for several decades. Boarded up and vacant, the home will be removed as its owner has bequeathed the property to Saanich to become a natural park. The new park will be 62 feet by 120 feet, at the corner of Walter Avenue and Dysart Road. “I grew up with a friend who lived at 574 Walter, and even then it had neglect and maintenance problems,” said Coun. Vic Derman. “It has problems that go back to when I was a kid, I’m not saying how long ago that was.” Council approved a report from parks and recreation that recommended its removal from the heritage registry. Despite its derelict state the home will go for

Rob Wickson, president of the Gorge Tillicum Community Association, is familiar with the home and property. “Ideally we will install a path that cuts through the corner of the property, as a park, for pedestrians,” Wickson said. “There’s some nice trees and one that’s not in good shape, I expect it may come down.” The home was part of Saanich’s heritage walking tour and is described as a remnant from the tail end of the western boom that preceded the First World War. The dwelling’s original verandah has been enclosed, original bargeboards complete with saw tooth detailing and finials at the gable peaks survive. A proposal to save the environment using unclaimed bottle deposits may soon be endorsed by Saanich council. On Monday, Saanich council is set to consider endorsing a proposal, prepared by the University of Victoria’s Environmental Law Centre for the Ancient Forest Alliance, that would turn over unclaimed bottle deposits to the B.C. government for a land acquisition fund to create and maintain green spaces. The local conservation group is pushing for the resolution to be submitted to the AVICC and UBCM, and later to the provincial government. “Upon the purchase of a beverage, B.C. customers pay a deposit on the container, which is refunded when the container is returned,” reads a report prepared by Coun. Fred Haynes. “If the container is not returned, the deposit remains with the beverage industry. “‘Pop for Parks’ proposes the redirection of unredeemed container deposits to an important cause: the acquisition and protection of ecologically sensitive private lands in B.C.” Ken Wu, executive director of the alliance, said states such as New York and Michigan

have enacted similar legislation because unclaimed deposits are seen as windfall profits that should belong to the state and used for public benefit. “They basically take the unredeemed bottle deposits and file them into land acquisition for conservation,” said Wu. “It comes out to about $10 to $15 million per year. It wouldn’t increase anyone’s taxes because this is already a pot of money that, right now, is going to the beverage container industry. “They’re floating around on the streets and polluting the environment, so it makes sense to take the proceeds and better the environment through protecting green spaces.” The District of Highlands has already endorsed the proposal, with other local municipalities expected to follow suit. Disabled citizens poorly served The most recent increase to the government’s disability allowance was touted as if the provincial government was passing out gold bars. In fact, the province was merely boosting the monthly amount by $77. For many people living in this province, that will be less than a month’s rent if the year’s worth of increase is combined. It’s a single trip to the grocery store. Then the province decided to compound its stinginess by yanking back some of the money. If you get a government-funded bus pass, you only get $25 a month. And depending on your transportation method, it can be as low as $11 a month. These allowances are intended for people who, by definition, may have great difficulty finding work, and an even greater challenge finding housing. Transportation is astonishingly difficult. For those with physical disabilities, a cracked sidewalk or poorly built crosswalk can be insurmountable obstacles. And transit, while better than a generation ago, does not provide anything like full mobility, especially with the death by a thousand cuts being inflicted on HandyDart, through a failure to increase service levels over the past few years. Most government assistance in B.C. can barely keep an individual or family out of abject poverty. It keeps people from starving or freezing, and that’s about it. It is supplemented by a variety of nongovernmental programs, including food banks and Meals on Wheels. Without countless volunteers and the aid of scrambling non-profit groups, things would be dire indeed. Clawing back a meagre increase, as the cost of living heads ever upward across our province, shows that the B.C. Liberals do not value all citizens equally.

Fuel rebates here for ferry users Re: Letter “Ferries profit from fuel costs,” February 16 B.C. Ferries has just announced an increase in fuel rebates due to the current lower cost of fuel, which will offset the April 1, 2016 tariff increase. There will be no increase in the cost of ferry travel this spring, which is good news for ferry travellers. But I wanted to take the opportunity to clarify the facts regarding tariff increases and the cost of fuel for B.C. Ferries, which were raised in a recent letter to the editor in the Saanich News. Every four years, the B.C. Ferries Commissioner sets price caps for B.C. Ferries based on financial forecasts. These forecasts include the best estimates for operating expenses which include a forecast fuel price, referred to as the “set price.” Many years ago, the provincial government recognized the risk of fluctuations in fuel prices and the potential impact on B.C. Ferries and its customers. As a result, the Commissioner established fuel deferral accounts to allow surcharges and

In September, a woman was attacked by a group of males before an unknown person came to her aid, and in January, a man robbed two international students and assaulted at least one of them at their offcampus apartment. Clay has a memory and it tries to pull itself apart, so in the drying process, if it’s dried too fast, it can crack.” Mathison’s basketform pot, as well as pieces from the other artists involved, will be on sale, priced under or around $1,000. Twentyfive per cent of each sale will go to the Didi Society while the rest will go to the artists. “This one-of-a-kind exhibit is a great opportunity to begin or grow your art collection, support local artists, and
help the Didi Society in its work to empower women globally and educate youth locally about gender equality,” said Julia Norman, executive director the society, in a statement. Prior to the weekend exhibit, the Belfry Theatre is hosting an opening reception on Friday,
March 4 from 5:30 to 8:30 p.m. Tickets for the reception are $25 and are available at the Belfry Theatre box office, located at 1291 Gladstone Ave. Admission is free to the exhibit on March 5 and 6, which runs from noon to 5 p.m. both days.

Amelia Wells of Saanich skied to silver on Sunday in the 4x2 kilometre mixed relay event with the Vancouver Island-Central Coast Zone 6 team at the B.C. Winter Games.
A local cross-country skier is returning to the island with a silver medal from the B.C. Winter Games. Amelia Wells, along with her teammates from the Vancouver Island-Central Coast Zone 6, placed second in the 4x2 kilometre mixed relay event this past weekend in Penticton. The team consisted of Wells, Campbell River’s Emmy Stapff, Comox’s Stephen Lamon and Courtenay’s Aiden Noble. In addition, the 13-year-old Wells, who was the only cross-country skier from southern Vancouver Island to qualify for the B.C. Winter Games, nearly medalled in the Sprint Heats on Saturday, coming fourth out of 16 in the final standings. The four-day event drew 1,738 athletes, coaches and officials, and was put on by more than 1,800 volunteers. Wells is a member of the Strathcona Nordic Ski Club, which took home nine out of 24 medals at the Games. This weekend, the club is headed to the 2016 Teck B.C. Championships in Whistler, March 4 to 6. Overall, Saanich athletes had an impressive showing at the B.C. Winter Games in Penticton, collecting medals in a several of events. Speed skater Riley Pickrell collected three medals, including a gold in the 2,000m U14 boys points race and bronze medals in the 400m and the super 1,500m U14 boys final. Gymnasts excel at three meets Saanich gymnasts training at Falcon Gymnastics turned in outstanding performances at three recent meets. A dozen Falcon gymnasts, training at Junior Olympic levels 6, 7,8 and 9, turned in strong showings at the Christy Fraser Competition that attracted more than 500 athletes to Langley Feb. 13 and 14. Junior Olympic levels 3 and 4 gymnasts took part in the Pajama Party friendly competition in Comox Feb. 6 to 8. Karley Telford earned silver for the JO 6 level in the allaround portion of the Christy Fraser Competition, picking up gold on the vault with a score of 9.7 and gold on beam with a 9.575. Jordan Reilly won a silver medal on vault and finished sixth all-around, while Georgina Love
was 16th, Ava Stewart 18th and Georgia Schmidt 23rd. At the JO 7 level, Kiana Pheiffer came in second on vault, second all-around and third on floor, while Inez Verdun won a silver medal on beam and a bronze on vault. Leonie Solomons picked up a silver on bars, with teammate Mia Butcher earning the bronze. Jaydin Olynyk placed fourth place on beam, with Abby Samper picking up fifth in the vault. At the Pajama Party meet in Comox, Valentina Rojas won gold on bars and floor and silver in all-around in the JO 3A category, with Julia Widdowson snaring silver on bars and bronze allaround. First Nations Chiefs on the east side of the Saanich Inlet are opposing the proposed Malahat LNG project and are calling on their neighbours to stand with them. The Chiefs of the Tsawout, Pauquachin, Tseycum and Tsartlip First Nations stood at an overlook at the Tsawout community Tuesday morning. With the site of the proposed floating liquified natural gas terminal in the background, the Chiefs decried what they called a lack of consultation by the proponent, Steelhead LNG, and the granting in October last year of an export license to the company by the National Energy Board. Steelhead LNG has proposed an LNG terminal and liquefaction plant on the west side of the inlet at Bamberton, as well as an underwater gas pipeline. The company had announced an agreement with the Malahat First Nation in August 2015. Tsawout Chief Don Tom said there are no conditions under which his community would support the project, as it directly impacts on their fishing and hunting rights and spiritual connection to the inlet.
“No,” he said, “this would not benefit us in any way and undo all of the rehabilitation work that has gone on in the Sannich Inlet.” Tom said local First Nations are trying to protect their way of life, recognized under treaty. That requires, he continued, government at all levels and proponents like Steelhead LNG to consult with them. “Under our law, when people come in to our territory and disrupt those laws and rights, it’s our obligation to correct them.” In a statement, Steelhead LNG wrote the project is still in its early stages and “environmental stewardship of the proposed project is our number one priority.” The company also stated they are “fully committed to evaluating (the project) in a way that is respectful, transparent and science-based.” Steelhead LNG added they will continue to engage with the WSANEC communities and other potential affected First Nations, to address concerns. The Chiefs, in a media release, also put the Province of B.C. “on notice that they do not have jurisdiction to interfere with the continuity of our treaty rights and will incur liability and put any LNG project at significant risk of cancellation should they choose to provide permits and authorizations to the proponents without our consent.” Tom added proponents of any projects, if they disregard the community, would be “invited to leave.” “We are here to say if Steelhead
LNG continues as it has been, it is unwelcome to do business in this territory,” Tom said. The B.C. Ministry of Natural Gas Development, in a statement, said the project would be “subject to rigorous environmental reviews and permitting processes before it could be built.” As well, they wrote that any provincial assessment must include consultation and engagement with First Nations who may be impacted. Harvey Underwood, Chief of the Tsawout First Nation, and Rebecca Davis, Chief of the Pauquachin, added their support to Tom and the opposition to Malahat LNG. Tsartlip Edler Tom Sampson said the courts have upheld First Nations treaty rights and the communities along the Saanich Inlet “are not going to give it away.” “We are the legal owners of this land … and LNG will never come here,” he said. Sampson advocated for people, young and old, to stand up to prevent the project. Tom said the WSANEC First Nations are looking into legal and political options. “We will request a meeting with the Prime Minister when he’s here on the Island on March 11 to 13,” he said. “We will discuss the Crowns obligations and duty to First Nations.” Tom added he welcomes neighbouring municipalities, if they stand against Malahat LNG, to contribute to a legal war chest. editor@saanichnews.com

Unbuilt Saanich, what could have been Travis Paterson News Staff
Imagine an airport bordering Saanich and Oak Bay instead of the University of Victoria. Or an 18-metre viewing platform jutting out from the top of Mount Tolmie. How about a canal that connected Portage Inlet with Esquimalt Harbour? Saanich would look a lot different in 2016 if it wasn’t for some key decisions by the people in power over the last 70 years. Local architectural historian and author of Unbuilt Victoria, Dorothy Mindenhall, recently led a presentation at the Centennial Library that included blueprints for the aforementioned Saanich developments, and more. “The idea behind the canal in the Gorge [Waterway] was part of a grand plan to clean it,” Mindenhall said. By the 1930s, the Gorge was starting to smell. It’s grandiose as the favoured swimming hole and daytime destination continued but the many mansions and nearby residences were pumping raw sewage into it. Pre-regulated industry was also taking its toll. And, as the stories go, if you couldn’t afford the time or money for a trip to the dump, you could always toss it into the Gorge come nightfall. By the end of the Second World War ‘no swimming’ signs were posted. However, connecting the Gorge by canal to Esquimalt waters would bring a tidal flow the protected waters of the Gorge previously didn’t have. As one story goes, that is why the rocks were blown out from below the previously shallow area under the Gorge Bridge (Tillicum Road). Sketches show a canal would have been dug and dredged from the

The idea fell flat, as did so many others in Saanich, such as the Gordon Head Memorial Air Park.

Aviation was still in its infancy when Second World War veterans returned from service. There was some support for the war veterans to fly, and from growers “who were prepared to buy their own planes” and ship bulbs and flowers with this new technology. To many, it made a lot of sense at the time. Nearby, the Lansdowne airstrip was the birthplace of Canadian
aeronautical success where William Wallace Gibson designed and flew Canada’s first plane in 1910. But, despite Saanich purchasing the land, and “the flying club laboriously grading the runways” in preparation, Saanich ratepayers voted against the airport. Ten years later, the land was the right fit for the expanding Victoria College, or University of Victoria, Mindenhall said. UVic has its own story of unbuilt designs. In the 1960s, it was unhappy with its designer Don Emmons of WBE and hired Arthur Erickson and Geoffrey Massey, who were lauded for designing the concrete pleasure of the Simon Fraser University campus. Over three years, Erickson and Massey proposed several ideas but only one building was developed, the “incongruent” Cunningham Building. Among the most entertaining developments that came close were the medieval Sherwood Park English village on the Gorge Waterway (adjacent to Tillicum Road) and the Globe Theatre and Elizabethan Village in Royal Oak. The 1962 Sherwood Park proposal would’ve used 4.5 acres of Gorge park. Viking ships would bring visitors from the Inner Harbour, who would be greeted by Robin Hood and in-character friends. A Globe Theatre proposal in 1980 would’ve used the original building and grounds of the Fireside Grill (built in 1936 as a tea room).
