Wayne Staudt to retire as city’s chief administrative officer After 14 exceptional years of service with the City of Cranbrook, Chief Administrative Officer Wayne Staudt will officially retire with his final day being Thursday March 24, 2016. Staudt, who moved to Cranbrook in 1978, was officially sworn in as Chief Administrative Officer on October 22, 2012, replacing former CAO Will Pearce. Staudt first joined the administration of the City in 2002 as the Director of Finance. The current Council is the sixth that Staudt has worked with during his time with the City of Cranbrook, with May-
or Lee Pratt being the fourth Mayor. “Wayne was gracious enough to postpone his retirement and continue to work with the new Mayor and Council,” says Mayor Lee Pratt. “Administration then had the opportunity to be proactive and begin the recruitment of his replacement in 2016.” As CAO, Staudt believes moving the City’s Asset Management Plan forward, thanks to the hard work of many other City staff, was one of the most significant accomplishments during his tenure, because it will help Councils determine infrastructure priorities. Another
key highlight was the successful $2.8 million grant through the federal Gas Tax Fund for the replacement of the Idlewild Lake dam and the planned rehabilitation of the park. Completion of the new fire hall and training centre for the fire department and the successful conclusion of a number of important legal cases are also high on Staudt’s list of accomplishments. During his time as Director of Finance, Staudt notes several key initiatives including: the termination of the P3 agreement with Keen Rose at the Rec Plex, now Western Financial Place; construction of

Seniors Advocate Isobel Mackenzie. “Assisted living is a very important housing option for about 22,000 seniors in this province,” Mackenzie said. “These are your own unit, usually in an apartment-like setting where you can lock the door. You decide who comes in and who you want to keep out, and you’re
free to come and go as you wish.” Daniel Fontaine, CEO of the B.C. Care Providers Association, said the change will be welcomed by seniors who want to stay as independent as possible. The association represents 300 non-profit and for-profit operators of residential care, assisted living and home care services. Designated services, of which only two can currently be provided in assisted living, are: • assistance with eating, dressing, personal hygiene and other daily activities • medication manage-

Views Letter: Ministry skims over public consultation Governments have tapped into the recreation tourism trade and lands that were once considered off limits, are now being utilized for recreation, with what seems like little thought to future consequences. As you may be aware the Bootleg Trails Proposal is one of those areas to be developed as a recreation site. As residents of the St. Mary Valley and users of the Bootleg watershed, my husband and myself have seen the following transpire in the last year: MFLNRO- RSTBC (Recreation Sites and Trails B.C.) And KTS (Kimberley Trails Society ) are intending to develop this watershed area for recreational usage stating that all watersheds are being similarly utilized throughout the country. That the Ministry has
the authority to make this decision on their own, and according to them we have no say other than to state concerns. The Kimberley Trails Management Plan Consultation Draft, a document, (available on the internet and unknown to us until just recently) supposedly intended to provide guidance for development of trails in the Kimberley area has been left dormant, at least with regard to the Bootleg Trail project. The document stresses the need for community involvement and public support a number of times throughout, and also mentions support from all stakeholders, including water user groups, (it is assumed residents of Marysville, Kimberley, and St. Mary Valley would be considered as
water user groups). MLFNRO_RSTC has never definitively answered the “stakeholder” question. St. Mary residents have not been able to participate in an agreement such as Kimberley is involved with, even though it has been requested a number of times. RSTBC and the Kimberley Trails Society did appear at the St. Mary Association AGM in February of 2015. Residents were presented with a watered down account of the extent of the Bootleg Trail Proposal. This version was refuted by Rec. Sites and Trails a year later. Face to face meetings with Ministry personnel has also resulted in similar denials of statements that had been previously made. (By definition a Public consultation, or simply consultation, is a regulatory process by which the public’s input on matters affecting them is sought. Its main goals are in improving the ef-
ficiency, transparency and public involvement in large-scale projects or laws and policies. It usually involves notification (to publicise the matter to be consulted on), consultation (a twoway flow of information and opinion exchange) as well as participation (involving interest groups in the drafting of policy or legislation) In October of 2014 the Advisory Planning Committee Area E motioned that a Public Hearing had to be held before this proposal went to tenure. So far a Public Hearing has not been convened and we’ve been told since by the Ministry that a Public Hearing will not be held and is not part of the process. We have no answers as to whether this will become a tenure eventually. The “Bootleg Recreation Site Mountain Bike Trails Master Plan” has been reluctantly revealed by the Ministry just recently. The stated
purpose of the Master Plan is “to provide a vision with which the Recreation Sites and Trails BC, KTS, and the City of Kimberley can develop the Bootleg Mountain Recreation Site into a marketable destination in Southeast BC.” The Master Plan entails what could be seen if and when the site is developed, which is a far cry from the 20 to 30 local users that we’d originally been told this was being built for. Total metres of trail listed in the Master Plan are 73,735 metres, (or 74 km). Cost per metre figures according to the Plan vary from $7.50/ metre on the low end to $30 to $40/metre on the high end. So far KTS has been given permission to apply for approximately $85,000 of RMI funding, (Kimberley’s share of hotel tax) with the total cost for part of the project so far being stated as $440,000. We were told by the Ministry that the trails
listed in the Plan and designated by GPS could be altered or not placed where they are marked. They would be phased in according to usage utilizing counters that track bike traffic only. So we assume trails could be built and if usage doesn’t warrant continuing, trails could be either abandoned and/or constructed elsewhere. Apparently the Master Plan doesn’t guarantee placement of trails. Rogue building is prevalent in all biking areas because of the lengthy time frame involved with the process of getting trails approved. The Adventure Tourism Mountain Bike Policy gives the Ministry authority to grandfather old trails into the system, making it relatively easy to add a rogue built trail to the inventory. We can’t see this trend discontinuing in the future. We’ve been told that permission would not
likely be granted for events hosting large numbers of entries because of the negative impact on trails. The Master Plan states that the Bootleg area is well positioned to act as a location for a provincial race, so would likely be a good locale for other races and events. Will this actually be adhered to if the promotion of tourism is the goal? Mountain goat territory is the only restricted area in the Master Plan for animals. No provision has been made for the habitat of the grizzlies, brown and black bears and ungulates that reside there as well. The “Public Consultation” aspect has been skimmed over. Where watersheds are involved all parties should be able to participate collectively in order to come to the best decision for everyone. played on,” Koshman, a University of Victoria/ East Kootenay Teacher Education student from Lethbridge, AB, noted. “Perhaps having us, at number 6, beating the number two and number one teams wasn’t logical, but we knew we had the passion necessary to do it.” “We peaked at the right time,” added Thompson. “While some teams peaked earlier on in the season, we came into our own at the right time. And if we lost a point or a game, we didn’t panic. We just stayed positive and kept pushing.” The team is extraordi-

narily close and Thompson, Koshman and Koop are clear that this was a team effort. “We are like a family,” said Thompson. “We have a lot of fun on and off the court.” “I wouldn’t want to have this experience with anyone else but this team,” added Koshman. The support they received along the way had a huge impact on their success, the teammates said. Many of the student-athletes’ parents would travel to their games to cheer them on and the men’s team provided support all season long. As the underdogs, the

Helen Fiedler December 3, 1924 – March 3, 2016 After a long, rich life, Helen Fiedler passed away on Thursday, March 3rd, 2016 in Cranbrook BC at the age of 91. Helen lived each day to the fullest and her strength and positive attitude were an inspiration to everyone who knew her. She was an active member of the United Church and loved knitting, baking, travelling, volunteering, and spending time with her family, especially her grandchildren. She is survived by her daughter Jayne (Steve), granddaughter Amber (Nic), grandson Sean, as well as nieces, nephews, and friends. Her husband Ted and son Gordon predeceased her. A celebration of life service will be held at Cranbrook United Church on Saturday, March 12th at 2:00 pm. In lieu of flowers, Helen would want well-wishers to spend time with those they love. Those wishing to make a memorial contribution in honour of Helen may do so to the Cranbrook United Church, Wednesday Morning Community Free Breakfast Fund, 2 -12th Avenue South, Cranbrook, BC, V1C 2R7. Brennan Troy Johnson July 1, 1998 – March 4, 2016 Brennan had a zest for life like no other. He loved and played with every fiber of his being. He was a very generous person wanting to help anyone who needed it. In his short time on this earth Brennan lived life to its fullest, never letting a blade of grass grow under his feet. He and his family are very proud of his many achievements, and especially proud of him reaching the goal of completing his millwright certificate at the College of the Rockies as well as completing his grade 12 education. Brennan is survived by his dad Sheldon, mom Elaine, sister Brittany and her fiancé Marshall Wake, girlfriend Brooklyn Ashford, Gramma Marguerite Ross, Grampa John (Sharon) Ross, Gramma and Papa Jean and Raynar Johnson, Uncle Troy and Aunt Sam Ross, Uncle Tim Ross, Auntie Shawna Johnson and many cousins, aunts, uncles, and close friends. A Celebration of Life service will take place at 1:00 pm at the Columbo Lodge in Cranbrook on Saturday, March 12, 2016. HARRISON, DAVID de PLEDGE 1934 – 2016 David de Pledge Harrison died at home on Saturday, March 5, 2016 at the age of 81. Dave’s life began in Victoria in 1934 and he grew up in Kimberley. He was an accomplished athlete, participating in many sports. His curling took him to the Briar twice and his running put him on Canada’s Olympic Team. David met the love of his life, Bonnie Chlopan, at age 17 on the tennis court. Married in 1958, Dave and Bonnie continued to play competitive tennis and badminton until they were 60. They also travelled extensively and spent half the year in Mesa, Arizona for 21 years. David’s greatest pleasure was playing duplicate bridge. In 1987, he and his partner became world masters when they placed third in the world and first in North America against 100,000 players from 77 countries all playing the same hands. David started his career in banking at BMO and became the youngest bank manager. Laurentide Finance hired Dave to develop their mortgage branches across Canada. For McDonald Douglas in Toronto, Dave started and run Telecheck Canada, a cheque-guaranteeing company which he built from two employees to five hundred. Dave is survived by his wife of 57 years, Bonnie, his two sons, Michael (Joanne) of Mississauga, Ontario and Lincoln of Kimberley, BC; daughter, Tannis of Dawson City, Yukon; granddaughters Samantha and Leigh and greatgranddaughter, Sofia. Also left are his brother, Michael (Pat) of Kimberley, BC. A memorial for David will be held in the Green Room at Joseph Creek at 1901 Willowbrook Drive on Saturday, March 12, 2016 from 1:00 to 4:00 pm.
