Central to a really great page turner is an interesting and timeless character. And that’s the story when it comes to the new Riverfront Centre in Trail - the goal being, to create a lasting legacy with plenty of appeal no matter the user’s age. So planning the city’s two-story library/museum had a few twists and turns along the way, and it’s nowhere near an end. A few things are certain, however. The spaces will intertwine, meaning one floor will not be just for books and the other strictly museum archives - end use will integrate both features on each floor and the top story will be accessible by elevator or staircase. “What you want to do today is provide a meeting area where ideas flow, where people can mix and interact,” says Trail Coun. vocated for a new Trail and District Public Library locale. Now chair of the Riverfront Centre (Building) Committee, he updated the Trail Times on the project’s progress, which involves representatives from the library board and historical society collaborating with a project manager from MMM Group and a group of architects from Stantec. “A lot of the exhibits are going to be interactive and even hands on within the library, so the museum and library are going to complement each other, ” Cacchioni explained. To describe the duality, he gave the example of a future museum exhibit designed around early transportation in Trail. “The library would then have materials available to complement it,” he explained. “So you would move through the space like a mirror, one side library, the other side museum - in terms of providing information and excitement for what you are looking at.” Integrating the floor plan saves CONTINUED ON A3

Warfield voters will soon be back at the polls after four people threw their hats into the byelection ring. The nomination period closed Friday for General Voting Day, set for April 9 in council chambers, as well as two advanced opportunities slated for March 30 and April 6 from 8 a.m. until 8 p.m. in the village office. Two new faces join two former politicians in a bid for the councillor seat that has been vacant since Coun. Tom Milne resigned in January. Nicole Caputo and Brad Jansen are first time candidates, former
councillors John Crozier and Arlene Parkinson are ready for another go after being absent from the table for one year and 17 years respectively. “Now is a great time for our new councillor to join in,” says Warfield Mayor Ted Pahl, adding that 2015 was a success as council accomplished some key priorities set for its inaugural year. “But there is still so much to be done,” Pahl told the Trail Times early Monday. “We look forward to working with the new member of council and I encourage everyone to get out and vote for the candidate you feel CONTINUED ON A3

Determining who is responsible for drainage issues in Oasis is as muddied as the water flowing onto and underneath residential properties, according to a homeowner. Trevor and Shari Young, who reside on Hanna Drive, question the stability of their home that rests on a bank that overlooks the Oasis wetlands. The couple has faced drainage issues in the 11 years they’ve lived there but became overly concerned last week when their willow tree in their backyard began to lean slightly. They don’t doubt that their property is saturated but this year has been extra damp and they attribute this partly to a Ministry of Transportation and Infrastructure culvert on Oasis Crescent. “It’s sad, it’s heartbreaking,” said Shari. “It’s our home and it’s scary to think that we may have to start all over.” The homeowners have been informed that electoral areas in regional districts do not handle drainage and that the onus remains on the property owners. They are now stuck with footing a bill for a geotechnical engineer to inspect their property and a tree specialist to take a look at their willow tree. “I was upset it pretty much left us in the same position that we were in before,” she said. “Nothing really has been resolved.” Shari and her husband were hopeful that notifying the Emergency Operation Centre (EOC) in Trail last week would lead to an extensive assessment of their property. Calls made by EOC coordinator Dan Derby to Emergency Management BC resulted in a geomorphologist inspecting their property mid last week and sharing a report with the homeowners. “The house was deemed safe to live in for now but there was imminent risk of more damage if an assessment and corrections aren’t done or fixed,” explained Shari. During the site visit, expert Sarah Crookshanks, also noticed the blocked culvert that passes under Hanna Drive at Oasis Crescent and onto private property. Residents in Oasis took matters into their own hands last week, digging down into the soil on the private property and exposing an eroded pipe that had come loose. The team of neighbours reattached it and saw that flow was somewhat restored. Shari then sent out emails to public officials and received word back from Greg Kinnear, a road area manager for the ministry, informing her that a contractor will likely attend the scene to flush out the

Shari has been tasked with navigating between the EOC, the Regional District of Kootenay Boundary (Area B) and the ministry to find answers to drainage, which doesn’t appear to be an isolated situation in Oasis. “Ultimately it’s their issue,” said Derby, sharing his sympathies for those struggling to get answers and a resolution. “There is a groundwater issue in that area and some are suggesting that there needs to be a larger drainage plan developed for that area but that’s where it becomes very complicated and well outside emergency management because that’s more of a community planning type issue in regards to, is that a provincial initiative or regional district initiative … that’s not for me to comment on.” The Youngs and neighbours plan on gathering at an Oasis recreation meeting tonight at the community hall at 6:30 p.m. to voice their shared concern on the matter. Though the meeting is not reserved for issues like this, residents feel that it needs to be addressed immediately. “At this point, we’re just trying to sit tight,” added Shari. “We’re not ready to give up yet but we’re going to seek some legal advice. “I’m not really sure what is to come of Oasis but I don’t think it’s going to be good in the next five years,” she added. The ministry inspected its infrastructure and confirmed it’s operating appropriately, the Times was told last week. “The ministry is aware of residents’ concerns regarding the flow of water near Oasis Crescent and groundwater movement in the area and concerns regarding sinkholes,” confirmed Sonia Lowe, a media relations representative. Lowe said the ministry inspected the culvert and the flow of the water and found that there were no obstructions. Further follow up Monday confirmed that there was no update. “This is the time of year when spring freshet occurs in the low to mid elevations across the Kootenays causing higher than normal runoff which can last for a number of weeks,” she explained. “Landowners have to be aware that higher than normal groundwater tables and saturated soils can cause many issues on private properties.” Area B director Linda Worley said she has done her work by contacting the EOC, adding that the regional district has “no authority over provincially governed matters of highways, overland runoff, dikes, ditches, culverts, dams, etcetera.”

The library/museum footprint, originally designed to be 15,000-square feet, shrunk in December when cost estimates came in $3.7 million above the project’s $6.3 million budget. “We’ve had four days of workshops that have taken a look at everything,” he said. “How the library/museum can be laid out, where specific areas for children and adults are going to be, the lighting, the interior and exterior design - we’ve looked at it all and made decisions based on making it as comfortable as possible for everyone coming in.” At this point, schematics have been drawn but the architects still have to finalize a conceptual design. “Once we have it all laid out, we will be putting the plan out for the public to have a look and comment,” said Cacchioni. “We’ve really taken a lot of time and effort and spent a lot of

such as a designated area for the popular children’s programs, Forbes added. “It is really important to go through this process as slowly as you can, recognizing you have to keep a schedule, but it is intense, that’s for sure,” he said. “These things are going to be with us for the next 30 or 40 years so it’s critical to make the right decisions now, because once it’s concrete, it’s a little hard going back. “There is so much to think about and so much to cover.” Kathryn Foley, the
facility’s library director, acknowledged the original concept, which had the library on the second floor and museum on the main. “We are looking at a more integrated concept that is going to free up space for us to be a hub of our community and social gathering place for people of all ages,” said Foley. “We want people to be excited about it, and we want there to be a ‘wow’ factor, so it be joined to our community and our community will want to be with us.”

Lost snowmobiler found

BY TIMES STAFF A search for a missing snowmobiler ended in success on Saturday. Castlegar RCMP got word of a snowmobiler separated from his friend while out sledding in the Goose Creek area near Castlegar. The sledders were separated around 2:30 p.m. that day and attempts to locate the missing rider were unsuccessful. Castlegar Search and Rescue began a search along with local sledders familiar with the region. At 10:40 p.m. the SAR team made voice contact with the sledder, a 30-year-old local man, and he was located just after 11 p.m. uninjured and in good health.

remier Christy Clark had her dancing shoes on as yet another “climate change” meeting ended in disarray in Vancouver last week. “This is not the end,” Clark assured reporters after Prime Minister Justin Trudeau and the premiers emerged with no agreement on a national minimum carbon price. No kidding. Trudeau declared victory by announcing the unanimous consent to a “Vancouver Declaration,” which basically pays lip service to the concept of “carbon pricing” and kicks another grand federal election promise down the road. NDP leader John Horgan tried to revise the party’s history, claiming in year-end interviews that the NDP didn’t oppose the carbon tax, only making it revenue neutral rather than spending the money on green initiatives, as Alberta wants to do. Alas, the NDP’s “axe the tax” campaign going into the 2009 election is a matter of record. The party’s election platform warned that Campbell’s plan “increases taxes for average families by tripling the gas tax” to its current level. Teck is offering eligible employees a lump sum to buyout your defined-benefit (DB) pension plan. If the lump sum is chosen, you will no longer have health and life insurance coverage. A portion of the lump sum will be paid in cash as a taxable income. Some retirees have actually paid over $100,000 in taxes. Under the lump sum plan, you are left to manage all your investments. Kimmel to host Emmys
THE ASSOCIATED PRESS NEW YORK - Jimmy Kimmel will host this year’s Emmy Awards broadcast. ABC announced Monday that Kimmel, host of that network’s latenight “Jimmy Kimmel Live,” will return for the 68th Primetime Emmy Awards, which airs Sept. 18. Kimmel’s comment on the news: “I have a feeling I’m going to be great.” It’s the second time for Kimmel, who first hosted the Emmys in 2012. Nominations for the Emmy Awards will be announced July 14.

Dog problem stems from owners
It’s not really a dog problem, more of an irresponsible owner problem. Some people may not think West Trail is prime real estate, but to some of us that take pride in our area, these streets are our front yards and neighborhoods. We have a nice tree lined street up in the Warren Street area that some think it’s a great place to walk their dogs but not a great place to be responsible and clean up after them. Many of us have spent a lot of time and money to try and beautify, clean up, upgrade and turn this area around only to have some with dogs use it as a bathroom and a garbage dump for their pop/beer cans and cigarette butts. All of this has become worse and more evident since the snow melted. This strip of road has a great view, a nice evening breeze and should be able to be enjoyed by all without having to look at and leapfrog over piles of dog do and sidestep hoards of cigarette butts. Palliative care offers a better way Once new rules on assisted dying come into effect in Canada, it is envisaged that we will be able to make the choice between palliative care and euthanasia for ourselves. However, it has been shown that in jurisdictions where euthanasia is permitted (Holland, Belgium, California, Vermont, Oregon, and Washington), it leaves the door open to abuse. This may be from family members, caregivers, and members of the medical profession. I’ve become concerned at the headlong rush by Canada to permit euthanasia, particularly concerning repercussions for our elderly population. But with euthanasia, everyone is vulnerable, especially those living in poverty,
those without family or friends they can trust, battling addictions of any kind, or with disabilities, including depression and other mental health issues. The situation in Europe indicates that the slippery slope is the reality. In spite of strong medical guidelines, Holland’s physicians admitted to killing 1040 patients without their knowledge or consent from 1981 to 91. (Remmelink Report 1991) In Belgium, a study published in 2010 found that 32 per cent of the euthanasia deaths in Flanders region of Belgium were done without request or consent. Many factors have made obesity too easy
An editorial from the Halifax ChronicleHerald Like many rich countries, Canada has morphed into an “obesogenic environment,” a Senate committee studying our worrisome levels of obesity told us Tuesday. That’s quite a mouthful. But it’s really just saying that a lot of factors have made it far too easy to eat poorly, to sit around too much and to become obese. Nutritionally-poor, calorie-rich fast foods, snack foods and highly processed foods are everywhere. They’re often cheaper than the good stuff -- whole foods prepared as fresh meals in our homes. Price is a big driver of obesity when low-income families are struggling to meet a budget. That’s why the poorest people in rich societies are often most at risk of this supposedly affluent affliction. The report says our food labelling is confusing and the national food guide is dated, complex and not much help in healthy meal planning. It thinks Brazil’s guide does a better job in stressing natural or minimally-processed food as the basis of a good diet and in providing practical advice on preparing healthy meals. That matters: In Canada, a lot of us have lost touch with making fresh, healthy meals from scratch. We don’t develop the knowledge or make the time or give it the priority in our lives it war-
rants. What does get priority is a sedentary existence that burns too few of those excess calories. Our jobs usually require less physical activity than in the past. But machines have replaced muscles in work around home, too. And much recreation has moved online, at the expense of free play and moving around outside. Even organized sports, for those who can afford them, involve a lot of sit-down instruction and bench time. The result is alarming: the report cites a significant rise in diabetes, a doubling of adult obesity since the 1980s and tripling among children in that time. We’ve made progress in reducing fat intake and eating vegetables, but we’ve also gone to town on sugary, processed junk. Taking direct aim at sugar, the report says Ottawa should consider a tax on sweetened drinks. The beverage industry is pouring cold, unsweetened water on that one. But Ottawa should look at whether such a tax would make a difference. Even more important is the idea of using the Working Income Tax Benefit and Universal Child Care Benefit to make healthy food and physical activities affordable for more Canadians, while improving our understanding of preparing healthy meals. It’s not just about penalizing bad choices. Good ones have to be clear, easier and affordable.

The report by the Parliamentary Committee on Palliative and Compassionate Care makes clear, safe recommendations for improving care for all

Canadians. Canada needs to implement these and reject the rush to euthanasia and assisted suicide. If Canada decriminalizes euthanasia and assisted suicide, Canada’s court system must be responsible for handling each court case requesting euthanasia on a case-by-case basis. The medical profession must be called upon to give factual evidence as to need and suffering of each individual, thereby protecting all patients, including the most vulnerable in our society. Farm regulator raising fees, adding enforcement

The Agricultural Land Commission is imposing a steep increase in application fees, with a “money back guarantee” if applications aren’t processed within 90 business days. Agriculture Minis-
ter Norm Letnick and ALC chair Frank Leonard announced the new policy at the B.C. legislature on Thursday, to take effect April 1. For zone one, the Lower Mainland, Vancouver Island and the Okanagan, the application fee goes from $600 to $1,500. In zone two, the remainder of the province, the fee goes from $600 to $900.
Letnick said the majority of farm income is generated in zone one, so farmers can afford to pay more. The increase still doesn’t cover the estimated $3,000 cost of processing an application, most of which are for non-farm use or an exclusion or subdivision of agricultural land. Letnick said the province is adding an additional $1.1 million to the ALC budget to

Leonard, appointed last year after Letnick terminated the contract of long-time chair Richard Bullock, said he found almost no decisions were being made within the 60 working days that is his new benchmark. Most were taking a year or more. “I met people in their 80s who had been waiting two years for a decision,” he said. NDP agriculture critic Lana Popham said she’s concerned that the short deadline for commission decisions is a drift toward becoming an “application machine” rather than the ALC’s mandate to protect farmland. Leonard said subdivision and land exclusion applications mean considerable financial gain for applicants, so the increased fee isn’t a deterrent for them. Letnick said approved non-farm uses can
mean extra income for farmers and are a priority for the government. The ALC has doubled its compliance and enforcement staff to four, and Leonard said the additional budget will allow him to add two more this year. “Our intention is not only to give the ALC more credibility in terms of enforcing legislation and regulations, but with the budget we have we’ll be able to get them around the province,” Leonard said. “So we won’t have six people in Burnaby waiting for the phone to ring.” The commission is also adding new fees, $150 for reviewing documents, $350 per site inspection and monitoring fees of $500 to $2,000 annually for sites that require ongoing monitoring such as soil fill and removal or gravel extraction.

Minister monitoring new college costs Selkirk students face $144 bump TOM FLETCHER Black Press
New fees at B.C. colleges and universities are being monitored to ensure that new services are being offered and are worth the money, Advanced Education Minister Andrew Wilkinson says. Wilkinson was responding to NDP questions about college administrators and student societies reporting increased fees appearing on student tuition bills this year. NDP education critic Kathy Corrigan said the ministry has found a way around its policy that increases to tuition and mandatory fees are capped at two per cent per year. Corrigan said the new fees will cost Selkirk College students $144 more per year for twosemester programs, and Vancouver Island University students will see $188 in additional fees. Selkirk College increased its fees 4.5 per cent to cover costs of a career portal to match up students with employers. Wilkinson said employer services and co-op placement fees are typical of new services provided by colleges and universities, as the province moves to improve employment links for post-secondary education. “We’ve told the institutions, colleges and universities, that they have to be able to justify those fees by showing benefits to students,” Wilkinson said. “We’re monitoring that on an ongoing basis.”

Arlington eyeing upset BY TIMES STAFF The Arlington pulled off an improbable victory followed by an unlikely win last week to open the Trail Commercial Hockey League playoffs. Arlington eliminated Gericks from the playoffs with a 6-5 victory over regular season champs, OK Tire in the early match Thursday, making Gericks’ outcome against Allstar in the second game meaningless, as it left them trailing the Big A by three points. But the fourth seeded Arlington kept rolling as they built a 4-1 lead through two periods over the Tire on Sunday, then held on for a 5-4 win in Game 1 of the first-to-four-points playoff. Joey Baker scored the winning goal at 3:44 of the third, beating Tire goalie Rocky Dickson on a set up from Kris Davis to give the ‘A’ a 5-1 lead. Like Baker, a former Portland Winterhawk, and Dickson, a perennial KIJHL allstar with the Nitehawks, the TCHL playoffs often showcase the very best talent Greater Trail has to offer with many former Junior A, Junior B, and international players competing for the championship trophy. OTTAWA - Team Canada has its first loss at the Tim Hortons Brier. Pat Simmons dropped a 6-4 decision to Adam Casey of Prince Edward Island on Monday afternoon at TD Place. The result leaves Northern Ontario’s Brad Jacobs (3-0) as the lone unbeaten team in round-robin play.
Jacobs and Simmons were scheduled to play on Monday night. Brad Gushue of Newfoundland and Labrador defeated Saskatchewan’s Steve Laycock 7-5 and Alberta’s Kevin Koe edged Jamie Koe of the Northwest Territories 8-7 in an extra end. B.C.’s Jim Cotter defeated Ontario’s Glenn Howard 9-5 in the other afternoon game. Cotter lost twice on Sunday, falling to the undefeat-
ed Jacob’s team 5-3 on Sunday, and Laycock of Saskatchewan 8-4. Cotter will take on Team Canada in the ninth draw Tuesday. Simmons, Gushue and Kevin Koe were all 3-1 after six draws. ‘Zootopia’ starts big
THE ASSOCIATED PRESS LOS ANGELES - “Deadpool’s” three-week reign atop the box office has ended thanks to a handful of new openers including “Zootopia” and “London Has Fallen.” The top spot went to Disney’s “Zootopia” which staged a box office stampede in its first weekend in theatres with an estimated $73.7 million,. In second place, “London Has Fallen,” a sequel to the “Die Hard” in the White House “Olympus Has Fallen,” earned $21.7 million. “Deadpool” fell to third with $16.4 million, bringing its domestic total to a staggering $311.2 million. The Tina Fey comedy “Whiskey Tango Foxtrot,” meanwhile, debuted in fourth with an estimated $7.6 million. By Dave Green

THE C ANADIAN PRESS TORONTO - Call it a “60 Minutes” oops moment. The venerable CBS newsmagazine aired a profile piece on Prime Minister Justin Trudeau on Sunday evening. For the most part, it cast Canada’s new leader in a glowing light ahead of his visit to Washington where on Thursday he’ll be the honoured White House guest at a state dinner hosted by President Barack Obama. But there was one noticeable gaffe in the “60 Minutes” piece that had some attentive Canadians taking to the Twittersphere. They pointed out, in numerous tweets, that as the CBS reporter was talking about the prime minister’s parents - Pierre and Margaret Trudeau - the show displayed an old photograph of Pierre Elliott on a date with actress Kim Cattrall in 1981. There was no immediate comment from Trudeau, but Cattrall seemed to take it with a sense of humour, tweeting: “I have a son who is the Prime Minister of Canada? I couldn’t b more proud.” A “60 Minutes” spokesman said the program regretted the error “on one of the several video and still images shown of Margaret Trudeau” and that it was corrected online Sunday night.

Singer Jann Arden, Olympic medallist Jon Montgomery to share Juno hosting duties THE C ANADIAN PRESS TORONTO - Watch your backs, Tina Fey and Amy Poehler, because Canadian singer Jann Arden and Olympic gold medallist Jon Montgomery are coming for your comedic hosting crowns. The Calgary-born singer and former skeleton racer from Russell, Man., are teaming up to host this year’s Juno Awards in Calgary, and Arden likens their duties to the unforgettable pairing of Fey and Poehler at the Golden Globes. “We’re going to beat our writers up and say, ‘No, give us something else to say!’ until it’s right,” Arden jokes. “I’ve got 19 gown changes, so it’s going to be exhausting.” Arden says she’s aiming high for the Junos given the splash that several Canadian nominees made internationally in the past year. And some of them are lined up to take the stage to perform, including the Weeknd, Alessia Cara and Shawn Mendes. “You’ve got Canadians displacing other Canadians for the top of the charts,” adds Montgomery. “If that doesn’t paint a picture of what we can proudly lay claim to here in Canada ... then nothing is going to do it for you.” Over the next month, Arden and Montgomery will brainstorm ideas on how to make their hosting duties special. Both are also bringing a formidable level of experience to the table, as they’ve already fronted major Canadian TV events. Arden, who rose to fame on Canada’s music scene in the 1990s with hits like “Could I Be Your Girl” and “Insensitive,” previously hosted the 1997 Juno Awards in Hamilton. That’s when Celine Dion and Bryan Adams took home statues for best female and male vocalists. Montgomery has sharpened his skills as the host of “Amazing Race Canada” for three seasons. “John’s very charismatic,” Arden says. “He’s got good teeth and hair - that reads very well on television.” The Juno Awards will air on April 3 on CTV.
