Power to Be finds new home at Prospect Lake Non-profit to expand services with new West Saanich home

The Prospect Lake Golf Course may have shut its doors to golfers, but the 88-acre site has a new tenant that’s making nature more accessible to those who need it. Victoria-based non-profit Power to Be announced Wednesday a new partnership with the Steele family, who own the course, to offer accessible outdoor recreation on the property, including hiking, kayaking and rock climbing. The partnership will see the course become a hub for recreational programs aimed at youth and families who are living with physical, mental, social or financial barriers. “When we started this organization, I had the real privilege to go down to Colorado to visit an outdoor program that was very much catered to the youth and adults that we support,” said Power to Be founder and executive director Tim Cormode. “It was a real visionary time for me to think that this is what we wanted to do in Canada, and 18 years later after hard work, it’s nice to say we have a home that I really truly believe will provide accessible opportunities for the populations that we serve.”

“I started with Power to Be as a participant in 2005,” she said. “I had been quite isolated before that, and it was Power to Be that
gave me a new outlook. “This is an awesome opportunity to be able to serve more participants and have a home where we can create more programs. It’s going to mean the world to people out there. We want to make it as easy as possible to get them out into nature, and this property is going to help them a lot.” The site is already being used to consolidate the non-profit’s program gear, with future naturebased activities and nature immersion education programs being planned for the site. Under the partnership, the Steele family is leasing the land to Power to Be in an agreement that maintains their shared vision for environmental stewardship and access to nature. “Our partnership provides the space and resources needed for Power to Be to expand their existing programs and to implement new programs for their participants, for their families and for the community,” said Steelecrest general manager Shawn Steele. jacob.zinn@saanichnews.com

Canada ignored early alarmist who called out residential school issues Ivan Watson For the Saanich News
It was an inherited box of genealogical files that first notified Saanich resident and Camosun College instructor Andy Bryce about the work of his great grandfather, Dr. Peter Bryce. The Truth and Reconciliation Commission review was three years into its research when Andy discovered the box in 2011, following his mom’s passing. He was fascinated to discover that his ancestor, Dr. Bryce, was one of the few senior Canadian officials at the time to take a courageous stand against the abuses suffered by Aboriginal children at the churchrun and government-sanctioned residential schools. “A light just went off for me,” he said. In five years since his discovery, Andy has dedicated much research to the subject, and is in production of a short film documentary about Dr. Bryce’s story for middle school students across Canada. “Growing up, I didn’t know much about him,” Andy said. “After sorting through the box, I looked him up on the Canadian Encyclopedia, and the first thing mentioned was his role in 1907 revealing health abuses in residential schools” In 1907, Dr. Bryce, then Chief Medical Officer in the federal Indian Affairs depart-

At one school, the rate was as high as seven in 10. After bringing attention to the appalling rates of neglect and suffering, Dr. Bryce was shuffled to another department and the Chief Medical Officer position was eliminated. But he never gave up. After he retired in 1921, Dr. Bryce criticized the government’s inaction in a book, titling it: The Story of a

Sitting in his office at Camosun’s Lansdowne campus, great grandson Andy is visibly proud of Peter’s courage. “One of the things that struck me was how tenacious he was about this particular issue and how long he stuck with it. was studying a master’s of professional communication at Royal Roads University. “My great grandfather’s story was the cornerstone for my research,” he said. Andy attended a family reunion in Ontario, where he met many of Dr. Bryce’s descendants for the first time. Following that, he contacted Peter Campbell, a filmmaker he knew with 30 years of experience working on social justice issues. Using Andy’s research, they partnered to produce a doc-
umentary film on Dr. Bryce’s legacy. The timing couldn’t have been better. In March 2015, the University of Toronto opened a school of Indigenous public health, named in part after Dr. Bryce. “We went to film that ceremony, which was really touching and exciting,“ Andy said. The documentar y attracted the attention of Charlene Bearhead at the National Centre for Truth and Reconciliation, who proposed that Bryce and Campbell produce a 20-minute version of their documentary for middle school students across Canada. Andy anticipates the short film will be ready later this spring,. The full length documentary is still in progress. “[My great grandfather] was a pioneer in that idea that government should be proactive in the way that we approach medical care. I think his most important legacy is to contradict the idea of laissez-faire government, and to say that government should be involved in the way that society is run, to ensure social justice.” Bryce aims to finish the longer documentary in time to coincide with Canada’s 150th anniversary celebrations in 2017. Saanich council unanimously endorsed a proposed federal ban on microbeads during Monday’s council session. Couns. Fred Haynes and Dean Murdock brought the report to council. The use of plastic microbeads in such products as scrubs, bath products, makeup, toothpaste and facial cleaners are shown to evade wastewater treatment and enter the food chain through “bioaccumulation.” Today (March 11) is the final day of the federal government’s public input period on the proposed ban, which would add microbeads to the List of Toxic Substances.

A lock-picking kit, a cell phone jammer, credit card swipers and a Taser disguised as a flashlight were just some of the unique items seized in a recent drug bust by Saanich Police. On Tuesday, acting Sgt. Jereme Leslie held a press conference to show off some of the legal and illegal paraphernalia that police and the Greater Victoria Emergency Response Team found last week during a search at a home in the 800-block of Marigold Road, across from Hyacinth Park. Numerous weapons were recovered, including a rifle, replica firearms, swords, knives, batons, axes, a crossbow and brass knuckles. The drugs seized included crack cocaine, heroin, crystal meth, marijuana, a variety of prescription pills and GHB, more commonly known as the date rape drug. “The street value on the drugs alone right now are at approximately $20,000,” Leslie told reporters. The bust – which followed a two-month joint investigation between members of Saanich Police’s property crime and drug units – also included a safe, some cash and stolen property, which police are still processing. As a result, police arrested Randy Patrick Smith, 41, and Tammy Marie Jasper, 38. “This was a significant investigation resulting in the arrest of a man that’s very well known to us, and he has been conducting a drug operation very close to a school where a lot of members of the community such as children and different sports organizations gather,” said Leslie. “When you’re setting up shop right across the street from a local park, that’s extremely concerning.” Leslie said Smith has already appeared in court and that a number of charges have been approved against him, with more pending. Leslie said he believes Smith is still in custody while Jasper is out on a number of conditions. “A number of charges have been laid, and as the investigation continues, we expect more charges to be laid at that time,” he said.

EDPA ruling on the way Saanich staff released its much anticipated Environmental Development Permit Area review on Tuesday with a firecracker of an announcement. Council will host a special session just for the occasion in the field house of the George R. Pearkes Community Rec. Centre at 7 p.m., Wednesday, March 16. Anticipating great numbers, the meeting is sure to draw hundreds as the contentious EDPA bylaw has drawn more than a thousand people to council chambers (last year) and to the fall and winter town halls on the subject, open houses and other presentations. The report provides a recap of that public check-in process conducted from June 2015 to February 2016. Unfortunately, feedback from the B.C. Assessment Authority’s current study is not available for the report at this time. Feedback at this time shows the leading interest among public concerns is support for the protection of the natural environment. This could be considered a surprise as the overwhelming majority of vocal responses have shared concerns over unfair economic “de-valuing” of their property. But there is clearly a parallel desire for value fairness and also protection of Saanich’s unique natural setting. Second in concerns listed is, in fact, potential for financial hardship. This point is likely the most debatable. In the short term, however, there seems to be a worry that real estate values aren’t what they could be, though it seems logical to assume a covenant protected urban lot will one day hold added value as nature decreases. The report suggests three basic process options: a repeal of the entire bylaw (which Mayor Richard Atwell attempted in November but no longer supports); a revision of the existing bylaw; or to retain the bylaw as is. If Option 1 is chosen, it would see the “regulatory framework” revert to its March 2012 state, and would affect a number of bylaws which have been changed since, such as the numerous 2014 Tree Bylaw revisions. Community journalism and Tom Fletcher Re: Tom Fletcher’s article Bowing to the power of judges (Saanich News, March 2) I found it hysterical and ironic that you posted an editorial on responsible journalism next to an editorial (rant) from Tom Fletcher. Mr Fletcher uses condescension, hostility, bullying, and belittling comments to make his convoluted and bizarre points. His columns are the furthest thing from responsible journalism since Fox News. If your standards of practice are so high, why are you including his columns on a regular basis? In Fletcher’s editorial (rant) beside your article on responsible journalism, he belittled and name called both our supreme court and our prime minister. He then questions the diagnosis of a sick woman with chronic fatigue syndrome, and insinuates she has no such condition, but instead sits around the house eating chips, watching TV and smoking dope. Is he now Dr. Fletcher? Maybe he needs a prescription for some medical marijuana to chill out.

Saving Sequoias hypocritical Re: Sequoias saved, (Saanich News, Feb. 19) It would be hypocritical of Saanich to save Sequoia trees while using the
EDPA to deny diversity from human activity, as the Sequoias are not native. (Either way the recent fuss at the Wilkinson Road bridge is wrong.) Unless Saanich wants to restore the ecosystem to before the last ice age, when the Redwood/Sequoia family grew over much of North America. Today they are native to part of the California coast (Redwoods) and on higher ground inland. There are many of each variety in the Greater Victoria area, seemingly a fad planting in the formative days of the area over a century ago, some in Saanich, some in Victoria such as in Beacon Hill park and at city hall. Late-night assault near Uptown Jacob Zinn News Staff
Saanich Police are searching for a man who sexually assaulted a woman near Uptown late Saturday night. Around 11:15 p.m. on March 5, a woman contacted police and reported being groped by an unknown man in the area of Carey Road and Ravine Way. She told police the male approached her from behind, grabbed her arm and breast, and then fled on food toward Cadillac Avenue. While numerous officers responded to the area, they were unable to locate the man. The suspect is described as a white male between 30 and 40, 5-foot-5, with a slim build and pale complexion. At the time of the incident, he was wearing a dark black or blue hat and a black jacket. Acting Sgt. Jereme Leslie said this latest sexual assault does not appear to be linked to recent
assaults in the district, such as the similar Jan. 26 attack near Mount Douglas secondary. “Right now, our investigators do not believe that those incidents are related at all – there’s a completely different description (of the suspect),” said Leslie. Anyone with information relating to the incident is asked to call Saanich Police at 250-4754321 or Crime Stoppers at 1-800222-TIPS (8477).
Eight new break-ins on Shelbourne corridor Saanich Police are warning residents along the Shelbourne corridor to secure their homes and keep valuables out of sight after eight break-and-enters were reported over the weekend. of incidents indicate the suspects have been targeting sliding patio doors to gain entry to various residences. “All of the break-ins have occurred on lower ground floor, apartment-style or townhouse dwellings,” said acting Sgt. Jereme Leslie. In some of the recent incidents, police noted the suspects gained access to homes because the sliding door locks were faulty, or because the lock was easy to undo. “We’d like to encourage everyone to make sure that their patio doors are secure, that they’re locking them when they’re leaving their home and just to take a look and make sure their locking mechanism is working,” said Leslie. Ryan Thirlwall of Central Saanich is determined to make his Pink Tutu Walk to raise awareness about local anti-bullying programs in schools a lasting influence.
While Ryan Thirlwall walks from Nanaimo to Esquimalt this month, he’ll be thinking about his own family and the many others whose lives have been impacted by bullying. On March 14, the Central Saanich father of two, will set out from Nanaimo’s Woodgrove Mall and walk 125 kilometers to Esquimalt. It’s a repeat of the same walk he did in 2012 to help raise money for anti-bullying and early childhood education programs through the Boys and Girls Club of Victoria. Did we mention that he’s doing his walk in a pink tutu and tights? “Yeah, it’s a gimmick,” he said during an interview at his workplace in Langford. “But if that’s what I have to do to raise awareness, it’s a good thing for me to do.” Thirlwall faced high winds, sleet and rain on his first walk four years ago and said he’s prepared to face the same obstacles again. He’s walking again, so long after his first on, because he’s fed up with witnessing acts of violence, discrimination and bullying among

Walk Monday, March 14 at 7 a.m. at Nanaimo’s Woodgrove Mall. He’ll walk through the city and follow Highway 19 through Ladysmith, Duncan, over the Malahat and into downtown Victoria via Douglas Street. A turn at Bay Street will take him into Esquimalt and his goal: the main office of the Boys and Girls Club of Victoria on Esquimalt Road. His route will be visible and he hopes that wearing the tutu and tights, at least, will get people’s attention. Thirlwall said he’s hoping to complete his walk between 24 to 28 hours. In 2012, he finished it in 27-and-a-half hours. To donate, Thirlwall said he encouraged people to visit the Boys and Girls Club website (bcgvic.org) and use the donation link and the words ‘Pink Tutu’ or ‘Tutu Walk’ when submitting a donation.

After four years, he said, the world seems to be a different place – as the scale of aggression seems to be growing. It’s not just children facing these issues, he said, but adults. “Look at the state of politics south of the border, there is so much bullying and aggression. I see so many cowardly acts of violence and indecency towards each other.” That’s why Thirlwall added he hopes he can inspire schools, parents and children to consider taking up his cause and offering a Pink Tutu Walk at around the same time as the Pink Shirt Day anti-bullying campaign. Bringing more people together to raise awareness about the issue, he said, is his main goal – so that his efforts don’t simply fall by the wayside. Thirlwall starts his Pink Tutu

Toy Story comes to life on the ice Skating club toying around at Archie Browning Pirjo Raits News Staff
Saanich’s Racquet Club of Victoria Skating Club members are making the final tweaks to ready for their biannual ice skating show, A Toy Story on Ice. Deena Beacom, director of the Racquet Club and the upcoming ice show, said they took the concept of the characters from Toy Story and created a new story line specifically for skating. “One character goes missing and the other characters have to look for it,” said Beacom in explaining the show concept. The production showcases all of the club’s disciplines; pairs, highlevel dancers, soloists. “It’s not like the movie, there is no conversation on the ice,” Beacom said. “The movements create the storyline.” They have built their own soundtrack with different pieces of music that interpret the characters. Featured in the show are club members Leo and Pilar Maekawa, skaters familiar in the competitive arena. They are taking a break from skating competitions and are coaching with the club. Beacom, along with
Matt Lewis, have coached the Maekawas for many years. The Maekawas are now both in their 20s. “They are a great addition to our club,” said Beacom. Skaters are rehearsing two hours per day on the ice. The skating club puts on a show ever two years, as it is a lot of effort for the club. One constant through it all has been by Anne from Robans Designs, who designs the costumes. “She has worked with me for every show over the past 16 years,” said Beacom. “She does a phenomenal job.” It’s not just costumes that make a great ice show, it is also the lighting, music and the set. “People say it is just like a professional show, it’s quite a good production,” said Beacom. “We put a lot of work into it. It’s a really fun show for all ages.” Proceeds from the show go back to the club to cover costs. A Toy Story on Ice takes place on Saturday, March 19 at 2 p.m. and 7 p.m. and on Sunday, March 20 at 1 p.m. Tickets are on sale through the McPherson Playhouse and at Archie Browning Sports Centre, 1151 Esquimalt Rd. news@saanichnews.com

Beware permit-only products on store shelves As spring arrives, use caution when spraying Pirjo Raits News Staff
Saanich Coun. Fred Haynes wants to remind the public about the potentially serious consequences of using pesticides on residential properties. Haynes was recently contacted by a constituent concerned about the use of Roundup, a glyphosate, being used to kill weeds in the Blenkinsop area. Such products are available on retail store shelves in Saanich to anyone but to use them on residential properties in Saanich requires a permit, as per the District’s 2010 Pesticide Bylaw. While there is a misonception that Saanich has banned the use of pesticides it was only able to limit its residential use. “The bylaw regulates the use of pesticides but municipalities don’t really have a say to the sale of pesticides,” said Adriane Pollard, manager of Saanich’s environmental services. The provincial government is looking at making changes to its regulations, at that point Saanich could follow suit. When Saanich brought the bylaw in, it did some outreach with nurseries so that people could ask questions about alternatives.

Without any signage next to regulated products in local garden and hardware stores, newcomers to Saanich may be unaware of its pesticide bylaw, Coun. Fred Haynes said. But just because products contain glyphosate, Saanich can’t ban its sale, only limit it to use by permit in some areas, Pollard said. The bylaw does not apply to non-residential, commercial (such as golf courses), institutional, or industrial properties because municipalities, such as Saanich, do not have the legal jurisdiction to regulate these areas.
“You do have to notify neighbours and a minimum amount of signage is required,” Pollard said. One use that’s permitted is for dealing with invasive species, such as knotweed. The bylaw outlines pesticides containing glyphosate are only permitted for use on lawns and gardens in certain cases. The

pesticide bylaw also regulates that no person may apply or otherwise use pesticides for the purpose of maintaining lawns, trees, shrubs, flowers, and other ornamental plants on private land. Other pesticides included are 2,4,D (such as Weed n’ Feed, Killex, etc.) malathion, carbaryl (Sevin), diazinon, mecoprop and dicamba. According to Haynes there is growing work that indicates the use of glyphosates are correlated with the growth in both celiac disease and the rise of autism in children, cancer too. “I believe the public remains ignorant of the health impacts now being assigned to the presence of glyphosates,” states Haynes. Saanich promootes natural ways to care for lawns which include mowing on a high setting to shade out weeds, to conserve moisture in the soil and promote root development; leave grass clippings on the lawn; water wisely - only 2.5 cm (1”) per week or let your lawn go brown in dry weather; and aerate and de-thatching to promote water retention and air circulation. Pesticides should never be flushed down your toilet, sink or storm drains. Volkswagen used the recent Consumer Electronics Show (CES) in Las Vegas as the backdrop to hold the international launch of the Beetle Dune. The car was sitting on a stand outside the Vdara hotel, gleaming in gold paint and looking tough for a Beetle. At first, the idea of a more rugged Dune version of a Beetle made no sense, why would anyone want a Beetle with a higher ride height, body cladding and flashy exterior details? It was only after a day behind the wheel and finding out the price of the Dune that it started to make sense. Looks The Beetle was the car that started it all for VW, over six decades ago. The latest version of this icon is a thoroughly modern vehicle with refined driving characteristics and useful features. What hasn’t changed is the sense of whimsy that the shape of the car brings. To try to capture the dune-bug area of the 60 and 70s, VW has introduced this slightly more rugged looking version called Dune. The suspension sits 10mm higher than the regular car and the track of the wheels, side-to-side has been widened by 14mm. The wheels are 18-inches and framed by black cladding around the wheel arches and the bottom of the car. In addition, the side mirrors are painted silver, there is a black Dune logo on the side and the front and rear lower sections have a silver skid plate

inspired fascia. Inside The Dune is available in black, white or the vibrant Sandstorm Yellow seen here. The colour of the exterior is carried inside the car across the doors and dash, even the instrument cluster is colour matched. Verdict At first glance, the Dune might seem merely a silly styling exercise but on further inspection, it is an alternative to a regular Beetle and at no extra cost. The Dune is based on the Comfortline Beetle, yet it comes equipped with many additional features for $27,000. The Comfortline would need to be equipped with two additional packages and that would actually bring the price higher than the Dune. So, the Dune doesn’t cost more than a nicely equipped Beetle. After a while the idea sank in. The Beetle is for someone that wants to drive something different and the Dune takes that idea as step forward. The only complaints that I have is the fact that VW Canada, unlike the US division, will not offer a convertible version of the Dune and there is no manual transmission available. CRD takes leap of faith on McLoughlin, Clover points Pamela Roth Black Press
McLoughlin Point and Clover Point are now the two sites selected to potentially look at building two secondary or tertiary sewage treatment plants. At the opening of a lengthy discussion Wednesday amongst members of the Core Area Liquid Waste Management Committee (CALWAC), chair and Victoria Mayor Lisa Helps told members the province is willing to help the region find
a solution and facilitate a way to move forward, but first it needs a plan to help with. With an estimated cost of more than $1 billion for the two plants, Helps noted the McLoughlin Point/Clover Point isn’t perfect due to the high cost, but it is a step forward. “It’s a leap of faith, but we’re not taking that leap in the dark. We’re taking that leap with the help and hopefully the long term help of two ministers and their staff,” said Helps, stressing the committee isn’t

expand. Committee members were torn about the proposal, with some agreeing a compromise has been found while others grappled with Clover Point suddenly being thrown into the mix. For director Geoff Young, there are still

many advantages with having a single site instead of two when it comes to cost. “From the perspective of the taxpayer, we would be better off flipping a coin to determine a single site. This twoheaded compromise has a cost of $250 million or so more than a single site option,” said Young, who still believes McLoughlin is the best site for a single plant, even though it was rejected by Esquimalt nearly two years ago. Young also believes there’s no way Victoria council will approve a plant at Clover Point, therefore the proposal is doomed to fail. Director Ben Isitt also questioned Clover Point and suggested adding Macaulay Plain into the mix, along with negotiating with the neighbouring Department of National Defence for more land to expand the
0.3 hectare site. “The reasonableness you’re asking, the generosity you’re asking of citizens of Victoria and their council in comparison with the veto that was given to Esquimalt — it’s frankly ridiculous,” said Isitt. “These are private residential households directly across (from Clover Point) where this committee is contemplating putting in a major plant after Esquimalt turned down a facility that was half a kilometre away from the nearest residential property.” The CRD has until the end of March to submit a detailed plan for wastewater treatment in the region or risk losing $83.4 million in grant funding from PPP Canada. In November, 2014, Patrick Blennerhassett packed his bags for India. Blennerhassett, a former Saanich News arts reporter and Saanich resident, was going to meet Balbir Singh Sr., who won three Olympic medals in field hockey and is largely forgotten. Blennerhassett was first told the story of Balbir Singh in Canada through a co-worker and friend of his father’s. Two years later he has published A Forgotten Legend: Balbir Singh Sr., Triple Olympic Gold & Modi’s New India. Field hockey used to be the number one sport in India but has been replaced as the crowd favourite by cricket. Singh Sr. was a star when he won Olympic gold in 1948, 1952, 1956, yet today he is largely forgotten in India and lives in relative obscurity in Burnaby. Blennerhassett’s connection to the 92-year-old was forged through a common trait of idealism. Singh’s is out for the greater good, something that appealed to Blennerhassett.

The authoer set out on a journalist’s visa to India and for two weeks he carried out dozens of interviews in Chandigarh and New Delhi. He heard all the stories about Singh Sr. and his prowess on the hockey field. He also heard the stories of prejudice against the Sikh minority and the great divide in India during Partition. Singh Sr. was there when Prime Minister Indira Gandhi was assassinated and the Sikhs paid a high price for the murder carried out by her Sikh guards. Singh Sr. was
a victim of the divide and his past is obscure but his story is a metanarrative of India during those unsettling times. “India is a very complicated country,” said Blennerhassett. “It is a country struggling to be a democracy and is deeply divided by religion.” Blennerhassett feels Singh Sr. suffered injustice and disrespect and he wanted his story to be told. “I think at the end of the day it’s kind of a human story and it doesn’t matter if he’s a Sihk and I’m white. Here’s a great Indo/ Canadian hero. We can go back in time and celebrate these people. Mike Holmes is one tough builder, and now he’s brought his national brand to Saanich.
